KIOWA COUNTY—The Kansas Highway Patrol is investigating a fatal rollover crash that occurred&nbsp; during a police pursuit just after 9p.m. Saturday in Kowa County.

&nbsp;The patrol reported law enforcement was in pursuit of a vehicle eastbound on U.S. 54 one mile west of Greensburg.

The vehicle traveled into south ditch, struck a field entrance, went airborne and rolled multiple times coming to rest the field facing northeast. The KHP released no additional details early Sunday.&nbsp;&nbsp;

American Red Cross celebrates Community Risk Reduction Week 

The Kansas Department of Health and Environment (KDHE) and the Governor’s Council on Wellness (GCOW) presented the 2025 Kansas Health Champion Awards during the Community Health Promotion Summit on Thursday, Jan. 23. Great Bend native Erica (Mason) Johnson was among the "Health Champions" selected.&nbsp;

The Governor’s Council on Wellness developed the Health Champion Award to recognize and promote exemplary contributions to wellness in Kansas. Those recognized include an individual and organization, as well as honorable mentions in each category.

Great Bend native selected as KDHE 'Health Champion'

There is a mistaken assumption that effective cleaning products must be toxic and dangerous. Harsh, petroleum-based cleaners often fall short in performance and carry significant environmental and human health risks throughout their lifecycle.

You’re invited: Great Bend Chamber Awards Night

Kansas cities, like all American cities—including all the blue ones that our new president regularly attacks—are not radical places. They may have more Democratic voters than the state’s rural counties, and those voters may prefer more egalitarian policies than will ever pass in Topeka, but their economies are just as dependent upon capitalism as the state and country as a whole.

There are exceptions, though. For example, unlike the Kansas and United States governments, Kansas city governments are legally forbidden from making use of direct income taxes as a revenue tool. This is the case for most cities across the country (though not Missouri cities, incidentally), and is one reason why American municipalities compete to attract corporate investment: growing their property and sales tax base is often their only way to fund services.

Some cities do, however, have an additional source of revenue: local philanthropists.

Wealthy people and businesses have, of course, used their resources to benefit society throughout history; Andrew Carnegie famously insisted that spending all one’s money on building public goods was far wiser than leaving it to the government or (worst of all) to one’s children. And this giving can have a national or international reach.

But because such philanthropy comes from specific people and organizations in specific places, it is often the towns and cities they live and do business in which benefit the most.

Some philanthropy is small-scale: Kansas non-profits generate over $14 billion, and Kansans themselves donate nearly $2 billion, each year. Every church, athletic club, arts organization, youth group, and more which benefits from that work adds to their local community.

Most attention, though, obviously goes to those willing and able to share with their towns and cities on a major scale, helping to build parks, performing arts centers, museums, and libraries, and funding scholarships, educational programs, civic infrastructure, and more. So when some of these big players move, city governments pay attention, and rightly so.

Hopes for local philanthropy, however, can get complicated. Any Kansan who has visited Grand Rapids, Omaha, or Bentonville, and seen the massive impact which the&nbsp;<a target="_blank" href="https://www.fox17online.com/news/local-news/grand-rapids/a-look-back-richard-and-helen-devos-foundations-impact-in-west-michigan">DeVos</a>,&nbsp;<a target="_blank" href="https://www.ketv.com/article/warren-buffett-impact-berkshire-hathaway-wealth-changed-omaha/60658807">Buffett</a>, and&nbsp;<a target="_blank" href="https://www.ocolly.com/news/the-waltons-canvas-changing-bentonville-s-future/article_5b124eb2-a993-11ee-a03a-fb42291ff011.html">Walton</a>&nbsp;families have had on the amenities of those cities, can’t deny the value of such generosity. The same thing is visible in Tulsa—yet the centralizing tendencies of the&nbsp;<a target="_blank" href="https://nationswell.com/what-we-can-learn-from-george-kaiser-family-foundations-place-based-work-in-tulsa/">Kaiser</a>&nbsp;family there has given rise to&nbsp;<a target="_blank" href="https://michaelpaulmason.medium.com/the-kaiser-system-e8c14bca395">criticism</a>, and similar concerns crop up in other cities as well.

In Kansas, one might think that Wichita’s Koch family, one of the richest in the country, might head this list. But despite some&nbsp;<a target="_blank" href="https://en.wikipedia.org/wiki/Charles_Koch_Arena">high</a>-<a target="_blank" href="https://markartsks.com/">profile</a>&nbsp;gifts, their money has mostly gone to the support the Kochs’ preferred ideological causes, with the foundations set up by the&nbsp;<a target="_blank" href="https://ingrams.com/article/home-grown-generosity/">Sunderland, Hansen, and other</a>&nbsp;families in the Kansas City area&nbsp;<a target="_blank" href="https://www.tgci.com/funding-sources/ks/top">far outpacing them</a>&nbsp;in civic support.

Charles Koch’s son Chase has recently&nbsp;<a target="_blank" href="https://www.kansas.com/news/business/biz-columns-blogs/carrie-rengers/article298481938.html">made waves</a>&nbsp;by buying up properties in downtown Wichita—including former apartments in a city facing a&nbsp;<a target="_blank" href="https://www.kansas.com/news/local/article288215105.html">housing shortage</a>—and has talked of his desire to add to the city’s music and arts scene. But what community developments may come of his interests remain to be seen.

Philanthropists have always been part of the Kansas landscape. The best ones, whether their donations are large or small, are those that work with local governments and civic organizations to make certain their support aligns with community needs and a shared municipal vision. Yes, the intentions of philanthropic action deserve respect;&nbsp;<a target="_blank" href="https://philanthropydaily.com/the-kansas-government-just-protected-charitable-donations/">that’s the law</a>. But while Kansas cities and towns will always be grateful for charitable support, receiving it as a reflection of merely personal goals doesn’t satisfy Carnegie’s measure of public giving at all.

Tomlinson selected as Russell Community Impact Award Winner

Barton’s Shafer Art Gallery will unveil “Executive Collection,” a unique exhibit with pieces personally selected from the Barton Community College Foundation Permanent Fine Art Collection by Barton President Dr. Marcus Garstecki and his wife Kacie, which will include an opening reception at 6:30 p.m. Jan. 31.

The Garsteckis carefully selected pieces from the collection that spoke to them, including several colorful landscapes. Dr. Garstecki said the colorful pieces stood out to him the most because he likes to surround himself with color to help energize the space around him.

"The colorful artwork immediately drew me in,” he said. “Each selection tells a story, and I hope the patrons find as much enjoyment and inspiration from them as I have."

Director of the Shafer Art Gallery Alyssa Bliven said it was a joy working with the couple to curate their first exhibit.

“The Garsteckis have brought a fresh perspective to our collection,” she said. “I’m particularly excited about some of the artwork they’ve selected that hasn’t been shown in a while. Their thoughtful choices breathe new life into these pieces, and I’m eager for everyone to see them.”

The Great Bend Police Department vehicle replacement plan for 2025
includes the replacement of one of the vehicles assigned to a school resource
and D.A.R.E officer. Police Chief Steve Haulmark said the vehicle is utilized for
community outreach and events as well as for educational opportunities.


"The money to pay for this purchase comes from the State of Kansas," said Haulmark. "It goes into our SRO / D.A.R.E. line so it doesn't come out of general funds. We asked for quotes from Marmie's and SERV (Superior Emergency Response Vehicles) out of Andover. SERV is who we go through to get all our vehicles upfitted."

The quote from SERV was $69,238 total for
the vehicle and upfitting. The base price from Marmie Chevrolet was $55,000.
The Great Bend City Council approved the bid from Marmie’s for the new SRO/D.A.R.E.
vehicle for $55,000 and for upfitting the vehicle from SERV in an amount not to
exceed $12,000.


The Police Department’s 2025 budget also has approval for the purchase of a new
detective vehicle. Instead of purchasing a new detective vehicle this year, the
current SRO / D.A.R.E. vehicle that is being replaced will be retained to be
used as a detective unit vehicle, saving the city money during this budget
cycle.&nbsp; &nbsp;&nbsp;

The good news continues for Stafford County organizations. A day after Gov. Laura Kelly's office announced the Port Authority would receive $25 million for its rail-served transload facility project, ChildCare Aware of Kansas announced it was providing a $30,000 grant to help fund affordable childcare in the county. Economic Development Director Ryan Russell said the money has already been earmarked. 

"Most of it's going to be going toward the Stafford school," he said. "They have an in-school daycare they started at the beginning of the school year. That's to help supplement salaries and to do some educational materials and a few other things. Superintendent Corey Reece has done a great job of leading the way in Stafford's in-school daycare and had written and was awarded a Patterson Family Foundation grant toward the beginning of the school year."

Some of the money will also be used for the daycare facility in St. John.

"We rent out the facility but we're not breaking records on how much we charge and we're not making money, that sort of thing," Russell said. "Getting some supplemental grants to help cover some of those expenses is really helpful."

Rural Champion Sarah Hampton has been leading the charge for childcare in Stafford County this year. ChildCare Aware of Kansas, based in Salina, works to make the early care and education system better for children, families, child care providers, and the communities they serve.

The last two race seasons were cancelled at the SRCA Dragstrip in Great
Bend, and no races will occur this year, but the City of Great Bend is taking
action to bring back races in 2026. The Great Bend City Council approved a
contract with Bartlett &amp; West for the rebuild design of the track for
$55,000.


The dragstrip was reconstructed in 2021 by Suchy Construction but several
issues followed the completion of the project making the surface unsafe. Tied
up in a lawsuit to determine who was responsible for the mistakes, the city has
reached settlements with multiple parties and is ready to move forward.

from Bartlett &amp; West was involved with the investigation and lawsuit and
said the reconstruction of the dragstrip will be handled differently this time.


"We were able to benefit a lot from this investigation on what went wrong," said Rinner. "There are a lot of things that went wrong. Through this investigation, we have all seen the best way to manage design and construction. We are intentionally including some of the subject matter experts from across the country."

Rinner said design work will begin immediately with hopes of putting the

Rinner hoped to have the majority of the dragstrip reconstruction finished by
the end of the year to be able to work on punch-list items next spring ahead of
next year’s race season.&nbsp; &nbsp;&nbsp;

Straight-line winds and softball-sized hail ripped through Great Bend on July 16, 2023. Cleanup efforts were still ongoing a year later. The destructive potential of straight-line winds will be added to the National Weather Service's annual Storm Fury on the Plains presentation this year. Vanessa Pearce, warning coordination meteorologist for the National Weather Service in Wichita, said the presentation returns to the Crest Theater in downtown Great Bend on Wednesday, Feb. 12 at 6:30 p.m.

"There is going to be a section this year on straight-line winds versus tornadoes," she said. "That's something we're going to try to point out because we did have a good amount of straight-line wind damage. It can be quite damaging, even more so than tornadoes sometimes."

The free presentation typically includes information about identifying types of storms and how to report information to the Weather Service and authorities. After some below-average years, 89 tornadoes were reported across the state last year, compared to just 39 in 2023.

"We had more tornadoes than we did the previous year, for sure, especially in the counties we cover," Pearce said. "We had a lot more active year than we've had the past couple of years, closer to our seasonal normal."

An EF-3 tornado, with estimated winds of 140 miles per hour, hit Westmoreland northeast of Manhattan on April 30 last year. The 58-year-old woman killed in that storm was the only storm-related fatality in Kansas last year.

"That's something we're going to try to point out because we did have a good amount of straight-line wind damage. It can be quite damaging, even more so than tornadoes sometimes."The free presentation typically includes information about identifying types of storms and how to report information to the Weather Service and authorities. After some below-average years, 89 tornadoes were reported across the state last year, compared to just 39 in 2023."We had more tornadoes than we did the previous year, for sure, especially in the counties we cover," Pearce said. "We had a lot more active year than we've had the past couple of years, closer to our seasonal normal."An EF-3 tornado, with estimated winds of 140 miles per hour, hit Westmoreland northeast of Manhattan on April 30 last year. The 58-year-old woman killed in that storm was the only storm-related fatality in Kansas last year.

The Kansas State Department of Education is aware of concerns raised because of the recent announcement that certain policies of the U.S. Department of Homeland Security have changed.&nbsp;Specifically, the federal government revoked the directive issued in 2021 that limited conducting immigration enforcement actions in or near protected areas such as schools, hospitals, and places of worship, except in specific limited circumstances.&nbsp;Tuesday’s action did not change the law, nor did it increase the U.S. Department of Homeland Security’s authority.&nbsp;To that end, we remind school personnel that their ultimate responsibility is the education and protection of all students.&nbsp;All students have a constitutionally protected right to receive an education.&nbsp;Schools are advised to continue to follow the law and abide by their board-approved policies regarding investigations and/or arrests on school grounds. KSDE wishes to assure school personnel, parents, and the students of Kansas that we will not share any student data without a warrant, subpoena, or other lawfully issued court order.

At this time, we believe the best thing schools can provide to their respective communities is an assurance that they will continue to comply with all state and federal laws protecting student information and student safety.&nbsp;We also suggest schools update emergency contact information for all families.

There will also be discussion about the Kansas NRCS Great Plains Grassland Initiative and a proposed Golden Belt Prescribed Fire Association.

BOOR: Rangeland Brush Management program to be held in Hoisington

Some duck hunting seasons have ended and others will come to a close on Jan. 26. The lack of water at Cheyenne Bottoms meant fewer ducks this season. Wildlife manager Jason Wagner reported just 1,224 ducks were harvested this season, about 11 percent of the long-term average. While duck season is coming to a close, Wagner said night vision permit season for coyotes continues to grow.

"It's becoming really, really popular," he said. "It used to be that thermal and night vision scopes were very expensive. They've come down on price and they have so many different models. You can get it a lot cheaper than you used to be able to with entry-level equipment."

Coyote season runs year-round but night vision and thermal season is limited from Jan. 1 through March 31. A free permit is required but a small administrative fee is paid via an app so officials can track coyote numbers. Wagner said the wily coyotes have long known better than to charge at calls during daylight hours. They are now adjusting to night hunts and it has become more difficult to get them closer than a few hundred yards.

"You want to make sure you're making a good shot," said Wagner. "At night, you just have to be careful with which direction you're shooting and that type of stuff. You try to get them a little closer."

Wagner said some hunters are still able to harvest 10-15 coyotes a night. Kansas has seen a large uptick of coyote numbers since the 1980s. In 2021, populations were estimated at 150,000 with up to 300,000 animals during parts of the year. While they can be found in all Kansas counties, they are most populous in the eastern two-thirds of the state.

Night vision coyote season becoming more popular in Central Kansas

The Great Bend Fire Department started their recruiting academy last
week as they look to fill their shift positions. Fire Chief Brent Smith
introduced three new hires to the Great Bend City Council at Monday’s meeting.
Alex Rodriguez, Drew Blake and Trey Milsap were all welcomed by the council.


"I appreciate these three guys," said Smith. "They're doing good in their academy. They have two weeks left. They got their crew assignments so they know who they will be working with."

Until his graduation in May, Milsap is working part-time with the Fire
Department.


The Great Bend Fire Department is comprised of 28 shift members along with the
fire chief, fire inspector, department secretary, building inspector, code
enforcement officer, permit technician and part-time firefighters. Each of the
three shifts contain a battalion chief, two captains, a firefighter IV and three
firefighters. Each shift works 24-hour shifts.&nbsp; &nbsp;&nbsp;

The Kansas Suffragist Memorial Committee, in collaboration with the Kansas Historical Society, is excited to announce the dedication of a memorial honoring Kansas women who fought for the right to vote. The dedication ceremony will take place at noon on Jan. 29, 2025 (Kansas Day), in the first-floor Rotunda of the Kansas Capitol.

This public art piece aims to inspire reflection on Kansas's history, educate people about important Kansas figures, and instill these values in future generations.The committee worked closely with the Capitol Preservation Committee to bring the mural to life. Created by artist Phyllis Garibay-Coon, the mural depicts thirteen Kansas suffragists from across the state, arranged in a V formation. The mural spans 60 years, from 1859 to 1919, showcasing figures such as Clarina Nichols from Quindaro, who achieved voting rights for women in school elections in 1859, and Jane Brooks of Wichita, who served as the president of the Kansas Equal Suffrage Association in 1919. The artist aims to tell a story through her artwork.The upper part of the mural is adorned with numerous suffragists dressed in white, while various symbols representing Kansas and women's actions fill this emotionally impactful piece. A banner at the top displays the wording of the 1912 Kansas Constitutional amendment that granted women full suffrage.Ms. Garibay-Coon, the daughter of a third-generation farmer from Kingman County, hopes that this mural will serve as a platform for sharing truth and knowledge with all visitors to the Capitol building. She invites everyone to attend the dedication on Wednesday, Jan. 29.
