drought monitor report as of Tuesday, July 12 indicated some change for our
area as we continue in moderate drought, although the northeast portion of the
county still abnormally dry.&nbsp; Severe
drought is creeping eastward and is into Pawnee county.&nbsp; The weather forecast indicates worsening
conditions over this week.&nbsp; The six to ten-day
outlook (July 19 to 23) indicates a 70 to 80% chance of above normal temperatures
and a 40 to 50% chance of below normal precipitation.&nbsp; The eight to fourteen-day outlook (July 21 to
27) indicates a continued 70 to 80% chance of above normal temperatures and a
40 to 50% chance of below normal precipitation.&nbsp;
Most definitely not what our summer row crops need and very stressful on
livestock.&nbsp; Today, let’s start a series
of discussing a changing climate and the effects on cropping systems in our
area.

There isn’t space to cover all the
observed and coming effects of a changing climate.&nbsp; In brief, weather extremes are becoming the
new normal.&nbsp; From derechos to floods and
severe drought combines with hotter highs, lower winter lows and large swings
in temperature over a short period of time in the winter and spring, these
shifting patterns play havoc on crops.&nbsp;
Briefly, what are possible solutions to help overcome this in terms of
cultural practices?&nbsp; We will deal with
the crops themselves next week. 

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; While
sounding obvious, producers must find ways to eliminate the stresses they can
and mitigate the ones they can’t.&nbsp; 

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; For
irrigators in much of Kansas facing a depleted aquifer, everything must be done
to maximize efficiency from nozzling and pressure regulators to perhaps even
subsurface drip irrigation.&nbsp; Much of
western Kansas is over-allocated and we must simply pump less.&nbsp; Ranging from shutting off some pivots to
selecting less water intensive crops still allowing for the production of
feedstuffs for the cattle industry.&nbsp;
There simply is no choice, especially with energy prices.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; We
must control pests (weds, diseases, and insects).&nbsp; It can be through hybrid/variety selection.
Adjusting planting dates, crop rotations, chemically, etc.&nbsp; It may seem strange talking about
cover-cropping having just said we are drier, but a good cover crop can help
with all these pest concerns, especially weed control when trying to minimize
tillage.

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; We
must conserve the soil moisture we have and minimize/eliminate soil
erosion.&nbsp; A real challenge with the weed
pressure we face.&nbsp; Too much soil moisture
is lost from tillage.&nbsp; Cover crops can
help.&nbsp; Building soil organic matter can
help.&nbsp; In some areas and in others
depending on the conditions, continuing cropping may have to be eliminated,
curtailed or very opportunistic.&nbsp; One
good crop a year is better than two mediocre ones.

to be evaluated is the need for adjustments for everything from planting date,

Barton Ag Instructor Dr. Vic Martin - Cropping systems and Climate Change

While Kansas producers were busy with summer fieldwork and the start of harvest, the World Trade Organization (WTO) conducted ministerial meetings in Geneva. Dalton Henry, vice president of policy with U.S. 

Wheat Associates (USW), explained how the actions — both those taken and not taken at the meeting — will impact U.S. wheat farmers in the below article from June 7.&nbsp;The actions taken of note at the WTO Ministerial include a new declaration on sanitary and phytosanitary (SPS)* regulations and a commitment by countries to exempt humanitarian purchases by the World Food Programme from export restrictions. The latter is of little consequence to U.S. producers as U.S. laws around export restrictions are pretty tight, part of what has made the United States the most reliable wheat supplier in the world. The SPS front, though, holds more promise.

Fastest Growing Trade Barriers Non-tariff barriers to trade (which include SPS regs) represent what we on the USW policy team have called “the fastest-growing segment of trade barrier impacting wheat trade.”

We have worked on more non-tariff barriers than traditional tariff barriers in the last calendar year.

Non-tariff barriers include rules such as maximum residue limits (MRL) on pesticides and limits on weed seed species or insects. Many SPS regulations are critically important to protecting plant and human health, but, in recent years, many countries have found they are a convenient way to protect domestic producers or otherwise frustrate international trade.

That the SPS rules received a major update for the first time in their existence at the WTO Ministerial and that the notoriously protectionist European Union joined in supporting them notes just how important they have become to facilitating trade.

Attempts at Weakening WTO Rules It may seem odd to celebrate actions not taken, almost as though no progress represents a successful outcome. However, that has increasingly been the case for U.S. agriculture at WTO Ministerial meetings in the last decade.

With all hopes of securing meaningful new market access for agriculture essentially dashed since 2008, several developing countries have tried to weaken existing rules. India has been notorious for this, insisting that its public stockholding programs be exempt from subsidy limits — despite exporting substantial wheat and rice stocks from those so-named food security programs. India secured a limited exception to those subsidy rules during the Bali ministerial in 2013. Developing countries also substantially, though temporarily, weakened rules on export subsidies — widely recognized as the most trade distorting form of domestic support during the Nairobi ministerial in 2015.With those two events as background, an informal coalition of U.S. agricultural groups — “Aggies for WTO Reform” — attended the WTO Ministerial, received briefings from the U.S. government and WTO representatives, and advocated with other country delegations to hold firm in the original rules of the WTO.

Trade Rules for the Greater Good Those original rules have been critical to the expansion of U.S. agricultural trade since the WTO was formed in 1996. By standardizing the rules of trade and reducing barriers in its initial agreement, the WTO enabled a tremendous rise in exports of U.S. agricultural products while simultaneously lifting millions of people worldwide out of poverty.

So, in looking back at another WTO Ministerial meeting, there may be much to be said about its shortcomings and the need for improvements, but history shows when countries stick to the rules and agreements, trade – and people — win.*The U.S. Trade Representative defines SPS measures as rules and procedures that governments use to ensure that foods and beverages are safe to consume and to protect animals and plants from pests and diseases.

Wheat Scoop: U.S. Wheat Associates explains how WTO Ministerial will impact producers

RUSSELL — Fifty images depicting the U.S. armed forces now are depicted on a 66-by-20-foot mural on the side of the American Legion in Russell.

The mural by artist Buck Arnhold, a native of Hays, depicts the trench warfare of World War I, a tank battle during World War II, the Delta battles of Vietnam, and the air, sea and land conflicts of the war on terrorism, as well as service members who served during those wars.

The armed services mural is one of three that Arnhold has undertaken since the beginning of June in Russell.

Murals now grace two sides of the American Legion, 315 N. Main. The other highlights American Legion baseball.

Arnhold is working on a third mural honoring firefighters on the side of Russell fire station, 815 N. Maple.

The main baseball player on the American Legion mural is 17 feet tall. The smaller players are almost 5 feet tall. The entire mural is about to 20 by 30 feet. 

The project was organized by Patty Driscoll of the Russell Original Art Review, also known as ROAR.

Funding for the murals was provided by ROAR, Dane G. Hansen Foundation, Russell County Area Community Foundation and private donors.

ROAR-commissioned murals grace several other buildings in Russell, including the Russell Public Library, VFW and buildings at Eighth and Main and Ninth and Main.

"My major goal for this whole project was to do something so good that it would bring people off the interstate to see it," Arnhold said. "Plus I really wanted Russell to be proud of having the murals on their Main Street." 

The fire station mural, which is 8 by 12 feet, depicts firefighter jackets and boots with some antique fire equipment. It also features the hat of a former fire chief who died in the line of duty. The corner will include an antique fire cart.

Arnhold is a resident of Olathe. He earned his BA, MA and MFA in art from Fort Hays State University. Arnhold, 70, began his career painting signs in Hays. 

"I didn't have the guts to be a fine artist so I was doing signs and murals and graphics — you name it — race cars, pulling trucks and oil field trucks," he said.

He eventually moved to Kansas City and worked painting murals for a grocery co-op. The co-op had locations in 22 states. He painted murals of farm scenes and pharmacies. He also carved items, including 12-foot steaks out of foam.

To pass the time, Arnhold began drawing Bo Jackson portraits. He traded one of the portraits for some baseball cards for his son. The portrait led him to do some banners for the Chiefs. He did work for Derrick Thomas and Neil Smith.

Arnhold's wife was a teacher and that led him to do scores of murals at schools, including the Indians in the Hays High School gym and wrestling room and a falcon at what was then Felten Middle School. 

He will be painting a mural at his grandson's school in Lenexa when he returns to Olathe.

"[I like] the challenge," he said of painting murals. "It's not easy. It's a big animal."

Arnhold started on the Russell murals at the beginning of June and has only taken two days off during that time. On Tuesday, he said he hoped to be finished with all three murals by Sunday.

He has been working long days from early in the morning to the early evening, bearing 100-plus degree heat.

"The first two weeks I was on this, I go, 'Are you nuts or something?' " he said. "I was on it and it was hot out. I was fighting those first three [figures] until I got the mojo going. 'Man, you almost bit off more than you can chew this time.' "

The intense sunlight also made it difficult to get an accurate read on the colors in the images, he said. He used a piece of cardboard to help shade the areas he was painting.

He's stayed with Patty Driscoll and her husband, Jerry. He said that has made being away from home so long a little more bearable.

In addition to the heat, the surface of the American Legion building has also been a challenge. Arnhold considered painting a base coat of enamel on the surface, but Driscoll encouraged him to incorporate the original color of the brick into the murals. He said he was glad he agreed.

The mortar between bricks also proved to be a challenge in creating the images. 

"See how the mortar messes you up," he said. "Notoriously the eye or the mouth would be on the mortar. You've got to play with that.

"I would be working on a face and be this far from it and think I got it, and then I'd drop the lift down and get on the ground and come back and go, 'Oh no.'"

Arnhold has no plans to stop painting. He's never been in a gallery, but he's been able to create art and travel.

He has retired from working at Associated Groceries, where he painted grocery store murals for years.

"I retired as an artist with a pension and a 401(K)," he said, adding that does not happen for artists all that often.

A motion to approve a permit for a new licensed group home daycare in
Great Bend will go before the city council Monday, July 18. 
Jessica Roan has applied for a conditional use permit to open a daycare at 2206 McKinley Street. 
Two parties at the Planning Commission’s public hearing had concerns with the
pickup and drop-off of children on the busy street of McKinley. Roan is
expected to present a plan to the council regarding the parking, pickup and
drop off for children. 
According to the Kansas Department of Health and Environment, a group daycare
home can provide care for up to 12 children. 
The city council will discuss the item at Monday's meeting beginning at 6:30 p.m. at City Hall.&nbsp; &nbsp;&nbsp;

Permit requested for home daycare in Great Bend on McKinley

Summer is the time for reading, at least according to the "must read" lists that begin to roll out each year as temperatures begin to climb. Area libraries, including the Great Bend Public Library, have continued to make gains in digital media. Now audiobooks, ebooks, music, and even movies are available on a host of apps available on your phone.

"I know people who have come in and they got their library card, and then I don't see them for another three years when they have to renew their card," said Great Bend's Adult Services Librarian Erin Ferguson. "We have a lot of people who commute to Great Bend and just like to use audiobooks when they travel and to and from here."

Libby and Hoopla apps are free to download and only require a Great Bend Public Library card to sign in. Libby offers unlimited ebook and audiobook downloads but has limited copies available, so holds are common. Hoopla offers an even bigger range of content and unlimited copies but limits users to just six checkouts each month.

Librarians can also help patrons sign up through the state library where even more platforms are available. CloudLibrary offers audiobooks and ebooks, while Enki and Freading each feature ebooks. Comics Plus offers unlimited access to comic books, graphic novels, and manga, and even includes a kids' version. Younger readers also have several options with BookFlix, Britannica E-Stax, and Tumblebooks which offer a variety of read-a-longs, chapter books, games, and nonfiction material.

The apps were gaining steam prior to the pandemic in 2019, but Ferguson said usage almost doubled during the height of COVID-19 and has remained high since.

"With Sunflower eLibrary, which is Libby, we were having maybe 300 to 400 people checking out ebooks and audiobooks through there," she said. "Once the pandemic hit, and even as we're shifting back, people are still using our digital services." 

Already, the library has invested more money into the apps as they gain popularity. Ferguson said the library will continue to look for ways to best serve its patrons.

"Digital services are really great," she said. "If people want to see more of that, we just need to go know we can invest more into that."

Wheatland Electric announced that registration is open for their fourth annual Co-ops Care Charity Golf Tournament, which will take place Friday, Sept. 16 at The Golf Club at Southwind in Garden City.

All proceeds will benefit Cram the Van, Wheatland's annual food drive designed to raise both cash and can donations for a dozen local food banks across our service territory. Since 2014, their efforts have raised over 86 tons of food to stock local food pantries ahead of the holiday season.

Registration open for Wheatland's golf tourney to benefit local food banks

The Center for Counseling &amp; Consultation, 5815 Broadway, now has the ability to detect fentanyl through a simple urine test.

“We couldn’t test for this dangerous drug in the past,” said Julie Kramp, The Center’s executive director. “We didn’t know it was necessary. Now we know that it is.”

The need is here because of the drastic increase in the unanticipated presence of fentanyl in other illicit drugs.

“The user is unaware of this contamination,” Kramp noted. “Now we can test for fentanyl right here and have results in a few minutes.”

Jill Hulse and Scot Yarnell, nurse practitioners at The Center, are relieved to know they have this testing resource available to help patients by offering them medically assisted treatment.

“Fentanyl doesn’t show up on a normal, 12-panel drug screen,” Hulse said. “The fentanyl test benefits patients because it guides us to offer the appropriate medical treatment.”

Hulse offered information about fentanyl that explains its potency.

· It is 50 times more potent than heroin and 100 times more potent than morphine.

· It takes only two milligrams of fentanyl to kill, regardless of its route into the body.

· To illustrate the tiny amount needed to result in death, a sweetener packet at a restaurant contains 1,000 milligrams.

“The drastic increase in substances laced with fentanyl can been seen in methamphetamine, cocaine, marijuana and other so-called recreational drugs,” Hulse said. “This nationwide increase has occurred mainly in the last 5-10 years.”

Yarnell, the other nurse practitioner, noted that “this is the easiest way to keep your clients addicted if you are a drug dealer.” The Center offers several forms of medical treatment in these cases. They are Suboxone, Vivitrol and medications for detoxification.

In most cases the first treatment is Suboxone, “which replaces the opiate safely,” Yarnell said. “Suboxone is readily available locally, which means you don’t have to travel to Wichita to get it. Vivitrol may be used when our patient has been opiate-free for 10 days.

“We treat withdrawal symptoms too when necessary,” he continued. “We help you prepare to go through it at home in a safe and effective manner; we want you to succeed. In addition to medication management, we refer patients to therapists for substance-use and mental-health.”

In some cases, patients are referred to inpatient treatment centers.

During a course of treatment, follow-up appointments and frequent screenings are involved. “These tests are not punitive. We just want what is best for our patients,” Yarnell commented.

He also noted that carfentanil, an elephant tranquilizer, is showing up in recreational drugs too. It is 100 times more potent than the regular fentanyl.

Other statistics include: Kansas saw the nation’s second highest increase in drug deaths last year; nationally, there were 107,622 drug-overdose deaths last year, an increase of nearly 15 percent that follows a 30 percent jump in 2020; and more than 150 people die each day from overdoses related to synthetic opioids.

Pharmaceutical fentanyl is prescribed by doctors to treat severe pain in circumstances involving conditions such as post-surgery and advanced-stage cancer.

Three seats on the Barton County Commission are being contested in the Aug. 2 primary election. 

To learn more about the candidates, the League of Women Voters of Great Bend- Barton County are holding a candidate forum on Thursday, July 21 at the Great Bend Senior Center, 2005 Kansas Avenue. The doors will open at 6 p.m. with the forum commencing at 6:30 p.m. 

Eagle Radio will be live streaming the event on greatbendpost.com and the Great Bend Post Facebook page for those who cannot attend.

District 1 has four candidates running: Jefferey Donneker, Matthew Gerritsen, and Duane A. Reif, all from Hoisington; and Linda M. Moeder from Beaver.

District 4 has two candidates running: Jon L. Prescott and Tricia Schliessiger both from Ellinwood.

District 5 has two candidates running: Rick Davis and Donna Zimmerman both from Great Bend.

The public is welcome to attend the forum to hear the responses of these eight candidates to questions that will include the role of local government, economic development, taxation and inflation.

Great Bend City Administrator Kendal Francis joked that for a moment the
city had a ski ramp at the 17th Street and Harrison intersection. 

On
July 6, city crews noticed the road buckled and started to rise
due to the heat. A few days later, the street raised another six to eight inches.
 
In July 2015, the same intersection buckled from the heat causing the concrete
to push against itself. 
There is a sanitary sewer manhole just north of the buckled area on Harrison.
Francis wanted to make sure the hot temperatures caused the road to rise, and not an underlying issue causing the problem. "I wanted to make certain first there wasn't damage to that manhole," said Francis. "I also wanted to make certain we didn't have some other issue, related to that, causing deterioration under the base. From every indication, we think it's just the movement of the concrete." 
City staff has torn out the concrete and will include expansion joints as they
re-pour the cement. The expansion joints will help alleviate some of the
pressure as the concrete moves.&nbsp; &nbsp; &nbsp;

Expansion joints added to ‘troubled’ Great Bend intersection

Barton Community College at Fort Riley student Avrey Thoman was recently awarded the $500 “Stay the Course” grant from educational resource company John Wiley and Sons, Inc.

Thoman has attended Barton since Oct. 2019 and graduated in May. She is transferring to Fort Hays State University this fall to major in law and minor in criminal justice and will receive a certificate in international relations.

“I cannot express my gratitude in words,” she said. “I am also extremely grateful for Janet Balk, Amber Bebout, and Melissa Stevens. All three of them have helped me tremendously during my time at Barton. In their own ways, each of them has devoted some of their time to me and to help me. I would not be where I am academically had it not been for them. I would also like to thank my former English and Creative Writing teacher Kase Johnston. He helped me find my passion for writing again and even though it’s been a while since I’ve been in his classes, I’m still grateful.”

Barton Adjunct Math Instructor Amber Bebout nominated Thoman for the grant.

“When I first heard about the grant, I was interested in nominating a student as I know many students are in some tough spots right now with the pandemic and just day to day life occurrences,” she said. “When I first met Avrey, I immediately saw in her a determined, hardworking student. In the last year, I have seen her persevere through some tough situations and I know how important earning her degree is to her and what this support would mean for her. When I received the email notifying me that Avrey had been selected, I was so excited because Avrey has never lost sight of her desire to continue her studies despite the tough situations that have arisen for her. So, this is a bright spot on the horizon for her and she is so deserving of this grant.”

Wiley Account Manager Debbi Sewade said the program awarded 200 students $500 scholarships to help alleviate stress and clear pathways to their success during an unprecedented school year filled with hardships for many due to the COVID-19 pandemic.

“The grants are meant to address whatever challenges were holding students back, whether it be lack of technology, illness, reduction in work hours, etc.,” she said. “I was so delighted that a student from your school was selected. I hope this small gesture by Wiley makes a difference in the students’ lives.”

Thoman said she faced many hardships due to the pandemic.

I lost my job, my boyfriend was furloughed, I couldn’t leave my house for the longest time,” she said. “This grant is going to help me get back on my feet. As I mentioned, I faced many hardships due to the pandemic, but I also faced other challenges during the pandemic. It’s been quite the wild ride, but this grant is going to help push me back in the right direction and find my footing.”

Barton at Fort Riley student awarded grant; intends to study law

As the city-wide garage sale is coming up this Saturday in Great Bend, the Golden Belt
Humane Society is gearing up for arguably the largest garage sale next month. 
The yearly sale helps raise funds for the humane society, just south of Great
Bend, to purchase supplies or equipment needed to care for the animals. 
The garage sale used to be held at the shelter on South U.S. 281 Highway, but
Golden Belt Humane Society Director Heather Acheson said the event has been held
at the Great Bend Events Center the last few years because they needed more
space. "Last year was our biggest garage sale ever," said Acheson. "We filled that entire Events Center room, from front to back. Every inch was filled up." 
If anyone is interested in donating items to the humane society for their garage
sale, they can drop them off at the shelter until Aug. 18. 
The sale will span over two days at the Events Center, including Aug. 19 from 2 p.m. to 7 p.m. and Aug. 20 from 8 a.m. to 2 p.m.

The Great Bend Optimist Club was chartered on May 5, 1949 and has served the community since. The club is a civic group dedicated to being the Friend of Youth. All club projects support the youth in our community. The weekly club meetings feature a variety of programs with individuals and groups from the community.

Optimist Club joins the Great Bend Chamber

If you have traveled the highways that are marked as Adventure Cycling routes, (route 76) you have no doubt encountered an increasing number of cyclists riding across the country. Since I am an avid cyclist, it is fun to see where the cyclists are from and where they are going. The Central Baptist Church bicycle campground, located in a grassy area just a block from 10th and Harrison, in Great Bend, provides an oasis for weary travelers.

The cyclists’ reasons for trekking across the country vary. Some are taking a leave of absence from a high-pressure job, while others are just figuring out what the next chapter of their life will be. So far this summer we have met solo riders as well as small groups, from across the country and several foreign countries. Our most recent campground guest was Alfrons, from Austria. He arrived in Great Bend on a very hot day last week. He was delighted to find a re-charging station, bike repair station, a hand pump water well, shelter, picnic tables and a porta-potty at the bicycle campground. All of the improvements have happened as a result of community partnerships being formed and small grants to pay for the improvements.

In late June, a group of four young ladies found our campground on Google maps. Three had been college roommates in upstate New York, several years ago and the fourth rider was from France. She had joined the group when they were riding on the Katy trail in Missouri. The young ladies exuded happiness and had such a positive outlook despite broiling heat and the summer Kansas wind.

Mark Thursday, July 28th at 9:30 AM on your calendar and plan to stop by the campground at 3301 Lakin Avenue. Central Kansas Partnership is hosting the Chamber of Commerce Coffee that morning and want to share with the community what improvements have been added to the campground. Each task force that makes up the Central Kansas Partnership will highlight the work they are doing to make Great Bend a better place to live, work and play.

The task forces that will be highlighted during the July 28th coffee include Be Well Barton County, Rise Up, Breastfeeding Coalition, Youth Crew, Suicide Prevention and Famer’s Market. Refreshments and door prizes will help to make it a fun event. If you would like to get involved with any of the task forces I mentioned above, give me a call and I will connect you with the leader.

Perhaps we should all take note of the cyclists’ positive outlook and find more joy in simple pleasures. While the campground amenities are not fancy, they provide just what our guests need. I look forward to seeing you on the 28th!

KRUG: Church campground welcomes cyclists to Great Bend

State, county, city. Sometimes the difference is negligible for taxpayers when it comes to paying bills, but agency budgets hang on that difference. Barton County Treasurer Jim Jordan expressed frustration to the commission Wednesday morning about the county doing the state's work and losing money in the process.

"As you're all aware, the state has mandated that motor vehicle operations are done through the treasurer's office," Jordan said. "Along with that, the state is supposed to fund the operations of that out of our office."

That has not been the case in Kansas, Jordan said. According to him, the Riley County Treasurer's Office ran at a $450,000 deficit last year. Barton County ran a $120,000 deficit.

"The state receives 85 percent of the fee revenue while counties receive 15 percent of the current model," Jordan said. "Currently, the treasurer's office in most all counties is running in the red. This includes Barton County from motor vehicle operations."

This spring, the Kansas House voted 114-6 to approve a bill that would have shifted fees to help the counties doing the work. The bill, which would have yielded counties more money and saved taxpayers an average of $2.36 a transaction, died on the senate floor without a vote. 

"By eliminating the facility fee and modernization fee, the average customer's fee would decrease by $2.36," said Jordan. "Unfortunately, the senate president - and let me give him a shout-out - Ty Masterson, and majority leader Larry Alley, would not put the bill up for debate or move it above line so the senators could vote on it."

Jordan said the Association of Treasurers intends to reintroduce the bill during the next legislative session. Commissioners Jennifer Schartz and Barb Esfeld pledged support for the bill. Commission Chair Shawn Hutchinson agreed.

"The state representatives, it would be helpful to all of us if they all worked in county government before they went to the state," he said. "Then they could see how some of the things they're doing actually impact boots on the ground."

"It's amazing how two senators can hold a bill that helps all the counties, not just a few," Jordan answered. "It's appalling."

Jordan said his office has resorted to doing small things to save every penny. "We don't hand out envelopes anymore," he said. "It used to be when you did a renewal we gave you an envelope every time. We try not to do that now. We try to reuse just to save costs. It's not much but every little penny counts."
