BOARD OF BARTON COUNTY COMMISSIONERS
Agenda Meeting
Jan. 21
9 a.m. Until Close

I. OPENING BUSINESS:
   A. Call Meeting to Order.
   B. Recitation of the Pledge of Allegiance.
   C. Consider Approval of the Agenda.
   D. Consider the minutes of the January 13, 2025, Regular Meeting.
   E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
   F. Please silence all phones and electronic devices. Recording the meeting is allowed and the Commission requests that anyone using special recording equipment be seated in the back row to avoid creating a distraction during the meeting.

II. OLD BUSINESS - Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
   -There is no Old Business at this time.

III. NEW BUSINESS - All new business to be considered by the Commission will be heard at this time.

   A. HEALTH DEPARTMENT: Champ Software – KS Nightingale Notes Subscription:
      -Karen Winkelman, Health Director, will provide details. In December, 2017, the Commission approved the purchase of Nightingale Notes Electronic Health Records. The Health Department has received a billing of $30,715.00 from Champ Software for the 2025 - 2026 subscription of 21 named licenses.

   B. RESOLUTION 2025-05: 2025 Tax Sale:
      -Jim Jordan, County Treasurer, will provide details. This Resolution authorizes certain tracts of real estate be sold for back taxes. This money is then distributed to the various taxing entities in the County. The Resolution also authorizes abstract work be performed in preparation for the tax sale.

   C. 2025 TAX SALE: First American Title Company:
      -Pam Curtis, First American Title Company, will provide details. Mr. Jordan contacted First American Title Company reference abstracting services for the 2025 Tax Sale. First American Title Company is willing to provide the needed services at $80.00 per parcel.

   D. LEGISLATIVE DISCUSSION: Treasurer’s Office – Motor Vehicle Fee Bill:
      -Mr. Jordan will provide details. For several years, the Kansas County Treasurers Association has sponsored a legislative bill that would increase fees dedicated to Counties for the provision of motor vehicle services on behalf of the State. Currently, monies collected do not cover operational costs.

   E. EXECUTIVE SESSION:
      -Chairman Tricia Schlessiger will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Any motion must contain the justification for the executive session, the subject matter to be discussed, any individuals in addition to the board who will attend the executive session and the time at which the regular session shall resume.

IV. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

   A. ANNOUNCEMENTS:
      -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

      -The Kansas Legislative Policy Group Winter meeting will be held Tuesday, January 21, 2025, at the Hotel Topeka at City Center, 1717 SW Topeka Boulevard Topeka, Kansas, from noon until 5:00 p.m. County officials may attend.

      -The Kansas Association of Counties is co-hosting Local Government Day members, in partnership with the League of Kansas Municipalities, Wednesday, January 22, 2025. The event will be held from 1:00 – 4:00 p.m. at the Kansas Association of Counties Office, 715 SW 10th Avenue, Topeka, Kansas. The event will be moved at 4:00 p.m. to The Beacon, 420 SW 9th Street, Topeka, Kansas. County officials may attend.

      -County officials have been invited to attend the Barton County Conservation District Annual Meeting beginning at 5:30 p.m., Thursday, January 23, 2025. The meeting will be held at the Hoisington Columbus Club, 114 N Main, Hoisington, Kansas.

   B. APPOINTMENTS:
      -Although subject to change, the following appointments have been scheduled:

         9:45 a.m. or following the close of the Agenda Meeting – Financial Update – Matt Patzner, Administrator.

         10:15 a.m. – Program Update – Marissa Woodmansee, Juvenile Services Director.

         10:45 a.m. – Program Update – Jay Harris, District Director, Cottonwood Extension Director.

         11:00 a.m. – Departmental Update – Sean Kelly, Emergency Management Director.

         11:15 a.m. – Regular Business Discussion – Matt Patzner, County Administrator.

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Members of the Health Department are scheduled for January 23, 2025.

V. OTHER BUSINESS:
   A. Discussion Items.
   B. Citizens or organizations may present requests or proposals for initial consideration at this time.
   C. The Commissioners are available to the Public on Tuesdays during regular business hours.
   D. One or more Commissioners may be present in the Commission Chambers conducting county business throughout the day on Tuesdays.
   E. The Commissioners may, individually, schedule personal appointments related to County business at their discretion.
   F. The next Regular Meeting will be at 9:00 a.m., Tuesday, January 28, 2025.
