The Kansas Speech Communication Association (KSCA) named Kim Heath, longtime speech, debate, and forensics coach at Great Bend High School, Secondary Educator of the Year. The award was presented last Friday evening during the organization’s annual conference and awards banquet in Wichita.

Heath, who teaches speech 1, college public speaking, debate and forensics, has been an educator at Great Bend High School for more than 20 years. Founded in 1939, the KSCA brings together professionals dedicated to the art of effective communication.

A Hoisington native, Heath started debate and forensics under Randy Willis, who was a 2021 inductee of the Kansas Teacher Hall of Fame. It was in his classroom at Hoisington High School that Heath fell in love with debate and forensics and the idea of teaching. She debated at Kansas State University for three years, including as part of the 1991 national championship team.

After graduating from K-State, Heath taught and coached at Scott Community High School for two years and then at Abilene High School for seven years. When Heath began teaching at Great Bend in 2004, she left coaching and spent 14 years teaching various levels of English, allowing her to spend more time at home with her children when they were young. In addition to teaching at GBHS, Heath has also taught for Barton County Academy and worked for the Upward Bound program at Barton Community College.

In the Fall of 2018, when long-time Panther coach Barbara Watson retired, Heath took the opportunity to get to coach her sons and reentered the world of speech and debate. For Heath, one of the highlights of her career has been the opportunity to be with all three of her children as they competed at the national tournament for Great Bend High School’s program.

Heath said she loves coaching forensics and debate because there is something for everybody. “We catch kids from all walks of life and we accept everyone,” she said. “Seeing a student’s potential is contagious, and when they see that we truly believe in their worth and ability, they will rise to meet that expectation. They find their voices and share their story with confidence and clarity. It is magical to watch.”

Great Bend USD 428 Superintendent added his accolades, saying, “Mrs. Heath is an exceptional teacher. Her commitment to students is evident in the classroom and beyond. We’re grateful for her years of service at Great Bend High School.”

Heath is married to Dan Heath, who is a retired GBHS teacher. The KSCA Conference holds a great deal of significance for the couple, as they met there 30 years ago. “We have spent our whole careers assisting each other in bringing out the best in our students,” Heath said.

Great Bend educator honored as Kansas Secondary Educator of the Year

The Barton Community College Board of Trustees has approved a revenue-neutral budget for the 2025-2026 academic year, continuing the College’s commitment to fiscal responsibility.

The total projected revenue for the year stands at&nbsp;$37.6 million. The largest portion, 36%, comes from student tuition and fees, totaling&nbsp;$13.5 million. State aid appropriations will contribute&nbsp;32%, or&nbsp;$12.2 million, while the ad valorem tax dollars will provide&nbsp;26%, amounting to just under&nbsp;$9.6 million. Other income sources will support the remaining&nbsp;6%.

This marks the&nbsp;fifth consecutive year&nbsp;that Barton has reduced its mill levy, reflecting a consistent effort to ease the financial burden on Barton County taxpayers. Chairman of the Board Mike Johnson said that despite a reduction in state aid this year, the College has opted to&nbsp;maintain its revenue-neutral stance, choosing to&nbsp;utilize reserve funds&nbsp;rather than increase taxes.

“This budget reflects our commitment to the people of Barton County,”&nbsp;he said.&nbsp;“We’re proud to maintain a revenue-neutral stance while continuing to invest in our students. It’s a careful balance, but one we believe is necessary to ensure an affordable and accessible quality education is available locally.”

To help offset the impact of reduced state funding, Barton has taken proactive steps to manage expenses. These include&nbsp;reductions in staffing&nbsp;and a pause on new hires&nbsp;where possible. Barton President Dr. Marcus Garstecki said these measures are intended to preserve the College’s financial health while ensuring that students continue to receive a high-quality education.

“Remaining revenue neutral is a reflection of our values,” he said. “We’re committed to being responsible stewards of public funds while continuing to serve our students and local communities with excellence.”

Barton Community College remains a vital educational and economic resource for Barton County, with 212 full-time employees living in the county, providing critical workforce training for area employers, and an annual positive economic impact of $30 million for the region. The Board’s decision highlights the College’s dedication to affordability, access, and long-term sustainability.

For the safety and convenience of local residents, the Barton County Commission on Tuesday morning approved two resolutions to establish new speed limits for roadways in and around the new Hidden Hills Estates Addition, located northwest of Claflin in the Independent Township. County Engineer Barry McManaman recommended the new limits to improve safety for residents and motorists.

With 17 planned new homes, “this is going to become more of a traffic generator,” he said about the neighborhood. The changes will allow for a stepped-down speed limit as motorists come into the community.

The first set a 30-mile per hour speed limit for all public roads inside the addition. The second resolution established a 40-mph speed limit on a quarter-mile portion of NE 130 Avenue, beginning at the current north city limits of Claflin and extending north to the south line of Pleasant View Cemetery.

After speaking with the project developers and making observations himself, McManaman presented the resolutions, noting that state law sets a default speed limit of 30 mph for residential streets and 55 mph for rural county highways unless an engineer determines otherwise. He recommended the new limits to address safety concerns related to the new housing development.

The Road and Bridge Department estimated the cost for new signs, posts, and labor to be approximately $750. Signs for the new speed limits will be installed at both entrances to the housing addition and on the affected portion of NE 130 Avenue.

McManaman has talked to the township and they have not taken over the maintenance of the roads yet, so they are still considered private property. Should that change, the action will be updated.

The new speed limits will take effect after the resolutions are published in the official county newspaper, the&nbsp;Great Bend Tribune, and the appropriate signage is installed.

The resolution states that the speed limit is being set to ensure the "safe operation of all vehicles and convenience for citizens." It also clarifies that if any part of this resolution conflicts with a previous one, only the conflicting portion of the prior resolution will be voided.&nbsp;&nbsp;

As crops are actively growing, it is critical to regularly monitor fields. For example, most of the Kansas corn crops are in the tasseling (VT) to grain filling (R1-R4) stages right now, which are the critical stages for determining final yield. During the transitional phase from vegetative to reproductive development (VT), any possible stresses such as drought, flooding, disease, pests, and nutrient deficiencies during this window may lead to fewer kernels per ear, lighter test weight, and ultimately lower crop yield. Therefore, proper monitoring during this phase can help with early stress detection and crop yield estimation.

Thanks to modern precision agriculture technologies such as Unmanned Aerial Vehicles (UAVs), commonly called ‘drones’, fields can be monitored more rapidly, frequently, and more precisely compared to traditional visual inspection by walking the field. Drones can detect the pattern and uniformity of crop growth and identify the problem areas more quickly and precisely.

What is drone-based remote sensing? Drone-based remote sensing involves using a drone equipped with a sensor (camera) to collect images and information by flying over your farm or field without touching the crop or ground. The camera senses light color reflectance from below across a range of wavelengths, both visible and invisible to human eyes. Visible light includes red, green, and blue light. However, it is near infrared (NIR) light, which is not visible, that can be used to detect plant growth and vigor. When the plant is green and healthy, it reflects more NIR light and absorbs red light for photosynthesis. However, when a plant is stressed or less green, the reflection pattern of NIR is just the opposite, as it reflects less NIR light. Such light reflectance values from plant canopies are also used in various equations to calculate vegetation indices (VIs) to assess plant health, greenness, biomass, etc.

Using these thresholds, crop growth can be monitored, and areas of the field that need specific attention can be identified to support decision-making. However, one issue with NDVI maps at the later growth stage of the crop is ‘NDVI Saturation’. This is the crop growth stage at which NDVI reaches the peak level, and it remains the same even when chlorophyll content changes. In this case, Normalized Difference Red Edge (NDRE) indices can be more reliable, as it is more sensitive than NDVI to small changes in chlorophyll content.

Conclusion -visual inspections by walking around the field are quite challenging as they are time-consuming, labor-intensive, and potentially less precise/accurate when limited to a small area of the field. Moreover, such visual inspection or scouting is even more impossible for crops like corn, as they are tall, dense, and have a closed canopy when they reach tasseling and begin grain filling. Therefore, drone-collected imagery at the later growth stage of the crop can help to understand the temporal and spatial variability in crop growth and vigor and yield estimation. CAMPBELL: Crop monitoring with drone-based remote sensing technology

Seventy years of business in a small town is no small feat. Hoisington's Dairy Queen opened its doors for the first time in 1953. Leon and Becky Steiner have run the franchise store for the last 40 years. Earlier this week, customers who visited the restaurant on the city's north side learned the store would be closing its doors for good on Aug. 28.

The announcement on the door thanked the community for its huge support over the decades. The flyer also announced a new hometown fast food-concept restaurant will be opening in the same location.

The Hoisington Dairy Queen survived its share of ups and downs. The building was leveled in the April 21, 2001, tornado, with the rebuild beginning just five months later. In March 2020, all Dairy Queen franchise stores were ordered to shut down their dining rooms during the COVID-19 pandemic. In June 2023, the store offered various discounted treats as part of a week-long celebration of 70 years in Hoisington.

Leon and Becky Steiner have run the franchise store for the last 40 years. Earlier this week, customers who visited the restaurant on the city's north side learned the store would be closing its doors for good on Aug. 28.The announcement on the door thanked the community for its huge support over the decades. The flyer also announced a new hometown fast food-concept restaurant will be opening in the same location.The Hoisington Dairy Queen survived its share of ups and downs. The building was leveled in the April 21, 2001, tornado, with the rebuild beginning just five months later. In March 2020, all Dairy Queen franchise stores were ordered to shut down their dining rooms during the COVID-19 pandemic. In June 2023, the store offered various discounted treats as part of a week-long celebration of 70 years in Hoisington.<figure>

The music usually stops early on Sunday nights, but not during Labor Day weekend in Hoisington. Four days of activities at the 129th annual celebration culminate with performances by Jadynce Jean and Homebrew on Sunday, Aug. 31. Chamber Director Karen Baldyga said the live music in downtown Hoisington begins at 8 p.m.

"At any of our events where we have a beer garden, no coolers are allowed," she said. "The price to get into all of our events for adults is $10. Depending on certain ages, for children it is $5. At our street dance, anyone 21 and older it's $10. Anyone 20 and younger, it is $5. If they are three and younger, it is free."

Activities resume early Monday morning with the kids parade down Main Street at 10:10 a.m., then the big parade immediately after that at 10:30.

"On Monday, we have our 129th Annual parade," said Baldyga, "which is the biggest parade in all of Kansas on Labor Day, and probably the oldest parade as well, followed by a lot of activities that are all going to take place at the Hoisington Activity Center."

Those activities include the Barnard Tire and Auto Repair Car Show at noon, the Hoisington antique tractor pull at 1 p.m., and plenty of food vendors and concessions. The recommendation includes a 40-mph speed limit on a portion of NE 130 Avenue that lies on the east side of the addition. If approved, speed limit signs will be&nbsp;installed on NE 130 Avenue.

ITEM D. HOMETOWN GRANTS: Grant Writing Services – Contract Task Amendment for Project Definition and Funding Strategies: -Matt Patzner, County Administrator, will present details. On February 25, 2025, the Commission approved an agreement with NQSM Corp., d/b/a Hometown Grants, for work relative to the creation of up to four (4) grant applications during a 12-month period for $50,004.00. It is now proposed that the Commission consider an amendment that will allow for additional service provision for the Cities of Ellinwood and Hoisington. The $12,000.00 fee would include up to three projects for each City.

ITEM E. TRAVEL 389: Driving Our Future – Ellinwood: -Chairman Tricia Schlessiger will provide details. This fall, the Commission will Travel 389, meeting with local business owners, listening to citizen ideas and collaborating with those building better tomorrows along our 389 miles of County roadways. The Commission has planned face to face visits with ag-related&nbsp;businesses, family owned ventures, those entrepreneurs creating a stakehold for future generations and local manufacturers and retailers – spotlighting how diversity builds economic prosperity. The first stop on Travel 389 includes Ellinwood businesses.

ITEM F. EXECUTIVE SESSION: -Chairman Schlessiger will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Barton County Sheriff's Booking activity (8/25)

She's from New York but her area code is Los Angeles. And, yet, Allegra Barnett is joining the festivities at the 129th Annual Labor Day Celebration this weekend in Hoisington. The comedian, who has made appearances on Comedy Central's "Drunk History, CBS' "Kevin Can Wait, and Disney's "Liv and Maddie," will be joined by Wichita's Shane Laughary at a comedy show at the Duck Blind Bar, 57 W K-4 Highway, Saturday night at 8 p.m. Barnett is happy to spend some time in middle America.

"I like the people here," she said. "There's a lot of common sense. I grew up on Long Island. That's more of a common-sense area. Los Angeles is not a common-sense area. It's a good breath of fresh air to be around normal people."

As with most comedy, Barnett will discuss some of her own observations - the things in life that just give her "the itch." But it will not be a dirty show.

"Sometimes I like to be a little bit edgy about stuff," Barnett said. "I like to push the envelope a little bit, but that's not even my sense of humor. That's not even how I see things. It would be weird for me to be dirty on stage because I'm not really a dirty person. I think people should know that so they can sit in the front row. People go to a comedy show and they don't know what to expect."

Barnett has made various trips through Kansas, performing in the Wichita and Kansas City areas in past years. But television shows are filmed on the coasts. That's how she ended up in Los Angeles, and a special talent landed her a gig in "Drunk History."

"I was hired because I can juggle," said Barnett. "I don't juggle in my stand-up, but I do juggle. It was vaudevillian-themed, so they hired me to play Buster Keaton's mother, Myra Keaton, who is an actual person from history. It was a cool shoot. Billie Joe Armstrong from Green Day was playing Charlie Chaplin. It was a lot of fun."

"Drunk History" aired for six seasons and was nominated for several Primetime Emmy awards. Barnett played the elder Keaton in the "Legends" episode, juggling in the cramped stairwell of a ship docked in Long Beach, Calif.

"It was fun," she said. "That's something a lot of people respond to. You get hired for whatever. Some of it's good, some of it's awful. It's not really up to me, but I like it when you mention something you've done and people say, 'Oh yeah, that's cool!'"

Barnett did have one question before returning to Kansas in the middle of summer: how are the mosquitoes? Even though the pests inhabit the coasts - more so in New York than L.A. - Barnett said the ones in Kansas are just...worse.

"One of them tried to murder me!" she said. "I was in the store and a mosquito lands on me. I smacked it and it exploded. Blood went everywhere, right in the middle of the store - like a water balloon!"

Laughary will take the stage at 8 p.m. inside the Park View Inn &amp; Suites' Duck Blind Bar, with Barnett to follow. Admission to the show is free.

"There's a lot of common sense. I grew up on Long Island. That's more of a common-sense area. Los Angeles is not a common-sense area. It's a good breath of fresh air to be around normal people."As with most comedy, Barnett will discuss some of her own observations - the things in life that just give her "the itch." But it will not be a dirty show."Sometimes I like to be a little bit edgy about stuff," Barnett said. "I like to push the envelope a little bit, but that's not even my sense of humor. It's not really up to me, but I like it when you mention something you've done and people say, 'Oh yeah, that's cool!'"Barnett did have one question before returning to Kansas in the middle of summer: how are the mosquitoes? US Crude prices through July of this year average just under $68 a barrel. The average so far in August is just over $64.The benchmark futures contract on the NYMEX gained a few cents Friday to settle at $63.66 per barrel. Light sweet crude has held under $64 for eleven consecutive trading sessions. But prices spiked on Monday, with NYMEX crude rising two percent to close in on $65 a barrel. London Brent was also higher, rising toward $69 a barrel by Monday midday.

Kansas oil prices are up a dollar from a week ago, but down $3.50 from the first of the month. Kansas Common crude at CHS in McPherson is fetching $54 a barrel.

The weekly Rotary Rig Count from Baker Hughes has only been this low twice in the last five years. The tally is down one oil rig to a total of 538. The report from Texas is down two rigs. North Dakota is down one.

The Kansas Rig Count from Independent Oil and Gas Service drops to 15, with six active rigs east of Wichita, down two, and nine in Western Kansas, which is down three.

Operators completed 33 wells in Kansas last week, with 19 in Western Kansas. Independent Oil and Gas Service reports 792 new well-completions so far this year, compared to 862 a year ago. Operators completed producing wells in Barton and Stafford Counties. In Ellis County, operators completed four wells including one dry hole. Operators in Finney, Gove and Pratt counties also reported dry holes this week.

Kansas regulators okayed 11 new drilling locations, with seven in Western Kansas including one new permit in Stafford County. With 458 so far this year, new permits trail last year by more than 28%.

The Energy Information Administration reports commercial crude stockpiles dropped six million barrels to 420.7 million as of August 15. That's about six percent below the five-year seasonal average.

At 13,382,000 barrels per day, US crude production is up slightly from a week ago but down slightly from the same week a year ago. EIA says output so far this year is up two percent from last year at this time. The four-week average is down slightly.

The Strategic Petroleum Reserves added 200,000, now topping off at 403.4 million barrels. Strategic stockpiles are up seven percent or 26 million barrels from a year ago.

US crude exports topped four million barrels a day for the first time since June and only the 12th weekly tally this year.&nbsp; The Energy Information Administration says crude exports are up 22 percent from last week, up eight percent from a year ago and up nearly three percent from two years ago.

EIA reports imports at just under 6.5 million barrels a day, down nearly half a million barrels a day from a week ago, down two percent from a year ago, and down six percent from two years ago. The US is a net crude importer, importing more than we export by more than two million barrels a day. But refined-product exports dwarf imports by more than five million barrels a day. U.S. Treasury Secretary Scott Bessent accused India of profiteering from purchases of Russian crude oil during the war in Ukraine. Bessent says Russian oil now accounts for 42% of India's total oil purchases, up from under 1% before the war.&nbsp; Bessent told CNBC that India is “making billions” reselling Russian crude.

The Times of India reported that some refiners in India were postponing new orders for Russian crude, awaiting clarity on the potential impact of additional tariffs. The Trump administration has threatened an additional 25% tariff at the end of the month because of India's Russian oil purchases.

China is the largest importer of Russian oil. They typically take shipment from ports in Russia's Far East, but Bloomberg reports a near-doubling of deals at ports in the Baltic Sea and Black Sea.

Tuesday's weather

September is the best time to give cool-season grasses in Kansas a boost, but homeowners should take note of an important fact before choosing which variety to plant.

Kansas State University horticulture expert Cynthia Domenghini urges homeowners to read the label on the bag of seed before re-seeding the lawn.

“Depending on the seed quality,” she said, “you could be planting weeds along with the desired grass.”

She adds: “Check the percentage of weed seed listed. This will tell you how much weed you will be introducing if you plant this seed mix. For example, if this number is 0.5% weed seed, approximately 12-16 weeds will be planted per square foot.”

Domenghini suggests looking for seed that lists weed seed at less than 0.01%, but 0% is best.

“Check the listing for ‘Other Crop’ on the label, as well, and choose a grass seed with a low percentage,” Domenghini said, noting that ‘Other Crop’ includes any species grown intentionally such as turf and pasture grasses.

Some species of grassy weeds qualify as ‘Other Crop’ and legally do not have to be named if they constitute less than 5% of the contents. ‘Other Crop’ can also include more desirable species that won’t impact the lawn.

“But,” Domenghini notes, “without knowing what is included, it’s best to choose a seed where this number is as close to zero as possible. Quality seed typically has 0.01% ‘Other Crop’ or less.”

Domenghini shared more tips for seeding fall lawns:

· Use recommended seeding rates and distribute well. Seeding at a rate higher than recommended can cause issues with disease and environmental stress.

· Good seed to soil contact is critical. Aeration prior to seeding is one way to promote this. Topdressing and raking to cover seed are other good methods.

· Light, frequent irrigation is necessary the first few weeks after planting and may be required several times daily. Soil should remain moist, but not waterlogged.

· Minimize traffic on the area until seedlings are ready to be mowed. Begin mowing once seedlings reach 3-4 inches tall.

· Prior to planting, mow the area low (1 to 1 ½ inches) to reduce competition with seedlings and help improve seed contact with soil.

· Water light, but often, keeping soil moist but not waterlogged.

· Use a quick-release source of nitrogen.

· Apply 1 to 1 ½ pounds of actual nitrogen per 1,000 square feet.

· Soil should be moist, but not saturated.

· Holes should be 2-3 inches apart and 2 ½ to 3 inches deep.

· Cores can be left on surface and will break down naturally.

BOOR: September an important month when it comes to your yard

TOPEKA – Adam Jay Hrabik, 45&nbsp;of Lyons, was ordered to serve life in prison for the 2020 attempted murder of Lyons Police Officer Cory Ryan and aggravated assault of Lyons High School teacher Brian Friess, Kansas Attorney General Kris Kobach announced on Monday.

Senior Judge Merlin Wheeler sentenced Hrabik on Aug. 21 in Rice County District Court. In June, a Lyon County jury found Hrabik guilty of attempted murder of a law enforcement officer and aggravated assault with a deadly weapon. In addition, Hrabik was ordered to pay over $525,000 in restitution.&nbsp;

Assistant Attorneys General Nicole Southall and JD Hatcher prosecuted the case on behalf of the Kansas Attorney General’s Office. Hrabik was charged with attempted capital murder nearly five years ago in connection with the October 2020 shootings of Lyons Police Officer Cory Ryan. 

Officer Ryan was shot multiple times when responding to a 911 call from Friess, who reported being threatened with a gun. Friess suffered serious injuries during the incident. Ryan spent almost two weeks in a Wichita hospital but survived.&nbsp;

“The survival of Sgt. Ryan and Mr. Friess is a testament to the bravery of everyday citizens, the swift response of law enforcement, and the skill of medical professionals,” said Nicole Southall, “We extend our sincere gratitude to our law enforcement partners for their thorough and tireless investigation, and to the victims and their families for their steadfast support throughout this process. 

Nearly five years later, justice has been served.”The case was investigated by the Kansas Bureau of Investigation, with the assistance of Lyon Police Department, Rice County Sheriff’s Office, Sterling Police Department, Reno County Sheriff’s Office, and the Kansas Highway Patrol.
