GBRC: Stop 'N Learn - Kansas Honey

SHAWNEE&nbsp;– Topeka resident, Bobby Parkhurst, was fishing at Pottawatomie State Fishing Lake No. 2 when the catch-of-a-lifetime came into contact with his lure. Little did Parkhurst know that what loomed beneath the surface, ready to strike, would break a Kansas state record set the very same month, nearly 60 years prior.

The enormous white crappie caught by Parkhurst on March 5 was taken with rod and reel and a minnow as bait. After inspection and measurement by John Reinke, assistant director of Fisheries for the Kansas Department of Wildlife and Parks, the lunker catch was put on a certified scale where it was recorded as weighing 4.07 pounds – the equivalent of six cans of soup.

“As fisheries biologists, we get the chance to see a lot of big fish but this one is certainly for the books,” Reinke said. “This crappie measured in at 18 inches long and 14 inches in girth, so it truly deserves a spot on the state record list.”

The previous Kansas state record for white crappie was set in 1964 by Frank Miller of Eureka when he reeled in a 4.02-pound crappie that measured 17.5 inches long. Miller used a rod and reel and minnow, too.

Topeka angler sets new Kansas record for crappie

At approximately 3 p.m. Tuesday, April 4, Great Bend Fire Department personnel and the Barton County Sheriff's Office responded to an injury accident at U.S. 281 Highway and Northeast 30 Road. The accident involved a passenger car and a motorcycle. 

Traffic is being diverted from 281 Highway and Northeast 30 Road to surrounding roads, though north and southbound traffic is unobstructed on Washington Avenue.

Accident at JUCO Rd & 281 Highway in Great Bend

On Monday, March 27, Calie Lundquist was back in Barton County District Court facing allegations that she had violated the terms and conditions of her probation/community corrections. Lundquist was originally sentenced on May 14, 2021, to 152 months in the Kansas Department of Corrections in Barton County cases.

While on corrections, Lundquist admitted to drug use on three occasions in December 2022. After the third drug use, Community Corrections sanctioned Lundquist. The sanction was 30 days house arrest with electronic monitoring starting Jan. 3. 

On January 21, 2023, Lundquist cut off the electronic monitoring device and went to Acme Scrap Yard with various items of stolen property including brass valves stolen off oilfield equipment. During the process, Lundquist signed a document stating that she was the owner of the property and that it wasn’t stolen. The State of Kansas, lacking evidence that Lundquist stole the items or specifically knew they were stolen, charged Lundquist with a the crime of making false information.

At the revocation hearing, the State of Kansas presented evidence of newer drug use, cutting off the electronic monitoring device, and evidence of making false information. After a hearing on the matter and hearing the arguments of the attorneys, District Court Judge Carey Hipp found that Lundquist had committed new crimes, revoked Lundquist’s probation and ordered her to serve her 152 month sentence. Lundquist also asked the court to modify the sentence downward, the request was denied.

The State of Kansas was represented by Assistant Barton County Attorney Rita Sunderland, Lundquist was represented by Joe Shepack.

On Wednesday, March 29, Zach Dittrick was back in District Court facing allegations that he had violated the terms and conditions of his probation/community corrections. Dittrick was originally sentenced on June 14, 2019, to 36 months in the Kansas Department of Corrections in a Barton County case.

This allegation of violating probation was originally filed June 30, 2022, after Dittrick admitted to drug use on May 14 and failed to report on May 31 and June 20, 2022. For this alleged probation violation, District Court Judge Lisa Beran signed an arrest warrant and set bond at $20,000. Dittrick was not arrested until October 21, 2022 and posted bond two days later.

While out on that bond, Dittrick committed new crimes in Lane County.

At the revocation hearing, the State of Kansas presented evidence of the drug use, failing to report, and the new crimes. After a hearing on the matter and hearing the arguments of the attorneys, District Court Judge Carey Hipp found that Dittrick had committed new crimes, revoked Dittrick’s probation and ordered him to serve his 36 month sentence.

The City of Great Bend expects a complete resurfacing of the Brit Spaugh
Skate Park to be finished by June 1. The Great Bend City Council
approved the low bid from Sharkey Construction for $99,850 for the
concrete replacement. Public Lands Director Scott Keeler said the skate park
area on Morton Street was originally constructed for tennis courts in the
1970s. "When we did some of the core drilling on it, there are areas that are eight inches thick up to 18 inches. There are four inches of concrete with multiple layers of asphalt over the top of it. Over the years, the concrete and asphalt have continued to deteriorate." 
Keeler said the current surface at the skate park was redone in the late 1990s.
The entire 125' x 125' surface will be resurfaced, meaning the ramps
will be taken out. "We'll remove everything," said Keeler. "Some of the larger pieces will have to be cut. When we move it back in, we'll revamp everything." 
Through the .15% quality of life sales tax fund, Great Bend has allocated
$130,000 for the resurfacing. The remaining balance will be used for new
fencing and repairs to the ramps.&nbsp; &nbsp;&nbsp;

Spring is always the time for a good cleanup. Now there's a place to take some of the more hazardous items cluttering up the cabinets. The Barton County Landfill is again offering its household hazardous waste collection each month throughout spring and summer.

"The first one will be April 15," said Solid Waste Director Jennifer Hamby. "They run every third Saturday from eight to noon, April through October. We service Barton, Pawnee, and Ellsworth County."

Most hazardous materials will be accepted, but the landfill does not accept propane bottles, radioactive materials, or anything in containers larger than five gallons. Ammunition is also usually excluded from the list. Beyond that, getting rid of those materials is a simple process.

"They'll pull into the landfill," Hamby said. "Off to the right, there's a big building. It's a drive-thru facility, so they'll drive into the building, we'll unload them, and they drive right out and go out the gate."

The landfill offers the service year-round, but Hamby requests that residents call and schedule an appointment during non-collection days.

Barton County Sheriff's Booking Activity (4/3)

Dry conditions have already turned southwest Kansas and most of Barton County into a tinderbox. High winds recently have only added to the potential fire problem. Last week, Governor Laura Kelly declared a disaster emergency for wildland fires. Barton County Emergency Risk Manager Amy Miller said the declaration is unique to wildland fires.

"If you wish to obtain a Fire Management Assistance Declaration, you have to request it when the fire is actually out of control and burning," she said. "You have a lot of different planning functions that go on in those, too."

Other disaster declarations, such as those made after a tornado, come after the event. The open declaration for wildland fires makes getting assistance easier while the event is still ongoing. Many departments already have mutual aid agreements with other departments, but those callouts are typically not reimbursed. 

"With a Fire Management Assistance Grant, it enables the jurisdiction to then receive help from maybe a much larger response area than it normally has," Miller said. "If those responders come in, and all the other grant requirements are met, sometimes they can get reimbursed for certain expenses in the response."

Southcentral and southwest Kansas counties are included in a Red Flag Warning through 10 p.m. Tuesday evening. A Red Flag Warning means that critical fire weather conditions, including strong winds, low humidity, and warm temperatures, are either occurring now or will shortly. Those conditions can contribute to extreme fire behavior. Highs in the 80s with wind gusts up to 49 mph are forecast for Tuesday.

applications is down to three finalists. "We completed interviews last Wednesday of three candidates," said Burns prior to the executive session. "We'll be discussing those candidates further for the new position. Right now, hoping for a June start date for that." 
Kendal Francis spent more than four years as city administrator but resigned in
early January to accept a similar position in Hutchinson.

Crude prices post their biggest rally in a year after the "OPEC-Plus" exporters announce output cuts. The near-month contract for light sweet crude on the Nymex settled Friday at $75.67 per barrel.&nbsp; On Sunday, the OPEC-Plus oil exporters announced plans to cut output by an additional 1.1 million barrels per day.&nbsp; By lunchtime Monday prices were up more than six percent trading over $80 in New York, and over $84 in London. Kansas Common crude starts the week at $66 per barrel at CHS in McPherson, after gaining a dollar and a half on Friday. Kansas regulators okayed 16 new drilling permits last week, 314 so far this year compared to 376 by this time last year. There are eight new permits in Western Kansas including two in Barton County. Operators across Kansas completed 22 new wells, with 13 west of Wichita including one in Barton County, two in Ellis County and two in Russell County. Independent Oil &amp; Gas Service reports 493 newly-completed wells so far this year, compared to 413 a year ago. Operators filed 96 intent-to-drill notices across the state last month, according to the Kansas Corporation Commission. That's 344 so far this year, compared to 213 by the end of March last year.&nbsp; Barton County notched four intents last month, Russell County had one and Stafford County had three. Drilling was underway Friday on a lease in Barton County and two in Stafford County.&nbsp; Independent Oil &amp; Gas Service reports 14 active drilling rigs in eastern Kansas, up two for the week, and 26 in the western half of the state, which is down two. The weekly Rotary Rig Count from Baker Hughes shows 755 active rigs for the week through March 31, down three rigs. The count in Texas was up four rigs, while New Mexico was down four. Oklahoma was down two. The U.S. Energy Information Administration reports total crude production in the Sunflower State reached 28.3 million barrels for the year. That's over 77-thousand barrels per day and the best year-end total since 2019. EIA reported a large dip in US crude inventories, down 7.5 million barrels in the week trough March 24th to 473.7 million barrels. Stockpiles are about six percent above the five-year average for this time of year. US crude production was down about 11-thousand barrels per day from the week before, at just over 12.2 million barrels per day. That's nearly half a million barrels per day below US output a year ago. EIA said imports dropped to 5.3 million barrels per day last week. The four week average is down 5.8% from a year ago. The Biden administration offered one of the biggest energy lease-auctions ever. The government offered 73-million acres for off-shore energy exploration on the Outer Continental Shelf of the Gulf of Mexico. That includes almost all of the unspoken-for tracts in the Western and Central Gulf. The sale was among the concessions negotiated to pass the Inflation Reduction Act. It generated more than $263 million in high bids. California lawmakers took just one week to approve a measure intended to rein in price gouging at the gas pump. Lawmakers are giving regulators the power to punish oil companies for profiting from the type of gas price spikes that plagued the nation’s most populous state last summer. Governor Gavin Newsom was expected to sign the bill into law Tuesday. Eloy Garcia, lobbyist for the Western States Petroleum Association, said California’s high gas prices are the result of decades of public policy decisions that have made the state an island in the global petroleum market and driven many oil refiners out of the state. Garcia said the legislation sends a clear signal NOT to invest in California.&nbsp;&nbsp;

Best-selling author to speak in Hays in mid-April

On Saturday, April 1 at about 2:20 a.m., a Hoisington police officer was investigating a suspicious vehicle near a business in the City of Hoisington. The officer attempted to stop the vehicle, at which point it fled eastbound on K-4 Highway at a high rate of speed. During the pursuit, the Hoisington officer reported on the radio he heard a backfire or gunshot. His vehicle then began to overheat and was disabled. It was later discovered a bullet had struck the radiator in the patrol car.

By this time, a Barton County Sheriff’s Office Sgt. had caught up to the chase and continued pursuit. The suspect vehicle continued east on K-4 Highway, entering the City of Claflin turning onto city streets when it crashed into a utility box and the vehicle was disabled. Review of the dash camera in the Sheriff’s Office vehicle indicates a suspect fired at least three shots while the Sheriff’s Office was in pursuit. Sheriff’s deputies captured two of the three occupants of the vehicle at the scene.

The driver was identified as Rylan J. Witmer, age 21 of Wilson. Witmer was charged with possession of methamphetamine, felony attempt to flee and elude and obstruction of a law enforcement officer. Witmer was booked in the Barton County Jail and released late Monday on a $10,000 bond.

A passenger in the vehicle identified as William Thomas Frederick Jr., age 38, fled from the scene and is believed to be the shooter. Frederick's last known address was in the Salina area. He may also be in Ellsworth or Rice counties. 

Law Enforcement agencies including the United States Marshals Service are currently seeking the whereabouts of Frederick. He is wanted for questioning in reference to attempted murder on the Hoisington officer and aggravated assault of law enforcement officer regarding the deputies. Frederick was on Community Corrections and listed as an absconder at the time of the incident. Frederick is described as a white male, medium build, 5’6” tall, 165 pounds with brown hair and brown eyes. 

After the chase, a vehicle was stolen in the Claflin area. It is believed Frederick may be driving a 2015 Toyota RAV4 bearing Kansas tag 602 CVU, bronze in color.

A front seat passenger in the vehicle was initially taken into custody but was later released pending further investigation.

 </figure>On Saturday, April 1 at about 2:20 a.m., a Hoisington police officer was investigating a suspicious vehicle near a business in the City of Hoisington. The officer attempted to stop the vehicle, at which point it fled eastbound on K-4 Highway at a high rate of speed. During the pursuit, the Hoisington officer reported on the radio he heard a backfire or gunshot. His vehicle then began to overheat and was disabled. It was later discovered a bullet had struck the radiator in the patrol car.By this time, a Barton County Sheriff’s Office Sgt. had caught up to the chase and continued pursuit. The suspect vehicle continued east on K-4 Highway, entering the City of Claflin turning onto city streets when it crashed into a utility box and the vehicle was disabled. Review of the dash camera in the Sheriff’s Office vehicle indicates a suspect fired at least three shots while the Sheriff’s Office was in pursuit. Sheriff’s deputies captured two of the three occupants of the vehicle at the scene.<figure>

Attempted murder on Hoisington police officer; seeking suspect

Season five of the popular War Against Weeds podcast is well underway. In response to recent questions from farmers, the two newest episodes take a closer look at the emphasis the Environmental Protection Agency (EPA) is putting on the Endangered Species Act (ESA) with respect to pesticide use. This 2-part series on the ESA offers good information and discussions on the potential changes and impacts the new ESA emphasis will have on pesticide users. In Part 1, the Indiana pesticide administrator, Dave Scott, discusses how the ESA’s new emphasis will affect state regulators and farmers. Part 2 is led by recently retired EPA weed scientist and biologist Bill Chism. He discusses some of the history of the ESA and what impacts the new emphasis may present.

Another new episode for 2023 features information on different weed identification mobile apps that can be useful for agricultural agents and others.

This podcast began in January 2021 and is a collaborative outreach effort from Sarah Lancaster, K-State Extension Weed Science Specialist, Mandy Bish, Extension Weed Scientist at the University of Missouri, and Joe Ikely, Extension Weed Scientist at North Dakota State.

There are currently about 90 full-length episodes available. Season five officially started in January 2023. Topics covered so far in 2023 include herbicide-resistant ryegrass, new challenges with kochia control, metribuzin use in soybeans, cover crops for weed control, weed mapping and imaging, and more!

Because costs vary greatly over time and are influenced by factors beyond the scope of this publication, product cost is not a consideration for including or omitting specific insecticide products in these recommendations. Growers also need to consider the impacts of insecticides on non-target organisms like pollinators and natural enemies. Rotating insecticide groups can help combat insecticide resistance issues by leveraging different modes of action. The user bears ultimate responsibility for correct pesticide use. For proper use, always read label directions carefully before applying pesticides. Remember, using a pesticide in a manner inconsistent with the label is illegal.

CAMPBELL: War Against Weeds podcast & insect management guides

The annual Easter Egg Hunt sponsored by the Kiwanis Club of Great Bend is set for 9:30 a.m. sharp, Saturday, April 8. The hunt will be at the Kiwanis Walking Track on the north side of Veterans Memorial Park, just off McKinley Street in Great Bend. The event is open to all area children from preschool through 6th grade.&nbsp;

Kiwanis Easter egg hunt in Great Bend Saturday

On Sunday, April 2 at approximately 9:22 p.m., officers with the Great Bend Police Department were dispatched to 3910 Cedar Park Place Apt. 8A in Great Bend in reference to smoke entering the apartment. The call report smoke coming from a hot water heater.&nbsp;

Upon arrival, along with the Great Bend Fire Department, it was discovered the smoke was entering apartment 8A from the wall conjoined with apartment 8B. Crews were informed that the house might be occupied and an interior search was performed. The Great Bend Fire Department made entry into apartment 8B, and during the search for occupants a fire was found in the bedroom which was extinguished. The search revealed that the apartment was found to be unoccupied. 

Members of the Great Bend Fire Department reported to officers on scene of signs of arson inside the residence. An officer on scene advised upon his arrival, he observed an individual walking away from the complex that he has taken multiple calls about during the weekend. The officer identified the male as Michael Leeper, age 27. 

Leeper was located at a residence in the City of Great Bend and was detained pending investigation. 

During the investigation, officers and firefighters located a broken glass and blood throughout the crime scene. When officers located Leeper, he had injuries to his hands and arms, consistent with burns and cuts. Leeper was treated for injuries by the Great Bend Fire Department and placed under arrest and transported to the Barton County Jail where he was booked for aggravated arson and held on a $100,000 bond.

Kinsley man appointed to Governor's planning council

On Friday, March 31 at about 10 p.m., deputies with the Barton County Sheriff’s Office conducted a traffic stop in the 3700 block of Lakin Street in Great Bend. A deputy stopped a 2005 Jeep Grand Cherokee operated by Michael Danielson, age 56 of Great Bend.

During the course of the traffic stop, the Great Bend Police Department K9, Menta, indicated the presence of controlled substances. Deputies located suspected cocaine, $800 in US currency, drug paraphernalia as well as a loaded Sig Sauer 9 mm handgun.

Danielson was arrested at the scene without incident and transported to the Barton County Jail. He was booked on requested charges of possession of cocaine with intent to distribute, possession of drug paraphernalia and criminal use of a firearm. He’s being held in lieu of a $50,000 cash or surety bond. 

The Sheriff’s Office was assisted by the Great Bend Police Department.

community partners, is creating a free developmental fair that will offer screenings
for infants and toddlers. The event will be held Tuesday, April 4 at the Great Bend Public Library from 3:30 p.m. - 6:30 p.m. 

Sunflower Early
Childhood Special Education teacher McKinley Phillips said there will be booths
set up by Healthy Families, Barton County Health Department, COPE, Family
Crisis Center and more community partners. 
"As we have this event going on, we also have speakers from a bunch of our community partners who will be giving small presentations in a classroom off to the side," said Phillips. "Those are completely free to families. It's a way for them to get more information about the great things our partners are doing and what is offered in our community." 
The free developmental screenings, for ages newborn to two years old, will be
provided by the Sunflower Early Education Center. 
"We consider development screenings very important, starting at just a couple months of age," said Phillips. "We want to make sure your kids are meeting those milestones and are where they should be. These are completely free. We will check all six of our major areas of development, so motor skills, cognitive skills and social. We also check hearing and vision."
