I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. Consider the minutes of the June 4, 2024, Regular Meeting. Minutes of the June 11, 2024, Regular Meeting are not available.
E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
F. Please silence all phones and electronic devices. Recording the meeting is allowed and the Commission requests that anyone using special recording equipment be seated in the back row to avoid creating a distraction during the meeting.
II. APPROVAL OF APPROPRIATIONS:
-Bev Schmeidler, County Clerk, will present details. An Accounts Payable Register will be submitted to the Commission for the period of June 4, 2024, and ending June 18, 2024.
III. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
-There is no Old Business at this time.
IV. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.
A. BARTON COUNTY FAIR: Program Update:
-Michelle Beran, 4-H Youth Development, K-State Research and Extension, Cottonwood District, will provide details. The Barton County Fair will be held June 26 – 30, 2024. In addition to the 4-H events, the fair will include concerts and an entertainment carnival.
B. UPDATE: Memorandum of Understanding – Barton County and Great Bend Economic Development:
-Chris Komarek, Ellinwood City Administrator, will present details. In August, 2022, Mr. Komarek detailed that the City of Ellinwood is developing a water, sanitary sewer and storm sewer infrastructure project. Included in the project are both the new hospital and new housing area. The Commission approved $300,000 in financial support and directed the County Counselor to develop a Memorandum of Understanding reference the administration of the funding. The Memorandum of Understanding was adopted October 26, 2022. As the project will not be finished by the original end date, it is suggested that the completion date be extended to December 31, 2024.
C. 20TH JUDICIAL DISTRICT JUVENILE SERVICES: Vehicle Replacement:
-Marissa Woodmansee, Juvenile Services Director, will provide details. On May 21, 2024, the 20th Judicial District Juvenile Services initiated the process of purchasing of a new, used or program minivan or SUV, with trade of a 2014 Nissan Maxima.
D. MEMORIAL PARKS: Board Appointments:
-Darren Williams, County Works Director, will present details. Persons on the Memorial Parks Advisory Committee advise and assist the Commission with the care and management of the Golden Belt and Hillcrest Memorial Parks. Public announcements were made via the newspaper and social media of open positions on the Committee. There are two unexpired positions terming in 2027 and three full positions terming in 2028.
E. EXECUTIVE SESSION:
-Chairman Barb Esfeld will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.
V. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.
A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.
B. APPOINTMENTS:
-Although subject to change, the following appointments have been scheduled:

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Members of the Health Department are scheduled for June 20, 2024.
