This past week was filled with the sights and sounds of the Barton County Fair.

For 4-H members, this is an opportunity to showcase the project learning they have been engaged in all year! There were exhibits on beautiful woodworking, carefully constructed outfits, cakes and pies and cookies – Oh My!

It is also an opportunity for youth to share fun, laughter, and some commiseration with one another. Some of my favorite moments include youth preparing for Round Robin. To qualify for the Round Robin competition, you must be selected as the top showman or woman in your age division and species. They then show all of the animals within their Round Robin division. For our large animal, youth take turns showing a sheep, meat goat, horse, beef, and pig. For our small animal, youth take turns showing a dairy goat, dog, rabbit, chicken, and bucket calf. You may be really good at showing your rabbit but that doesn’t mean you have any idea what to do with the bucket calf. Knowing that they will compete against one another, youth will volunteer to show someone how to show their animal to help everyone do their best!

During the Beef Show on Friday the judge remarked on one of the older 4-H members who was assisting young members in the ring and how impressed he was with that steady assistance. The Horse Show judge on Saturday commented on how impressed she was with the camaraderie and help from horse team members and their families throughout the event. They cheered one another on and sometimes, cheered one another up!

Another of my favorite moments happened as I walked through the barn. Two young men were playing a game of cornhole; one is 15 and the other is 10. They were chatting away as they enjoyed some downtime and I hope that they both remember that afternoon as a fun time with a friend.

There are also some tears. Sometimes the heat and schedule get the best of us, and we just need to have a moment, know that people still support us, and move forward. What wonderful life skills we can teach in those moments!

Putting together an event of this size takes incredible teamwork from the Barton County Fair Association and Cottonwood Extension to the massive number of volunteers to write comments, and set up pens, and tables, and chairs, and display cases, and flags….and the list goes on and on. I am so proud to be a partner in this crazy week we call FAIR!

A rare benefit of the COVID-19 pandemic has been free meals for all school students for the past two years. The federal waiver that allowed districts to serve those free breakfasts and lunches is set to expire June 30. That means those needing free or reduced lunches must now apply for the benefit prior to the upcoming school year.

"Now it's just going back to normal where, during their enrollment, they do have to fill out a meal application to see if they qualify for free or reduced meals," said USD 428 Great Bend Food Services Director Kristy Alvord. "If they don't fill out the application or they don't qualify, they'll just be full-pay students."

The USD 428 Board of Education announced last month an increase in milk and meal prices. Lunch prices increased 15 cents around the district to range from $2 at elementary schools to $2.35 at Great Bend High School. Milk increased from 40 to 50 cents, and breakfast increased from a dollar to $1.25. Reduced lunch prices remain the same at 40 cents.

"For families that we haven't received that application yet, they're going to be automatically full paid until that application comes in and has been processed," Alvord said. "It's extremely important for those meal applications to get completed as soon as possible."

Barton County Sheriff's Booking Activity (7/8 - 7/10)

The hot days of July have arrived. Temperatures are expected to be in
the 90s or close to 100 for the next week in the Golden Belt. 
Great Bend Brit Spaugh Zoo Curator Ashley Burdick said zoo staff is extra
careful and attentive to their animals’ needs during this heat. 
"A lot of the animals have lived here most of their lives so they're kind of accustomed to it," said Burdick. "When we have that extreme heat for several days in a row and it does not cool down at night, that's when it gets dangerous. For instance, our Arctic foxes are not built for as hot as it has been so they're one we're really careful with." 
The zoo recently posted a video on social media of staff spraying the grizzly
bears with water to cool them down.

For the more heat-sensitive animals, the zoo provides air conditioning shelters.
All the animals have options to beat the heat. 
"All the animals have at least a fan in their building," said Burdick. "We'll leave them with access. That's why when people are visiting, not all the animals will be out. They have the choice to go back inside if they want. The animals might have a sprinkler, pool or mister in their yards." 
Burdick said the turkey vultures are the only animals at the zoo that aren’t cowering
in the shade all day, as they like to do a little sunning. 
Burdick added if you want to see the animals, the best time to visit the zoo is during the morning before the temperature rises.&nbsp; &nbsp; &nbsp;

Great Bend Police: Behind the Badge

After almost two years of changing schedules and curtailing activities, clients and staff at Sunflower Diversified Services are back to a regular routine and enjoying a few new ventures.

Covid had brought a number of out-of-the-ordinary challenges to Sunflower, which serves people with developmental disabilities and delays in central Kansas.

“Life was put on pause for everyone but sometimes it was even more difficult for the people we serve,” said Amanda Urban, compliance and quality assurance director. “Structure and predictability, which are extremely important to clients, were lacking during the pandemic.

“For example, we had to rotate work hours at the manufacturing plant to maintain our physical distance from one another. Residential services continued throughout the pandemic too – just on staggered schedules.”

In addition, Urban noted, the pandemic was difficult for many individuals because they don’t have family members nearby. “Our staff did their best to fill the gaps but we realize we cannot replace family.”

Today, the future looks much brighter. The manufacturing plant and other areas at Sunflower are back to normal, with more opportunities for employment, leisure and community involvement.

For instance, the number of packaging/assembly jobs has increased and the Aktion Club is back to serving its community. The club’s newest effort is participation in the Adopt-a-Highway program.

Sarah Stromski, advocacy training and activities manager, said the Aktion Club has adopted two miles on U.S. 281, from mile markers 101 to 103, just south of Great Bend.

“The catalyst was Earth Day, April 22,” Stromski noted. “We wanted to tackle a project to help the environment and improve quality of life. This seemed like a good fit.”

The 17-20 club members pick up litter on both sides of the highway after gathering trash bags and safety vests from the local Kansas Department of Transportation office. All participants took safety classes.

The Kiwanis Club sponsors the Aktion Club; Sunflower’s group, which started in 2005, was the second to be chartered in Kansas.

“We are thrilled to revive our club,” Stromski said. “It is important to continue our Aktion legacy by getting out and supporting our community.”

Recent client activities also include: attending wrestling tournaments in Hoisington and Larned; dancing at the Great Bend Recreation Commission; swimming; eating at restaurants; shopping; and attending a comedy show at the Crest Theatre. A visit to the Sternberg Museum at Hays is in the works.

 </figure>BUSINESS NEWSAfter almost two years of changing schedules and curtailing activities, clients and staff at Sunflower Diversified Services are back to a regular routine and enjoying a few new ventures.Covid had brought a number of out-of-the-ordinary challenges to Sunflower, which serves people with developmental disabilities and delays in central Kansas.“Life was put on pause for everyone but sometimes it was even more difficult for the people we serve,” said Amanda Urban, compliance and quality assurance director. “Structure and predictability, which are extremely important to clients, were lacking during the pandemic.“For example, we had to rotate work hours at the manufacturing plant to maintain our physical distance from one another. Residential services continued throughout the pandemic too – just on staggered schedules.”In addition, Urban noted, the pandemic was difficult for many individuals because they don’t have family members nearby. “Our staff did their best to fill the gaps but we realize we cannot replace family.”Today, the future looks much brighter. The manufacturing plant and other areas at Sunflower are back to normal, with more opportunities for employment, leisure and community involvement.For instance, the number of packaging/assembly jobs has increased and the Aktion Club is back to serving its community. The club’s newest effort is participation in the Adopt-a-Highway program.Sarah Stromski, advocacy training and activities manager, said the Aktion Club has adopted two miles on U.S. 281, from mile markers 101 to 103, just south of Great Bend.“The catalyst was Earth Day, April 22,” Stromski noted. “We wanted to tackle a project to help the environment and improve quality of life. This seemed like a good fit.”The 17-20 club members pick up litter on both sides of the highway after gathering trash bags and safety vests from the local Kansas Department of Transportation office. drought monitor report as of Tuesday, July 5 indicated no real change for our
area as we continue in moderate drought, although the northeast portion of the
county improved to abnormally dry.&nbsp; The
rains of Wednesday night aren’t reflected in this data.&nbsp; The six to ten-day outlook (July 12 to 16) indicates
a 40 to 50% chance of above normal temperatures and normal to slightly above
normal precipitation.&nbsp; The eight to fourteen-day
outlook (July 14 to 20) indicates a 33 to 40% chance of above normal temperatures
and normal precipitation.&nbsp; As we are
entering mid-July and summer is half over, where do we stand for our summer
crops?

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; First,
we live in a unique area, especially our soil types.&nbsp; Near and south of the river, lighter (sandy)
soils predominate while north of the river heavier soils ranging from loams and
silt loams and even some clay loams are common.&nbsp;
This results in great differences in water-holding capacity and
drainage.&nbsp; Naturally, lighter, low
organic soils hold less moisture for crops and stress occurs more rapidly.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; And
as is typical most years, summer row crop conditions and stage of growth vary
due to a wide range of planting dates for full season crops and
double-cropping.&nbsp; This will discuss the
“average” for the area.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Wheat
harvest is essentially over and the Tribune has been posting updates.&nbsp; As expected, yields were quite variable
depending on a number of factors including the length of any fallow period, did
it follow soybeans, corn etc., soil type, and hit or miss precipitation.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Corn
conditions are variable, although the corn that was planted in a timely manner
is starting to tassel and silk.&nbsp; We have
had rain when we absolutely needed it.&nbsp;
Yes, corn is short, which really shouldn’t affect yield, as height is
determined by how rapidly heat is accumulated and soil moisture.&nbsp; While temperatures above 85 degrees,
especially above 95, don’t help, the concern is really with nighttime temperatures.&nbsp; To insure good pollination, temperatures in
the 60s and even 50s are best as pollination occurs overnight.&nbsp; Seventies and above can greatly decrease
pollination.&nbsp; On the plus side, higher
humidty helps some.&nbsp; Irrigated corn
overall looks okay.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Grain
sorghum (milo) planted earlier looks much better than the later planted fields
and there is some grin sorghum that was double-cropped.&nbsp; The earlier planted milo has a
better-established root system and can better explore the soil for water.&nbsp; Milo is still a ways away from
flowering.&nbsp; Milo, unlike corn, can
essentially idle for a period of time before flowering to wait for better
conditions.&nbsp; The key is for it to flower
before the end of August and that gives producers a 95% chance of it maturing
before a frost.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Soybeans
are also all over the place.&nbsp;
Fortunately, more producers are planting earlier and that helped
establish the crop.&nbsp; Fields are starting
to flower and set pods.&nbsp; The real key
time for beans is coming up as we head into August, but overall not bad.

Twenty-three new law enforcement officers graduated from the Kansas Law Enforcement Training Center on July 1 at a ceremony held in the KLETC Integrity Auditorium. The Larned Police Department and St. John Police Department both had graduates.

Officer Andrew Lee of the Riley County Police Department was the graduating class president. The speaker for the ceremony was Sheriff Russ Thorton of the Ottawa County Sheriff’s Office. Rob McClarty, KLETC Senior Instructor of Police, was the Class Coordinator for the 295th Basic Training Class.

Officers Julia Raymann and Justin Smithson of the Riley County Police Department were placed on the Director’s Honor Roll for achieving an overall academic average of 94% or higher. Officer Raymann was also the recipient of the Larry Welch Award of Academic Excellence for having the highest overall academic score of 96.35%. Officers Raymann and Smithson, along with Officer Toney Asquith of the Galena Police Department, were inducted into KLETC’s 200 Mile Club. Officer Asquith also received the Fitness Medal for having completed 239.23 miles as a member of the 200 Mile Club. Officer T.J. Powell from the Hutchinson Police Department was recognized during the ceremony for his firearms proficiency as the class’ “Top Shot."

Graduates receive certificates of course completion from KLETC and Kansas law enforcement certification from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority. The training course fulfills the state requirement for law enforcement training. Classroom lectures and hands-on applications help train officers to solve the increasingly complex problems they face in the line of duty.

Established by the Kansas Legislature in 1968, KLETC trains the majority of municipal, county, and state law enforcement officers in Kansas and oversees the training of the remaining officers at seven authorized and certified academy programs operated by local law enforcement agencies and the Kansas Highway Patrol.

About 300 officers enroll annually in KLETC 14-week basic training programs. KLETC offers continuing education and specialized training to over 10,000 Kansas officers each year. KLETC is located one mile west and one mile south of Yoder, near Hutchinson, and is a division of the University of Kansas Lifelong &amp; Professional Education.

The graduates, who began their training in March 2022, represented multiple municipal, county, and state law enforcement agencies from across Kansas. Among the graduates were:

Barton Co. awarded Chronic Disease Risk Reduction Community Grant

The Great Bend Chamber of Commerce celebrated 100 years of service in
2021. Going into the next 100 years, the chamber is taking a hard look at its
services and programs to make sure they are meeting their members and community’s
needs. 
Great Bend Chamber CEO Megan Barfield said as businesses evolve, the chamber is
working to stay relevant and viable. 
"We want to go through our programs and identify how much they are being utilized, how much staff time is going into them and if they excite the staff," said Barfield. "If we're not excited about a certain program, event or service offering, that's going to come out in the delivery of it." 
The chamber has spent time visiting with the Ambassador program and their
executive board to get their views and perception of the chamber. Barfield said
there will be a survey coming out later this year that will be available to the
public. The survey will allow citizens to provide constructive criticism or
services they would like to see provided. 
Barfield noted one observation already taken from the feedback is the need to
improve communication on existing services and their availability. She would
also like to see more clarification on who does what between the Great Bend
Convention &amp; Visitors Bureau, Great Bend Economic Development and the chamber.
 
"Our three separate entities like to think that while our day-to-day tasks and programs differ from each other, the goal of each of our organizations is to create a business-friendly environment and prosperous economy," said Barfield. "How do we do that but communicate what each one is doing? That is probably one of the biggest struggles because it's easy to lump us all into one."

The Kansas Department of Transportation is encouraging cities, counties and other local entities to submit a grant application to the 2022 Safe Streets and Roads for All (SS4A), a new U.S. DOT discretionary grant program. The SS4A program and the new Kansas SS4A Match Pilot Program represent an opportunity to leverage federal and state funding to create safety plans for city streets and county roads.

The objective of SS4A is to reduce the number of fatal and serious injury crashes on local roadways through regional collaboration. The Kansas SS4A Match Pilot Program has been authorized for one year and provides financial assistance to local entities<a href="https://outlook.office.com/mail/inbox/id/AAQkAGE1NjQ2ODdlLTIwNDUtNDA5ZC1iNGM3LTczN2NjOWNkN2UzZQAQAGUBQKaUvK1Bv%2Fq6fJwwtwg%3D#x__edn1">[i]</a>&nbsp;that apply for and receive funding from the SS4A Discretionary Grant Program by completing a Safety Action Plan.

This is the first year of the five-year federal SS4A program. Once Safety Action Plans are completed, projects identified in the plans may be eligible for future federal grants or other project funding through KDOT.

State funding provided by the KDOT pilot program will contribute to the local match required by the SS4A grant. The federal share of the SS4A grant is 80% or less of total activity costs and requires the recipients to contribute a local matching share of at least 20%. If applicants apply to the SS4A program, KDOT will provide a minimum of 10% of the total cost to develop the Safety Action Plan. Up to $4 million in SS4A Pilot funds are available to applicants in the first year.

In addition to the 10% committed by KDOT, regional or joint applications may qualify for an additional 5% of state funds. Cities with population of 15,000 or less and counties with population of 40,000 or less may qualify for an additional 5% of state funds.&nbsp;&nbsp;

KDOT taking applications for ‘Safe Streets and Roads for All’ grants

For nearly three decades, area fourth graders have descended upon the Koelsch Family Farm just west of Great Bend for Kids Ag Day. Planning for the 2022 event is underway, and Ag Day Chairman Scott Dewerff is expecting another giant turnout.

"We're going on 28 years now and it's been very important," he said. "I've had teachers come through who went through it when they were in fourth grade. It's just a great event, getting kids more familiarized with Ag. Last year we had approximately 400 fourth graders from Barton County out there. We had probably at least 75-100 volunteers. It's just a great day for the fourth graders."

Dewerff is thankful to some of the sponsors and volunteers who have stepped up already. Jim and Kathy Armatys donated an enclosed trailer for storage, and Great Bend Coop donated a 40x60 foot tent to be used with the petting zoo. ILS paid half the purchase price of another new trailer. Dewerff said more sponsors are always welcome.

"It takes quite a bit to make the show go around," he said. "It's all volunteers so we rely on sponsorships to make it all happen."

FHSU announces Victor E. Bourbon Whiskey partnership

In the early 1970s, wheat foods came under attack for containing a high portion of carbohydrates, which many consumers believed made foods fattening. In May 1972, the wheat commissions from Kansas, Texas, Colorado, South Dakota and Nebraska met to coordinate a response from wheat farmers. The result was the establishment of the Wheat Foods Council (WFC), which celebrated its 50th-anniversary in June.&nbsp;

Today, the WFC uniquely remains an organization whose membership encompasses the entire wheat foods value chain. Kansas Wheat is a member, along with grain producers, millers, baking suppliers, life science companies and cereal manufacturers. WFC members gathered at the organization’s summer meeting in Charleston, South Carolina, to celebrate the anniversary, elect new officers and set priorities for the upcoming year. In the early 1970s, wheat foods came under attack for containing a high portion of carbohydrates, which many consumers believed made foods fattening. In May 1972, the wheat commissions from Kansas, Texas, Colorado, South Dakota and Nebraska met to coordinate a response from wheat farmers. The result was the establishment of the Wheat Foods Council (WFC), which celebrated its 50th-anniversary in June.&nbsp; Today, the WFC uniquely remains an organization whose membership encompasses the entire wheat foods value chain. Kansas Wheat is a member, along with grain producers, millers, baking suppliers, life science companies and cereal manufacturers. Together, the WFC stays true to its original mission — to help increase the awareness of dietary grains as an essential component of a healthful diet.&nbsp;&nbsp; To do so, the Council develops sound nutritional, educational and promotional programs that reach health and nutrition professionals, opinion leaders, media and consumers. The organization works with a wide swath of key audiences, including health and nutrition professionals, educators, supermarket and retail dietitians, health-conscious consumers, media, chefs and cooks and personal trainers.&nbsp; WFC members gathered at the organization’s summer meeting in Charleston, South Carolina, to celebrate the anniversary, elect new officers and set priorities for the upcoming year. The new officers were seated for WFC’s 2022/2023 fiscal year: Kent Juliot, Ardent Mills, Chair; Ron Suppes, Kansas Wheat Commission, Vice Chair, Mark Hotze, Corbion, Treasurer/Secretary and Darby Campsey, Texas Wheat Producers, Immediate Past Chair.&nbsp; The board also reviewed the WFC’s programs from the prior fiscal year, including:&nbsp; <ul>
 <li>Educating personal trainers, whose advice reaches and influences more than 30 million consumers each week. In April 2020 when COVID-19 shut-down in-person activities and events, the WFC began creating short educational videos and sharing them through social media. By June 2022 the videos had more than 18 million views.&nbsp;</li><li>Conducting a chef workshop focused on the plant-forward food trend at the Culinary Institute of America in April 2022, giving menu development chefs a hands-on demonstration of how wheat foods fit into this trend.&nbsp;</li><li>Organizing the Future of Food Forum in conjunction with the chef workshop, which included speakers addressing plant-forward foods, sustainability, managing supply chains and innovation and collaboration. All of these topics were identified by menu development chefs as critical to the future of their companies.&nbsp;</li>

Wheat Scoop: Happy Golden Anniversary Wheat Foods Council

As a recent retiree, Donna Gregory just wanted to spend more time with her grandkids. So she wrote a book she could read to them. And now the book is for sale at Forest Avenue Antiques in Great Bend. Donna's daughter, Amber Smith, owns the shop and quickly sold out of her 25 copies.

"I've got 10 grandkids and we're expecting our first great-grandbaby," Gregory said. "I just like to do things with them. This was just something I got inspired to do. It's just been a lot of fun."

Living in Alton, Kan., Gregory has worked as a nurse and ran a small assisted-living business for the last 20 years. Her work as a Sunday-school teacher inspired her to write the poems and come up with the illustrations for her book, "The Golden Rule." Now she has to order more copies to meet demand.

"I did this for my grandkids so I didn't order very many," she said. "I wasn't planning on doing anything but having fun with it. We're ordering more because there's more of a demand than I expected."

Gregory's sister wrote and self-published a similar book, and she showed her mother the ropes of self-publishing. Now Gregory is working on another children's book about the fruits of the spirit: love, patience, and peace.

"It's been a great privilege and it's surprising actually," Gregory said. "I was just doing it for fun. It's reaching other people who can benefit from it. I think the moral of the story is good, and I think little children can benefit from learning how to treat others and how to be a good person."
