Patriots and lovers of fireworks will have plenty of opportunities to share their red, white, and blue pride this week. Independence Day falls on a Thursday this year, but Great Bend Community Coordinator Christina Hayes said the celebration kicks off locally the night before at the Great Bend Expo Complex.

"We moved it to July 3 several years ago so families of Great Bend and beyond can attend our fireworks show on the third, sponsored by the businesses of Great Bend, then they can celebrate with their families on the Fourth," Hayes said.

Gates at the Expo Complex west of Great Bend open at 7:30 p.m. The pre-show will begin at 8:30 p.m. on 100.7 Eagle Country. The fireworks show will begin shortly after 9:45 depending on light and wind conditions.

"Big thanks to our major sponsors: city of Great Bend, Scott's Welding, AllStaff Chartered, Nex-Tech, Concrete Service, and Freedom Claims Management," said Hayes. It seems these days people read labels more than ever before, from supermarket shelves to racks of clothes at the department store.

Cleaning products, like those manufactured by Fuller Industries, are no different.

“Commercial and individual consumers are more conscious of what goes into the products they use on a daily basis,” said Joe Mann, Fuller vice president and general manager. “Every one of those labels is there because it needs to spell out for the end user just what they need to know about the product. It helps them in their decision-making, and it gives them a feeling of connection with the manufacturer of that product, who is providing relevant information.”

Outside of allergy information on food packaging, it could be said there is no label more important than those that adorn commercial cleaning chemicals, Mann said. “Our labels must provide accurate ingredient labeling, as well as instructions for proper usage.”

Commercial cleaning chemicals are generally used by people for longer than household chemicals: After all, cleaning a restroom in a commercial building is a bigger job than cleaning a home bathroom, and there are probably more of them. Mopping an entry foyer to an office building is likely a daily occurrence.

“Labels matter,” Mann said. “So when we can put someone else’s logo on our product label to help tell our story in a meaningful way, we do it.” 

EPA Safer Choice Products get the Safer Choice label because they are identified as an option for consumers and commercial buyers to choose products with safer chemical ingredients, without sacrificing cleaning performance or quality. The program is big, and it’s growing: More than 2,000 products are on the list.

The Environmental Protection Agency used to call the program the Design for the Environment, or the “DfE,” label. The program got a reboot after the EPA conducted extensive industry and consumer research.

“We voluntarily participate in the Safer Choice program,” he said. “As a leader in our industry, we have made substantial investment in researching and developing these formulations.”

Products must meet stringent criteria to earn the label, and it goes beyond ingredients: standards for performance, the pH of the product, the way it is packaged, and other considerations all play a role.

The EPA uses strict safety criteria to review every ingredient, for the environment and human health, including carcinogenicity, reproductive/developmental toxicity, toxicity to aquatic life, and persistence in the environment.

The EPA audits the products carrying the label annually, to ensure the standards are retained. “The results speak for themselves: our products are safer and more sustainable,” he said. 

Green Seal A Green Seal label means a product is certified by Green Seal, a global nonprofit organization and leading ecolabel. Green Seal has maintained standards for health, sustainability, and product performance for more than 30 years, and helped to drive permanent shifts in the marketplace.

“Through its Green Seal labeling, the organization has empowered consumers to make better purchasing decisions and rewarded innovators in industry,” Mann said. The certification program as well as other initiatives encourage development of sustainable products for facility cleaning that are safer to use, and to accelerate the adoption across the market.

To get labeled with the Green Seal, products and services undergo a review process that ensures they meet rigorous performance, health, and environmental standards. The organization employs scientists and experts who validate that a product or service meets the science-based standards for certification.

“That Green Seal certification helps buyers and consumers make healthier choices that are better for the environment,” he said. 

Purchasing policies used by more than 100 federal, state, and local government authorities specify Green Seal, and more than 33,000 products have met the standards set forth for performance, environment, and safety.

“By offering a selection of EPA Safer Choice and Green Seal certified products to their customers, our distributors provide a choice that resonates on a several levels,” he said. Janitorial service companies may find their workers feel better about their jobs (and employers) after they switch to Safer Choice and Green Seal products.”

Those same companies can offer a premium service level to their commercial clients, using these Green Seal-certified and Safer Choice cleaning chemicals. Encourage your customers to explore the possibilities—they may be pleasantly surprised.

Reading cleaning products labels improves health, sustainability

The Kansas Department of Health and Environment (KDHE), Office of the State Fire Marshal (KSFM) and Safe Kids Kansas would like to share some important safety tips to ensure that all Kansans have a safe and fun Independence Day this year.

In 2023, there were a total of 146 injuries caused by fireworks in Kansas.&nbsp;The person igniting the firework was most likely to be injured,&nbsp;and the hands were the most common body part to be injured.&nbsp;Over half of the injuries that occurred from fireworks that happened on July Fourth were from burns. There was a 43 percent increase in reported injuries from 2022.

With the exception of two age groups all saw an increase. Injuries more than doubled for the 14-18 year old age group. The highest incidents of injuries were caused by mortars or artillery fireworks and other fireworks like parachutes, fountains and spinning items. This data was collected through voluntary reporting from Kansas hospitals and administered by the Office of the State Fire Marshal.

&nbsp;“Sparklers are often thought to be safe for young children, but they account for roughly one-quarter of all emergency room visits related to fireworks,”&nbsp;Cherie Sage, director of Safe Kids Kansas, said. “Children should not light fireworks, including sparklers, which burn at a temperature hot enough to melt glass. We encourage parents to let their little ones use glow sticks instead of sparklers and leave the rest to grownups.”

Grilling is another favorite part of many summertime gatherings. Make sure grills are used outdoors only, away from the home and deck railings, and out from under eaves and overhanging branches. Keep children and pets away from the grill area and never leave your grill unattended. Clean your grill regularly to prevent grease fires.

”Enjoy a safe and happy July 4th,”&nbsp;Mark Engholm, State Fire Marshal, said. &nbsp;“Always follow firework safety guidelines: keep spectators at a safe distance, never relight malfunctioning fireworks, and have a fire extinguisher or water source ready. When grilling, ensure the grill is on a flat, stable surface away from structures and flammable materials. Let’s celebrate responsibly and protect our community. If possible, go to a public fireworks display.”

Here are some tips to keep your celebrations safe:

Bottle rockets are illegal and M80 type of “fireworks” are considered explosives, and it is a felony in Kansas to possess, manufacture or use, as well as being extremely dangerous. The use or sale of these banned fireworks and explosives is considered a crime under Kansas law. It is also illegal in Kansas to shoot fireworks on or under any vehicle, on any public roadway, within 50 feet of a fireworks stand or where fireworks are stored, and at gas stations or any place liquid gas – including propane – is stored.

Always refer to the local ordinances as to whether fireworks are allowed in your area as well as what types.&nbsp; Some cities or counties have restricted dates/times or types of fireworks that may be sold or discharged.

In addition, out of respect for veterans when it comes to the individual discharge of fireworks, please keep in mind the noise and stress (PTSD) your activities may cause near VA facilities.

Celebrate safely this Independence Day with tips from the experts

Because of her favorable experience as a volunteer at a Juvenile Services (JS) Life Skills class, Cadey Dick encourages others to share a little time and expertise with JS clients.

Dick, who is Bank of the Plains assistant vice president/branch manager/loan officer, recently led a one-hour Introduction-to-Banking class for six clients at the JS office, 1800 12th, Great Bend.

“We discussed different types of accounts and their features,” Dick said. “Topics included interest earnings in savings accounts and certificates of deposit, and the importance of credit – what it affects and how to build it.

“In addition, we talked about the importance of keeping money safe and insured in a bank account, not in your desk drawer.”

Dick noted that students “asked questions that led to good discussions. We talked about their future careers and different ways credit and banking can help support that next step.

“They all were engaged in the conversation. One person even asked if I followed Dave Ramsey’s financial rule of thumb.”

The importance of budgeting was another topic. “It was noted that the expense of eating out and using food-delivery services can add up quickly,” she explained. “Budgeting is a great way to start planning for the future.”

Dick decided to volunteer for Life Skills as a way to invest in young people and support the community.

“A financial education is not usually something young people think about,” Dick said. “Sharing this knowledge early might help make the journey easier.

“Learning how to manage money at an early age helps build financial responsibility,” she continued. “Equipping them with these tools will help them manage their finances effectively, live within their means and save for the future.”

One 18-year-old student in Dick’s class said “I really liked the class; it was enjoyable. I would recommend it to others.”

Another client participated in the Purchasing &amp; Maintaining a Vehicle class with Tim Nollette, Marmie’s Automotive service manager, as the instructor.

“The classes get you to thinking about how you act,” the teenager said. “I liked the automotive class and it got me to thinking about being a mechanic in the future.”

Life Skills information Life Skills classes began last year and so far, six courses have been offered. In addition to the two mentioned, the classes were: Renter’s Rights, presented by Jack Bowman, JS program advocate; Writing for the Workplace by Justin Brown at Barton Community College; Clothing Care by Karisa Cowan, principal of Lincoln Elementary in Hoisington; and CPR and First Aid by Dean Nuss of Kansas CPR Training.

“We truly appreciate every volunteer,” Bowman said. “I am impressed with their knowledge and willingness to go the extra mile for young people.”

It is not all work and no play at Life Skills. For example, a fishing class is scheduled for Veterans Lake with Travis Riley, fisheries biologist for the Ellsworth District of the Kansas Department of Wildlife &amp; Parks.

“Travis has the equipment and can discuss safety, licensure and other topics,” Bowman noted. “We want to offer other recreational classes in the future too. Leisure pursuits are so important to a balanced life.”

General course categories are domestic issues, car maintenance, finances, relationships, employment, citizenship, time management, problem solving and self-care.

“Think back to when you first left home: what were the challenges you faced?” Bowman commented. “If something pops into your head, our clients will benefit from your experience. Most people genuinely want to help our youth but may not know how to begin. We provide a venue for them to make that connection.”

 </figure>Because of her favorable experience as a volunteer at a Juvenile Services (JS) Life Skills class, Cadey Dick encourages others to share a little time and expertise with JS clients.Dick, who is Bank of the Plains assistant vice president/branch manager/loan officer, recently led a one-hour Introduction-to-Banking class for six clients at the JS office, 1800 12th, Great Bend.“We discussed different types of accounts and their features,” Dick said. “Topics included interest earnings in savings accounts and certificates of deposit, and the importance of credit – what it affects and how to build it.“In addition, we talked about the importance of keeping money safe and insured in a bank account, not in your desk drawer.”Dick noted that students “asked questions that led to good discussions. We talked about their future careers and different ways credit and banking can help support that next step.“They all were engaged in the conversation. One person even asked if I followed Dave Ramsey’s financial rule of thumb.”The importance of budgeting was another topic. “It was noted that the expense of eating out and using food-delivery services can add up quickly,” she explained. “Budgeting is a great way to start planning for the future.”Dick decided to volunteer for Life Skills as a way to invest in young people and support the community.“A financial education is not usually something young people think about,” Dick said. “Sharing this knowledge early might help make the journey easier.“Learning how to manage money at an early age helps build financial responsibility,” she continued. “Equipping them with these tools will help them manage their finances effectively, live within their means and save for the future.”One 18-year-old student in Dick’s class said “I really liked the class; it was enjoyable. I would recommend it to others.”Another client participated in the Purchasing &amp; Maintaining a Vehicle class with Tim Nollette, Marmie’s Automotive service manager, as the instructor.“The classes get you to thinking about how you act,” the teenager said. “I liked the automotive class and it got me to thinking about being a mechanic in the future.”<figure>

In addition to the two mentioned, the classes were: Renter’s Rights, presented by Jack Bowman, JS program advocate; Writing for the Workplace by Justin Brown at Barton Community College; Clothing Care by Karisa Cowan, principal of Lincoln Elementary in Hoisington; and CPR and First Aid by Dean Nuss of Kansas CPR Training.“We truly appreciate every volunteer,” Bowman said. “I am impressed with their knowledge and willingness to go the extra mile for young people.”It is not all work and no play at Life Skills. For example, a fishing class is scheduled for Veterans Lake with Travis Riley, fisheries biologist for the Ellsworth District of the Kansas Department of Wildlife &amp; Parks.“Travis has the equipment and can discuss safety, licensure and other topics,” Bowman noted. “We want to offer other recreational classes in the future too. Leisure pursuits are so important to a balanced life.”General course categories are domestic issues, car maintenance, finances, relationships, employment, citizenship, time management, problem solving and self-care.“Think back to when you first left home: what were the challenges you faced?” Bowman commented. “If something pops into your head, our clients will benefit from your experience. Most people genuinely want to help our youth but may not know how to begin. Volunteer shares experience; juvenile services teaching life skills

Schools across the U.S. have struggled with recruiting and retaining teachers for the past few years. To address those challenges, Fort Hays State’s College of Education hosted an education summit in June, welcoming a wide circle of Kansas educators for discussions and valuable information.

Rachel Wentling, FHSU director of field experiences, organized the event, which brought together a variety of educators, from grade school level teachers, superintendents, and Kansas State of Education officials for networking opportunities. Fifty-seven participants, 17 from the FHSU College of Education and 40 education leaders from 16 communities across West-Central Kansas, attended the day-long event.

The event was designed for educators to share their concerns and “take away some big ideas,” according to Wentling. Eighteen school districts were represented: Ellis, Hays, Plainville, Hoisington, Norton, Nickerson, South Hutchinson, Russell, Bucklin, Salina, Garden City, La Crosse, Oakley, Oberlin, Satanta, Ulysses, and Wallace County.

Data on teacher recruitment and retention has shown ebbs and flows over the past few years, Wentling said. The lowest year for student teachers was 2020, but the fall of 2024 shows a record number of student teachers in the pipeline.

“We are seeing that number rise again, and we hope to sustain it,” Wentling said in her opening remarks. “That is good news for us out in Western Kansas because about 80 percent of our student teachers will stay west of Salina.”

Dr. Paul Adams, dean of the College of Education, pointed out that FHSU is continuing its efforts to make tuition affordable to those who select teaching as a career.

“In the College of Education, we work to provide scholarships for every student,” he said. “It is my goal to get more scholarship money. The College of Education is producing the people needed to work in Kansas communities.”

“That means we are working together. We are your partner. Let’s get it right, and together, we can try to work on the problem.”

Dr. Chris Jochum, chair of FHSU’s Teacher Education Department, said it is encouraging to see the number of freshmen teacher education majors interested in returning to their hometowns in Kansas to teach.

“We know that many of those kids on campus come from where you are,” he said. “That’s a testament to those of you in this room.”

“We know there is a teacher shortage, but our faculty walks into full classrooms daily. They interact daily with hundreds of students who want to be teachers.”

After wrapping up the sessions, Wentling said the group found roundtable discussions valuable as they shared their different perspectives. Common themes regarding recruitment and retention focused on the need to provide a more robust mentoring approach for rising teachers and teachers in the field, ways to build leadership, and how to positively promote the education profession.

“I think the biggest takeaway from the event was the collaboration and networking that took place, not only between FHSU and the educator leaders but also amongst the leaders themselves,” Wentling said. “At the end of the day, the word I used to describe the event was ‘engaged.’ There was great discussion, idea-sharing, and brainstorming among all members in attendance.&nbsp;

This July, Heartland Farm is offering two overnight Teen Camps for 12-15-year-olds, one for girls and one for boys.

Campers will explore the Farm by day and by night – including tent-camping under the Farm’s inky, black sky, where campers will enjoy a bit of star gazing. They will also participate in activities like swimming and fishing, telling stories around the campfire, participating in chores, hanging out with the alpacas, and studying nature and their place within it.

The members of Central Baptist Church are pleased to introduce our new pastor, Rev. Victor Velez, and invite the Great Bend community to meet him this Sunday, June 30, 2024 at 3 p.m.

Velez has been in ministry for over 25 years, working in Midwest churches in children, youth, and music ministries. He began ministry at age 13 leading worship at senior centers and continued through college, leading worship at homeless shelters, and local church youth and music programs as well.

In his mid-twenties, Velez accepted his first full-time church staff position in youth and music ministries. At age 28, he met the love of his life, a youth minister, herself. They attended seminary, married, and were blessed with five beautiful children who also joined in music, drama, and puppet ministries. In 2007, Victor’s wife passed away from cancer.

Velez is an accomplished musician, a composer, and studio musician. He is also a screenwriter and filmmaker in his spare time. In 1991, Velez graduated with a Bachelor of Science degree in Piano Performance from Southern Nazarene University, Bethany, Okla., and in 2005, he graduated with a Master of Arts in Religious Studies from Central Baptist Theological Seminary in Kansas City, Kan.

Velez is a father to five grown children and has three grandchildren. He and his son, Ian Velez, have moved from Belton, Mo., and are happy to be new Great Bend residents. Victor is excited to “bring a new season of ministry” to Central Baptist Church.

Central Baptist Church in Great Bend installs new pastor

Extreme heat occurs when temperatures exceed 90 degrees, and in Kansas, humidity adds to the health risks associated with such high temperatures. In fact, extreme heat is the leading cause of death among all weather-related disasters. So, it’s important to understand how high temperatures affect us and how to protect ourselves in extreme heat.

Jeff Goodell, environmental author, describes two types of stress caused by the heat. The first is called classic heat stress, and it’s the typical heat exhaustion most of us are familiar with. High temperatures affect small children, seniors, and those with chronic conditions the most. This type of heat stress can cascade into heat stroke and eventually death if left untreated.

Exertional heat exhaustion is another type of heat stress that can put even the most fit, young, and vibrant people in danger. The body aims to maintain homeostasis including an internal temperature around 98.6 degrees. When physical labor raises the core temperature, the body must compensate by sweating and increasing blood flow to the skin. However, extreme heat can make it even more challenging to cool down. Symptoms of exertional heat exhaustion can include low blood pressure, hyperventilation, altered mental status, vomiting, and seizures. Once again, if symptoms are not addressed, death can result. Those who work outdoors such as construction workers, farmers, and athletes are at a high risk for exertional heat exhaustion.

Now that summer has officially arrived and temperatures are reaching triple digits, here are a few tips from the American Red Cross Association concerning extreme heat:

First, learn how to stay hydrated. An average person should drink about 3/4 of a gallon of water daily, but everyone’s needs vary. Avoid sugary, caffeinated, and alcoholic drinks that dehydrate the body. Also, if you sweat a lot, consider having a snack or a sports drink throughout the day to replenish electrolytes.

Next, make a plan. Brainstorm places you can go to cool down in case of a power outage. If you have air conditioning, replace filters and perform regular maintenance to ensure it’s working properly. Another way to avoid overheating is to wear lightweight, loose clothing. Also, be sure to check in with loved ones who are at high risk for heat exhaustion.

Finally, be prepared for the worst. You may not be able to prevent heat illness in others, so it’s imperative to recognize the signs. These can include excessive sweating, pale skin, altered mental status, and increased respiration. In severe cases, knowing CPR may be necessary. So, brush up on your First Aid skills or get trained.

As temperatures continue to rise, keep these tips in mind. Create a plan to respond to the heat and take care of yourself and your loved ones. Most of all, stay cool!

The Great Bend Bat Cats organization reported finding their clubhouse and office broken into Thursday, June 27. On a social media post, the Bat Cats reported they were robbed of their safe and electronic devices, putting the remainder of their season in jeopardy.

The crime has been reported to law enforcement, but the Bat Cats organization stated if you know or hear anything about the crime to make sure you report it.

The 2024 season marks the eighth year for the summer collegiate baseball team in Great Bend.

The Front Door Community Center opened in 2004 to provide a site for the
City of Great Bend’s utility service and billing department. The building also
houses two meeting rooms and is the home of a daycare center that is
independently owned. 


The city-owned parking lot to the east of the Front Door building on 10th
Street is across the street from Riley Elementary School. Great Bend City
Administrator Brandon Anderson said USD 428 officials talked with city staff
about teachers using the parking lot.


"We did advise the school district if they needed enforcement later on and assistance from the police department we would help," said Anderson. "They will have to do a good job of informing parents, teachers and staff where they can park. As long as they have a good plan, we would step in and be able to help possibly with enforcement if it does get to that."

Anderson said the understanding with the school district is that Riley School
staff can use the first four spots for parking at the 1615 10th
Street lot. If the city has a meeting or the room is rented, Riley administration
will inform teachers they cannot park in the lot.


"We've had a lot of change and transition in those staff positions here at the city," said Anderson. "We just wanted to get on the same page with the school and make sure we're a good partner with them. I think we will moving forward."

Anderson said city and USD 428 staff also discussed parking and drop-off situations
at Great Bend High School and Jefferson Elementary School.&nbsp; &nbsp;&nbsp;

Parking arrangement with Riley & Front Door facility in Great Bend

A month ago, I editorialized about the recent defeat of a proposed sales tax extension for the Kansas City Chiefs and Royals stadiums in Jackson County, MO.&nbsp; Led by a group called KC Tenants, the “no” vote secured a 58% majority.&nbsp; Their message was, why subsidize venues for billionaire-owned, for-profit sports teams when Kansas Citians cannot find affordable housing?&nbsp; The message resonates on both sides of the state line.&nbsp; However, it did&nbsp;not&nbsp;resonate with the Kansas Legislature.&nbsp; In their recent special session, they passed a scaled-down tax cut bill at the request of the Governor, as well as a package of incentives meant to lure the Chiefs and/or Royals to Kansas.&nbsp; Nothing was done about affordable housing.

The housing problem is complicated, which may explain why legislators avoid it.&nbsp; They missed a great opportunity to form a bipartisan, intersession task force to research the issue and develop recommendations for the 2025 session.&nbsp; Here are some ideas they could have considered.

First, the Legislature could take a hard look at passing state laws limiting the ability of municipalities–particularly wealthier suburbs– to block the construction of new housing through zoning codes.&nbsp; Such codes have their place when it comes to managing traffic, not overloading water lines and sewers, being mindful of water runoff, and so forth.&nbsp; Yet there is a long history of suburbs and homeowners’ associations abusing these in order to zone out reasonable attempts to create needed, multifamily housing or even detached houses on smaller lots.&nbsp; The recent dustup in Prairie Village over Accessory Dwelling Units (ADUs) is a case in point. Among other places, ADUs can be constructed in one’s backyard. Thus, the groundswell of opposition&nbsp;literally&nbsp;embodies NIMBY (not in my backyard) politics.

It may also be time to consider statewide building codes rather than a patchwork of local regulations which bottleneck the process of new construction with a torturous process of permit applications and slow-walked approvals.&nbsp; Permits to renovate existing housing must also be expedited, since new construction alone cannot keep up with current demand.

A task force could also consider our massive glut of commercial real estate.&nbsp; Working at home and shopping online did not end with the Covid pandemic, and the workforce itself is shrinking.&nbsp; Older, fully- or partially-empty commercial buildings with loads of deferred maintenance and no historic value could come down.&nbsp; With the right incentives and zoning changes, apartments, townhouses, or other housing could take up these vacated spaces.

While new home construction is welcome, incentives for those who maintain older homes and apartment buildings must be part of the solution, too.&nbsp; It is particularly important to make a distinction between the positive contributions of local small businesspersons who invest in “flipping” houses by rehabilitating them, on the one hand, and out-of-state interests who simply buy houses and apartment buildings, then sell them for more without making any improvements– or worse, rent them out as absentee slumlords.&nbsp;&nbsp;

Finally, a low-interest bridge loan program could help those who want to move but cannot due to the current high interest rates.&nbsp; This includes empty nesters who want to downsize but cannot afford to give up the low interest rates on their pre-2021 mortgages, as well as potential new homebuyers who need a little extra boost.

This list is only brainstorming. Other, perhaps better ideas could emerge once policymakers decide to take housing seriously.&nbsp; Unfortunately, that will not be today.&nbsp; For now, legislators have once again chosen sports team owners over the will of the voters.

INSIGHT KANSAS: Kansas Legislature dropped the ball on affordable housing

Kansas Insurance Commissioner Vicki Schmidt announced that the Kansas Department of Insurance has made its annual distribution to local Firefighter Relief Associations (FRAs). Pursuant to the Kansas Firefighters Relief Act, $18,912,365.52 has been distributed among 553 local FRAs throughout the state.

Of those funds, $159,606.40 has been distributed among eight local FRAs throughout Barton County.

“Firefighters put their lives on the line to keep us safe, and the Kansas Firefighters Relief Act acknowledges that by providing additional protections for firefighters and their loved ones,” said Commissioner Schmidt. “The Act not only gives first responders needed safety nets, but it also allows local communities to provide their citizens with improved firefighting equipment and resources.”

Barton County Sheriff's booking activity (6/27)

Public taxing entities are preparing their budgets for next year. Tuesday morning, the Barton County Commission heard from several outside agencies that are requesting funds for next year's budgets. Kylee Graves, executive director at the Family Crisis Center in Great Bend, said she has never had to ask local governments for help funding her agency in the past.

"It's 100 percent grant-funded," she said. "I manage 17 different federal and state grants right now to keep staff funded now, and it's a lot. But our biggest funding for the past however many years has been the VOCA grant. If you're aware of grants, VOCA is a federal grant that has been cut drastically."

VOCA, or funding through the Victims of Crime Act of 1984, is facing a $700 million, or 40 percent, cut from the year before. For the Family Crisis Center, which offers services to sexual and domestic violence victims in 11 counties, that means a VOCA grant cut from $561,000 in 2023, to $201,000 this year.

"I've been able to write enough extra grants that I have not had to cut staff yet, but there is nothing else I can cut out," Graves said. "Our services have just continued to increase."

Graves is now asking the counties and communities served by the Family Crisis Center for any help they can provide. Pratt County has committed $5,000 for the 2025 budget. Graves is trying to maintain 21 full-time staff, five part-time staff, the administrative office and a shelter in Great Bend, and a shelter in Pratt. The crisis center has helped with the Sexual Assault Nurse Exam program at the University of Kansas Health Systems - Great Bend Campus, and has seen a large increase in numbers since October 2023.

"Now, if someone is sexually assaulted, we have somewhere local we can take them whereas before we were having to go to Hays, Wichita," said Graves. "People back out by that point. They don't want that drive. They've been assaulted. They need to be seen right now. We are getting called to the hospital probably three or four times a week for people who have been assaulted, both children and adults."

Other information provided by Family Crisis Center staff during Tuesday's budget session, using 2022 information, include:

 - The Family Crisis Center served 508 across its 11 counties, tripling the figure from the year before.

- There were 176 reported incidents of domestic violence in Barton County. Law enforcement made 148 arrests for an arrest rate of 72 percent. The state average for arrest of arrest is 51 percent.

- There were 35 domestic violence-related homicides in Kansas.

- The Family Crisis Center provided 132 hours of crisis intervention and on-scene crisis responses for Barton County victims

- The Family Crisis Center provided 1,191 services for 57 children who experienced domestic violence, and 165 children who needed child advocacy, among the 11 counties served.

- There were 17 reported incidents of sexual assault in Barton County and one arrest made. The Family Crisis Center provided 392 services for survivors of sexual assault in the county.

"The reason for that discrepancy is we are providing services to people who aren't necessarily reporting," explained Aimee Norris, program director for the Domestic and Sexual Violence Center. "It's really hard to get convictions, there's guilt, there's shame, there are all kinds of things that would cause somebody to not report but we are still out there supporting them."

- 21 of 76 protection orders filed in Barton County resulted in a violation with an offender making contact with the victim. Family Crisis Center staff assisted victims in completing 72 of those 76 protection orders.
