As the school year winds down, USD 428 is proud to announce the return of its Summer Meal Program, offering free meals to all area children 18 years of age and younger. The program will run on weekdays, May 27 through July 25, with the exception of July 3 and 4 for the holiday.

Meals will be served at three Great Bend elementary schools – Eisenhower, Jefferson, and Riley – from 11:00 a.m. to 1:00 p.m. Each child will receive a grab-and-go lunch and breakfast that can be enjoyed on-site or taken home.

Families will be issued a permit to pick up the meal packages. As a convenience, permits can be obtained in advance at the USD 428 Central Kitchen, located at 625 E 10th St, on May 19, 20, and 21 from 8:30 a.m. to 3:30 p.m. Starting May 27, permits will be available at each participating school site. Children must accompany the adults at the time the permit is issued.

“We encourage all families to take advantage of this convenient and nutritious program,” said Kristy Alvord, USD 428 Food Service Director. “No income guidelines apply, and meals are available to all children up to 18 years old, not just those enrolled in USD 428. It's a great way to support healthy habits and ease the burden of summer meal planning.”

Great Bend Economic Development has created a funneling system for
entrepreneurship. There is the Entrepreneurial Mindset classes, designed to
provide education and support for individuals exploring entrepreneurship. Then
there is the CO.STARTERS Core initiative, a 10-week program to prepare citizens’
new business for success. 

Economic Development Director Sara Arnberger said the
CO.STARTERS class recently finished with six individuals completing the program.


"Of those six, we have several that will be moving on to our IGNITE competition," said Arnberger. "We're thrilled about that. They have some great, new business ideas. I know that we are going to be seeing some successful new businesses start up very shortly. We're excited about that."

Finally in the entrepreneurship cycle is the IGNITE Rural Business competition.

Phases of entrepreneurship guidance in Barton County

The wheat curl mite is a small but mighty adversary of Kansas wheat producers as the vector for Wheat Streak Mosaic Virus (WSMV), Triticum mosaic virus (TriMV) and High Plains Mosaic Virus. Fueled by a combination of the right weather conditions and ample volunteer wheat and other safe harbors, producers across the state appear to be losing the battle against these tiny critters and the diseases they carry in what could be the worst WSMV outbreak since 2017.&nbsp;

“We have some fields that are close to total losses,” said Kelsey Andersen Onofre, K-State assistant professor of plant pathology, who has been across the state scouting fields. “It’s hard to walk in a wheat field in Kansas right now and not find at least low-level, trace-level symptoms of WSMV, and that’s pretty unusual.”

Andersen Onofre explained that symptoms of WSMV — symptomatic leaves with dark green coloring and light-yellow discolorations or stunted plants with a distinct yellow discoloration — are showing up more clearly over the last few weeks as temperatures warm up, but the cause happened last summer and fall. A suspected high population of mites last summer found a place to hide for the summer, fall and winter — most commonly in volunteer wheat or volunteer wheat hidden in a field of cover crops or double crop acres. Mites survive the winter in these “green bridges” and mild weather meant populations stayed fairly high&nbsp;— so high that mites were able to disperse over long distances, up to one or two miles away from a source, and there are now concerning levels of the diseases they carry across the state.

“If we have an extended, warm fall, like we did in 2024, it’s a perfect storm for mite populations to stay at high levels and increase later in the season,” Andersen Onofre said. “The more populations increase, the higher the chance they will be blown by wind into neighboring fields. If the weather stays warm, we can see this spread continue over long distances.”

That is certainly the case in Saline County, where more diverse cropping systems are making it an emerging issue where it hasn’t traditionally been found.

“This is by far the worst year I’ve seen for impact of wheat streak mosaic virus in our area,” said Gypsum farmer Justin Knopf. “Many fields have been affected with a high level of presence of the virus. Some fields, where they’re right next to a field where the source was, have significant impact.”

Infected fields at this point in the plant’s growth stage near flowering will often not head out well or will have low grain fill, meaning producers with infected fields should expect yield loss, especially in fields where the flag leaf has already turned yellow.&nbsp;

“Unless we have a significant weather event such as hail or excessive heat during grain fill, wheat streak mosaic virus is likely to be the number one cause of yield loss in this area,” said Knopf.

Adding insult to injury, there is no effective treatment for WSMV once the infection has occurred. Producers must balance estimated yield loss, requirements for crop insurance and the economics behind terminating the most severely infected fields in favor of planting a summer crop.&nbsp;

“Unfortunately, there is not much to do at this point in the season if you have a field that has severe WSMV infection. These fields are likely not good candidates for a fungicide application. Fungicides will have no effect on wheat streak, and it will be difficult to recover yield losses from foliar diseases if yield potential is already reduced by wheat streak.” Andersen Onofre said. “We do not recommend spraying insecticides or miticides. There is no immediate action you can take to slow down the spread of WSMV or preserve yield in affected fields.”&nbsp;

Increased instances of the viruses this year has farmers thinking about the longer-term causes. Knopf attributed the widespread infection this year to three really dry falls and winters in a row, more hail in the area last year (areas with hail are virus hot spots) and more diverse cropping systems, including warm season cover crops and double cropping.

Producers who selected wheat varieties with known tolerance or genetic resistance to WSMV are seeing the benefit of that decision.

“I haven’t historically selected varieties based on WSMV resistance in this area, but it will certainly be on my mind for next year’s crop,” said Knopf.

“We do not have any perfect resistance, but variety selection is making a difference under this really high pressure situation,” Andersen Onofre said. However, she cautioned producers that even varieties with tolerance or genetic resistance to WSMV may still be susceptible to Triticum mosaic virus (TriMV), and dual infections of both diseases are also popping up. When fields are infected with both viruses, yield losses can be more severe. In addition to WSMV and TriMV, she also encouraged producers to monitor their risk of Fusarium head blight (scab) as weather conditions during flowering have been conducive to the development of scab and leaf spot diseases like tan spot and Septoria in parts of the state like central and southeast Kansas. These wheat diseases can be managed with fungicide applications. A Fusarium Risk Tool is available at wheatscab.psu.edu for producers to manage their risk. Unlike WSMV, producers cannot scout fields to see FHB, so they must make application decisions based on individual field risk, which is particularly important for wheat fields planted into corn residue. “We are recommending producers watch the FHB risk pretty carefully, especially right now in central and southeast Kansas, as we are in that flowering window and we have had favorable conditions,” she said.&nbsp;

RICE COUNTY—Law enforcement in Rice County are sharing details of a violent rollover accident that could have been tragic.

On Saturday. night,&nbsp;deputies responded to a rollover crash involving a 16-year-old driver on Avenue N between 13th and 14th Roads in rural Rice County, according to a social media report from the sheriff's office. The teen had just left an underage drinking party. "Looking at the vehicle, it’s clear—this young man is incredibly lucky to be alive."

Sheriff: Kansas teen lucky to be alive

Opening day for the Wetlands Waterpark in Great Bend is generally the
Saturday before Memorial Day. With high school state track and state baseball
and softball positioned at the end of the month this year that could
potentially tie up several lifeguards and staff for the pool. 

Great Bend City
Administrator Logan Burns said the worst case scenario is to have the pool open
on Memorial Day, May 26. 


Great Bend continues to research the possibility of a multi-million-dollar bond
to pay for a new pool.


"I should be receiving proposals for the pool about which route we're taking for sizing and scope by the end of the week from JEO," said Burns. "Then I'll send those out to the council to see what our next steps are."

The large pool was constructed in 1936 and the addition of the large water
slides arrived in 2005. Discussion with the Great Bend City Council earlier
this spring suggested pool construction in 2026 with a new pool finished by
2027.&nbsp; &nbsp;&nbsp;

The drought monitor report as of Tuesday, May 6th shows little change across the state. Our entire area is still in moderate drought. This doesn’t include the Wednesday precipitation. The six to ten-day outlook (May 13 to 17) indicates a 60 to 70% chance of likely above normal temperatures and a 33 to 50% chance of leaning above normal for precipitation. The eight to fourteen-day outlook (May 15 to 21) indicates a 33 to 40% chance of leaning above normal for temperatures and a 40 to 50% chance of leaning above normal for precipitation. Not a terrible outlook for wheat, alfalfa and our summer row crops.

Today, with the current downsizing of employees across government agencies in the news, how many actually know what agencies are withing the USDA. What do they do? Briefly, there’s not sufficient space here, what are some of the agencies and what are their functions?

· Farm Service Agency (FSA) – The FSA provides critical services to the agricultural community as it implements farm policy as directed by Congress and the White House through laws, regulations, and the Farm Bill. They, along with the NRCS, are the points of contact between the government and producers. Here is just a partial list of services/programs: Supplemental Disaster Assistance, Agricultural Risk and Price Loss Coverage, Livestock Forage Disaster Program, Marketing Assistance for Specialty Crops, Loan Assistance Programs, New Farmer and Rancher Assistance, outreach and education for various programs, Loan Deficiency Payments, various Conservation Reserve Programs, and the list goes on.

· Natural Resources Conservation Service (NRCS) – The NRCS is primarily charged with helping landowners, primarily but not exclusively ag lands, conserve, protect, and restore our natural resources. It started out decades ago, helping to mitigate soil erosion losses after the 1930s. They provide technical and financial assistance to landowners to implement various programs. The goal is to protect and restore the environment. The list of programs and assistance is long. However, many of you are familiar with the Conservation Reserve Program (CRP) designed to protect and restore highly erodible lands by taking them out of production and returning them to a more natural state.

· Animal Plant Health Inspection Service (APHIS) – APHIS is charged with protecting and insuring the health, safety and care of plants and animals. They work to keep harmful plants, diseases, and other organisms from crossing our borders.

Also included are the Cooperative Extension Service, Agricultural Research Service, Ag. Marketing Service, Economic Research Service, Food and Nutrition Service, Food Safety Service, Foreign Ag. Service, Forest Service, Risk Management Agency, Rural Development, National Ag. And Statistics Service, Rural Utilities and Housing Services, and more. These are all vital to the wellbeing of not only producers and the environment but also rural communities.

La Crosse student joins KSHSAA Student Advisory Team

LARNED, Kansas. –&nbsp;Larned State Correctional Facility (LSCF) resident Jason W. Cott, 45, died Saturday, according to the Kansas Department of Corrections.

 Cott was found unresponsive in his cell Saturday night. Staff began life-saving measures immediately and continued after emergency medical services arrived and transported him to a local hospital where he later died. The cause of death is pending the results of an independent autopsy.

Cott was serving two life sentences without the possibility of parole for two convictions of first degree murder in Johnson County, Kansas.

Per protocol, when a resident dies in the custody of the KDOC, the death is under investigation by the KDOC and the Kansas Bureau of Investigation. The investigation is ongoing.

The Larned State Correctional Facility serves only adult males and consists of a 310-capacity medium-security unit and a 304-capacity minimum-security unit.

KANSAS CITY, Kan. (AP) — Kyle Larson took most of the drama out of his second straight spring victory at Kansas Speedway on Sunday.

After putting his No. 5 car on the pole for Hendrick Motorsports, Larson led 221 of 267 laps, winning both stages and cruising to his third NASCAR Cup Series win of the season. He was never challenged down the stretch by second-finishing Christopher Bell — and he most certainly didn't need another last-lap pass to win at the wire like he did a year ago.

The margin over Chris Buescher then was 0.001 seconds, the closest in Cup Series history. It was 0.712 seconds on Sunday.

“Glad to not win by an inch this time,” Larson said with a smile. “A little safer gap.”

Larson, who also has wins at Homestead and Bristol, has finished in the top four in each of his past four Cup Series races, and now he will take that momentum to Indianapolis Motor Speedway. Larson will be on track Tuesday as he begins another shot at “the Double” — running every lap of the Indianapolis 500 and Coca-Cola 600 on the same day Memorial Day weekend.

Last year, he contended in the rain-delayed Indy 500 before a speeding penalty on pit road resulted in an 18th-place finish. He then hopped a flight to Charlotte for the NASCAR race, but rain there kept him from ever completing a lap.

“It's a cool win here at Kansas,” Larson said in victory lane, “and now we'll try to execute two good weeks at Indy.”

Even though Larson spent most of a hot, sunny day at Kansas in the lead, he found himself trailing Chase Elliott early in the final stage. But when Elliott's team dropped the jack too soon before his right rear tire was on during a pit stop, Larson was able to get back to the front on the restart, and he spent the last 50 laps cruising to the checkered flag.

Bell, a three-time winner already, finished in the top three for the sixth time this season. Ryan Blaney came in third, giving Team Penske another good run after Austin Cindric won two weeks ago at Talladega and Joey Logano won last week at Texas.

“I was just trying to get to the end. I know Ryan was coming on really strong there,” Bell said. “I feel like our day was kind of a product of qualifying well and having good pit stops and restarts.”

Blaney knew he was coming on strong, too, but he was left to lament what might have been.

“We were kind of running those guys down quick,” Blaney said. “A few more laps, I would have scared the 5 a bit at least.”

Chase Briscoe finished fourth and Larson's teammate Alex Bowman rounded out the top five.

Brad Keselowski looked as if he might finally have his first top-10 finish this season. He started from the rear but steadily made his way forward, and the 2012 series champion had moved into second behind Elliott when his right rear went down with 72 laps to go. Keselowski wound up in the wall, ending his hopes of contending.

“I mean, it was going to be a great day," Keselowski said. "I heard a big boom and around it went. It's unfortunate.”

Denny Hamlin also had a fast car all afternoon, but he wound up fighting a clutch problem that made pitting a nightmare. He was still running with the leaders before Keselowski's caution, when yet more clutch trouble finally ruined his day.

“Really fast again,” Hamlin said. “Just can't keep it together right now.”

There had been only one non-stage caution before Keselowski hit the wall. Cody Ware, Daniel Suarez and Ty Dillon brought out another in a wreck on the restart; Kyle Busch was bumped and spun to bring out another yellow on the next restart; and Justin Haley, Erik Jones and Bubba Wallace were involved in another wreck on a third consecutive restart.

Larson won for the 32nd time, and joined Hamlin and Busch as the only active Cup Series drivers to have led more than 10,000 laps. ... Briscoe was fourth for the fourth time this season. He has yet to finish better. ... Larson made it three straight wins for Chevrolet at Kansas Speedway. Ross Chastain won the fall race last season. ... Hamlin's streak of seven straight top-10s at Kansas ended. He finished 36th. ... Logano challenged for second late in the race before finishing ninth.

The All-Star Race is up next Sunday at North Wilkesboro, where Logano is the defending champ. There are changes to the format this year, including an optional promoter's caution flag, which could dramatically reshape the 250-lap race.

Astros host the Royals to start 3-game series

KANSAS CITY, Mo. (AP) — Rafael Devers’ 440-foot homer snapped a 1-1 tie and Lucas Giolito pitched into the seventh inning for his first win since 2023 as the Boston Red Sox beat the Kansas City Royals 3-1 on Sunday.

Giolito (1-1) allowed two singles and one unearned run in 6 2/3 innings to get his first win for Boston. He missed last season with a partially torn elbow ligament, and his last victory was for Cleveland on Sept. 15, 2023.

Devers — again starting at designated hitter two days after Red Sox homer John Henry flew to Kansas City to meet with the disgruntled slugger over his refusal to play first base — followed up his 4-for-4 performance on Saturday with a monster homer. With one out and a runner on first in the sixth, Devers blasted Seth Lugo's first pitch to dead center, his seventh longball of the year.

In the third inning, Giolito threw wildly past third on Kyle Isbel’s bunt, allowing Drew Waters to score. He faced the minimum after that.

Wilyer Abreu tied it in the fourth with his 10th homer, a 430-foot shot to right. Abreu had three hits, snapping an 0-for-13 slide.

Aroldis Chapman pitched a scoreless ninth for his sixth save.

Lugo (3-4) allowed three runs in six innings for his fifth straight quality start.

Kansas City had four hits, all singles, and lost consecutive games for the first time since a six-game skid from April 14-19.

With two on and nobody out in the third, Giolito escaped the jam by getting two groundouts sandwiched around a strikeout of Bobby Witt Jr.

Devers has reached safely in eight of his last nine plate appearances.

WASHINGTON (AP) — Lars Nootbaar, Willson
Contreras and Nolan Arenado homered, and the St. Louis Cardinals beat
the Washington Nationals 6-1 to complete a three-game sweep. The
Cardinals have swept back-to-back series during an eight-game winning
streak, their longest since August of 2022. Miles Mikolas allowed one
run over 5 1/3 innings with five strikeouts and one walk. All five of
his career wins against Washington have come at Nationals Park.
Nootbaar cranked his sixth homer of the season and seventh leadoff
homer of his career well into the second deck in right field on the
fifth pitch from MacKenzie Gore.


DENVER (AP) — The Colorado Rockies have fired
manager Bud Black. He was the winningest manager in franchise
history, but the Rockies are off to a 7-33 start that’s one of the
worst in Major League Baseball history. Colorado promoted third base
coach Warren Schaeffer to be the interim manager Sunday after a 9-3
win over San Diego. That victory wasn’t enough to save Black’s
job after the Rockies lost 21-0 to the Padres on Saturday. They also
fired bench coach Mike Redmond. Hitting coach Clint Hurdle takes over
as interim bench coach. The Rockies have the worst 40-game start
since the 1988 Baltimore Orioles.


WEST SACRAMENTO, Calif. (AP) — Aaron Judge
had four hits to get his average back above .400 and Ben Rice hit a
grand slam to lead the New York Yankees to a 12-2 victory over the
Athletics. Judge hit a two-run single in a five-run second inning
against former teammate Luis Severino and added hits in his final
three at-bats to raise his average on the season to .409. The Yankees
broke the game open in the fifth inning when Rice hit his first
career grand slam after Mitch Spence had relieved an ineffective
Severino.


UNDATED (AP) — The thirst for football is so
great the schedule release is a three-hour, prime-time broadcast on
the NFL Network. Teams have known their 2025 opponents since last
season ended but everyone is waiting on dates and times. There will
be seven international games in five countries, including three in
England, one in Germany, one in Brazil and the first-ever games in
Spain and Ireland. The Jaguars, Jets and Browns are the designated
home teams for the three games in London. The Colts are playing in
Berlin, the Chargers in São Paulo, the Dolphins in Madrid and the
Steelers in Dublin. A triple-header on Christmas Day is among the
highlights.


KANSAS CITY, Kan. (AP) — Kyle Larson made it
back-to-back spring race wins at Kansas Speedway. He dominated the
NASCAR Cup Series race on Sunday from the pole to win for the third
time this season. Larson swept both of the stages and led 221 of 267
laps. Christopher Bell was second and Ryan Blaney came on hard down

INDIANAPOLIS (AP) — Pascal Siakam scored 21
points and the Indiana Pacers tied an NBA playoff record by taking a

Cavaliers 129-109 on Sunday night for a 3-1 lead in the Eastern
Conference semifinals. The Pacers can earn a second straight trip to
the East finals with a victory Tuesday in Cleveland, where they won
the first two games. Indiana jumped to an 80-39 lead at halftime and
led by as much as 44 points. Donovan Mitchell had 12 points despite
not playing in the second half because of a left ankle injury. Coach
Kenny Atkinson said his All-Star guard would have an MRI exam Monday.


DENVER (AP) — Shai Gilgeous-Alexander scored
25 points and the Oklahoma City Thunder finally outplayed Denver in
crunch time, beating the Nuggets 92-87 Sunday to knot their
second-round series at two games each. The Thunder overcame an
eight-point deficit in the fourth quarter after the Nuggets had
outlasted the youngest team in the NBA with wins in Games 1 and 3.


SUNRISE, Fla. (AP) — Sergei Bobrovsky stopped
23 shots for his fifth career playoff shutout, Carter Verhaeghe and
Sam Bennett scored and the Florida Panthers beat the Toronto Maple
Leafs 2-0 on Sunday night in Game 4 to even the Eastern Conference
semifinal series. Verhaeghe scored on a power play in the first
period, Bennett added the insurance score with 7:50 left and
Bobrovsky did the rest. He’s the first goalie with two shutouts in
this year’s playoffs. Joseph Woll stopped 35 shots for the Maple
Leafs, who took a 2-0 series lead with a pair of home wins and now
return there for Game 5 on Wednesday with the series knotted 2-2.


DALLAS (AP) — Mikko Rantanen had a goal and
two assists, including on the tiebreaking goal off Alexander
Petrovic's skate as the Dallas Stars beat the Winnipeg Jets 5-2 on
Sunday to take 2-1 lead in the second-round Western Conference
series. Officials reviewed Petrovic’s goal with 16:09 left for more
than five minutes before confirming the 3-2 lead that came off the
rebound of a shot by Rantanen. Soon after play resumed, Rantanen
scored his ninth goal of the playoffs. Game 4 is Tuesday night in
Dallas. Roope Hintz had a goal and an assist for the Stars, and Wyatt
Johnston added a late goal. Kyle Connor and Nino Niederreiter scored
for the Jets.


FLOURTOWN, Pa. (AP) — Sepp Straka seized the
lead with a par at the 16th hole and shot a 2-under 68, outdueling
Shane Lowry in the final round of the Truist Championship at
Philadelphia Cricket Club for his second victory of the season.
Justin Thomas and Lowry tied for second place, two strokes back.
Patrick Cantlay, Jacob Bridgeman and Tommy Fleetwood finished tied
for fourth at 12 under. Defending champion and four-time event winner
Rory McIlroy never really got going, closing with a 2-under 68 and
was in a group in seventh place.

NEW ORLEANS (AP) — New Orleans Saints veteran starting quarterback Derek Carr is retiring because of a labral tear in his right shoulder and “significant degenerative changes” to his rotator cuff, the team announced Saturday.

Carr, 34, has played for 11 pro seasons since being selected out of Fresno State by the then-Oakland Raiders in the second round of the 2014 NFL draft.

He was acquired by the Saints as a free agent in 2023 but had mixed results in New Orleans, going 14-13 as a starter while struggling through oblique, hand and head injuries that caused him to miss seven games last season.

Carr, who was entering the third year of a four-year, $150 million contract, experienced unexpected pain in his throwing shoulder when he began to ramp up training on his own this offseason. That led to the diagnosis which now has cut short his career.

“Surgery was an option, jeopardizing the entire 2025 season, yet there was no guarantee Derek would return to the level of strength, function and performance of play to which he was accustomed,” the Saints said in a written announcement.

The Saints did not acknowledge Carr's injury until the day before this year's NFL draft in late April. Carr did not speak publicly about the injury until a few days later, when he delivered a guest sermon at a Las Vegas church. In that sermon, Carr said his critics were “lying” about him when they questioned the unusual timing of the injury, as well as both the team's and Carr's initial reticence to address it openly or answer questions about it.

Carr has career passing totals of 41,245 yards, 257 touchdowns and 112 interceptions. The four-time Pro Bowler retires with a 77-92 regular-season record as a starter, 0-1 in the playoffs.

Carr said he made his decision in consultation with his wife, Heather, and “upon reflection of prayer.”

“For more than 11 years, we have been incredibly blessed, and we are forever grateful and humbled by this experience,” Carr said. “It’s difficult to find the right words to express our thanks to all the teammates, coaches, management, ownership, team officials and especially the fans who made this journey so special."

“I sleep well knowing that I gave my teammates, my coaches, and my cities my all,” Carr added.

The decision also comes after New Orleans, heading into its first season with Kellen Moore as coach, used a high second-round draft choice to select Louisville’s Tyler Shough.

Now Shough, who learned of Carr's decision just before taking the field for a rookie camp practice on Saturday, will have a chance to compete for a starting job.

“All I want is an opportunity,” said the 26-year-old Shough, who, in part because of injuries, spent seven years at the college level with three programs, starting with Oregon and Texas Tech. “I've been at points in my career where I would just be dying to get on the field because I was injured. I was a backup before and I was a starter. So, I know a lot of those roles and what it looks like, and I think I can operate well in any of them."

"I'm just really excited for that opportunity to go out there and prove myself,” he added.

Other QBs on the Saints roster include second-year pro Spencer Rattler and third-year player Jake Haener, who did not post a victory between them in seven games last season, six of which Rattler started.

Carr's retirement "will provide some of those younger quarterbacks a chance to just get ready from a rep standpoint and opportunity standpoint,” Moore said. “Obviously, those guys will be ready and fired up for that.”

Moore was noncommittal about the possibility of bringing in an established veteran QB through free agency.

“We'll certainly have awareness of it,” Moore said. “We're ready if the opportunity presents itself.”

Since the AFL-NFL merger in 1966, just 12 quarterbacks who were not drafted in the first round have started season-openers as rookies. One of them was Carr. Another was the Cowboys' Dak Prescott in 2016, when Moore was a reserve QB in Dallas.

Prescott “was obviously a fourth-round pick and probably wasn't anticipating being a starter that year," noted Moore, who also coached Prescott as Dallas' QBs coach in 2018 and as offensive coordinator from 2019 to 2022. "These guys all come from different paths."

Saints QB Derek Carr is retiring due to shoulder issues

The NCAA Men’s Basketball Rules Committee, in an effort to enhance the flow of games, has recommended that video reviews of out-of-bounds calls can only be initiated by a coach's challenge.

The NCAA announced Friday that the committee met this week in Indianapolis and addressed concerns about lengthy disruptions, particularly near the end of games.

In addition to recommending the use of coach's challenges, points of emphasis to improve flow will include directives to address delay-of-game tactics, limit time spent at the monitor, improve game administration efficiency and reduce physicality.

The NCAA Playing Rules Oversight Panel must approve proposals before they become official. The panel is scheduled to meet June 10.

Under the coach’s challenge proposal, teams must have a timeout to request a video review challenge. If the challenge is successful, teams would be allowed to have one additional challenge for the rest of the game, including overtime. If the first challenge is unsuccessful, the team loses the ability to challenge the rest of the game.

Other than in the last two minutes of a game and in overtime, a coach's challenge also would be necessary to initiate a review of basket interference/goaltending and restricted arc plays. Recent data shows those reviews caused minimal game interruptions. Officials could not initiate video review on out-of-bounds calls at any point in a game.

Fans have complained about the disruption of game flow as the number of situations when video review can be used has increased over the last decade. Karl Hicks, committee chair and associate commissioner for basketball at the American Athletic Conference, said taking steps to improve flow was the priority of this year's meeting.

“Coach’s challenges were deemed to be the most efficient way to accomplish this goal,” Hicks said. “Data from the NCAA tournament and membership conferences showed a substantial number of reviews were on out-of-bounds plays. The committee looked at other basketball leagues around the world to see what the best solution would be for the NCAA, and the committee agreed with the NBA coach’s challenge system and its one plus one process.”

Officials still can initiate video reviews to check for timing mistakes, scoring errors, shot-clock violations, 2-point versus 3-point field goal attempts and flagrant fouls.

The committee also recommended a modification to the continuous motion rule where an offensive player who ends his dribble going toward the basket and absorbs contact from the defense could pivot or complete the step he is on and finish his shot attempt.

The committee also asked Division I conferences to create a joint working group to provide feedback on the potential change from halves to quarters.
