No date has been officially locked in, but a groundbreaking ceremony for
a new childcare center in Hoisington is scheduled for Oct. 1.
The facility will be located behind Roosevelt Elementary School where a modular
building used to be positioned. 

USD 431 Hoisington gave Advancing Barton County
Childcare the land for the center. Superintendent Patrick Crowdis said
originally the daycare was expected to have room for 59 children, but that might
be changing due to funding.


"It has been expressed in our meetings that through the legislative session there was some funding they were expecting to get through grants from the State of Kansas," said Crowdis. "Some of those were removed from the final budgeting legislation that took place."

There is consideration of decreasing the size of the Hoisington childcare
center to a capacity of 38 children. Crowdis said he is working with Great Bend
Economic Development to create surveys to identify the true need of daycare
spots in Hoisington.


A $1.6 million daycare, Bright Beginnings, was constructed in Great Bend and
opened in June. A $2.23 million grant from the Kansas Children’s Cabinet and
Trust Fund Child Care Capacity Accelerator was received for the project to not
only finish the fundraising for the Great Bend facility but to help start
construction for the Hoisington center.&nbsp; &nbsp;&nbsp;

City of Great Bend received nominations for the past few years with a
committee voting on the winners.

festival and parade was canceled due to the weather, so last year’s grand marshal
selection, Joe Boley, will be honored.


"Our honorary grand marshal this year is going to be Joe Boley," said Hayes. "As you all know, he passed earlier this month. We will still keep him as honorary grand marshal because last year was canceled. We will do something special to honor him."

Boley passed away Sept. 4 at the age of 92.


Krom spent 36 years working at Sunflower Diversified Services before retiring
in 2020. Hayes said Krom helped plan the parade for 12 years.


Last year would have marked the 18th consecutive year for the
festival and parade. The parade theme will be announced in October. The 2024
festival will take place the Saturday after Thanksgiving, Nov. 30.&nbsp; &nbsp;&nbsp;

For some time, the Solid Waste Department has taken measures to assure fire suppression. There are thermal camera monitoring disposal areas and staff assures proper coverage. Even with these activities, the disposal areas are still prone to fire. Staff has secured a 1996 Ford F350 Brush Fire Truck through Purple Wave as an added defense against spreading fires. The Commission will be asked to ratify the purchase.

&nbsp; &nbsp;F. RESOLUTION 2024-18: A Resolution Setting Out the Policy of Barton County, Kansas, on Water Conservation, Use and Administration and Requiring Coordination with any Federal Agency that Negatively Impacts Barton County Residents: &nbsp; &nbsp; &nbsp; -Patrick Hoffman, County Counselor, will provide details. Under the proposed Resolution, as provided by the Kansas Natural Resource Coalition, the Barton County Commission would establish a policy on water conservation, use and administration. The Resolution specifically establishes that no federal water rights should be exercised in any way that diminishes the availability or use of water for agriculture in Barton County. Further, that all Kansas Counties should work together as one coalition to defend the essential existing water system against all threats, including federal control.

On Thursday, Sept. 12, the Great Bend Chamber of Commerce hosted a Ribbon Cutting Ceremony at Amore Italian Restaurant, located at 2917 10th St. Guests enjoyed a variety of delicious appetizers as the restaurant celebrated its new leadership and exciting updates to its offerings.

Johnny Thaqi, the new manager of Amore Italian Restaurant, brings over 20 years of restaurant experience. Though originally from New York, Johnny has also lived in towns similar in size to Great Bend, including nearly a decade in Texas. He and his family are thrilled to now call Great Bend home. “We feel so welcome here and are looking forward to becoming more involved in this wonderful community,” Johnny shared.

Amore Italian Restaurant, which opened its doors on June 18th, is known for its authentic, homemade Italian cuisine. Under Johnny's management, the restaurant has expanded its menu, introduced new lunch specials, and lowered prices to ensure that more people can enjoy the delicious offerings at affordable rates. Customers can also look forward to the addition of dinner specials in the coming weeks.

Among the local favorites are the Chicken Fettuccini Alfredo, Tour of Italy (featuring chicken parmesan, lasagna, and fettuccine alfredo), and Shrimp Fettuccini Alfredo.

Amore Italian Restaurant is open for dine-in and carry-out and is also available on DoorDash and Slice for delivery. The restaurant’s hours are Tuesday through Sunday from 11 a.m. to 9 p.m., and closed on Mondays.

Suicide is a preventable mental health crisis. As of 2022, Kansas ranked 17th&nbsp;in the nation for suicides. It was also the second leading cause of death for ages 10-44. And sadly overall, it is the 10th leading cause of death in our State. Every person knows someone that has either attempted or competed a suicide. With work to destigmatize mental health problems surrounding suicide, we can make inroads to reduce both attempted and completed suicides.

Knowing the signs someone is struggling is an important first step. On many occasions, a change in behavior or lack of interest in things they normally enjoy are key indicators.&nbsp; Someone who is struggling may also be anxious or worried. They may mention that they are unhappy or seem quieter or more withdrawn than normal. They may be sleeping more than normal, or are having issues with sleep. They may talk about wanting to die or that life would be better off without them. They may be giving personal items away, and expressing wanting it all to end. These are all major indicators that a person may be suicidal and may need immediate help.

Whether this is for you, or for someone you know, remembering ways to get help are so important. Asking a friend or loved one about suicide will NOT put the thought into their head or increase their risk of dying by suicide.&nbsp;If you or someone you know has mentioned or is experiencing suicidal thoughts or behaviors and need assistance, please call the National Crisis and Suicide Hotline&nbsp;at 988. You can use this number to call (or text) and the hotline is staffed 24/7. You or your loved ones do not have to be actively suicidal to call or text this number. But, if you are in a mental health crisis and in of need of assistance, the hotline is definitely there for you.

All funds raised will directly support local food banks as they prepare for the holiday season.

Members can power their local pantry, too, by making a monetary donation at their local Wheatland office (200 10th St.), or by making a quick and easy donation online at www.weci.net. Donors can choose to direct their contributions to any of the dozen food banks that are part of

this year’s campaign. As a ‘thank-you’ for helping us Power the Pantry, donors will be entered for a chance to win four tickets to the Chiefs/Broncos game, taking place at Arrowhead Stadium on November 10, for every $20 donated between now and October 23, 2024. Public hearing for dangerous building - 2521 12th Street &nbsp; &nbsp; &nbsp; An investigation was conducted from the public right-of-way on the principal structure at 2521 12th Street. The building official listed the deficiencies. A resolution would give the property owner until Oct. 20, 2024 to remedy the issues or the city would be authorized to repair the issues. A motion will be presented to approve the resolution.

&nbsp; &nbsp;5. Takkion lease agreement &nbsp; &nbsp; &nbsp; At the July 15, 2024 council meeting, the council approved a lease agreement with Takkion Operating LLC for 9.6 acres at the airport. The understanding at the time was once WATCO's lease expired at the end of the year, Takkion would like to assume their additional acreage. WATCO has no expressed a need to get out of their lease and Takkion has expressed they would like to assume the additional five acres in a new lease. The lease would go along with $365/acre as in the previous three-year term. Takkion will be storing solar and wind power components. A motion will be presented to approve the resolution which authorizes the mayor to sign the lease.

&nbsp; &nbsp;6. Weirs, baffles and launder covers &nbsp; &nbsp; &nbsp; KDHE has been insisting for the last three years of inspections that we replace our weirs, baffles and have launder covers installed. Weirs are a v-notched device that sits at the top of the clarifier to allow a small amount of water to cascade over them holding back the suspended solids. Baffles are another layer to keep solids from entering into the channel. Launder covers are placed over the launder which is a small channel that the water flows into after passing over the weirs. A motion will be presented to approved the bid from JCI for weirs, baffles and launder covers for $170,772.

&nbsp; &nbsp;7. 2024 asphalt resurfacing project &nbsp; &nbsp; &nbsp; The city&nbsp; put out bids for construction of the asphalt resurfacing project for the 2024 financial year. Project limits are approximately 13 blocks of 281 Bypass (10th to Main), 24th Street (McCormick to 281 Bypass) and Harrison Street (10th to Main). A motion will be presented to approve the bid from Venture Corporation for $938,900 for the 2024 asphalt resurfacing project to begin the last week of September.

Tell me something good! Barton County

The drought monitor report as of Tuesday, September 10 shows a very slight deterioration in drought conditions for the state. The rainfall received last week wasn’t enough to chance our moderate drought conditions.. The six to ten-day outlook (September 10 to 14) indicates a 50 to 70% chance of likely above normal temperatures and a 50 to 60% chance of likely below normal precipitation. The eight to fourteen-day outlook (September 12 to 18) indicates a 60 to 70% chance of above normal temperatures and a 40 to 50% chance of leaning below normal for precipitation.

Driving around the area, you will notice producers out preparing to plant the 2025 wheat crop. If you go south of Great Bend and into the county and township roads, you see rye has been planted and emerged in preparation for grazing cattle this fall and winter. Some is already three to four inches tall. Rye producer took advantage of the rains we had several weeks ago. It was simply too early for wheat. And the outlook is for dry conditions, at least in the short term. This is a pattern going back decades that seems little changed.

Why bring this up? The reality is farming changes dramatically. Take wheat as an example. Go back several decades and wheat acreage was much, much higher than today. Come harvest time, many elevators were open almost around the clock and often seven days a week. No more unless there are unusual circumstances. Perhaps the biggest change from decades ago is the almost total elimination of the moldboard plow and burning wheat stubble for weed and pest control. This was made possible by effective pesticides, tillage and planting equipment, crop breeders, and the need to save the soil and soil water. We quit aggressive tillage and for most leaving the soil totally bare as it increased soil erosion and soil water loss.

Today, as we complete year four of the current drought, with little evidence it’s disappearing anytime soon, the time is here for producers to consider further changes in cultural practices. First, double cropping wheat after corn, soybeans, milo, or feed crops will become even riskier, especially for milo as it uses water later in the season. Some years, it may work. Producers may also be forced to pay less attention to what used to be called the fly-free date for planting, and more attention to when the have adequate moisture conditions for wheat establishment. Finally, it’s becoming more apparent these last few years that we simply must cut back more on tillage, especially more aggressive tillage. We must find ways to optimize surface residue cover to keep the soil cooler and save as much water as we can. This may mean increase chemical costs. It may mean cover crops. The reality is we must adapt to what appears to be more than a blip on the climate radar.

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep pets away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. Actual setback distances will be determined on a site-specific basis, if necessary.</li><li>When partial closures (i.e., beach or cove) are issued, the remaining lake or zone area will carry a warning status.</li>
 </ul>A&nbsp;Warning status&nbsp;indicates that conditions are unsafe for human and pet exposure.&nbsp; Contact with the waterbody should be avoided.When a warning is issued, KDHE recommends the following precautions be taken:<ul>
 <li>Signage should be posted at all public access locations.</li><li>Inhalation of spray or aerosols may be harmful.</li><li>Lake water is not safe to drink for pets or livestock.&nbsp;</li><li>Lake water, regardless of blue-green algae status, should never be consumed by humans.&nbsp;</li><li>Water contact should be avoided.&nbsp;</li><li>Fish may be eaten if they are rinsed with clean water and only the fillet portion is consumed, while all other parts are discarded.&nbsp;</li><li>Do not allow pets to eat dried algae.&nbsp;</li><li>If lake water contacts skin, wash with clean water as soon as possible.&nbsp;</li><li>Avoid areas of visible algae accumulation.&nbsp;</li>
 </ul>A&nbsp;Watch status&nbsp;means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.When a watch is issued, KDHE recommends the following precautions be taken:<ul>
 <li>Signage should be posted at all public access locations.</li><li>Water may be unsafe for humans/animals.</li><li>Avoid areas of algae accumulation and do not let people/pets eat dried algae or drink contaminated water.</li><li>Swimming, wading, skiing and jet skiing are discouraged near visible blooms.</li><li>Boating and fishing are safe. However, inhalation of the spray may affect some individuals. Avoid direct contact with water, and wash with clean water after any contact.</li><li>Clean fish thoroughly with potable water and eat fillet portion only.</li>
 </ul>Advisories are&nbsp;Lifted&nbsp;when cell densities and toxin concentrations dissipate to levels below the Watch thresholds.KDHE investigates publicly accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions.&nbsp;If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.
