BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting
Dec. 12
9 a.m. Until Close

I. OPENING BUSINESS:
   A. Call Meeting to Order.
   B. Recitation of the Pledge of Allegiance.
   C. Consider Approval of the Agenda.
   D. Consider the minutes of the November 28, 2023, Regular Meeting, and the December 4, 2023, Special Meeting.
   E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
   F. Please silence all phones and electronic devices. Recording the meeting is allowed and the Commission requests that anyone using special recording equipment be seated in the back row to avoid creating a distraction during the meeting.

II. APPROVAL OF APPROPRIATIONS:
   -Bev Schmeidler, County Clerk, will present details. An Accounts Payable Register will be submitted to the Commission for the period of November 21, 2023, and ending December 5, 2023.

III. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
   -There is no Old Business at this time.

IV. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

   A. KANSAS ASSOCIATION OF COUNTIES: Conference Overview:
      -Chairman Shawn Hutchinson will lead the discussion. The Commission will ask those department heads that attended the KAC Annual Conference to provide a conference overview.

   B. GOLDEN BELT HUMANE SOCIETY: Operational and Support Agreement:
      -Commissioner Barb Esfeld will present details. Barton County approved an updated agreement with the Golden Belt Humane Society that ends December 31, 2023. Under the agreement, the County has designating the Humane Society as the Animal Control Authority. A one-year extension will be considered.

   C. SOUTHWEST DEVELOPMENTAL SERVICES, INC: Agreement for Services:
      -Matt Patzner, County Administrator, will provide details. Southwest Developmental Services, Inc. (SDSI) is the Community Developmental Disability Organization (CDDO) for the County. Under the 2024 service agreement, SDSI will provide all services required by Kansas statutes for a CDDO for a total of $70,000.00.

   D. OCCUPANCY AGREEMENT: 12th and Kansas, Great Bend:
      -Mr. Patzner will provide details. As a means of community support, the State of Kansas Parole office is housed in the County office building at 1208 Kansas, Great Bend. This agency reimburses Barton County for a portion of the building’s utility costs. The proposed agreement is set to expire December 31, 2024.

   E. DISTRICT CORONER: Appointment of Special Deputy Coroners:
      -Mr. Patzner will provide details. Dr. Patrick Stiles is the District Coroner in the 20th Judicial District. Dr. Stiles has made recommendation as to the appointment of Special Deputy Coroners as prescribed by Kansas Statutes and by Resolution 2006-11, District Coroner. Special Deputies serve one-year calendar terms.

   F. COURTHOUSE HVAC IMPROVEMENT PROJECT: Other Change Orders – Under Resolution 2023-19 Threshold:
      -Mr. Patzner will present details. Barton County has received notice of certain needed updates to the Heating, Ventilation and Air Conditioning improvement project. These changes, individually, are under the threshold established with the adoption of Resolution 2023-19.

   G. ROOF REPAIR: Barton County Courthouse:
      -Mr. Patzner will present details. In July of this year, certain County buildings sustained damage as a result of the hailstorm. Included therein is the roof on the Courthouse. After insurance adjusters inspected the roofs, it was suggested that repairs be made. In addition to storm damage, work will address measures called for in the HVAC project.

   H. JUVENILE SERVICES: Juvenile Services Heating and Air Conditioning:
      -Marissa Woodmansee, Juvenile Services Director, will present details. Juvenile Services let a quote on November 1, 2023, for improved heating and air conditioning in a conference room at the Barton County Annex, 1800 – 12th, Great Bend, Kansas. Vendors were responsible for determining the equipment and resources needed for installation of quoted unit(s).

   I. SOLID WASTE: Annual Review of the Solid Waste Management Plan:
      -Jennifer Hamby, Solid Waste Director, will provide details. Per KSA 65-3405, Barton County is required to form and maintain a Solid Waste Planning Committee to develop and perform an annual review of the Solid Waste Management Plan. The Plan is then approved by the Commission and submitted to the Kansas Department of Health and Environment. The committee has reviewed the Solid Waste Management Plan and no changes are recommended at this time.

   J. BOARD APPOINTMENTS: Health Department Advisory Committee:
      -Karen Winkelman, Public Health Director, will provide details. Barton County solicited applicants for uncompensated positions for the Health Department Advisory Committee. The Health Department Advisory Committee provides guidance, recommendation and assistance to the Barton County Health Department staff.

   K. COUNTY CLERK: Levy Calculation:
      -Ms. Schmeidler will provide details. On December 5, 2023, the Treasurer announced that tax statements would be mailed on Friday, December 8, 2023. Later that day, Ms. Schmeidler released a statement noting that a utility company filed late, therefore the value of that was not included in the calculations of a portion of the 2023 tax levies. Further, software limited the recalculation of those levies.

   L. EXECUTIVE SESSION:
      -Chairman Hutchinson will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.

V. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

   A. ANNOUNCEMENTS:
      -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

   -County officials, individually or in groups, may visit the Courthouse or those buildings being used for displaced Courthouse offices during the HVAC improvement project. With the Courthouse located at 1400 Main, other buildings being used for housing are 1520 Main and 1709 Main, Great Bend, Kansas.

   -The Barton County Planning Commission will conduct a Public Hearing and Regular Meeting beginning at 9:00 a.m., Thursday, December 14, 2023, in the South Conference Room of the Juvenile Services Building, 1213 Baker Ave, Great Bend, Kansas. The meeting is open to the public.

   -County officials have been invited to attend the Sheriff’s Office Christmas luncheon beginning at 11:30 a.m., Friday, December 15, 2023. The luncheon is held at the Sheriff’s Administrative Building, 1416 Kansas, Great Bend, Kansas.

   B. APPOINTMENTS:     
      -Although subject to change, the following appointments have been scheduled:

         10:00 a.m. or following the close of the Agenda Meeting – Grant Update – Bev Schmeidler, County Clerk.

         10:15 a.m. – Great Bend Economic Development – Sara Arnberger, Executive Director.

         10:45 a.m. – Microsoft 365 Bids, Dereck Hollingshead, Information Technology Director.

         11:00 a.m. – Personnel discussion – Levi Morris, County Attorney.

         11:15 a.m. – Server Project Update – Dereck Hollingshead, IT Director.

         11:30 a.m. – Regular Business Discussion – Matt Patzner, County Administrator.

      -The Commission will interview certain agencies in reference to the County’s Risk Management and Insurance Request for Proposal
            1:30 p.m. – World Insurance Associates
            2:30 p.m. – Copeland Insurance
            3:30 p.m. – Regular Business Discussion will continue with Mr. Patzner.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Levi Morris, County Attorney, is scheduled for December 14, 2023.

VI. OTHER BUSINESS:
   A. Discussion Items.
   B. Citizens or organizations may present requests or proposals for initial consideration.
   C. The Commissioners are available to the Public on Tuesdays during regular business hours.
   D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Tuesdays.
   E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
   F. The next Regular Meeting will be at 9:00 a.m., Tuesday, December 19, 2023.
