Winter weather in January wreaked havoc in the oil patch across the U.S., but until now we didn't know the extent of the slowdown here in Kansas. The latest numbers from the Kansas Geological Survey show glacial Kansas crude production in January, down 18% from the month before. Total output in the Sunflower State dropped from the historically low 71,000 barrels a day in December, to just over 58,000 barrels a day in January. Statewide production is down 21% from a year ago. Barton County output was down 15% from December. Ellis County dropped by 12%. Output in Russell County dropped 9.0% while Stafford County dipped 16%.Baker Hughes reports a slight uptick in drilling activity for the week, with 604 active drilling rigs nationwide, an increase one oil rig. The tallies in Texas and Oklahoma were each up one while New Mexico was down two rigs.

The Kansas Rig Count is up slightly from a week ago, but down slightly from a year ago. Independent Oil and Gas Service reports 31 active rigs. The tally is up one rig in eastern Kansas at 14, and unchanged west of Wichita at 17 active rigs.. Drilling was underway on Monday on a lease in Russell County.

Kansas regulators last week okayed six new drilling permits statewide. There's one in Barton County and one in Ellis County out of four in Western Kansas.

Operators completed 34 wells in Kansas last week. Independent Oil and Gas Service reports 15 of those were west of Wichita, including one in Barton County and one in Stafford County.

Government crude purchases for the SPR continue as commercial stockpiles drop. Weekly inventory data from the Energy Information Administration show the government bought another 600,000 barrels of crude last week in its ongoing effort to refill the Strategic Petroleum Reserve. The Energy Department sold off about half of our strategic reserves to stave off big price increases after Russia invaded Ukraine.US commercial crude-oil stockpiles dropped by more than two and a half million barrels last week to 457 million as of May 10. That's about four percent below the five year average for this time of year.

EIA reported a drop in US crude production for the third week in a row. Domestic operators pumped 13,117,000 barrels per day in the week through May 10. Seasonal declines in production in Alaska account for the difference of 4,000 barrels a day from a week ago, and more, bigger differences from the last several weeks. Output has topped 13.1 million barrels a day in each of the last 16 weekly reports, and in 30 out of the last 31.Tens of thousands of acres are charred in the province of Alberta, where wildfires spurred evacuations in the heart Canada's oil-sands industry. According to CBC News, more than 50 wildfires raged in Alberta by Tuesday (5/14). A provincial agency called Alberta Wildfire said the blazes grew dramatically a week earlier, when the sun came out, the humidity dissipated, and the winds shifted. No injuries have been reported.

The government reported another increase in wells drilled but uncompleted (DUC) in the nation's major shale basins. That hasn't happened for two months in a row since March of last year. It means operators drilled more wells than they completed in the seven shale basins tracked by the government. With DUCs, operators can quickly ramp up production when prices rise. The Energy Information Administration reports a total of 4,510 DUCs nationwide in April, an increase of six wells over March. The March tally was up nine wells from February.&nbsp;The U.S. is a net petroleum exporter, but we import more crude oil that we ship out. The difference went up last week, following several weeks of declines. The Energy Information Administration reports crude imports topped exports by 2.6 million barrels a day in the week through May 10th. Domestic crude exports were down by 333-thousand barrels to 4.1 million barrels a day. Crude imports averaged 6.7 million barrels a day, down about a quarter million barrels from a week ago. The four week average for crude exports and imports are each up about seven percent from a year ago.

Petroleum product exports top imports by nearly 4.3 million barrels a day.&nbsp; Product imports are down more than 13% week over week, while exports dropped about ten percent.&nbsp; &nbsp;

News from the Oil Patch: Jan. weather shuts-in 18% of Kansas crude production

In just under a year, a $4.84 million project to replace the heating,
ventilation and air conditioning (HVAC) system at the Barton County Courthouse
in Great Bend is complete. Having to vacate the courthouse during the project
and lease buildings to house employees, County Administrator Matt Patzner said the
transition back into the courthouse is approximately 90% complete. 

After
holding their meetings at the former JC Penney building on Kansas Avenue since
last summer, the Barton County Commission returned to the courthouse for Tuesday’s
meeting. Commission Chair Barb Esfeld was excited to be back in the
106-year-old building.


"Just the way things happen where budget-wise where we run into plumbing issues that are solved, but then we were able to save money other places," said Esfeld. "It couldn't have worked out any better. I'm glad to be back and want to thank everybody, all the staff and there's so many people that I couldn't even begin to start thanking."

The county paid $15,000 monthly to rent the former JC Penney building at 1500
Kansas Avenue during the transition and $5,000 per month for space at 1709 Main
Street, formerly the Sears store.
All departments are moved back the courthouse following a move that began last
week with the help of the Tulsa-based Armstrong Moving Company that cost nearly
$50,000. 

Patzner said the county is putting the final touches on the move and
working to get the elevator open to the public.


"The elevator itself does work," said Patzner. "As a condition of our occupancy agreement, it needs to be hooked up to the fire alarm system and relayed to the first floor. We're waiting on getting that part. We're working to see if we can get a technician onsite if that can suffice in the meantime so the public can use the elevator."

A grand reopening of the courthouse will be held May 31 at 1:30 p.m. with a ribbon cutting and tours offered from 2 p.m. to 6 p.m.&nbsp; &nbsp;&nbsp;

Barton County Sheriff's booking activity (5/20)

Two laps around the track. The best high schooler in Kansas ever to do it was the legendary Jim Ryun, who needed just one minute and 49 seconds to finish the 800-meter run in 1964. Since then, only three other prep runners in Kansas have cracked 1:50. On the girls' side, Shawnee Heights Trisa Nickoley is the only Kansas athlete ever to break 2:07 with her state record in 2004.

Nikee Pool set the Great Bend High School record at 2:19.03 during the 1992 season. She finished second in the 400m dash and the 800m run at the state meet that season. That record stood for 32 years until a pair of Lady Panthers ran under 2:18 during Thursday's Class 5A regional meet at GBHS. Senior Eliana Beckham finished second in the race in 2:17.82, and sophomore Reese Bullard placed fourth in 2:17.92. 

"At first, I thought the record was 2:10 so I never felt that it'd even be a question that I could get that," Beckham said while appearing last week on Sports Day on 1590 KVGB and 95.5 FM. "When I found out I could this season, it was just something I felt like it would be great to go out in my senior year with a bang."

Pool's record was originally listed at 2:10, which would have put her in the top three all-time in Kansas. No other historical track records in the state have that time, but Pool's 2:19.03 is recorded in another GBHS record list so the record was recently updated.

Salina Central freshman Kaylie Shultz, who already has the 13th-fastest 3200m time in Kansas history, entered Thursday's race as the favorite with a season-best of 2:19.94. Beckham recently posted a personal-best of 2:20.35, and Bullard entered with a season-best of 2:25.26. That all went on the window in a photo finish.

"I knew I had more in me than a 2:25, but it's more or less going out there and proving that," said Bullard. "Working with Eliana and fighting for it together, we both went out and said we want to prove that we can do this."

A pack of four broke out early in the race, and Shultz held a slight lead over Beckham approaching the gun at 400 meters. Beckham surged into the lead as they crossed the midway point.

"The last 400, I don't think I really got too cocky, but it almost felt like we were slowing down and I really wanted the record," she said. "I just decided to go in the front and she had a kick at the end that neither of us necessarily had."

Bullard also passed Shultz to move in behind Beckham with 300 meters to go. The Lady Panther lead swelled to two meters with 200 meters left to go when Shultz put the pedal down to win the title.

"Personally, as a runner, I like the kick at the end better," Bullard said. "I feel like I normally do better in that. It was different to go out faster and feel that kick in more of the race than just the end. It was cool to go out with Eliana and see what I had left me in."

Being a regional final, the top four finishers would advance to state and the fifth-place finisher was eliminated. Bullard could already see Shultz and Beckham in front of her, and Salina South senior Ava Lemaster made a late move into third. Bullard had no idea who else might be behind her.

"I was scared, so I was just running for my life," she said. "I was like, 'I've got to get there!' You don't really realize how much pain you're in until you're done. You finish and it's like the world is over. It was fun going out there and running so hard and feeling so good about yourself."

The final three state qualifiers in the race were separated by just a tenth of a second. Beckham and Bullard claimed to feel dead at the finish of the race but they still had a race to go: the 4x400m relay. Great Bend led Salina Central by just half a point heading into that final race. A fourth straight regional title was on the line.

Beckham and Bullard were joined by seniors Sadie Spray and Daizy Gomez for the relay. The squad cut nearly six seconds off a season-best for regional title in the 14th-fastest time in Kansas this spring.

"The 4x4 is my favorite event, I would say," Bullard said. "It's the least stressful for me, I have the most fun with it. We both went out and said let's just run this and have fun, and it paid off."

Beckham and Bullard also joined forces with Addy Nicholson and Kate Welcher to reset the school's 4x800m relay record earlier this season. All the Panther state qualifiers head to Wichita Friday and Saturday for the Kansas State High School Track and Field Championships.

Beckham and Bullard claimed to feel dead at the finish of the race but they still had a race to go: the 4x400m relay. Great Bend led Salina Central by just half a point heading into that final race. A fourth straight regional title was on the line.Beckham and Bullard were joined by seniors Sadie Spray and Daizy Gomez for the relay. The squad cut nearly six seconds off a season-best for regional title in the 14th-fastest time in Kansas this spring."The 4x4 is my favorite event, I would say," Bullard said. "It's the least stressful for me, I have the most fun with it. We both went out and said let's just run this and have fun, and it paid off."Beckham and Bullard also joined forces with Addy Nicholson and Kate Welcher to reset the school's 4x800m relay record earlier this season. All the Panther state qualifiers head to Wichita Friday and Saturday for the Kansas State High School Track and Field Championships.

The City of Larned received a new restaurant to order pizza. With a
store already established in Pratt, Humble Pie opened their second restaurant
in Larned. The pizza establishment announced the new restaurant was coming this
past winter and welcomed their opening day last Thursday with a ribbon cutting
from the Larned Area Chamber of Commerce. 

Family owned, Nate Humble was excited
to get a second restaurant open.


"Thoughts of expanding were on the backburner for a few years," said Humble. "We bought the building in Larned a little over a year ago. We remodeled it to where we are today."

Humble Pie does carryout and delivery. The restaurant’s menu includes pizza,
pasta, toasted sandwiches, hot wings and breadsticks.


"We live in Pratt but we visited Larned a lot," said Humble. "We chased our kids playing softball and baseball in Larned. We've developed friendships up here. It's in the area and it's just a good small-town feel. We felt welcome in Larned."

Humble Pie is located at 410 Main Street in Larned.

"We're a good, family-owned business that wants to offer a good product."

During the soft opening period, Humble Pie will be open 4 p.m. - 9 p.m. on Thursday, Friday and Saturday with carryout only. Starting June 3, the store will be open Monday through Saturday for both carryout and delivery. 

Once fully staffed and trained, the normal days and hours of operation will be Monday through Friday from 11 a.m. - 2 p.m. and 4 p.m. - 9 p.m. and then Saturday from 11 a.m. - 9 p.m.

Humble Pie opens second pizza store with Larned location

District Judge Lisa Beran has announced she will seek reelection as 20th Judicial District, Division 3 Judge. The 20th Judicial District is comprised of Barton, Ellsworth, Rice, Russell, and Stafford Counties.

Beran was elected to the bench in 2020, after practicing law in the 20th Judicial District since 1987. She graduated from the University of Kansas in 1983, and from the University of Kansas School of Law in 1986.

Beran is a member of Holy Family Parish in Odin and St. Ann’s Altar Society. She served three terms on the Clara Barton Hospital Board of Trustees and was president of the board for several years. She has also been an active participant in other school and community organizations over the years.

She has resided in northern Barton County since 1987 with her husband, Gerald Beran, Jr. They have two children, Emily and Matt.

“During my career, I have gained valuable experience in working with the legal community and the public. I will continue to apply that experience to our judicial district. I appreciate working for the people of the 20th Judicial District and look forward to continuing my efforts.”

RUSSELL COUNTY —The National Weather Service damage survey team found two areas of tornado damage across central Kansas from Sunday's storms.

According to the National Weather Service, the first tornado rated EF1 with maximum winds of 98mph. It was on the ground northwest of Russell from 3:32 to 3:42p.m. and traveled 1.7 miles. A majority of the damage was to numerous power poles.

The second tornado was northeast of Wilson. It also rated EF1 with maximum winds of 100mph. It was on the ground from 4:20 to 4:25p.m. and traveled approximately a quarter of a mile. The winds flipped a pivot system north and south of I-70, according to the National Weather Service.

NWS found 2 areas of tornado damage in central-Kansas

A lightly attended Great Bend City Council meeting caused a slight
hiccup in determining if an ordinance would pass or not permitting golf carts
on city streets. With the mayor and three councilmembers not in attendance,
there were five voting members present at Monday’s meeting. 

The council voted
4-1 to pass the ordinance to legalize golf carts on certain streets, but with
Cory Urban voting against the ordinance, City Attorney Allen Glendenning
informed the council the motion does not pass.


"I would need a motion to adopt the ordinance," said Urban. "...the motion passes 4-1."

"No, it does not pass," responded Glendenning. "Whether there is quorum or not, there has to be five votes in favor of an ordinance."

In January 2020, the city began distributing plates and tags for the legal use
of Utility Task Vehicles (UTV) and side-by-sides. Citizens approached administration
requesting the city allow golf carts as well. 

If the motion had passed, golf
cart drivers would need a valid driver’s license, registration and
city-issued license plate, certain minimal equipment and insurance.


"You have to have it insured, licensed through the city with a plate and you have to pass an inspection checklist," said Urban.&nbsp;

"Right," added Glendenning. "Passing an inspection checklist would be part of what the Chief of Police would do in issuing the registration and license plate."

Glendenning said the carts would also not be allowed on federal or state
highways, McKinley Street, Broadway Avenue or any street with a speed limit in
excess of 30 miles per hour.&nbsp; &nbsp;&nbsp;

Barton County Commission meeting agenda (5/21)

The Kansas Senior Farmer’s Market Nutrition Program is set to kick off on June 3. 2024. Are you at least 60 years old and meet income guidelines? Are you 55 years old and a member of an Indian Tribal Organization? Then you might qualify to receive free fruits, vegetables, cut herbs and honey from local farmers markets. Eligibility is determined by household size, but benefits are distributed individually, meaning any others in your household also meeting the age and income requirements may apply for and receive their own benefits.

1. Age: A senior must be 60 years old or older, or at least 55 years old and a member of an Indian Tribal Organization, on the day the coupons are issued.

Benefits are given out on a first-come, first-serve basis. If you qualify you will receive a booklet of 10, $5 coupons for a one-time annual benefit of $50 to purchase eligible foods from authorized farmers.

Goals of the Senior Farmers Market Nutrition Program include:

· Increase consumption of fruits and vegetables for optimal health

· Increase direct marketing of Kansas foods

· Provide resources in the form of fresh, nutritious, unprepared, locally grown fruits, vegetables, herbs and honey from farmers markets to low income seniors

· Increase the domestic consumption of agricultural commodities by expanding or aiding in the expansion of domestic farmers markets

· Develop or aid in the development of new and additional farmers markets

The Senior Farmers Market Nutrition Program is a project of the United States Department of Agriculture Food and Nutrition Service. The program is coordinated by the Kansas Department of Health and

Environment (KDHE), which is collaborating with local partners to identify and distribute checks to eligible seniors.

To apply in Ellis County please come down to the Cottonwood Extension office located at 601 Main Street and fill out an application. The office is open 8am-12 noon and 1-5pm. To apply in Barton County please contact the Barton County Health Department located at 1300 Kansas Avenue from 9am-5pm. 620-793-1902.

Justin Sperlein, DMD will be joining Cirrus Dental Group this June. He is a graduate of the University of Kentucky College of Dentistry with his Doctor of Dental Medicine, where he first met Dr. David Hart.

Russell residents who have downed tree limbs from Sunday’s storm are asked to place the limbs curbside and call the City Building at 483-6311 with your name and address.

City crews will begin picking up tree limbs from this storm on Thursday, May 23rd, and will continue picking up over the next few weeks, as time permits. Please remember to place your tree limbs curbside. If possible, residents are asked to place the limbs parallel to the curbside which speeds up the pickup process. Crews will not go onto private property or collect tree limbs from alleys. Please do not block sidewalks and keep at least a 3-foot clear space around fire hydrants and utility pedestals.

Thank you to everyone for your patience and especially those who helped others during this storm. It is amazing to see how well our community can come together to help one another.&nbsp;&nbsp;

City of Russell to offer tree limb pick-up

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.8% in April. This is an increase from 2.7% in March and an increase from 2.7% in April 2023, according to a statement from the Kansas Department of Labor.

“The Kansas unemployment rate for April was 2.8%,” said Secretary Amber Shultz. “The state has maintained an unemployment rate below 3.0% since October 2021.”

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 2,000 from March.

The unemployment rate in Barton County dropped from 3 percent in March to 2.7 percent in April. The Labor Department reports a similar decline in Ellsworth, Pawnee and Stafford Counties.

Total nonfarm includes private sector and government employers. Private sector jobs increased by 1,700 over the month, while government increased by 300.

“Kansas continued to add jobs in April, with total nonfarm job estimates increasing by 2,000 jobs over the month,” said labor economist, Emilie Doerksen. “The state has experienced significant job growth over the past three months, with average monthly gains of 4,900 jobs.”

Since April 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 23,000. This change is due to an increase of 17,500 private sector jobs and an increase of 5,500 government jobs.

Jobless rate continues to decline in Barton Co., across the region

The storm across Russell County caused widespread damage to the City of Russell Sunday afternoon. At 3:28 p.m., the tornado sirens were activated for the City, and the National Weather Service issued a warning for a confirmed tornado on the ground west of Russell. &nbsp;

The significant damage includes homes, businesses, vehicles, and the city’s electric distribution system. At approximately 3:38 p.m., the city lost power to several areas and the rest of its service area at 4:00 p.m.

The city activated its emergency operations plan, and all city departments responded and began operations with the following priorities: Life safety, property protection, public welfare, and restoration of city services. &nbsp;City crews worked to clear streets of down trees and other debris, limiting access to areas with down power lines, conducting damage assessments, and beginning work on restoring electric service and continuing water and wastewater service operations. &nbsp;Electric service was restored to most of the city by midnight. &nbsp;Approximately 116 customers remain without power in the Oakdale, Sunset, Margaret, and S. Front Street areas. &nbsp;There are individual customers throughout the city’s service area that have damage to their property or meter box that requires the work of a licensed electrician before power can be restored to their property.&nbsp;

Mutual aid partners for the electric utility began arriving in the city early Monday morning to assist with rebuilding downed power lines and repairing damaged circuits. Approximately 116 customers remain without power in the Oakdale, Sunset, Margaret, and S. Front Street areas.

Timeline of storm with confirmed tornado near Russell

During Gail Sullivan’s 23 years at The Center for Counseling &amp; Consultation, she saw first-hand how new and enhanced services benefit clients as they seek treatment for mental-health concerns.

Sullivan, who joined The Center on June 21, 2001, recently retired as clinical director. Prior to serving in that position, she was a therapist from 2001-2008.

“I was hired for the Crisis Team following the Hoisington tornado, during which I lost my home,” Sullivan recalled. “We counseled those affected by the storm and connected them with the resources they needed.

“I cannot imagine a better place to work in my chosen field,” Sullivan added. “The administration and staff offer tremendous support and endless opportunities for new and exciting programs and experiences.”

During her years at The Center, Sullivan was directly involved with a number of accomplishments.

“For example, when we started offering telehealth crisis services, everyone benefited,” she said. “We could respond quickly, which is so important when a client is in crisis.

“In addition, it is great to be readily available for ongoing and preventive services that oftentimes can prevent a crisis. Telehealth also cut way back on our travel time throughout our four-county service area, allowing us to serve more people in a timely fashion.”

Sullivan noted that since The Center is now a Certified Community Behavioral Health Clinic, it “offers a more holistic approach to caring for individuals. This includes Care Coordination, housing and employment specialists, and Assertive Community Treatment-intensive crisis services.

“All these programs combine to help address clients’ mental-health issues, while meeting their needs in all areas of their lives,” she noted. “The goal is to help individuals find support and enhance their quality of life.”

Other accomplishments include: implementation of Open Access, which allows people to walk in and see a therapist quickly when they are ready to start services; the Emotional Support Animal Program; management of continued services with telehealth during the COVID shut-downs; and updated treatment plans, with training provided.

Sullivan and her colleagues also organized an Evidence-Based Practice Committee that works to meet compliance and competence requirements.

“Recently, this group developed an assessment tool that helps identify the struggles clients face; implemented a new referral system to connect clients with outside resources; and updated our current treatment plan to make it more client-centered,” she said.

Sullivan emphasized that she will miss “working with the amazing staff who have become like family. And most of all, I will miss seeing clients who make progress on their journey to live a better life.”

Julie Kramp, The Center’s executive director, said Sullivan “absolutely changed our organization for the better. Gail played an instrumental role in providing more services, more personnel and more training.

“Because of her participation in all these programs, clients are finding access to the support they need. Gail helped build a solid foundation here and The Center is stronger because of her.”
