Nymex crude contracts settled over $78 per barrel Friday for the first time since November 14. WTI reached more than four dollars higher on the week and nearly seven dollars higher than at the beginning of the year. But prices were down nearly two percent by midday Monday. WTI drops below $77 a barrel. London Brent was fetching a few cents over $82 by midday Monday.

Kansas Common crude at CHS starts the week at $68.25 per barrel after gaining 75 cents on Friday. Prices in McPherson are up nearly five dollars on the week and more than $8 higher than on New Year's Day.

The North Dakota recovers from winter weather as it searches for only it's second Oil and Gas Director. North Dakota Director of Mineral Resources Lynn Helms is ending his 25-year hitch as the state’s top energy regulator. Helms announced his retirement last week at a meeting of the North Dakota Industrial Commission. Since he took the job the state's output jumped from just under 100,000 barrels per day in 1998 to an all-time high of 1.5 million barrels per day in 2019. Current output had stabilized at about 1.2 million barrels per day by last month.

North Dakota's recovery from extreme winter weather is between 94% and 98% complete. Justin J Kringstad of the North Dakota Pipeline Authority said in an e-mail statement that, as of Monday morning, output was still down between 10,000 and 40,000 barrels per day.

The Rotary Rig Count from Baker Hughes is up two oil rigs and down one seeking natural gas for a total of 621 rigs. The tally in New Mexico was up one. Texas, and North Dakota were each down one.

The Kansas Rig Count from Independent Oil &amp; Gas Service shows 16 active rigs east of Wichita, which is unchanged from last week, and 20 in Western Kansas, which is up one. &nbsp;Operators completed 17 new wells statewide last week with 11 in Western Kansas including one in Ellis County and one in Stafford County. Kansas regulators okayed eight new drilling permits last week, with three in eastern Kansas and five west of Wichita. That's 63 new permits so far this year.

U.S crude production dropped by just over a million barrels per day last week, as winter weather shut-in production from Texas to North Dakota. The Energy Information Administration pegs U.S. output for the week through January 19th at 12,326,000 barrels per day, down from 13.3 million the week before.

EIA says U.S. crude-oil exports dropped by nearly 600,000 barrels per day to just over 4.4 million. Total petroleum and product exports dropped to 11.4 million barrels per day. U.S. crude oil imports averaged 5.6 million barrels per day last week, down 1.8 million barrels per day from the previous week.

U.S. commercial crude oil inventories were down by more than nine million barrels from the week before at just over 420 million barrels. Stockpiles are about five percent below the five-year average for this time of year.&nbsp;&nbsp;

For the sixth time in more than 50 years of operation, Barton Community
College will have a new president. Following a 15-minute executive session
Tuesday afternoon, the Barton Board of Trustees voted in favor of Dr. Marcus Garstecki as the next president.

Garstecki has served as chief enrollment management officer at Northern State University in Aberdeen, South Dakota. Originally from Wisconsin, Garstecki started his career in athletics, spending seven years on the coaching staff at Dodge City Community College.

After accepting the position, Dr. Garstecki shared his appreciation to the Board and committee for the opportunity to return to Kansas, where his higher education experience started in 2001.

“My wife Kacie and I are beyond excited to join the Barton Community College family,” he said. “We sincerely appreciate the hospitality and warm welcome we received during the interview process. One thing that we were looking for through this process was a place that felt like home. While we were on our visit, we sensed a genuine, close-knit, family atmosphere from everyone we met, making this an easy decision for us.”

Garstecki, along with fellow finalist Dr. Seth Carter, went through the
interview process that included a public forum on the Great Bend campus earlier
this month.


After 17 years as Barton President, Dr. Carl Heilman is scheduled to retire
following the close of the school year. Garstecki's contract will begin July 1, 2024.

Barton college chooses Dr. Garstecki to become next president

As of now, there are eight stops in 2024 for the B-29 Superfortress
named Doc. One of those stops is Great Bend, as the historic plane will perform
at the Great Bend Airfest this upcoming September. 

The plane is one of 1,644
B-29s manufactured in Wichita during World War II. Great Bend Airport Manager
Martin Miller was excited to have Doc return to the show for the first time
since 2018.


"We couldn't get Doc in the last show," said Miller. "Josh Wells with Doc, finally came together and came together with us. It'll be great to have it here and it works out great with an already huge airshow."

Great Bend Airfest will include three day shows and a night show
beginning the weekend of Sept. 20. 
Miller said the airshow has nine acts currently confirmed.

Doc will be available for flight experience rides and ground and cockpit tours.

This fall will mark
the fifth Airfest in Great Bend since starting in 2012. Organized every three
years, the 2021 Airfest saw just over 9,000 spectators attend the three-day
event. The show three years ago cost approximately $185,000 to put together, while receiving roughly $180,000 in sponsorships and admission.

B-29 Doc is returning to Great Bend Airfest this year

Pam Martin served as the education specialist for the Kansas Department of Wildlife and Parks for nearly 15 years. Her retirement last September opened the door for a new hire at the Kansas Wetlands Education Center. Natalie Unruh graduated from the University of Wyoming in December and accepted the position as new education specialist earlier this month. She's now ready to share her knowledge with area students and wildlife enthusiasts.

"After learning about wildlife biology," she said, "I think it's good to be able to share that knowledge a little bit with kids and try to spark some of that curiosity that can help kids understand our environment and want to protect it for the future."

After graduating from Haven High School, Unruh obtained her bachelor's degree in wildlife biology from the University of Wyoming in Laramie. Her studies and her new job are a reflection of her interests.

"I've always had a fascination with animals and the world around me," she said. "I wanted to work with our natural systems here in North America instead of in a zoo. Wildlife biology was just a perfect major for me."

Unruh has hit the ground running, including several Kansas Day programs at area elementary schools on Monday. She's ready to continue and build on the many educational programs offered by KWEC - and for some warmer weather.

"I'm definitely looking forward to the spring, summer, and fall seasons when I can actually get outside with kids and do some nature hikes and hopefully answer questions they have," she said. "I'm ready to get outside after all this cold weather we've had."

On Feb. 20, K-State Research and Extension will be hosting a program by Wildlife Specialist Drew Ricketts starting at 6 p.m. The meeting will be held at Cheyenne Bottoms Wetlands Center located at 592 NE K 156 Hwy, Great Bend. &nbsp;

During his program, he will discuss deer biology, helping people to better understand their space use, cover and nutritional requirements among other topics.&nbsp;He will also discuss managing deer habitat and supplemental feeding. A light meal will be served and is sponsored by P &amp; S Electric of Great Bend. 

The same program will be held in Hays on Feb. 28 at the Ag Research Center, 1232 240th&nbsp;Ave in Hays beginning at 6:30 p.m. RSVP by Feb. 16 for the Great Bend option for a meal count. Nor RSVP needed for the Hays location. If you enjoy the outdoors, or more specifically enjoy hunting deer, don’t miss out on this event!

Barton CC Trustees special meeting agenda (1/30)

New Barton County zoning regulations continue to serve their purpose well. At Tuesday's Barton County Commission meeting, the board approved a recommendation from Zoning Administrator Judy Goreham to expand Liebl Welding LLC at the intersection of Northeast 120 Avenue and K-156 southwest of Claflin.

"Back in 2010, he got a permit for a shed and, in the meantime, turned that property into a welding business that's thriving and he wanted to expand," Goreham said. "What we're doing today is asking for a conditional land-use permit versus rezoning property."

All present planning commissioners recommended approval of the expansion during a Jan. 11 public meeting, at which no landowners within 1,000 feet of the business complained. Owner Scott Liebl has designed his business in a manner that mitigates impacts on neighboring landowners, and he is in full compliance with all relevant licensing and other regulations. Under previous regulations, the expansion would have required full rezoning of the land, which could create conflicts in the future.

"It ties the property back to the original agriculture district permitted uses and conditionally-permitted uses," Goreham said. "It keeps the control with the county. It protects the adjoining landowners who have ag land that want to keep it agriculture related."

Goreham said one of Liebl's neighbors went on record recommending approval of the expansion. The board of commissioners voted 4-0 to approve the permit.

Barton Commission approves business expansion near Claflin

The streets of Great Bend have been covered with ice and snow for most of January. As temperatures climb back into the 60s this week, those roads are unthawing. Unfortunately, residents are finding that means more potholes. Street Supervisor Tony Bronson said his crews are now in the process of filling those holes.

"The snow and everything we got, it had a lot to do with the potholes coming in," he said. "Once we bladed them and salt and sanded them, they popped up."

Bronson said street crews began filling potholes last week. Main roads will likely be first for repairs, but locations of potholes may be reported through the city of Great Bend website.

"We've seen some on 10th Street, 24th, Patton, and Broadway," Bronson said. "If they want to report it, they can go online and report it. We'll give them the list as they go out and see what we can do."

TOPEKA — The Kansas Department of Transportation’s I-70 asphalt improvement project in Gove County received the 2023 Sheldon G. Hayes Award – the top paving award from the National Asphalt Pavement Association.

The award was presented this week to the project’s contractor, APAC Kansas, Inc., Shears Division, of Hutchinson, at the NAPA annual meeting in Orlando, Florida.

“This award acknowledges what we Kansans have always known; Kansas contractors are second to none,” said Calvin Reed, Secretary of Transportation.&nbsp; “It is the result of exceptional collaboration between Kansas-based industry partners and KDOT who completed the I-70 project with a high degree of skill and attention to detail.”

The Gove County project covered just over 9 miles of I-70 starting 4 miles east of Park and ending at the Trego County line. Nearly 76,000 tons of asphalt was used on the driving lanes and shoulders.

The winner and finalists are determined through a two-year evaluation process. To be eligible, projects must use more than 50,000 tons of asphalt and be selected for a NAPA Quality in Construction Award the previous year. Qualifying projects are then evaluated for smoothness and inspected in person by an independent pavement consultant.

This award is named for a founder of NAPA and the association’s first chairman. It has been presented annually since 1971.

When Kade Sander finished his Great Bend High School wrestling career
with a record of 89-16 and 3rd and 4th place finishes at
the state tournament, the thought of continuing his athletic career in college
was not a big driving force. Wanting to get into his “adult life”, Sander chose
to attend Barton Community College for the natural gas program. 


“I finished the natural gas program in a year and I was getting that itch to
come back and get on the mat,” said Sander. “That’s when Barton opened their
wrestling program for the first year. I got convinced to not go to the
workforce yet at 19 years old.”


Sander became Barton’s first wrestling signee. He went 39-20 overall in his
initial 2015-2016 season and went 2-2 at his first national tournament.


Sander decided to sit out the next year and become a volunteer assistant coach
for the Cougars.


“Honestly, the break was probably the best thing that could have happened for
me,” said Sander. “Maturity wise. Being able to see things from a different
perspective. Knowing and analyzing matches more than just physically doing it.
The mental game was huge.”


Serving as a coach, gave Sander the “grit” to wrestle again. He returned to the
mat the following year and was able to join his younger brother Keaton on the
team.


Sander went 35-4 during the 2017-2018 season, with losses only coming to
four-year competitors in open tournaments. He entered the national tournament
as the #1 wrestler in the 157-pound weight division.


“Preseason, I was nothing,” said Sander. “Through the tournaments, I would
slowly move up to like #8, #4 then #2-ranked wrestler. Going into nationals, it
was intimidating being #1. You knew everyone was out to look for you.”


Sander needed two extra periods in the championship match before an escape
wrapped up the title.


“The mental game was there,” said Sander. “You have to believe in yourself and
what you trained for. You realize why you’re there, what your goals are, and
take it one match at a time.”


Sander now works as a Journeyman Gas Tech at NorthWestern Energy in Kearney,
Nebraska. On the job, he received a phone call from Barton Athletic Director
Trevor Rolfs informing him he was selected to be inducted into the Barton Sports
Hall of Fame.


“I got a call from an unknown number in the middle of work,” said Sander. “Trevor
asked how I was doing. It threw me for a loop. I didn’t know if something
happened to my sister. He then asked me if I wanted to be part of the 2024 Hall
of Fame class. It’s something I never expected or thought about.”


Sander was inducted into the Barton Sports Hall of Fame along with tennis
player Neus Torregrosa and basketball player Jackie Jones.


“I remember when I won the national championship it didn’t set in right away,”
said Sander. “We wanted to go celebrate and have fun, but I remember thinking
about how sore I was. It didn’t hit me until weeks after. Remembering it now, I
have the chills. It’s an awesome feeling that I don’t even know how to describe
to somebody.”&nbsp; &nbsp; &nbsp;

as the #1 wrestler in the 157-pound weight division.
“Preseason, I was nothing,” said Sander. “Through the tournaments, I would
slowly move up to like #8, #4 then #2-ranked wrestler. Going into nationals, it
was intimidating being #1. You knew everyone was out to look for you.”
Sander needed two extra periods in the championship match before an escape
wrapped up the title.
“The mental game was there,” said Sander. “You have to believe in yourself and
what you trained for. You realize why you’re there, what your goals are, and
take it one match at a time.”
Sander now works as a Journeyman Gas Tech at NorthWestern Energy in Kearney,
Nebraska. On the job, he received a phone call from Barton Athletic Director
Trevor Rolfs informing him he was selected to be inducted into the Barton Sports
Hall of Fame.
“I got a call from an unknown number in the middle of work,” said Sander. “Trevor
asked how I was doing. It threw me for a loop. I didn’t know if something
happened to my sister. He then asked me if I wanted to be part of the 2024 Hall
of Fame class. It’s something I never expected or thought about.”
Sander was inducted into the Barton Sports Hall of Fame along with tennis
player Neus Torregrosa and basketball player Jackie Jones.
“I remember when I won the national championship it didn’t set in right away,”
said Sander. “We wanted to go celebrate and have fun, but I remember thinking
about how sore I was. It didn’t hit me until weeks after. Remembering it now, I
have the chills. It’s an awesome feeling that I don’t even know how to describe
to somebody.”&nbsp; &nbsp; &nbsp;

&nbsp; &nbsp;B. RESOLUTION 2024-05: Application for Approval of a Conditional Land Use Permit for a Described Tract of Land: &nbsp; &nbsp; &nbsp; -Judy Goreham, Environmental Manager, will provide details. Scott Liebl, dba Liebl Welding LLC, wishes to expand his business at 883 NE 120 Ave, Claflin, Kansas. The site is zoned Agricultural District and a Small Scale Non-Agricultural Related Business is a conditionally permitted use in this zoning district. A Public Hearing was held on January 11, 2024, to consider the request, and it was unanimously recommended by the Planning Commission that the Barton County Commissioners approve this request.

&nbsp; &nbsp;C. SOLID WASTE: Repair of Caterpillar 826K Compactor Transmission: &nbsp; &nbsp; &nbsp; -Jennifer Hamby, Solid Waste Director, will provide details. The Barton County Landfill operates a Caterpillar 826K Compactor to push and compact trash. In December, 2023, the pump to the hydraulic cooling fan motor went out, causing damage to the shaft roller bearing, all pistons and the swash plate. This damage caused brass shavings to enter the hydraulic system. Foley Industries installed a new fan pump, reconditioned the&nbsp;hydraulic fan motor and flushed the hydraulic system. Total repair cost is $18, 811.62. Monies are available in the Solid Waste Fund for this repair.

&nbsp; &nbsp;D. ELECTION: Help America Vote Act Security Grant: &nbsp; &nbsp; &nbsp; -Ms. Schmeidler will present details. The Clerk’s Office received a $94,096.91 Help America Vote Act (HAVA) Security Grant. Previous purchases include additional security for election equipment storage, a new trailer and rolling bags. This portion of the project includes security locking mechanisms, cameras and a server. It is suggested that the cost of the project be taken from the Equipment Replacement Fund, with reimbursement made once the grant funding is received. It is noted that this is a 90 / 10 grant.

&nbsp; &nbsp;E. EXECUTIVE SESSION: &nbsp; &nbsp; &nbsp; -Chairman Esfeld will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.

Barton County Commission meeting agenda (1/30)

On Friday, Jan. 26 at approximately 10:03 p.m., officers with the Great Bend Police Department arrested Daniel Schulz, age 36, near the 3100 block of 10th Street on Great Bend Municipal Court warrants. 

During the arrest, officers located methamphetamine in Schulz' possession. Schulz was transported to the Barton County Jail where he was booked in lieu of a $10,000 bond.
