The Barton County Landfill is required to prepare and implement a Spill Prevention, Control and Countermeasures (SPCC) plan per EPA regulation. This includes a description of oil storage and handling operations, spill prevention practices, discharge drainage controls, and the personnel, equipment and resources at the facility that are used to prevent oil spills from reaching navigable waters or adjoining shorelines.
Barton’s Solid Waste Director Jennifer Hamby made her recommendation to the Barton County Commission on which company should prepare the plan.
"UES and SCS Engineers submitted bids for $8,500," said Hamby. "They were a tie. I'm recommending that we approve the bid from SCS because they have been our engineers for 40 years. They know our landfill better than anybody."
As bids were accepted until Nov. 27, the Commission approved the bid from SCS Engineers for $8,500.
