Drivers on the nation’s highways may find themselves under the watchful eye of law enforcement a little more than usual this week. Operation Safe Driver Week is being observed July 10-16. The goal of the yearly observance, started by the Commercial Vehicle Safety Alliance (CVSA), is to reduce the number of crashes involving commercial trucks through education, traffic enforcement strategies and interactions with law enforcement. However, any driver, regardless of whether they are driving a big rig or a passenger vehicle will be cited if dangerous driving such as speeding, distracted driving, following too closely, improper lane change, drunk or drugged driving is observed.

Special investigators with the Kansas Corporation Commission (KCC), which regulates motor carriers in the state, are teaming up with Kansas Highway Patrol Troopers and Federal Motor Carrier Safety Administration Investigators to conduct inspections at weigh stations located in Olathe (both North and Southbound), Wabaunsee, Belleville, Kanorado, Liberal and South Haven. At the weigh stations, they will also be talking to motor carriers about the need to focus on improving their driving routines when sharing the road with others.

“Unfortunately yesterday, Kansas had its 31st&nbsp;tragic fatal crash involving a commercial motor vehicle (CMV) when a pick-up ran into the back of a turning CMV on US-160 in Stanton County.&nbsp; Last year there were a total of 52 fatal crashes involving CMV’s in Kansas, at this rate that number will be exceeded this year. Many of these crashes were the result of unsafe driving and poor decisions.&nbsp; That is the purpose of these initiatives, to educate everyone to be safe when traveling on the highways, whether they are in a commercial or personal vehicle.&nbsp; We want everyone to arrive at their destination safely.” said Gary Davenport, KCC Deputy Director of Transportation.

The KCC offers some safety best practices for drivers to keep in mind when sharing the road with large trucks this summer.

The City of Great Bend announced utility work will be done on McKinley Street by Dillons, Saturday, July 16. There will be a short section of lane closed for southbound traffic as utility crews work on replacing a service in the area. 

Crews will be there early in the morning and should have a minimal impact on traffic.

Please be attentive as crews work in these areas. The city stated they will make every effort to minimize the impact to traffic.

The Great Bend Chamber of Commerce commemorated the new store manager at Nex-Tech Wireless in Great Bend, Sarah Panning with a ribbon-cutting ceremony. The Ambassador Club, Chamber staff, community members, Panning’s family, and Nex-Tech Wireless employees gathered after Nex-Tech Wireless hosted a Chamber Coffee. Panning is not only the new store manager but a Chamber Ambassador as well, so her peers and new store were excited to celebrate her success.

Nex-Tech Wireless Brand Manager, Tasha Eichman, shared their mission, "Our mission is to provide an unrivaled customer experience by bringing trusted technology and superior wireless service to our hometowns.”

GB Chamber celebrates new manager at Nex-Tech Wireless

Sometimes you just want a beer and a burger. Prior to February 2022, that was hard to come by at the same stop in Larned. Macksville's Kevin and Michell Welch decided to fix that, opening Edward's Street Brew &amp; Bites in the old VFW building in Larned. The restaurant, which just celebrated a ribbon-cutting ceremony last Thursday, has nearly 30 beers on tap and serves up homemade food.

"We came up with our menu just because we wanted American fare that was really good food," Michell said. "We both grew up on a farm and we wanted mostly beef, so we have all prime beef."

The restaurant idea was sort of an accident. Upon moving back to Kansas, the couple bought an old family farm that had been abandoned for nearly 40 years. A wedding brought about a renovated barn, which led to catering. That and the simple request for a beer and a burger in the same spot led to the new restaurant.

"When my daughter got married in 2014, we renovated our barn to have her wedding out there, so we got started with a venue," Michell said. "It wasn't on purpose, just for our daughter's wedding. We started doing catering out of that. We started doing guided hunts and there was never any place to take people out to eat after hunts. You could not get a burger and a beer in the same place in Larned."

Edward's menu may feature hamburgers, but that's no ground chuck. Edward's burgers are a half-pound of ground brisket and sirloin. The restaurant also offers wings, steaks, hand-cut fries, appetizers, desserts, and the occasional specialty item, like last Thursday's pasta.

Edward's is located at 603 Edwards St. in Larned. Business hours are 11 a.m. to 9 p.m. Monday through Thursday, and 11 a.m. to 10 p.m. Friday and Saturday.

Mosquito spraying planned the next 4 Thursdays in Great Bend

The latest suggestion thrown out there in regards to paying Great Bend
City Council members is $50 per meeting attended. 
In June, councilmember Lindsey Krom-Craven asked about incentives to get more
residents interested in serving on the council. 
At Monday’s budget session, councilmember Natalie Towns suggested $50 for each
councilmember per meeting. 
"You don't want to pay someone that doesn't show up to the council meetings," said Towns. "It would have to be per council meeting, even though you spend time on the phone, answering emails and meetings other than the council meetings." 
A proposed $100 a meeting would be given to the mayor. Between the mayor and
eight councilmembers, the expense would be $500 per meeting, or $12,000 each
year. 
Mayor Cody Schmidt became the second member of the governing body to publicly
state he would not accept any payment if the idea passed. 
The city council plans to bring up the issue of paying councilmembers at a work
session on a later date.&nbsp; &nbsp;&nbsp;

Few things are certain each winter, but Hoisington's wrestling programs have become a guarantee at the state wrestling tournaments. The Lady Cardinals finished second at state a year ago, and the Cardinal boys had nine top-10 state finishes in 10 years prior to last season, including four state runner-up team finishes and a host of individual state champions and medalists.

With some changes coming to those programs for the 2022-23 winter season, two parents attended Monday's USD 431 Board of Education meeting to express concern.

Tisha Wikum, whose daughter Tally, finished second at state last year, worried that changes could impact the team's tradition.

"Hoisington is respected in the wrestling world," she said. "Everything is done right. People look to Hoisington if they want to improve their program. When the kids walk on the mat, they're taken seriously. It doesn't happen overnight, it's something that is built over time. I think the coaching staff really should be part of all the decision making, and make sure that it's very black and white that they're part of the decision making."

Bruce Ball, a wrestling coach and father to four wrestlers who have won a collective nine state titles and a handful of other state medals, attempted to speak at the June board meeting about the issue and was denied.

"I'd like to make a formal request that you guys go back to your previous policy you had where you allowed the public to speak," he told the board Monday. "I'd think you'd value input from the community, the teachers, the parents of the students, the coaches. I'd think you'd value that."

Ball expressed concern about the impact of splitting the boys' and girls' teams for the upcoming season, as well as safety and practical concerns of having just two coaches for each team. Like Wikum, he also spoke of the team's reputation around the state.

The Lady Cardinals finished second at state a year ago, and the Cardinal boys had nine top-10 state finishes in 10 years prior to last season, including four state runner-up team finishes and a host of individual state champions and medalists.With some changes coming to those programs for the 2022-23 winter season, two parents attended Monday's USD 431 Board of Education meeting to express concern.Tisha Wikum, whose daughter Tally, finished second at state last year, worried that changes could impact the team's tradition."Hoisington is respected in the wrestling world," she said. "Everything is done right. People look to Hoisington if they want to improve their program. When the kids walk on the mat, they're taken seriously. It doesn't happen overnight, it's something that is built over time. I think the coaching staff really should be part of all the decision making, and make sure that it's very black and white that they're part of the decision making."Bruce Ball, a wrestling coach and father to four wrestlers who have won a collective nine state titles and a handful of other state medals, attempted to speak at the June board meeting about the issue and was denied."I'd like to make a formal request that you guys go back to your previous policy you had where you allowed the public to speak," he told the board Monday. "I'd think you'd value input from the community, the teachers, the parents of the students, the coaches. I'd think you'd value that."Ball expressed concern about the impact of splitting the boys' and girls' teams for the upcoming season, as well as safety and practical concerns of having just two coaches for each team. "Our purpose for the July program was enrichment, to provide opportunities for our kids they wouldn't normally have during the regular school year," Assistant Superintendent Tricia Reiser said at Monday's USD 428 board meeting. "We wanted to kind of piggyback on what Lacy Wolters had shared with you earlier in the year about the work-based learning, and about the career awareness we could do for our elementary."

R.E.A.C.H stands for recreation, enrichment, academic, community, and health. The program is meant to provide some fun for the district's K-5 students, but also to teach real-world entrepreneurial skills. The lemonade competition teaches students about marketing, manners, accounting, and overall sportsmanship.

The Lemonade War takes place from 9-11:15 a.m. Friday morning at Park and Eisenhower elementary schools. The cost is 50 cents for a cup of lemonade, with each cup purchased serving as a refreshing vote for that school. The groups will determine how to spend the money raised in the competition.

Reiser said approximately 60-65 students were utilizing summer school programs at both Eisenhower and Park through June. Superintendent Khris Thexton reported the summer lunch program handed out, on average, more than 1,500 meals per day in June. That number has dipped slightly to 1,125 meals per day at Park, Eisenhower, and Riley schools in the first week of July.

"It's still getting a lot of use, which is the idea," Thexton said. "We want it to be used. We want families to take that option so we can guarantee two meals a day through the week for kids that need it or want to use that option."

The free summer lunch program runs each weekday through July 29 from 11 a.m. to 1 p.m. at Park, Riley, and Eisenhower schools.

It's not uncommon for a fisherman to catch his own lunch while out on the pond. That will not be necessary for the Cast with a Cop event scheduled for Aug. 12 at Veterans Park in Great Bend. The city of Great Bend will provide the cops, and Walmart will provide a free lunch to participants. 

"We just thought it would be a good way to interact with some of our youth in a non-enforcement type of environment," said GBPD Chief Steve Haulmark. "People like to fish. We have cops that enjoy it, and others in the community. We thought maybe we could open that up to kids maybe who don't fish and introduce that to them as well."

The event is limited to the first 30 kids between the ages of 8 and 14 years of age. Registration is free at the Great Bend Police Department during business hours Monday through Friday.

The only tool required for the event is a positive attitude. Walmart will provide the lunch, the city will provide various prizes, and the Kansas Department of Wildlife and Parks will provide the gear.

"They're loaning us the rods and reels and some different tackle," said Haulmark. "We were trying to figure out that piece of it, but that worked out really well having that partnership."

Cast with a Cop will take place on Friday, Aug. 12 from 8 a.m. to noon, on the south side of Veterans Lake.&nbsp;

One of the most important clues in determining the health of your trees is the amount of new growth that tree produces. A healthy tree should have a minimum of 4 to 6 inches of new growth each year. Check branches with the tips in the open and not shaded by the tree itself. Anything less than 4 inches on the majority of branches suggests the tree is under a great deal of stress.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 

So how do you tell where the new growth stops? Look for a color change in the stem. New growth is often greener than that from the previous year. There is also often an area of what looks like compressed growth where growth transitions from one year to the next.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 

Lastly, look at leaf attachment. Leaves are only produced on current season's growth. Therefore, new growth stops where leaves are no longer attached directly to the twig but to side branches. However, pay attention as leaves may be appear to be attached directly to last year's growth but are actually borne on short spurs. If you look closely, you can tell the difference.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 

All this clue tells you is whether a tree is under stress or not. It does not tell you what is causing poor growth.&nbsp; Stress is cumulative.&nbsp; In other words, trees may not have completely recovered from stressful conditions (such as drought) that occurred within the last several years.&nbsp; The accumulating stress may have damaged root systems with further damage occurring due to the dry soils last fall and winter.&nbsp; These trees may struggle as we enter summer. Though the roots were able to keep up with moisture demands during the cooler spring weather, they may not be able to as temperatures rise. Such trees may suddenly collapse and die or slough off branches they can no longer support. If possible, water to a depth of 12 inches every couple of weeks we do not receive rain in order to avoid further stress.&nbsp;&nbsp;

BOOR: How healthy is my tree? 

As the Great Bend City Council gave their input on the proposed 2023
budget Monday night, the governing body discussed how the city funds outside
agencies going forward. 
Organizations like the Barton County Fair and the Golden Belt Humane Society
request funding each year from the city. The entities are separate from the
city, but have a tie or provide a service to Great Bend. 
Somewhat split, the consensus from the city council was to fund Great Bend
Economic Development Inc. (GBED) at $250,000 again for the 2023 budget. Eco Devo received a
$100,000 increase last year, partly to fund a director for the newly-planned
childcare facility expected to break ground on construction this fall.

The amount this year could fund an additional position for the department. 
"Economic development is goal number one in the city's strategic plan," said Councilmember and Economic Development board member Kevyn Soupiset. "I do know there is momentum and things are starting to take traction. Not always as quick as everyone wants or needs to see, but there are lots of positives."

When GBED requested their 2023 funding in June, eco devo board member and Barton County Commission Chairman Shawn Hutchinson said the county commission would be in favor of matching the city's funding for economic development up to $250,000. 
The city council was in favor fully funding the Humane Society’s request of
$105,000 and keep funding the previous year's amount for the Barton County
Fair, Barton County Historical Society and Great Bend Public Library.

The board
recommended not funding Sunflower Diversified Services and there was discussion
if the council should fund certain entities at all. Sunflower requested $18,000 to service the city-owned recycling trailer located at 18th and Williams. The city plans to gift the trailer to Sunflower and eliminate their funding going forward. 

Councilmember Cory Urban
stated the city is running into an issue of picking and choosing which
organizations to fund and which ones to deny. 
"We have nonprofits, some of them we're not recommending funding, others we want to fund and others we have contracts with," said Urban. "If we're mandated by the state to pay, like the library, Commission on Aging and the Humane Society we're contractually obligated. The other ones we need to find guidelines so we're not picking to fund one and not others. I think it's a big Pandora's box waiting to explode."

RSVP medical transportation is recommended for $2,550 for the 2023 budget. Barton County Fair is set to receive $5,000. The historical society will be at $10,000.

Great Bend’s hesitancy on funding certain outside agencies

Action from the July 13, 2022, Barton County Commission meeting:

COUNTY CLERK’S OFFICE:  RFP – Bulk Mailer for Revenue Neutral Rate Notices:  -Bev Schmeidler, County Clerk, providee details.  The “revenue neutral rate” is the property tax rate in mills that would generate the same property tax revenue in dollars as levied during the previous tax year using the current tax year’s total assessed valuation.  All Kansas counties are required to mail every property owner an estimated tax notice with information relative to each specific property's taxes and the revenue neutral rate (RNR) compared to the proposed rate for each taxing subdivision.  The Clerk’s Office solicited proposals for the bulk mailing of the notices as prepared in cooperation with area taxing entities.  The approximately 17,000 – 18,000 notices, as prepared through the CIC program, must be mailed by August 10, 2022.  Postalocity bid was approved.  As it was an estimate of $8,950.54, the County will encumber $10,000.00.

TREASURER’S OFFICE:  Operational Costs:  -Jim Jordan, County Treasurer, provided details.  During the last legislative session, the Kansas County Treasurer’s Associated introduced a bill that called for increased registration and title fees for services performed by county treasurers and the division of vehicles and decreased fees related to administrative costs, to include the elimination of the modernization surcharge.   It is anticipated that the bill will be reintroduced this year.  Information only.  No action necessary.  

RESOLUTION:  A Resolution Defining the Parameters under which County Employees or Contractors May Seek, Apply for or Manage Grants:  -Commissioner Kirby Krier provided details.  The Commissioners, understanding that reliance on property tax dollars and user fees to support local government endeavors is shortsighted, seeks monies to supplement local funding through competitive federal, state, local and private grant sources.  As such, it is important that the Commission outline the parameters for the use of the time County employees and / or contractors may dedicate to that endeavor.  Generally, assistance shall be limited to local municipalities with a moratorium on assisting for-profit, private and property tax exempt businesses and agencies.  This Resolution did not pass.

RESOLUTION:  Clarification of County Travel Policies, to be used in coordination with the Barton County Employee Handbook, Policy 509, Business Travel Expenses:   -Commissioner Krier provided details.  According to the IRS, the definition of business travel is travel the employee does ‘away from their home’ for business purposes.  County expectations for employees are found under the Barton County Employee Handbook, Policy 509, Business Travel Expenses.   In an effort to clarify that travel process, it is suggested that, with the exception of travel in the Kansas City, Missouri, area, all out of state travel must be approved by a majority of the Commission and that employees of the County Attorney, the County Clerk, the County Treasurer, the Register of Deeds and the Sheriff are exempt from this provision.  The Resolution was adopted.  

STORM DAMAGE UPDATE:  Severe Weather, July 6, 2022:  -On the evening of July 6, 2022, Barton County, particularly the City of Ellinwood and surrounding area, was impacted by severe weather.  Several County offices responded to the event.  Chris Komarek, Ellinwood City Administrator, thanked the County for assistance.

RESOLUTION: A Resolution Defining the Parameters under which County Employees or Contractors May Seek, Apply for or Manage Grants: -Commissioner Kirby Krier provided details. The Commissioners, understanding that reliance on property tax dollars and user fees to support local government endeavors is shortsighted, seeks monies to supplement local funding through competitive federal, state, local and private grant sources. As such, it is important that the Commission outline the parameters for the use of the time County employees and / or contractors may dedicate to that endeavor. Generally, assistance shall be limited to local municipalities with a moratorium on assisting for-profit, private and property tax exempt businesses and agencies. This Resolution did not pass.RESOLUTION: Clarification of County Travel Policies, to be used in coordination with the Barton County Employee Handbook, Policy 509, Business Travel Expenses: -Commissioner Krier provided details. According to the IRS, the definition of business travel is travel the employee does ‘away from their home’ for business purposes. County expectations for employees are found under the Barton County Employee Handbook, Policy 509, Business Travel Expenses. In an effort to clarify that travel process, it is suggested that, with the exception of travel in the Kansas City, Missouri, area, all out of state travel must be approved by a majority of the Commission and that employees of the County Attorney, the County Clerk, the County Treasurer, the Register of Deeds and the Sheriff are exempt from this provision. The Resolution was adopted. STORM DAMAGE UPDATE: Severe Weather, July 6, 2022: -On the evening of July 6, 2022, Barton County, particularly the City of Ellinwood and surrounding area, was impacted by severe weather. Several County offices responded to the event. Senate Bill 13 is posing significant problems for county clerks around the state. With the primary election scheduled for Aug. 2, clerks must also send out mailers to citizens regarding the revenue neutral status of all tax-paying entities in the county by Aug. 10. 

Postalocity submitted the lone bid for Barton County's mailing. County Clerk Bev Schmeidler anticipates between 17,000 and 18,000 pieces of mail at a cost of roughly $9,000.

"We have the primary election Aug. 2," Schmeidler said. "The canvas will be the 8th, and the notices have to be out the 10th. I just don't see how it's even possible for our staff to do it."

According to Senate Bill 13, the state of Kansas will pay back the counties for mailings in 2022 and 2023, then the counties may recoup costs from individual entities who wish to be listed starting in 2024. Using a third-party mailer may end up saving the county money on bulk mailings, but the move will still cost taxpayers around the state for something the commission deemed unnecessary.

"I just want to clear one thing up," said Commission Chair Shawn Hutchinson. "We are not going to exceed revenue neutral. At least that's the consensus of this commission at this time. But because of the way the state set this new law up, Senate Bill 13, it requires us to send out an intent to break revenue neutral, which is just absolutely absurd. The way they set it up goes by the mill levy versus by the dollars levied. If they would have done it by the actual dollars levied, we would not be sending these mailers because we are not going to break revenue neutral."

Tax-paying entities have until July 20 to submit their intent to the county clerk's office. Those that do not respond by that deadline will be locked in at their current rate. Those wanting to adjust their levies may express an interest in exceeding the revenue neutral rate, thereby generating the mailer, but may not exceed the neutral rate when levies are finalized.

"I just want the taxpayers to know, we do not intend to exceed revenue neutral," said Hutchinson. "With double-digit inflation, that's been a difficult budget process. We've really done what we can do to keep taxes from going up. Last year we cut taxes. Between last year cutting taxes and double-digit inflation this year, we're really doing the best we can do. But with the way the state words their laws - I can't think of a politically correct way to say this - but they are hurting us."

Barton Commission not pleased with bill on state-required mailing

Barton Community College is prepared to tackle staffing shortages and
any underpaid employees. The Barton Board of Trustees voted Tuesday to give all
regular staff an 8% pay increase and make sure all open positions offer
market value income. 
The college reported 65 job openings at last month’s meeting, and some of those
positions have been open for over three years. Board of Trustees member Gary
Burke felt the college needed to act now to solve their staffing woes. 
"Our product is going to suffer," said Burke. "Our morale is going to suffer. We're in a position right now financially, we have some reserves. The reason you have reserves is to take care of emergencies. I think we need to make sure we bring our workforce up to the point it needs to be. You're only going to be able to accomplish that by paying some higher wages."

Along with other expenses, the salary bump will force the college to operate
with another negative balance for the 2022-2023 school year, a projected deficit of $1.3 million. 
Barton Vice President of Administration Mark Dean said with an increase in
state aid and over $19 million in reserves, the college is in position to fix
an issue that has existed for years. 
"We've been fighting this (low wages) for 10, 12, 13 years and unable to get up there," said Dean. "With what has changed with our funding currently and what our cash reserves are...I heard you guys (board) say it last month...we've been saying it for a while. We can fix this now so we don't have to come back and have this same discussion next year." 
The pay increases will also make sure each position is being paid market value.
If a position requires more than 8% to reach market value, that amount will be
approved, but every job will receive at least an 8% increase.&nbsp; &nbsp;&nbsp;

Just before the school year started last fall, all regular staff at Barton Community College received a 7% pay increase.

Graduation rates for the USD 428 Great Bend school district are looking good. Assistant Superintendent John Popp reported at Monday's July board of education meeting that district graduation rates are not only on the rise but also come in higher than state averages.

"You can see the state has also gone up over the last several years, but our rate of improvement has exceeded the state's substantially," Popp told the board. "That's good data."

In 2015, the district's 80.6 percent graduation rate was five points below the state average of 85.7 percent. Though the state average has improved each year since to 88.1 percent in 2021, Great Bend High School's graduation rate has climbed even faster with big jumps in 2019 and 2020. GBHS saw a 91.3 percent graduation rate in 2020, and a 92.5 percent rate in 2021.

"That's a steady improvement, the highest it's been in years and years," Popp said. "That's a very monumental achievement by our entire district."

The data tracks all students for four years once they enroll as freshmen. Students who transfer in and out of the district are also transferred in the data. Students have through the summer to finish credits and graduate, so Class of 2022 figures were unavailable at Monday's meeting.

Popp also showed the board post-secondary effectiveness rates for the district, or how many students are continuing their education after high school. Based on demographics, the state predicts a rate of 35.5 to 40.1 percent for the district. USD 428 exceeded that expectation in 2019 with 43 percent continuing a second year of post-secondary education. 

"The goal of this is not 100 percent," said Popp. "The goal of this is 70 to 75 percent of students continue on in some way. We know there are a whole lot of kids who are very successful just going onto the family farm, or another metric not in here is military service. They may be very successful people but they haven't continued in a post-secondary type of way."

For the 2021-22 school year, Great Bend High School saw 14 students withdraw from education. At least three of those students chose Barton County Academy or other GED programs to continue their education.
