   • Persons may present ideas or concerns regarding USD 428. The Board will take no action at this meeting. Such items will be referred to the appropriate administrator(s) for future information and researched and reported back to the Board at a later meeting. Personalities and behavior of employees are not to be presented during this period but are to be reported to the employee’s immediate supervisor. The president shall determine the amount of time to be spent on citizen participation.

2. RECOGNITIONS / PRESENTATIONS
   • Volunteers in USD 428 Learning Centers
      USD 428 appreciates the many volunteers who generously assist in various school capacities. Volunteers provide many hours each week across the district, with many additional hours for special events. USD 428 acknowledges the importance of all who volunteer their time for the benefit of students.
   • Recognition of Girls Bowling State Champions!
      Congratulations to the GB High School Girls’ bowing team, who celebrated a team state championship with 3161 pins! Team members are; Kaylin Wahlmeier, 584; Sahara Rziha, 586; Aliyah Fryberger, 555; Zoey Mayberry, 591; Emilee Nelson, 565; and Paige Heine, 340. Congratulations to all team members and Coach David Feldbauer!
   • First Reading – Secondary Foreign Language
      The GBHS Foreign Language Committee will present its curriculum selection for the adoption of Spanish and German curriculums. This is a First Reading.

4. UNFINISHED BUSINESS

   A. Approval of 7-12 Math Curriculum
      USD 428 uses a two-year process to review standards, select and pilot potential programs and make a selection. At the First Reading in March, the 7-8 math curriculum committee presented McGraw-Hill Reveal. Reveal meets the state standards, provides multiple educational resources for teachers and students, and is rigorous with an accessible learning path that leads to content mastery with excellent tech support. The GBHS math curriculum committee presented Savvas MyMathLab as the high school Algebra, Geometry math curriculum. This selection is a customizable online curriculum meeting all the required objectives. In addition, the committee also recommends purchasing Elayn Martin-Gay student workbooks and supplemental materials Kuta (test generator), Gimkit (interactive math games), and graphing calculators. The Secondary Math committee fully supports the adoption of these curriculums. The Administration requests approval to purchase the 7-8 and 9-12 curricula.

   B. Second Reading of School Calendars
      A review of the 2023-2024 and development of the 2024-25 school calendars are in process, and two drafts were presented as a first reading for BOE review and input. Members of GBNEA prefer draft B. Board members will approve a 2024-2025 calendar at this meeting.

5. NEW BUSINESS

   A. First Reading of GBMS Program of Studies
      The GB Middle School Program of Studies book describes all the courses available to Great Bend Middle School students. GBMS Principal Mr. David Reiser will discuss several course description updates, wording, and curriculum changes previously approved by the Curriculum Steering Committee. The administration will request board approval at the May meeting.

   B. First Reading of 2022-2023 Student Handbooks
      Proposed elementary school, middle school, and high school student handbooks and a list of proposed changes are provided. The student handbook is uniform for the elementary schools. This is the First Reading, and approval will be requested at the May meeting.

   C. First Reading of 2022-2023 Teacher Handbooks
      Elementary, middle, and high school teacher handbooks and notes describing proposed changes are provided. A uniform elementary school teacher handbook is maintained through the elementary principals' cooperative efforts, with some details personalized to each school. This is the first reading. Approval will be requested at the May meeting of the BOE.

   D. First Reading of 2023-2024 Activities and Athletics Handbooks 
      Information detailing the proposed 2023-2024 changes to the Activities Handbook and Athletics Handbook is provided. The Athletic Handbook revisions are noted, and the Activities Handbook has no changes but will be reviewed throughout the year for the 2024-2025 year.

   E. Approval of KASB Membership for 2023-2024
      The BOE has utilized the Kansas Association of School Boards services during the past year, receiving assistance in policy development, personnel, negotiations, school improvement, and legal services. The membership cost for 2023-2024 is $11,718.35, 43.84 more than the previous year's rate. The district’s 2022-2023 budget includes dollars for this expenditure. The administration recommends approval of membership as well as the Legal Assistance Fund @ $2,750, which increased by $450 from last year. The total cost for renewal is $14,468.35.

   F. Approval of Guaranteed Energy Performance RFP
      Based on a Feasibility Scope Study by Willidan, Inc., USD 428 has qualified for a grant that provides energy and operation assistance. Therefore, the district wishes to solicit proposals for the services of a Guaranteed Energy Performance Contract. Mr. Thexton will provide details. The administration recommends approval.

   G. Approval of 2023-2024 Student Insurance
      The district maintains student insurance for school-sponsored and supervised activities. For 2023-2024 the administration recommends coverage through KERMP First Agency Student Accident with a plan providing no deductible and a maximum benefit per claim of $25,000, as scheduled. The fee for last year was $15,867.45. The cost for the upcoming year is as listed.   
         Class 1: Base Accident PK-8 ($4.30 @ 1,945 students and athletic) $8,372.10
         Class 1: Base Accident 9-12 ($6.90 @ 927 students and athletic) $6,396.30
         Class 2: Catastrophic Accidents ($1.15 @ 2,874 students (non athletic)) $3,305.10
         Total $18,073.50

6. ASSISTANT SUPERINTENDENT / CURRICULUM REPORT

   A. KESA Information/Update
      The Kansas Education Systems Accreditation (KESA) Outside Validation Team (OVT) will review the district's progress over the past year. The team will study district data, listen to focus groups, and give feedback on current and future improvement steps.   

   B. State Assessments in USD 428
      State Assessments in USD 428 are in full swing. Students are testing in Reading, Math, Science, and Social Studies. The tests started in April and continue through May.

   C. Vaping Task Force
      The Vaping Task Force, comprised of representatives from USD 428, Barton County Juvenile Services, Barton County Health Department, and the Great Bend Police Department, has made progress. Mr. Thexton will provide an update on recent activities.

   D. Preschool and Kindergarten Pre-Enrollment Information Fair
      USD 428 hosted a come-and-go Pre-Enrollment Information Fair for parents/guardians of incoming preschool & kindergarten on April 5 at the Great Bend Events Center. The event took the place of a“Kindergarten Round-up” and was a success.

   E. Summer School
      The 6-12 grade Summer School will be offered from June 5-30 at GBMS and GBHS. The PreK-5 Academic Summer School will be offered in each elementary building from June 5-23 from 8:30 a.m. to 12:00 noon. A K-5 Summer Learning & Enrichment school program will be from June 26-30 and continue July 10-21 at Riley and Jefferson Elementary schools. All returning USD 428 elementary students are invited to attend. This program will go from 8:00 a.m. to 2:00 p.m. Monday through Thursday and from 8:00 a.m. to 12:00 noon on Fridays. The district will provide a complimentary breakfast and lunch for all students.

   F. Summer Professional Development
      Mrs. Reiser designed and will offer various summer courses for teachers, most of which earn college credits for professional development.

   G. Personnel Report
      As teacher positions are being filled, there are also positions open for substitute teachers and classified staff. Interested job applicants may view and apply for current positions online at greatbendschools.net.
