Great Bend Fire Chief Brent Smith is thankful for the moisture the area
has received but would not mind a little more prior to the 4th of
July holiday. 

The Great Bend Fire Department will have extra staff on hand for
the fireworks extravaganza throughout the holiday. Typically staffed with nine
firefighters each shift, Smith said there will be 18 firefighters available
Thursday to mitigate grassfires and other fireworks-related accidents.


"We've had accidents the last couple of years that have involved some people missing fingers and parts of their bodies that they should have attached to them," said Smith. "Please be careful when you're shooting off fireworks. We don't want to see you that night for that reason."

Police Chief Steve Haulmark echoed Smith’s comments, wanting the public to have
a fun, responsible holiday.


"Not everyone is a fan of fireworks, so keep that in mind," said Haulmark. "Owners of small, domestic animals...maybe keep them inside if you can. We have a lot of dogs that run off and get scared. If you do have small animals, make sure they have an ID tag on them."

As of Monday evening, seven block parties have been approved by the City of
Great Bend for the 4th of July. Citizens have to have permits
approved and pay a fee to receive barricades from the city. The parties
can only block half of the street to still allow emergency vehicles through if
needed.&nbsp; &nbsp;&nbsp;

Pork Chop, Snoop Hogg, and Alexander Ham-ilton. Those were just a few of the pig names for Sunday's Celebrity Showmanship near the conclusion of the 2024 Barton County Fair. Sunflower Diversified's Angie Hicks won the contest despite having no direct experience showing livestock.

"I've never shown, but I watched my daughter for a good six years showing for the Barton County 4-H clubs," Hicks said. "I've always been on the outside of the ring so it was awesome to finally get my chance in the ring. I think that gave me a little bit of an advantage at least having seen a show before."

The seven celebrity showmen answered questions about their animals, including weights and feeding habits. Barton County Fair Board Treasurer Kate Wary said that's typical in regular showmanship. Another trick is knowing where to look while showing a pig.

"Ideally, if the judge is looking toward you, you should be able to watch the judge all the time," she said. "You should have full control of your animal without having to stare at is is the goal."

Troy Miller, executive board member for the fair, did the judging. He reminded contestants to walk, not run after their pigs. That proved to be a difficult task for Eagle Radio's Shannon Towns as her pig, Tank, delighted the crowd with an energetic performance. Clara Barton Medical Center's Kelci Burkey was named reserve showman.

Hicks named top celebrity showman at 2024 Barton County Fair

Things have been looking up for the Great Bend Bat Cats. The Barton County Commission proclaimed June 25 as Bat Cat Day. Later that evening, the baseball team defeated the league-leading Kansas Cannons at Al Burns Memorial Field, then swept Newton ahead of Sunday's All-Star game in Wichita. Eight Bat Cats took the field Sunday in Wichita with some heavy hearts. Following Thursday's win against Newton, Manager Roger Ward said someone burglarized the team's clubhouse.

"Whoever did it worked really hard at trying to get in multiple ways, and they finally got in," he said. "It's like our office. We're a non-profit business. We finally worked and got all this stuff."

Taken were various items including cash, checks, a safe, and various electronics, both personal and team-related. Ward's immediate thoughts were about the future of the team.

"Being the leader of the program, I've had to try to keep my head straight when, to be honest, this is the first time in a while I've wanted to just disappear," he said Monday morning on 1590 KVGB's "AM Great Bend Show." "Lot of personal guilt, feeling guilty, blaming myself. Everything flashes in front of you; the last eight years of what you've tried to build."

But there is hope. Friday morning, Ward reached out to the manager of the Hutch Monarchs. That manager reached out to Fastenal. Already, firework packages have been donated to auction for the team. Others are donating cash.

"Teammates of mine from over 30 years ago," Ward said, "people around the country, former players, families, random people, people who just care about the Bat Cats, about our community, about the kids that are here, even families of current players who have already invested a lot of time, they want to make sure we finish it out."

Tuesday night, the Bat Cats will play the Great Bend Bombers in an exhibition game. The Great Bend Recreation Commission will have free hot dogs and sno cones for rec league players who attend. Different groups of players will also run the bases in between each inning.

Governor Laura Kelly and Transportation Secretary Calvin Reed announced that $8.6 million will be awarded to 14 transportation construction projects through the Kansas Department of Transportation’s Cost Share Program for spring 2024.

“These new Cost Share projects will repair and modernize transportation infrastructure in communities across Kansas,”&nbsp;Governor Laura Kelly said.&nbsp;“Collaboration on these selected projects address short-term challenges to bring long-term solutions to the places Kansans call home.”

Governor Kelly lauded the 104th Street sidewalk expansion in the City of Edwardsville as a prime example of how a Cost Share project can benefit a community. Enhancements to the city’s pedestrian facilities will fill the largest gap in pedestrian access between K-32 and the elementary school and encourage safe non-motorized access to school and recreational activities.

With the announcement, more than $260 million has been invested to support the 179 projects selected in the Cost Share Program since it began in the fall of 2019. Combining more than $146 million in state funding with more than $115 million in matching local funds has been a substantial boost to Kansas communities.

“Kansans understand the value of partnerships,”&nbsp;Kansas Transportation Secretary Calvin Reed said. “The Cost Share Program provides the opportunity for partnership between KDOT and communities to solve local transportation issues through shared investment. Addressing these infrastructure projects enables solutions that will help these communities and residents keep moving forward for generations.”

Both rural and urban areas can submit transportation projects that improve safety, support job retention and growth, relieve congestion, and improve access and mobility. The program is part of the Kelly administration’s 10-year, bipartisan Eisenhower Legacy Transportation Program, or IKE.

Hoisington, St. John receive transportation construction grants

This is day 10 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

As the calendar flips over to July, the combines keep rolling across western Kansas, albeit getting a late start on Monday due to lingering moisture from rain over the weekend. Better than expected final yields can mean of one of two things to western producers — either that they are actually cutting fields they expected to zero out due to drought or they are seeing yields above last year or the county average in fields that caught spotty rains or winter snows. While yields are highly variable, test weights, protein and optimism remain strong.&nbsp;

Officially, the Kansas wheat harvest is 80 percent complete, well ahead of 39 percent complete last year and 49 percent on average, according to the USDA’s National Agricultural Statistics Service crop progress report for the week ending June 30, 2024.

Wheat harvest is nearly complete in Ness County, according to Gary Gantz, president of D.E. Bondurant Grain Co. Inc.in Ness City. The Gantz family has operated the last remaining private grain elevator in Kansas for nearly four generations and reported this year’s wheat crop is nearly double what they took in last year.&nbsp;

Great stands going into winter had area farmers feeling optimistic for a good crop, but a lack of moisture over the winter and into the spring put a damper on final results. Still, Gantz said most folks are “happy with the way things have shaken out” with average yields at about 30 bushels per acre, adequate test weights from 57 to 60 pounds per bushel and strong average protein at 12 percent. Standout varieties for the year include KS Western Star and KS Hamilton.&nbsp;

This year’s wheat crop is also performing better than expected in far western Kansas, according to Clay Schemm, who farms with his parents in Wallace, Logan and Greeley counties.&nbsp;

“I would not say it’s a great year, by any means, but definitely above what we had anticipated. We anticipated a pretty rough year,” he said. “I’d say we’re looking at an average to maybe slightly below average year on the wheat yield.”

Harvest started in the area on June 20. With four or five days left, showers overnight on Sunday, June 30, meant combines were getting a late start on Monday, July 1. Whether or not a field got a good stand during the dry planting season is making the difference between yields.&nbsp;

“We were really dry last fall; it was hard to get the wheat up and get a good stand,” Schemm said. “If you were able to get that decent stand, the wheat seemed to have enough legs under it this year to finish off. The wheat that had trouble last fall has been yielding — across the farm — lower than the wheat that did get that decent fall stand.”

The places that did catch spotty rains or winter snow are yielding up to 45 bushels per acre, but average yields are closer to 35 to 40 bushels per acre. Quality is also variable, but test weights are excellent at a 62 to 63 pounds-per-bushel average and average protein is strong at 12 to 13 percent.&nbsp;

He noted area farmers have not had issues with Wheat Streak Mosiac Virus (WSMV) this year because they did a good job keeping volunteer wheat under control and choosing resistant varieties like KS Dallas.&nbsp;

Scattered rains and accompanying humidity also kept producers from starting cutting until early afternoon in Hamilton County. Jason Ochs, who farms near Syracuse, reported he started cutting on June 21, but was delayed the following week by rain. Rain chances every night is stretching out a normal two-week harvest window, but the bigger theme of this year’s harvest is variability — within and between fields.&nbsp;

When local farmers say wheat is yielding better than expected, that may be only 20 bushels per acre on fields they didn’t even expect to cut. Others are seeing yields up to 60 bushels per acre.&nbsp;

“We’ve covered the bases for sure,” Ochs said. “We have short-rated wheat that never came up last fall. We’ve zeroed wheat out that just didn’t get the rains. We’ve had fields that caught on fire that we didn’t get cut. We have fields that are hailed out 80 to 90 percent. And yields are ranging up to well above 50 bushels to the acre. I have a really big spectrum.”

Across the county, Ochs guessed most people will end harvest above the county average of 30 to 32 bushels per acre across their entire operations. Test weights indicate good quality, coming in at or above 60 pounds per bushel. Proteins are ranging from 11.8 to 13 percent.&nbsp;

Ochs delivers his wheat to Scoular Grain in Coolidge. Ellie Katzer, senior originator at that location, reported seeing good quality wheat so far with yields higher than anticipated. The rains have not hit test weights and quality has hung on with the lingering harvest. Test weights are averaging 60 to 61 pounds per bushel. Average protein is 12 percent, but the range is from 8 to 15 percent.&nbsp;

The elevator took in their first load on June 12 but harvest did not kick into full gear until June 17. Katzer expects to harvest to have a “long tail” and finish up in mid-July.&nbsp;

“Everyone is pretty content with harvest this year,” she said. “It’s nice to see good quality, and there are some good yields out there.”&nbsp;

Day 10, Kansas Wheat Harvest Report

The City of Great Bend started the process of improving the
intersection at 10th Street and McKinley Street in 2019 by applying
for a Transportation Engineering Assistance Program (TEAP). Moving forward five
years, the Great Bend City Council on Monday took the next step to improving
the traffic signals at the intersection by approving an agreement with the
Kansas Department of Transportation (KDOT). 

Great Bend Public Works Director
Jason Cauley said the project will add protected left-turn signals on McKinley.


"The project is fully funded by federal and state aid programs," said Cauley. "The city is currently taking care of temporary and permanent easements necessary for the signal improvements project. As the next step in the process, KDOT requests the city to pass a resolution and enter into an agreement with KDOT for the project authorization. There is no local match required."


The city will be responsible for maintenance of the traffic signal installations.
Cauley added bid letting for the project will be in August but was not sure on
KDOT’s schedule to begin following the bid process.


Currently, there are only left-turn lanes with no protected signals on
McKinley. The KDOT project will create left-turn signals for all four sides of
traffic.

Youth grant opportunity at Golden Belt Community Foundation

While the early estimates for valuation prices are coming in from the Barton
County Clerk, the City of Great Bend is preparing their budget for 2025. 

With
the increase in property valuations last year, the Great Bend City Council
approved dropping their mill levy while still collecting the same amount of tax
dollars, which in recent years is referred to as meeting the Revenue Neutral
Rate (RNR). 

City Clerk Shawna Schafer said she was challenged by Mayor Cody
Schmidt to remain revenue neutral again this year.


"This year, I was a little worried we were not going to be able to stay RNR, but the last couple of weeks I've really nailed down the budget," said Schafer. "I've studied it and saw where I could reduce. I'm feeling pretty confident now."

The RNR is calculated off the estimated valuations and not final valuations,
which do not come out until November. Great Bend’s mill levy went from 51.692
in 2023 to 45.202 in 2024 because of the property valuations increase. 


The RNR was created to help notify taxpayers when separate entities are exceeding their revenue neutral rate, thus collecting more tax dollars.


"Staying RNR is supposed to state as a taxpayer, your taxes will stay the same," said Schafer. "That's not necessarily true. You might have buildings that come off the tax roll. More buildings that come on. Maybe there are improvements. We've had a few new businesses who built. We've torn down the hotel. There are variables that will change, but you're still levying the same amount of taxes that you brought in the previous year."

The Great Bend City Council will conduct a work session July 8 to

The Great Bend Chamber of Commerce held a Ribbon Cutting Ceremony on June 27 celebrating T &amp; L Fireworks’ 54th year in business. The event was held at their 5215 West 10th Street location.

Tom and Linda Barnes are the original family members who started T &amp; L Fireworks in 1970. At the ribbon cutting ceremony, Linda took a few moments to share a few fun and nostalgic stories from their many years in the fireworks business, with memories that span over five decades. She recounted how the business started in front of their house and, after three years, began expanding due to its growing popularity. Today, T &amp; L Fireworks operates with contributions from both 2nd and 3rd generation family members, and this year, they are receiving help from the fourth generation.

T & L Fireworks celebrates 54 years in Great Bend 

The City of Russell announced that it has been awarded $122,783 in grant funds through the Kansas Corporation Commission (KCC) Energy Efficiency and Conservation Block Grant to upgrade 311 streetlights to more energy-efficient technologies.

The KCC received a $1.9 million Block Grant from the Department of Energy (DOE) as part of the Bipartisan Infrastructure Law (BIL). Under this program, the KCC supports projects that replace traffic signals and street lighting with energy-efficient technology, with a particular focus on rural communities in Kansas.

“The City of Russell is honored to receive this grant, which will allow us to make significant improvements to our city’s infrastructure,” said Jim Cross, Mayor of the City of Russell. “Upgrading to energy-efficient streetlights is a major step forward for our community. It helps us reduce energy consumption and costs while enhancing lighting quality throughout the community. The city is taking a crucial step towards sustainability and environmental responsibility."

The transition to LED streetlights is expected to begin in August and be completed by October of this year. The City of Russell will inform residents about the project's progress and any potential impacts on local traffic or neighborhoods.

One hundred percent divided by six years is roughly 17 percent a year. That's the target of the Barton County Appraiser's Office each year with its summer reinspections. Appraiser Wendy Prosser and staff are gearing up for this year's rounds of inspections to help determine property values.

"We have to inspect the properties once every six years; to physically be on that property," Prosser said. "If we calculate that out, it ends up being about 17 percent of the county each year. You'll hear us call it relist, reinspection, or 17 percent."

The 17 percent this year includes Quail Creek, the condos west of Veterans Park, and the section of Great Bend north of 24th Street and east of Washington to the city limit. In the county, this year's reinspections include the city of Claflin and Independent, North Homestead, Albion, and Grant Townships, and Cheyenne Township north of K-4 Highway. Appraisal staff can do most of its work from the outside of the property.

"By statute, we do everything from the exterior of the homes," said Prosser. "We can come in the property if the taxpayer wants us to. My staff will never ask to come in the property because we are doing mass appraisal versus a fee appraisal, so we are doing it in general."

But interior changes to properties do matter. In an effort to notify the public of the upcoming work, and to learn more about those interiors, Prosser's office is sending letters to property owners. Important information includes the number of bedrooms and bathrooms in a property, the type of bathroom fixtures, the status of basements, and whether or not the property has egress windows. Completing the work every six years gives the appraiser's office an ongoing and accurate depiction of values.

"Everything on a residential property is location, location, location," said Prosser. "We know as we get new neighborhoods and some neighborhoods get older, the desirabilities will change. Maybe it used to be all retired, single families and now it's turned into rental units. That will make a difference in that market valuation and what people are willing to pay to live in certain neighborhoods."

Appraisal staff will attempt to contact residents before completing the inspections. A bright green card will be left on the door if no one answers. During inspections, appraisal staff may take measurements and photos of all aspects of the property.
