The 20th Judicial District's Juvenile Services continues to make a positive impact on the lives of youth who enter its programs. Several of Juvenile Service's programs are geared toward changing the way kids think or teaching them basic life skills. Assistant Director Ryan Lichter said the Life Skills classes have become a true community effort.

"Obviously, we work with a lot of at-risk kids," he said. "The goal is to try to teach them other skills for when they're not on with us anymore. In the past, we've utilized Barton Community College for writing resumes and stuff like that. We use other resources in the community to try and help these kids out as much as possible."

Program Advocate Jack Bowman heads the Life Skills classes, which include a recent CPR class taught by Dean Nuss. The students also took a trip to Marmies where they learned basic automotive repair like changing tires and oil. Lichter said financial literacy is the topic for February's class.

"At least we can get the verbiage maybe in their heads so they do understand what is what," he said. "In the end, we can talk about loans, savings accounts. A lot of these kids don't understand what any of that is."

Life Skills classes are typically reserved for students referred to the program. Bowman host a Cognitive Treatment Program designed to change the way kids think. Any parent who thinks that program may benefit their child is encouraged to contact Juvenile Services at (620) 793-1930.

The Great Bend Fire Department ran a report of the calls they responded
to last year. Whether it was for the fire side or EMS, the department responded
to 2,583 last year. The data was collected from Jan. 1, 2023 to Dec. 18, 2023.

Of all those calls, less than four percent were related to
fires. Great Bend Fire Chief Brent Smith said the numbers were as expected.


"We had a down year when COVID hit, but since then we've had about a 10-percent increase in calls annually," said Smith. "We run approximately seven calls a day. When I first arrived in July 2019, we were averaging six calls a day."

Nearly 86 percent of the incidents the GBFD responded to dealt with rescue and
emergency medical service. There were 75 false alarms or false calls in 2023.
Smith said the fire department also responded to 75 good intent calls.


"A good intent call is when we get a call saying their neighbor has a fire in their backyard," said Smith. "When we get there, it ends up being a barbecue grill or someone cooking. When they called 9-1-1, they thought it was actually something and when we get there it's nothing."

After receiving a call from dispatch, fire department personnel has a goal of
being out the door in 40 seconds. Smith said the Great Bend Fire Department had
the fastest response time out of any EMS agency in Kansas in 2023.&nbsp; &nbsp;&nbsp;

BUCHANAN COUNTY, Mo. —One person was injured in an accident just after 8:30a.m. Saturday in Buchanan County.

The Missouri State Highway Patrol reported a 2017 Dodge Caravan driven by Edward J. Shepperd, 37, Great Bend, Kansas, was northbound on Interstate 29 one mile south of St. Joseph, Missouri.

The van rear-ended a 2022 Freightliner semi driven by Harrison J. Cole, 29, Sidney, Iowa. After impact the van traveled off the left sie of the road, struck the cable barrier and overturned.

Buchanan County EMS transported Shepperd to Mosaic Life Care in St. Joseph. Cole was not injured. BOth drivers were properly restrained, according to the MSHP.

The Kansas Commodity Classic is the annual convention of the Kansas corn, wheat, soybean and grain sorghum associations. The meeting will take place at the Hilton Garden Inn in Salina, with registration beginning at 7:30 a.m. The event is free to attend and includes a complimentary breakfast and lunch, but pre-registration is requested.&nbsp;

Greg Akagi, agriculture director with WIBW Radio and the Kansas Agriculture Network, will emcee the day’s general sessions, which will start at 8:30 a.m. with remarks from Kansas Secretary of Agriculture Mike Beam.&nbsp;

Ross Jansessn, KWCH chief meteorologist, will continue the morning session by sharing his outlook on the weather for the 2024 growing season and long-term climate trends. The discussion will then turn to examining the grain markets with an update and 2024 outlook from Jim Minert, agricultural economist and director of the Center for Commercial Agriculture at Purdue University.&nbsp;

Following a networking break, members of the Kansas Congressional delegation — including Senator Roger Marshall, Representative Tracey Mann (KS-01), Representative Jake LaTurner (KS-02) and Representative Ron Estes (KS-04) — will share their updates and perspectives on the work taking place in Washington, DC. Specifically for wheat growers, Tanner will discuss NAWG’s advocacy to officially classify winter wheat as a cover crop as part of his presentation on national priorities and policies. According to NAWG, cover crops and other practices that have been termed “climate-smart” have been regarded as emerging tools to help farmers continue to be the best stewards of their lands, but winter wheat has been overlooked as a vital tool in both conservation and food security.&nbsp;

NAWG recognizes the soil and environmental benefits of wheat in a crop rotation and therefore supports intentionally seeded winter wheat being eligible for classification as a cover crop for NRCS and other climate-smart programs, while not impacting its eligibility as a harvestable cash crop insurable through crop insurance and other safety net programs.

Wheat Scoop: Kansas Commodity Classic to bring growers together

During the next four months, Clara Barton Medical Center will be partnering with the Barton County Health Department and other community health providers to conduct a Community Health Needs Assessment (CHNA). The purpose of the assessment is to better understand the current health needs of residents in the Clara Barton service area and to help identify and prioritize where and how improvements can be made. The information and insight gained through the assessment will be used to guide new strategies and enhance existing efforts to improve the health of our community.

“The feedback received from this assessment is key in determining what health-related deficiencies our community sees as priorities,” said Karla Crissman, Wellness Coordinator at Clara Barton. “The data collected always tells a story, our story. We invite you to take a few minutes to give your input and share your opinions and suggestions.”

Collecting resident feedback is vital to ensure that the Community Health Needs Assessment is properly executed and makes the greatest possible impact to elevate our community’s health status.

“The survey will allow us to identify areas of concern or need.” said Crissman. “Clara Barton and our collaborating partners will look at our community’s strengths to determine how we might be able to address the needs identified and where we can influence change or identify the best partners to take the lead. Your opinion truly matters and the input we receive from this short survey provides us with the tools we need to improve the healthcare available to our community.”

The CHNA survey is now available throughout the Clara Barton service area. This questionnaire will take approximately 10 minutes to complete. It is anonymous and gives adults (18+) the opportunity to share concerns, to offer suggestions and to identify and prioritize what they feel is the most important health needs throughout the community. Once the survey is concluded, community members will be invited to partake in a town hall meeting where survey results and community health priorities will be further discussed. More information regarding a date and time for the town hall meeting will be released at a later date.

The Great Bend Reading Initiative, or GB Reads for short, was introduced by USD 428 in 2015 to promote literacy through school and family engagement. The 2024 initiative officially kicked off on Jan. 8, as students in grades K-6 received a copy of Peter Brown's "The Wild Robot." USD 428 Public Information Director Andrea Bauer said this year's initiative also includes a scavenger hunt.

"I think we're off to a strong start," she said. "Even with snow this week, we have more than 100 families participating and well over 200 submissions already. We'll keep going through Feb. 16, so there is still time to catch up if you're new to the process or if you want to join the scavenger hunt on Goosechase."

The Goosechase app can be downloaded to any smartphone. Families can sign in to get "missions" to find several hand-crafted robots created by students in Great Bend High School's manufacturing and woods classes. Three robots were hidden in the first week and a total of 12 robots will eventually be placed around the community. Points are awarded for each completed mission, and winners with the most points accumulated will be announced in February.

"The Wild Robot" is a story about Roz, an industrial robot who finds herself stranded alone on a deserted island. The book is described as a heartwarming and action-packed story about what happens when nature and technology collide. Robot hunt underway as part of 2024 GB Reads Initiative

A winter storm is blowing through the region, bringing freezing temperatures and subzero wind chills that will persist for several days.

The American Red Cross serving Kansas and Oklahoma&nbsp;urges families to take several steps to deal with the cold and heat their homes safely. As with any potential emergency:

“The safest place to be during a winter storm is indoors, and we encourage people to check on loved ones and neighbors to make sure they are staying warm, especially if older adults and babies are involved,” said Shelly Webb, Regional Disaster Officer for the Red Cross Kansas and Oklahoma Region.

PLAN TO STAY WARM&nbsp;Stay warm indoors to prevent frostbite and hypothermia, and bring your pets inside. Follow these tips to stay safe if you need to go outside:

HEAT YOUR HOME SAFELY&nbsp;Overall, home fires account for most of the 60,000-plus disasters that the Red Cross responds to each year — and home fire responses are 30% higher during cold months than warmer times of year.

“Heating equipment is a leading cause of home fires in this country,” Webb said. “But, there are steps people can take to avoid having this happen to them.&nbsp;Help keep your family safe by providing at least three feet of space around all heating equipment, testing your smoke alarms monthly and practicing your two-minute home fire escape plan.”&nbsp;&nbsp;

Larned Chamber presents 53rd annual Antique Show

When prospective clients walk into The Center for Counseling &amp; Consultation, a new four-person team is at the ready to direct them to resources that fit their particular circumstances.

The Care Coordination (CC) team leader is John Pohl. His colleagues are Tavanna Ridgeway, who focuses on admissions and paperwork. Jeff McQuade specializes in helping veterans, while Danielle Fahrney is available to people with substance-use issues.

“We care for the whole person,” Pohl said. “One of the first things we do is determine if they have a primary-care provider. If they don’t, we try to connect them to the right place.

“A primary-care doctor has a big impact on what we can accomplish. When clients have their own provider, they are more likely to have an exam and take better care of themselves.”

The CC staff often determines early on that a prospective client faces more than one issue. These could include substance use, veterans’ concerns, poor coping skills, housing or employment problems and/or specific mental-health issues.

“We have an incredible overlap with mental health and substance use,” Pohl noted. “Veterans often have these issues too but they have a different mindset. They

have gone from a structured way of life, to very little structure. Unfortunately, the transition is rough.

“Oftentimes, veterans don’t get help because they are used to toughing it out. They were trained to tough it out. But they no longer have the camaraderie and leadership the military provides. The suicide rate is high.”

Pohl emphasized that CC staff members collaborate with each other constantly to ensure the client gets help as soon as possible.

“We brainstorm to find which resources best fit the person,” Pohl commented. “This is the strength of our team.

“The last thing we want is for a client to walk away because they couldn’t talk with someone soon enough. They have a sense of urgency. And so do we.”

Tavanna Ridgeway In her role as admissions coordinator, Tavanna Ridgeway’s expertise is paperwork, which can be challenging for clients without some professional guidance.

“We realize that just stepping in The Center’s door takes courage for some people,” Ridgeway said. “I show the compassion and understanding that each and every one of our clients deserves.

“I truly enjoy helping people understand the paperwork side of things, which enables me to become acquainted with their needs,” Ridgeway added. “Just listening is crucial. Clients need to be heard. Giving someone hope is the most rewarding part of the job.”

Ridgeway also noted that “fighting the stigma of mental-health issues and being part of a great organization such as The Center has brought me joy for the past 15-plus years.”

The CC team member also uses her expertise to ensure The Center, 5815 Broadway, complies with state and federal regulations.

A little background The expansion of the CC team is part of The Center becoming a Certified Community Behavioral Health Clinic, which provides a multi-disciplinary approach to mental, medical and therapeutic services.

The Center is pre-certified as a CCBHC now. Full certification will come this year.

After full certification, The Center should be able to expand CC and other services even more.

Care Coordination team expands services at The Center

A pattern of extreme arctic weather is forecast to move south into the central U.S. throughout the weekend and into early next week. Minimum temperatures may be similar to those observed during Winter Storm Elliot in December 2022.

While the&nbsp;<a href="https://spp.org/" target="_blank">Southwest Power Pool (SPP)</a>&nbsp;is projecting sufficient capacity to meet anticipated energy demand during this extreme weather pattern, there is still uncertainty with the storm system. SPP and Sunflower Electric Power Corporation,&nbsp;Wheatland Electric Cooperative’s&nbsp;wholesale power supplier, continue to monitor the situation, but members should be cognizant that extreme weather events can create energy deficiencies. This could lead SPP to declare formal alerts when the demand for electricity exceeds the supply of power within the SPP footprint.

What Are Energy Emergency Alerts? SPP is a regional transmission organization and the regulatory authority mandated by the Federal Energy Regulatory Commission to oversee the regional electric grid and coordinate electric reliability. SPP works with generation and transmission utilities, including Sunflower, to ensure reliable supplies of power, adequate transmission infrastructure and competitive wholesale electricity prices across 14 states.

A responsibility of SPP is to declare and communicate the existence of any emergencies related to capacity and/or energy emergencies within the SPP area as necessary to manage, alleviate or end an energy emergency. This is done by issuing formal alerts based on SPP Energy Emergency Alert Level system.

What prompts SPP to issue an energy emergency? The declaration of an energy emergency alert is due to multiple factors typically resulting from widespread, long-lasting, and extreme temperatures and weather. These factors include, but are not limited to, high electricity use across the entire SPP system, inadequate supply and high prices of natural gas, and low supply of wind generation and wind-forecast uncertainty. While Sunflower has multiple power generation facilities in western Kansas, they may have trouble getting natural gas because it is either not available, the natural gas company curtails supply, or natural gas supply lines freeze up.

When conditions exist that could lead to an energy deficiency, SPP coordinates with its load-serving utilities to issue a public appeal for energy conservation. The goal of this action is to reduce the overall system load and keep it below region-wide total generating capacity.

When a region becomes energy deficient, SPP declares an EEA3 and directs utilities to curtail energy use to bring load back within generating capacity limits. Should this occur, utilities have seconds to responsibly implement temporary controlled service interruptions (rolling blackouts) to prevent worsening system conditions that could impact a broader area or have longer-lasting effects. Electricity interruptions are implemented using predetermined load blocks that equate to the amount of load needed to be shed in order to protect the system. Predetermined load blocks avoid interrupting load at critical infrastructure (e.g., hospitals) and are rotated to limit the frequency and duration of electricity interruptions.

Will this affect electric bills? An extreme weather event requiring SPP to issue energy emergency alerts and direct controlled power interruptions has the potential to affect the wholesale cost of power, but each event is unique with too many variables impacting the cost of fuel and power generation to preemptively or accurately predict how it will affect consumer electric bills.

How can I help conserve energy during and EEA situation? There are a multitude of simple, effective ways consumers can meaningfully conserve energy at home during cold temperatures:

Controlled service interruptions are a last resort and a step that is only taken when necessary to safeguard the reliability of the regional grid (during 2021 Winter Storm Uri, SPP issued an EEA3 for the first time in its 80-year history).</li><li>Controlled power interruptions are not coordinated at the distribution level; therefore, we cannot predict exactly where and when each controlled interruption will happen. Members should prepare for and expect each interruption to last anywhere from 30 – 90 minutes.</li>

 <li>Lower the thermostat to between 60-68° and rock your winter wardrobe indoors</li><li>Postpone use of major electric appliances such as stoves, dishwashers, and clothes dryers</li><li>Unplug non-essential electric appliances and equipment (radios, coffee pots, chargers, etc.)</li><li>Turn off any power strips not in use</li><li>Plan meals requiring minimal baking or cooking on an electric stove</li><li>Turn off computers and monitors not in use (sleep mode is good, but off mode is better)</li><li>Use a laptop computer, as it uses much less electricity than a desktop computer</li><li>Turn off lights wherever possible (don’t forget outside and decorative lighting)</li><li>Cover windows and doors with insulated blinds, shades, or even blankets to retain heat</li><li>Avoid using exhaust fans</li><li>Keep the fireplace damper closed when not in use</li><li>Turn down the temperature on water heaters</li>

In August, questions arose about the future of the city of Hoisington's municipal pound agreement with Hoisington Veterinary Clinic, which was set to expire on Dec. 31, 2023. That contract was renewed in the penultimate city council meeting of last year. City Manager Jonathan Mitchell is pleased a deal could be worked out.

"We appreciate the partnership we've had there," he said. "A municipal pound is a really important thing. Without that, you don't have any place to take those displaced animals, so we're grateful for that. Kudos to the vet hospital and the council for their work on that."

The city of Hoisington is also changing its rates for pet registration. Prior to the March 31 deadline, the annual fee to register altered, or spayed or neutered cats and dogs, remains at $5. The fee to register an unaltered animal drops from $25 to $10. After March 31, the fees move to $15 for altered animals and $20 for unaltered.

Per city code, all cats and dogs at least three months of age must be registered annually. Animals without current proof of rabies vaccination cannot be registered. New cats and dogs must be registered within 30 days of acquisition.

The 2024 Kansas legislative session should be a busy one. Rep. Tory Marie Blew of the 112th congressional district that includes most of Barton County, said the first week back in Topeka is largely ceremonial with Gov. Laura Kelly's State of the State address Wednesday evening, and the State of the Judiciary also scheduled. 

"It's very important that we spend that first week heading from the other branches of government to hear what are their top priorities as well," Blew said in a YouTube video. "We're only in session 90 days, and it's a quick, quick 90 days. We need to make sure what are their top priorities so we can make sure all three branches of government can work together."

Blew will not be serving on any morning committees this session but was added to the Commerce, Labor, and Economic Development Committee which meets at 1:30 p.m. daily. She remains on the Insurance Committee which meets Mondays and Wednesdays at 3:30 p.m. She believes childcare issues will come through the Commerce Committee.

"This has been my No. 1 priority for the past three years," she said. "We need to do something as a state to open up these slots. Childcare is very, very expensive, and no wonder people aren't working because your whole entire paycheck is going straight to child care."

Blew also announced that Dalton Dicks, another Great Bend High School graduate, will be her full-time intern this session. A total of 655 bills from the last session remain active and on the calendar for 2024, including a proposed 5.15 percent flat income tax rate for Kansas residents.

Barton County's Blew making childcare a priority during legislative session

The Barton County Sheriff's Office released information on a winter warming shelter to open at Heartland Community Church, 4907 10th Street in Great Bend. The shelter should be open by 2 p.m. Friday, Jan. 12.

The Sheriff's Office's social media post stated to use the south door.

The shelter will be open for those who may lack adequate heat during the anticipated cold weather. The shelter will be open 24 hours a day for the next several days.

Winter warming shelter to open in Great Bend

The Great Bend City Council will discuss the future use of the old
police building in a work session after the meeting on Monday, Jan. 15. Following a tour of
the roughly 7,500-square-foot building last Tuesday, the majority if the
council was in favor of reusing the building to spread out office space for the
inspection, code enforcement and public lands departments.


Last month, the police department and municipal court staff was able to fully
transfer over to the new, $9 million Justice Center built at the intersection
of 12th Street and Baker Avenue.


The city has $30,000 set aside for the next step for the vacant police station
on Williams Street.
During the tour, city officials pointed out possible sewer issues and ADA upgrades
needed with the structure that was built in 1938. 

City Administrator Brandon
Anderson said he would have more cost estimates for the needed improvements
ready to present to the council.

Last month, the police department and municipal court staff was able to fully
transfer over to the new, $9 million Justice Center built at the intersection
of 12th Street and Baker Avenue.
The city has $30,000 set aside for the next step for the vacant police station
on Williams Street.
During the tour, city officials pointed out possible sewer issues and ADA upgrades
needed with the structure that was built in 1938. City Administrator Brandon
Anderson said he would have more cost estimates for the needed improvements
ready to present to the council.
The city council meeting begins at 6:30 p.m. on Monday at City Hall.&nbsp; &nbsp;&nbsp;

Not all is as safe as it seems. That's the theme of Gage Sears' debut novel "The Watcher." The southcentral Kansas writer will be making a pair of stops in Great Bend to chat with readers and sell copies of his book on Saturday, Jan. 20. The story is set in a small Kansas town.

"It's about a stalker in a small town that takes the phrase, 'It's so safe you can leave your door unlocked,' exposes every flaw in it, and uses it to his advantage on two unsuspecting teenagers who don't realize he's there," Sears said.

Now 25, Sears said he has been telling stories since the age of five. That translated into written stories a few years later. Something he remembered as a kid was originally planned as a short story but turned into a 92,000-word novel.

"I grew up in a small town here in Kansas they said was so safe you could leave your door unlocked at night," said Sears. "That always scared me as a kid. It stuck with me into adulthood."

Sears will be at Great Bend Coffee, 2015 Lakin Ave. in Great Bend. He will be at the Great Bend Public Library from 2-4 p.m. Books will be available for purchase, and Sears will donate a copy to the library. He will also be handing out free bookmarks.
