The Barton County Commission has made some big decisions over the past two years, from the $4.2 million courthouse renovation to more recent moves involving solar development in the county. Shawn Hutchinson has served as the body's chairman for that stretch. Tuesday morning, he turned the reigns over to Barb Esfeld, who will serve as the new chairwoman.

"It's been an honor and a privilege to serve as Barton County Commission chair for the last two years," Hutchinson said. "It's been a rewarding and sometimes difficult position. I was blessed with a great group of commissioners and administrative team."

Hutchinson played a key role in the Facade Improvement Grant Program that helped area businesses update their storefronts. Other commissioners pointed out Hutchinson's dedication to the county's other large projects.

"Commissioner Hutchinson, the dedication you gave to this county this past year was outstanding," Commissioner Duane Reif said. "Not only the responsibility of the chairman, you led the charge for the renovation of the courthouse. You spent countless hours away from your business and evenings away from your family just to make sure the transition was running smoothly. I know we're not finished yet, but I think, overall, we're going to have one of the best and most up-to-date courthouses in Kansas."

"When we came in, we were pretty bright-eyed and bushy-tailed," said Commissioner Tricia Schlessiger, who was voted pro tem chairwoman. "We really appreciated you stayed on another year as a chairman. It really gave us guidance this first year. Taking on the courthouse was a huge task, and we've had a few other huge tasks this year. We really appreciate everything you've done."

"Clearly, the past year or so we've dealt with a lot," said County Administrator Matt Patzner. "You've taken it on head-on. Any time I pick up the phone, you answer right away, and I call a lot. I appreciate how involved you are. I've got two years under my belt as the administrator, and I feel like working closely with you has made me a better administrator."

Esfeld shared her own story. When she thought about taking food to county employees who had to work when county offices were closed due to the Jan. 9 snowstorm, she learned Hutchinson had already dropped off donuts to the road and bridge department. They made other deliveries to 911 dispatchers and sheriff's office staff.

"That's what makes Barton County so great when I brag about Barton County," Esfeld said. "We make it great. Us five commissioners, I'm going to brag on us, we do make it great because we believe in our employees, and we believe in Barton County or we wouldn't be sitting here."

In August of last year, the commission attempted to give Hutchinson a $2,000 bonus for his extra duties surrounding the courthouse renovation. He rejected the offer, instead putting the money toward the Barton County Employees Trust Fund.

With the colder weather, Great Bend City Council member Lindsey Krom-Craven
mentioned receiving complaints about what materials citizens are burning in their
fireplaces or fire pits. Krom-Craven was concerned about residents burning wood
that has been doused or soaked in oil. 

Councilmember Alan Moeder echoed
Krom-Craven’s concern for the resident and neighbors.


"It's a concern for two reasons," said Moeder. "It can start an unwanted fire because that gets very hot. Secondly, that does not put out a very good smell when it burns."

While the Environment Protection Agency (EPA) has regulations, Krom-Craven said
there is no city ordinance that restricts what citizens burn. The council
suggested that city attorney Allen Glendenning organize a possible ordinance on
what materials can be burned.


"There is a remedy that is available right now for neighbors having this nuisance," said Glendenning. "They could file a nuisance action in district court. You might think about if this is widespread enough to make it a criminal matter. At that point, we would maybe get warrants and look at what people are burning in their fireplaces."

Glendenning said the fire hazard exists for those lighting the oil-soaked wood,
but noted the big issue is the pollution that goes up the chimney and affects
people around the house.&nbsp; &nbsp;&nbsp;

Barton County Sheriff's booking activity (1/15)

Many of the fundamentals for basketball remain the same for
the game that was created more than 100 years ago. The shot clock has been
around at different levels of the game since the 1950s, but it has never
entered the high school scene in Kansas, until now. 

The Kansas State High
School Activities Association last week announced a trial basis for the
2024-2025 basketball season for a 35-second shot clock. All high schools will
have the option to use the shot clock. 

Great Bend High School Activities Director
Matt Westerhaus said nothing is official but GBHS is highly considering the option.


"I think it's part of the evolution of the game," said Westerhaus. "I think it's a positive step. I know there are concerns about time taken away from the game, checking, clarifying and getting things right. Obviously, in the educational world that we live in, training and making sure you put the right people in the right place to run those things will be crucial."

Westerhaus said representatives from the Western Athletic Conference schools (Hays, Garden City, Dodge City, Liberal, Great Bend) will meet in February to discuss a joint decision to make use of the shot clock
across the league. 

In Ellinwood, USD 355 Superintendent Ben Jacobs mentioned
Ellinwood High School is inclined to participate in the trial period. 

"We will use the trial adoption as an opportunity to gather data to evaluate and determine if that is something we wish to continue permanently," said Jacobs.

The shot
clock will not be used in the postseason next year, and Central Plains High
School Activities Director Pat Stiles said he would be against it, at the moment, if the shot
clock is not used in the playoffs. 

Roni Ettleman, Larned High School Athletic
Director, mentioned at this time USD 495 in Larned is not in favor of the shot
clock because of many issues, especially for a small school.

"The biggest issue that I see is finding a worker who is both qualified and willing to do the job," said Ettleman. "The expense of adding the clocks, which we do not currently have is a concern. I would have to add them in both my middle school gym and high school gym as we host an early season tournament and we have varsity games in both gyms."

Hoisington High School Activities Director Faron Kraft said USD 431 in Hoisington has not discussed the matter yet.

In a press release from KSHSAA, officials said their Executive Board did not want the trial period only for a couple of classes, which led to a trial plan for all classes. Schools opting in will be required to fill out a survey after each game to collect data on the experience including score, number of violations and number of officials conferences to discuss shot clock issues.

Westerhaus estimated the cost to fully install shot clocks at Great Bend High
School would be $5,000.


"I try to look at things positively," said Westerhaus. "This is an opportunity to see what it's like. We have to learn how to make it work if I'm an opposing coach. At least there is enough time for people to start thinking and preparing for it."

Schools opting to participate in the trial must notify KSHSAA by Oct. 1, 2024, but Westerhaus expected the WAC to make a joint decision much sooner than that
date. "Many school officials have come to the realization over the past few years that the shot clock is coming," said Westerhaus. "Embrace it. Let's figure out how to make this positive step for the game. Some of the smaller schools are a little bit hesitant still. I think after this trial year, you'll see the shot clock put in play in the next couple of years for the bigger classifications, maybe not the lower classifications."

KSHSAA stated they will collect data and observations throughout the season before deciding about a permanent implementation following the 2024-2025 season.

Area closings and delays

The City of Great Bend paid to have a tourism economic impact report conducted by the State of Kansas. Using data from tax collections, employment and wage
statistics, hotel room rates and more, the study gathered information about the
travel sector in Barton County. 

Great Bend Convention and Visitors Bureau
Director Christina Hayes said the City of Great Bend makes up 95% of the tourism
dollars in Barton County. Visitor spending in Barton County in 2022 was $54.1
million, recovering from the COVID pandemic for its best year since 2018.


"Tourism impacts each individual household in Barton County," said Hayes. "Each of us citizens in Barton County saves $600 annually because of tourism efforts. Two years ago it was only $540. When you promote your community and bring in outside visitors, that brings in new dollars into your community."

Of the $54 million spent by visitors, $16 million or 30% came from
transportation costs like fuel. There was $15 million spent on food and
beverage, $9 million on retail and $8 million on lodging.


"The piece that has continued to rise as I've been watching it is the recreation and entertainment piece which is now 11% or $6 million," said Hayes. "I remember when it was down at 5%. travel sector in Barton County. Great Bend Convention and Visitors Bureau
Director Christina Hayes said the City of Great Bend makes up 95% of the tourism
dollars in Barton County. Visitor spending in Barton County in 2022 was $54.1
million, recovering from the COVID pandemic for its best year since 2018.
"Tourism impacts each individual household in Barton County," said Hayes. "Each of us citizens in Barton County saves $600 annually because of tourism efforts. Two years ago it was only $540. When you promote your community and bring in outside visitors, that brings in new dollars into your community."Of the $54 million spent by visitors, $16 million or 30% came from
transportation costs like fuel. There was $15 million spent on food and
beverage, $9 million on retail and $8 million on lodging.
"The piece that has continued to rise as I've been watching it is the recreation and entertainment piece which is now 11% or $6 million," said Hayes. "I remember when it was down at 5%. Resolution 2024-03 calls for the designation of the official County newspaper. The newspaper selected must meet the qualifications as prescribed by K.S.A. 64-101. To meet this statute, and to best reach the citizens of Barton County, the Commission shall consider the designation of The Tribune.

&nbsp; &nbsp;D. RESOLUTION 2024-04: Requesting a Waiver Under K.S.A. 75-1120a: &nbsp; &nbsp; &nbsp; -Mr. Patzner will provide details. It is standard procedure to request a waiver of the requirements of K.S.A. 75-1120a relating to the preparation of financial statements and reports each year. The basis is that statements prepared in conformity with&nbsp;this statute are of no significant value to Barton County nor to the general public.

&nbsp; &nbsp;E. FIRE DISTRICT NO. 2: Appointment of a Board of Trustees: &nbsp; &nbsp; &nbsp; -Mr. Patzner will provide details. Per Resolution 2018-10, which created Fire District No. 2, the members of the Fire District Board of Trustees shall consist of not more than one (1) appointee from each participating township and not more than one (1) from each participating city. At this time, Hoisington and Olmitz city representation is open. The positions expire December 31, 2025.

&nbsp; &nbsp;F. UPDATE: 2024 Authorized Positions Listing: &nbsp; &nbsp; &nbsp; -Mr. Patzner will provide details. It is suggested that the Commission approve the addition of the Programming Liaison position as a temporary employee under the County Administrator. The person in this position will work with all County departments in troubleshooting Computer Information Concepts (CIC) programming.

&nbsp; &nbsp;G. COURTHOUSE HVAC IMPROVEMENT PROJECT: Other Change Orders – Under Resolution 2023-19 Threshold: &nbsp; &nbsp; &nbsp; -Mr. Patzner will present details. Barton County has received notice of certain needed updates to the Heating, Ventilation and Air Conditioning improvement project. These changes, individually, are under the threshold established with the adoption of Resolution 2023-19.

&nbsp; &nbsp;H. HEALTH DEPARTMENT: Champ Software – KS Nightingale Notes Subscription: &nbsp; &nbsp; &nbsp; -Karen Winkelman, Health Director, will provide details. In December, 2017, the Commission approved the purchase of Nightingale Notes Electronic Health Records. The Health Department has received a billing of $31,218.00 from Champ Software for the 2024 - 2025 subscription of 23 named licenses.

&nbsp; &nbsp;I. APPRAISER’S OFFICE: Bulk Mailing – Valuation Notices: &nbsp; &nbsp; &nbsp; -Wendy Prosser, County Appraiser, will provide details on this item. The Appraiser’s Office invited Request for Proposals for the 2024 real estate valuation notices. Work involves the creation of valuation notices, mailing labels and envelopes.

&nbsp; &nbsp;J. EMERGENCY MANAGEMENT: Local Emergency Planning Committee: &nbsp; &nbsp; &nbsp; -Sean Kelly, Emergency Management Director / Engineering Technician, will provide details. The Barton County Local Emergency Planning Committee (LEPC) is comprised of representatives from the following groups: state/local officials; law enforcement; firefighting; emergency management; health; hospital; broadcast media and/or communications media; transportation; local environmental group; community service/civic group; emergency medical services; and facilities/industries regulated by SARA Title III. Nominations have been sought for appointment according to LEPC bylaws.

&nbsp; &nbsp;K. ELECTION: Help America Vote Act Security Grant: &nbsp; &nbsp; &nbsp; -Bev Schmeidler, County Clerk, will present details. The Clerk’s Office received a $94,096.91 Help America Vote Act (HAVA) Security Grant. The monies are to be used to improve physical security services. Identified projects include additional security for election equipment storage, to include security locks, cameras and a server; a new trailer and rolling bags. It is suggested that the cost of the project be taken from the Equipment Replacement Fund, with reimbursement made once the grant funding is received. It is noted that this is a 90 / 10 grant.

&nbsp; &nbsp;L. EXECUTIVE SESSION: &nbsp; &nbsp; &nbsp; -The Chairman will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Does grocery shopping with health in mind overwhelm you? Maybe you have difficulty coming up with nutritious meal ideas, or maybe healthy foods seem to be out of your budget. However, building balanced meals for the whole family doesn’t have to be complicated or pricey.

The following list of foods are nutrient-packed items that your body and wallet will appreciate:

Beans. Beans are rich in fiber and protein. They are considered a staple ingredient in most Mediterranean meals as a protein source. In fact, occasionally substituting meat for beans could save you hundreds in groceries over a year. Plus, beans are versatile. You can add black beans to a burrito bowl, use kidney beans in your favorite chili soup, or roast garbanzo beans to toss in a salad. To top it off, beans are only $0.23 per serving.

Potatoes. Potatoes get a bad rap for being high in starch, but this natural, complex carb is nothing to fear. Starch from plants is an excellent fuel source when paired with lean protein and unsaturated fats. Potatoes are healthiest when prepared with less oil such as baked, roasted, or air-fried. Did I mention how versatile they are? The options are endless!

Bananas and apples. These two super fruits can be eaten as a snack, tossed in your bag for later, or added to baked goods. Bananas and apples are high in fiber, vitamins, and minerals.

Whole grains: brown rice, oatmeal, and pasta. Did you know that carbs are your body and brain’s #1 fuel source? This is why the USDA recommends that half of your diet be carbs. This is best achieved from a mixture of vegetables, fruits, and whole grains. Options like brown rice and pasta are fantastic bases for lunch and dinner while oatmeal can be a great start as part of a balanced breakfast!

Frozen vegetables. The freezer aisle is key to convenience, and it is handy to stock up on frozen produce that can be ready in minutes. Research has proven time and time again that a plant-based diet is the most important factor in maintaining a healthy lifestyle. When purchased in bulk, store-brand frozen vegetables can be as low as $0.23 per serving.

Canned salmon. This protein-packed pantry essential is satiable and high in omega-3 fatty acids. This protein option is great in sandwiches, salads, or pasta dishes. It is shelf-stable and is only $0.75 per serving.

Other items to consider adding to your shopping list are cottage cheese, peanut butter, canned tomatoes, and ground turkey.

Who says eating healthy has to be expensive? Many whole food, nutrient-dense options are available at your nearest grocery store. Building meals from this list of affordable kitchen staples can be simple. First, choose at least one vegetable or fruit. Next, aim to fill a fourth of your plate with whole grains. Finally, choose a lean protein and healthy fat for a wholesome meal that won’t break the bank.

Barton Dance Theatre’s popular “Dancing with the Cougars,” fundraiser classes have returned for the spring with a line dancing class from 6:30 – 8:30 p.m. Jan. 19 in Studio 34, and all proceeds go to support Barton Dance Theatre's trip to dance in New York City.&nbsp;

Barton’s Dance Instructor and Fine and Performing Arts Coordinator said this one-time community dance class teaches classic and current line dances of multiple styles to different genres of music. &nbsp;

“I’m now frequently asked when we are going to have another Friday night of dancing because people are looking for opportunities to socialize and dance together in a positive atmosphere,” she said. “The environment in these community classes is that it doesn’t matter if you dance a lot or never. The goal is all about just moving and having a good time. Our college dance company students really appreciate the support for their travels, too.”

Those interested in other classes are encouraged to mark their calendars for additional classes, which will be at 6:30 p.m. in Studio 34 and will feature a salsa dance class on Feb. 16 and a swing dance class on April 12.

Theatre students from Great Bend High School recently attended the prestigious Kansas Thespian Conference in Wichita, Jan 5-7. This annual event brought together aspiring thespians from across the state, providing them with a unique opportunity to showcase their skills, learn from industry professionals, and compete in various categories.

To earn the distinguished title of Thespian, students had to accumulate 100 hours or earn 10 points of theatre experience. Great Bend High School proudly took eight troop members to represent their program.

The conference schedule included enriching activities designed to inspire and educate the next generation of theatre professionals. Attendees watched three performances from schools across Kansas, carefully selected by judges from the Kansas Thespian Committee.

One of the highlights of the conference was the opportunity for students to participate in auditions for scholarships, visit college booths, attend additional shows, or take classes led by industry professionals. These classes provided valuable insights into the world of theatre and offered a glimpse into the various career paths available to aspiring performers.

The evenings were filled with excitement as students from across Kansas engaged in friendly competitions. Great Bend High School Thespian students showcased their exceptional teamwork and creativity, earning a 2nd place trophy for creative costuming.

The creative costuming competition involved teams working collaboratively to create a costume from a bag of unknown items, showcasing their ingenuity and adaptability. The GBHS team members were Sheridan Johnson, Ellie Damm, Emery Meza, and Anna Bitter.

Holly Johnson, GBHS Theatre Teacher, expressed pride in the achievements of her students, stating, "We are incredibly proud of our theatre students for representing our school with such dedication and creativity. The Kansas Thespian Conference was a valuable experience that not only enhanced their skills but also opened doors to future opportunities in the theatre industry."

There are several exciting events on the horizon for the GBHS Theatre Department. “The Play that Goes Wrong” is their next production, scheduled for February 16-18. In March, the Advanced Theatre students will take their first department trip to Branson, MO where students will gain industry and career insight into performing arts, arts management, set design, audio-visual production, as well as perform at Silver Dollar City. Students are currently fundraising and invite the community to dine at Pizza Hut on Jan. 18 with a portion of the proceeds benefiting the theatre trip. Great Bend High School thespian students shine at Thespian Conference

In an effort to ensure compliance and foster public safety, the Barton County Sheriff’s Office will be conducting a canvas of all registered sex offenders, drug offenders and violent crime offenders in Barton County. 

The Sheriff’s Office maintains a public database known as KSORT on the KBI web page. The database is open to the public and has various features including mapping, that allows the public to see where registered offenders live. Citizens may also sign up for automatic email alerts in the event an offender moves into your neighborhood. KSORT is available on the Barton County webpage under the Sheriff’s drop-down tab that reads “Registered Offender Search”.

Sheriff’s deputies are going to the addresses reported on the offender’s data sheet and making contact with them to ensure compliance with the terms of their required registration. If an offender is found not to be compliant, a report will be submitted to the Barton County Attorney’s Office for prosecution. 

The Sheriff’s office will be checking on offenders for the next few weeks.

Currently there are a total of 204 registered offenders in the county... 78 sex offenders, 90 drug offenders and 36 violent offenders. Thirteen of the offenders are currently in jail and seven others are known to be non-compliant.

Central Kansas CASA serves and advocates for abused and neglected children in need of care as they go through the court system in Barton, Stafford, Rice, Russell, and Ellsworth Counties. Each winter, the organization turns fundraising into fun with its annual Chocolate Auction. Executive Director Jennifer Gregg said the big night is scheduled for Saturday, Feb. 3 this year.

"This is our one and only fundraiser for the year," she said. "It provides 87 percent of our operating expenses in that one evening, so we definitely depend on that and need that to keep our CASA going."

One new item this year is a round of chocolate martinis. The usual brand of chocolate liqueur used for the drinks was discontinued before last year's event. 

"Last year's recipe fell a little flat," Gregg said. "We have reinvented those. There will be three brand new flavors of chocolate martinis and we will be offering those in a flight."

Also new is the CASA Dessert Dash. Chocolate-covered strawberries will again be available for all attendees, but extra special desserts will be reserved for the 10 tables that enter the highest bids for the tasty treats.

The night will also feature its usual auction. Big-ticket items this year include a week-long vacation at a home in Naples, Fla., complete with a private pool and hot tub. For kids, there's a rented bubble house paired with mini-pancakes from Jennigans for 30 people. Kansas State basketball tickets with an Airbnb stay and catering from Lyles Lashley with Cajun Connections are two other popular items.

The 19th Annual CASA Chocolate Auction begins at 5:30 p.m. on Feb. 3 at the Great Bend Event Center. Single tickets begin at $60 and may be purchased online or by calling the Central Kansas CASA office at (620) 792-5544. Email is currently unavailable.

Central KS CASA Chocolate Auction returns on Feb. 3

The cold weather is not going away anytime soon. The National Weather Service in Wichita predicts wind chills to dip below minus 20 degrees Monday night and Tuesday afternoon, then stay below zero Tuesday night. A high of 34 degrees on Wednesday will be the warmest part of the week. Live Like Jesus Today Ministries and Heartland Community Church in Great Bend want to make sure everyone has access to warmth and food.

"We've got people staying 24 hours a day, and we have people coming in for food," said Buzz Birney with Live Like Jesus Today Ministries. "If people are hungry and they just need a meal or somewhere warm, or if they're house is freezing up and they need a place to stay, they're welcome here. They're welcome to come and eat any meal they want. Of course, the homeless can stay here 24 hours a day for as long as we're open."

Birney's Kingdom Campus is located at 700 Patton. Heartland Community Church is offering its gymnasium at 4907 10th Street for the shelter. The shelter can be accessed at the back of the church in the far east corner.

"Right now, we'll probably be here through Friday night into Saturday," Birney said. "Then we'll just see what the weather does as the week moves on."

Relief from the cold may be on the way soon. Highs are expected to reach the high 30s on Sunday and move into the low 40s for the rest of January.

There’s nothing new about hosting a ceremony of awards from the Great
Bend Chamber of Commerce. This February will mark the 102nd annual
ceremony. What is new is the Chamber’s desire to recognize unsung heroes.


Chamber President Megan Barfield said beyond the Citizen of the Year and
NextGen Leader of the Year awards, this year will be about recognizing those
making an impact on our community.


"We're asking people to submit the names of people that you see who are quiet stewards," said Barfield. "They're out doing good work. Bend Chamber of Commerce. This February will mark the 102nd annual
ceremony. What is new is the Chamber’s desire to recognize unsung heroes.
Chamber President Megan Barfield said beyond the Citizen of the Year and
NextGen Leader of the Year awards, this year will be about recognizing those
making an impact on our community.
"We're asking people to submit the names of people that you see who are quiet stewards," said Barfield. "They're out doing good work. They are service oriented and they're not doing it for the fame or glory. They're just doing it because it needs done. We know there are a lot of those people and businesses out there."Barfield said to contact the Chamber office to submit names of unsung heroes. 
The Chamber banquet will take place Feb. 24 at Corinthians
