BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting December 2, 2019
9:00 a.m. Until Close
I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. Consider Minutes of the Monday, November 25, 2019, Regular Meeting.
E. Any citizen wishing to make statements during the discussion of any item must first be
recognized by the Commission Chair. After being recognized, that person should state
their name and the name of any organization represented. Statements should be limited
to five minutes.
F. Cell phones and other electronic devices, other than those used by the media and law
enforcement, should be shut off.
II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be
heard at this time.
-There is no Old Business at this time.
III. NEW BUSINESS - All new business to be considered by the Commission will be heard at
this time.
A. COUNTY CLERK’S OFFICE: Request for Approval – Added / Abated / Escaped /
Refunded Taxes:
-Donna Zimmerman, County Clerk, will present a listing of Added / Abated / Escaped /
Refunded Taxes. Orders for these actions are kept on file in the County Clerk’s Office. These are used to correct assessments and are requested by the County Appraiser’s Office or the County Clerk’s Office.
B. TWENTIETH JUDICIAL DISTRICT: District Coroner – Resignation of Dr. Edward
Jones:
-Beginning in 1995, and in accordance with the Kansas Statutes Annotated, Chapter 22a, the Board of County Commissioners of the County with the largest population in a Judicial District was to appoint a District Coroner to serve a four-year term. Dr. Edward Jones was appointed to that first term and has served Barton County and the Judicial District since that time. As recently as last year, he was appointed to the 2019 – 2022 term. Phil Hathcock, County Administrator, will provide details on the Letter of Resignation submitted by Dr. Jones.
C. TWENTIETH JUDICIAL DISTRICT: District Coroner – Appointment:
-In accordance with the Kansas Statutes Annotated, Chapter 22a, the Board of County
Commissioners of the County with the largest population in a Judicial District is to appoint a District Coroner to serve a four-year term. It is suggested that Dr. Stanley Hatesohl be appointed to remainder of the 2019 – 2022 term. Mr. Hathcock will provide details.
D. BOARD APPOINTMENTS: Solid Waste Planning Committee:
-Per KSA 65-3405, Barton County is required to form and maintain a Solid Waste Planning Committee to develop and perform an annual review of the Solid Waste Management Plan, which is then approved by the Commission. This committee is comprised of representatives of Cities, Counties and private industry served by the Barton County Landfill. Mr. Hathcock will provide details on proposed appointments.
E. COUNTY ENGINEER: Reinforced Concrete Box Culverts, Barton / Pawnee County line
Change Order No. 1:
-In reference to the Barton / Pawnee County line project, additional reinforcing steel was required in the east Reinforced Concrete Box (RCB) due to design standards that changed after the project was awarded to L&M Contractors, Inc. By lengthening one set of rebars in the floor of the RCB it will comply with the new standards. The net cost of the additional steel is $418.00, with half of the cost being reimbursed by Pawnee County. Barry McManaman, County Engineer, will provide details.
IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.
A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.
-The Barton County Commission will host a reception for Dr. Edward Jones and Dr. Stanley Hatesohl immediately following the close of the Commission Meeting. The reception will allow County officials and the public to show their appreciation to both Dr. Jones and Dr. Hatersohl for their commitment to public service.
B. APPOINTMENTS:
Although subject to change, the following appointments have been scheduled:

9:30 a.m. or following the close of the agenda meeting – Reception for District Coroner
9:45 a.m. – Zoning Amendment and Conditional Land Use Permit Application – Judy Goreham, Environmental Manager
10:00 a.m. – Program Update – Sara Martinz, Barton County Conservation District
10:30 a.m. – Regular Business Discussion – Phil Hathcock, County Administrator, and Donna Zimmerman, County Clerk
THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Sheriff Brian Bellendir is
scheduled for December 5, 2019.
V. OTHER BUSINESS:
A. Discussion Items.
B. Citizens or organizations may present requests or proposals for initial consideration.
C. The Commissioners are available to the Public on Mondays during regular business
hours.
D. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
E. The next Regular Meeting will be at 9:00 a.m., Monday, December 9, 2019.
