The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) have issued several public health advisories for Kansas lakes due to blue-green algae.&nbsp;

On Aug. 31, a little-known but fast-growing broadband company received nearly half a billion dollars from the federal government to expand rural access, including in Kansas and Nebraska.

Texas-based <a href="https://nextlinkinternet.com/">Nextlink Internet</a> plans to deploy a mix of fiber and fixed wireless services across 11 states with funding from the Federal Communications Commission's Rural Broadband Opportunity Fund.

“We are excited to partner with the FCC to deploy gigabit connectivity to households across rural America," Bill Baker, co-founder and CEO, said in a statement. "With significant licensed spectrum holdings to support gigabit wireless plus fiber projects ready to kick-off construction, we are well-positioned to move quickly to connect the unconnected.”

Of the $429 million committed by the FCC, more than $50 million is devoted to expansion in Kansas and Nebraska, creating service for an additional 26,000 customers in Kansas and 14,000 in Nebraska. 

"The majority of it is fixed wireless, but fiber is a growing part of our business and will be going forward," said Claude Aiken, Nextlink chief strategy officer. "One of the benefits of fixed wireless is it's quicker and less costly to deploy ... and is relatively easily upgradeable."

Fixed wireless uses an access point — generally located on an existing tower or other high point in a service area — to connect customers who otherwise are unable to get high-speed service via a traditional provider.

Aiken said a typical fixed wireless deployment generally offers 100 MB download and 20 MB upload speeds, although he said the company's technology could offer much higher speeds.

"The technology has really improved by leaps and bounds over the course of the past few years," he said. "We just did a deal with Wise County, Texas, to build out 500-by-100 across 95 percent of the county."

COMING SOON: Legacy broadband providers react to massive FCC award for Nextlink

In 2021, <a href="https://nextlinkinternet.com/american-tower-rural-america/">Nextlink and American Tower entered into a colocation agreement,</a> allowing Nextlink to place equipment on more than 1,000 existing towers across 11 states.

"We do a mix of different things with towers. We'll construct our own, we'll leverage our partnership with American Tower where it makes sense .. or find a high point in a community," Aiken said. "Whatever the best solution is to get to the community."

While there is no specific build schedule or timelines yet, the FCC requires RDOF projects to be completed within six years, with requirements that milestones of completion are met after two years and then annually.

Nextlink already has offices in both Kansas (Kingman, Goddard, Salina, Great Bend) and Nebraska (Hastings, Norfolk, Lincoln, Beatrice), and Aiken said Nextlink plans more expansion as its service area grows.

"It's still a little preliminary to say what's going where," he said. "In the near term, it will be where we have existing public/private partnerships. But we're always looking at new areas for growth and folks who really need high-quality connectivity ... where it makes economic sense and where there is a community need."

While the federal fund is targeted at those who lack rural high-speed internet access, Aiken said there is a competitive aspect to the expansion, as well, offering a second option for some customers.

However, Aiken said some providers without the capital to build into rural areas have welcomed Nextlink.

"In having some of those conversations with other providers, there are some folks who are very happy to kind of stay in their existing footprint and service folks in town and not do the hard work of connecting the far-flung farmland and ranchland," Aiken said. "On the other hand, we do compete and offer that second option."

Nextlink currently serves 88,000 homes and businesses across its seven-state footprint and employs 950. In 2017, when the company served only an area on the outskirts of Dallas-Fort Forth, the company employed 150. 

"Projecting forward, we anticipate pretty significant employee growth in Kansas and Nebraska," Aiken said, noting the project builds and deployment will be kept in-house "as much as possible."

This is the second major influx of federal dollars to fuel growth at Nextlink. In 2018, the company was awarded $281 million as part of the Connect America Fund Phase II program, which sparked expansion into Kansas and Nebraska. 

"We were on track for 40 percent (completion) milestone at the end of 2022 ... but now we are 50 percent done. In Kansas, that actually is at about 60 percent complete," Aiken said.

Nextlink is owned by AMG Technology Investments LLC and currently serves customers in Texas, Oklahoma, Kansas, Nebraska, Illinois, Iowa and South Dakota. With the RDOF award, the company plans to expand into Indiana, Wisconsin, Minnesota, Wyoming and Louisiana.

Abortion rights may not be on the ballot, but&nbsp;they&nbsp;will undoubtedly&nbsp;influence&nbsp;the&nbsp;November&nbsp;election.&nbsp;

You’ve probably heard a lot of people try to&nbsp;extrapolate&nbsp;from&nbsp;the August 2nd&nbsp;results to forecast&nbsp;what will happen on November 8th.&nbsp;

Doing so is like trying to fit a square peg into a round hole.

November is a different election with different&nbsp;motivations&nbsp;for voter turnout. The question of abortion rights is not on the ballot for a direct democratic vote the way it was in August.

Between 20 and 30 percent of “No” voters in August were registered Republicans.&nbsp;On the issue of abortion alone, those Republicans voted that it should remain&nbsp;legal,&nbsp;but this issue isn’t a priority for many Republicans when there are other issues at play&nbsp;in the election.

In national polling, abortion is battling with inflation as the top political issue of the midterms.

In the polls, Republicans are more likely to say inflation is the most important issue, while Democrats and independents&nbsp;still seem to be mostly&nbsp;mobilized by&nbsp;abortion rights.

So, if the August results can’t tell us who will win the general election, what can they tell us?

Turnout is likely to remain higher than previous midterm elections and it is likely due to increased turnout among specific demographics of voters.

Women, especially young women, had a massive surge in turnout in August.

In the months leading up to the election, women made up&nbsp;a majority of&nbsp;first-time registered voters. Also, the number of women registering to vote increased about 35 percent over the summer&nbsp;compared to previous years. There was only a 9 percent increase among men.

Furthermore, women cast&nbsp;56 percent of all votes on the amendment.&nbsp;The&nbsp;12 point&nbsp;gender gap in turnout&nbsp;was&nbsp;larger than any recent election and more than double the 2018 gender gap.

Additionally,&nbsp;21 percent of all voters in August were young people — those under the age of 35. In the 2018 primary, only 14% of ballots were cast by this same age group.

Turnout among Latino voters was also higher than&nbsp;in&nbsp;any other midterm election. In fact, it was higher turnout than we’ve ever seen from Latino voters&nbsp;with the exception of&nbsp;the 2020 presidential election.

Now that these&nbsp;citizens have voted, many of them for the first time, they’re more likely to vote again in the future because with each election they become more familiar with the voting process.&nbsp;Familiarity&nbsp;makes it&nbsp;easier&nbsp;for voters&nbsp;to navigate an increasingly complex system.

In general, these turnout&nbsp;trends are good news&nbsp;for the Democratic Party, which&nbsp;holds&nbsp;a majority of&nbsp;women, young people, and Latino voters within its coalition.&nbsp;But it’s far from a guaranteed victory for any of the statewide Democrats on the ballot.

We will likely once again see elevated turnout from the most ardent pro-life voters. While abortion is not on the ballot, the six judicial retention elections could dramatically alter the makeup of the Kansas Supreme Court — the very court that made the decision, in&nbsp;Hodes and&nbsp;Nauser&nbsp;v. Kansas, that abortion rights are protected by the state constitution.&nbsp;

Pro-life&nbsp;activists&nbsp;are certainly motivated&nbsp;to mobilize&nbsp;their&nbsp;voters&nbsp;against retaining these justices. A new slate of justices could potentially overturn the decision on the&nbsp;Hodes&nbsp;case if they were politically inclined to do so.&nbsp;

There’s a lot we don’t know about what will happen in November. Many statewide races are too close to call. And analyzing the August 2nd&nbsp;results can set some general expectations, but it can’t give us the answers.

The results of the November 8th&nbsp;election are between Kansas voters and the ballot box.

Chronic Wasting Disease (CWD) is a growing concern for wildlife officials in Kansas and surrounding states. That's why the Kansas Department of Wildlife and Parks is offering free CWD testing to all hunters during the 2022-23 season. Since 1996, more than 33,000 mammals in the deer family have been tested in Kansas, and 735 wild deer have tested positive for the disease. 

Prion diseases affect proteins in the nervous systems of animals, including humans. According to Cheyenne Bottoms Wildlife Manager Jason Wagner, CWD will eventually result in holes in a deer's brain or spinal cord, resulting in a slow death that can take several months.

"That protein is misfolded, so it's abnormal, and it replicates in the cells," he said. "When that cell gets replicated with those abnormal proteins in there, that cell dies. These prions concentrate in the brain, spinal chord, and brain stem of these animals."

CWD was first identified in a captive deer at a Colorado research facility some 60 years ago. Since then, the largest cluster of cases are found in Wyoming, Colorado, Montana, and the western halves of Kansas and Nebraska. Nearly 200 deer tested positive for CWD in Kansas in 2021.

Transmissible Spongiform Encephalopathies, or prion diseases, are found in various mammals under different names: Mad Cow Disease, scrapies in sheep, and Creutzfeldt-Jakob disease in humans. All are 100 percent fatal. 

Because CWD is caused by an abnormal protein, it cannot be eradicated, cured, or prevented with vaccines. But there are ways to minimize the spread of the disease. Prions are shed through saliva, feces, urine, so eliminating the use of mineral licks and baits is one way to halt the spread of CWD.

"If they're shedding those prions through saliva, well every deer that comes by and licks a mineral block, that's just like licking the door handle of Walmart when you're walking in there," Wagner said.

Field-dressing deer and leaving the skull and spine near where the deer was harvested can mitigate the spread. As such, many states have strict regulations about which parts of a deer may be transported across state lines.

With all sorts of Halloween activities coming up at the end of October, GPS Kids in Hoisington is beating the rush with a Halloween Fun Night on Saturday, Oct. 22 from 4-8 p.m., at 352 W. 12th Street in Hoisington. GPS Kids Program Administrator Debbie Stephens said there will be plenty of fun activities.

"We're going to have all kinds of fun," she said. "We're going to have a scary photo booth where there are all kinds of different photo opportunities for families, everything from Jack the Skeleton to the man-eating plant from 'Little Shop of Horrors.' We've got an amazing craft for our kiddos to do, and Halloween tattoos."

The evening will also include a hayrack ride, a haunted hall, Halloween carnival games, and warm concessions like apple cider, hot chocolate, and popcorn. The best part: all the activities are family-friendly and cheap.

"Fifty cents a ticket and everything is between one and three tickets," Stephens said. "Super cheap, so it's cheap fun for the families. That's our goal is to keep it family-oriented where we just have lots of fun."

Proceeds from the event will go towards improvements for GPS Kids Club &amp; Care, including upgrades to the building for the GPS Endowment Fund. GPS Kids is a non-profit corporation recognized by the state of Kansas as an “At Risk” after-school and supplemental care facility for children grades K-6. Through their character-focused, faith-based program, GPS Kids provides daily character lessons, academic enrichment, recreational activities, and healthy meals and snacks.

Dry Lake Brewing will be extending their premise once again for the 2nd
annual Boos and Brews Halloween Party. The event will include a pumpkin smash
fundraiser outside for the Cystic Fibrosis Foundation. 
At this week’s Great Bend City Council meeting, City Attorney Allen Glendenning said the approved temporary extension of premise behind the brewery on Main Street
will allow consumption of alcohol in the back alley. "The brewery did this last year, and this governing body approved this ordinance," said Glendenning. "This ordinance is required in order for them to be exempt from a state statute that would otherwise prohibit serving or consuming alcohol in this space." The alley from Lakin Avenue to Forest Avenue
will be closed, along with a few parking stalls from 4 p.m. - 12 a.m. on
Oct. 29.

The brewery is working with the State Alcoholic Beverage Control to obtain proper permits for the activity.&nbsp; 
Costumes are encouraged and several games will be available throughout the
night.&nbsp; &nbsp;&nbsp;

The advisory was issued&nbsp;because of a line break which caused a loss of pressure in the system.  Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination. &nbsp;&nbsp;

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind order following testing at a certified laboratory.&nbsp;

Laboratory testing samples collected from the City of La Crosse&nbsp;indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.  &nbsp;&nbsp;

Boil water advisory rescinded for La Crosse

There were 34 cities across Kansas that were selected to receive a total
of $28.65 million for improvements to state highways located within city limits.


Great Bend was chosen to receive $400,000 for the 2024 fiscal year for work on
two major highways in town. The grants are awarded through the Kansas

Portions of two state highways within Great Bend to be resurfaced 

The Kansas Department of Transportation is encouraging everyone to think safety first when getting into a vehicle and participate in Buckle Up Phone Down Day (BUPD), which is being recognized today, Oct. 21.

Drivers will see increased enforcement of occupant protection and texting laws across the state. The goal is to bring awareness to these two simple actions – buckling up and putting the phone down –to help reduce traffic fatalities.

“Kansans, please join me in this easy, but critically important lifesaving challenge today and every day,” said KDOT Secretary Julie Lorenz. “Buckle up, put the phone down and arrive safely every trip, every time.”

KDOT accepted the challenge from the Missouri DOT, which is encouraging all state DOTs to join in the BUPD goal of a day with zero fatalities on the nation’s roadways. Across the U.S., more than 42,000 people died in crashes in 2021, an average of about 117 lives lost every day. And about 50% of those killed were not wearing seat belts.

In Kansas, 426 people died in Kansas traffic crashes last year. Of those, 148 were reported unbuckled. Statistics show that proper use of safety restraints reduces the risk of death by up to 45% and decreases serious injury by up to 50%. According to the Centers for Disease Control and Prevention, people not wearing a seat belt are up to 30 times more likely to be ejected from a vehicle in a crash.

Cop Shop (10/20)

It's important to remember those who came before. This week, staff at Larned Correctional Mental Health Facility paid tribute to former employees who died during their employment with the facility, with a new wishing well located on the campus grounds. Policy and Information Coordinator Penny Riedel said five former employees were honored during the ceremony.

"We actually had a really large gathering of staff to kind of remember our folks," she said. "We've been open for a while, so some of these went back to some of our first employees. Some of our longer-term employees, it was interesting because some of them were able to share some stories about the earlier employees that maybe the rest of us didn't know."

The wishing well was created by Maintenance Supervisor Brian Prescott, and memorial plaques were designed by Danny Bentley. The well is all welded metal but has been painted to look like bricks. The first five names enshrined on the well are Anita Titus, Samuel Byer, Rick Perez, Stephen Schrepel, and Shala Smith. 

Riedel said the facility hopes to turn the area around the wishing well, located between the administration building and central unit, into a break area for employees. Another memorial bench was recently moved to that area, and more benches are planned. Flowers and shrubs will be added in the spring.

Following Great Bend voters passing a .15% “quality of life” sales tax
increase last November, a 13-person committee formed to guide the discussion on
how the tax collections should be spent. A 10-year capital improvement plan was
approved by the Great Bend City Council that allots funds from the tax for
certain projects. 
The committee wanted to make sure the public saw a quick return on their tax
dollars with “low-hanging fruit” projects. Public Lands Director Scott Keeler
said one of those projects includes a kayak or canoe launcher at Stone Lake. "You can use a canoe or kayak on this launcher," said Keeler. "It allows you to safely get in and out of them. It prevents you from getting wet." 
Depending on how sales tax collections go, funds for quality of life projects
could vary, but Great Bend anticipates to receive $567,000 from the .15% tax in
2023. 
Keeler noted the next project the city and Great Bend Recreation Commission
would like to see progress on is improvements to the south park at Brit Spaugh
Park. Likely phased in, plans include a basketball court, pickleball courts, a
mini soccer pitch and a playground area for the south side of the park.&nbsp; &nbsp;&nbsp;

ELLIS COUNTY—Four people were injured in an accident just after 2:30p.m. Thursday in Ellis County.

The Kansas Highway Patrol reported a 2003 Dodge Ram 1500 driven by Sergio-  Torres-Ramirez, 60, Wichita, was westbound on Interstate 70 one mile east of Walker.

The pickup traveled off the roadway into the north ditch. The vehicle traveled back onto the roadway and struck a parked 2014 Nissan Rogue.

EMS transported&nbsp; Torres-Ramirez, 2 pedestrians near the Nissan identified as 37-year-old Cassendra M.&nbsp;Hatzenbuehler and 33-year-old Jamie&nbsp;Feger both of Great Bend and a 15-year-old Great Bend girl sitting in the back seat of the Nissan to Hays Medical Center.

Torres-Ramirez was properly restrained at the time of the accident, according to the KHP.

Great Bend marketing company receives award for web design

The City of Great Bend recently revamped a sidewalk repair program that financially
assists property owners to make repairs to crumbled sidewalks. 
There is still a grey area concerning vehicles parking on those sidewalks,
potentially causing some of the wear and tear.

For many citizens, it is common
practice to inch up the right side of your vehicle onto the curb when you park
along the street. Great Bend City Administrator Kendal Francis said while

assists property owners to make repairs to crumbled sidewalks. 
There is still a grey area concerning vehicles parking on those sidewalks,
potentially causing some of the wear and tear. For many citizens, it is common
practice to inch up the right side of your vehicle onto the curb when you park
along the street. Great Bend City Administrator Kendal Francis said while
parking on the sidewalk is not allowed, the city is not actively ticketing

Great Bend: Are you a 'on the curb' or 'on the street' parker?

Barton Community College’s Center for Adult Education will soon begin another nine-week session of classes. However, orientation days are required before starting the classes. Students must attend all orientation days in-person, which will be held from 1-4 p.m. on Nov. 14-17. The Center for Adult Education is located at 1025 Main Street in Great Bend.

The first day of class will start on Nov. 22 and attendance is required to complete the orientation process. Classes will be held from 1-4 p.m. or 6-9 p.m. every Tuesday and Thursday.

Students will complete the required testing, learn how to navigate their GED.com account and learn about WorkReady! Students will also meet one-on-one with their instructor to discuss goals, expectations, attendance requirements and workload.

Those interested in taking the GED exam without any preparation instruction can do so right away but are urged to receive advising before moving forward.

Minors must bring a parent or legal guardian to enroll. A completed Compulsory Attendance Waiver is required for any student 16 or 17 years of age, prior to starting classes. The form can be furnished by the last school the student attended. If students are unable to obtain a form, they can contact the Adult Education office and a form can be sent out.
