A lot of complaints about rising taxes are made via social, but few members of the community voice their concerns in front of the elected officials in charge of those budgets. Just one member of the public voiced his concern about the USD 428 Great Bend budget during Monday's meeting. Shawn Pokorski said schools should be more about developing intellectual capabilities than athletic abilities. Cutting sports programs could be a way to save money.

"I remember when all sports programs were paid for by the parents, with the exception of the district bus," he said. "If you wanted, you could play football, basketball, or soccer.  You took the kid there, you paid the athletic fees. It was all done by the parents. Now, for some reason, in the last 30 years, we focus more on sports than on academics. It's not to the benefit of our society."

The board approved the 2026 budget as presented. With a mandatory 20 mills levied in the general fund, virtually all school districts in Kansas will exceed the revenue-neutral rate this year. The Great Bend district will raise an additional $146,000 via the general fund. In total, the district will generate approximately $45,000 more than it did last year. Assistant Superintendent John Popp reiterated that running a school district is not a cheap endeavor.

"We have a lot of roofs, HVAC, and some pretty significant needs that we really need to update these buildings," he said. "We don't want to get into a situation where we have to ask for a bond or things like that in the future to do deferred maintenance on roofs because the roofs are leaking."

Later in the meeting, Popp outlined some of the projects planned later this year with a price tag of approximately $775,000. The entire Great Bend High School roof needs replaced, but there is time to repair just sections, including the GBHS gymnasium. Part of the Park Elementary roof was replaced after the July 2023 storm. To replace the remainder of the roof, some of which is in dire need of repair, will cost approximately $460,000. A small portion of roof between the Panther Athletic Center and Fieldhouse needs to be replaced at a cost of approximately $25,000.

USD 428 approves 2026 budget, plans for roof repairs on multiple buildings

It took some negotiating, but after a 45-minute discussion during Monday's USD 431 Board of Education Meeting, a robotics program was approved for fourth and fifth graders at Lincoln Elementary, and for sixth graders at Hoisington Middle School. Various parties in the discussion thought the program had already been approved, including Anne Selfridge, business teacher at Hoisington High School.

"We just were under the assumption the program was a go," she said. "We've spent a lot of time together planning and trying to put together how we're going to work all this with the numbers we have. As you guys all know, our robotics program, we've qualified five teams for Worlds in the past five years. That's literally on a world-wide scale, not just national."

The original ask of the Lincoln program was a few pennies shy of $6,100. Those funds would be used to purchase 10 VEX IQ kits. The plan included two fourth-grade and two fifth-grade teams, each with four students. An application process would help determine the teams if more than 16 students expressed interest.

"It's going to be a parent commitment for our students," Selfridge said. "Our buses don't run at 4, so they'll have to pick up their student and commit to Saturday tournaments. The students are very excited about robotics, so I don't think we'll have any trouble filling the spots."

But because the program had not been previously approved, the $6,100 meant more spending for the district and for new superintendent Trenton Horn, who said the district spent $69,000 more than it brought in last year. As he gets a feel for the budget in his first year, he was hesitant to approve any new programs.

"Is it going to make or break our district? No, it's not going to," he said. "But at some point, given the balances in our contingency and our capital outlay, we have to correct our deficit spending because we really need to recoup those accounts. We're going to have things in capital outlay that are going to come up."

Additional costs for the program include registration fees of approximately $800, which Lincoln Principal Karisa Cowan said would be covered via other funds. HMS Robotics and STEM instructor Jordan Hammack said the costs are relatively low for the experience provided to students by robotics competitions.

"They learn so much from just being in robotics for a year," she said. "I had kids last year who are just beyond thrilled about robotics. They have learned so much. Their interests in everything has changed substantially. Their technical advancement is beyond what you could even consider from a short 45-minute class five times a week."

Board Member Julia Debes suggested tabling the vote but Selfridge and Hammack said Hoisington students are already at a disadvantage with the program beginning in late May, and with competitions in November and February. Horn suggested, given those timelines, the board make a decision Monday night. Then the bartering began.

"I do think if you would be willing to meet us in the middle, where we've got some budget concerns, get you some supplies, do a mock competition if nothing else this year, then maybe you can bring in the fourth and fifth graders and start competitions next year," Debes said.

The instructors agreed a smaller start-up set with a price tag of $2,600 would at least allow students to get involved with the program. The board ultimately approved the Lincoln Elementary program and $4,000 to help start it. The robotics program will also host fundraisers. Hammack said 16 students raised $1,700 in a previous fundraiser. The creation of a program for grades 4-5 would leave a gap between the Lincoln program and the middle school program. The board also approved a sixth-grade program at no additional cost.

Barton Historical Society to host walking tour of downtown Great Bend

October is shaping up to be a busy time for the League of Women Voters of Great Bend. On Oct. 7 and Oct. 16, the non-profit will host candidate forums in Great Bend and Hoisington, respectively, ahead of the upcoming Nov. 4 general election. A few days before that, the League is hosting a fundraiser at Pizza Hut in Great Bend. Janice Walker, with the League of Voters, explained the purpose of the fundraiser during Monday's USD 428 Board of Education meeting.

"We are raising money with the Pizza Hut fundraiser for a scholarship at Barton Community College, so that person can go on to a 4-year college," she said. "We want this scholarship in the name of two ladies who worked hard in the league and for the Historical Society: Bev Komarek and Rose Kelly."

The fundraiser is scheduled from 5-9 p.m. on Thursday, Oct. 2, at the Great Bend Pizza Hut, 2006 Main Street. Fifteen percent of all food sales will go to the League of Women Voters. A raffle will also raise additional funds.

 The League of Women Voters is currently accepting questions to candidates for the forum on Oct. 7 at the Great Bend Events Center, and the Oct. 16 forum at the Friendship House in Hoisington.

United Way of Central Kansas, in partnership with Walnut Bowl &amp; Mini Golf, is excited to announce the launch of a new Charity Bowling League — a community-driven event where fun meets purpose.

Kicking off in October, the league invites teams of 3–4 bowlers to compete every other Monday for 12 weeks of friendly competition — all while raising funds to help families in Barton and Pawnee Counties overcome barriers like food insecurity, housing, childcare access, and more.

"Convoluted, manipulative, and wrong for a number of reasons.” That's how Kansas Gov. Laura Kelly described House Bill 2382 when she vetoed it in April. Kansas legislators later overrode the vetoes, affirming a law that requires school districts to show a video of a developing fetus to students at all grade levels during any course that broaches human growth, development, and sexuality. During Monday night's board meeting, USD 428 Assistant Superintendent of Curriculum and Instruction JoAnn Blevins outlined what the bill might look like for Great Bend students.

"The stipulation in that is that it had to be a 3-minute, computer-generated animation or high-definition ultrasound, that shows the development of the heart, lungs, and other vital organs in early human development," Blevins said. "Any course. That's all the law stipulates. It doesn't say anything else."

District nurses and administrators are currently trying to identify all courses, grades pre-K through 12, that might qualify for inclusion under the broad definition of classes included in the bill. Discussions about puberty have long been introduced during grades 4-6, and several middle and high school science classes will also require inclusion of the video. One board member asked if a written math problem involving growth would require that class to show the video.

"What we're working on right now is to identify which grade levels that would include at the elementary level, then we can start maybe procuring grade-appropriate presentations," Blevins said.

The law, which went into effect on July 1, does not specify how districts should document how and when the videos or shown, nor repercussions for not showing it. Blevins said some students may be required to watch the video multiple times if participating in various science classes that involve human growth, development, or sexuality. She also said parents will be able to opt their students out of the video.

Barton Community College is gearing up for its Fall Dance
Clinic for high school and college-age dancers. The clinic will run from 9 a.m.
to noon on Saturday, Oct. 4 at BCC. Former Kansas City Chiefs cheerleader and Kansas
State Classy Cat Ashton Thomas returns to host the clinic. 

Thomas was a former four-year member of the Kansas City
Chiefs Cheerleaders. She served as captain, choreographed quarter-break and
sideline routines, represented the team at ProAction dance for two years, and
cheered the team on at three Super Bowls. She was also a four-year member of
the Kansas State Classy Cats, serving as captain her senior year. In addition
to cheering, Ashton is a dance teacher and loves teaching numerous styles
including hip hop, jazz, and pom to dancers of all ages. 

Thomas choreographs competition and gameday routines for
many middle and high schools, as well as universities in the Kansas City area.
She also leads various intensive and private lessons to help dancers prepare
for auditions. She is passionate and excited about helping dancers feel
confident and capable when auditioning for their dream dance team. 

When she’s not dancing, Thomas is a senior executive recruiter
helping connect nonprofit professionals to their dream jobs. She fell in love
with the dance community many years ago, and she is so excited to spread that
love of dance with the dancers at Barton Community College.

Approval of Resolution to Adopt Local Option Budget (LOB) Percentage (Refer to Mr. Popp) (Attachment 4A) All boards of education must annually adopt a resolution setting the local option budget percentage resolution. The maximum percentage that may be authorized is the statewide average of 32.3% unless the district has passed a resolution to exceed the statewide average. The district recommends adopting the statewide average of 32.3% as our Local Option Budget (LOB) percentage. The administration recommends approval of the LOB.

Approval of Workers' Compensation Audited Adjustment (Refer to Mr. Popp) (Attachment 4B) The annual gross Workers' Compensation premium through KASB is based on the estimated payroll at the beginning of the year and is then audited and adjusted according to the actual payroll at year's end. Audited figures for July 2024 through June 2025 show a balance due of $9,742; therefore, the administration recommends approval to pay this amount.

(AI) C. KASB Delegate Assembly (Refer to Mr. Thexton) The KASB Delegate Assembly is the Annual Business Meeting of the Association. Each KASB member entity designates a voting delegate at the assembly to represent their local Board of Education in voting on legislative priorities for 2026. Voting delegates will select a KASB President-Elect Designee and vote on proposed changes to the KASB Constitution and our Legislative Positions and Priorities, which guide the association’s legislative efforts. Jacquie Disque, President, will be registered as the USD 428 Delegate, and Aaron Emerson, Vice President, will serve as the alternate. The Delegate Assembly is scheduled for November 14. A link will be sent to Delegates from KASB to submit their electronic vote.

B. New Teacher Mentor Program USD 428 provides a two-year mentorship program for new teachers. First-year teachers and their assigned mentors meet weekly, while second-year teachers meet with their mentors every other week. Additionally, experienced teachers new to the district are paired with an Ambassador to help them acclimate to a new building at the start of the school year.

C. Curriculum Adoption Update Mrs. Blevins will inform the board about the curriculum adoption efforts happening during the 2025-2026 school year.

D. HB 2382 Update House Bill 2382 is a law that requires school districts to include a human fetal development presentation as part of the curriculum for any course covering human growth, human development, or human sexuality. The district administration will report the efforts USD 428 will take to comply with the bill.

USD 428 Revenue Neutral and September meeting agenda (Sept. 8)

For more than six years, Luna, the Burnese mountain dog, and
her handler, Glenn Schraeder, helped young, shy students become more confident
readers at the Great Bend Public Library. On Sept. 4, the library reported Luna’s
passing in a lengthy Facebook post.

As most of you know, Luna was a Reading Pet Partner dog. As
part of the program, children could come read to Luna at the Library. Luna,
along with her handler Glenn, have been coming to the Great Bend Public Library
since 2018. Back in May of this year, Luna officially retired from full-time
volunteer work at the library. At almost 10 and a half at the time, she was
ready to spend more time relaxing and vacationing in her favorite spot,
Colorado, with her family. Luna was a Bernese Mountain dog with a life
expectancy of 7 to 9 years, so we were extremely lucky to have her for as long
as we did. 

We at the library try and take solace in the fact that she
lived a long and rich life. She was the embodiment of a gentle giant, and she
touched the hearts of all who met her. Luna spent almost three quarters of her
life helping children to gain confidence in reading and helped bring the joy of
reading to countless children. Luna will be remembered for the wonderful legacy
she leaves behind and the no doubt thousands of people she brought joy to in her
lifetime.

Before Luna's passing, the library had been working with

are deeply saddened by the news of Luna's passing, we are filled with gratitude

honor her in such a special way. We will speak more on this subject in our
upcoming Book Nook article next Thursday, including opportunities for the
community to help us make Luna's Story Walk a reality. 

Finally, we would like to thank Luna's handler, Glenn. Glenn
has been right by Luna's side at the library since 2018. He has brought her to
weekly Read to Luna events and countless other library events over the years.
During our Summer reading programs, he even provided prizes to Luna's top
readers. We would like to thank Glenn for being a faithful part of our library
family for so many years and for his time and dedication to improving childhood
literacy in our community. Thank you, Glenn, most of all for sharing your
amazing, wonderful dog Luna with us for all these years. She has been an
amazing gift to this library and community. One we will all sorely miss. Rest
in peace over the rainbow bridge, Luna.

USD 428 classes have been in session for nearly a month now. The fall sports season is underway, students are already taking field trips, and sixth graders across the five elementary schools in Great Bend are ready to begin the All-Stars program. Casey Rowland, family engagement coordinator for the 20th Judicial District's Juvenile Services, said the first sessions were held at Lincoln Elementary last week.

"The All-Stars program is a prevention program taught to kids about reputation, how you can have a bad reputation or a good reputation, how to think about your future, what kind of choices you might make in life that could disrupt the future you want to have," she said. "It also talks about how to communicate with your parents."

Students take work home to help open up the discussion about topics like drug and alcohol use, teen dating, and internet safety. The program is comprised of 13 units, and each school has the discretion to cover those units as it sees fit. The first unit includes some history and how inventions have helped society, and encourages the sixth graders to come up with their own inventions. Another popular unit involves creating a family history.

"The kids get to do a project about a family crest, and they get to talk about what's important in their family, what are important values, what are some of those things, and they get to draw," Rowland said. "Those crests get turned in and we get to judge them, and they get a little prize."

All-Stars can also serve as a recruiting tool for Juvenile Services' Youth Crew program, a community service and prevention program that is available for students in grades 6-12.
