At Monday’s Great Bend City Council meeting, Great Bend Economic
Development Director Sara Arnberger revealed new details on a $7 million
project to construct an Innovation Center. The finalized exterior renderings
from the architects were presented to the council.

The new community center
will be located at the 10th Street and K-96 Highway intersection, in
front of the recently opened Bright Beginnings childcare center.


"We have secured that land and look forward to starting site work shortly," said Arnberger. "You'll start to see that progress."

The Innovation Center has already received a $4.38 million state grant and will
include areas for healthcare, education, childcare and entrepreneurship.
Arnberger said Economic Development was able to secure another $394,000 grant
from the Patterson Family Foundation and will be able to announce a separate
$300,000 grant at a later date.

Arnberger said she is aware that the space is still elusive to everyone, with not many people understanding its purpose.

"This is going to be a place that's accessible for the whole community to get their hands on technology and tools that they wouldn't have had the chance before," said Arnberger. "It'll have a commercial kitchen, healthy foods, health monitoring services, cooking classes, etc. There's a whole gamut of things in there. We're very proud to bring it to Great Bend."

Arnberger is hopeful to break ground on the site before the end of the year and
have construction done by the end of 2025.&nbsp; &nbsp;&nbsp;

Eight (8) area youth attended the Community Anti-Drug Coalitions of America (CADCA) Mid-Year Training Institute in July. Those teens will present a power point covering the event.

&nbsp; &nbsp;C. CENTRAL KANSAS COMMUNITY CORRECTIONS: Program Update: &nbsp; &nbsp; &nbsp; -Brooke Haulmark, Director, will provide details. Under the administrative control of Barton County and the CKCC Advisory Board, Central Kansas Community Corrections operates in the 20th Judicial District. The department promotes public safety by providing highly structured community supervision to felony offenders with a goal of affecting a change in the behavioral and cognitive thought processes that have led to unlawful behaviors. Change is made by using evidence-based practices, teaching new coping tools and building behaviors for the maintenance of a new and lawful lifestyle. Programming is funded through Kansas Department of Corrections grants and user fees. Staff will be introduced to the Commission and the new mission statement will be announced.

&nbsp; &nbsp;D. TREASURER’S OFFICE: Kansas Department of Revenue Audit: &nbsp; &nbsp; &nbsp; -Jim Jordan, County Treasurer, will present details. One duty of the Treasurer’s Offices in Kansas is to provide for motor vehicle functions, to include vehicle registration, renewal and other related services. This requires employees to perform tasks in strict compliance with statutory and other guidance offered by the Kansas Department of Revenue. Mr. Jordan will review the finding of a recent audit.

&nbsp; &nbsp;E. ROAD AND BRIDGE: Purchase of a Broom: &nbsp; &nbsp; &nbsp; -Darren Williams, County Works Director, will present details. The 2002 Broce broom, with 3,515 hours, currently utilized by Road and Bridge, has passed its effective life. Road and Bridge requests that a newer model be purchased and the current broom be left in-house for parts. After accepting bids, it is suggested that the Commission approve the purchase of the RCT350 Broce Broom from GW Van Keppel for $73,900.00 with payment coming from the Equipment Replacement Fund.

&nbsp; &nbsp;F. COMMISSION DISCUSSION: Wind Energy: &nbsp; &nbsp; &nbsp; -Patrick Hoffman, County Counselor, will provide details. Barton County is currently zoned to Conditionally Permit Commercial Scale Wind Energy Conversion Systems (WECS) in the Agricultural District of the County. The Commission will consider a directive to the Barton County Planning Commission to review current Commercial-Scale WECS zoning in Barton County.

&nbsp; &nbsp;G. COURTHOUSE HVAC IMPROVEMENT PROJECT: Brentwood Builders – Outside of Original Scope: &nbsp; &nbsp; &nbsp; -Matt Patzner, County Administrator, will present details. Barton County has received notice of work completed by Brentwood Builders outside the scope of original plans. Work areas include the roof, breakroom, Clerk’s Office, Treasurer’s Office and restrooms.

Barton County Commission meeting agenda (8/6)

The Kansas Department of Revenue (KDOR) is excited to announce that voting for the next Kansas personalized license plate design is now open. Starting today, Kansans can visit ksplates.kansas.gov to select their favorite design. Voting will end at 5 p.m. on Friday, Aug. 9, and the winning design will be announced on Monday, Aug. 12.

“We know how passionate Kansans are about license plates, and this initiative aims to give the public a direct say in selecting the next personalized plate design that will be featured on vehicles across the state for years to come,”&nbsp;said David Harper, Director of KDOR Division of Vehicles. “We look forward to seeing which design Kansans choose.”

The website offers five distinctive design options for Kansans to select from.

Voting on this round of personalized designs is different from the standard license plate designs Kansans voted on last December. To streamline the process and meet production deadlines, KDOR incorporated feedback from last year’s voting to inform aspects of these designs, including a Kansas outline, wheat, and sunflowers.

The winning design will replace the current “Powering the Future” personalized license plate design.

Residents may vote for their preferred design multiple times. Shortly after the voting concludes, the winning design will enter production and be available for purchase in 2025.

30th Annual Kid's Ag Day in Great Bend Sept. 4

On July 30, at approximately 11:04 p.m., an officer from the Great Bend Police Department observed a vehicle driving without any headlights. The officer initiated a traffic stop on the vehicle in the 1500 block of Morton Street. 

The driver, and only occupant of the vehicle, who was later identified as Armando Venzor-Marquez, age 37, fled from the traffic stop on foot. A foot pursuit ensued, and while officers were attempting to place Venzor-Marquez under arrest, he continued to resist officers, causing the officers to utilize a taser to aid in the arrest. 

At the time of the arrest, Venzor-Marquez was in possession of a loaded handgun. K9 Niko responded to the abandoned vehicle, and alerted to the odor of narcotics. A search of the vehicle was completed, and methamphetamine, paraphernalia, an open container of alcohol and a second firearm were located. 

Venzor-Marquez was transported to the Barton County Jail, where he was booked in lieu of a $10,000 bond.

Taser used as subject tries to flee arrest in Great Bend 

I don’t know about you but this summer has flown by!

When our kids were small, transitioning back from long days of farm life to the much more structured pace of school was often a challenge. While they certainly had early mornings and a multitude of responsibilities for the farm, it was much different getting up and ready for the school bus every day.

I usually tried to start a few weeks ahead of time with slowly adjusting bedtime schedules. As an off-the-farm working mom, it was often stressful and I regularly worried that I had everything prepared!

Things that helped us were a white-board calendar the size of the freezer door. Each family member had their own color of dry erase marker and it made schedules a little more manageable. We also kept a grocery list on the refrigerator door and each family member was expected to add items they needed for every day or wanted for lunches.

Speaking of lunches, we had one pretty picky eater and our plan was that the kids had to check the next day’s lunch menu and had to eat at least three items on the menu including the main dish or they had to pack their lunch! Yes, I checked their lunch to make sure it wasn’t just cookies and chips! They usually did a pretty good job of packing a mostly balanced meal that they would actually eat.

I was never very good about laying out clothes the night before – I can’t manage that for myself as an adult! While I do appreciate that this habit can definitely make mornings smoother, I am still a work in progress. Keeping up on laundry was always a challenge, especially with farm dirt and working full-time, so we tried to have a schedule of washing a load a day. It sure helped when the kids were old enough to help which meant 7 or 8 was helping to fold and definitely putting their own things away. By 10 or 12, they helped with hanging things up or putting them in the dryer.

Both kids are good cooks and those skills started at an early age. Knowing the basics of food preparation allowed them to get ingredients together or begin thawing meat for a meal by the time they were in middle school.

All of those things didn’t guarantee smooth evenings especially with homework. Their normal station was in the kitchen so we could talk about assignments and their day while I made dinner and they worked on homework. It was a good way to practice conversation and have a small window into their fun, frustrations, and feelings. These days, I miss those moments but our daughter often calls on her way home from work in Kansas City and we chat while I start dinner!

Nothing of these ideas are rocket science but I hope you will look for ways to connect with your kids in car or in the kitchen.

In the first half of the month, he was recognized in Las Vegas for bowling in 35 consecutive United States Bowling Congress (USBC) Open Championship Tournaments. On July 22, Mayberry was inducted into the Kansas State Bowling Proprietors Association Hall of Fame at the KSBPA's Summer Business Meeting in Olathe.

"We, basically, are there to help proprietors succeed," Mayberry said. "How do you save money? How do you increase your revenue? That type of thing; heavily involved with high school bowling and how to make it better."

Mayberry's recognition in Olathe was for a lifetime of service to the sport. He joined his first bowling league with some college work buddies in 1974 and has been active in the sport since. Six years later, he became a league secretary for the first time and got a glimpse at the administrative side of bowling. When he moved to Great Bend in 1982, he was active in three bowling leagues as a competitor and secretary.

In 1988, Great Bend BA Association Manager Alvin Otte asked Mayberry if he could consider being an association manager. Mayberry agreed, serving in that role for the next 29 years until 2017. Mayberry has served as the Central Kansas USBC President since 2017, and has also served on various other state boards.

Mayberry purchased the Walnut Bowl in 1997, taking over as full-time manager in 2006 after working in retail for nearly four decades. Twenty-seven years later, the bowling alley is still going strong with a revamped bar and lounge and mini-golf facility.

"This is hard work because it's not something anybody has to do," Mayberry said. "You have to work your tail off to get them. League bowling is extremely difficult anymore. Open play is fantastic. "I just wish I could keep my league play up."

The KSBPA works behind the scenes to keep bowling alleys open. Mayberry is a proven innovator with upgrades to the bar and grill that have helped the business thrive.

"When we bought the place, it did about 20 percent of the business," he said. "Our business is up four times from what it was when I bought it. Seventy-five percent of my business now is food and beverage. That's where the money is. I used to have a bowling center with a lot of overhead over there. Now, it's the other way around. I've got a really good restaurant and bar with a lot of overhead out here. These things aren't cheap to run."

Great Bend's Neal Herrman is also a KSBPA Hall of Famer. In 2007, he and Mayberry were instrumental in getting a bowling team at Great Bend High School. Mayberry was hired as an assistant coach in 2009, and has helped the Panthers to two state championships. In 2017, he helped establish a bowling program at Barton Community College where he has served as assistant coach for the past six years. Mayberry also coaches four youth leagues and serves as a private instructor.

As a bowler, Mayberry has rolled the elusive 300 game, multiple 700 series, and won numerous local awards. He's bowled the Greater Ozarks Open, KSBA Tournament, and the USBC National Tournament for 35 straight years. He was the first state president of the Kansas State USBC and still serves as a director and chairman of the budget and finance and communication committees. 

Today, Mayberry is semi-retired as a bowling alley proprietor. His son, Jay, has taken over day-to-day operations. His other son, Jared, has given Jim two granddaughters, Zoey and Brooklyn, who literally grew up in the bowling alley and recently competed for the state-champion Lady Panther team. Jim remains active in all aspects of coaching.

Great Bend to consider renewing ½ cent sales tax

&nbsp; &nbsp;1. Jesus Carbajal rezoning - 1013 Hubbard Street &nbsp; &nbsp; &nbsp; At the July 15 meeting, the Planning Commission's recommendation to pass ordinance 4438, approving this zoning request, was presented to the city council. The vote was 4-2 in favor of accepting the recommendation and passing the ordinance. However, five votes are required to pass an ordinance - Kansas statutes state that no ordinance is valid unless it receives the vote of a majority of the "members-elect." A majority of those present and voting is not sufficient unless it is also a majority of the full membership. City Attorney Allen Glendenning advised that the ordinance had not passed because it was one vote short. Glendenning later retracted that, stating that there was an exception for zoning ordinances. However, upon further review of the statutes and case law, Glendenning has concluded that there is no exception and that the general rule applies. The result is that the rezoning ordinance is not valid. Therefore, this matter needs to be publicly revisited to clear up the confusion. A motion will be presented to the council to pass ordinance 4438 or send the matter back to the Planning Commission.

Vacation buy-back &nbsp; &nbsp; &nbsp; Any employee who has between 200-240 hours of accrued vacation leave or 300-360 hours for fire department shift employee, is eligible to participate in the vacation buy-back. Employees may only buy back up to 40 hours of vacation or up to 60 hour for fire department shift employees. A motion will be presented to approve the vacation buy-back policy.

The
drought monitor report as of Tuesday, July 30 shows a great deal more deterioration.&nbsp; The percentage of the state totally out of
dry conditions decreased from 11 to 42%.&nbsp;
The amount of the state abnormally dry increased from 58 to 89%,
moderate drought from 19 to 36%, and severe drought.&nbsp; Barton County and the area is unchanged.&nbsp; We are still predominantly in moderate
drought with slivers of abnormally dry and severe drought.&nbsp; The six to ten-day outlook (August 6 to 10)
indicates a 40 to 50% chance of leaning to above normal temperatures and leaning
33 to 50% leaning to above normal for precipitation.&nbsp; The eight to fourteen-day outlook (August 8
to 14) indicates a normal to leaning slightly below normal for temperatures and
a 40 to 50% chance of leaning above normal for precipitation.&nbsp; The Wednesday night rains, while beneficial
do little to alleviate our conditions and the outlook promises for drought
conditions to likely increase.&nbsp; While the
outlook is better, it’s likely too little and too late for many summer crops.

Today,
let’s discuss how our summer crops are faring.&nbsp;
What started out as a much more promising year than the last several,
has taken a negative turn.&nbsp; While much of
the state say marked improvement earlier this year with the western portion
especially, our area never got out of drought and abnormally dry
conditions.&nbsp; So, what are we looking at
entering the home stretch for 2024?

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Things
to keep in mind when determining potential crop yield include planting date,
soil moisture at planting, residue cover, plant population, overall weed
control, soil type, and so on.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; First,
irrigated crops.&nbsp; Even with irrigation,
corn and soybean crop yields suffer under extreme heat.&nbsp; For example, a corn crop can use up to 0.5”
of soil water per day.&nbsp; Under extreme
stress it’s almost impossible for an irrigator to supply enough water to
eliminate water stress.&nbsp; The critical
time for corn is from slightly before tasseling to several weeks after silking
and pollination.&nbsp; For soybeans, it’s from
approximately mid-bloom through pod set and fill.&nbsp; Early planted corn, dryland or irrigated, is
in much better shape with a better chance of flowering and developing seed
before the worst of the summer heat and drought.&nbsp; Now through August is when soybeans need
moisture for pod fill.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; For
dryland crops the yield and even plant loss in some cases is a function of
planting date.&nbsp; Although it’s safe to say
our dryland row crop yields have been significant hurt by the weather of the
last several weeks in our area.&nbsp; Early
planted corn is in much better than the later plantings.&nbsp; Soybean flowering is night length dependent,
so less impacted by planting date and more by the maturity planted.&nbsp; Many fields in our area are experiencing
plant death.&nbsp; Grain sorghum is more
drought tolerant but the later plantings are in tough shape.&nbsp; Some of the early planted sorghum has set
seed and looks decent but is still impacted.

do little to alleviate our conditions and the outlook promises for drought
conditions to likely increase.&nbsp; While the
outlook is better, it’s likely too little and too late for many summer crops.Today,
let’s discuss how our summer crops are faring.&nbsp;
What started out as a much more promising year than the last several,
has taken a negative turn.&nbsp; While much of
the state say marked improvement earlier this year with the western portion
especially, our area never got out of drought and abnormally dry
conditions.&nbsp; So, what are we looking at
entering the home stretch for 2024?·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Things
to keep in mind when determining potential crop yield include planting date,
soil moisture at planting, residue cover, plant population, overall weed
control, soil type, and so on.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; First,
irrigated crops.&nbsp; Even with irrigation,
corn and soybean crop yields suffer under extreme heat.&nbsp; For example, a corn crop can use up to 0.5”
of soil water per day.&nbsp; Under extreme
stress it’s almost impossible for an irrigator to supply enough water to
eliminate water stress.&nbsp; The critical
time for corn is from slightly before tasseling to several weeks after silking
and pollination.&nbsp; For soybeans, it’s from
approximately mid-bloom through pod set and fill.&nbsp; Early planted corn, dryland or irrigated, is
in much better shape with a better chance of flowering and developing seed
before the worst of the summer heat and drought.&nbsp; Now through August is when soybeans need
moisture for pod fill.·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; For
dryland crops the yield and even plant loss in some cases is a function of
planting date.&nbsp; Although it’s safe to say
our dryland row crop yields have been significant hurt by the weather of the
last several weeks in our area.&nbsp; Early
planted corn is in much better than the later plantings.&nbsp; Soybean flowering is night length dependent,
so less impacted by planting date and more by the maturity planted.&nbsp; Many fields in our area are experiencing
plant death.&nbsp; Grain sorghum is more
drought tolerant but the later plantings are in tough shape.&nbsp; Some of the early planted sorghum has set
seed and looks decent but is still impacted.
