BOARD OF HEALTH FOR BARTON COUNTY, KANSAS

Special Meeting, July 2, 2020, 4:00 p.m. Until Close

I. OPENING BUSINESS:

A. Call Meeting to Order.

B. Recitation of the Pledge of Allegiance.

C. Consider Approval of the Agenda.

D. Consider Approval of the May 27, 2020, Board of Health Meeting minutes.

D. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.

E. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.

II. OLD BUSINESS - Items tabled, or scheduled, from previous Meetings will be heard at this time.

-There is no Old Business at this time.

III. NEW BUSINESS - All new business to be considered by the Board will be heard at this time.

A. RESOLUTION 2020-02: Repeals the Provisions of Kansas Executive Order

Reference the Use of Face Masks in Public:

-It was announced earlier this week that Governor Laura Kelly would release an Executive Order prior to this meeting that would make masks mandatory in stores, restaurants and in any situation where social distancing of 6 feet cannot be maintained, including outside. The Board will take necessary action as a result of the Executive Order. Phil Hathcock, County Administrator, will provide details.

B. RESOLUTION 2020-03: A Resolution Appointing the Barton County Local Health Officer, Public Health Director and Medical Consultant and Rescinding Resolution 2020-01, Same, Adopted March 16, 2020:

-On March 16, 2020, the Board of Health adopted Resolution 2020-01, A Resolution Appointing the Interim Barton County Local Health Officer and Medical Consultant and Rescinding Resolution 2014-18, Same, Adopted December 8, 2014. Under that Resolution, Karen Winkelman, RN, was appointed as the interim Local Health Officer. At this time, the Board will be asked to adopt a Resolution naming Winkelman as the Local Health Officer and the Public Health Director. Dr. Stanley M. Hatesohl shall continue in the role of Medical Consultant. Mr. Hathcock will provide details.

IV. ENDING BUSINESS – After new items are heard by the Board, the following items, including announcements, will be heard.

V. OTHER BUSINESS:

A. Discussion Items.

B. Citizens or organizations may present requests or proposals for initial consideration.
