Each year, between 700 and 900 cyclists are killed on America's roads. So explained area cyclist Dale Hogg before the Barton County Commission during Wednesday's meeting. The League of American Bicyclists has promoted the activity since 1956 by naming May as National Bike Month. Hogg presented a local proclamation to the commission.

"Whereas the bicycle is an economical and environmentally sound form of transportation and an excellent tool for health, recreation, and enjoyment of Barton County's scenic beauty," he said. "And throughout the month of May, Barton County residents are encouraged to experience the joys of bicycling as being outside, away from the pressures of life. It's beneficial for physical and mental health."

A few of the benefits of cycling include increased cardiovascular fitness, improved muscle strength and flexibility, and a reduced chance of developing type 2 diabetes. Hogg cited the statistics that 51 percent of Americans cycle, and the average American home has 2.6 bicycles. He applauded local leaders for efforts to make the sport safer.

"Barton County has made great strides as far as bike awareness," he said. "The signs on county roads have increased awareness for both motorists and cyclists, alike, and it has helped."

Cycling saw a spike during the COVID-19 pandemic. Peopleforbikes.org reported 10 percent of Americans tried cycling in a new way, with four percent cycling for the first time in one or more years, or for the first time ever. Six percent tried indoor riding or using their bicycle as transportation. Approximately 200 cities nationally changed their streets to accommodate more bikers. 

Wednesday was National Bike to School Day. National Bike Week is May 15-21, and National Bike to Work Day is Friday, May 19.

Athletic Conference baseball and softball championships have been hosted in
Great Bend for the past 10 seasons. The two tournaments are ongoing at the Great
Bend Sports Complex today and tomorrow.

Commissioner since 2007 and said not only is the artificial turf beneficial at
the complex, but the number of fields available is big plus. "It's not just about the game being played, but it's the warmup opportunity and hitting areas that make this an ideal location," said Crawford. "I would say the Great Bend Sports Complex is a unique facility that not only helps a high school tournament, but is ideal for small college baseball and softball that the KCAC brings to the table."

Last April, the KCAC announced both the softball and baseball championships

Commission Director Chris Umphres said the complex is ideal for the tournaments
because both the baseball and softball games can be played at the same
facility. "A lot of the other complexes have the turf field, but they don't have a full-sized baseball field on-site," said Umphres. "Usually it's off to the side and you have some other smaller fields. To have an actual full-sized baseball field with the smaller fields in one hub is a little bit different. We do have the advantage in that."

For 113 years, the Boy Scouts of America has helped prepare America's youth to make ethical and moral choices throughout their lifetimes. Now, the program is battling some cost issues. District Program Chair Shanna Meeks said Scouts are used to paying a $75 fee to enter the program, and the same re-charter fee each January. The Quivira Council recently voted to implement another fee.

"Now it's even more than that because National has decided they're going to raise their rates to $99 per person," Meeks said. "On top of that, we would have the additional $125 fee. So you're looking at $225 per scout and per parent or leader, to be involved in Scouts. That doesn't include any other activities that cost money."

The annual fees have been $75 for scouts and $45 for parents who want to become leaders or volunteers. Most of those costs are covered for scouts living in Great Bend. The new fees would impact five districts in an area ranging from Lacrosse and Kinsley east to the Missouri border, and Great Bend south to the Oklahoma border.

According to an email from the Quivira Council to leaders, the fee was approved last March, and the national increase would take effect Aug. 1, 2023. Meeks said the Quivira fees are higher than fees for neighboring councils, and she and seven other leaders sent letters to the council board and started a petition that, as of Thursday morning, had more than 650 signatures from Scout families and supporters within the council area.

"We've already reached out to the national council office of the BSA, so they're also aware of this," Meeks said. "If they continue to want to impose something like this, the membership within scouts is going to drop, and we're eventually not going to have any Boy Scouts whatsoever."

The Quivira email stated a popcorn initiative would likely also be implemented to help offset costs. Wheat farmers looking for hope and ideas for future growing seasons can head over to Hays for the next Wheat Rx school on May 25, 2023. The program will discuss the long-term research studies conducted at the K-State Agricultural Research Center and provide the opportunity to tour the various plots at the facility before ending with a noon meal.

“The research plots at the K-State Agricultural Research Center in Hays provide valuable information on the long-term agronomic characteristics of Kansas wheat varieties as well as the genetics moving through the wheat breeding pipeline,” said Aaron Harries, vice president of research and operations for Kansas Wheat. “This location is perfect for growers to learn about the latest research findings for suggested management practices to economically and sustainably produce wheat in Kansas and see those research plots for themselves.”

The Wheat Rx schools are part of a partnership between the Kansas Wheat Commission and K-State Research and Extension to disseminate the latest research recommendations for high-yielding and high-quality wheat to Kansas wheat farmers. The Hays program includes a stacked agenda of expertise.

Guorong Zhang, a K-State wheat breeder based in Hays, will walk attendees through the breeding plots and discuss up-and-coming genetics for wheat varieties for western Kansas. He’ll also talk about Wheat Streak Mosaic disease research and improvement of wheat quality.

At the facility’s long-term fertility and rotation plots, Augustine Obour, K-State associate professor of soil science, will discuss what researchers have learned after 48 years of tillage and nitrogen fertility management research. He’ll also discuss the challenges of long-term no-tillage systems despite improvements in soil properties.

As attendees peruse the wheat agronomy plots, Romulo Lollato, K-State wheat and forage extension specialist, will discuss the intensification of wheat production for combined food security and environmental stewardship, the role of wheat agronomy for simultaneously improving yield and quality, and producing more wheat with a lower environmental footprint.

With field examples at their feet, Kelsey Andersen Onofre, K-State assistant professor of plant pathology, will provide an update on wheat disease and management. Finally, Lucas Haag, K-State northwest area crops and soil scientist, will present the economics of wheat production.

“Wheat producers put considerable thought into their decisions throughout the growing season that impact that final harvest,” Harries said. “Our goal is to share the latest research, funded in part by farmers’ investments through their checkoff dollars, to help maximize profitability through management.”

The May 25 Wheat Rx School will be held at the KSU Agricultural Research Center, 1232 240th Ave., Hays, KS 67601, from 8 a.m to noon. Attendance at the event will be free; however, registration is required.

In addition to educational programs like the event in May, Wheat Rx also includes a series of Extension publications and other educational outreach materials designed to address key management areas of hard winter wheat. These publications contain recent data based on novel research funded in part by wheat farmers through the Kansas Wheat Commission’s two-cent wheat assessment. The Hays program includes a stacked agenda of expertise.Guorong Zhang, a K-State wheat breeder based in Hays, will walk attendees through the breeding plots and discuss up-and-coming genetics for wheat varieties for western Kansas. He’ll also talk about Wheat Streak Mosaic disease research and improvement of wheat quality.At the facility’s long-term fertility and rotation plots, Augustine Obour, K-State associate professor of soil science, will discuss what researchers have learned after 48 years of tillage and nitrogen fertility management research. He’ll also discuss the challenges of long-term no-tillage systems despite improvements in soil properties.As attendees peruse the wheat agronomy plots, Romulo Lollato, K-State wheat and forage extension specialist, will discuss the intensification of wheat production for combined food security and environmental stewardship, the role of wheat agronomy for simultaneously improving yield and quality, and producing more wheat with a lower environmental footprint.With field examples at their feet, Kelsey Andersen Onofre, K-State assistant professor of plant pathology, will provide an update on wheat disease and management. Finally, Lucas Haag, K-State northwest area crops and soil scientist, will present the economics of wheat production.“Wheat producers put considerable thought into their decisions throughout the growing season that impact that final harvest,” Harries said. “Our goal is to share the latest research, funded in part by farmers’ investments through their checkoff dollars, to help maximize profitability through management.”The May 25 Wheat Rx School will be held at the KSU Agricultural Research Center, 1232 240th Ave., Hays, KS 67601, from 8 a.m to noon. A Public Comment Hearing in the Russell and Hays Water Transfer proceeding will be held on June 20, 2023, at Fort Hays State University in the Student Union Black and Gold Room. The Public Comment Hearing will start at 6:00 p.m. with brief presentations by the cities, Water PACK, Edwards County, the Big Bend Groundwater Management District No. 5, and possibly State agencies. The public will then have an opportunity to provide comments.

Public comment hearing scheduled for Russell/Hays water transfer

Despite the long list of negative mental and physical effects related to methamphetamine, it remains a popular stimulant throughout central Kansas.

Because of its widespread use among teenagers and adults, Scot Yarnell and Jill Hulse wanted to provide basic information about meth in observance of National Prevention Week May 7-13.

Yarnell and Hulse see clients at The Center for Counseling &amp; Consultation, 5815 Broadway. Yarnell is a Psychiatric Mental Health Nurse Practitioner, while Hulse is a family practitioner studying to add PMHNP to her credentials.

“Methamphetamine is highly addictive and, unfortunately, it is easily available in this area,” Yarnell said. “One of the more eye-opening statistics is that the rate of deaths related to meth overdoses increased 180 percent – yes, 180 percent - from 2014-2019.”

In many instances, there is a relationship between meth use and an underlying mental illness. These illnesses include post-traumatic stress disorder, mood disorders, anxiety, major depression and panic disorders.

“We can treat these co-occurring problems here at The Center,” Yarnell noted. “Depending on an individual’s circumstances, we can use a variety of therapies to support someone who wants help and/or is suffering withdrawal symptoms.

“Also, we offer urine tests to educate clients on what drugs they actually have in their system. Sometimes it is not just meth; it is meth laced with fentanyl or some other potent drug.”

Hulse noted that the use of stimulants sometimes begins in elementary school when Adderall is prescribed for attention deficient hyperactivity disorder, or other conditions.

“Even when a prescription for Adderall is indicated, the drug is often misused,” Hulse said “In fact, statistics show that almost half of young adults misuse their prescription.

“We would just suggest that parents have a conversation with their prescribing physician. They could ask for guidance on how to prevent their child from getting addicted to a drug.”

A couple of Adderall statistics are telling about use and abuse in the United States. In 2013, for example, there were 18 million prescriptions for the for the drug; in 2021, that number had exploded to 41.4 million.

In addition, America consumes 80 percent of the drug’s global supply.

Meth/stimulant effects The abbreviated list of side effects from meth and other stimulants includes increased energy, euphoria, sleep-pattern problems, weight loss, tooth decay, mood swings, irritability, anxiety, aggression, paranoia and memory impairment.

Meth also has been associated with high blood pressure, heart arrhythmias, aortic problems, heart attacks, heart failure and stroke.

“Risky behaviors that can lead to sexually transmitted diseases should also be on the list,” Hulse said. “This is because meth can affect impulse control, while causing cognitive deficiencies and impaired thinking.”

National Prevention Week is sponsored by the Substance Abuse and Mental Health Services Administration.

The Center providers share meth information during special week

Crews from the Great Bend Fire Department conducted rope training Wednesday, May 3 at American Plains Co-op. The Fire Department simulated having to both raise and lower a possible victim. 

In most instances fire crews would just lower the patient to the ground but it is always good to add variables into training for different potential scenarios that exist.&nbsp;&nbsp;

Gas prices have again been on the rise. That will not be a factor for the Barton County landfill for the upcoming year. That Barton County Commission approved Solid Waste Director Jennifer Hamby's request to enter into a diesel contract with American Plains Coop. The contract locks in the price of a gallon of diesel at $2.89 for one year beginning June 1, or for 25,000 gallons, whichever comes first. Commission Chair Shawn Hutchinson said the county began contracting fuel about a year ago, and the program has its benefits.

"I don't think we'll ever pay more than the average doing it this way, but if we ever pay just a little more, I think it's still worth it because we can truly budget instead of just going off floating gas price," he said.

The county's road and bridge department also has a diesel agreement, and both contracts so far have saved the county money.

The county also approved the purchase of a 2023 Ford Edge SUV for the health department. Director Karen Winkelman explained the agency had unused Kansas Department of Health and Environment (KHDE) grant funds from a child licensing grant. The funds were unused due to a vacancy in the position for several months. Winkelman said KDHE approved use of the funds to purchase a new vehicle for the current licensing worker.

"She serves six counties: Barton, Rush, Pawnee, Stafford, Ellsworth, and Rice," Winkelman said. "That is a combined 110 facilities that she surveys. So she's on the road a lot."

The new vehicle will take up $42,495 of the remaining $45,000 in grant funds.

Barton Co. approves diesel contract, purchase of new vehicle

The try-try-again method is paying dividends for the city of Larned. Officials applied for a grant in round one of the Building a Stronger Economy (BASE) economic development program. That effort failed, but the city secured $750,000 with a round-two application. Mayor William Nusser called it a perfect match to some private investments in downtown Larned.

"We have to build off each other," he said. "We had private investment, the city puts a little bit of infrastructure investment, and hopefully, we'll continue to see more private investment and see downtown development. Brad Eilts, our city manager, put a lot of work into it. We're very happy with the result."

The city has been eyeing some improvements downtown, but Nusser said this project would not be possible without the grant.

"You could have maybe tried to spread it over a long period of time, but our council has been very good about doing with what you have," he said. "We try to operate with what money's on hand. We don't like to leverage debts to future taxpayers and future councils. Having that $750,000 on the front end really helps."

Street repairs are already scheduled to begin in 2024, and the BASE grant will go toward many of the more aesthetic features of downtown, including sidewalks, benches, trashcans, lighting, and planters. Broadway Street, between Fourth and Seventh Streets, will be the targeted improvement area.

"The scope of the budget will drive a little bit how much we can go east-west and north-south," Nusser said, "but your hope is, at minimum, you're coming from the courthouse south to that intersection."

The city worked on a recent water tower project with Bryan Falk at Topeka-based Falk Architects, Inc. Last Monday, the Larned city council approved working with the firm again for a design of the project. The city has two years from the funding date to complete any projects using the grant.

"My next stage here is getting as much community engagement as possible to figure out what the community wants to see downtown," said Nusser. "Not just the community, but also especially the downtown business owners because everyone is affected."

Gov. Laura Kelly announced the awardees of round two of the BASE grants last Tuesday. Nearly $50 million was divided among 39 entities. BASE grants are used to address infrastructure and economic development needs that were affected by the COVID-19 pandemic.

Great Bend Alive, the downtown development arm of Great Bend Economic Development, celebrated their 3rd season of Fridays on Forest with a ribbon-cutting ceremony with the Great Bend Chamber of Commerce on April 28th, 2023. The event took place on Forest Avenue, from Williams St. to Main St.

Lee Ann June, Communications Director of Great Bend Economic Development, stated, "We are thrilled to bring back Fridays on Forest for its 3rd season, and we can't wait to celebrate with the Great Bend Chamber of Commerce and our community. The event promises to be a fantastic evening of live music, delicious food, and great company, all set in the heart of downtown Great Bend."

Fridays on Forest is a monthly free concert event that runs from April to October on the last Friday of the month. Lovegrass Music Festival Association has partnered with Great Bend Alive to bring three highly acclaimed bands: Gravel Yard from Arkansas, the Brook Blanche Band from Wichita, and Old Fangled from Lawrence, KS. The event was sponsored by Marmies Auto Group.

In addition to the fantastic music, attendees enjoyed food from popular vendors such as Lumpy’s, Los Dos Potrillo’s, Brand 17 BBQ, Mock N'Roll, RePerks, and Yo Dog Wieners, as well as alcohol vendors, including Los Dos Potrillo’s, Lumpy’s, Charlie’s Place, and Dry Lake Brewing.

Great Bend Alive has been designated as a Kansas Main Street Program by the Kansas Department of Commerce. As the downtown development arm of Great Bend Economic Development, they have a focus on historic preservation, events/promotion, development/economic vitality, and design/streetscape.

Taking on the task of renovating the upper floors of the Zarah Mall in
downtown Great Bend is an extraordinary project, and thus needing extraordinary
partnerships to get the job done. That is how Pomeroy Development’s Justin
Pregont described the nearly $6 million project to turn the long-time
vacant upper floors into 24 apartments.

In April, the Zarah Apartments project was awarded $1.425 million from the Kansas
Housing Resources Corporation, and this week the Great Bend City Council
approved resolutions for a Rural Housing Incentive District and Industrial
Revenue Bond for the apartments. Dominic Eck with Gilmore Bell told the council
that the Industrial Revenue Bond helps the developer with a sales tax
exemption. "Any purchases that are made by the developer to rehab this building would be exempt from sales tax," said Eck. "It's not if there are any sales made out of the project upon completion, it's during the construction process when they go make purchases. It's a cost avoidance for them. Any local, state, all sales tax would be affected by this." 
The basic premise of the RHID is as new value is created on property, the
incremental property tax generated from the increase in value can be used to
pay eligible project costs. 
The rental space will include studio, one-bedroom and two-bedroom apartments
ranging from $800 to $1,200 in monthly rent. Pregont noted the moderate income
development aims to provide housing to citizens making between $40,000 - $100,000. The timeline to finish the rehabilitation of the Zarah Apartments is by the end of 2024.&nbsp; &nbsp;&nbsp;

The Kansas Highway Patrol reported a 2013 Hyundai Santa Fe driven by Ashley N. Jackson, 38, Larned, was eastbound in 900 Block of NE 140th Street.

&nbsp;The SUV struck a deer crossing the roadway from the south ditch.

EMS transported Jackson and a passenger 37-year-old Chaylayne S. Jackson of Larned to the hospital in Larned. Both were properly restrained, according to the KHP.

The Kansas Highway Patrol reported a 2008 Toyota Tacoma driven by Richard Lee&nbsp;Reichuber, 76, Hoisington, was eastbound in the 100 block of NW 100 Road.

The pickup left the roadway to the right, entered the ditch, struck multiple trees and went airborne over a dry creek bed.

EMS transported Reichuber to Clara Barton Hospital where he was pronounced dead. He was not wearing a seat belt, according to the KHP.

Hoisington man dies after violent pickup crash

Wheatland Electric Cooperative, Inc. (WEC) is proud to announce that Nayomi Olivas, senior at Great Bend High School, was awarded a $1,000 scholarship Wednesday, April 26, 2023 at WEC’s annual meeting and 75th anniversary celebration in Scott City, Kan. Each year, WEC provides thirteen $1,000 scholarships to high school seniors who attend one of the thirteen high schools in WEC’s service territory, as well as one at-large scholarship for a student whose parent/guardian is a member of WEC, but does not attend one of the schools in WEC’s service territory.

A panel of the WEC Board of Trustees reviewed and selected all of the scholarship recipients.
