BOARD OF BARTON COUNTY COMMISSIONERS Agenda Meeting

January 20, 2020 9:00 a.m. Until Close

I. OPENING BUSINESS:

A. Call Meeting to Order.

B. Recitation of the Pledge of Allegiance.

C. Consider Approval of the Agenda.

D. Consider Minutes of the January 13, 2020, Regular Meeting.

E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.

F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.

II. APPROVAL OF APPROPRIATIONS: 13th Month – 2nd Run:

-An Accounts Payable Register for the 13th Month, 2019, will be submitted to the Commission. Thirteenth month expenditures include any unpaid bills for a product, service, or utility that has been received in 2019.

III. APPROVAL OF APPROPRIATIONS:

-An Accounts Payable Register will be submitted to the Commission for the period of January 6, 2020, and ending January 20, 2020.

IV. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.

-There is no Old Business at this time.

NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

A. COUNTY CLERK’S OFFICE: Request for Approval – Added / Abated / Escaped / Refunded Taxes:

-Donna Zimmerman, County Clerk, will present a listing of Added / Abated / Escaped / Refunded Taxes. Orders for these actions are kept on file in the County Clerk’s Office. These are used to correct assessments and are requested by the County Appraiser’s Office or the County Clerk’s Office.

B. APPRAISER’S OFFICE: Bulk Mailing – Valuation Notices:

-After reviewing options, the Appraiser’s Office has determined that using The Master’s Touch to create valuation notices, mailing labels and envelopes is the most effective method for printing and mailing. Barbara Esfeld, County Appraiser, will provide details on this item.

C. MATCHING FUND REQUEST: SouthWest Kansas Area Agency on Aging:

-The SouthWest Kansas Area Agency on Aging (SWKAAA) is requesting matching funds from Barton County in the amount of $1,500.00. These funds, which would be used as “Seed Dollars”, are an equivalent match to the $429,382.00 in services received by older residents and low income families from Barton County. The County has traditionally provided this match from the Finance General Account of the General Fund. Phil Hathcock, County Administrator, will provide details.

D. COUNTY WEBSITE: SOCS – Simplified Online Communication System:

-For the past several years, Barton County’s website, www.bartoncounty.org, has been hosted by SOCS. In 2019, County personnel worked to update the site. It is suggested that the County enter into another three-year period for services at a cost of $5,225.00 per year. It is noted that the cost remains unchanged from the 2017 renewal. Mr. Hathcock will provide details.

E. KANSAS ASSOCIATION OF COUNTIES: 2020 Membership:

-The Kansas Association of Counties (KAC) has submitted a renewal notice for the 2020 membership. Based on a calculation that includes a base fee, population and valuation, the dues are $6,147.03. The Association sponsors the annual KAC Conference, various educational meetings throughout the year and lobbies the State and Federal Legislature on behalf of Kansas Counties. Mr. Hathcock will provide details.

F. KANSAS LEGISLATIVE POLICY GROUP: 2020 Membership:

-The Kansas Legislative Policy Group (KLPG) is a bi-partisan coalition of western Kansas counties with the common interest in the preservation of the counties tax base and retention of local control. The KLPG serves as a policy and decision making body establishing legislative priorities at its annual meeting and providing speakers to address KLPG members about the important topics of the day. At this time, the Commission will consider renewal of the membership, priced at $4,993.56. Mr. Hathcock will provide details.

VI. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

A. ANNOUNCEMENTS: -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

-County officials may attend the KLPG Legislative Meeting. The event begins at noon on Tuesday, January 21, 2020, at the Capital Plaza Hotel, 1717 SW Topeka Boulevard, Topeka, Kansas.

-County officials may attend the 2020 Kansas Association of Counties Local Government Day. The event, hosted jointly with the League of Kansas Municipalities, begins at 3:00 p.m., Wednesday, January 22, 2020, at the Capital Plaza Hotel, 1717 SW Topeka Boulevard, Topeka, Kansas.

-County officials may attend the Ellinwood Chamber Banquet and Murder Mystery Dinner on Saturday, January 25, 2020. The event, held at the Wolf Hotel, 1 N Main, Ellinwood, Kansas, begins with a 6:00 p.m. registration and social.

B. APPOINTMENTS:

Although subject to change, the following appointments have been scheduled:

JANUARY 20, 2020

9:45 a.m. or following the close of the Agenda Meeting – Financial Update – Matt Patzner, Financial Officer

10:00 a.m. – Business Update – Jim Jordan, County Treasurer

10:15 a.m. – Update on the Governor’s Reorganization – Marissa Woodmansee, Juvenile Services Director

10:45 a.m. – Regular Business Discussion – Phil Hathcock, County Administrator, and Donna Zimmerman, County Clerk

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Barry McManaman, County Engineer, is scheduled for January 23, 2020.

VII. OTHER BUSINESS:

A. Discussion Items.

B. Citizens or organizations may present requests or proposals for initial consideration.

C. The Commissioners are available to the Public on Mondays during regular business hours.

D. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.

E. The next Regular Meeting will be at 9:00 a.m., Monday, January 27, 2020.
