The city of Great Bend wants customers to call for assistance if they have issues with their water meters. Monday night, the city council passed Ordinance 4465, which will allow the city to charge residents who intentionally damage city-owned water meters, meter interface units (MIUs), wiring, and meter pits. Utilities Director Darren Doonan presented the matter to the board.

"This also prevents the obstruction, damage, or filling of meter pits with debris," he said. "This ordinance is designed to protect city infrastructure, insure fair cost recovery, and prevent repair costs from being passed on to all rate payers due to the actions of one irresponsible neighbor."

City staff has seen pits filled with gravel, dirt, debris, or even wet concrete, often in an attempt by customers to prevent or delay billing collections. After Front Door personnel attempt to collect payment for three months, the city moves on to physically shutting off the water or removing the meter. To accomplish that, city workers must have access to the pit. Doonan said his department is actively tracking 10 accounts, with some repeat offenders.

"We're not trying to be difficult, but we want to make it clear, just stay out of the pit," he said. "If you have a problem, give us a shout and we'd be more than happy to help you. But if you go in there with malicious intention, you're going to pay for the damages you cause."

Damages will be added as a lump sum on the customer's next water bill. Councilmember Tina Mingenback noted it could take some time for a customer already unable to pay a bill to pay off the bill plus fines before their water is turned back on.

"The unfair thing about it is, say I break my meter," Doonan answered. "That replacement equipment is paid out of equipment maintenance for the water department, so that means all rate payers are paying for my malicious actions."

Doonan said MIUs are approximately $350 to replace. Cable replacement typically runs between $50-70, and meter replacement likely begins at $350. Those figures do not include labor costs.

Damage, per the passed resolution, is, "Any harm, breakage, tampering, obstruction, or destruction caused by negligence, misuse, vandalism, or other actions not resulting from normal wear or system failure." Doonan said the ordinance will not penalize normal wear and tear of equipment, nor manufactured defects, nor will it change customer billing or appeal rights.&nbsp;

During a power outage, unplug appliances and electronics to avoid damage from power surges. Leave one light on, so you’ll know when power is restored.

To prevent illness, keep food cold. When in doubt, throw it out.

PREVENT FROZEN PIPES&nbsp;Frozen pipes can be an inconvenience, or they can cause significant damage to your home. Pipes that freeze most frequently are those exposed to severe cold, like outdoor hose bibs, swimming pool supply lines, and water sprinkler lines; water supply pipes in unheated interior areas like basements and crawl spaces, attics, garages, or kitchen cabinets; and pipes that run against exterior walls that have little or no insulation.

If you turn on a faucet and only a trickle comes out, suspect a frozen pipe.&nbsp;Likely places for frozen pipes include against exterior walls or where your water service enters your home through the foundation. If you have frozen pipes, try to safely thaw them.

Red Cross: Get ready now for winter weather

Great Bend's Live Like Jesus Today Ministries has announced it will be opening a warming shelter at the Central Kansas Dream Center, 2100 Broadway Ave. in Great Bend, Friday at 10 a.m. The shelter will be in the Anchor Room on the east side of the facility.

The organizations are asking for public help with food, including soups, snacks, breakfast and dinner casseroles, and sandwiches, as well as supplies like disposable plates, bowls, cups, and utensils. Drinks like water, juice, coffee, and hot chocolate are also being accepted.

After highs near 40 on Thursday, the National Weather Service in Wichita is predicting temperatures to drop to five degrees Thursday night. Blustery wind conditions will push wind chill values as low as -9 degrees. The cold will continue Friday with a 50 percent chance of snow, mainly after noon. The predicted high for Friday is 10 degrees, with a low of -3, and wind gusts as high as 28 mph. The high temperature will linger around 7 degrees on Saturday with a low of -4. Temperatures are expected to rebound to a high near 17 on Sunday, and 27 on Monday.

Dream Center in Great Bend hosting warming shelter for frigid weekend weather

The Great Bend Recreation Commission will be conducting a controlled burn at the Great Bend Golf Course over the next two days as part of ongoing course maintenance and improvement efforts.

This planned burn scheduled for Jan. 21-22 is&nbsp; a safe, carefully managed practice used to reduce the volume of dead/removed trees from the first phase of the golf course updates. Residents may notice smoke or increased activity in the area during this time.

Progress is already underway, and staff are encouraged by the early results. The controlled burn marks another positive step in enhancing course conditions and preparing the golf course for the upcoming improvements.

The Great Bend Recreation Commission appreciates the community’s patience and understanding as this important maintenance work is completed and looks forward to the continued improvements taking shape at the golf course.

Controlled burn scheduled at Great Bend Golf Course

The only vote the mayor gets, at least when it comes to the city of Great Bend, is to break a tie. In just his second meeting in that role, Alan Moeder had to play tiebreaker during Monday's council meeting as two councilmembers were nominated to serve as council president. Moeder's vote awarded the presidency to new councilmember Jay Luerman.

"At this point, we're going to elect president of the council," Moeder said. "The council president is a serving councilmember, elected by the members of the city council, to serve in the temporary absence of the mayor."

Rickee Maddox nominated Kevin Soupiset for the role, and Tina Mingenback seconded the nomination. Before a vote, Shelly Peacock nominated Luerman, with a pair of seconds. Maddox, Mingenback, and Soupiset voted in favor of Soupiset's nomination, and a late hand raise from Luerman put the matter in the hands of the mayor. Peacock, Gary Parr, Davis Jimenez, and Shelly Arnberger all voted in favor of Luerman.

As a reminder, the city council on Monday also passed Ordinance 4464, which moves meeting times from 6:30 p.m. to 5:30 p.m. The meetings are held on the first and third Monday of each month at City Hall on Williams Street in downtown Great Bend.

Barton Community College will host a blood drive&nbsp;from 8 a.m.- 2 p.m. Feb. 9 in the Kirkman Practice Gym. Donors will be able to sign up for a $20 e-gift card from the American Red Cross.

BOULDER, Colo. (AP) — Jacque Vaughn’s point guard days at Kansas may be long gone, but he’s still collecting assists for the program.

Vaughn paced the&nbsp;sideline as he filled&nbsp;in for head coach Bill Self and guided the 19th-ranked Jayhawks to a&nbsp;75-69 win&nbsp;over Colorado on Tuesday night.

Self didn't make the trip after going to the hospital on Monday because he was not feeling well. He was released after receiving IV fluids. Self has missed several games in recent seasons due to heart issues.

“It was definitely win one for Coach Self, win one for Coach Vaughn, win one for the team as well,” explained Tre White, who had 17 points and 15 rebounds. “We definitely had an extra chip on our shoulder today.”

The win goes on Self's resume and, despite being at home, he improves to 22-1 in his career against the Buffaloes. Vaughn was just fine playing the acting coach role. He walked the sideline, alternating between folding his arms and gesturing.

“I told the guys that the best part of team sports is everyone has a part, and my part was to fill in for coach,” said Vaughn, a decorated point guard at Kansas from 1993-97 who had his jersey retired. "You do the best that you can. You do it in your way.”

His team responded to his instructions. The Jayhawks (14-5, 4-2 Big 12) clamped down, too, holding Colorado scoreless for a 3-minute stretch late in the game to earn their third straight win.

After the game, Vaughn said he received a text from Self.

“He definitely was watching,” Vaughn said. “We didn’t play as well as we could have or wanted to, but he’s excited that we got a ‘W.’”

Will Self be back on the sideline for the game at Kansas State on Saturday?

“I don’t know about the timeline,” Vaughn said. “I’ll do my part, whatever it is, but he’s excited and we look forward to seeing him when we get back.”

Vaughn returned to Kansas last May as an assistant. He brought a wealth of NBA head coaching experience after being in charge in Orlando and Brooklyn.

His team appreciated his demeanor on the sideline. The Jayhawks needed a late run — and some tight defense — to escape Boulder with a win.

“He's pretty calm,” said forward Flory Bidunga, who had four blocked shots and 11 points. “He has faith in us and trusts us. He told us we need to get the job done, told us we need to be who we are and nothing else.”

That sank in. Especially for Melvin Council Jr., who scored 10 of his 18 points in the final 5:07. Darryn Peterson also hit a pivotal banked-in 3-pointer down the stretch.

“We talked about, at the end of the day, can we leave this with an empty tank?" Vaughn said. “So that you leave everything on the floor for your teammates.”

Acting coach Jacque Vaughn steps in for Bill Self, leads No. 19 Kansas to 75-69 win over Colorado

MANHATTAN, Kansas (AP) — PJ Haggerty poured in 34 points and gave Kansas State the lead in the final minute in an 81-78 win over Utah on Tuesday.

Haggerty’s jump shot with 39 seconds left gave the Wildcats (10-9, 1-5 Big 12) a two-point lead that they held onto for their first Big 12 win of the season. He was 15 of 29 to go with eight rebounds and two steals. David Castillo had 20 points on 7-of-12 shooting. Nate Johnson added 17 points, five rebounds and six assists.

Haggerty entered the game fourth in the country with 22.8 points per game, and as the first Wildcat to score in double figures over the first 18 games since Jacob Pullen in 2009-10. It’s his 14th game this season with 21 points or more. He scored 28 in the second half.

Terrence Brown had 33 points for the Utes (9-10, 1-5), shooting 14 of 24 with four steals. Seydou Traore scored 15 to go with six rebounds. Don McHenry added 15 points and six rebounds, but the career 80% free throw shooter went 2 of 5 at the stripe, costing the Utes in the final seconds.

Starting from the 5:32 mark, Haggerty and Brown each scored eight points, and were the only players to score until McHenry drew a foul with 11 seconds remaining. With a chance to tie the game at the line, he made 1 of 2 attempts.

Johnson made a pair of free throws on the other end, and Brown's game-tying 3-point attempt caromed off the rim as the buzzer sounded.

The Wildcats entered with a five-game losing streak, including two to top-10 opponents in No. 1 Arizona and then-No. 10 BYU.

The Utes will travel to Provo to face No. 13 BYU on Saturday.

Haggerty scores 34, go-ahead basket in final minute as Kansas State holds off Utah 81-78

NEW YORK (AP) — Carlos Beltrán and Andruw Jones have been elected to baseball's Hall of Fame. Beltrán, in his fourth ballot appearance, received 84.2% of the votes from the Baseball Writers’ Association of America. Jones, in his ninth appearance, was picked on 78.4% of ballots. Beltrán's vote percentage has steadily increased since 2023. He was also briefly hired as the New York Mets' manager in 2019. Jones started with just 7.3% in 2018 but has steadily climbed. They will be inducted in Cooperstown, New York, on July 26, along with second baseman Jeff Kent.

MELBOURNE, Australia (AP) — Carlos Alcaraz says he has been spending some time with tennis great Roger Federer at the Australian Open, sharing a round of golf. Alcaraz says Federer's golf swing is as stylish as his tennis. The 22-year-old Alcaraz is in Australia aiming to complete a career Grand Slam. He won his second-round match against Yannick Hanfmann on Wednesday. Alcaraz is looking to legends like Federer for inspiration as he tries to get an edge in his rivalry with two-time Australian Open champion Jannik Sinner. In the third round he'll meet Corentin Moutet, who advanced when Michael Zheng retired due to injury.

MELBOURNE, Australia (AP) — No. 1 Aryna Sabalenka and No. 3 Coco Gauff have advanced to the third round of the Australian Open. Top-ranked Carlos Alcaraz and third-seeded Alexander Zverev also advanced in the men's draw. Sabalenka had a 6-3, 6-1 win over Bai Zhouxuan and Gauff beat left-hander Olga Danilovic 6-2, 6-2 in day matches Wednesday. Alcaraz defeated Yannick Hanfmann 7-6 (4), 6-3, 6-2 in the afternoon and Zverev won at night to cap another day with a record crowd at Melbourne Park. CHICAGO (AP) — The New York Mets have acquired center fielder Luis Robert Jr. in a trade with the Chicago White Sox. New York sent infielder Luisangel Acuña and minor league pitcher Truman Pauley to Chicago for Robert, who has struggled with injuries and inconsistency since a stellar 2023 season. The Mets had been looking for outfield help since they traded Brandon Nimmo to the Texas Rangers for second baseman Marcus Semien. They were in the mix for Kyle Tucker before he signed with the Los Angeles Dodgers.

LOS ANGELES (AP) — Tyler Bilodeau hit a go-ahead 3-pointer with eight seconds left, leading UCLA to a 69-67 win over No. 4 Purdue. It snapped Purdue's nine-game winning streak in its first visit to Pauley Pavilion in 26 years. C.J. Cox missed a potential game-winning 3-pointer at the buzzer. BLOOMINGTON, Ind. (AP) — The Indiana Hoosiers were ready to party Tuesday night, and hundreds of loyal fans joined them when they arrived back on campus in Bloomington. Turning out in freezing temperatures and brutally cold wind chills, fans, players and coaches celebrated college football’s implausible national champions. Fans chanted “Hoo, hoo, hoo, Hoo-siers,” as the team buses arrived at Indiana's practice facility. KANSAS CITY —Jackson County Prosecutor Melesa Johnson announced Wednesday that after a thorough review, criminal charges could not be ethically or legally filed against a Kansas City police officer involved in a 2023 shooting that killed two people and injured another.

“Based on the available facts, applicable laws, and legal principles concerning an officer’s use of force, we are unable to criminally charge the officer,”&nbsp;Prosecutor Johnson said.&nbsp;“We recognize that this determination may be deeply painful, and we extend our sincere condolences and sympathy to the victims’ families and to a community that continues to grapple with this tragedy.”

On June 9, 2023, a Kansas City police officer was stopped at a red light at the East 31st Street and Van Brunt Boulevard intersection when he observed occupants of a white truck exit the vehicle.

 One of the occupants appeared to be armed but went back inside the vehicle and started to drive away when they noticed the officer. It appeared the occupants of the white truck, located in the right lane, directly in front of the officer, were in a dispute with two vehicles beside them in the left lane.&nbsp;

As the officer pulled up alongside a white minivan involved in the dispute, the front passenger fired a gun at the white truck. The officer fired at the passenger 16 times, killing him and the driver, and injuring a rear passenger.&nbsp;

The Prosecutor’s Office determined the officer used permissible force in defense of others, responding to the front passenger who was firing at the truck. Under Missouri law regarding transferred intent, a person cannot be held criminally liable when they unintentionally strike a third party while defending themselves or others. Dash cam footage shows the officer fired continuously at the front passenger, his intended target, and additional evidence supports that he was unaware anyone was in the back seat.&nbsp;

“To be clear, this Office remains concerned about the circumstances of this shooting. Two parents and spouses were killed, and a young man was hurt,”&nbsp;Prosecutor Johnson said. “Our determination that there is insufficient evidence to proceed with criminal charges should not be construed as an endorsement of the officer’s conduct or a conclusion that the risks to human life were appropriately weighed or managed.”

In her decision letter, Prosecutor Johnson expressed serious concern about the officer’s pattern of behavior and its potential impact on other pending cases he’s involved in. She communicated those issues, including concerns about his continued employment, directly to KCPD leadership.&nbsp;

“While employment decisions are addressed solely with KCPD and the Board of Police Commissioners, we trust their leadership will give our concerns serious consideration,”&nbsp;Prosecutor Johnson said.&nbsp;

KCPD officer in double-fatal shooting will face no charges

KANSAS CITY —One person died in an RV fire&nbsp; in Kansas City on Thursday.

Just after 4p.m. Thursday, Kansas Fire Department crews&nbsp;responded to a reported car fire in the 700 block of Lewis in Kansas City, Missouri, according to Battalion Chief Michael Hopkins.

 On arrival crews reported an RV on fire in the the driveway next to a single-story occupied home with minor extension in to the home. The first arriving company upgraded the call to a house fire due to the extension. 

Companies began interior operations on both the RV and the house. Upon entry into the RV,&nbsp; a woman in her mid 50s was discovered and removed. She was transported to a local hospital in critical condition. A second victim, a man in his mid to late 50s was discovered in the rear of the RV. He was pronounced deceased, according to Hopkins. 

Due to the significant injury and fatality, Bomb and Arson has been requested and will conduct the investigation.

Man dead, woman critically injured after RV fire in Kansas City

WASHINGTON (AP) — The U.S. Army has ordered several dozen additional active-duty soldiers to prepare for a possible deployment to Minneapolis if needed, a defense official said Wednesday, amid protests over the&nbsp;<a href="https://apnews.com/article/subpoenas-minnesota-investigation-lawsuit-federal-officers-8693014921e7a240108cb7f58dc56a46">Trump administration’s immigration enforcement crackdown</a>.

The defense official, who spoke on condition of anonymity to discuss sensitive plans, confirmed that members of an Army military police brigade who are stationed at Fort Bragg in North Carolina have been given prepare-to-deploy orders.

If deployed, the troops would likely offer support to&nbsp;<a href="https://apnews.com/article/immigration-minnesota-economy-hilton-26fcb9165ec98bc77dc86e57f65022cc">civil authorities in Minneapolis</a>, according to the official, who stressed that such standby orders are issued regularly and they do not necessarily mean that the troops would end up going.

<a href="https://apnews.com/article/army-deployment-minnesota-immigration-insurrection-act-31a28c23045bfdb31b27f68507a68ca8">About 1,500 active-duty soldiers</a>&nbsp;from the Army’s 11th Airborne Division based in Alaska also have received similar standby orders. President Donald Trump has threatened to invoke&nbsp;<a href="https://apnews.com/article/trump-insurrection-act-history-fdr-minneapolis-901631b98c96a425dc0c9b10a041bdac">the Insurrection Act</a>, a rarely used 19th century law that would allow him to use active-duty troops as law enforcement.

That threat followed protests that erupted in Minneapolis after a federal immigration officer killed resident Renee Good on Jan. 7. Trump quickly appeared to walk back the threat, telling reporters a day later that there wasn’t a reason to use the act “right now.”

“If I needed it, I’d use it,” Trump said. “It’s very powerful.”

When asked about the latest orders, which were reported earlier by MS Now, the Pentagon said it didn’t have information to provide at this time.

Minnesota Gov. Tim Walz, a Democrat and frequent target of Trump, has urged the president to refrain from sending in more troops and,&nbsp;<a href="https://x.com/GovTimWalz/status/2013670376220348484?s=20" target="_blank">in a statement Tuesday</a>, invited him to visit Minnesota and “help restore calm and order and reaffirm that true public safety comes from shared purpose, trust, and respect.”

In his second term, Trump has&nbsp;<a href="https://apnews.com/article/national-guard-trump-federal-intervention-chicago-a206278c6948dfd17f9224be81c440f1">pushed traditional boundaries</a>&nbsp;by using troops in American cities, often over the objections of local officials, amid federal operations targeting illegal immigration and crime.

Trump deployed federalized National Guard troops to Los Angeles last June after protesters took to the streets in response to a blitz of immigration arrests. Ultimately, he sent about 4,000 Guard members and 700 active-duty Marines to guard federal buildings and, later, to protect federal agents as they carried out immigration arrests.

Army orders military police to get ready for a possible Minneapolis deployment

KANSAS CITY —Law enforcement are investigating a homicide in Kansas City and asking the public for help with information to locate a suspect.

At 4:30p.m. Wednesday, police were called to Linwood and Broadway in Kansas City, Missouri on a sound of shots call, according to KCPD Captain Jake Becchina.

While en route officers were advised there was a person possibly shot inside a vehicle there.&nbsp;On arrival officers were directed to a vehicle near the intersection where they located a male shooting victim unresponsive alone inside the vehicle. 

Officers called for EMS who responded for treatment of the victim. EMS subsequently transported the victim to the hospital where he was ultimately declared deceased by medical personnel.This case is being investigated as a homicide, according to Becchina. 

Preliminary information from callers and people at the scene when officers arrived indicates the victim was inside the vehicle when another vehicle pulled along side his vehicle and shots appear to have been fired from that vehicle into the victim vehicle striking the victim.

This is a heavily traveled area with vehicle and foot traffic at this time of day, detectives are optimistic that there could be multiple very valuable witnesses.

Police asking for information in fatal KC drive-by shooting

MONTGOMERY COUNTY —Law enforcement are investigating five suspects on multiple drug allegations after a drug bust in southeast Kansas.

On January 17, sheriff's deputies executed a narcotics search warrant at a home located at 630 E. 9th Street in Cherryvale, Kansas, according to Montgomery County Sheriff Ron Wade.

Deputies made contact with the homeowner, identified as 37-year-old Rae Rash, and conducted a search of the residence. During the search, deputies located five additional individuals inside the residence, including one juvenile. All individuals were detained while the search was conducted.

As a result of the search, deputies located and seized approximately 172 grams of suspected methamphetamine, 280 grams of suspected marijuana, and drug paraphernalia.

The following adult subjects were taken into custody and transported to the Montgomery County Department of Corrections, where they were booked on the listed charges:

Brandy Barnett is jailed on requested charges of Cherryvale on requested charges of Distribution of methamphetamine within 1,000 feet of a school, Distribution of marijuana within 1,000 feet of a school, Aggravated endangering a child , Interference with a law enforcement officer and Possession of drug paraphernalia.

Brandi Welch of Cherryvale, is being held on requested charges of Distribution of methamphetamine within 1,000 feet of a school,&nbsp; Distribution of methamphetamine,&nbsp; Distribution of marijuana, Possession of drug paraphernalia and Aggravated endangering a child.

The juvenile located inside the residence was taken into protective custody for their safety.

Sheriff Ron Wade stated, “Drug distribution, especially in close proximity to schools and involving children, will not be tolerated in Montgomery County. Our deputies will continue to work diligently to protect our communities and ensure the safety of our children.”

Sheriff: Suspects were selling drugs from Kan. home where children lived

CORPUS CHRISTI, Texas (AP) — A former police officer was acquitted Wednesday evening of charges he failed in his duties to confront the gunman at an Uvalde, Texas, elementary school during the critical opening minutes of what would become one of the deadliest school shootings in U.S. history.

Jurors deliberated for more than seven hours before finding former Uvalde schools police officer Adrian Gonzalez, 52, not guilty in the first trial over the hesitant law enforcement response to the attack that killed 19 children and two teachers at Robb Elementary School on May 24, 2022.

Flanked by his lawyers, Gonzales appeared to be fighting back tears after the verdict was read out in court.

The trial was a rare case in the U.S. of an officer facing criminal charges on accusations of failing to stop a crime and protect lives. Gonzales had faced the possiblity of up to two years in prison if he had been convicted.

The nearly three-week trial included emotional testimony from teachers who were shot and survived. Prosecutors had argued in laying out their case that Gonzales abandoned his training and did nothing to stop or interrupt the teenage gunman before he entered the school.

At least 370 law enforcement officers ultimately rushed to the school, where 77 minutes passed before a tactical team finally entered the classroom to confront and kill the gunman. Gonzales was one of just two officers indicted, angering some victim’s families who had said they wanted more officers held accountable for the law enforcement response.

Gonzales had been charged with 29 counts of child abandonment and endangerment — each count representing the 19 students who were killed and 10 others who were injured.

During the trial, jurors heard a medical examiner describe the fatal wounds to the children, some of whom were shot more than a dozen times. Several parents of victims described sending their children to school for an awards ceremony and the panic that ensued as the attack unfolded.

Gonzales’ lawyers argued he arrived upon a chaotic scene of rifle shots echoing on school grounds and never saw the gunman before the attacker went inside the school. They also insisted that three other officers who arrived seconds later had a better chance to stop the gunman.
