Larned library selling cardinal ornaments as fundraiser

Homeowners in Kansas can expect their property tax statement on or after Nov. 1, but no later than Dec. 15 each year. Printing and mailing the tax statements is the job of the county treasurer's office. But the process begins long before that when taxing entities submit their budgets to the county clerk. Barton County Treasurer Jim Jordan said tax statements are again running behind because that information was not submitted on time to County Clerk Bev Schmeidler.

"We depend on a lot of other counties to get their stuff in," he said. "If there's one person that doesn't get it in, it sets us way behind. That happened again this year. They didn't get their budgets into Bev in time."

Treasurer's office staff often bears the brunt of public discontent about property taxes. Jordan reminds taxpayers that his office is merely the gatekeeper for all taxing entities in the county. In other words, the treasurer's office has not raised taxes.

"Keep in mind, we do not generate anything," Jordan said. "The only reason our name is on the tax statement is because that's where you have to mail your check. Other than that, we have nothing to do with it other than we're in charge of printing and mailing it. All we do is collect."

Jordan's office disperses tax money collected to those taxing entities five times throughout the year. Jordan said as of Nov. 12, the clerk's office had all the abstract tax rolls completed. That information is then sent to Topeka for approval before local tax statements can be mailed.

Weather continues to have an impact on one of Central Kansas' major hobbies: hunting. Opening day of pheasant season on Nov. 9 coincided with nearly two inches of rain in the Golden Belt. Cheyenne Bottoms Wildlife Manager Jason Wagner said that was enough to keep many hunters off of dirt roads and out of fields. As rifle season begins for deer on Dec. 4, dry conditions may also be playing a role with fewer deer in the area.

"Out at the Bottoms I've seen it, the numbers just aren't there," Wagner said. "They've crashed. They've dropped off pretty significantly, especially over the last two years."

Wagner said viral disease epizootic hemorrhagic disease (EHD), and chronic wasting disease (CWD), also known as zombie deer disease, may be factors in the decline. CWD has been reported in more than half of Kansas counties, including most counties in the western two-thirds of the state. 

"Lack of habitat is probably hurting some of the deer numbers, too," Wagner said. "You don't think about that so much, but the drought we've had the last couple of years, with a lot of the CRP being hayed and grazed or just expiring and put back into production, there's less deer habitat out there."

Hunting allotments can also impact deer populations. The Kansas Department of Wildlife and Parks takes several factors into consideration each year when determining allotments, including deer-vehicle accident reports, surveys from land owners and hunters, and crop damage reports.

A local holiday tradition is turning 16 years old this month. Over the years, hundreds of shoppers flock to downtown Great Bend during Small Business Saturday to sample and judge sweet treats served by Great Bend retail stores. The 16th annual Great Bend Cookie Contest is scheduled for Nov. 30 from 10 a.m. to 4 p.m., in conjunction with the “Home for the Holidays Parade and Festival.” As in previous years, all collected proceeds go to the Food Bank of Barton County to help feed those in need during the holiday season and beyond.

The cookie contest allows people to sample cookies from participating businesses and vote for the best cookie in town. A maximum 250 shoppers have participated in the event three of the past four years. Cookie contest organizers are anticipating large participation numbers again this year and encourage shoppers to get their voting bracelets by noon on Nov. 30, otherwise, they may already be gone.

The donation amount to enter is $10 per participant. Each judge can purchase up to three bracelets for the contest.

To vote for your favorite cookie, stop by Cookie Headquarters on Saturday (Nov. 30) at Rosewood Furniture Gallery, 16th and Main in downtown Great Bend, to pick up a cookie box and voting bracelet. All votes to be counted must be returned to Cookie Headquarters by 4 p.m. on Nov. 30.

Besides getting to sample amazing cookies and having a say in which business bakes the best cookie, cookie contest judges have a chance to win prizes during drawings that will take place at approximately 6:30 p.m. on Nov. 30, following the “Home for the Holidays Parade” in downtown Great Bend. Great Bend Cookie Contest ushers in 'Small Business Saturday' fun

Do you want to do some fun and relaxed Christmas shopping? You can! Everyone can enjoy all that and more in just one day at the annual Bushton Proud Committee’s Santa’s Bazaar in Bushton on Saturday, Dec. 7.

The day’s festivities will once again feature a virtual reality Santa’s sleigh ride and an appearance by Santa, an art and craft show with nearly 25 vendors, a soup contest, face painting, a raffle, a children’s activity corner, a do-it-yourself Christmas photo booth, and concessions.

The event will take place at two locations – the Bushton Community Center and the Bushton Plaza (the former Central Plains Middle School). The event’s activities will run at various times between 9 a.m. – 2 p.m.

Kicking off the day’s events will be the magical virtual reality ride in Santa’s sleigh, sure to get one and all in the Christmas spirit. Rides will be available, free of charge, from 9 a.m. through noon at the Bushton Plaza.

Arts and crafts vendors will include unique handmade items such as homemade baked goods, seasonal crafts, hot sauce, jewelry, candles, jelly, homemade vanilla and spices, custom t-shirts, embroidery, quilted items and more. The arts and crafts booths will be open from 9 a.m. to 2 p.m. at both locations.

The Christmas Kids Corner will run from 9 a.m. through noon at the Plaza and will feature cookie decorating, crafts, candy cane fishing, snowball toss, letters to Santa, an elf-face cut-out do-it-yourself photo booth and more.

Transporting visitors between the Community Center and the Plaza, the Elf Wagon will run 9:30 a.m. – 1:45 p.m.

Santa Claus will be making his appearance and handing out goodie sacks from 10 – 11 a.m. at the Plaza.

The soup contest is scheduled for 11:30 a.m. – 1 p.m. at the Community Center, with two categories – Chili and Soup. A soup tasting kit can be purchased for $10. Cash prizes will be awarded in both categories -- $50 for first place and $25 for second place.

Eagle Media's news week in review

On Nov. 14, the Kansas Law Enforcement Training Center (KLETC), announced their latest training graduates. Among the 27 graduates was Garrett Dykes with the Great Bend Police Department.

Dykes was presented with the Director's Award for Academic Excellence while at training in Hutchinson. Dykes received the award by having the highest academic score of his class. Dykes is the newest certified officer with GBPD.

Dykes was part of the 333rd basic training class at KLETC. Graduates received certificates attesting the satisfactory completion of a full-time basic course of instruction. They also received certification as Kansas law enforcement officers from the Kansas Commission on Peace Officers' Standards and Training, the state's law enforcement licensing authority.

 </figure>On Nov. 14, the Kansas Law Enforcement Training Center (KLETC), announced their latest training graduates. Among the 27 graduates was Garrett Dykes with the Great Bend Police Department.Dykes was presented with the Director's Award for Academic Excellence while at training in Hutchinson. Dykes received the award by having the highest academic score of his class. Dykes is the newest certified officer with GBPD.Dykes was part of the 333rd basic training class at KLETC. Graduates received certificates attesting the satisfactory completion of a full-time basic course of instruction. They also received certification as Kansas law enforcement officers from the Kansas Commission on Peace Officers' Standards and Training, the state's law enforcement licensing authority.

Central Plains 🏈 is heading to State

Fort Hays State University’s Math and Computer Science departments hosted the annual Math Relays on Nov. 13 in the Memorial Union.

Area high school students competed in six different tests of mathematical skills throughout the day. The tests, categorized by subject, include using number sense, trigonometry, algebraic manipulations, geometric measurement, applications of algebraic arithmetic, and calculations with a calculator.

Forty-eight Kansas high schools, ranging from 1A to 6A, brought 650 students to compete in the relays. Schools were grouped into divisions based on size (1A, 2-3A, and 4-6A). Each student completed tests individually or in teams of three, and all students took at least four of the six tests.

The top six individuals and teams at each grade level earned points towards their school scores. Medals were given to the top three finishes for each test, and the top three schools in each division received a plaque.

“FHSU Math Relays is a great event for our Hays High students to showcase skills they normally don’t get to showcase outside of the classroom,” said high school math teacher Dustin Dreher.&nbsp;“It gives the students a chance to compare their math skills to not only students from their school but from schools across the state.”

Great Bend ribbon cutting celebrates Bartz Construction

RILEY COUNTY—Law enforcement is investigating an alleged fentanyl overdose death and have made an arrest.

Just after noon Wednesday, police arrested 23-year-old Caziah Self of Ellsworth in the 1000 block of S. Seth Child Road in Manhattan, according to the Riley County Police Department activity report.

The arrest is in connection with an incident that occurred in June of 2023 where law enforcement officers investigated the overdose death of a 25-year-old individual in Manhattan.

Self is being held on a $100,000 bond on requested charges of&nbsp; distribution of a controlled substance causing death, use of a communication facility in the commission of a felony drug violation, and distribution of opiate/opium/stimulant/heroin dosage &lt; 10 units.

Self has four previous drug convictions and another for criminal possession of a weapon, according to the Kansas Department of Corrections.

Anyone with relevant information on this case is urged to come forward, according to the RCPD. The investigation into this and all other Fentanyl-related overdoses remain active and ongoing. Any individuals possessing pertinent information are urged to come forward and assist law enforcement authorities.

For many years, Barton County has received a glowing audit report. While important, those services come with a cost. Tuesday morning, County Administrator Matt Patzner approached the board of commissioners to approve an audit contract with Great Bend's Adams Brown for the next three years.

"Barton County accepted proposals for audit services for calendar years 2024, 2025, and 2026," he said. "All county funds, including grants and state pass-through funds, are to be audited each year."

The county last approved a similar contract three years ago for a total of $107,137. The 2024 audit, priced at $36,070, is just three dollars more than the 2023 audit. The commission approved the three-year cycle at $111,485. The county may also pay an additional $5,000 each year for a major program audit if certain values are exceeded.

is everybody’s favorite word. A highly-complained about topic throughout
communities, potholes have caught the attention of Great Bend city officials.


"Those are popping up in full force with the moisture we received over the weekend and Monday," said Burns. "The Public Works Department will be all out this week and next week to catch up on all of those."

Great Bend does offer an avenue to report potholes or other issues to city
officials. By visiting the city website, greatbendks.net, there is a “Report a
Concern” button. Pothole complaints can be found under the “Street, Water, WPC
and Code Enforcement” section.&nbsp; &nbsp; &nbsp;

Great Bend crews focusing on potholes the next few days

Administrators and teachers at Eisenhower Elementary School in Great Bend want students to love coming to school. Prinicpal Abby Jonas shared some of the ways her staff is doing that during Wednesday's USD 428 Board of Education Luncheon at the school.

"We had really two main goals this year," she said. "We wanted to celebrate kids as much as we could. I wanted all the teachers to buy in and they really have. In the month of October, we pushed positive phone calls home."

Teachers and office staff made more than 200 calls to parents in October. "We had parents crying," Jonas said. "We had parents telling how much they loved the good coming from the school, which is what we want to hear from them." 

Staff was already handing out positive office referrals. This year, they have added kudos cards and always a deck handy to give to students doing positive things. Students get a sticker when they go to the office after receiving a kudos card.

"I think the biggest surprise with that is the kiddos are now giving them to teachers," said Jonas. "They're recognizing when a teacher does good, and I feel like that's a huge win for us.  Our kids are now feeding off what we're doing to them to do back to our teachers."

Staff also hands out I Did It cards to celebrate academic learning. Jonas said Wednesday is staff's favorite day of the week as progress-monitored students who make any gains throughout the week get to visit the office where they are celebrated. In an attempt to incorporate all K-6 students, I Did It cards will soon be handed out for reading at home.

Prinicpal Abby Jonas shared some of the ways her staff is doing that during Wednesday's USD 428 Board of Education Luncheon at the school."We had really two main goals this year," she said. "We wanted to celebrate kids as much as we could. I wanted all the teachers to buy in and they really have. In the month of October, we pushed positive phone calls home."Teachers and office staff made more than 200 calls to parents in October. "We had parents crying," Jonas said. "We had parents telling how much they loved the good coming from the school, which is what we want to hear from them." Staff was already handing out positive office referrals. This year, they have added kudos cards and always a deck handy to give to students doing positive things. Students get a sticker when they go to the office after receiving a kudos card."I think the biggest surprise with that is the kiddos are now giving them to teachers," said Jonas. "They're recognizing when a teacher does good, and I feel like that's a huge win for us. Our kids are now feeding off what we're doing to them to do back to our teachers."Staff also hands out I Did It cards to celebrate academic learning. Jonas said Wednesday is staff's favorite day of the week as progress-monitored students who make any gains throughout the week get to visit the office where they are celebrated. In an attempt to incorporate all K-6 students, I Did It cards will soon be handed out for reading at home.

Operating on a 10-year sunset, set to expire in 2025, Great Bend’s
half-cent sales tax renewal question passed with more than 70% of the vote in
this year’s General Election. The tax will now remain in effect until repealed
or modified. 

The renewal received 3,371 “yes” votes compared to 1,418 “no”
votes. Great Bend City Clerk Shawna Schafer asked the city council Monday to
authorize the citywide retailers’ sales tax.


"The governing body will now need to adopt the ordinance authorizing the levy of the citywide retailers' sales tax at a rate of one-half of one percent (.5%)," said Schafer. "As a reminder, this was a renewal. This is not a new sales tax. This is just a continuance."

The city council voted 8-0 to adopt the ordinance.

The 2023 numbers reported more than $2.3 million generated from the half-cent
sales tax. 

The tax has been used since 2001 to provide property tax relief,
capital improvement projects and economic development. 
With 35% of the half-cent sales tax going toward property tax relief, the city
was able reduce the mill levy by more than 21 mills in the 2023 budget.&nbsp; &nbsp;&nbsp;
