The first day of school for most Great Bend High School students was Aug. 15. Along with the opening of the new school year, the Panther Pantry is also back in service providing goods to students who may need them. Aaron Andrews, broker at MPIRE Realty in Great Bend, said the business was once again pleased to make a sizeable donation to the pantry.

"Somebody had suggested there was a big need at the high school level for take-home foods, dry foods, and hygiene products," he said. "From an office level, I just have all the agents donate money and our office matches whatever they donate."

MPIRE Realty teamed up with Kansas Trophy Experience last year for a pair of Trophies to the Table events. Using excess meat from out-of-town hunters and a pair of local meat processors, the entities handed out some 500 pounds of meat to families last school year. MPIRE also kicked off last year with a donation to the Panther Pantry, and Andrews said the group makes similar donations in Claflin and Hoisington.

Donations of food or hygiene products are always welcome at the Panther Pantry. Anyone wishing to donate can call Great Bend High School at (620) 793-1521.

Barton County Sheriff's booking activity (9/11)

The USD 428 Board of Education was set to make one of its biggest decisions of the year Monday evening. Due to a small glitch, the Great Bend district was unable to vote on its budget for 2025. Superintendent Khris Thexton said the budget issue was fine, but the district had not met the requirements for proper Revenue Neutral Rate notice.

"We were made aware today that we had not posted our RNR notice on the website," he said. "As part of the requirements according to statute, you need to post it in the paper and also on your website. It did not make it on our website."

The district had published in information in the Great Bend Tribune, and posted the information on its website Monday. The board cannot vote on the matter for 10 days but the deadline to have the meeting is Sept. 20. The board agreed to keep the revenue neutral and budget meetings open until Friday, Sept. 20 at 7:30 a.m.

The district's revenue-neutral rate for the 2024-25 school year would have been 42.375 mills. The board will vote on the budget set at 44.930 mills.

USD 428 board pauses 2024-25 budget vote until Sept. 20

Kerri Batman taught Family and Consumer Sciences (FCS) at Great Bend High School for more than 30 years. Even after her death at the age of 65, in June, Batman continues to give to the school. Following her death, a memorial was designated to the FCS department. Monday night, the USD 428 Board of Education approved an $11,315 donation from that memorial. Cara Negaard, who taught alongside Batman for five years, said it was a very Kerri thing to do. 

"We appreciate those who gave because they clearly knew what it was going for," Negaard said. "I just think it speaks highly that they knew how passionate she was about Family and Consumer Sciences that they would be willing to give in her honor to us. I'm kind of blown away by that."

Batman taught at Pawnee Heights from 1981-85 before making the switch to Great Bend. She retired the first time in May 2017, but after the next FCS teacher lasted just a semester, Batman returned to the classroom to finish out the 2018 school year. The same thing happened in 2019 before Batman retired for good.

"I always say she was the ultimate FCS teacher," Negaard said. "Our name is Family and Consumer Sciences, so family is the heart of everything. She was very much into wanting kids to learn those practical life skills of where our food comes from, how we should cook it, how we should make healthy meals and sit around the table as families to grow those families to be successful."

While FCS classes include plenty of kitchen work, Negaard said Batman had a special fondness for sewing.

"It may seem silly, but learning how to sew a button on is actually a pretty cool skill to have," Negaard said. "I'm always floored at how many students will say they threw a shirt away because a button fell off. That's not very practical. Those little life skills of fixing a little tear can extend your wardrobe and you don't have to spend money on a new outfit."

Negaard and fellow FCS instructor Katy Hekele have not been given a timeline on when they need to use money from Batman's memorial. They do want to ensure however the money is used represent Kerri's lasting legacy.

"We have talked about, here in the near future, trying to replace some of our sewing machines," said Negaard. "Over time, they break down. I think spending money to update the machines would be a great way to honor Kerri.”

"In terms of helping the kids themselves, Katy is very interested in us purchasing some classroom sets of sewing kits. We have a pretty high population that is low income, so anything we can do to help not put a burden of cost on them is important."

Negaard said instructors have asked for fabric donations before for class projects, and the memorial now allows them to buy some of their own fabric. She and Hekele will also look into purchasing small kitchen appliances that help promote healthy living. All of it comes with the goal of remembering a beloved coworker.

"I still reference Kerri quite a bit in several of my classes. I will talk about what I learned from her and share her stories of her family and friends that are still relevant today." Negaard said. "I could see us putting something up in each of the FCS rooms saying who she was and how some of the things that are in the rooms are because she has continued to give to our community through these donations."

The My Backyard Playground on at the Great Bend Recreation Commission’s
Activity Center on 18th Street opened in December 2015. Closing in
on nine years, the playground has undergone upgrades, most notably the recent
Ninja Course and rock wall. 

Rec Executive Director Chris Umphres said over time
the rubber pad playing surface has needed repairs.


"We've tried to have Athco come in and patch it," said Umphres. "They really did a good job, but the problem with putting the circle patches in there is it gives kids a chance to grab a hold of something. We're actually missing some circles. They get pulled up and moved."

The Great Bend Rec Board approved a bid from Athco to not exceed $20,000 to
resurface the existing rubber pad. Umphres said the additional half inch of
surfacing will also increase the fall height for safety precautions.


"We'll get that on the schedule," said Umphres. "Hopefully, we can get that done before the winter sets in. We'll get that fixed up, and that will be kind of the last piece of that playground when we get the bathroom added to that."

The Rec is already in the process of getting bid specifications to construct a
restroom facility on the southwest corner of the playground.&nbsp; &nbsp;&nbsp;

Great Bend Rec to resurface My Backyard Playground

The Kansas Wetlands Education Center’s 11th annual Butterfly Festival will be held on Saturday, September 28, from 9 a.m. – 12 p.m. in Great Bend.

Each year, millions of monarch butterflies undertake their annual fall flight to Mexico. Nets and tags will be available during the event for those who want to capture and tag monarch butterflies.

Participants head out into the flower-filled fields and shelter belt around KWEC to capture monarchs, with tagging leaders stationed along the trail to help with the tagging process. For the past several years, monarchs tagged at the event were recovered at three Mexico roost sites.

On their way to Mexico, data collected from tagged monarchs helps support the research of Monarch Watch. StoneLion Puppet Theatre will be back again this year presenting “Bubba &amp; Trixie,” a story of a scaredy-cat caterpillar afraid to leave his leaf until it meets a fearless ladybug. This story about friendship and facing fears is sure to delight attendees of all ages.

Larned-based Kellie Honey Farm will be present with a demonstration hive on display in the exhibit hall to educate about the importance of honeybees. KWEC will also feature an invertebrate zoo with giant walking stick insects, butterflies, caterpillars, chrysalises, fluorescing scorpions, and more. Kids can make a crawling caterpillar craft or a butterfly mobile at the craft station and take part in many other activities.

Grassland Groupies, a nonprofit dedicated to inspiring the conservation of grassland ecosystems, will be at the festival with a Bumblebutt Petting Station, an all-male (so they won’t sting) bumble bee interaction display.

Explore the Melody Marsh, a new interactive addition to the KWEC Pollinator Garden, and paint a section of a mural celebrating the monarch butterfly that will be displayed on the garden’s fence.

The garden provides wildflower planting ideas to use at home. It features a variety of native and adaptable plants that serve as host plants for different species of caterpillars and provide nectar sources for pollinators, including butterflies, birds, bees, beetles, and more.

While the 2024 presidential election may be more than a month and half away, it is time for Kansans to make a voting plan and check their voter registration status. This is because Kansas has chosen not to implement same-day voter registration.

For the most part, election law is state law. States decide the process and requirements for voter registration. In Kansas, voters hoping to participate in this year’s presidential election must register by October 15, which is 21 days prior to Election Day. Comparatively, nearly half of U.S. states allow citizens to register and vote on the same day.

Same-day voter registration is a policy that allows eligible citizens to both register and vote on the same day, typically during early voting periods or on Election Day itself.

Advocates for same-day voter registration argue that it has several benefits. First, it can lead to higher voter turnout. Same-day registration is convenient. It streamlines the process and removes bureaucratic barriers that dissuade some from participating.

Same-day registration also allows people to register and vote at a time when their interest in the election is most immediate. Not all potential voters are thinking about the actual process and requirements of voting weeks prior to the election. By allowing them to legally register and cast a ballot on Election Day, you encourage more people to engage in the democratic process.

Same-day registration also addresses the issue of voter disenfranchisement due to outdated or inaccurate voter rolls. Voters that discover that they have been purged from voter lists or that their registration information is incorrect on Election Day can correct their registration status and still participate if the state allows same-day registration. This flexibility is particularly important for younger voters, minorities, and people who move frequently, as they are more likely to encounter registration issues.

Finally, same-day registration strengthens democracy by making it more inclusive. Voter registration barriers disproportionately affect marginalized communities and removing them ensures that a broader cross-section of the population can have their votes heard. This leads to a more representative government.

Arguments against same-day registration typically rely on fears over voter fraud. However, research suggests that voter fraud is extremely rare across the United States, including in states that allow same-day registration.

Some opponents also argue that same-day registration puts additional burdens and pressure on election officials and poll workers. However, with adequate preparation and staffing, these concerns can be addressed prior to Election Day.

In conclusion, same-day voter registration is a powerful tool for increasing voter turnout, reducing disenfranchisement, and promoting a healthy, inclusive democracy. Currently, Kansas does not appear ready to move in this direction. Therefore, I encourage all Kansans to check their registration status now to make sure they are ready to cast their ballots in November.

The inaugural Kansas Landowner Conference took place in 2023, helping landowners removed from agriculture learn more about managing their properties and developing relationships with tenants.

This year, K-State Research and Extension farm economist Robin Reid said event coordinators added a day to the conference due to positive feedback from past attendees.

“We had a great turnout at the first conference,” she said. “Previously, it was all in one day. We have found since then that there are many issues that landowners want to learn more about, so we expanded it to two days, giving participants more availability to desired information.”

The conference is set for Oct. 10-11 at the K-State Alumni Center in Manhattan, Kansas.

“We know that this is smack dab in the middle of harvest for some people,” said Ashlee Westerhold, K-State director of the Office of Farm and Ranch Transition. “However, our target audience are those who own Kansas land but are not operating the land themselves.”

Reid added: “A demographic that we really want to experience this conference are those who did not necessarily grow up on the farm or those who inherited a farm and do not know where to start on how to handle being a landowner and working with a tenant.”

Due to the recent downturn in the farm economy, Reid said this year’s event will include more breakout sessions around topics that will “impact every Kansas landowner’s bottom line.”

“For crop-share landlords that do their grain marketing, we have an awesome session on how to put together a marketing plan, navigate crop insurance and select government support programs,” she said.

“Some of the other sessions revolve around components of a well-written lease, leasing rates and how to effectively negotiate with tenants.”

Additional breakout sessions on Oct. 10 include:

· Wind and Solar Leases, with Kansas Farm Bureau’s Wendee Grady – 1:30 p.m.

· Climate and Carbon Credits, with K-State’s Micah Cameron-Harp – 1:30 p.m.

· Hunting leases, with K-State wildlife specialist Drew Ricketts – 2:30 p.m.

· Charitable Strategies in Agriculture, with K-State Foundation senior director of gift planning Darci Cain – 2:30 p.m.

Reid said landowners on the fence about participating should strongly consider it because industry experts will be presenting on the topics they receive the most questions about.

“The agricultural economics department gets information requests all the time about things like ‘What is the going rate for pasture rental in my area?’, ‘What are the legal implications of renting?’ and ‘What should I have in a written lease?’” she said.

“Our attendees will be able to answer those questions after the conference, feel comfortable with that information and know the people to contact if they want to learn more,” Westerhold said.

Currently, the early-bird cost of attendance is $350 per person, or $650 for two business partners. Westerhold said prices will increase after Sept. 15.

“At the 2024 conference, we are offering a business partner discount rate because we know a lot of our attendees are couples, siblings and parents/children, so having both people there to experience this event is something we wanted to encourage,” she said. Major League Baseball's Pitch Hit &amp; Run was hosted by the Great Bend Recreation Commission and Optimist Club of Great Bend on July 3. Children, age 7-14, were tested in three categories at the Great Bend Sports Complex. Rec Commission Sports Director Shane Sandberg said three local winners will be moving on to the next level of competition based on their scores.

"I want to give a shoutout to the Optimist Club," said Sandberg. "They did a great job with the trophies for Pitch Hit &amp; Run. It's awesome that three of our division winners are going on to Kauffman Stadium to compete."

Gabriel Ringo will compete in the 7-8-year-old boys division. Andrea Martinez Batres will compete in the 9-10-year-old girls division. Dylan Sundahl will compete in the 9-10-year-old boys division. Baze Hogan will compete in the 13-14-year-old girls division at Kauffman Stadium in Kansas City on Sept. 21. The Royals play the San Francisco Giants that evening at 6:10 p.m. Participants are judged on their pitching, hitting and running.

The top scores at the MLB stadiums will qualify for an all-expenses-paid trip for two to compete at the Finals, which is hosted at the World Series.

A man arrested in Hays on Aug. 25 on a charge of rape and kidnapping was released on bond with an ankle monitor.

According to court records, 20-year-old Tucker James Eisenhauer was arrested and booked into the Ellis County Jail on charges of alleged rape, kidnapping, aggravated burglary and criminal deprivation of property.

According to court records,&nbsp;Eisenhauer was a Manhattan Area Technical College student.

The incident on Aug. 25 allegedly involved Eisenhauer forcing the victim into his truck, locking the doors and driving away to prevent escape, according to court records. The victim has since obtained a restraining order against Eisenhauer.

Eisenhauer was released on bond by the Ellis County District Court and placed under house arrest in Pratt County after the bond was reduced from $250,000 to $25,000.

According to court records, he is being supervised by his parents and the Pratt County Court Services Office through electronic monitoring.

Eisenhauer's next court appearance is scheduled for Oct. 8.

 </figure>By TONY GUERRERO Hays PostA man arrested in Hays on Aug. 25 on a charge of rape and kidnapping was released on bond with an ankle monitor.According to court records, 20-year-old Tucker James Eisenhauer was arrested and booked into the Ellis County Jail on charges of alleged rape, kidnapping, aggravated burglary and criminal deprivation of property.According to court records,&nbsp;Eisenhauer was a Manhattan Area Technical College student.The incident on Aug. 25 allegedly involved Eisenhauer forcing the victim into his truck, locking the doors and driving away to prevent escape, according to court records. The victim has since obtained a restraining order against Eisenhauer.Eisenhauer was released on bond by the Ellis County District Court and placed under house arrest in Pratt County after the bond was reduced from $250,000 to $25,000.According to court records, he is being supervised by his parents and the Pratt County Court Services Office through electronic monitoring.Eisenhauer's next court appearance is scheduled for Oct. 8.

The School Bus Yellow and Race Red options come at no additional cost, but the USD 428 Board of Education is going with Oxford White on three new 10-passenger vans. The Great Bend district approved the purchase during Monday's board of education meeting. Assistant Superintendent John Popp explained the need for more vehicles.

"There's a desire from our transportation department to have more for student transportation," he said. "This greatly helps our bussing people because we can send a team of eight kids and a couple of coaches in one of these and we don't have to send a bus driver for the whole day."

The district had originally looked at purchasing the vans locally but local dealers could not match the price offered by Shawnee Mission Ford. USD 428 will pay $166,353 for the purchase of three vans. Two vans will be used for student transportation and one will be used by Barton County Special Services. The district will receive a reimbursement of $44,360 for that van. Director Ashley Riley said the new van will replace an older model and make the recycling project run more efficiently.

"We did get them fixed, but that van has 151,000 miles on it and it is very old," she said. "Right now, they're using two Traverses to go around and collect recycling."

With the new van, students, an instructor, and the recyclables can all go into one van, freeing up the second instructor to continue assisting students at the high school.

By statute, districts cannot use vans exceeding the 10-person capacity to transport students. The Ford Transit vans are 12-passenger vehicles that will have two seats removed and recertified as 10-passenger vehicles. USD 428 will own the three vehicles outright and they will not be part of the fleet management program through Enterprise.

Great Bend school district approves purchase of three 10-passenger vans

A little history was made at Tuesday's Barton County Commission meeting. Governing bodies pass multiple resolutions each year, but only seven charter resolutions have ever been passed in Barton County, exempting the county from a state statute. County Counselor Patrick Hoffman said the eighth charter resolution, passed during Tuesday's meeting, pertains to sanitary inspections of schools.

"There has been a statute for decades that requires the county health officer to inspect schools before they are opened every year and approve them," Hoffman said. "This last year, the legislature made a change to the law to allow counties to exempt themselves from that."

Because Tuesday's action involved a charter resolution, two-thirds of the five commissioners needed to vote in favor of the resolution. That matter will now go through a publication process. The resolution will take effect in 60 days if a petition with a required number of signatures is not filed. 

"By adopting this charter resolution, it will just clarify that, in Barton County, the school districts are in control of their buildings," Hoffman said. "They are more than welcome, at any time, to reach out to county health and ask for opinions or information or help, but when it comes down to who approves a school, it's going to be up to the school board."

Hoffman said the current statute can cause conflicts of interest between county health officers and school districts, and is also redundant because school officials already monitor their own buildings.
