A little teamwork will go a long way at this summer's Pawnee County Fair. Last week, the Larned City Council, Pawnee County Commission, and Pawnee County Fair Board reached an agreement to pave the area between the fair building and the John M. Lewis &amp; Sons Livestock Center at the fairgrounds. Larned Mayor William Nusser said concrete will replace a sandy area for better wheelchair mobility.

"It's just an interesting thing there because the city owns the ground, and the county owns the building," he said. "We're just working together to get some more paved area for ADA accessibility."

Nusser said the concrete work is expected to be completed ahead of this year's Pawnee County Fair, which is scheduled for July 24-29.

Building a paintball course in Great Bend started as a suggestion from a
youth, made its way to research and plans, but city officials are doubtful they
will be able to execute the construction of a course. 

After the .15% quality of
life sales tax passed in November 2021, a 13-person committee formed to create
a 10-year capital improvement plan to guide how the tax collections should be
spent. The creation of a paintball course was listed as a possible project to
complete. Great Bend Assistant City Administrator Logan Burns said he is ready
to move past paintball course idea. "I've kind of struck out on the paintball," said Burns. "Just with some of the locations and the liability, the netting. I honestly don't think that's going to happen, but as far as other projects go I'd be all for it." 
Initially, there was thought to place the paintball course north of the Great
Bend Expo Complex. For insurance purposes to protect buildings, vehicles and
bystanders, city officials were told a 20' tall netting, at an estimated
$80,000, would be needed. To get away from the Expo Complex, a wooded area, located
a mile south of town by the Arkansas River, was suggested as a site. 
The Great Bend City Council will look for other youth-related projects to

Great Bend Rec Board meeting agenda (5/8)

Fentanyl use continues to be a growing crisis in Kansas and beyond. In 2021, the state saw 678 drug-overdose deaths. That's a 42-percent increase from the 477 overdose deaths identified in 2020. Fifty-one percent of the 2021 figure involved synthetic opioid deaths, which include fentanyl.

After some hesitation, the Kansas state legislature approved the legalization of fentanyl test strips, which had previously been considered drug paraphernalia. The goal of the strips is to detect unwanted fentanyl that may have been laced into other narcotics. Amy Ferguson, coordinator for Rise Up Central Kansas, a task force of the Central Kansas Partnership, explained how the small strips are used.

"Once it has been introduced into a container with water and whatever substance, be it a pill, meth, cocaine, heroin," she said, "once it's been mixed in with the water, it will test positive or negative within two minutes of whether there's fentanyl in it."

The strips cost approximately $1 each. Kansas Governor Laura Kelly has yet to finalize the legislation, which would open the door for state and federal grants for purchase of the strips. Ferguson said part of the holdup on the legislation may be the possibility of false negatives with the strips.

"(Fentanyl) is all created a little bit differently to try and avoid detection," she said. "What happens is, you can test it, and if it's not the analog that test covers, it will give you a false negative."

Others believe the strips will only encourage more drug use. Ferguson said said to that end, prevention is always the ideal.

"We like to always promote prevention," she said. "Having our kids involved with football, volleyball, soccer, or being involved with Youth Crew, 4-H, Scouts, or even having them at the dinner table. Those are all things that keep kids tied into the community to help prevent the use of substances.

"One thing families can do is practice with their kids what they're going to do when they have a friend who is introducing marijuana or meth for the first time. What are they going to do? How are they going to say no? Practicing that with them so they're not caught off guard."

For those already suffering from substance use disorder, there are a variety of local resources available, including peer navigators who are former users who have made it out of addiction.

Barton County Sheriff's booking activity (5/5 - 5/7)

The St. John Homecoming Hall and Museum is making strides to show all the history of Stafford County. Last month, the Lucille M. Hall Museum was awarded $10,000 by Humanities Kansas for a portrait project highlighting some of the county's lesser-known historical faces. 

"We're just trying to tell more stories of diversity, while also telling the stories people are more familiar with," said Beccy Tanner, project director. "This year, we're focusing on Native Americans whose tribe would have been prominent in this area prior to the settlement of the first settlers."

This is the second phase of a multi-year project. Two years ago, the museum invited descendants of African American Exodusters who arrived in the area in the late 1870s. Photographer Bo Rader, using 19th-century wet plate glass negative technology, took portraits of the visitors and donated his work to the museum. The photos are now part of the "Hall of Portraits: Documenting Our Diverse Legacy" exhibit at the museum.

"Hopefully, by the time it's all said and done, we'll have more than 100 portraits," Tanner said. "There's a wonderful song in the musical 'Hamilton' that 'History has its eyes on you.' I think this will be a chance for people to see that history does indeed have its eyes on you as you come into this portrait room, and you see all these people, and you see their portraits looking directly at you as a visitor."

Museum volunteers will also do recorded interviews with each of the subjects in the portraits. Those interviews will be available on the museum's YouTube channel. A 30-minute documentary will dive deeper into the impacts various cultures have made in the area. Another documentary in production features St. John's national champion marching band from the 1930s.

Michael Hathaway volunteers as director at the museum, and his nephew, Seth Hathaway is filming the interviews. The group tries to keep fresh exhibits in rotation, including a current "Death on the Prairie" exhibit that features artifacts from five generations of the Minnis family who have worked in the funeral home business. The "world-famous triple-T" exhibit features historic toilets. 

The museum, located at 304 N. Main in St. John, will have a Jubilee on Memorial Day weekend, and a Homecoming Festival in October.

drought monitor report as of Tuesday, May 2 indicates continued expansion of exceptional
drought in our area, and slight improvement in parts of Northwest and Southwest
Kansas from exceptional to extreme and even small areas severe.&nbsp; Yes, as bad as that sounds it is a slight
improvement.&nbsp; The six to ten-day outlook
(May 9 to 13) indicates a 50 to 70% chance of leaning to above normal temperatures
and s 33 to 40% chance of leaning to above normal precipitation.&nbsp; The eight to fourteen-day outlook (May 11 to 17)
indicates a 40 to 50% chance of leaning to above normal temperatures and a 33
to 40% chance of leaning to above normal precipitation.&nbsp; The temperature outlook isn’t good bur at
least there’s a chance of significant rainfall.&nbsp;
A chance as this time of year we don’t tend to receive overall soaking
rains but storms so the amounts will likely vary over very short distances.

Today, since the drought won’t disappear
anytime soon, it might be useful to discuss how to approach weed control under
our current conditions.&nbsp; You may have
noticed last year that even though our crops were drastically affected by
drought and heat, that weeds while exhibiting the effects of drought seemed to
do much better than the crops.&nbsp; Most
weeds are much better adapted to our weather extremes than our traditional
crops.&nbsp; Most are able to produce viable
seed more quickly and the perennial weeds we deal with are especially
well-adapted to surviving extreme heat and drought.&nbsp; Add in that most are very small seeded and
easily able to germinate at or near the soil surface while our crops less
so.&nbsp; So, what are some ways to stay ahead
pf weed pressure?

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Start
with a weed free seedbed while minimizing the loss of what soil moisture might
be there.&nbsp; Avoid aggressive, deep
tillage.&nbsp; Small weeds are easily
cultivated out while larger weeds are likely best treated with herbicide.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Spending
money on inputs is always expensive but even more of a concern over the last
two years.&nbsp; However, a good pre-emergence
herbicide prior to or before the crop emerges is a wise investment.&nbsp; The challenge for many is the need for
moisture or tillage to incorporate them.&nbsp;
For irrigated fields, it’s not a big deal.

Great Bend is very proud to host the Vietnam Veterans Wall That Heals on May 11-14, 2023 at Al Burns Field in Veterans Memorial Park. We invite everyone to come see the Wall for Free during the open hours. However, before it’s set up and ready to be visited, there is an escort that is also something the Public will want to be part of. &nbsp;

The Escort for The Wall That Heals will take place on&nbsp;Tuesday, May 9, 2023&nbsp;and it includes 50-100 motorcycles flying American Flags and the trailer. They will gather and begin in the 300 Block of Main Street in Claflin, KS and the escort will begin at approximately 1:40pm. After traveling South on Main in Claflin they will head West on K4 Highway to Hoisington at approximately 30 mph.

In Hoisington the escort will turn South on Main Street on US Highway 281.&nbsp;The escort should arrive at Great Bend at 2:30, and will turn left, following the US-281 By-pass to 10th Street.&nbsp; It will turn right on 10th Street and proceed West to Main Street, passing Riley school at approximately 2:35.&nbsp; It will turn right at Main and head North to 24th Street, passing North Dillons at approximately 2:40.&nbsp; Then the escort will turn left to proceed West to K-96 highway, passing Jefferson school at approximately 2:45.&nbsp; At K-96 the escort will turn left and proceed Southeast on K-96 to 17th Terrace, turning left and arriving at Al Burns Field at approximately 2:55.

View 'Wall That Heals' escort route to Great Bend

May 20 is shaping up to be a big day in Ellsworth. Legionfest returns with a host of food and craft vendors, a state-sanctioned kids' tractor pull, and a cornhole tournament. But before that, Ellsworth County Medical Center's Hospital Auxiliary is hosting its first-ever Color Run &amp; Walk 5K. 

"It so happens it's also Legionfest that weekend, so we want to support our heroes," said Auxiliary President Tina Davis. "We thought the color was a way to bring life into our legion heirs, and to also represent the women who do so much to support our hospital."

Early bird entry for the color run is $25 and includes a t-shirt and a pair of sunglasses. Entry fees after May 10 increase to $35. The run begins at 8 a.m., but the lineup begins at 7:30 a.m. at the Ellsworth Recreational Center, also known as the armory. Music will play throughout the run, and of course, there's the color.

"All the participants are encouraged to wear a white t-shirt for the actual run," Davis said. "We have colorful chalk that is thrown into the air at four different stages in the run. The chalk powder gets thrown up in the air and on you, so when you're done with the run, all different colors are in your hair and on your shirt."

Proceeds from the color run will go back to the hospital auxiliary to purchase blankets for inpatients.

Ellsworth Legionfest kicking off with new color run/walk

When the shortage of daycare providers was identified as a significant workforce impediment, Pawnee County business and community leaders stepped up to seek innovative solutions, said Melanie Urban, Pawnee Valley Community Hospital administrator.

Urban is one of more than 26 active members in the newly formed Childcare Task Force. The group was formed as a result of local discussions about enhancing the local business climate.

The task force, which met for the first time Feb. 21, includes current Pawnee County home-daycare providers, as well as leaders from Caring Hands Day Care Center on the Larned State Hospital campus.

“These members all support efforts to bring additional childcare services to our county,” Urban said. “The task force is committed to supporting our vital current providers and helping us find new avenues to adding more childcare services.”

It has been determined that services are needed for an additional 74-80 children.

“This big number surprised the group but it also motivated us to stay the course and try to make a difference,” Urban commented. “This is so important to the local workforce. Businesses make offers to prospective employees but those offers are rejected because applicants cannot find daycare.

“In addition, some employees quit their jobs or work fewer hours for the same reason. Most families need all adults in the home to earn a salary and have access to health insurance.”

Another task force member, Cheryl Hoberecht, RN and Pawnee County Health Department administrator, noted that daycare shortages are a major stressor for families locally and nationwide.

“When businesses can’t hire new employees, they may not be able to maintain operations or might even have to close their doors,” Hoberecht cautioned. “Pawnee County simply cannot afford to lose businesses. Young people won’t be attracted to settling here, which has a huge negative impact on economic development.”

Hoberecht also noted there is a need for nighttime childcare, especially because of shift work in the community.

The task force also will help determine if there is interest in opening a new childcare facility in Larned.

May 17 event A Career Fair was offered Wednesday, May 3, at the Larned Community Center and the task force has arranged a free orientation session for 1:30 to 4:30 p.m. on Wednesday, May 17 at the Pawnee County Health Department.

This session is designed for anyone interested in becoming an in-home childcare provider. For more information, contact Felicia Fyler at the Barton County Health Department by calling 620-793-1902; Fyler is the area Child Care Licensing Surveyor.

This session will provide all the necessary information on how to start an in-home daycare business. Currently, the Kansas Department of Health &amp; Environment is waiving fees for those interested in a daycare career.

“If you start a home daycare, you probably will have enough children to care for continuously,” Hoberecht noted.

Urban and Hoberecht both voiced their appreciation to everyone on the task force.

“We appreciate all the time and effort each member has dedicated to this cause, especially their commitment to current daycare providers,” Urban said. “Task force members’ knowledge and support propelled us to go forward and ensured we were on the right path.”

Hoberecht summed up her appreciation by saying “great people build great communities.”

exterior makeover last September. Great Bend Economic Development Director Sara
Arnberger said there are three more houses scheduled to be completed this
month. The program provides paint and supplies to citizens to paint the outside
of their homes. "Applications are accepted at any time," said Arnberger. "This is our paint grant program. So if you need the exterior of your home fixed up, you can find details of the program online. Applications can be found there as well." 
Those financially and/or physically unable to get their house painted can apply for
the program in Barton County. To be eligible, a single-person household must have an income of $36,360 or less. If approved, houses must be painted within
90 days of approval. Economic Development assists in organizing a group of
volunteers, if needed, to help paint the houses with supplies provided through
the exterior home assistance program.&nbsp; &nbsp;&nbsp;&nbsp;

More homes to be ‘brushed up’ in Barton County

The Golden Belt Community Foundation invites proposals for its upcoming grant opportunities. Applications are now being accepted from qualified 501(c)(3) non-profit organizations and public institutions, including schools, government entities, and clubs and civic/community organizations in Barton county for charitable programs and projects. The CPI Quality of Life Barton County Fund seeks to improve the quality of life in Barton County. Projects must make a tangible and visible improvement in the community.

Applications for competitive grants are being accepted from May 1st through June 15. Grants will be awarded mid-July.

Accepting applications for CPI Quality of Life Barton Co. fund

The Chambers' first round of Business 2 Business tours on April 25 was a resounding success. The tours were designed to educate and connect local businesses with each other, build relationships, and increase customer traffic. The tours took participants to four local businesses in the area, each with its unique offerings.

The first stop on the tour was ‘That Hipster Place’, a gift shop located on Main Street, co-owned by Jerry and Kristie Carmichael. Jerry provided an insight into their products, store layout, and what makes them stand out from other retailers. Their store is known for cheeky gifts, funny cards, and unique items that always bring a smile to their customer’s faces.

The next stop was Kustom Floor Designs, which opened in 1979, with a goal of serving customers with integrity and delivering excellent customer satisfaction. Today, they provide innovative designs, quality products, and outstanding workmanship for both homes and businesses. The tours were designed to educate and connect local businesses with each other, build relationships, and increase customer traffic. The tours took participants to four local businesses in the area, each with its unique offerings.The first stop on the tour was ‘That Hipster Place’, a gift shop located on Main Street, co-owned by Jerry and Kristie Carmichael. Jerry provided an insight into their products, store layout, and what makes them stand out from other retailers. Their store is known for cheeky gifts, funny cards, and unique items that always bring a smile to their customer’s faces.The next stop was Kustom Floor Designs, which opened in 1979, with a goal of serving customers with integrity and delivering excellent customer satisfaction. HAYS, Kan - The 18th annual John Heinrichs Scholarly and Creative Activities Day (SACAD) was held on April 19. The event was created in 2005 to allow university faculty, staff, and students to share their scholarly and creative work. From that initial in-person event, SACAD has grown to include in-person or online poster and oral presentations as well as a variety of creative works displays.

The SACAD committee, comprised of faculty, staff, and students, evaluated the scholarly and creative works and awarded prizes to the top-three submissions in the following categories:

- Empirical posters comprised of research,&nbsp;statistical analysis, or a program evaluation information - Non-empirical posters that present information that is not based on research data - Creative works, including ceramics, sculpture, drawing, printmaking, photography, and graphic design - A senior recognition award

SACAD is sponsored by the Fort Hays State University Scholarship Environment Committee, with support from the Office of the Provost, the Office of Scholarship and Sponsored Projects, university academic departments, and the deans from FHSU’s four colleges. Heinrichs (1957-2014). A popular Geosciences professor, an internationally renowned Arctic researcher, and esteemed colleague, Dr. Heinrichs had a tremendous impact on Fort Hays State University. He was a key supporter of faculty and student research, and his efforts were largely responsible for launching Research and Creative Activities Week, now known as John Heinrichs Scholarly and Creative Activities Day, in his honor.
