During Monday’s Great Bend City Council meeting councilmember Davis
Jimenez wanted to get a sense of the changes to funding for Great Bend Economic
Development. While the City of Great Bend has funded Economic Development
$250,000 this year, Barton County has matched that total in recent years. 


Great Bend City Administrator Logan Burns said the city received a letter
stating that Barton County was no longer going to fund Economic Development
going forward.

"That's a county issue," said Burns. "We got a copy of the letter that the county is not funding them for this year. We still have our $250,000 that we do for them. We'll have to look at budget season for next year of what we're looking at doing."

Jimenez questioned if the city needed to reexamine their Economic Development
funding following the change from the county. The councilmember was told he would
need to contact the county or Economic Development and that the city could
discuss the topic during their upcoming budget sessions.


The Great Bend Chamber of Commerce used to handle Economic Development until
2020 when a city-appointed committee recommended the economic development services

Dementia workshop to be hosted through Cottonwood Ext. District

Size cuts, budget cuts, and an overall lack of progress. Monday night, the USD 431 Board of Education discussed its relationship with Advancing Barton County Childcare (ABCC) regarding a new daycare facility in Hoisington. Among other factors, Board President Becky Mooney said a lack of control over the daycare, if it's built, could be a cause for concern.

"I don't want people to think we are squashing the daycare," she said. "It is very much a need. We know it's a need. We just need to figure out the best way for our community and our district to make this happen."

Last month, Superintendent Patrick Crowdis updated the board on potential funding cuts for the project. The board then balked at approaching the community to raise funds for the project. Crowdis heard from Great Bend Economic Development President Sara Arnberger via email before Monday's meeting.

"I know there's been some concern by the board that that might not be the direction you would want to go," Crowdis said Monday. "I would be fine going to her and saying maybe we as USD 431 need to reevaluate our role in daycare in Hoisington, at this point in time, in the partnership with ABCC, and see if maybe there's a different route that we as USD 431 have in daycare in Hoisington or how else we can support daycare in Hoisington."

Two board members expressed concerns about the project and Mooney agreed.

"We honestly will have no say in hiring, firing," said Mooney. "They literally are just going to be using our land, so I have some concerns about that as well because we will have no say in what happens with this daycare once they start. If we're going to involve our community and ask them for the help, I'd feel more comfortable if we are spearheading it ourselves, as a board."

Board Member Sara Tarlton asked Crowdis if the school district would be responsible for any of the work done on the daycare so far. Crowdis said there are responsibilities but several of the steps associated with the project were necessary anyway.

"We don't have a formal contract with them," Crowdis said. "That was never approved by ABCC. We presented it to them and it was never taken to them or signed off on. The expense did happen on our property in that idea of moving forward with that so there may be some financial responsibility we will take on."

Originally slated to hold up to 59 children. Crowdis confirmed in January's meeting that the project had been scaled back to a facility that would hold 38-45 kids. Also at last month's meeting, Crowdis informed the board that approximately $500,000 in grant money had been pulled back from the project due to legislative changes. Grant freezes at the federal level could also impact the project.

In June 2023, ABCC received $2.23 million in grant funds to go toward daycare facilities in Great Bend and Hoisington. ABCC also received $500,000 in grant funds from the Patterson Family Foundation in July 2022. Great Bend Eco Devo raised $435,000 for the project, and the Barton County Commission matched that $435,000.

The board again took no official action on Monday and plans to discuss any updates at its March meeting.

The Great Bend City Council scheduled two public hearings for March 17 in regards to an incentive package to develop a new hotel on 10th
Street. 

The previously vacant and deteriorating hotel at 3017 10th
Street was purchased by Great Bend Economic Development in 2022. With the
building now torn down, a private developer named Great Bend Lodging, LLC has
plans to build a new 80-room hotel.


City Administrator Logan Burns said part of the incentive package for the
developer is a community improvement district sales tax. The 2% sales tax would
help fund a portion of the $22.9 million project.


"The developer estimates that the CID sales tax will generate $3,406,401 over the maximum term of 22 years of the CID," said Burns. "I do want to emphasize that this CID sales tax would only be for the property as outlined which is just to the east of the Events Center, the vacant lot currently."

The public hearing on March 17 will receive public comment on the proposed
project plan.


The project will include one or two restaurants or retail stores. The
preliminary opening date for the hotel is September 2026.&nbsp; &nbsp;&nbsp;

High school is supposed to be a special time for young people. The annual Prom is one of those events that can create memories for decades to come. The Great Bend High School After Prom Committee is looking to make Prom Night on April 12 as memorable as possible. Committee Chair Jennifer Turner said the group needs help doing that.

"What we are looking for right now is donations or sponsorships, so people can send us money, they can buy prizes," she said. "Pretty much, it's whatever their business is willing to do to help us out. We're trying to do a few new things this year so having a little more financial help will help us accomplish that."

The After Prom Party will run from 11:30 p.m. to 2:30 a.m. that evening at the Walnut Bowl. Turner said 150-200 kids usually attend each year and usually stay the duration.&nbsp;

"Instead of attending parties or drinking alcohol, they're having fun, playing games, winning prizes, hanging out with friends, and just having a good time," said Turner.

A series of weed management schools will take place in northwest and north central Kansas during the month of February and are hosted by local K-State Research &amp; Extension county and district offices.

Controlling difficult weeds continues to be a significant challenge for producers. To address the topic of weed control, K-State Research and Extension has scheduled five regional weed control programs. This program has been designed to help producers and agri-business retailers improve weed control with challenging species and weather conditions.

CAMPBELL: K-State weed management schools & crop talk webinars

The Barton County Clerk's Office moves several thousand pieces of mail each year. With a lease for the office's current postage machine ending soon, Clerk Bev Schmeidler appeared before the Barton County Commission Tuesday morning to secure a new lease.

"The lease for our current postage machine ends in March of this year," she said. "We've had it for five years and this one is from Midwest Single Source. The one previous to that was from Pitney Bowes, so we reached out to both of those companies to get quotes."

Schmeidler reported the Pitney Bowes monthly quote was approximately $250 higher than that of Midwest Single Source. The board of commissioners approved a new lease at $435.07 a month. The clerk's office will continue to use its existing scale and postage computer.

With a lease for the office's current postage machine ending soon, Clerk Bev Schmeidler appeared before the Barton County Commission Tuesday morning to secure a new lease."The lease for our current postage machine ends in March of this year," she said. "We've had it for five years and this one is from Midwest Single Source. The one previous to that was from Pitney Bowes, so we reached out to both of those companies to get quotes."Schmeidler reported the Pitney Bowes monthly quote was approximately $250 higher than that of Midwest Single Source. The board of commissioners approved a new lease at $435.07 a month. The clerk's office will continue to use its existing scale and postage computer.

A marketing tool for the City of Great Bend and the Great Bend Brit
Spaugh Zoo has been completed. The zoo look books are officially available for
sale at the zoo located along Main Street. 

Great Bend Convention and Visitors
Bureau Director Christina Hayes said the hard-cover books will be available for
$20.


"It's a marketing piece for the zoo and Great Bend," said Hayes. "As it goes through the history of the zoo, I feel like it turned out really great. I love the pictures and the history."

Spaugh Zoo has been completed. The zoo look books are officially available for
sale at the zoo located along Main Street. Great Bend Convention and Visitors
Bureau Director Christina Hayes said the hard-cover books will be available for
$20.
"It's a marketing piece for the zoo and Great Bend," said Hayes. "As it goes through the history of the zoo, I feel like it turned out really great. Tuesdays' weather

All area college and high-school-age dancers are invited to Barton Community College's Spring Dance Clinic on Sunday, Feb. 23.  Barton Dance Coach Sabrina Talbot said the special guest this year is former Cougar dance and cheer member Anthony Brown, who is now a member of the Dallas Cowboys Rhythm and Blues Coed Hip Hop team.

"In 2007, he attended Barton on both their cheer and dance teams and competed nationally," Talbot said. "Then he attended the prestigious Navarro Junior College, which is famously known for its Netflix documentary. Then he auditioned for "So You Think You Can Dance" seasons 8, 9, 10, and 11, advancing to Vegas each time."

Brown won two national titles at Navarro, then continued his education at Texas Tech University where he earned a degree in dance and further refined his skills. He's now ready to share his skills in the half-day clinic at Barton.

"It will be from 10 a.m. to 3 p.m. with an hour lunch break in between, so they'll need to pack their lunch or plan some sort of transportation to go get lunch for an hour," said Talbot. "Registration starts at 9:30."
