In 2016, the Central Kansas Catbackers created a scholarship program for local students that plan to attend Kansas State University as freshmen in the fall. The committee awards 5 - $1,000 scholarships each year.&nbsp;

The following five recipients were chosen for a 2025-2026 Central Kansas Catbacker Scholarship:

● Heidi Brauer, graduate of Ellinwood High School. Heidi is the daughter of Alan and Kara Brauer. Heidi will pursue a degree in History.

Central KS Catbackers announce local scholarship recipients

Governor Laura Kelly announced Thursday $14.5 million for 47 aviation projects across the state through the Kansas Airport Improvement Program (KAIP), which provides funding for planning, construction, and rehabilitation of public-use general aviation airports.&nbsp;

“The Kansas aerospace industry is an essential part of our state’s economy,” Governor Laura Kelly said.&nbsp;“Keeping our aviation infrastructure in optimal condition is a large part of that economic growth and job creation, allowing local businesses and communities to prosper.”&nbsp;

The Kansas Department of Transportation’s Division of Aviation received 81 applications seeking a combined total project value of more than $42 million for this round of KAIP grants. Projects were selected from across the state and focused on pavement preservation, safety, and air ambulance accessibility to remote communities.&nbsp;

“Combining state and local funds to provide vital improvements to general aviation airports has helped to create a statewide aviation network citizens can depend on,”&nbsp;said Secretary of Transportation Calvin Reed.&nbsp;“This offers more services, like air ambulance accessibility, that can help support transportation needs in all areas of Kansas.”&nbsp;

The KAIP receives $15 million annually through the bipartisan Eisenhower Legacy Transportation Program (IKE) and requires local matching funds of 10-50%, depending on the project. With local matching funds for these projects, the KAIP total project value this year is $22.9 million.&nbsp;

Where does a school district’s money come from? 

Great Bend Assistant
Superintendent John Popp presented informational details to the USD 428 Board
of Education last week breaking down the district’s revenue. The school
district receives money from Kansas tax dollars, local tax dollars, federal
funds, fees, meal money, interest and donations.


Popp highlighted the concern of the district’s capital outlay, where approximately
half of the funding comes from local tax assessments.


"When the Lincoln school roof got hit with severe hail a couple of summers ago, it was almost three quarters of a million dollars to replace that roof," said Popp. "That's just one roof. We generate about $1.6 million in our capital outlay each year. Just replacing that one roof blew half of our capital outlay."

Based on the 2023-2024 school year, 57% of USD 428’s revenue came from state
funding, 17% federal, 11% from special education coop payments and health care
reserve fund, 8% from local taxes and 7% from fees and donations.


"This district has spent very wisely for many years, but it's going to take all of our efforts in capital outlay to keep up on those basic maintenance things going forward," said Popp. "The kind of projects we have been able to do are really nice, but I'm seeing a diminishing ability for us to be able to do anything more with our capital outlay other than just meet the needs of our buildings."

In 2023-2024, the Great Bend school district garnered just over $58.3 million.
Of that amount, $33.5 million came from state funding and $4.5 million from
local taxes.&nbsp; &nbsp;&nbsp;

Barton’s Dance Department will host a celebration of rhythm, passion, and movement with its “Moving in the Heartland” Dance Festival at 7 p.m. May 2 and 3 in the Fine Arts Auditorium.

Each show will host different dance guest artists from Central Kansas. &nbsp;The May 2 show will feature dances by Aly’s Dance Studio of Great Bend, Be Dance Studio of Great Bend, and the Bethel College Academy of Performing Arts. The May 3 show will feature Barton Dance alumni CJ Orozco performing Street Dance (hip hop and break dance), and the concert will conclude with the Metropolitan Ballet of Wichita’s performance of the Romantic-style ballet “Les Sylphides.” Both nights will include dances from Barton Dance Theatre, Barton’s Dance classes, and solos from Barton students Madi Franks, ShaeLee Martinz, Nineth Pereyra Zuany, and Maya Rodriguez. Barton’s students will present a wide variety of dance styles such as tap dance, modern contemporary dance, jazz dance, and ballet.

Barton Dance Instructor and the Festival Director, Danika Bielek, said she looks forward to having so many dance groups join Barton dance students as part of the event.

&nbsp;“This year the festival includes dance groups representing Great Bend, Newton, and Wichita sharing the stage with Barton’s students and Barton dance alumni,” she said. &nbsp;“The performer’s ages range from 12 years through adult, and almost every style of dance possible will be on display. This show brings some of the best dancers the region has to offer to our community. Additionally, this performance also serves as an end-of-the-year showcase for Barton’s dance classes and a vehicle for personal expression from our dance students. We have some meaningful dances where the students will put their hearts and souls out on the stage.”

In addition to the two performances, the festival will offer some free dance classes for Barton students and the community on May 3 for ages 10 and up, which includes any adults wanting to participate. These classes will be held in Studio 34. There are two classes available: “Ballet with Danika Bielek,” from 12:30- 1:45 pm, and “Street Dance” with CJ Orozco from 2-3 p.m.

Festival tickets are five dollars at the door. Children 5 years and under and Barton students get in for free. Being trapped in a tight, restricted area is a harrowing, if not dangerous or lethal, scenario that leads to an estimated 100 worker deaths nationally each year. To help prevent these sorts of incidents locally, Fuller Industries Inc. last Wednesday held its federally mandated annual confined space training.

“This training is essential to ensure that employees can identify potential hazards, understand the necessary safety precautions and know how to respond in an emergency,” said Bree Husted, Fuller’s environmental health and safety assistant who taught the one-hour sessions. “By following best practices and maintaining accurate training records, we can minimize the risk of accidents and injuries in confined spaces and ensure compliance with Occupational Safety and Health Administration regulations.”

Utilizing a video and demonstrations, Husted explained the dangers and how to avoid them. According to OSHA mandates, employers must annually provide adequate training to all employees who work in or around confined spaces.

OSHA notes that a confined space is large enough for an employee to enter and has limited means of entry or exit. Examples of confined spaces include tanks, silos, storage bins, vaults and pits, many of which exist in Fuller’s commercial cleaning product manufacturing facility west of Great Bend.

“Such spaces may contain hazardous atmospheres like toxic gases, oxygen deficiency or engulfing hazards,” Husted said. There are also threats such as falling, being crushed or buried, or drowning.

According to OSHA, the training serves multiple purposes: It reinforces essential safety skills, helps employees retain critical knowledge and skills, and reduces the likelihood of accidents or injuries. Additionally, the training provides an opportunity to inform employees about changes in confined space regulations or recommended safety procedures, identify skill gaps, and foster a strong safety culture.

“Whether it’s confined space or other safety-related training, Fuller is committed to making sure our team has the knowledge it needs,” Husted said. “This is part of our ongoing effort to make this the safest place it can be.”

Fuller team learns to avoid getting trapped in confined spaces

In a legislative session marked by its brevity, Kansas lawmakers managed to pass an impressive 116 bills. This makes 2025 a productive year for the state’s legislature. But while this productivity could suggest functional governance, a closer look reveals a shift in the balance of power that raises questions about the state of checks and balances in Topeka.

Democratic Governor Laura Kelly, operating with a Republican Legislature, signed into law more than 90 bills, demonstrating that our two major parties can work together when they find common ground. The legislature and governor addressed important topics, ranging from the sustainability of Kansas’ water supply to the opioid epidemic to broadband infrastructure. Many of these bills had broad support, passing both chambers with ease. And even when Kelly did have issues, she allowed 8 bills to become law without signing them, which is indication of compromise, not obstruction.

But this spirit of cooperation was balanced by a record-breaking exercise of legislative muscle. Fourteen of Kelly's 18 vetoes were overridden, the most during her tenure. That in and of itself is a sign of the growing power of Republican supermajorities and the increasingly diminishing role of the executive branch in shaping final policy outcomes.

It's not easy to override a veto. It takes two-thirds majority in both houses, which is 84 votes in the House and 27 in the Senate. That the legislature was able to do so 14 times speaks of a branch of government comfortable with its supremacy. In recent sessions, veto overrides were less prevalent. The 2025 session is a departure from that norm.

Furthermore, the legislature enacted changes to the budgeting process this year. The budget reform shifted actual power away from the Governor by allowing a new legislative committee to introduce their baseline budget early in the session. Rather than being the opening offer for negotiation, Governor Laura Kelly's proposed budget was a supplemental proposal. Supporters of the budget reform argued that these changes were not personally aimed at Kelly’s administration. However, the new budget process coupled with the record number of veto overrides paint the picture of a legislature increasingly inclined to bypass the governor's authority.

Though this session's productivity can be seen as an accomplishment, it is not the only measure of governmental achievement. In the coming years, Kansas will need to contend with a basic question: Can government ever be a sincere system of check and balance if one branch so consistently overrules the other?

Preserving checks and balances is something we should be care about. Enacting legislation is an important part of governing but ensuring that each branch can effectively check the others is essential to a healthy democracy. The erosion of the governor's check on legislative power should concern Kansans. Bipartisanship will persist in some policy realms, but the veto override trend and new budget process suggest a Legislature more at ease forging ahead without the governor.

Insight Kansas: Power balance swings towards Kansas Legislature

The Larned Police Department, Pawnee County Sheriff's Office and Larned Recreation Center is hosting their second annual Cops and Bobbers event on June 7 from 8 a.m. to 12 p.m. at 317 Cleveland Street in Larned. The morning will include fishing with law enforcement and prizes. The Wildlife and Parks Department will provide loaner fishing poles, bait will be provided and a free lunch will be available. All ages are welcome to participate. The two law enforcement agencies are also welcoming&nbsp;community donations. Anyone interested can send a check to the&nbsp;Larned Police Department&nbsp;or the&nbsp;Pawnee County Sheriff’s Office, with "Cops and Bobbers" in the memo line. The agencies are accepting&nbsp;prize donations&nbsp;that can be given away during the event.&nbsp;&nbsp;

Barton Community College will host its first-ever Homeschool Opportunities Day from 12 to 4<a>&nbsp;</a>p.m. May 2, offering homeschool families a chance to explore the many college-level options available to students in grades 9-12.

Homeschool families in Kansas have unique opportunities for early college access. Students in grades 10-12 and ninth grade with a gifted Individualized Education Plan (IEP) can begin taking college classes while completing their high school education. Homeschool Opportunities Day is designed as a flexible, choose-your-own-adventure event that allows families to participate in the activities that best meet their students’ needs and stages of readiness.

The event begins with a come-and-go session, where families can meet Barton instructors and ask questions. Director of Early College Opportunities Karly Little will lead an information forum focused on the home-school student experience, followed by a campus tour. For students ready to begin their Barton journey, the afternoon also includes placement testing, academic advising, and enrollment.

“Our goal is to provide a welcoming, informative, and personalized experience for homeschool families, wherever they are in their college-planning journey,” she said. “Whether you're just starting to think about college or ready to get started with classes at Barton, we have something for you.”

Right across the street, something incredible is taking shape — the brand-new Innovation Center, a project set to transform the future of Great Bend. And who better to get a front-row seat to this exciting development than our own little learners?

On Wednesday, April 2, our Penguin Room explorers set out on a mini-adventure, trading crayons for hard hats (okay… pretend ones!) and stepping into the world of construction. This wasn't just any field trip — it was a real-life, hands-on journey into the future of their own community!

With the enthusiastic support of our amazing contractor partners — Eakin Enterprises, Brentwood Builders, Seaton Construction, and Innovative Groups — the children were welcomed onto the job site like VIPs. These pros didn’t just show off the tools of the trade… they helped ignite imaginations!

The excitement was contagious — with little voices shouting, “This is the best!” and “This is the biggest truck ever!” It was a day full of awe, adventure, and inspiration.

Our contractor partners were just as thrilled, taking time to answer questions, share stories, and show that the future of building isn’t just about bricks and beams — it’s about people, teamwork, and big dreams.

This is just the beginning of an ongoing collaboration. As the Innovation Center rises from the ground, our students will get to watch — and learn — every step of the way. Who knows? Someday, one of our Bright Beginnings graduates might be designing the next big thing in Great Bend!

Because when children are invited to imagine their place in the future, they build the confidence to shape it. And here at Bright Beginnings, that future is looking brighter than ever.

Great Bend childcare children get first look at Innovation Center

TOPEKA - A Kansas woman has been charged with first degree murder in connection with the death of a four-month-old baby, according to Kansas Attorney General Kris W. Kobach.

Christy M. Nemnich, 32, was charged with one count of first-degree murder, two counts of child abuse, and one count of operating an unlicensed day care in Barton County District Court in connection with the March 28, 2023, death of a four-month-old baby.&nbsp;

The charges were filed by First Assistant Attorney General Megan Ahsens of Kobach’s office. Criminal charges are merely accusations.&nbsp;Individuals are presumed innocent unless and until proven guilty.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

The case is being investigated by the Kansas Bureau of Investigation with the assistance of the Barton County Sheriff’s Office.&nbsp;

Barton Co. daycare operator charged in death of 4-month-old baby 

RUSSELL COUNTY&nbsp;– The Kansas Bureau of Investigation (KBI) is investigating after a homicide took place in Russell, Kansas, according to a media release.

The Russell Police Department requested the assistance of the KBI. On Thursday, April 24 around 10 p.m., KBI agents and the Crime Scene Response Team responded.

On Thursday, around 9:30 p.m. officers with the Russell Police Department responded after a citizen called 911 reporting a shooting.

When officers arrived to the 800 block of East 2nd&nbsp;St. in Russell, they located Deborah Torres, 49, of Russell, who was suffering from apparent gunshot wounds. She told officers her husband, identified as Robert Torres, 49, of Russell, was still inside their residence. When officers entered the home, they discovered Torres deceased in the back living room of the home from apparent gunshot wounds. Officers began clearing the home and discovered no additional subjects.

Shortly after, officers gained information that led them to believe Robert “Bobby” James Torres, 33, of Russell, may have been responsible for the shootings. Deputies from the Russell County Sheriff’s Office located him at 2200 block of Highway 40 in Russell. He was taken into custody without incident.

Bobby Torres was booked into the Russell County Jail for suspected first-degree murder and attempted murder.&nbsp;An autopsy will be conducted.

The Great Bend school district has been aware that the acoustics are not
great inside the middle school and high school band rooms. USD 428
Superintendent Khris Thexton said a lot of the poor acoustics have to do with
the tile floor inside both, causing reverberation. 

Thexton asked McCownGordon
Construction what they could do to help the acoustics.


"Currently we do have some panels on the wall, and those do absorb sound," said Thexton. "They said the next best option would be to use carpet. If that doesn't fix your sound issues, then there are panels you can hang from the ceiling, but that cost is much higher than just starting with the carpet."

The USD 428 Board of Education approved the purchase of JJ Kinetex Textile
commercial-grade composite flooring supplies for $19,350. 


Asked about what happens when students have to use their spit valves on their
instruments with the carpet rather than the tile, Thexton said the idea is to
get some version of a spittoon. 


"The carpet squares are nice," said Thexton. "They have the rubberized backing on them so that way it doesn't allow it to sink below the carpet itself. It would be able to be pulled up and cleaned. The carpet squares have been good to us."

The carpet installation will take place this summer to replace the floors in

On Tuesday, the Barton County Commission rehashed the 2025 Façade Improvement
Grant program, giving financial assistance to businesses in downtown areas to
improve their building’s exterior. The night before at the Great Bend City
Council meeting, councilmember Gary Parr said constituents were asking him why
the City of Great Bend was not participating in the matching portion of the
program.


"The county is throwing in money," said Parr. "Hoisington is part of this. Ellinwood is part of this. Claflin is part of this. Our businesses are simply saying they're all part of this, why aren't we a part of that? When the county, to beautify our city, is throwing in $120,000 and we're not throwing in a penny."

Barton County has pledged $120,000 for façade projects. There are two projects
in Claflin, Ellinwood and Hoisington with a $20,000 maximum grant. In Great
Bend, there are six projects allotted for with a $10,000 cap.


The cities of Claflin, Ellinwood and Hoisington have added another $60,000 for
businesses approved for the grant in their communities. Mayor Cody Schmidt
responded to Parr stating there are many projects the city has to consider.


"If we have all this money you think we have, we could do anything you want," said Schmidt. "The other thing I want to bring up is if you have all of these people hitting you up, there are eight council members and a mayor. If they want to join this room and come speak their opinion, show up and do it."

"Why did they vote me in, if they have to show up?" responded Parr. "They're going to come talk to their representative. I'm merely doing what they asked me to do."

It was also mentioned at Monday’s council meeting that the county’s request for
the match funds came last December, when the city’s budget is already set.


So far, 63 businesses have taken advantage of the Façade Improvement Grant
program that started in 2021.&nbsp; &nbsp;&nbsp;

The City of Ellinwood asked Barton County to annex a portion of a
roadway. Barton County Counselor Patrick Hoffman said Ellinwood is in the
process of cleaning up their boundary lines with the newly constructed
hospital. 

Barton County Commissioner Duane Reif and the rest of the board
approved the annexation of half a roadway on Park Avenue, approximately 30 feet.


"It's part of Park Street and part of the ditch I'm assuming," said Reif. "It's not a big issue. We're not taking a lot of land out of production."

Hoffman added the annexation brings zero expenses to the county, and will squarely
put the maintenance of the road on the City of Ellinwood.

April 22 marked the 55th anniversary of Earth Day, an annual event to demonstrate environmental awareness across the world. Events are coordinated globally to the impact of one billion people celebrating the day in more than 193 countries. However, Great Bend’s celebration will occur this Saturday, four days after the official date.

The fourth annual Great Bend Earth Day Celebration is a free come-and-go event, scheduled from 11 a.m. to 2 p.m. this Saturday, April 26, at Great Bend Zoo. A fun-filled day is in store with more than a dozen vendors, face-painting, free popcorn, plenty of give-aways, and of course, an opportunity to visit amazing Zoo animals.

“We’re ready and excited for Saturday,” said Ashley Burdick, Great Bend Zoo Director. “There is so much diverse vendor involvement this year and we have amazing food options with Freaking Delicious Cheesecake Company and Avast Ye Java setting up at our Raptor Center. I’m so glad to see this event growing in its fourth year.”

Once again, Earth Day Celebration sponsor Great Bend Dairy Queen will issue a coupon for a free small ice cream cone to the first 500 youth participants on Saturday. Co-Sponsor Rosewood ECycle will provide the opportunity for participants to plant tomato seeds to grow their very own tomato plants.

In addition to involvement by the three sponsors, Kansas Wetlands Education Center, Heartland Farm, Great Bend Zoological Society, Women For Kansas, Sunflower Recycling Center, along with ‘Read With Me’ program members Luna and Glenn, are participating again. Though they are not expected to bring a character this year, Smoky Hills PBS is also returning with fun activities planned for children. Barton Community College STEM Club returns, along with Bart The Cougar. Kansas Children’s Services League, and Fuller Industries are joining the celebration this year, along with a car club, as well as a model train set-up.

There is a chance of rain in the forecast for Saturday, but rain or shine, Burdick said the event will go on as scheduled. Organizers will make adjustments for vendors and participants, if they are needed, due to storms.

“One year, we had ideal weather for this event, the other years, we’ve adjusted, and folks still came out and enjoyed a wonderful Earth Day Celebration event at our Zoo,” said Burdick. “We expect to have another successful event this year. We encourage people to come out and take part in our free celebration at our community’s wonderful Zoo.”
