Police officers capture the bad guys; firefighters put out the fires. But before all that, someone has to take the phone call and gather the information. That's where Barton County Communications dispatchers come in. Barton County 9-1-1's administrative staff attended Wednesday's county commission meeting to promote National Public Safety Communications Officer Week from April 9-15. Supervisor Tim McQuade spoke first.

"If you have an emergency, whether it's medical, fire, accident, or crime, who do call for help?" he asked. "Ghostbusters isn't there. When you think of who responds in an emergency, who do you think of? Most people will say the police, sheriff, fire, and EMS. But the first entity you speak to when you call for help is 9-1-1 Dispatch."

Supervisor Melissia Herren provided some statistics about the department's workload last year. Dispatchers handled 297,641 radio transmissions from police, fire, and EMS. They took 58,715 administrative calls, and 12,208 9-1-1 calls. Nearly 99.7 percent of those calls were answered within 15 seconds or fewer. McQuade said most of those actions are occurring simultaneously.

"Most of the time, dispatchers are rarely thought of or recognized as the first line of help," he said. "We are the face that is never seen. We're never recognized as part of a team that saves lives."

Barton County Communications has seen an influx of high-priority calls lately, including several serious car accidents, suicides, deaths, the March 22 explosion in Great Bend, and the recent police pursuit from Hoisington where shots were fired at an officer.

The new walking and fishing bridge at Veterans Lake in Great Bend will
be installed this month. Last month, the Great Bend City Council voted to
purchase a 230' bridge to be installed by EZ Docks for $158,555. The
current bridge, on the south side of Vets Lake, was installed around 2000 and
is starting to deteriorate.&nbsp;Interim City Administrator Logan Burns said the
replacement process is underway. 
"Public Lands crews are working on pulling the pylons for that bridge," said Burns. "Right now, they are scheduled to start April 17 to install the new one." 
At last month’s council meeting, Public Lands Director Scott Keeler said the
bridge has a 10-year warranty, but the company is confident it will last 25 to
30 years. 
Great Bend has Federal Emergency Management Agency reimbursement money from
previous flooding and wind storms. Along with FEMA and State of Kansas
reimbursement funds, the city’s 15% of the project is $23,783.&nbsp; &nbsp;&nbsp;

One of the most frequent questions that Great Bend Brit Spaugh Zoo
Curator Ashley Burdick receives is, “When are we getting new animals?” Burdick
said most of the exhibits are full, but with the recent passing of the zoo’s bald
eagle, there are two bobcats the zoo will be adding. The two bobcats came from the
Milford Nature Center near Junction City. "One of the bobcats had some injuries and wasn't going to be releasable," said Burdick. "The younger one was an orphan and was a little too accustom to people. They're like a giant housecat but do have claws and teeth. They do really well in our winters and seem to manage the summers fine." 
Burdick said the bobcats are currently off exhibit, but the animals will be on
display once zoo staff can install benches and other structures for them to
climb on. Burdick expects the exhibit renovations to be complete in a couple of weeks.

A local volunteer fire department is used to stepping up when their community needs help. Now, the Garfield Volunteer Fire Department is turning to their neighbors for help in purchasing compliant gear to stay safe.&nbsp;

The Garfield Volunteer Fire Department was told that all of their bunker gear is not compliant and out of date during a recent training. A lot of the bunker gear dates back to the 1990s.&nbsp;The department is in need of new gear to help their nine volunteer firefighters safely respond to emergencies.&nbsp;

“The department has a limited budget that is predominately used for fuel and truck maintenance," said fundraiser organizer Sarah Johnson. "All members of the department are volunteers and at a moment's notice drop what they are doing to help others."

In less than five months, the Great Bend Police Department will have
access to a new police station. The $8.8 million Great Bend Justice Center
project shows progress each day at the intersection of 12thStreet and
Baker Avenue. Interim City Administrator Logan Burns said McCownGordon Construction is
currently laying bricks near the entry of the building. "Window frames will begin on Monday," said Burns. "They'll soon start on the site utilities and work their way south. Inside the building, sheetrock is being installed on the court side." 
The 20,100 square-foot facility is expected to be finished by September. The
.10% sales tax increase approved by voters in 2021 will go toward bond debt for
the police station. 
The current police station on Williams Street was built in 1938 and is roughly
7,500 square feet.&nbsp; &nbsp; &nbsp;

Brick by brick: Construction update on Great Bend police station

On Tuesday, April 4 at about 3 p.m., Barton County Sheriff’s Office deputies and emergency personnel responded to a motor vehicle accident at the intersection of North US 281 Highway and Northeast 30 Road. Reports from witnesses indicated a motorcycle and a passenger car had collided. Upon arrival, deputies found the motorcyclist in the east ditch suffering from severe injuries.

Investigation at the scene indicates a black 2010 Mazda 3, operated by Holly Crum, age 26 of Great Bend, was eastbound on Northeast 30 Road, approaching the intersection at US 281. The Crum vehicle then attempted to make a left turn to go northbound on US 281 but did not see the southbound motorcycle. Other traffic was present at the time of the collision and may have obscured Crum’s view.&nbsp;

A red 2016 Harley-Davidson motorcycle operated by Bernard Kruse, age 70 of Hoisington, was southbound on US 281 when the Mazda turned into his lane of travel. It appears neither vehicle was able to take evasive action before the collision. The Harley-Davidson struck the front left fender of the Mazda. Kruse was ejected from the motorcycle coming to rest in the west ditch. Kruse was not wearing a helmet at the time of the collision.

Kruse was transported to The University of Kanas Health System hospital in Great Bend and was later flown to a Wichita area hospital. Kruse has since passed away earlier today. Crum and a passenger were also transported to the hospital with minor injuries. Both were treated and released. 

The accident is still under investigation. Potential charges are awaiting review by the Barton County Attorney’s Office.&nbsp;Crum did not have a valid Kansas driver’s license at the time of the accident.

The Sheriff’s Office was assisted at the scene by the Great Bend Fire Department and EMS service and by the Kansas Department of Transportation. US 281 and Northeast 30 Road were both blocked for approximately two hours while the Sheriff’s Office investigated the accident.

 </figure>On Tuesday, April 4 at about 3 p.m., Barton County Sheriff’s Office deputies and emergency personnel responded to a motor vehicle accident at the intersection of North US 281 Highway and Northeast 30 Road. Reports from witnesses indicated a motorcycle and a passenger car had collided. Upon arrival, deputies found the motorcyclist in the east ditch suffering from severe injuries.Investigation at the scene indicates a black 2010 Mazda 3, operated by Holly Crum, age 26 of Great Bend, was eastbound on Northeast 30 Road, approaching the intersection at US 281. The Crum vehicle then attempted to make a left turn to go northbound on US 281 but did not see the southbound motorcycle. Other traffic was present at the time of the collision and may have obscured Crum’s view.&nbsp;A red 2016 Harley-Davidson motorcycle operated by Bernard Kruse, age 70 of Hoisington, was southbound on US 281 when the Mazda turned into his lane of travel. It appears neither vehicle was able to take evasive action before the collision. The Harley-Davidson struck the front left fender of the Mazda. Kruse was ejected from the motorcycle coming to rest in the west ditch. Kruse was not wearing a helmet at the time of the collision.Kruse was transported to The University of Kanas Health System hospital in Great Bend and was later flown to a Wichita area hospital. Kruse has since passed away earlier today. Crum and a passenger were also transported to the hospital with minor injuries. Both were treated and released. The accident is still under investigation. Potential charges are awaiting review by the Barton County Attorney’s Office.&nbsp;Crum did not have a valid Kansas driver’s license at the time of the accident.The Sheriff’s Office was assisted at the scene by the Great Bend Fire Department and EMS service and by the Kansas Department of Transportation. US 281 and Northeast 30 Road were both blocked for approximately two hours while the Sheriff’s Office investigated the accident.

&nbsp;Crabgrass preventers are another name for preemergence herbicides that prevent crabgrass seeds from developing into mature plants. Many people have a somewhat foggy idea of how they work and assume they kill the weed seed.&nbsp; Such is not the case. They do not kill the seed or even keep the seed from germinating but rather kill the young plant after it germinates.&nbsp; Therefore, they do not prevent germination but prevent emergence.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Crabgrass preventers are just that – preventers. With few exceptions they have no effect on existing crabgrass plants, so they must be applied before germination. Additionally, preventers do not last forever once applied to the soil.&nbsp; Microorganisms and natural processes begin to gradually break them down soon after they are applied. If some products are applied too early, they may have lost much of their strength by the time they are needed. Most crabgrass preventers are fairly ineffective after about 60 days, but there is considerable variation among products.&nbsp;

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; For most of Kansas, crabgrass typically begins to germinate around May 1 or a little later. April 15 is normally a good target date for applying preventer because it gives active ingredients time to evenly disperse in the soil before crabgrass germination starts.&nbsp; Even better, base timing on the bloom of ornamental plants. The Eastern Redbud tree is a good choice for this purpose. When the trees in your area approach full bloom, apply crabgrass preventer. A follow-up application will be needed about 8 weeks later unless you are using Dimension or Barricade.&nbsp;&nbsp;

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Dimension and Barricade are the only two products that give season-long control of crabgrass from a single application. In fact, they can be applied earlier than April 15 and still have sufficient residual strength to last the season. Barricade can even be applied in late fall for crabgrass control the next season.&nbsp;

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Dimension can be applied as early as March 1. Because of the added flexibility in timing, these products are favorites of lawn care companies who have many customers to service in the spring. Though Dimension is usually not applied as early as Barricade, it is the herbicide of choice if it must be applied later than recommended. It is the exception to the rule that preemergence herbicides do not kill existing weeds. Dimension can kill crabgrass as long as it is young (two- to three-leaf stage). Dimension is also the best choice if treating a lawn that was planted late last fall. Normally a preemergence herbicide is not recommended unless the lawn has been mowed two to four times. But Dimension is kind to young tall fescue, perennial ryegrass, and Kentucky bluegrass seedlings and some formulations can be applied as early as two weeks after the first sign of germination. However, read the label of the specific product you wish to use to ensure that this use is allowed. Lawns established in the fall can be safely treated with Dimension the following spring even if they have not been mowed.&nbsp;

BOOR: Crabgrass preventers

If the neighbor's yard has weeds, the odds are those weeds will find their way into your yard. That's part of the approach on a pair of new projects around Cheyenne Bottoms. Kansas Wetlands Education Center Director Curtis Wolf said Ducks Unlimited has purchased and will restore approximately 320 acres of land in an area near the Cheyenne Bottoms campground and office.

"This half-section of ground has been in crop production for quite a few years," he said. "With that crop production, that land was modified pretty heavily. At one time, there was a wetland, and there was actually a little stream that went through that area."

Ducks Unlimited has purchased several pieces of land over the years. The goal of this project is to restore the wetland before turning the property over to the Nature Conservancy.

The Hoisington Gun Club owns a stretch of land that is largely surrounded by Nature Conservancy lands. Though the gun club's land will remain private, that group is also working to make the land usable.

"They're moving out a lot of silt," Wolf said. "They're digging out some areas. They've done a lot of treatment of the phragmites, that invasive plant, and the cattails as well. They're trying to clean that area up."

Over the last several years, Cheyenne Bottoms staff has worked on its land to eliminate areas of cattails and other invasive species. A large controlled burn on Feb. 7 helped with that process.

Pair of land restoration projects underway near Cheyenne Bottoms

Evil triumphs when good people do nothing. A series of events over the past 30 days prompted Barton County Sheriff Brian Bellendir to challenge local officials to do something. After an impromptu announcement on social media Tuesday afternoon, Bellendir spoke about concerns during Wednesday's Barton County Commission meeting. His chief complaint involves the drug-testing policy at Community Corrections for the 20th Judicial District.

"The Barton County Commission, I believe, has the authority to hire, fire, discipline, do what you need to do," Bellendir told the commission. "Community Corrections is a governmental department. It's a county department in our county. We are the home district. You have the authority over that department. Therefore, this morning I'm asking you for either an immediate change in policy or an immediate change in leadership. This is not going to work. This is endangering our citizens."

Bellendir cited three incidents over the past month, including a hit-and-run head-on collision on March 9 that left a woman hospitalized in Wichita. Timothy Chism, who was on Community Corrections at the time and has been booked into the Barton County Jail 53 times, was later charged. Bellendir also cited the theft of brass nozzles from oilfield equipment, and an April 1 pursuit out of Hoisington that resulted in shots fired at a Hoisington police officer.

"What if that was your wife, husband, child who was struck head-on by a meth head?" Bellendir asked. "What if that was one of my deputy sheriffs, if the angle of that gun would have been three degrees higher and the bullet went through the windshield? I'd be here asking you today to pay for a funeral. This has to cease in our county."

Bellendir said Community Corrections allows its clients to fail drug tests without sanction. He has filed a Kansas Open Records Act as a private citizen to determine how many drug tests one of the accused in question failed but was denied the information by the state attorney general's office. He said he is only asking for accountability, and would even compromise with several failed tests before sanctions are issued.

"I am the first to say treatment is important," he said. "That is also why I am fully supporting Oxford Houses. You come up with a dirty UA in an Oxford House; you're out. You know why? They're getting treatment. They're getting rehabilitation, and there's accountability."

Commission Chair Shawn Hutchinson said Bellendir first addressed the commission with concerns about a month ago. Since then, the body has looked into possible solutions.

"We found out there is a Policy Advisory Board for Community Corrections, 20th Judicial District," Hutchinson said. "My perception of it is that it was a fairly inactive board. They were meeting quarterly. I looked back at the last several years of minutes, and they are mostly parliamentary, and they were mostly financial, just accepting grants and things like that."

The commission also learned three more spots on the board could be filled. Commissioner Tricia Schlessiger and a former Kansas Department of Corrections investigator filled two of those spots. The board has also moved from quarterly to monthly meetings. 

"I understand you've made appointments to advisory boards," Bellendir responded. "I understand we have attempted to make this more accurate. We don't have that much time. We don't have enough time to have board meetings about board meetings about advising people."

Barton County Counselor Patrick Hoffman explained that Community Corrections for the 20th Judicial District serves five counties and is funded by the state of Kansas. And there is a process to change policy that should be followed.

"The comprehensive plan for Community Corrections for the 20th Judicial District is created by that board in conjunction with the state of Kansas Department of Corrections," he said. "If the proposal is to amend or change policy, it needs to go through that process, or else it's not legal. That's how the process is created by statute. That's why the commissioners have taken the action to put some more people on there, get some more voices in that meeting."

Hutchinson said the Policy Advisory Board may be asked to meet more frequently than monthly until the problem is solved. Hoffman said policy is on the agenda for the board's next meeting on April 25.

Make it, bake it, grow it. The rules are pretty simple for the Russell Area Farmers Market that returns to action June 17 and runs each Friday through Sept. 15. Lisa Moubry, member services for the Russell Chamber of Commerce, said the market features just about everything.

"There'll be barbecue places out there, there'll be jams and jellies, there'll be crafts, there'll be fruits and vegetables, there'll be a ton of baked goods," she said. "It's just whatever you want to bring and sell."

The chamber is now seeking vendors for the market. There is no fee for vendor space, and vendors should be set up by 4:30 p.m. each Friday. The market, located at Third and Van Houten, runs from 5 to 6:30 p.m. Each Friday may feature different goods from different vendors.

"It varies week by week," said Moubry. "Sometimes there will be 20-plus. It just depends on who's got what and when they've got it."

Returning vendors can register with the chamber on opening day. Registration forms for new vendors should be available at the chamber office later this week. Anyone with questions can call the chamber at (785) 483-6960, or email director@russellchamber.com.

The Barton Music Department will host Dr. Jared Hiscock, Director of Performance, at Hastings College in Nebraska as part of an evening of music that will feature a masterclass portion and recital from 4:30-6:30 p.m. April 12 in the Dorothy Moses Morrison Chapel. The event is free and open to the public and is fully sponsored by the Barton Foundation.

The masterclass portion will feature Hiscock working with Barton's voice students, as well as students from local teachers in Great Bend, and helping them with performance techniques followed by a short recital by Hiscock.

Barton Music Department to present vocal masterclass and recital

Last week the Great Bend Chamber of Commerce announced the organization
was transferring ownership of two of the Expo buildings at the Expo Complex to
the City of Great Bend. 
Construction started in the 1970s on the buildings as a way to attract a farm
show. Since the farm show relocated to Hutchinson this year, the Chamber is
losing money on the upkeep of the Expo I and Expo II buildings. 
While the intent in the 1970s was to have the Chamber take ownership of the
buildings, no formal document states clearly who owns the buildings. Great Bend
Interim City Administrator Logan Burns said it is now up to the city how they
are going to manage the buildings. "We went and took a look at the buildings Monday morning," said Burns. "That will be something we'll be discussing further for what our future holds in what we're wanting to do with those buildings." 
Outside of the Barton County Fair, there is limited use of the Expo Complex
buildings, thus making utilities, insurance and maintenance outweigh the revenue.&nbsp; &nbsp; &nbsp;

Interim City Administrator Logan Burns said it is now up to the city how they
are going to manage the buildings. "We went and took a look at the buildings Monday morning," said Burns. "That will be something we'll be discussing further for what our future holds in what we're wanting to do with those buildings." 
Outside of the Barton County Fair, there is limited use of the Expo Complex
buildings, thus making utilities, insurance and maintenance outweigh the revenue.&nbsp; &nbsp; &nbsp;

Every business needs a good backstory. Great Bend's Allie Cartwright just needed some financial assistance to help pay for her dog's dental surgery when she hatched the idea of selling cheesecakes. The demand was there, as it turns out, but so were a few hurdles along the way. So Cartwright opened the Freaking Delicious Cheesecake Company at the Wolf Hotel in Ellinwood five weeks ago.

"I put the idea out there, and people were really into it," Cartwright said. "Then I found out it was illegal to sell cheesecakes out of your house with cottage food laws. I was like, 'Okay, well, there goes that idea,' except people didn't stop asking me for cheesecake. I had complete strangers messaging me wanting cheesecake."

Working out of the Wolf Hotel has been mutually beneficial. With the hotel's full-sized professional kitchen, Cartwright is now fully licensed, and business is growing. This week alone, she has 20 cheesecakes ready to go. As for the business name, Cartwright calls herself an exuberant person who used to swear a lot. Then she had a kid.

Her menu includes four and nine-inch cheesecakes. The base menu is vanilla or chocolate with strawberry, blueberry, chocolate ganache, and salted caramel toppings. She also offers a specialty nine-inch deluxe turtle cheesecake on the regular menu. She plans to offer a flavor of the week beginning each Friday.

"I'm basically going through all of those specialty flavors one at a time and making them available to people," she said. "This week is chai, and on Friday, it will change to lemon meringue."

At this time, all of her cheesecakes must be pre-ordered and are available only by pickup due to the cost of shipping the desserts. Due to the nature of making a cheesecake, there is a two-day turn time between order and pickup. The four-inch basic desserts start at $12, and the nine-inch cheesecakes are $40, or $45 with toppings. Cartwright has plans to cater events in the area. That would include two-inch cheesecakes that are small enough to be finger food but still feature a hearty three or so bites.

"I am really excited to start doing catering in the area for basically any events: weddings, baby showers, anything you can think of," she said. I'm really looking forward to working with people to try and elevate their event."

After a cold winter, there is nothing better than the sun on your face&nbsp;that first warm spring day. That same sunshine brings new growth, and we can see our pastures greening up. At first, the blades of grass barely poke through the ground, but soon with a little bit of sunshine and (hopefully) some water the grass grows at an amazing rate. The growth is incredible and what I find more fascinating is it happens year after year. Fall and winter comes and the top growth dies off only to come back as new growth the next year. Why? The secret is in the roots, the grassroots. Just like the prairie, Kansas Farm Bureau relies on grassroots to make our organization strong and resilient. They are the source of everything that happens even though they may not always be very visible. Our grassroots are what anchor us in the ground and give the organization a strong footing. Our grassroots run deep; they have been growing for over a century. Without our counties anchoring and supporting, the rest of the organization would not exist. Our deep roots and wide network are also what make us survive. When things are tough, we cover enough ground to help us to receive what we need to keep going. Just like grassroots bring in water and nutrients, our counties supply the organization with new ideas, hard work and volunteers. In turn, the leaves provide the plant with energy. The Kansas Farm Bureau provides advocacy, support and education back to the counties. Those grassroots are what makes Farm Bureau such a great organization. It is the fact that each county has its own, autonomous association, then each state is its own entity and the American Farm Bureau Federation exists not because of the states but the counties in each state. Just like the grass plant, nothing else would exist without the county level organizations. All policy and decisions ultimately are made at the county level. Every leader started out as a member in their home county. Every policy in our state and national policy book started out as an idea at the county level and worked its way through the system. The most effective education, advocacy and community service all happen at the county level. That is why we can represent farmers and ranchers of all types of no matter how big or small their farms or ranches are. The depth and breadth of our roots is what makes us different from every other agricultural organization and we should be very proud of that. Yes, everyone sees the green grass growing above ground but that green grass exists because of its roots, and I don’t know about you but I am awfully proud of my grassroots. RUSSELL — The Board of Directors of the Russell Public Library has chosen a replacement for outgoing Library Director Jessica M. McGuire. 

Denise Ketchens has been a resident of Russell for the past three years and has been chosen to be the library's 10th director. She comes to the Russell Public Library with a variety of past library experience and was most recently director of the Oshkosh Public Library in Oshkosh, Neb.&nbsp; You might recognize Ketchens from her work in Russell at the Russell Area Chamber of Commerce and as the 2021 Prariesta Coordinator.

Ketchens has an associate of arts degree from Barton Community College in Great Bend and is currently working toward a bachelor of science in business at Fort Hays State University.

"It is great to know the library will be in such good hands,"&nbsp; McGuire said.

Russell library announces new director

Great Bend Post Barton County Sheriff Brian Bellendir stated in an email Tuesday night that he plans to speak at the Barton County Commission meeting on Wednesday, April 5 to express his frustration with the current procedures with the county’s probation office.&nbsp;

In the email Bellendir stated, “As many of you have noted our community is plagued with repeat offenders committing crimes. It is the current policy of Central Kansas Community Corrections (probation office) to allow "clients" to have positive UAs (drug tests) for hard drugs with no consequences. As long as they do not get caught committing a new crime and show up for their appointments. No jail, not violated, just go ahead and continue to support the local dope dealers, continue to steal and commit crimes.” Bellendir noted he has&nbsp;known about this policy for several months and tried to get this stopped to no avail.&nbsp; “Tomorrow I will speak to the Barton County Commission in open session in an attempt to seek a resolution. If you are a concerned citizen, I invite you to attend the commission meeting at the Courthouse at 9 a.m.”
