Central Kansas Community Corrections will be working with a smaller budget in fiscal year 2025 that begins in July. In a study session with the Barton County Commission last Tuesday, CKCC Director Brooke Haulmark said her department received $669,776.35 from the Kansas Department of Corrections, or about $10,000 less than the year before. She hopes plans for 2025 will correct some inefficiencies in the system and result in better funding for 2026.

"Based on our comprehensive plan, or the review we received, there are some deficiencies that need to be addressed," Haulmark said. "The case plan I came up with for this next fiscal year should address the majority of those."

Haulmark said the previous KDOC plan focused on outcomes but will now focus on inefficiencies or gaps at the local level. Her plan for 2025 includes an assessment for 90 percent of CKCC clients within the first 30 days of assignment. 

"When I started in January, we were more than 100 assessments behind," she said. "The significance of that means 100 offenders, or clients is what we call them, weren't receiving the best programming they could receive to have positive change."

Haulmark chose a goal of less than 100 percent because some offenders will have obligations in other jurisdictions. A second goal involved developing a case plan for 90 percent of high-risk offenders within 45 days. The new budget allows for just $35,000 in operating costs, including utilities, equipment replacement, and staff training, but CKCC will have an additional $26,000 to use for behavioral health issues. 

"For example, if their high-risk area is mental health, then we would assist with getting them a program," Haulmark said. "If money is a concern for the assessment, we can assist with paying that. That's where the extra $26,000 comes in."

A final goal includes having 90 percent of high-risk offenders entered into a statewide database with service referrals within 60 days of assignment to CKCC. 

Though CKCC is funded through KDOC, Haulmark needs commission approval from all five counties in the 20th Judicial District to submit her plan to KDOC.

Haulmark outlines 2025 goals for Central KS Community Corrections

On Saturday, April 13, at about 1:30 a.m., a Barton County Sheriff’s Office deputy stopped a 2008 Chevrolet Impala for an equipment violation. The vehicle was stopped in the 1200 block of North Main Street in Hoisington. 

During the course the investigation, there were indications of possible drug activity. Sheriff’s Office K9 Menta was deployed and alerted to the odor of controlled substances in the vehicle. Deputies on the scene conducted a search of the vehicle which revealed the presence of fentanyl, methamphetamine, marijuana and drug paraphernalia. 

The driver and sole occupant of the vehicle, identified as Tracy Reeves age 46 of Great Bend, was arrested and transported to the Barton County jail without incident. Reeves was booked on the possession charges and has since posted a $10,000 bond.

Preemergence herbicides are the foundation of any excellent weed control program in soybeans. Using multiple effective residual herbicides is important to broaden the spectrum of controlled weeds, ensure herbicide activation in various environments, and guard against herbicide resistance. The basic “recipe” to control key weeds in soybeans is a Group 15 herbicide + a Group 14 herbicide + metribuzin or a Group 2 herbicide. Herbicides in each of these groups will be discussed below. Group 15 herbicides. Seedlings absorb these herbicides as they germinate and prevent the production of fatty acids needed for plant growth. They control most annual grasses and small-seeded broadleaf weeds. These herbicides are very important across our crop rotations, so it is especially important to manage resistance by applying them in combination with other effective herbicides.

Group 14 herbicides. These herbicides inhibit an enzyme needed to make chlorophyll. These herbicides contribute very little grass control to the mix but provide excellent control of pigweeds and morningglories. Group 14 herbicides can cause crop injury if seedlings are exposed to the herbicide due to poor furrow closure or rain splash.

Metribuzin. Metribuzin (Dimetric, others) is a Group 5 herbicide that inhibits photosynthesis. It provides good to excellent control of pigweeds and some large-seeded broadleaf weeds. However, it can cause crop injury, specifically if soybeans emerge slowly. However, soybean tolerance to metribuzin has generally increased across the industry. Recent research conducted in Kansas and 14 other states suggests that metribuzin rates up to 16 fl oz/A (0.75 lb a.i./A) can be safely used on soybeans.

Group 2 herbicides. Widespread resistance to ALS-inhibiting herbicides has reduced the usefulness of these products for pigweed control. However, products such as cloransulam (FirstRate) are still important for controlling large-seeded broadleaf weeds like cocklebur, sunflower, and velvetleaf.

Row spacing effects - another topic that is sometimes mentioned when discussing residual herbicide applications is the interaction with row spacing. Generally speaking, residual herbicides must remain effective until the soybean canopy closes, so planting in row spacings less than 30 inches has advantages for weed control later in the season. However, the crop

canopy does intercept herbicides intended for small weeds and/or the soil. Therefore, postemergence passes need to be made before the canopy reduces the ability of herbicides to reach their target. A second component of narrow row spacing is soil disturbance. Sometimes, logistics dictate that fields are sprayed ahead of seeding. More narrow row spacing will result in greater soil disturbance, which means the herbicide layer will be disrupted, and an effective herbicide concentration may not be present in the zone where weed seeds are germinating. Therefore, a general recommendation is to plant as soon as possible after spraying.

CAMPBELL: Pre-emergence herbicides for soybeans

The digital billboard display on Main Street near the Brit Spaugh Park
and the Wetlands Waterpark is viewable at one of the main entrances to Great
Bend. 

For the past five years, the sign has operated beyond its warranty
period. While the city as encountered minimal issues during this time, a major
storm last summer has caused problems to the screen portion of the sign. 

Great
Bend Community Coordinator Christina Hayes said the city spends up to $550 per
month since the storm for someone to repair the billboard, and keeping the sign
functional is important.


"The highest traffic counts we have from the city entrances...the first comes from the east," said Hayes. "The second is coming from the Hoisington drive. When they placed this sign, which was well before my time, they did it based on numbers and to promote the zoo."

After soliciting bids from Marks Custom Signs in Great Bend and Commercial Sign
Company in Hays, Marks Custom Signs offered a bid more than $14,000 cheaper.
For the past few years, the city has allocated funds to a billboard savings
account for displays at Brit Spaugh Park, the Events Center and the Sports Complex.

"Because the technologies will match with our other billboards, I will be able to design one screen and just resize it," said Hayes. "I won't have to design it three different times. It takes a lot more time to do that. It's for the technology too, but we are having issues with it."

Great Bend council approves upgrade to billboard display

The IGNITE Rural Business Competition, organized by Great Bend Economic Development, continues to ignite the entrepreneurial spirit in Barton County, providing a platform for local businesses to thrive and innovate. Designed to empower emerging ventures, IGNITE has been a catalyst for transformation, exemplified by the recent success of 10-39 Cafe in Ellinwood.

Through the competition, 10-39 Cafe's owners honed their business plan, received mentorship, and navigated through rounds of eliminations to reach the live finals of the 2023 event. Their hard work paid off as they clinched 2nd place, earning a $30,000 grant, and secured the People's Choice award, adding an extra $5,000 to their prize money.

Business competition ignites entrepreneurial spirit in Barton Co.

Barton County Communications provides an invaluable service to those in need of help. The 911 service does come with some costs. Tuesday morning, the county commission approved a third-party lease to continue renting space at 1300 Stone in Great Bend. County Administrator Matt Patzner said 911 services have been located in the same building since 1989.

"The lease originally with Southwestern Bell Telephone is now with AT&amp;T, and the office area has expanded to allow for a director's office," he said. "Rental costs are built into the budget for 911 each year."

The new lease takes effect on Nov. 1, 2024, with a monthly rental fee of $1,494.53, then increases three percent for each of the next two years, maxing out at $1,585.54 a month beginning in Nov. 2026. The cost will remain flat for the final two years of the lease. Commissioner Shawn Hutchinson was in favor of continuing to use the space.

"I've been in that 911 or AT&amp;T building," he said. "That is a hardened infrastructure. It would be difficult to find anywhere else to go like that. I don't see any reason to ever move, and I think they're treating us right on the rent."

The total annual cost for the first year of the new lease is $17,934.36, and it will increase to $19,026.48 for the final three years.

Barton Commission approves new 5-year lease for 911 services

presented a faculty contract renewal list to the Board of Trustees at last
Tuesday’s study session. 

The list included 32 instructors already tenured with
the college, 18 instructors that are newer to Barton moving through the tenure
track and seven that are finishing the three-year tenure process.


"We have those that we'll consider this year for tenure eligibility, they're in their third year," said Simmons. "We have a hefty class this year in that column. We have Paulia Bailey and Justin Brown with our English department. Eric Foley is with our vocal music. Kendra (Hagerman) and Dianna (Holguin) are both with nursing. Jason (Lindstrom) with history and Cathy Smith with our medical support programs."&nbsp;

Achieving tenure means job security, as professors can only be fired for cause
or extreme circumstances. 


Simmons said there are roughly 55 to 65 fulltime instructors throughout the college
and approximately 200 adjunct professors. Simmons also estimated 10 or less
current instruction positions open at Barton.&nbsp; &nbsp;&nbsp;

Located at the town's east entrance on Highway 56, the newly renovated billboard replaces the old "Where Eagles Soar" sign with a fresh design that reflects the growth and development of Ellinwood.

The billboard renovation project was a collaborative effort involving The City of Ellinwood, Sunflower Bank, Forcefield Design, Marks Signs, and a generous donation from the Ellinwood Class of 1968. The project aimed to restore the rusted metal structure of the sign, add vintage-style goose-neck lighting, and introduce a bright new branding style for the City. The city department handled most of the labor, with Forcefield Design providing the design and artwork, Mark Signs handling the installation, and Sunflower Bank assisted with the grant proposal which was awarded by the Golden Belt Community Foundation to the Ellinwood Community Foundation.&nbsp; Additional funding was donated by the Ellinwood Class of 1968.

The new billboard features a "windy" style, with the title "Ellinwood, since 1872" set against a captivating and idealized depiction of the city's rural landscape from the 1900s. The design aims to evoke a sense of promise, intention, and grit, inviting visitors to explore all that Ellinwood has to offer. A new mural is in the works to be placed at the busy intersection of 10th
Street and Main Street in Great Bend. Labeled “Guardians of Great Bend,” the
mural will be dedicated to the heroic first responders in the community. 

Haley
Ruble is helping bring the mural to life, in partnership with the Great Bend
Convention and Visitors Bureau. Ranging from $250 to $2,500, there are
different sponsorship levels available to support the mural.


"Right now we have a couple of sponsors lined up, but we will be seeking sponsorships," said Ruble. "We have applied for a couple of grants that we're using the Great Bend Foundation to channel money into the CVB account for us."

The mural will be located on the southeast corner of 10th and Main,
on the building wall currently painted blue.


"We'll have more information on how you can support this," said Ruble. "There will be sponsorship levels. There will be bricks available where you can honor first responders. We'll share the link to that on the Explore Great Bend Facebook page."

The artist is a high school student from Indiana who will travel to Great Bend
to begin the mural at the end of July.&nbsp; &nbsp;&nbsp;

In recognition of National Crime Victims’ Rights Week, the County Attorney’s Office has requested that the Commission adopt Proclamation 2024-09. The week of April 21–27, 2024, has been selected to reaffirm the County’s commitment to respect and enforce victims’ rights and address their needs during Crime Victims’ Rights Week and throughout the year.

&nbsp; &nbsp;B. CENTRAL KANSAS COMMUNITY CORRECTIONS: Fiscal Year 2025 Comprehensive Plan Submission: &nbsp; &nbsp; &nbsp; -Brooke Haulmark, CKCC Director, will provide details. The Kansas Department of Corrections changed the Fiscal Year 2025 (FY25) Comprehensive Plan to a case planning model. The goal for the next three years is to build upon evidence-based&nbsp;practices that create behavior change and promote agency quality assurance. Each entity was asked to consider the agency review feedback and analyze the outcome data to identify gaps within the agency and create a case plan to eliminate those deficient areas. With three guiding principles fully outlined, the Comprehensive Plan requests a total allocation of $696,074.14.

&nbsp; &nbsp;C. USDA-DLT B 2023 Grant: Release of Funds: &nbsp; &nbsp; &nbsp; -Patrick Hoffman, County Counselor; Marissa Woodmansee, Juvenile Services Director; and Dereck Hollingshead, Information Technology Director, will present details. The US Department of Agriculture has released the grant funding for the USDA-BLT B grant. Barton County has been allocated $185,745, with a required match of $28,730. This rural development investment will help to establish distance learning programs that connect vulnerable populations across rural counties to vital services not in their communities.

&nbsp; &nbsp;D. COMMUNICATIONS: AT&amp;T – Third Amendment to Third Party Lease: &nbsp; &nbsp; &nbsp; -Matt Patzner, County Administrator, will provide details. Barton County has leased a portion of a building at 1300 Stone, Great Bend, Kansas, since 1989. The space houses 911, which operates 24 hours a day, seven days a week. The lease, originally with Southwestern Bell Telephone, is now with AT&amp;T and the area has expanded to allow for a director’s office. Rental costs are built into the budget for 911 each year.

&nbsp; &nbsp;E. EXECUTIVE SESSION: &nbsp; &nbsp; &nbsp; -Chairman Barb Esfeld will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.

IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

&nbsp; &nbsp;A. ANNOUNCEMENTS: &nbsp; &nbsp; &nbsp; -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. The Kansas Department of Corrections changed the Fiscal Year 2025 (FY25) Comprehensive Plan to a case planning model. The goal for the next three years is to build upon evidence-based&nbsp;practices that create behavior change and promote agency quality assurance. Each entity was asked to consider the agency review feedback and analyze the outcome data to identify gaps within the agency and create a case plan to eliminate those deficient areas. With three guiding principles fully outlined, the Comprehensive Plan requests a total allocation of $696,074.14.&nbsp; &nbsp;C. USDA-DLT B 2023 Grant: Release of Funds: &nbsp; &nbsp; &nbsp; -Patrick Hoffman, County Counselor; Marissa Woodmansee, Juvenile Services Director; and Dereck Hollingshead, Information Technology Director, will present details. The US Department of Agriculture has released the grant funding for the USDA-BLT B grant. Barton County has been allocated $185,745, with a required match of $28,730. This rural development investment will help to establish distance learning programs that connect vulnerable populations across rural counties to vital services not in their communities.&nbsp; &nbsp;D. COMMUNICATIONS: AT&amp;T – Third Amendment to Third Party Lease: &nbsp; &nbsp; &nbsp; -Matt Patzner, County Administrator, will provide details. Barton County has leased a portion of a building at 1300 Stone, Great Bend, Kansas, since 1989. The space houses 911, which operates 24 hours a day, seven days a week. The lease, originally with Southwestern Bell Telephone, is now with AT&amp;T and the area has expanded to allow for a director’s office. Kansas wheat crop needs more moisture, but producers report better stands than last year

A late March freeze, blustery days of blowing dust and predicted 80-degree afternoons — the dramatic springtime weather in Kansas can leave everyone wondering what exactly is coming next, especially wheat producers watching their stands green up after the winter. Kansas Wheat caught up with farmer leaders from across the state to check on how this crop is stacking up compared to last year’s drought-stricken fields.&nbsp;

According to the USDA’s National Agricultural Statistics Service (NASS) crop progress report for the week ending April 7, 2024, winter wheat was rated at 49 percent good to excellent, 37 percent fair and 14 percent very poor to poor. A third of winter wheat, primarily in the southern tier and central-to-east regions of the state has jointed, ahead of both last year and the five year average.&nbsp;

Producers are currently spraying a good stand of wheat for bugs and worms in far western Kansas, where Jason Ochs farms near Syracuse. The area is in a pocket of Kansas that received adequate, but extremely variable, moisture over the winter, which was just enough to keep them out of drought status and maintain a good stand of wheat.&nbsp;

“The wheat drilled in absolutely beautifully, and we got a good stand right off the bat,” he said. “It’s a nice change.”&nbsp;

The cold temperatures at the end of March did burn just the tips of wheat, but Ochs was more concerned about spraying and getting that next round of moisture than freeze damage. He reported the top two to four inches is starting to look pretty dry.&nbsp;

“We missed the last three or four moisture chances, so optimism is going down a little bit,” Ochs said. “As of now, it looks like we are going to definitely raise above-average yields. I don’t know how you cannot be a little excited about that.”

A swath through central Kansas is in moderate drought, having missed out on the winter moisture that benefitted the western part of the state. That’s certainly true where Martin Kerschen farms in Reno and Sedgwick counties. He reported that ponds are still dry, and the wheat is starting to show that blue tint, indicating drought stress. He is also more concerned with the impact of upcoming 80-degree days this weekend than with the singed tops from the freeze late last month.&nbsp;

“Without moisture, it’s not going to be the best of situations,” Kerschen said. “But it looks a lot better right now than it did last year. That’s one positive.”

Near Plainville in north-central Kansas, Mike McClellan also feels like he’s always waiting for moisture. He planted his wheat late, waiting for rains, and some of it did not come up until the first part of March. The late emergence prevented freeze damage since the wheat was not in as vulnerable of a growth stage.

“Most of the wheat in our area is really small and has taken off now, so that helped us get through the freeze ok,” McClellan said. “Now we’re starting to get some growth and all of a sudden we’re starting to worry about moisture again.”&nbsp;

With four days of wind at more than 40 miles per hour, that next rainfall event is critical. However, he pointed out that he did not cut any of his winter wheat last year, so this year still has him feeling better about this crop’s chances.&nbsp;

Further north, near the Nebraska border, Chris Tanner feels like the drought may finally be breaking where he farms around Norton. He had nice fall moisture to drill in his wheat and then had a couple of torrential downpours and a few snows that maintained good moisture.&nbsp;

“Our profiles are a lot better than we’ve had in the last three years,” Tanner said. “It feels better coming out of a drought rather than going into it. We’ve done our time.”&nbsp;

The wheat in this area was not far enough along to suffer from cold temperatures, but a few spotty fields are showing a little stress. At this point, however, he is feeling optimistic about this year’s crop.&nbsp;

“We’re a lot better off than we have been in the last several years,” he said. “Right now, it’s one of the better-looking crops that I’ve seen in the last 10 years.”&nbsp;

Great Bend Forensics has strong end to regular season

I work with a great team! Actually, I work with great teams on many levels.

Locally, our Cottonwood Extension District works together to provide programming in agriculture, family and community wellness, and youth development. We look for ways to support each other’s programs in many ways from sharing resources, listening and providing feedback, and in practical ways such as helping make packets or assisting with registrations.

Across the state, I work with a great team of 4-H Youth Development agents to dive into research, plan events, and explore better ways to develop volunteers, provide community club and project resources, and support each other’s professional development.

Statewide, I am a part of a coaching team for new agents and this part of my responsibilities is extremely gratifying to see new agents grow and develop their own skills and networks. Last summer, I traveled farther than usual to judge at several county fairs because those fairs were being planned and coordinated by new agents; we all know how nice it is to see a familiar and supporting team member when things are stressful!

I can’t express how heart-warming it is to know that agents in my district stepped in to manage phone calls and events while giving me space to work remotely for a bit. Additionally, agents across the state checked in to see where they could offer very practical support. 4-H families, school partners, and community members extended grace while reiterating that my priority needed to be with family for a bit.I’ve worked in several different careers and with lots of different teams – some more supportive than others. If you work with a team that has your back, be sure to show them some appreciation. If you don’t work for a team like that, what can YOU do to set an example, to impact the work culture, to show others that you care about them beyond their 8-5 value?Keep learning.
