Graduation rates for the USD 428 Great Bend school district are looking good. Assistant Superintendent John Popp reported at Monday's July board of education meeting that district graduation rates are not only on the rise but also come in higher than state averages.

"You can see the state has also gone up over the last several years, but our rate of improvement has exceeded the state's substantially," Popp told the board. "That's good data."

In 2015, the district's 80.6 percent graduation rate was five points below the state average of 85.7 percent. Though the state average has improved each year since to 88.1 percent in 2021, Great Bend High School's graduation rate has climbed even faster with big jumps in 2019 and 2020. GBHS saw a 91.3 percent graduation rate in 2020, and a 92.5 percent rate in 2021.

"That's a steady improvement, the highest it's been in years and years," Popp said. "That's a very monumental achievement by our entire district."

The data tracks all students for four years once they enroll as freshmen. Students who transfer in and out of the district are also transferred in the data. Students have through the summer to finish credits and graduate, so Class of 2022 figures were unavailable at Monday's meeting.

Popp also showed the board post-secondary effectiveness rates for the district, or how many students are continuing their education after high school. Based on demographics, the state predicts a rate of 35.5 to 40.1 percent for the district. USD 428 exceeded that expectation in 2019 with 43 percent continuing a second year of post-secondary education. 

"The goal of this is not 100 percent," said Popp. "The goal of this is 70 to 75 percent of students continue on in some way. We know there are a whole lot of kids who are very successful just going onto the family farm, or another metric not in here is military service. They may be very successful people but they haven't continued in a post-secondary type of way."

For the 2021-22 school year, Great Bend High School saw 14 students withdraw from education. At least three of those students chose Barton County Academy or other GED programs to continue their education.

USD 428 graduation rates continue to exceed state average

On July 11, shortly after 8 p.m., Barton County 911 was notified an individual had found what appeared to be a live artillery shell.

Several months ago, while conducting haying operations, a citizen discovered the round in a field near the airport west of Great Bend. It was picked up and put in a pickup truck and basically forgotten about. On Monday evening the citizen contacted a relative who is familiar with explosives. The relative advised him to get it out of the truck and call 911. 

The Barton County Sheriff’s Office was notified and responded to a location in the 200 block of Northwest 130 Avenue where the munition was located in a farm driveway.

Examination of the item revealed no fuse was present in the nose, although the shell was filled with an unknown substance, possibly an explosive charge, and appeared to be sealed. The Wichita Police Department Bomb Squad was contacted, and it was decided the Sheriff's Office would transport the item to the Sheriff’s Office range until the bomb squad would arrive on Tuesday, July 12.

On Tuesday, the item was retrieved by a bomb squad member and taken to Wichita for x-ray examination. As of this time it is unknown if the round contained an explosive charge.

Local World War II historians believe the round is from a 75 mm recoilless rifle, possibly used at the Army Air Base west of Great Bend. Because of military and oilfield operations in Barton County over the years, it is not uncommon for citizens to locate unused explosives or military ordnance.

Artillery shell removed from Barton Co. farm

Bend. Engleman discussed the Moses and the Townsley families. 
Channel Pickering “C.P.” Townsley built a house in 1885 on the southwest
corner of the Broadway and Morphy intersection. 
Engleman said this house had the first telephone in Great Bend. Working for the
newspaper, C.P. was always quick to react when a high load of hay traveled
through town and knocked the telephone line down. "People said as soon as that wire came down, you could see C.P. flying out of the office with a ladder under his arm so he could go up the pole and put the wire back up," said Engleman.

Ellinwood's After Harvest Festival is always a big celebration. This year the party gets even bigger as the city celebrates its 150th anniversary. Festivities reach their pinnacle at the 49th annual event Saturday evening with a performance by Cody Canada and the Departed.

"Our library is doing a 150th hometown roots display all weekend with memorabilia and different displays," said Ellinwood Chamber Executive Director Jordan Waite. "People can go over there and check that out. We are changing the location of the community barbecue and breakfast feed to the Wolf Park bandshell on Main Street this year. We're excited to change things up and celebrate Ellinwood."

Saturday's dance has featured local bands for several years. Cody Canada and the Departed brings a different vibe to this year's festival. Canada is the former frontman of his band, Cross Canadian Ragweed, which had several hits, including "Alabama" and "Sick and Tired," both of which were top-50 singles on the country charts.

"We wanted to bring someone new into the Festival with a different variety of music," Waite said. "We knew some of our listeners and friends here at the Festival are Cross Canadian Ragweed fans. His date was open so we took it."

The 49th Annual After Harvest Festival kicks off Wednesday with displays at the Ellinwood Community Library and Museum of Ellinwood. The Cruise Main Street event begins Wednesday night at 8 p.m.

The community barbecue moves to Main Street Thursday from 5-7 p.m. with live music to follow. The community breakfast will be from 7-9 a.m. Friday morning and Family Funpalooza begins in the park Friday evening.

"We're not having a carnival this year," said Waite. "Because of that, we still wanted to try and find fun activities for our kiddos. We're doing a wristband Family Funpalooza Friday night at our city park where our carnival is usually set up."

 Saturday's big finale kicks off with the run/walk at 7:30 a.m. and the fishing derby at 8 a.m. Following the parade at 10 a.m. is the Family Fun Fair in the city park. The Ellinwood Fire Department Duck Run begins at 2:30 p.m. at the city pool. The new Haulin' Axes event runs from 3-7 p.m., and Saturday's dance begins at 8 p.m.

Canada show puts exclamation point on 2022 AHF schedule

This is day 18 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers and the Kansas Grain and Feed Association.

Combines are cutting the last few fields in north central Kansas as producers put their final touches on the 2022 Kansas wheat harvest and turn their attention to other fieldwork. In the weekly Crop Progress and Condition report, USDA National Agricultural Statistics Service noted 95 percent of the wheat crop has been harvested as of July 10, ahead of 82 percent last year and 86 percent for the five-year average.

Ron Suppes, who farms across Lane, Scott and Finney counties, reported he had a good harvest. His average across farms was 37 bushels per acre. Test weights stayed heavy at 62 pounds per bushel or better on everything, moisture stayed steady at 10.5 to 12.5 percent and protein was excellent at 13.2 to 14.7 percent.

“The wheat was really nice,” Suppes said. “We had more than we should have, but not as much as we wanted.”

With a lack of moisture, kernel count was well below normal at 26 to 28 kernels per head. From the time Suppes planted fields to harvest, the most moisture on a field was six inches and the least was 4.5 inches. Most of that rain came in bits and pieces of .30 to .40 of an inch, which did not help the wheat much, but cool weather before harvest was conducive to filling kernels.

Suppes plants all his winter wheat fields to hard white winter wheat. This year he planted two varieties — Kansas Wheat Alliance’s Joe and KS Silverado. He noted performance was neck-and-neck with the two varieties from field to field, although he estimated Joe yielded a few more bushels overall and KS Silverado is expected to have slightly better baking quality.

In north central Kansas, harvest is very near the end in Phillips County after eight days of rain delay over two weeks, according to Bruce Williams with Trinity Ag LLC in Smith Center. He reported the wheat was a little better than expected, hitting projections, but with wide variations due to crop rotations.

Wheat following summer fallow yielded the best at 67 to 85 bushels per acre, although Williams noted that there are not many summer fallow acres up in the area. Wheat following corn or continuous wheat took a bigger hit at 37 to 45 bushels per acre and wheat following soybeans only yielded 20 to 25 bushels per acre.

Test weights started the harvest season strong at 60 to 61 pounds per bushel as folks were cutting their better wheat, but the average has now dropped to 57 to 58 pounds per bushel as producers pick up their remaining fields. Rain during harvest was just enough to shut down the combines, but not enough to impact test weights.

Protein is averaging 11.7 to 12.5 percent with some fields higher and some fields lower. Williams reported a few loads of light smut showing up, but the disease pressure did not even affect entire fields, so he was not concerned.

Overall, some fields looked pretty tough, which is why Williams said area producers are happy with what they are cutting. With wheat acres down the last two years in favor of other crops, folks are turning their attention to other fieldwork — burndowns on wheat stubble, last-minute spraying on corn and getting another hay crop swathed and baled. Wheat harvest may be nearly over, but the work will continue.

Day 18, Final Kansas Wheat Harvest Report

As the calendar moves through the summer months and postemergence herbicides are applied to late-planted crops, it’s a good time to review some research on the effects of high temperatures on Group 27 herbicides. Research conducted a few years ago, led by Drs. Mithila Jugulam and Curt Thompson, focused on Palmer amaranth control by mesotrione (Callisto, others). However, the results they reported may explain some poor control being observed following recent applications of Group 27 herbicides like topramezone (Impact, others) or pyrasulfotole (Huskie, others) in populations that are believed to be susceptible to Group 27 herbicides.

The results of the research show that when Callisto was applied at ‘low’ temperatures (77 degrees F daytime high and 59 degrees nighttime low. Palmer amaranth was controlled by the lowest herbicide rate included in the study (about 0.75 fl oz/A). However, when Callisto was applied at ‘high’ temperatures (104 degrees F daytime high and 86 degrees nighttime low. Palmer amaranth was not controlled by the highest rate of Callisto used in the study (3 fl oz/A). 

These application rates do not necessarily agree with field use rates, because lower herbicide rates are often used in greenhouse or growth chamber studies such as these to account for more ‘tender’ plants that are controlled more easily than plants grown in field conditions. 

The research described two key changes in Palmer amaranth that cause reduced control. First, Palmer amaranth metabolized mesotrione faster at higher temperatures. This means the herbicide gets degraded faster when temperatures are high, making the herbicide less effective. Second, the HPPD enzyme, which is the target site for Group 27 herbicides, had increased activity at high temperatures, making it easier for the plant to overcome the effects of mesotrione.

For maximum effectiveness, Group 27 herbicides should be applied under the coolest conditions possible. It is very likely that other pigweed species such as waterhemp and other Group 27 herbicides, including tembotrione (Laudis), tolpyralate (Shieldex), topramezone (Impact), Balance Flexx (isoxaflutole), and pyrasulfatole (Huskie) will react the same way as Palmer amaranth to mesotrione.

The Barton County Historical Society will host a program July 25 at 7 p.m. on the history of the Town of Zarah to be presented by Robert Yarmer.

Crude-oil prices rose two dollars on Friday, and dropped about two dollars Monday. In midday trading, the benchmark Nymex crude contract was hovering near $103 per barrel after dropping below $100 last week. London Brent was also lower Monday, trading under $106 by lunchtime. Prices in McPherson for Kansas Common crude averaged over $104 per barrel in June, the best monthly average since August of 2008. Kansas prices last week dipped into the upper 80s, but then regained some lost ground. As of Friday, the posted price for Kansas Common crude at CHS in McPherson was $95 a barrel. Gasoline prices continue to drop. The auto club Triple-A says the national average pump price for regular gasoline on Monday was four sixty-seven per gallon, down 13 cents from last week, and 23 cents lower than a month ago. Kansas prices average four forty-six per gallon, down nearly twenty cents from last month. The U.S. Energy Information Administration says it has fixed most the systems issues that delayed data publications for several weeks. But the agency announces the hardware failure that sparked the problems in late June continues to cause problems with data on diesel fuel prices, delaying weekly publications on that subject since June 13th. The agency last week came through with several publications, including its monthly petroleum supply report for April. Crude output in the US and in Kansas declined slightly. US operators pumped nearly 349 million barrels, or 11.62 million barrels per day, down about 60-thousand barrels per day from the month before. Kansas output was also down slightly, to about 76-thousand barrels per day in April. EIA reports domestic crude inventories increased by 8.2 million barrels last week. At 423.8 million barrels, stockpiles on July 1 were about ten percent below the five-year average for this time of year. Gasoline stockpiles dropped by 2.5 million barrels and are about eight percent below the five-year seasonal average. US crude-oil imports rose 800-thousand barrels per day last week to 6.8 million barrels per day. The four-week rolling average is less than one percent ahead of last year at this time. US crude production dipped slightly, with average daily output down 23-thousand barrels per day to just over 12.1 million. US Oil-by-rail tallies for the week through July 2nd were up 222 carloads over the week before. The Association of American Railroads says that's about one percent higher than a year earlier. Canadian traffic is up 13% over last year. The Rotary Rig Count from Baker Hughes noted 752 active drilling rigs across the US, an increase of two oil rigs. The counts in Texas and Louisiana were each up one from a week ago. The Rig Count in Kansas was down slightly, with 23 active drilling rigs in eastern Kansas, down one, and 30 west of Wichita, which is down two. Independent Oil &amp; Gas Service reported 38 completed wells across the state in the week through July 7th. There were 18 in Western Kansas, including three in Barton County, and one each in Ellis, Russell and Stafford counties. New drilling permits were okayed in Barton, Russell and Stafford counties last week. Kansas regulators okayed 46 new drilling locations statewide. That's 847 so far this year, compared to 515 through the first week in July last year. The oil patch in Texas continues to set tax-revenue records. Oil production taxes in June, a whopping $679 million, increased more than $84 million from the month before, the previous record, and nearly doubled the collections from June 2021. The State Comptroller says natural gas producers also paid record production taxes in June, a total of $439 million. The Midland Reporter-Telegram newspaper reports the nearly $1.12 BILLION paid in just one month tops some annual collections from a few years ago.&nbsp;&nbsp;

Derek Schmidt has been serving as the Kansas Attorney General since
2011, and despite the governor’s campaign heating up, he states handling the
attorney general duties is job number one. 
In March, Schmidt filed as a Republican candidate to race against incumbent
Democrat Laura Kelly for governor of Kansas. 
Most evenings and weekends since then, Schmidt has been on the road
campaigning as his second job. Last Thursday, Schmidt visited Great Bend for a fundraiser hosted
at Kip and Kelly Spray’s house. 
"I want to thank all the folks in Great Bend that came out to support the campaign," said Schmidt. "Senator Dr. Roger Marshall is a hometown boy and he's been terrifically supportive. It's a privilege to be running as presumably the nominee of the Republican party for governor." 
Katie Sawyer is Schmidt’s running mate as the Lieutenant Governor candidate.

The Quicksilver 12u Fastpitch softball team wrapped up their season by winning the USSSA Class C National Championships held in Branson, MO July 6-10. The girls survived 40 other teams representing 12 different states in route to a perfect 10-0 weekend. 

Tournament MVP, Chayla Prendergast, led Quicksilver on the mound going 7-0, giving up 19 hits, 14 walks and 55 strikeouts during her 24 innings pitched. 

Adelle Smith went 3-0, giving up five hits, six walks and 15 strikeouts in her 15 innings on the mound. 

Catcher Rylee Stanley was given the Defensive MVP with her effort behind the plate during all 10 ballgames while Mikala Minton and Jenna Schmeidler led the team with a .350 batting average during the tournament. 

Rounding out the team were Adalie Kippes, Brooklynn Kelly, Baylie Kelly, Jaya Stroup and Jimena Montes. The ladies finished the season 44-9 and ranked #1 in Kansas and #1 Nationally in the USSSA rankings.

Barton County Sheriff's Booking Activity (7/11)

Architects and engineers will make a few more adjustments to the final
plans, but a proposal for a new heating, ventilating and air conditioning
(HVAC) system should be coming soon for the Barton County Courthouse. 
Three of the Barton County Commissioners met with architects and engineers last
Thursday to go over drawings, details and any tweaks. 
While the county has set aside funding for the massive HVAC overhaul, the
commissioners understood the importance of getting a plan in motion because of
the price of inflation for any project. 
DMA Architects Owner Don Marrs said he expects a final design, with bids,
ready for the commission’s approval by Thanksgiving. 
"We can allow the contractors to give the bid based on a price, and they tell us how long that price is firm for," said Marrs. "Meaning, they need to get the equipment ordered within that window. There are some ways of writing this so we can mold it to today's bidding environment." 
The courthouse was constructed 104 years ago, and no major renovation to the
HVAC system has taken place since 1979. 
Gerit Garman, Orazem &amp; Scalora Engineering principal, said the new HVAC
will be a big upgrade and increase ventilation in the courthouse and improve
the air quality. 
"This courthouse now has periods of times where it can't be in heating or cooling mode with a two-pipe system," said Garman. "You're either in one mode or the other, and people are uncomfortable. Maybe you need heat in the morning and cooling in the afternoon, and you have neither. The new HVAC will have simultaneous heating and cooling all year round."&nbsp; 
Barton County is also considering renovations to the fourth floor of the
courthouse to add office space for the county attorney’s office. 
The county has funding for the project but hopes to use American Rescue Plan
Act (ARPA), federal COVID-19 pandemic relief funds, to assist with the expense.
The county is also exploring the possibility of registering the courthouse on
the National Register of Historic Places to receive tax credits.&nbsp; &nbsp;&nbsp;

The City of Great Bend is recommending decreasing their mill levy by
just over two mills for the 2023 budget. 

City Administrator Kendal Francis said
Monday night at a budget session, property valuation is up nearly $6.9 million
from 2022. 
"This is the first time since 2019 that our valuation has increased," said Francis. "It went from approximately $103 million to $110 million. One mill equals roughly $110,000." 
The 2022 mill levy from the City of Great Bend was 54.543 and is
suggested to be positioned at 52.52 for 2023. The proposed budget,
includes a 3% wage increase for all employees, funding to hire two new
positions and a 7% premium increase to city and employees for health
insurance. 
While the mill rate is suggested to drop, the amount will exceed the Revenue
Neutral Rate (RNR) of 51.130. RNR is the tax rate needed to collect the same
dollar amount of property tax as last taxing year using this year’s assessed
valuation. 
"We had a plan if the city council chose to follow the Revenue Neutral Rate," said Francis. "We would need to reduce the cost-of-living adjustment by 1% and we would have about 50,000 additional dollars we would need to cut." 
A Great Bend resident is taxed by seven entities, and the city represents 29%
of the total property tax levied to citizens. The city anticipates collecting
just under $5.8 million from property taxes in the 2023 budget.&nbsp; &nbsp;&nbsp;

Travel is back on the itinerary for high school organizations around the state. Last month, the USD 428 Board of Education approved a Washington, D.C. trip for the Great Bend High School choir. At Monday's July meeting, the board approved another trip, this time a Colorado jaunt for the GBHS orchestra.

Orchestra instructor Isaac Enochs presented to the board, reporting the students had selected Colorado on a list of short trip ideas. The 4-day trip would include a stop at Garden of the Gods, Pike's Peak, the U.S. Air Force Academy, the Olympic and Paralympic Museum in Colorado Springs, and a musical performance in Denver. The orchestra would also perform in Denver.

"The musical performance we're hoping to go to is Riverdance," Enochs said. "We got to see them in Dallas back in 2018 and they were really good. That was probably the highlight of our Dallas trip in 2018."

Enochs said the orchestra plans to take approximately 50 students on the 2023 trip, and the estimated cost for each student would be $750. Much of those costs would be covered with a series of fundraisers, including poinsettia and popcorn sales.

"We're really trying to make it to where every kid goes unless they have a conflict," Enochs said. "We're trying to fundraise so all kids will hopefully be able to go without putting in too much of their own money."

Enochs suggested using a travel agency for this year's trip. High school staff has planned trips previously, but the last trip just missed being canceled due to COVID-19.

"Who knows what could happen a year from now," Enochs said. "If we weren't able to go on our trip, we wouldn't have to lose all that money. That's part of the reason we want to use a travel agency. Also, it just streamlines the whole process."

Using a travel agency would insure the trip against cancellation, but also give the group an on-site tour guide and streamline all the accounting so GBHS staff would not have to receipt each transaction. Now approved, the trip is scheduled for the 2023 summer break.

USD 428 Board approves GBHS orchestra trip to Colorado

The Barton Arts Movement hosted their first ever Art Alley Pop-Up Gallery and Competition on June 24 in conjunction with the Final Fridays on Forest activities. 

Co-led by BAM Committee members Lindsey Bogner and Sergio Ramirez, and hosted by Andrea Bauer and other volunteers, the event was a huge success featuring 19 artists from across Barton County and even one from Johnson County. More than 300 spectators came through the pop-up gallery to take in the art and vote on their favorite canvas. 

After all the votes were tallied, Hoisington artist Shawntay Dorae received the first ever BAMMY People's Choice Award for her acrylic painting called "The Answer."

“Shining a spotlight on local artists aligns perfectly with BAM’s mission, to ‘create community pride through public art’,” says Andrea Bauer. “As artists shared their work with the community, you could see the pride radiating from their smiles. It was a really special evening.”

Dorae received her award in front of a crowd, and celebrated with her husband and two sons. Although Shawntay has not painted a mural before, she’s excited to explore the possibility of being commissioned for a mini mural in the future, one of the other possible rewards for winning the art competition. 

“I’m very excited to do this again,” says Shawntay.

“We loved partnering with BAM for our Final Friday event”, says Sara Hayden, Great Bend Economic Development. “We can’t wait to see more of the beautiful artwork from our community residents when we do this again in the future.” 

Great Bend Alive hosts events downtown on the last Friday of each month throughout the summer, featuring local food and drink vendors, live music, family-friendly games and more. 

BAM is continuing to expand their vision in Barton County, with multiple projects in the works before year-end. They are currently working to complete a series of photo mosaic installations, featuring crowd sourced photos from around Barton County that will be printed and installed in various locations around the County. The artwork for those mosaics was developed by local designer, Yuchen Boswell. 

BAM is working on plans for a series of mini murals, with plans to add more color to several Barton County communities later this year. They are also assisting with volunteer coordination for a street mural in the consumption district on Forest Avenue in downtown Great Bend. Hoisington's Dorae wins 'BAMMY' during art alley pop-up gallery

The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) have issued several public health advisories for Kansas lakes due to blue-green algae.&nbsp;

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Public health advisories for Kansas lakes due to blue-green algae

Clara Barton Medical Center announced that Natalie Bieberle, DPT has been promoted to the position of Director of Therapy Services. Bieberle has been a practicing Physical Therapist since 2016 and has been an employee with Clara Barton for nearly four years.

A local native, Bieberle grew up in Claflin. She attended Kansas State University where she received her Bachelor of Science in Kinesiology and continued her education at the University of Kansas Medical Center, completing her Doctorate of Physical Therapy in 2016.

After graduating, both she and her husband, Taylor Bieberle, PA-C, worked at Norton County Hospital for two years before moving back to their hometown community of Claflin.

“It is very rewarding to be a part of the Clara Barton family,” said Bieberle. “The teamwork and progressive mindset are what drew me to work here and is what pushes me to continue to challenge and motivate others to strive for higher standards. I am excited to take on the role of Director of Therapy Services in addition to continuing with patient care.”

Bieberle’s goal as the new Director of Therapy Services is to continue the mission of the organization and preserve the reputation that Clara Barton Therapy Services has developed. She works alongside therapists Alesia Schneweis, Tamara Dody, Danelle Leiker, Betsy Snell, and Halle Knigge; PTAs Sheri Espinosa, Samantha Roddey, Shelby Frickel, and Trevor Lowe; and COTAs Hillary Cory and Allie Hipp, providing patient care and services that support the community.
