· Persons may present ideas or concerns regarding USD 428. The Board will take no action at this meeting. Such items will be referred to the appropriate administrator(s) for future information and researched and reported back to the Board at a later meeting. Personalities and behavior of employees are not to be presented during this period but are to be reported to the employee’s immediate supervisor. The president shall determine the amount of time to be spent on citizen participation.

2. RECOGNITIONS / PRESENTATIONS
· HOSA-Future Health Professionals is a national student organization recognized by the U.S. Department of Education and the Health Science Education Division that promotes career opportunities in the healthcare industry and biomedical sciences. Five HOSA students competed and qualified for Nationals in Dallas, Tx. Mrs. Andrea Stalcup, GBHS Science teacher, Mr. Ryan Zink, Sports Medicine teacher, and the qualifying students will be recognized. They will also provide a schedule and a proposed budget for the trip and request approval to attend.
· The GBHS Forensics team competed in the Western Kansas district qualifier in Hutchinson in April and qualified eight members for the National Speech and Debate Association National Tournament in Phoenix, Arizona, in June. Forensics is a challenging and competitive activity requiring diverse skills, including critical thinking, research, communication, and performance. Qualifying team members are Quinton Heath, Maddix Pokorski, Eave Taylor, Thomas Henrikson, Darcy Feist, Xanna Smith, Ailey Williams, Hannah Hopkins, Anna Bitter, Reese King, Milena Carbajal, and Alondra Alvarez, coached by Mrs. Kim Heath.
· Lacy Wolters, ACT Coordinator at GBHS, will discuss the Kansas All-Star High School program, ACT preparation and data, College/Senior Signing Day and other academic activities involving GBHS students.
· McCownGordon Construction Manager at Risk, Todd Dumler, and Shaefer Architect Matt Hamm will discuss plans regarding the 1809 24th facility purchased in December. The facility will serve as an education center with a district preschool aligned with Early Childhood Standards, providing high-quality development opportunities to establish a strong foundation for student growth and development and lifelong learning.

4. UNFINISHED BUSINESS
A. Approval of Secondary Foreign Language Curriculum
The Foreign Language Committee presented their chosen curriculum, Carnegie, a reputable author of World Language curriculum, in April. The committee recommends this curriculum, and the administration recommends approval at this Second Reading.
B. Second Reading of GBMS Program of Studies
The GB Middle School Program of Studies book describes all the courses available to Great Bend Middle School students. The book includes course descriptions, wording, and curriculum changes previously approved by the Curriculum Steering Committee. The administration requests board approval at this Second Reading.
C. Approval of 2023-2024 Student and Teacher Handbooks
2023-2024 student and teacher handbooks were presented at the April meeting with proposed updates. At this second reading, the administration recommends approval of the 2023-2024 handbooks listed below.

- Athletic Handbook - Activities Handbook (no changes)
D. Approval of Guaranteed Energy Performance Contract
After releasing a request for a proposal for guaranteed energy performance through an Energy Savings Company (ESCO), the district is ready to select an ESCO. Mr. Popp will give the details on the RFP responses and make a recommendation.

A draft of dates for board meetings is listed below. Approval of the dates will help to plan for the 2023-2024 year. The administration requests the 2023-2024 BOE meeting schedule approval.

B. Approval to Alter DEC Summer Schedule
The administration requests BOE approval to alter summer hours at the District Education Center by closing the office Friday afternoons beginning May 26 through and including July 28, 2023. Employees will have the opportunity to work their number of contracted hours.
C. Approval of Paper purchase for 2023-2024
Price quotes for 680 cartons of 8.5 x 11 copy paper and 40 cartons of 11 x17 paper were requested from paper vendors. The prior-year paper bid projected a need for 600 cases of 8.5x11 and 40 cases of 11x17 paper (2022-2023 quote $30.320.00). Due to a nationwide shortage, pastel and bright copy paper and card stock will be purchased as needed instead of in bulk. Mr. Thexton will make a recommendation and ask for approval for this purchase.
D. GBHS Ramp replacement
Due to deterioration, the concrete ramps that flank the steps on the east main entrance steps at GBHS must be replaced. Cody Schmidt, Director of Maintenance and Grounds, will discuss an option and request approval of a quote to replace one ramp this summer. The other ramp will be replaced at a later time.
E. Approval of ESSDACK Membership
The Educational Services and Staff Development Association of Central Kansas (ESSDACK). ESSDACK is an education service agency supporting educational entities to provide leadership, innovation, products, and solutions for school districts. Mr. Thexton will give details on this service center and request membership approval.
F. Approval of ESSDACK Connect
ESSDACK Connect is an interactive virtual model providing interactive, rigorous coursework for virtual students. Mr. Thexton will discuss a partnership with ESSDACK Connect and how it can benefit USD 428.
6. ASSISTANT SUPERINTENDENT / CURRICULUM REPORT
A. KESA OVT Review
The Outside Validation Team (OVT) met in April to discuss district goals, including increasing classroom rigor, focusing on relationships through a trauma-sensitive approach, and building interaction with stakeholders.
B. Lincoln HVAC/Boiler Conversion Update
Mr. Popp will update the BOE on the construction schedule for the HVAC Boiler conversion project at Lincoln Elementary School.
C. Summer School
The 6-12 grade Summer School will be offered from June 5-30 at GBMS and GBHS. The PreK-5 Academic Summer School will be in each elementary building from June 5-23 from 8:30 a.m. to 12:00 noon. A K-5 Summer Learning & Enrichment school program will be from June 26-30 and continue July 10-21 from 8:00 a.m. to 2:00 p.m. Monday through Thursday and from 8:00 a.m. to 12:00 noon on Fridays at Riley and Jefferson Elementary schools. All returning USD 428 elementary students are invited to attend. The district will provide a complimentary breakfast and lunch for all students.
D. Personnel Report
Teacher candidates continue to decline, and fewer young people choose to teach as a profession. As teacher positions are being filled, there are also positions open for substitute teachers and classified staff. Interested job applicants may view and apply for current positions online at greatbendschools.net.

· 2-1A State Baseball: May 25-26, 2023, the 2-1A State Baseball Tournament will be hosted by GBRC at the Great Bend Sports Complex.
