Beginning in 2011, the state of Kansas designated 95 counties as "Rural Opportunity Zones (ROZ)," which means moving there can result in various additional benefits. One benefit is the Student Loan Repayment Program, which serves as a recruitment tool by offering financial assistance for eligible students who move into a ROZ county. Tuesday morning, the Barton County Commission pledged a $15,000 match to state funds in the program. County Administrator Matt Patzner said the county has been part of the program for several years but this is a first time for the match.
"The Kansas Department of Commerce requires counties to pass a resolution obligation them to participate in the ROZ program for at least five years," he said. "Under the proposed resolution, Barton County pledges a match of the $15,000 benefit."
Requirements for the program include establishing a permanent address in a participating county after that county began participating in the program. Applicants must have an active student loan balance in their name, as well as a degree before moving to the county. Applicants will need proof of their permanent address, transcripts with degree dates, and their student loan balance.
