BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting
March 1, 2021
9 a.m. Until Close  

I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Roll Call taken by County Clerk.
C. Recitation of the Pledge of Allegiance.
D. Consider Approval of the Agenda.
E. Consider the minutes of the February 16, 2021, Regular Meeting. 
F. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
G. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.  

II. APPROVAL OF APPROPRIATIONS: 13th Month - 5th Run
- An Accounts Payable Register for the 13th Month, 2020, will be submitted to the Commission. Thirteenth-month expenditures include any unpaid bills for a product, service or utility that was received in 2020.

III. APPROVAL OF APPROPRIATIONS: 
- An Accounts Payable Register will be submitted to the Commission for the period of February 16, 2021, and ending March 1, 2021.

IV. OLD BUSINESS - Items tabled, or scheduled, from previous Commission
-There is no Old Business at this time.  

V. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.
A. COUNTY CLERk'S OFFICE: Request for Approval - Added/ Abated/ Escaped/ Refunded Taxes:

-Bev Schmeidler, Deputy County Clerk, will present a listing of Added/ Abated/ Escaped/ Refunded Taxes. Orders for these actions are kept on file in the County Clerk's Office. These are used to correct assessments and are requested by the County Appraiser's Office or the County Clerk's Office.    

B. PROCLAMATION 2021-01: Colon Cancer Awareness Month, March, 2021:
-During National Colon Cancer Awareness Month, County citizens are encouraged to learn their family's health history, to be screened regularly for colorectal cancer and to see a health care provider for changes in bowel habits, bleeding, unintended weight loss or other symptoms. Commissioner Jennifer Schartz and Sheriff Brian Bellendir will provide details. 

C. PROCLAMATION2021-02: Severe Weather Awareness Week, March 1 - 5, 2021: 
- Severe Weather Awareness Week, March 1 - 5, 2021, is a cooperative effort of the National Weather Service and the Kansas Emergency Management Association. Barton County Emergency Management would like to remind everyone to be prepared for the spring severe weather season. The proposed Proclamation encourages individuals, businesses, and communities to plan and prepare for an emergency. Amy Miller, Emergency Manager, will present details. 

D. RESOLUTION 2021-06: Resolution for Approval of Conditional Land Use Permit for a Described Tract of Land:
- Environmental Management received an application from AMG Technology Investment Group dba Nextlink for the construction of a 120' monopole type telecommunications tower on a parcel of land owned by the Debra S. and John  Ninemire Living Trust. The parcel is located in the NE/4, Section 10, Township 17 South, Range 14 West. A Public Hearing was held on February 9, 2021, by the Barton County Planning Commission, to consider authorizing a Conditional Land Use permit. The Barton County Planning Commission unanimously recommended that the County Commissioners approve the request. Judy Goreham, Environmental Manager, will provide details. 

E. RESOLUTION 2021-07: Resolution for Approval of Conditional Land Use Permit for a Described Tract of Land:
- Environmental Management received an application from AMG Technology Investment Group dba Nextlink for the construction of a 120' monopole type telecommunications tower on a parcel of land owned by William and Delphine Hickey. The parcel is located in the SE/4, Section 2, Township 18 South, Range 14 West. A Public Hearing was held on February 9, 2021, by the Barton County Planning Commission, to consider authorizing a Conditional Land Use permit. The Barton County Planning Commission unanimously recommended that the County Commissioners approve the request. Judy Goreham, Environmental Manager, will provide details. 

F. RESOLUTION 2021-08: Resolution for Approval of Conditional Land Use Permit for a Described Tract of Land:
- Environmental Management received an application from AMG Technology Investment Group dba Nextlink for the construction of a 120' monopole type telecommunications tower on a parcel of land owned by Kevin and Erica Rose. The parcel is located in the NW/4, Section 8, Township 16 South, Range 13 West. A Public Hearing was held on February 9, 2021, by the Barton County Planning Commission, to consider authorizing a Conditional Land Use permit. The Barton County Planning Commission unanimously recommended that the County Commissioners approve the request. Judy Goreham, Environmental Manager, will provide details. 

G. KANSAS DEPARTMENT OF TRANSPORTATION: Federal Funds Exchange:  
-The Kansas Department of Transportation (KDOT) is offering to exchange the annual Federal Funds distribution for State funds at an exchange rate of ninety percent. The County has the option of using the full share of Federal funds in the amount of $211,820.54 on a project that would be designed using all federal requirements and restrictions or accepting ninety percent of that amount and having the freedom to use the money on road and bridgework at the County's discretion without following Federal requirements. If the exchange is accepted, the amount available to Barton County is $190,638.48. Barry McManaman, County Engineer, will provide details. 

VI. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

  A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting, or sign any other documentation required for regular County business. Similar actions may take place throughout the day.
-It is anticipated that one or more Commissioners may attend Barton County Health Department COVID vaccine clinics at the times and dates announced by the Health Department. Clinics are typically held at the Barton County Fairgrounds Exp III Building,  455 W. Barton County Road, Great Bend, Kansas.
-County officials are invited to attend the Core Communities: Journey to Resolve Poverty Community Assessment at the First United Methodist Church, 2123 Forest Avenue, Great Bend, Kansas, on March 4, 2021. There will be a supper at 5:30 pm with the assessment beginning at 6:15 pm. 

  B. APPOINTMENTS:
Although subject to change, the following appointments have been scheduled:
9:45 a.m. or following the close of the Agenda Meeting - Active 911 - Dena Popp, 911 Director.
10:00 a.m. –Mowing Service Proposal - Darren Williams, County Works Director.
10:30 a.m. - Emergency Declaration Discussion with area City Administrators and Manager  - Phil Hathcock, County Administrator, and Doona Zimmerman, County Clerk. 
11:00 a.m. - Departmental Planning - Levi Morris, County Attorney.
11:15 a.m. - Regular Business Discussion - Mr. Hathcock and Mz. Zimmerman.
11:45 a.m. - Tour of the 911 Center with Ms. Popp.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Sheriff Brian Bellendir, is scheduled for March 4, 2021.

V. OTHER BUSINESS:
A. Discussion Items.
B. Citizens or organizations may present requests or proposals for initial consideration.
C. The Commissioners are available to the Public on Mondays during regular business hours.
D. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
E. The next Regular Meeting will be at 9:00 a.m., Monday, March 8, 2021.
