As of Tuesday evening, all major highways maintained by the Kansas Department of Transportation in the south central region have been reopened.

KDOT closed a number of highways in the region after blowing snow and treacherous conditions hit Monday.

Still, motorists should continue to be prepared for slippery conditions and drifting snow in scattered places.

KanDrive.gov shows that most highways in District Five – which is south central Kansas – have been cleared or partly cleared. A few sections remain completely covered.

Motorists should continue to slow down, stay alert and check KanDrive.gov for highway conditions across the state.

Over a 24 hour period, City of Great Bend street crews’ biggest problem
dealing with ice and snow removal was the drifting snow. Great Bend Public
Works Director Jason Cauley said staff was called in at 4 a.m. Tuesday and
started hitting the streets around 5:30 a.m. 

The city’s fleet includes two snow
plows, three motor graders and three loaders.


"The plows we send to help open areas," said Cauley. "The graders were hitting Main Street, 10th Street and around the hospitals. The loaders follow the graders and ideally open up the intersections. As we blade through the intersection, cause a little bit of a pileup, our loaders go through and open those intersections up."

Shortly after noon Tuesday, crews had the majority of the priority streets
cleared in Great Bend and then started working on secondary streets such as
Lakin Avenue and 17th Street Terrace. 


"We do not do residential streets because of the amount of work we have just to get the priority streets and secondary streets cleared," said Cauley. "It's a very time-consuming process. Sometimes we can't even fit our equipment down a residential street due to cars parked on both sides of the street."

As the snow is removed, the city has drivers lay down salt and sand to assist
with the ice and traction. Cauley said the majority of the priority streets are
wide enough that crews do not have issues with nearby parked vehicles.&nbsp; &nbsp; &nbsp;

At approximately 12:05 p.m. Tuesday, the Great Bend Fire Department responded to the report of an RV on fire in the area of 5th and Elm in Great Bend.&nbsp; First units on scene found a camper fully involved, with fire spreading to nearby trees. Fire personnel were able to quickly extinguish the fire, neighbors advised that a person has been living in the camper. Crews performed a search and found no one inside.&nbsp; The fire is being investigated by the Great Bend Fire Department and due to the extensive damage, the cause is undetermined, but believed to be accidental in nature. The camper is considered a total loss.&nbsp; Great Bend Fire was assisted onscene by the Great Bend Police Department.&nbsp;

WINKEL: January - Kansas Radon Action Month

Barton Community College will help area high school juniors plan for their futures at Junior Day, from 9 a.m. to 12:30 p.m. Feb. 14. Those interested can sign up at&nbsp;<a href="http://juniorday.bartonccc.edu/">juniorday.bartonccc.edu</a>&nbsp;through Feb. 1.

The event will feature info sessions with admissions, campus tours, the opportunity to explore multiple majors and several scholarship drawings. Most importantly, students and parents can learn the countless benefits of attending Barton prior to attending a four-year college or, if they choose a career path, before entering the workforce.&nbsp;

The Admissions Department will give away five scholarships: one $1000 scholarship and four $500 scholarships.

Barton's Junior Day to feature $3,000 in scholarship giveaways

Year end statistics show O&amp;G activity in Kansas is down by 20% or more from last year. Independent Oil &amp; Gas Service has reported a 20%-plus decline in year-over-year activity comparisons for the last several weeks. IOGSI bases the assertion on total spuds and total footage drilled. The 1,692 well-completions reported in 2023 outnumber the tally from a year earlier by 103 wells, but other statistics are lower:

*The list of active operators is shorter, total footage drilled is down 25%, permits and intents are each down 18%.*Production has been mired at historic lows for about five years. Kansas yearly output dropped below 30 million barrels for the first time in 2020, and has remained there each year since then. Current output reports show production is down from last year, which saw the second-lowest production total in state records. Dwindling Kansas production offers a stark contrast to the dramatic increase in total U.S. output, which continues to rewrite the record-books.*The end-of-year list of intent-to-drill notices in Barton County shows 40 intents last year, down from 48 a year ago. Ellis County checked in with 44 intents, down from 55 at the end of 2022. Russell County was down seven at ten notices. Stafford County reports 24 intents, down five from the total a year ago.

Operators in Kansas completed 35 wells last week. Eighteen of those were in Western Kansas, including one each in Barton, Ellis, and Stafford counties. Kansas regulators report 17 new drilling permits to start the year, 13 in eastern Kansas and four west of Wichita.

The Kansas Rig Count from Independent Oil &amp; Gas Service remained unchanged at 21 rigs in Western Kansas. The tally east of Wichita was up two at 16 rigs. The total drops 21% from a year ago. A final look at 2023 shows 1,313 wells spudded, down 388 wells from last year, with total well-bore footage down about 25% year-over-year.

The weekly Rotary Rig Count from Baker Hughes shows 521 active drilling rigs, reflecting an increase of one oil rig and a decline of two seek natural gas. The counts in Texas and Wyoming were each down one rig from a week ago.

Crude prices surged toward a weekly gain in New York and London on Friday. Then on Monday, a selloff dropped prices four percent. By midday Monday, WTI on the Nymex dropped below $71 per barrel. London Brent was under $76.&nbsp;The Energy Information Administration reports domestic crude stockpiles were down 5.5 million barrels last week to end the year at 431.1 million, or about two percent below the five-year seasonal average. &nbsp;Production slips from an all-time record the week before. EIA reports output of 13,235,000 barrels per day in the week ending December 29.U.S. crude imports increased by more than 600-thousand barrels to just under seven million barrels per day. The average over the past four weeks is about seven percent higher than during the same four weeks last year.

Bloomberg is now tracking 14 crude-oil tankers hauling about 11 million barrels of Russian crude to India in violation of international sanctions. In the face of the recent escalation of those sanctions, some of those ships are taking dramatic detours, some are returning to Russia, and some are turning off digital tracking systems.

Southwestern Energy and Chesapeake Energy are close to a merger that would create one of the largest natural gas producers in the country. The Wall Street Journal reports the deal would expand Chesapeake’s gas production in the Marcellus basin in the eastern U.S., and in the Haynesville shale basin on Louisiana and East Texas.

No parking on snow routes lifted in Russell

There is still time to get homemade Valentine's Day cards to United Way of Central Kansas for the Box of Love project. UWCK Director Charell Owings said this is the seventh year for the program. Approximately 150 boxes of love were handed out to senior residents in Barton and Pawnee counties in the first year. That number is now closer to 400.

"It's been really impactful," she said. "It's a fun day to go out and make deliveries and get these homemade Valentine's Day cards into peoples' homes. It's a really good connection for the seniors in our community to know there are still people thinking about them."

In addition to homemade Valentine's Day cards, the boxes are filled with fun and useful items for the recipients. The Great Bend Public Library is helping out with a card-making station with materials to create unique, homemade cards.

"It's fantastic to have a partner like the library that will set up a station," Owings said. "It really helps to get the word out. A lot of times, if people aren't following the news very closely, they don't know about it, but when they stop into the library, they see this project is happening. It's just another way for people to get engaged."

Businesses that would like to donate items for the boxes are encouraged to contact UWCK by Jan. 19 to make arrangements. All donated items should be submitted by Feb. 1 to allow time for boxes to be packed. For more information, email unitedwaycentralks.hotmail.com, or call (620) 792-2403.

UWCK Director Charell Owings said this is the seventh year for the program. Approximately 150 boxes of love were handed out to senior residents in Barton and Pawnee counties in the first year. That number is now closer to 400."It's been really impactful," she said. "It's a fun day to go out and make deliveries and get these homemade Valentine's Day cards into peoples' homes. It's a really good connection for the seniors in our community to know there are still people thinking about them."In addition to homemade Valentine's Day cards, the boxes are filled with fun and useful items for the recipients. Home for the Holidays Festival was cancelled because of snow. 


As the holiday festival, the Saturday after Thanksgiving, the event allows many to usher
in the Christmas season with the Christmas tree lighting, carriage rides, food
and refreshments and the parade down Main Street. Hayes said rescheduling a
parade down Main, a state highway, is no small task.


"There are only two routes you can take," said Hayes. "If you have a parade, you can't just turn off on Broadway. We have two state-approved ways you can go. You can't even decide to go east instead of west for the turnoff. It's all down to a science."

Hayes said anyone that plans to have a parade in Great Bend typically needs to
let her know by February, so the city can get permission with the state.
Companies using large semis to ship goods oftentimes have truck routes that
need to know if the highway will be closed.


Because of the cancellation last year, Hayes is planning on beefing up the 2024
Home for the Holidays Festival, possibly with two separate parades and grand
marshals. 


"The whole reason why I love my job is because I am given the opportunity to help create memories for families and people in Great Bend," said Hayes. "That's really what I stem everything from."

Weather was harsh on 2023 Great Bend festivals, looking ahead 

Monday evening's snowstorm packed a predictable punch, dumping several inches of snow on the area. High winds created even more problems. Overnight and into Tuesday morning, virtually all roads were closed in Barton County and Central Kansas. Sheriff Brian Bellendir said efforts will continue into Tuesday afternoon to open roads back up.

"KDOT advises they're going to be opening state and federal highways in Barton, Pawnee, and Rush counties at 10 a.m. or shortly after," he said. "They believe they're going to have them open, but they're still 100 percent snow-packed with ice. They're going to be hazardous driving conditions. People are going to have to slow down."

As of 9:40 a.m. Tuesday morning, Bellendir said north-south county blacktops appear to be passable but are 100 percent snow-packed. East-west township roads and blacktops have heavy drifting up to three or four feet, which is causing issues with township road plows. Some East-west secondary roads continue to be impassable to due snow drifts. Bellendir said crews are hopeful to have blacktops plowed by late Tuesday afternoon.

That first raid was an all-Kansas airplane affair, and I have to tell the story in 250 words."

Yonkey, a Nebraska native, has written several other books, including "Secret Kansas," "Amazing Kansas," and "100 Things to Do in Kansas Before You Die." While promoting the former, she began research for her latest book. She ventured off the major byways to include a few stops like Lawrence and Lecompton, but most of the book will feature stops along major Kansas roadways. The Great Bend section will also include details about the Norden bombsight.

"The Norden bombsite was this top-secret device that, theoretically, enabled more precision bombing," said Yonkey. "Unfortunately, as I understand it, they did not test it at the high altitudes so it wasn't as precise as it was cracked up to be. And the enemy already had it anyway, so all the secrecy was for naught."

Yonkey's latest book will include photographs and thumbnail descriptions from each stop, including Ellsworth, Ellinwood, Claflin, and Larned. K-96 Highway is closed between Alexander and Great Bend. US-56 Highway is closed between five miles west of Garfield and Windom. K-156 Highway is closed 21 miles west of the Holyrood area.

amounts of snow accumulation that Barton County and the rest of the state will
receive. A winter storm warning remains in effect until 12 p.m. Tuesday. 

Barton
County Road &amp; Bridge Shop Foreman Chris Schartz said the county does not
put brine on the roads before winter storms hit, but the department reacts to the severity of the ice and snow.


"Depending on how bad the storm is, we will scrape it off," said Schartz. "On our second pass through, we usually put salt and sand down from a stop ahead to the stop sign."

Barton County has priority routes that get cleared, mostly the streets or
highways leading in and out of towns.


"Emergency vehicles need to be able to get into town," said Schartz. "They need the easiest route to get into town. For example, Olmitz, you have the state highway. The priority would be the road that goes south into Olmitz. We make sure every town has a way to get an emergency vehicle into it."

Past Tuesday’s snow accumulation, the Great Bend area has chances to receive snow
again Thursday and Friday. Temperatures drop below 20 degrees starting Friday,
including a high of 13 degrees on Saturday.&nbsp; &nbsp;&nbsp;

Tuesday afternoon. 


Barton County Sheriff Brian Bellendir said his department has seen
multiple accidents due to the weather, mostly vehicles ending up in ditches.&nbsp;

"KDOT is out plowing snow now," said Bellendir. "They’re dealing with drifts. I’m guessing we dealt with at least 30 vehicles ending up in the ditch, and that’s just the number that we know about or were told about. We have multiple collisions. Stay home."

Bellendir reported a two-vehicle accident on U.S. 281 Highway, just south of
Hoisington and a multiple-vehicle accident on U.S. 56 Highway, near Ellinwood.


Wind chill values in the Great Bend area will be as low as zero for Tuesday. Weather conditions will be blustery, with a west northwest wind 23 to 26 mph. Winds could gust as high as 36 mph.

Barton Co. Sheriff: ‘Stay home, roads still bad’

It is hard to prepare for extreme winter weather when December in Kansas may be one of the warmest on record. However, variability seems to be a characteristic of our weather lately and a drop in temperature with or without above normal precipitation could create some very stressful conditions for livestock. Animals adapt to colder weather as we go through the fall into winter, but if there is an abrupt change, without acclimation, the stress is compounded. Planning ahead can lessen some of the challenges.

Many of us are all too aware of the impact wind has on what it takes to keep warm in the winter. Wind speed along with temperature, humidity, and solar radiation have been combined into an animal comfort index that can be used to classify the level of weather-related stress for cattle. The K-State Mesonet now provides both current conditions and a 7-day forecast of the&nbsp;<a href="https://mesonet.k-state.edu/agriculture/animal/" target="_blank">Animal Comfort Index</a>&nbsp;that producers can use for planning.

During extreme cold, cattle need more energy just to maintain body heat. Windbreaks are a key tool in helping livestock cope with cold stress and reduce the amount of energy, and in effect cost, to maintain weight. Some of the best windbreaks are multiple rows of established trees, but they take years to develop and serve a fixed location. If building a portable windbreak or a windbreak fence, the most effective for wind protection is 75 to 80% solid to reduce wind speed but prevent snow drifting. An opening of 4 to 6” at the base will promote drying and drainage. The science and concepts of windbreaks are well established and are covered in greater detail in the links at the end of this article.

Bedding is another tool to help livestock manage cold stress. Bedding provides insulation from mud and frozen ground and helps keep cattle clean. Shelter and bedded areas only calves can access will help young calves better cope with the winter weather. Bulls can be overlooked during the winter months however frostbite of the scrotum can cause anywhere from short-term to permanent damage to sperm production. Windbreaks and bedding are great tools to protect your investment in bulls and their genetics.

Drought has impacted forage availability in parts of the state and may make it harder to find sources of bedding. If needed, unrolling large round bales of good quality feed can do double duty as feed and bedding for a short-term solution. Feedlot calves that received bedding (4 lbs per head per day) during a particularly cold January gained 3.33 lbs per day compared to 2.25 lbs/day for un-bedded calves. For young or already stressed calves, bedding may minimize negative health impacts from the combined stressors.

When cold stress occurs, feeding cattle late in the day can help cattle cope with night-time temperature declines as the heat of fermentation in the rumen will peak about 6 hours after consumption.

Cattle may move from grazing various crop residue fields to other sites during the winter months. It may be appropriate to stage some emergency feed supplies near these locations in case deep snow would prevent access to these areas for a time.

Planning in advance for extreme weather will minimize stress on livestock and people. Plan for the worst but hope for the best.

 </figure>It is hard to prepare for extreme winter weather when December in Kansas may be one of the warmest on record. However, variability seems to be a characteristic of our weather lately and a drop in temperature with or without above normal precipitation could create some very stressful conditions for livestock. Animals adapt to colder weather as we go through the fall into winter, but if there is an abrupt change, without acclimation, the stress is compounded. Planning ahead can lessen some of the challenges.Many of us are all too aware of the impact wind has on what it takes to keep warm in the winter. Wind speed along with temperature, humidity, and solar radiation have been combined into an animal comfort index that can be used to classify the level of weather-related stress for cattle. The K-State Mesonet now provides both current conditions and a 7-day forecast of the&nbsp;<a href="https://mesonet.k-state.edu/agriculture/animal/" target="_blank">Animal Comfort Index</a>&nbsp;that producers can use for planning.During extreme cold, cattle need more energy just to maintain body heat. Windbreaks are a key tool in helping livestock cope with cold stress and reduce the amount of energy, and in effect cost, to maintain weight. Some of the best windbreaks are multiple rows of established trees, but they take years to develop and serve a fixed location. If building a portable windbreak or a windbreak fence, the most effective for wind protection is 75 to 80% solid to reduce wind speed but prevent snow drifting. An opening of 4 to 6” at the base will promote drying and drainage. The science and concepts of windbreaks are well established and are covered in greater detail in the links at the end of this article.Bedding is another tool to help livestock manage cold stress. Bedding provides insulation from mud and frozen ground and helps keep cattle clean. Shelter and bedded areas only calves can access will help young calves better cope with the winter weather. Bulls can be overlooked during the winter months however frostbite of the scrotum can cause anywhere from short-term to permanent damage to sperm production. Windbreaks and bedding are great tools to protect your investment in bulls and their genetics.Drought has impacted forage availability in parts of the state and may make it harder to find sources of bedding. If needed, unrolling large round bales of good quality feed can do double duty as feed and bedding for a short-term solution. Feedlot calves that received bedding (4 lbs per head per day) during a particularly cold January gained 3.33 lbs per day compared to 2.25 lbs/day for un-bedded calves. For young or already stressed calves, bedding may minimize negative health impacts from the combined stressors.When cold stress occurs, feeding cattle late in the day can help cattle cope with night-time temperature declines as the heat of fermentation in the rumen will peak about 6 hours after consumption.Cattle may move from grazing various crop residue fields to other sites during the winter months. It may be appropriate to stage some emergency feed supplies near these locations in case deep snow would prevent access to these areas for a time.Planning in advance for extreme weather will minimize stress on livestock and people. Great Bend Chamber announces 2024 ambassadors 

Stepping down as chief of police in Claflin may or may not be in the cards for Gary Vaughan. Now a healthy 72 years old, Vaughan has expressed interest in moving to a lesser role with the city. He said that will depend on the ability to hire a qualified candidate.

"I asked the city council to try to fill the position of chief of police," he said. "I said I'd like to still continue to help out a couple days a week and do the code enforcement, but as far as the on-call and responsibility, I've had enough of it. Forty-five years in law enforcement, four years with Uncle Sam, I still want to do what I want to do, but I just don't want to constantly be married to the city of Claflin."

Chiefs of police are always on call but that means more in a small town where chiefs handle not only administrative duties but also work patrol shifts. Vaughan also helped revamp city code enforcement policies in 2015. He would like to continue that role as he believes that code enforcement helped the city turn 75-95 criminal cases a year in 1989 to just nine criminal cases filed in a two-year stretch prior to 2023.

"Our city ordinance allowed for me to go to the judge to get warrants, place them in jail, serve notices to appear," said Vaughan. "Once people realized the city was going to stand behind it, we tore down a lot of houses, people cleaned up a lot of houses, a lot of people sold the junk houses and, since then they've been torn down. We've had about 10 new houses built here in town. That's great for a small town like this."

Vaughan served in the Navy Honor Guard from 1970 to 1974. His law enforcement career began four years later in Valley Center, then he moved north to work in Russell. Starting in 1980, he worked four years as an officer in Great Bend, earning the rank of sergeant. He moved to the Barton County Sheriff's Office in 1984, where he earned the rank of captain working under Gene Marks for four years before Marks lost the 1988 election.

He first served as chief of police in Claflin in 1989, writing most of the department's policies and procedures from the ground up. In 2001, he moved back to the Barton County Sheriff's Office and served as undersheriff until 2009, when he retired.

At the request of then-Claflin Chief Robert Gunder, Vaughan returned to Claflin part-time in 2011. That transitioned back into the role of chief and the new code enforcement officer job in 2015. Vaughan handed the reigns over to another officer in 2019, but that was only temporary. Vaughan was renamed chief of police in 2020 and has held that role since.

Now ready to take on a lesser role with the city, Vaughan still feels he has a lot invested in the community and he wishes to continue to serve. If no qualified applicants apply, he is willing to hang onto the title of chief. If an experienced officer is found for the role, Vaughan is willing to train that officer.

(Recognizing Outstanding Support of Education) Award was created. The most current recipient of a R.O.S.E. award will be introduced. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;Cody Cale, District Support Specialist, is nominated for the R.O.S.E. Award. Cody was at a varsity basketball game and noticed a person in distress was turning blue as they exhibited the universal sign of choking. Cody quickly proceeded to perform the Heimlich maneuver to eject a throat obstruction. Cody’s quick response and knowledge of the maneuver changed a dangerous situation into a positive ending. Thank you, Cody, for being present and knowing how to respond!

5. NEW BUSINESS &nbsp; &nbsp;A. Presentation of 2022-2023 Business Audit &nbsp; &nbsp; &nbsp; The 2022-2023 business audit report and governance letter of AdamsBrown, LLC, have been prepared. Danielle Hollingshead, CPA, will present the report and answer related questions. Board approval of the audit will be recommended. Board members may seek additional information prior to the meeting by contacting Khris Thexton at the DEC or Danielle Hollingshead at the office of AdamsBrown, LLC.

&nbsp; &nbsp;B. Approval to Extend Officer Term to July &nbsp; &nbsp; &nbsp; The S.B. 130 law passed in April 2019 changed the month that school boards elect the board president and vice-president to January instead of July. With the adoption of this resolution, USD 428 wishes to extend the term of the current president and vice-president for the remainder of the current school year, and elect new officers at the July organizational meeting. Furthermore, reaffirming the meeting dates and times for the remainder of the current school year is requested.

&nbsp; &nbsp;C. Approval of Education Foundation Trustees &nbsp; &nbsp; &nbsp; The USD 428 Education Foundation is an independent community-based organization that meets monthly to improve the quality of education by directing its resources toward areas of identified need. The USD 428 Education Foundation Board of Trustees received applications to fill vacancies on the board of trustees. Anna Faye Hensley, Jayme Mayers, and Tina Mingenback’s terms have ended, and Dan Quillin and Jaimee Beugelsdijk will fill their positions. A list of all trustees is available for BOE members to review and approve.

&nbsp; &nbsp;D. Fundraiser Requests for 2024-2025 &nbsp; &nbsp; &nbsp; To fulfill plans for organization fundraising during the 2024-2025 year, the administration has received specific requests (timing and types of fundraisers) from school parent-organization representatives for BOE consideration. The administration recommends approval.

&nbsp; &nbsp;A. Professional Learning Community Update &nbsp; &nbsp; &nbsp; Mrs. Blevins will update the Board on upcoming district staff professional development plans and opportunities for district leaders, administration, and teaching staff.

&nbsp; &nbsp;B. Curriculum Adoption Update &nbsp; &nbsp; &nbsp; The K-6 ELA (English Language Arts) adoption is in the process of piloting new programs and the beginning phase of the K-12 Science adoption. Teachers piloting new curricula have been able to review materials and product samples.

&nbsp; &nbsp;B. Committee Updates &nbsp; &nbsp; &nbsp; Mr. Popp will provide an update on the progress of the following committees. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;· Insurance Committee 1/10/24, 4-6 p.m. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;· Safety Committee 2/6/24

&nbsp; &nbsp;C. Camera System Update &nbsp; &nbsp; &nbsp; The security camera system around the district requires expansion, and the current system is an older system that cannot be expanded with new technology. A new camera system with improved functionality will be presented for consideration for future purchase.

&nbsp; &nbsp;D. Energy Savings Performance Contract &nbsp; &nbsp; &nbsp; A partnership with an energy company could potentially produce improvements that will decrease energy consumption for the district. These savings are then used to pay for the improvements over the course of several years. Mr. Popp will present an opportunity to participate in an ESCO to improve the efficiency of district facilities.

&nbsp; &nbsp;E. Project Updates &nbsp; &nbsp; &nbsp; Mr. Popp will update the Board on the status of current projects.

8. SUPERINTENDENT REPORT &nbsp; &nbsp;A. USD 428 Education Foundation Mini-grants (Attachment 8,A) &nbsp; &nbsp; &nbsp; Mini Grant applications are due January 26, 2024. Licensed staff with innovative teaching ideas are encouraged to apply for these grants.

&nbsp; &nbsp;B. IBB Meeting &nbsp; &nbsp; &nbsp; Members representing GB-NEA and the Board of Education will tentatively meet at the District Education Center for Interest-Based Bargaining (IBB) on Wednesday, April 17, 2024. The meeting will begin at 8:00 a.m. John Rasmussen from the Federal Mediation and Conciliation Service will provide IBB training to participants.

&nbsp; &nbsp;C. Board of Education Assignments &nbsp; &nbsp; &nbsp; The district has various district committees which board members are assigned to. Mr. Thexton will discuss available positions.

&nbsp; &nbsp;D. Board of Education Work Session &nbsp; &nbsp; &nbsp; Mr. Thexton recommends holding a KASB-led work session for board members to review district goals and review leadership roles. This workshop is tentatively scheduled for March 20, 2024 at 5:00 p.m.

Award &nbsp; &nbsp; &nbsp; The Board of Education’s continuing efforts to recognize individuals or groups for their services to the school district, the R.O.S.E. (Recognizing Outstanding Support of Education) Award was created. The most current recipient of a R.O.S.E. award will be introduced. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;Cody Cale, District Support Specialist, is nominated for the R.O.S.E. Award. Cody was at a varsity basketball game and noticed a person in distress was turning blue as they exhibited the universal sign of choking. Cody quickly proceeded to perform the Heimlich maneuver to eject a throat obstruction. Cody’s quick response and knowledge of the maneuver changed a dangerous situation into a positive ending. Thank you, Cody, for being present and knowing how to respond!3. NEW BUSINESS &nbsp; &nbsp;A. Presentation of 2022-2023 Business Audit &nbsp; &nbsp; &nbsp; The 2022-2023 business audit report and governance letter of AdamsBrown, LLC, have been prepared. Danielle Hollingshead, CPA, will present the report and answer related questions. Board approval of the audit will be recommended. Board members may seek additional information prior to the meeting by contacting Khris Thexton at the DEC or Danielle Hollingshead at the office of AdamsBrown, LLC.&nbsp; &nbsp;B. Approval to Extend Officer Term to July &nbsp; &nbsp; &nbsp; The S.B. 130 law passed in April 2019 changed the month that school boards elect the board president and vice-president to January instead of July. With the adoption of this resolution, USD 428 wishes to extend the term of the current president and vice-president for the remainder of the current school year, and elect new officers at the July organizational meeting. Furthermore, reaffirming the meeting dates and times for the remainder of the current school year is requested.&nbsp; &nbsp;C. Approval of Education Foundation Trustees &nbsp; &nbsp; &nbsp; The USD 428 Education Foundation is an independent community-based organization that meets monthly to improve the quality of education by directing its resources toward areas of identified need. The USD 428 Education Foundation Board of Trustees received applications to fill vacancies on the board of trustees. Anna Faye Hensley, Jayme Mayers, and Tina Mingenback’s terms have ended, and Dan Quillin and Jaimee Beugelsdijk will fill their positions. A list of all trustees is available for BOE members to review and approve.&nbsp; &nbsp;D. Fundraiser Requests for 2024-2025 &nbsp; &nbsp; &nbsp; To fulfill plans for organization fundraising during the 2024-2025 year, the administration has received specific requests (timing and types of fundraisers) from school parent-organization representatives for BOE consideration. The administration recommends approval.6. CURRICULUM REPORT&nbsp; &nbsp;A. Professional Learning Community Update &nbsp; &nbsp; &nbsp; Mrs. Blevins will update the Board on upcoming district staff professional development plans and opportunities for district leaders, administration, and teaching staff.&nbsp; &nbsp;B. Curriculum Adoption Update &nbsp; &nbsp; &nbsp; The K-6 ELA (English Language Arts) adoption is in the process of piloting new programs and the beginning phase of the K-12 Science adoption. Teachers piloting new curricula have been able to review materials and product samples.&nbsp; &nbsp;C. Curriculum Meetings &nbsp; &nbsp; &nbsp; § Curriculum Steering Committee: next meeting 1/9/24 &nbsp; &nbsp; &nbsp; § Professional Development Council (PDC): met 1/8/247. BUSINESS AND OPERATIONS REPORT &nbsp; &nbsp;A. ESSER III Information &nbsp; &nbsp; &nbsp; Mr. Popp will update the Board regarding the remaining ESSER III funds that must be spent by 9/30/2024.&nbsp; &nbsp;B. Committee Updates &nbsp; &nbsp; &nbsp; Mr. Popp will provide an update on the progress of the following committees. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;· Insurance Committee 1/10/24, 4-6 p.m. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;· Safety Committee 2/6/24&nbsp; &nbsp;C. Camera System Update &nbsp; &nbsp; &nbsp; The security camera system around the district requires expansion, and the current system is an older system that cannot be expanded with new technology. A new camera system with improved functionality will be presented for consideration for future purchase.&nbsp; &nbsp;D. Energy Savings Performance Contract &nbsp; &nbsp; &nbsp; A partnership with an energy company could potentially produce improvements that will decrease energy consumption for the district. These savings are then used to pay for the improvements over the course of several years. Mr. Popp will present an opportunity to participate in an ESCO to improve the efficiency of district facilities.&nbsp; &nbsp;E. Project Updates &nbsp; &nbsp; &nbsp; Mr. Popp will update the Board on the status of current projects.8. SUPERINTENDENT REPORT &nbsp; &nbsp;A. USD 428 Education Foundation Mini-grants (Attachment 8,A) &nbsp; &nbsp; &nbsp; Mini Grant applications are due January 26, 2024. Licensed staff with innovative teaching ideas are encouraged to apply for these grants.&nbsp; &nbsp;B. IBB Meeting &nbsp; &nbsp; &nbsp; Members representing GB-NEA and the Board of Education will tentatively meet at the District Education Center for Interest-Based Bargaining (IBB) on Wednesday, April 17, 2024. The meeting will begin at 8:00 a.m. John Rasmussen from the Federal Mediation and Conciliation Service will provide IBB training to participants.&nbsp; &nbsp;C. Board of Education Assignments &nbsp; &nbsp; &nbsp; The district has various district committees which board members are assigned to. Mr. Thexton will discuss available positions.&nbsp; &nbsp;D. Board of Education Work Session &nbsp; &nbsp; &nbsp; Mr. Thexton recommends holding a KASB-led work session for board members to review district goals and review leadership roles.
