Tickets are now on sale for United Way of Central Kansas' Beer &amp; BBQ fundraiser, scheduled for Sunday, Oct. 9 from 1-4 p.m. at Dry Lake Brewing in Great Bend. This is the second year for the event, and UWCK Director Charell Owings said the hope is a repeat of last year's sellout crowd.

"It's just $40 per person," she said. "You get to have four half-pours of the drink of your choice from the bar, and you also get four sample sizes of various different kinds of barbecue that are provided from A&amp;G Catering.

"It's just really fun, it's casual. We'll probably have a raffle drawing of some sort. We haven't pulled all that together yet, but we're still working on it. We'll have something fun people can buy tickets for and potentially win."

Great Bend's Alan and Gail Moeder of A &amp; G Catering will prepare the meat. Samples include St. Louis ribs, pulled chicken sliders, beef tenderloin, and BBQ chili. 

Funds raised from the Beer &amp; BBQ event will support United Way's 22 Community Partners and numerous impact programs. Tickets may be purchased by contacting UWCK on Facebook, calling (620) 792-2403, or going to www.uwck.org and clicking on Events.

The contract to become the next Great Bend Recreation Commission
Executive Director was offered to Chris Umphres this past Monday. 

Going into his
17th year with the Recreation Commission, Umphres will replace Diann
Henderson. Henderson has set her retirement date for Oct. 31. 
"I appreciate the board's faith in hiring me," said Umphres. "I'm very excited to continue the strong tradition that the Great Bend Rec has in this community. Diann has done a tremendous job over the years in the role as director, and I have learned a lot." 
Umphres expects a smooth transition when he takes over the director position
Nov. 1.

Growing up, Umphres always considered recreation to be sports. Throughout the years, he has grown to find out recreation looks
differently to everyone. 
"Once I was hired at GBRC, arts and crafts, leisure activities and down to the playgrounds have opened my eyes," said Umphres. "Recreation is different for everybody in the community. It's neat to watch what everybody's vision on what recreation is. I think I have a hold on that and hope to keep going." 
The Great Bend Recreation Commission Board approved a three-year contract for
Umphres. 
A retirement celebration for Henderson will he held Oct. 21 from 1 p.m. – 3 p.m. at the Activity Center on 18th Street.&nbsp; &nbsp;&nbsp;

New GB Rec Director: Recreation is different for everybody 

Extension in Kansas introduced a new way of sharing educational programs during the pandemic. While we were not doing face-to-face presentations, people of all ages found webinars recorded by Extension Family and Consumer Sciences (FCS) professionals from across the state to be an effective way to learn about a variety of topics.

Dubbed as Living Well Wednesday, the topics touched on a wide variety of essential skills that empower you and your family to live, work, and thrive. The webinars were held over the lunch hour on the second and fourth Wednesday, throughout much of 2021 and during the first three months of 2022. The neat thing is that each session is recorded and available to listen to on your schedule. Just go to the KSRE website and in the search type in living well Wednesday.

The first presentation in 2022 was titled, “Parents Guide to Social Media.” A guest presenter, John Calvert, Director of Safe and Secure Schools Unit, shares his expertise about the apps to be aware of on a child’s phone. It was an eye-opening presentation that concerns me when I think of my four grandchildren, aged 7 to 14. Besides the recordings there are links to excellent handouts and additional resources to refer back to.

There are three upcoming Living Well Wednesday presentations that I want to highlight today. The three webinars will be provided in Spanish only. “Connecting Cultures – Celebrating our Diversity” is the title of the September 28th webinar. Elizabeth Brunscheen-Cartagena, Family Life and Resources Agent in Sedgwick County, is the presenter.

Guest presenters from the Kansas Department of Health and Environment will be sharing “Chronic Illness – Prevention and Management” on October 12th. The discussion will cover the leading causes of chronic illnesses for the Latino population. Participants will learn strategies and efforts that one can do to reduce or prevent chronic illnesses.

The final Spanish webinar, on October 26th is titled, “Survive, Strive and Thrive.” This presentation, shared by Elizabeth Brunscheen-Cartagena, will help parents gain confidence in their ability to be a good parent and to gain the skills and attitudes necessary for rearing healthy, positive children.

The three Spanish only webinars are set for 12:15 – 1 PM each of the dates I mentioned. I’m happy to share the flyer with information about registering for the webinars.

And finally, plans are being made to offer another series of Living Well Wednesday in English in 2023. I look forward to sharing the topics with you as soon as they are announced. So, stay tuned!

Cop Shop (9/15)

In July, Barton County Commissioners and other officials met with the architects and engineers for a proposed heating, ventilation, and air conditioning (HVAC) system at the courthouse. The designs have yet to be returned from Orazem &amp; Scalora Engineering (OSE), but a big project is looking even bigger as the courthouse will need to be vacated for several months during the upgrade.

"There's a lot of people working on this together," said County Director of Operations Matt Patzner. "We're going to use as many resources as we can to lean on for expertise - other counties that have been through this. I know Ellis County did something similar and we're kind of reaching out to them for best practices. There's no way around it. It's definitely going to be a headache."

The Barton County Courthouse is 104 years old, and there have been no major updates to the HVAC system since 1979. With the old system, there is little control of heat and air in the building.

"It's a two-pipe system," said Commissioner Kirby Krier. "You either have all the heat on for the entire building, or you have all cool. There's no in-between. We're not doing it just for the comfort of our employees, we're doing it for the fact we have a tremendous amount of leaks all the time."

Krier said the county has set aside $2.5 million in American Rescue Plan Act federal COVID-19 pandemic relief funds for the project. The overhaul was originally supposed to be a tiered one, allowing employees from multiple floors to remain in the building while work was completed on another floor. That is no longer looking like an option.

"When they come in, the first thing they're going to do is take out all the original components," Patzner said. "So we won't have any heating and air, and possibly no water, in here for a while. That's really the only route we can go is to get everybody out all at once just because of the components they're going to have to take out from the get-go."

Patzner said the county hopes to have plans from OSE returned within a month. At that time, the county will seek bids for the project.

Barton County Sheriff's Booking Activity (9/15)

The Shafer Art Gallery on the campus of Barton Community College opened
in 1992 as a way to permanently display an art collection and present exhibits
from all over the world. 
Following the COVID-19 pandemic, Shafer Gallery Director David Barnes said the
gallery is just starting to reemerge with displays and folks visiting to see the
exhibits. 
Over the course of 30 years, the gallery has made an impact on numerous
artists, students and spectators.

An artist by the name of Scott Thein, who lived primarily in New York, had
drawings featured in the Great Bend gallery in 2016. 
“Scott was a colorful character,” said Barnes. “We found out he was incredibly
talented and one of the most intelligent artists I’ve ever met.” 
Thein passed away in June 2022 from complications with cancer. Before Thein
passed away, he asked Barnes if he could find a home in the gallery for a “special”
painting.

“The painting was done by a relative of Scott’s, by the name of Miksa Timar-Thein,”
said Barnes. “Miksa was a very well-known Hungarian painter. The story is, this
individual left Poland and sought refuge in Paris, France right before World
War II.” 
Miksa died in the Holocaust. Several of his paintings were passed down to his
relatives. Scott Thein received one of his works and then gifted the oil painting
to the gallery. 
“Scott wanted this painting to be kept in a place that he trusted and valued,”
said Barnes. “On one of his trips from New York, he rolled up the painting and
stuck it in his suitcase. It’s an oil painting and the oil painting cracked.
When he brought it to me, it was a disaster.” 
Along with the painting, Scott Thein gave the Shafer Art Gallery at Barton the
finances to send the painting to the Western Center for the Conservation of
Fine Arts in Colorado to have it restored.

Thein also gave the gallery a generous legacy with a fund that can be used for
restoration and preservation of any other works in the gallery’s collection. 
“I think this donation is a testament to the way that we can provide a place
for people to trust,” said Barnes. “That’s what was heartwarming to me. Trust
ran through the story so deeply. Scott really trusted us to be able to take
care of this and he knew that we would do it right.” 
Barnes referred to Miksa Timar-Thein as a significant artist of the period
between 1874-1940.&nbsp; &nbsp;&nbsp;

Along with the painting, Scott Thein gave the Shafer Art Gallery at Barton the
finances to send the painting to the Western Center for the Conservation of
Fine Arts in Colorado to have it restored.<figure>

The University of Kansas Health System Great Bend Campus welcomes Scott Schneider, APRN, a family nurse practitioner, certified flight nurse and paramedic, to the Emergency Department care team.

Before joining the health system, Schneider worked in emergency services for 32 years, including 25 years at EagleMed air medical transport service. He started his healthcare career working as a paramedic before returning to school to earn a nursing degree and continued in emergency care as a registered nurse.

“I’ve worked closely with the staff and providers at The University of Kansas Health System Emergency Department here in Great Bend for years as a flight nurse,” Schneider said. “I have seen firsthand how accomplished they are, and I can think of no better team to join.”

Schneider earned his paramedic degree from Barton Community College and his associate degree in nursing from North Central Kansas Technical College in Hays. He earned his bachelor’s and master’s degrees in nursing and family nurse practitioner from Simmons University in Boston.

Schneider is one of two experienced flight nurses who have joined the Emergency Department care team in 2022. In addition to the emergency care team, orthopedics and general surgery providers are on call to care for patients in the Emergency Department. The health system remains committed to providing excellent care as a designated Level IV Trauma Center for the region.

Experienced flight nurse joins Great Bend Emergency Department

If you improve its facade, they will come. Quite literally for an Airbnb rental property in downtown Great Bend. Owner Jared Chansler asked Barton County Commissioners at Wednesday's meeting for additional facade improvement funds for his property at 1604 Main Street. The commission agreed to give Jared and Adeline Chansler 75 percent of the construction overages, or $749.13.&nbsp;

"It's a good vision on your part," said Commissioner Jon Prescott. "It's a great location for an Airbnb. It's close to a lot of things, and all the activities that are starting to be created in downtown Great Bend. It's awesome. Great vision on your part."

Chansler struggled to find contractors to complete the work ahead of the deadline. A local brick mason recently completed work, and Chansler had few options on a painter that moved his bid from $2,300 eight months ago to $3,900 before completion.

"Out of the six people I had contacted, he was the only person that could even give me a bid," Chansler told the commission. "It took eight months to get him to the job site, so I was pretty well stuck with having to go with his bid."

Chansler cleared out bindweed from the back of the property and planted clover in the front yard. Already a woman has stopped to tell him his property looked fantastic. Commissioner Kirby Krier said he's seen similar results with Two Chicks and Some Old Bird in Ellinwood, and Cates Carquest in Hoisington. Commissioner Jennifer Schartz agreed.

"We've said this all along," she said. "Because this is our program we've built from the ground up, we are able to look at our taxpayers in the face and hear their dilemmas. We can have a heart with some of our decisions. We don't have to be just so black-and-white. I think that's a way county government is serving our taxpayers at a whole different level than might be expected."

Barton Commission pleased with another facade improvement in Great Bend

The City of Hoisington reported the splashpad at the public pool is having some issues where it is running without being activated. 

 Fortunately, the water is recirculated but the issue needs to be resolved. 

 The City reached out to the general contractor and electrician that installed the equipment and they are working to resolve the issue. 

The splashpad will likely be closed this evening as the electricians will be onsite in the morning to work on the control panel.&nbsp;

The single-largest research investment by Kansas wheat farmers came to life almost ten years ago when the Kansas Wheat Innovation Center opened its doors. Since that time, the center has set a standard of excellence for wheat research and worked to meet the specific needs of Kansas wheat growers. In recognition of the upcoming decade milestone, the Kansas Wheat Commission embarked on a statewide effort to gather Kansas wheat farmer feedback on the future — positioning the commission to continue finding innovative solutions to position wheat growers for success.

The effort included eight roundtable discussions involving 120 Kansas wheat farmers. Farmers shared insights on obstacles like infrastructure, market volatility and supply chain disruptions as well as the value they see in improved genetics, sustainable production practices and regionally specific management practices.

“One of the participants in the roundtables said, ‘It’s the little things together that make wheat pay,’” said Justin Gilpin, CEO of Kansas Wheat. “Helping farmers manage all of those little things well is our role as the checkoff. We need farmer input to ensure we’re doing that as effectively as possible.”

The roundtable discussions indicated Kansas wheat farmers particularly appreciate programs that highlight best practices, provide opportunities to connect with others in the industry and offer guidance specific to operations or regions. One of the Kansas Wheat programs that received high praise in the discussions was the Kansas Wheat Rx program, which helps farmers make management decisions and choose varieties based on their individual growing region’s characteristics.

Based on the feedback, Gilpin said Kansas Wheat’s team will continue to focus on research, education and information services that address farmers’ concerns and promote market development.

“Every day, our team focuses on providing the information and services needed to make all the elements farmers can control — genetics, agronomic and management decisions — work together,” he said. “The input provided through the statewide discussions strengthened our focus as a team and will help us determine how to better meet the needs of wheat farmers in Kansas.”

Farmers in these roundtables also confirmed the following commitments:

Wheat Scoop:  Kansas wheat farmers share keys to success

The USD 431 Hoisington Board of Education had to delay its budget meeting by a week, but Monday's meeting still featured plenty of numbers. Under old business, the board opened the meeting by discussing the future of the turf and track at Hoisington High School.

"We are looking at about approximately $2 million to make the updates and changes that need to be done," said Superintendent Patrick Crowdis. "Our turf is getting to the point where it is going to be - it needs to be updated. The track is past updating. We will not be able to host a track meet after this season if we don't go ahead and do something this coming summer."

Crowdis told the board he has talked with a lending institution about five and seven-year payment plans, with the latter costing the district just shy of $325,000. The board only moved forward with looking at bids on the project Monday, but Crowdis said now is the time to begin planning.

"We're not approving the 2023-24 budget this year, but my recommendation is that we go ahead and look at financing $2 million over seven years, and then next year we would raise the capital outlay to eight mills," he said. "That would then allow us to have approximately $257,000 left in capital outlay after we make our payment, to continue to do updates and capital projects that we need to."

The district plans to seek bids from Mammoth Sports Construction in Lenexa, ATG Sports in Andover, and Hellas Construction in Wichita. Crowdis emphasized the $2 million price tag only covers redoing the track and turf and no other construction. He also said it's going to be a lengthy process.

"Everything inside that fence and inside the building at the high school, I have to get approval from the Kansas Historical Society to change," he said. "That is about a 4-week process in itself to get approval from them."

Crowdis reminded the board the district does have other money, including a planned $40,000 contribution from the Hoisington Rec Commission for turf replacement, and $160,000 left from the last time the turf was replaced. A donor has given $90,000 for high school facility upgrades.

The board called for a special budget meeting now scheduled for Monday, Sept. 19 at 7 a.m. The board will continue to examine the turf and track issue at the October meeting.

In his presentation, the architectural historian will highlight Great Bend's extensive heritage of beautiful, Modern-style buildings from the late 1940s through the mid-1970s. These structures represent the full range of building types, from residential to institutional, commercial, industrial, recreational and sacred. Many were designed by local architects, who could pursue careers and exercise their talents in Barton County. As a cohesive and well preserved ensemble they constitute a cultural resource of special value. The characteristics of these forward-looking developments influenced many smaller towns throughout Kansas and indeed across America during and following the Eisenhower years. 

Doors will open at 6:30 p.m., the presentation starts at 7 p.m. and refreshments will be available afterward.

Presentation on Great Bend's modern architecture Sept. 26

On Wednesday, Sept. 14 at approximately 1:35 a.m., a Great Bend Police Department officer made a traffic stop in the 5500 block of 9th Street on a silver 2003 Ford Mustang.

After a routine and systematic search of the vehicle, drug paraphernalia containing a white powdery substance was located. Officers observed the white powdery substance to field test positive for methamphetamine. 

Laveina White, age 46, was arrested for possession of methamphetamine, possession of drug paraphernalia and no drug tax stamp.  White was also arrested for driving without a license. White was transported to the Barton County Jail and held in lieu of a $10,000 bond.

School in Great Bend officially began Aug. 18. And now the school year is funded. Monday night, the USD 428 Board of Education held its Revenue Neutral Rate and standard budget hearing, voting 7-0 on the passage of both. With increased property valuation across the district, and an increase in mill levy from 41.124 last year to 41.84 this year, the 2022-23 budget is listed just beyond $67 million.

"The way our budget works is that, in order for you to have access to the full amount of dollars you have, you have to show that you spent them all," said USD 428 Superintendent Khris Thexton. "It doesn't mean that we will, it just says you have to have the budget authority to do so."

The district still gets a nice bump with the third year of Elementary and Secondary School Emergency (ESSER) federal funds first issued two years ago to address pandemic-related situations. In June, the board voted to use some of those dollars for staff retention. The district is halfway through the four-year program, and Thexton emphasized the desire to use those dollars but not get too dependent.

"That's a significant amount of funding we've had added to our system," he said. "That's one of those, you're trying to be responsive with the funding because you know it's short-term money, so you want to be able to infuse that money to help offset that learning loss we've had for the few years we've been dealing with. And we want to be able to make sure we're not coming to a point where there's that cliff where, all of a sudden in September 2024, that is gone."

The budget shows administrative incomes in the district at an average salary of $105,086, increasing to $111,025 for the 2022-23 school year. Full-time teachers are up to an average salary of $58,377 this year, up from $45,479 two years ago. ESSER dollars were used for a one-time retention check earlier this year, and the board also announced at the time that starting pay for new teachers would increase to $42,200 a year.

Prior to the standard budget meeting, the district held its mandatory Revenue Neutral Rate meeting. With increased property valuations from a year earlier, the district would have needed to drop from 41.124 mills in 2021-22 to 40.192 mills in 2022-23 to remain revenue neutral. With a maximum eight mills levied for capital outlay, an increase from 6.492 the year before, the district will exceed the revenue neutral rate by 1.648 mills.

Barton County Sheriff's Booking Activity (9/14)

Barton Community College Vice President of Administration Mark Dean
presented a long list of projects at the Board of Trustees meeting Tuesday that
have been completed over the last year or are planned for the upcoming year. 
The list of finished projects included the repair of curb and gutter, welding shop
renovation and repainting of the pool and new deck flooring at the college
pool. 
Another ongoing project at the Great Bend college is replacing all the lighting
to LED lights. Dean said as LED prices continue to drop, it becomes more cost
efficient to make the switch to LEDs. 
"At one time, to replace a 2' x 4' drop-in fixture with a 5,000k LED light, we were looking at $140 to $150 a piece," said Dean. "Now you can get them for $50 to $60 each." 
The college has already installed electric power supplies for the new bleachers
for the upper level of the main gymnasium. Going into the winter break, Barton
staff will disassemble the wooden bleachers and make room for the
plastic-material bleachers. Dean said the college will be making use of the old
bleacher lumber. 
"That lumber is 12" wide by 25' long," said Dean. "You can't find lumber like that anymore. We'll use it for some sort of project. We'll disassemble the metal frames and scrap that." 
Other planned upcoming projects at Barton include stage floor replacement for the fine arts department, a new office inside the library and a main boiler replacement in the

WABAUNSEE COUNTY—The search in Wabaunsee County for a suspect in an attempted kidnapping in Russell County has shifted to Missouri.

Through an investigation by the Kansas Highway Patrol and the Wabaunsee County Sheriff's office the location of the suspect in this case has been confirmed to be in Missouri, according to Sheriff Rob Hoskins.

Wabaunsee County authorities have forwarded their investigative leads to Russell County and Missouri authorities so they may continue their investigation and arrest the suspect.

WABAUNSSEE COUNTY—A manhunt in rural Wabaunsee County has ended but the sheriff's office is asking the public to continue to keep doors locked and to remove keys from vehicles, according to Wabaunsee County Sheriff&nbsp;Rob Hoskins.

Kansas Highway Patrol and Wabaunsee County Deputies were in the McFarland, Paxico areas searching for a black male subject.&nbsp;

The sheriff's office has not indicated what prompted the search or additional details.
