The USD 431 Hoisington Board of Education heard from the mother and grandfather
of a middle school student at Monday’s meeting. Molly Brewer (mother) and Wayne Stout (grandfather) reported that the
student was a victim of cyber bullying on district grounds and want improved
policies in place to prevent the incidents from happening again. 
Stout said another student took photos of his
granddaughter while she was undressing in the locker room at the Hoisington
Middle School. Those photos were then posted on online. "Comments of some people may view this picture as a bathing suit top, like it's no big deal," said Stout. "Well, it is a big deal to a 13-year-old who thinks she has privacy undressing in a USD 431 locker room. Little does she know that her privacy rights are being violated behind her back." 
According to the family, the girl that took the photos received two days of In-School Suspension (ISS), but the cyber bullying continued after it was first
reported.

"The district's cell phone policy has first, second and third offense, but it's only for having a phone in a classroom," said Brewer. "There's nothing in there about what we're talking about now." 
A male teacher runs the P.E. class for both the boys and girls at the middle
school. While there is a guideline that states cell phones should be left in a
folder upon entering the locker room, there is no one in place to enforce the
policy inside the girls’ locker room. 
"Before she goes to school, she's putting on her athletic clothes and putting her street clothes over it because she doesn't trust the locker rooms," said Stout. "She stated if she doesn't have her athletic clothes on, she goes to a bathroom stall, closes the stall door and puts on her P.E. clothes. That is a student that does not feel safe in your locker rooms." 
The family noted they have contacted law enforcement about the matter, referred
to as a “breach of privacy,” and statements have been taken.

"Nothing is being enforced because it's still continuing," said Brewer. "When I ask my daughter to speak up, she says 'what's the point' because nothing is being enforced." 
The USD 431 school board appreciated the family sharing their story and
mentioned the board would look at improving current policies.&nbsp; &nbsp;&nbsp;

Six Fort Hays State University alumni will be honored on Friday, Oct. 7, at the Alumni and Friends Awards Banquet during Homecoming. One of those six is Great Bend's&nbsp;Tory Marie Blew. Blew received the 2022 Young Alumni Award.

Tory Marie (Arnberger) Blew, a Great Bend native, exemplifies how a degree from Fort Hays State University can shape one's life. During her time at FHSU, Blew was a member of numerous on-campus organizations such as Delta Zeta and the Student Government Association. She was a VIP ambassador for the Office of the President and served as an orientation leader for over two years.

Blew also served as an intern for the Kansas Department for Children and Families in Topeka, where she performed various tasks to assist the Governor's Internship Program and attended child support dockets to learn the legal aspects of the agency. Additionally, Blew is a graduate of the 2018 class of the Dwight D. Eisenhower Public Excellence series and graduated from Kansas Emerging Leaders in 2021.

Her involvement on the Fort Hays State campus evolved into an interest in local politics. At age 23 and in her senior year of college, Blew ran for a seat in the 112th&nbsp;district in the Kansas House of Representatives and won.

Since, Blew received her Bachelor of Science degree in Business Education, became a teacher, and has served as a DECA (formerly, Distributive Education Clubs of America) advisor in a rural school district. She was the youngest Kansas legislator from 2017-20. For the 2021-22 legislative session, Blew was assigned to the house federal and state affairs committee, where she served as vice-chair. She also served on the general government budget and health and human services committees.

In 2022, Blew sponsored 10 bills and was elected as house majority whip. Blew recently filed for re-election and is running unchallenged in her district. Her current term ends Jan. 8, 2023. When Blew filed for re-election in District 112, she said, "Before going away for college, I always knew I'd return to my hometown. I love this community and cherish the relationships I have with my constituents – and I will continue to fight for issues important to our district throughout my next term."

She remains committed to being a vocal advocate for second amendment gun rights, mental health, and limited government.

Blew maintains a close relationship with her "legislative mom," 105th&nbsp;district representative Brenda Landwehr. Landwehr describes Blew as "a bright spot. Always upbeat. She works hard, and she's fun."

"She always looks for solutions. She's not afraid to ask questions, and she's always willing to learn," Landwehr added.

"Blew is thoughtful in her connections and mentorships and wants everyone around her to succeed and will help people do that."

Blew resides in her hometown of Great Bend and serves as a board member for the Great Bend Chamber of Commerce and Economic Development while working full-time as a human resources director for Pryor Automatic Fire and Sprinkler. She also works as the recruitment and philanthropy advisor for her local Delta Zeta sorority chapter.

When she isn't working on her many professional endeavors, Blew can be found cooking, on the golf course, or with her husband, Justin, remodeling their first home.

Great Bend's Tory Marie Blew to be honored Friday at FHSU

Great Bend's downtown continues to benefit from various programs aimed at renovating old buildings. In August, it was announced that the Landing Restaurant and Outdoor Gathering Place had received nearly $44,000 from the Historic Economic Asset Lifeline (HEAL), a program from the Kansas Department of Commerce. Mark and Andy Mingenback attended Wednesday's Barton County Commission meeting to discuss delays with facade improvements as part of the county's renovation program. 

"I want to say thank you for the fact that you established this program," Mark said. "This program, along with the relationships you've developed with the Great Bend City Council, Economic Development, and the county, it's impressive that I see everyone working together now. The synergy that is being created because of these different bodies working together is very significant."

Mingenback also gave credit to the Great Bend Chamber of Commerce, and Commissioner Kirby Krier gave credit to Commission Chair Shawn Hutchinson for his role in the Facade Improvement Grant program that provides grants for up to 75 percent of renovation costs for eligible buildings, with a maximum award of $20,000.

 The Mingenbacks provided updates and asked for an extension on their renovations at 2105 Forest Avenue in Great Bend, and said they will likely apply for another grant at the neighboring 2107 Forest Avenue property next year. Eco Devo Director Sara Hayden put the pair in touch with Robert McLaughlin, the state historical architect. The property was built in 1922, and McLaughlin's new design will give it a historically-accurate appearance.

Delays have come with the new designs, tax credits associated with historic buildings, and finding historically accurate windows for the property. The commission voted 5-0 to approve the renovation deadline to June 30, 2023.

Andy Mingenback discussed the future of the corner of Williams and Forest Avenue, which will soon include the new walls on the office of Dr. Sam Beugelsdijk's building, space for food trucks, lofts, and move-in ready space at the 2105 Forest location.

"We're going to have a vanilla shell space there that could accommodate a restaurant, which is ideally what we'd like to have in there," he said. "Our intent is not to own a restaurant, but to have a space available for someone to lease as a restaurant or an event space."

The commission also voted 5-0 to approve a facade improvement extension for Chelsea Properties LLC at 1401 Main Street to June 30, 2023.

Barton Commission discusses improvements coming to GB Alive area

Great Bend Post At the 2023 budget meeting in July, the City of Great Bend discussed
giving employees a 3% cost-of-living adjustment and adjusting the salary
resolution upward by 3% as well. 
At Monday’s meeting, the Great Bend City Council approved the salary resolution
in the consent agenda. 
For the 12-month period ending June 30, the Consumer Price Index

Great Bend adjusts salaries for city employees

Happy Fall! The past few mornings my bike commute has been so enjoyable. The cool crisp air reminds us that fall is here. In our world of Extension, October signals the beginning of a new program year. It is the perfect time to enroll kids in 4-H for the first time or re-enroll members through the online process.

Speaking of 4-H I want to remind you that we are looking for someone to join our team as the 4-H and Youth Development Agent in the Hays office. You can find more information about the application process on our Cottonwood Extension website. I hope you will share this information with someone who is passionate about working with youth in our area and encourage them to apply.

Since my retirement date is just four short months away, our Cottonwood District Board will be conducting a search for a District Director with community vitality programming responsibilities. That position description and application process will be advertised beginning October 18th with interviews set for early December. The District Director serves as the administrative leader of the Cottonwood District’s budget and fiscal operations; personnel management of local staff; and overall program development and delivery. If you know someone with these skills encourage them to apply.

A couple of weeks ago I highlighted the upcoming open enrollment period for individuals with Medicare coverage. Appointments will be available in both our Great Bend and Hays offices, so just give me a call to set up a time. There is no charge for this service, and it really is a good idea to review your prescription drug plan each year. That way there are fewer surprises after the first of the year.

Another upcoming workshop that I will be leading is a ServSafe class for Food Handlers. This workshop is set for Wednesday, November 2nd, from 1:00 – 4:30 at the Great Bend office meeting room, 3007 10th Street. A $15 registration fee holds your spot and participants will receive an up-to-date manual and refreshments. Whether you are an occasional food handler at your churches’ soup supper, or you work in a food service-related job, this class is excellent. Participants will receive a certificate of completion to share with their employer. Class size is limited so call our office at (620)793-1910 to sign up.

asked Code Enforcement Supervisor Art Keffer if city crews could take a look at
the property at 3519 10th Street. 
Soupiset said weeds were getting tall and trash was starting to collect on the
property. 
The land in question is the Wendy’s restaurant on the south side of the street.
Announcing a remodel, Wendy’s demolished the building in August. 
"I've been told in the past, the city has mowed that right of way when the owners didn't," said Keffer. "Why we did, I don't know. We can address it to the new owners of the property. That's about all I can do. It takes 10 days, at which point, if they don't take care of it we'll go clean it up." 
Wendy’s in Great Bend has been closed since June 4. With the
restaurant completely removed, a sign near the street states a new Wendy’s is
coming soon.&nbsp; &nbsp;&nbsp;

Overgrown vegetation questioned at demolished Wendy’s in Great Bend

Chamber of commerce directors serve an essential role in the sustainability of small towns throughout Central Kansas. And now Ellinwood is looking for that person. With the departure of former director Jordan Waite at the end of August, the Ellinwood Chamber of Commerce is looking for an energetic someone to fill her shoes.

The Great Bend City Council officially approved the Quality of Life
Capital Improvement Plan this week, and now the city can get started on
projects, some as early as this year. 
The .15% sales tax increase approved last November began receiving collections
this past summer. Great Bend projected to receive $330,500 in 2022 from the tax
revenue. With three months of tax collections to go in 2022, the city is
approximately $94,000 shy of its goal. 
City Administrator Kendal Francis said sales tax collections are going better
than expected this year. "Any excess funds would be accounted for," said Francis. "We would put a line in for our budget or accounting that shows the excess. The projects are best estimates, but they could easily go over in some aspects. The lighting on the walking trail at Vet's Park, depending on if we do the entire path, we could exceed that amount." 
In 2022, Great Bend has funds allocated for several projects including park
bathroom improvements, lighting at Veterans Memorial Park walking trail,
sidewalk cost share program, fish habitat at local lakes, Christmas lights
improvements, paintball course and a Brit Spaugh Park project. 
After a full year of tax collections in 2023, the city expects to receive
$567,000.&nbsp; &nbsp;&nbsp;

Other projects listed on the 10-year master plan include dog park improvements, splash pad, shooting range, extend the walk/bike path, Brit Spaugh Zoo improvements, turf replacement, skate park repairs and bathrooms at Langrehr Field.

Let the projects begin; Great Bend’s ‘quality of life’ plan approved

On Wednesday, Oct. 5 at approximately 10:48 p.m., an officer with the Great Bend Police Department was observing traffic on 10th Street near MacArthur Road. 

The officer observed a vehicle leaving the area near the Finer Mobile Home Park and observed a traffic violation. The officer conducted a traffic stop in the 800 block of Patton Road. During the traffic stop, the officer observed the driver, later identified as Levi Nord, and the passenger, later identified Heather Holmes, both exhibit a number of behaviors commonly associated with criminal activity.

Great Bend Police Department K-9 "Menta" was deployed and conducted a free air sniff of the vehicle where she alerted to the possible presence of narcotics in the vehicle. During the search of the vehicle, methamphetamine and drug paraphernalia associated with the use and distribution of narcotics were located. Additionally a quantity of cash was seized. 

Nord and Holmes were both arrested for possession of methamphetamine with intent to distribute, possession of drug paraphernalia and no drug tax stamp.

Barton County Sheriff's Booking Activity (10/5)

Anticipation for a new steakhouse in downtown Great Bend continues to grow. Pictures posted on the RePerks Facebook page earlier this week are a hint of things to come. Tellers 1872 Manager Rick Riggs is still uncertain about an opening date, though the Facebook post did say "a few more weeks." Riggs is certain he's pleased with the work of Mark Bitter at Custom Floor Designs as the dining room nears completion.

"He does amazing work, but he's also very particular, and he does not have a problem changing his mind," Riggs said. "At some point, he came up with this idea. He kept thinking about it day after day. I think it kind of grew on him. When he told me this is it, I was okay, we're on our way. Sure enough, we were on our way after that. They knocked it down after that."

The dining room, located at Lakin and Main in Great Bend, has a classic look with old-style wood chairs, black and white photographs of local historical buildings, vintage business marquees, and a large color mural.

Riggs and crew are still working on finalizing a menu, but he does expect to have the daily lunch buffet with fried chicken and one or two other entrees, complete with sides, desserts, and salad.

"I'm in the process of pulling it all together now," he said. "We're going to have a couple tastings here in the restaurant before we open so we can get some ideas of what people like and don't like, so we can either pull it, shelve it, or make it better. It's going to be a simple menu. I think people that come here for dinner will enjoy it."

Regardless of the menu, excitement over the new restaurant continues to build. One woman has already booked a holiday party at the new steakhouse. Riggs is ready to meet the demand of his hungry customers.

"It's just going to be a nice place to have lunch," he said. "It's going to be competitive with any other similar restaurant in this town, or Wichita, or anywhere else. We're not going to try to gouge people just because it's good food and a nice place. It's very competitive."

B. FAÇADE IMPROVEMENT PROJECT:  Request for Extended Deadline – Andrew Mingenback, The Landing:  -Mark Mingenback provided details. Since its inception, there have been supply line issues and historical considerations affected the project.  The Commission extended the deadline to June 30, 2023.

Barton Community College will celebrate the completion of the carpentry, plumbing and welding shop in conjunction with the Great Bend Chamber of Commerce with a ribbon-cutting ceremony at 9 a.m. Oct. 13 in rooms T173-174. There will be brief comments, light refreshments and tours of the facility.

Barton to host ribbon cutting for plumbing, carpentry and welding shop

United Way of Central Kansas is bringing Reality U back to Great Bend Middle School for the sixth year on Oct. 13. With the support of numerous sponsors and the Great Bend Middle School Booster Club, UWCK is setting out to teach this year’s eighth graders about personal finance in a fun and engaging way.

"The aim of Reality U is to show the kids what they could potentially be looking at for their future," said UWCK Director Charell Owings. "Financial literacy is something that has become more and more important in the school system over the last few years, so we really feel like we got lucky with this program. The community just finds it so engaging." 

These lucky eighth graders will imagine their life as a 26-year old and complete an online lifestyle survey which includes questions about their occupation, marital status, use of credit cards, and their current grade-point average. This information is entered into a trademarked software program that links their answers to a unique scenario that is individualized for each student. These scenarios are distributed to them the day of the event.

Each scenario includes the student’s monthly income, credit card debt, student loan information, as well as marital and family status. The students are to transfer this information into their student passport, which similar to a checkbook register, and then make purchases at the 12 booths that represent services and/or products that adults typically must purchase or consider each month. 

These booths include purchasing a car, renting or buying a home, utilities, insurance, phone and fun, retirement and loan repayment, childcare, clothing, and groceries. All the necessities in life to run a household. 

Students have the opportunity to learn how their decisions impact their bottom line as they try to make decisions that won’t result in their check register falling below zero. Sometimes they must return a “purchase” and make a different decision. This event actively engages the students to help them understand the importance of education to their financial future. It also engages the community in supporting financial literacy for these students.

Throughout the day, students also go into breakout sessions to dive deeper into how the choices they make now will impact their future. These sessions include: The Cost of Delinquency with Juvenile Services, The Reality of High School with GBHS Counselors, The Reality After High School with Davis Jimenez, College Headstart with Barton Community College, Youth Crew with Tyler Morton, and Preparing for the Job Market with Great Bend High School JAG-K.

Owings said the vast majority of kids walk away from the program glad to have participated. They also have a new understanding of what it takes to raise a child.

"Kids are expensive, and they do need to take that into consideration as they make their future plans," she said. "It helps them to go home and thank their parents for all that they do for them."

This event takes more than 50 volunteers to put on and the Great Bend Middle School Booster Club generously provides lunch for these volunteers.

Reality U returns to Great Bend Middle School on Oct. 13

The City of Great Bend is anticipating cleaner streets next year when a
new street sweeper will arrive for the Public Works department. 
The Great Bend City Council approved a 48-month, 3%-interest lease purchase
agreement with First Kansas Bank for the purchase of a street sweeper for

If testing before grazing, samples should reflect what the animals are expected to consume, generally leaves and upper portion of the plant. Sample a minimum of 15 sites across a given field. One method is to sample from each corner and the center by walking diagonal lines and sample plants every 50-100 steps or as appropriate for field size.&nbsp;

We expect levels of nitrates and prussic acid to be variable across a field, so more samples are better than less. A rule of thumb is to sample 10 to 20 % of the bales per field or cutting as a minimum. Be aware of areas of the field that exhibited more plant stress than others. If large enough areas, you may want to sample them separately. Your acreage size and feeding methods likely factor into this decision. Use a forage probe that cuts across all plant parts in a bale rather than a grab sample from individual bales or windrows. The Cottonwood extension offices can help with sampling procedures and equipment.&nbsp;

Prussic acid in sorghum following a freeze event&nbsp;

Frost causes plant cells to rupture and prussic acid gas forms in the process. Because the prussic acid is in a gaseous state, it will gradually dissipate as the frosted/frozen tissues dry. Thus, risks are highest when grazing frosted sorghums and sudangrasses that are still green. New growth of sorghum species following frost can be dangerously high in prussic acid due to its young stage of growth. Prussic acid content decreases dramatically during the hay drying process and during ensiling. It is recommended to wait ten days until after a killing freeze before grazing. Sorghum and sudangrass forage that has undergone silage fermentation is generally safe to feed.&nbsp;

BOOR: Part two on nitrate and prussic acid poisoning

Good science is all about getting your hands dirty. For nearly a decade, Ellinwood science teacher Kelsie Harmon has allowed her students to do just that at the Great Salt Plains Selenite Digging Area just outside of Cherokee, Okla. Late last month, Harmon accompanied 32 seventh graders for a little digging as part of her geology unit.

"They really enjoyed it," she said. "It was something very unique for some of them. Some of them hadn't even been out of the state, so that was very cool for a handful of them. As long as the weather cooperates, every year the kids love it."

The digging area is part of the Salt Plains National Wildlife Refuge, a site not unlike Cheyenne Bottoms where thousands of shorebirds congregate each year. Digging season is open from April 1 to Oct. 15 each year, and the buried treasure are selenite crystals, a form of gypsum that is often used by spiritual healers.

"You can't find those, actually anywhere in the world, except for there," Harmon said. "They're not worth anything for some reason, they're not very pretty. It's just something unique and a hands-on experience dealing with rocks and minerals."

Cherokee is virtually due south of Ellinwood, just inside the Oklahoma border. The class left at 7:30 a.m., and returned home around 4 p.m. The day's festivities included the annual photograph next to the Oklahoma border sign.

Great Bend High School’s 2022 Fall Homecoming is scheduled for Friday, Oct. 7. The match-up will include the Great Bend vs. Liberal football game at Great Bend High School’s Memorial Stadium.

The community is invited to celebrate during several Homecoming events including a parade in downtown Great Bend at 3 p.m. and the Madrigal Chili Supper in the GBHS Commons Area from 5-7 p.m.

The 2022 Homecoming Court will be introduced and Homecoming King and Queen crowned on the field&nbsp;at 6:30 p.m. prior to kick-off at 7 p.m.

With three of the five Barton County Commissioners headed out the door after the upcoming general election in November, it could be considered a "lame duck" body. But Commissioner Kirby Krier has been working on a resolution regarding the involvement of sitting commissioners on area boards and committees. Wednesday morning, the commission was finally able to pass the resolution 5-0.

"They can discuss and do anything they want with these boards, and discuss with commissioners, they just have to recuse themselves during a vote for that particular items when it comes to finances," Krier said.

Per state statute, all commissioners must report to the county clerk which boards they serve on. Once elected, they must also report any boards they join.

Krier's original proposal, if passed, would have barred sitting county commissioners from serving on area boards for organizations that receive county dollars. In study sessions, the commission agreed on a compromise so sitting members could serve on boards and discuss financial decisions, but not vote on any financial matters pertaining to the county.

"The resolution we passed today was to eliminate any perception of conflict of interest," he said. "By recusing themselves from voting, that shows there's no conflict."

Wording on Resolution 2022-23 states, "Commissioners shall be prohibited from making motions and or voting on agenda items dealing with the financial concerns of the agencies, organizations, non-profits and all other entities for which they serve as Governing Board or Committee members."

The resolution further states, "Nothing herein shall prevent the Commissioners from making a motion or voting on the annual budget wherein the financing levels of some agencies, organizations, non-profits and all other entities funded or partially funded by Barton County is expressed."
