Officers with the Great Bend Police Department have been busy with a pair of drug arrests in the last week.&nbsp;On Friday, Dec. 16, at approximately 9:30 a.m., officers from the Great Bend Police Department responded to a residence located at 2535 21st Street, in Great Bend, in reference to the execution of a search warrant for illegal narcotics.

Upon arrival, officers located and detained two individuals inside the residence. During a thorough search of the residence, officers located methamphetamine, marijuana, drug paraphernalia, and a firearm on the property. Layton Brown, 23, was arrested for possession of methamphetamine, possession of marijuana, criminal possession of a firearm, possession of drug paraphernalia, and no drug tax stamp. Brown was transported to the Barton County Jail and booked in lieu of a $10,000 cash surety bond.

On Dec. 19, just before midnight,&nbsp;a Great Bend police officer made a traffic stop in the 2000 block of Morton Street with a bicyclist. During the traffic stop, the officer made contact with a white female later identified as Joyce Garcia. The officer was advised Garcia had a warrant out of Rooks County. Garcia was placed under arrest for her warrant. During this arrest, the officer located a white substance that field tested positive for methamphetamine. 

Garcia was transported and booked into the Barton County Jail for possession of methamphetamine, possession of drug paraphernalia, and no drug tax stamp in lieu of a $10,000 bond. Garcia was also booked and held in lieu of a second bond for her warrant.&nbsp;

In late November it was announced the Vietnam Veterans Memorial replica
is coming to Great Bend next May. The three-quarter replica from the memorial
in Washington D.C. travels across the country to give citizens a chance to view
the memorial that may not be able to travel to Washington. 
Larry Parsons, a Vietnam veteran himself, was the Chairperson for the Great Bend
Leadership Committee that helped bring the traveling memorial to Great Bend.
Parsons said one of the exciting parts of bringing the “The Wall That Heals” to
town is the opportunity to educate the younger children about the Vietnam War. "A big thing I wanted to do was bring some hands-on education for our school kids, and that's why I didn't want it during the summer," said Parsons. "I wanted it when school was on so&nbsp; teachers could maybe bring a field trip and walk through it." 
Along with the memorial, a mobile education center travels along too. A tour
guide can tell anyone about the history of the war and the impact of the
Vietnam era. 
Standing 7.5 feet high, the wall replica is 375 feet long and bears the names
of the more than 58,000 American men and women who died during the war. 
"Another big goal of mine is to bring some closure for people," said Parsons. "Maybe this will ease some of the pain. We have a couple of families in town that lost soldiers in the war." 
The memorial will be positioned at Veterans Memorial Park in Great Bend May 11 - May 14 and is free to the public.&nbsp; &nbsp;&nbsp;

Throughout the year, our Securities division has been busy investigating new types of scams on various digital platforms. This holiday season, as Christmas movies fill the airwaves, viewers can often draw parallels between the actions of today’s fraudsters and the villains of many cherished Christmas stories. In observing the villainy of Christmas antiheroes, helpful fraud prevention lessons can be derived.

Gift Card Scams: Like Scut Farkus’s persistent bullying of poor Ralphie in A Christmas Story, intimidation is a predominant tactic used during most gift card scams. Gift card scammers typically try to frighten victims with a sense of urgency. Most reputable entities will not use high-pressure tactics when requesting payment and none of them will ever request payment via gift cards.

Caller ID Spoofing: Comparable to the Wet Bandits’ impersonation of law enforcement in Home Alone, spoofing is a deceitful ploy often used by phone scammers. Spoofers use technology to falsify the information that appears on caller ID. This information usually appears as a government agency or reputable company. Avoid spoofing by not answering the phone for unknown numbers.

Phishing: Rivaling the thievery of the Grinch, cyber criminals who go phishing look to score big by stealing your personal information. Cyber phishing typically involves using hyperlinks to direct victims to sites designed to steal their private information. It’s good practice to always hover over hyperlinks to verify the authenticity of the link. Also, look for the “https:” when examining URLs. The “s” stands for “secure” and signifies that encryption is enabled to protect personal information.

“It’s our goal to stop fraud before it happens,” said Insurance Commissioner Vicki Schmidt. “Which is why it is so important that Kansans be on the lookout for tactics used most often by fraudsters.”

Temperatures will be dropping into the negatives this week in Barton County
with a good chance for blistery conditions leading up to Thursday. 
Hoisington Animal Control Officer Dolores Kipper said animals can withstand the
cold somewhat better than humans, but only so much. Dogs, for example, can
easily get frozen paws if let outside too long. "If it snowing or sleeting, dogs can get that snow stuck between the webbing of their paws which can cause frostbite," said Kipper. "Bring them inside." 
If owners are not able to bring the dogs inside, there is a scale available
that outlines how long a dog should be outside based on the animal’s size and
breed.

"I hear the argument all the time, 'my dog loves it outside' and I am sure they do, but there should be a limit," said Kipper. 
By law, pet owners are required to give animals outside access to food, water
and shelter. Kipper reminds citizens to make sure the water is not frozen.&nbsp; &nbsp;&nbsp;

The Kansas Ag-Climate Update is a joint effort between our climate and extension specialists. Every month the update includes a brief summary of that month, agronomic impacts, relevant maps and graphs, 1-month temperature and precipitation outlooks, monthly extremes, and notable highlights.

November 2022: Exceptional drought conditions across the state

The statewide average temperature for November was 41.2°F, or 2.1°F below normal. This ranks as the 49th coldest November out of the last 128 years, dating back to 1895. November was the first below normal month statewide since March. All divisions finished the month below normal; departures ranged from -2.9°F in the southwest to -1.6°F in northeast Kansas.

The statewide average precipitation for November was 1.44”, or 0.14” above normal. This was the first above normal month statewide since May. Five of the nine climate divisions finished the month above normal, but northwest and west central remained very dry, both receiving less than 10% of their normal monthly precipitation. Combined with last month, the three western Kansas climate divisions rank in their top 5 for the driest October-November on record. The 0.15” total for west central Kansas is the driest October-November on record in that division, breaking the old record of 0.16” set in 1939. CAMPBELL: November weather summary

The green grass and weeds of the spring and summer are now cowering in the cold like the rest of us. But that does not mean there are no unsightly areas around the city of Great Bend. Code Enforcement Supervisor Art Keffer said his department is doing far less lawn enforcement this time of year, but the Christmas season brings its own set of challenges.

"For some reason or another, when they change out their interior of the home, it seems to make its way out into the yard, and doesn't necessarily make it to the trash anytime soon," he said. "I can say older furniture or appliances have been changed out. I understand that happens from time to time, but that's where we're at this time of year. That's what we see more of."

Earlier this fall, the city held its nine-day cleanup event, which took in 59.4 tons of municipal solid waste and 75.4 tons of tires. Keffer said, despite that, tires continue to be an issue.

Keffer said his staff usually gives residents a couple of days to clean up items before a first courtesy letter goes out. Citizens then have the opportunity to call the enforcement office and explain the problem though they rarely do. The three-man crew even has a bilingual employee, Leo Espino, to assist Spanish-speaking residents.

"Our sole goal is not to cause people any grief," Keffer said. "Our goal is to try and help people out. That's what we want to be. It might not come across that way, but that's what we're there for."

Keffer warned that stray cats and other animals may take up residency in furniture left outdoors too long. And any rain or snow, once the temperatures warm back up, will lead to mold or mildew that may become a health concern.

Great Bend code enforcers turn focus from greenery to household items

Winter officially begins on Dec. 21. Kansas weather is paying attention. After highs above freezing through Wednesday, the forecast high for Thursday dips down to minus two. High winds will make those temperatures even more dangerous, with wind chills expected to near minus-40 degrees in North Central Kansas. Barton County Emergency Risk Manager Amy Miller said the timing of the weather will not help matters.

"It's kind of a double-whammy for us this time because the extreme cold and everything is going to happen over a holiday weekend," she said. "There could be a lot of issues with travel. They're currently forecasting a possibility of blowing snow. If people are on the road, that might create some safety issues."

Experts warn against unnecessary travel in extreme cold, but those who are on the road should pack accordingly. Check tire pressure, antifreeze levels, and the vehicle's heater before hitting the road. In the house, keep faucets located next to exterior walls running and know where the water shutoff valve is. "If people are leaving, that's another worry," Miller said. "They have to worry about getting there, then they have to worry about what's going on at home if they're leaving home."

Forecast highs climb back above zero on Friday, and above freezing on Sunday, but lows will remain dangerously cold for some time. The chance of precipitation Thursday is around 70 percent.

Barton County Emergency Risk Manager Amy Miller said the timing of the weather will not help matters."It's kind of a double-whammy for us this time because the extreme cold and everything is going to happen over a holiday weekend," she said. "There could be a lot of issues with travel. They're currently forecasting a possibility of blowing snow. If people are on the road, that might create some safety issues."Experts warn against unnecessary travel in extreme cold, but those who are on the road should pack accordingly. Check tire pressure, antifreeze levels, and the vehicle's heater before hitting the road. In the house, keep faucets located next to exterior walls running and know where the water shutoff valve is. Extreme cold moving into Central Kansas on Thursday

Great Bend Fire Chief Luke McCormick spent a few moments introducing the
fire department’s latest hires at Monday’s Great Bend City Council meeting. 
The governing body welcomed Neslon Neuberger and Joel Mosqueda. 
"We've hired both in the last three weeks," said McCormick. "They'll finish their four-week training this Friday. They'll be going on shift right before Christmas." 
Neuberger comes from Herrington, Kansas and is currently commuting from

breaks down the tires through heat. The business, located near the Great Bend
Municipal Airport, suspended its operations since the COVID-19 pandemic due to
a workforce shortage. 
Blizzard Energy’s 10-year lease is set to expire at the end of the year, but
the City of Great Bend has been working with the company to find terms to help
them get back up to speed.

After Great Bend City Administrator Kendal Francis announced his resignation Dec. 5, the Great Bend Great Bend City Council announced steps were underway to find Francis' replacement.

At Monday's meeting, the governing body approved Assistant City Administrator Logan Burns to become the interim administrator and Police Chief Steve Haulmark will become Burns' consultant.

"As we start the search for our next city administrator, that will be the role of these two gentlemen," said Mayor Cody Schmidt. "We did reach out to four other candidates in search of an interim but did not gain any traction with that. At this time, me personally I feel like this is our best situation, to name Logan as the interim and keep our city moving forward."

Burns was named the assistant administrator in November after serving as the building official for the past three and a half years. Haulmark began with the Great Bend Police Department in January 2021.

The city council made the decision following a 30-minute executive session. Earlier in the meeting, the council voted to hire Strategic Government Resources (SGR) for $18,500 to handle the search for the next administrator. The not-to-exceed amount for SGR is $24,900.

Francis came to Great Bend in July 2018 and has accepted the administrator position for the City of Hutchinson. Francis' last day with Great Bend is Jan. 6, 2023.

Fort Larned National Historic Site holiday closures

Donna Krug grew up on a farm, northeast of Washington, Kansas, just a
few miles away from Mill Creek. Following high school, Krug stayed close to
home and attended Kansas State University. Although just an hour away from
home, K-State appeared intimidating at first to Krug. 
“K-State was a pretty big place for this farm girl,” said Krug. “I remember
going into my sociology class. There were more people in that class than I had
in my entire school.” 
Krug majored in Home Economics Education. Assuming that she would teach home
economics, her career changed with a move to Houston, Texas with her husband. 
“When I moved to Houston, the best opportunity was an Extension 4-H Agent,”
said Krug. “My husband grew in Hoisington, so when he graduated chiropractic
school, we were looking to move closer to family. We moved to Great Bend in
1981.”

The Krugs moved to central Kansas about the same as the great flood arrived in Great Bend in 1981. At the time, there were no openings teaching or with the
extension office, so Krug worked in her husband’s office until 1989 when a
position opened with the K-State Research and Extension branch in Great Bend. 
“I grew up as a 4-H member in a farming community,” said Krug. “I always knew
about Extension. I’m a life-long learner, and I think that’s what we try to
promote as Extension educators. We like to have people that come to our programming
that want to keep learning.” 
Krug has spent time over the decades writing articles that are designed to
address the state’s challenges and make everyday life more enjoyable and
healthier. Krug started her position in Barton County with a typewriter and
used to walk her article down to the newspaper to have it printed. 
“So many things have changed over the years,” said Krug. “There’s a lot of
things going on in people’s lives now. When I started, we had 36 units
(Extension Homemaker Units) of women that would meet. Thirty-three years later,
we have three groups that meet and it’s more of a social group.”

After more than 33 years with the Barton County Extension, now known as the
Cottonwood Extension, Krug will retire in early 2023. With more than three
decades of trying to better the lives of citizens, Krug was able to make her
mark on many lives. 
“Two years ago I wrote a column on taking a new look at fermented foods,” said
Krug. “People were really interested in that…how to make sauerkraut, how to
make kimchi. I taught some workshops. What I found was, I would attract people
who really hadn’t used Extension. They were new to our program. That was kind
of fun to raise their awareness.” 
Feb. 3, 2023 will be the final day for Krug as the District
Director and Family &amp; Consumer Science Agent with the Cottonwood Extension
District in Great Bend. 
“I think a lot of people know I really like bicycling,” said Krug. “My husband
I are on that tandem bicycle a lot. We’ll do some more of that. I enjoy
quilting, music and playing the piano. We have four grandchildren that are
growing up way too fast. I want to catch some of their activities more.”&nbsp; &nbsp;&nbsp;

Bipartisan, Bicameral Omnibus Funding Agreement Reached; 1-Week CR Passed to Allow Time to Complete Larger Package

Congressional negotiators reached a bipartisan, bicameral agreement on an Omnibus Appropriations Bill funding all twelve FY 2023 appropriations measures, including Agriculture. However, additional time is needed to assemble what has been agreed upon. Hence, the House and Senate voted this week on a one-week Continuing Resolution (CR) to fund the federal government through December 23. The current CR is set to expire tonight at midnight. The plan is for the heavy lifting to occur this weekend in order for the bill to be introduced in the Senate on Monday at which time cloture would be filed to close the debate on the motion to proceed to the bill which would ripen by Wednesday and a vote on passage could occur on Thursday, with the House taking up and passing the measure on Friday. “We’re moving along, we’re moving internally along on allocations and everything. We haven’t sealed [up] everything, but we’re close to it,” said Senator Richard Shelby (R-AL), the Ranking Republican Member on the Appropriations Committee. A good number of agriculture-related matters hinge on completion of this legislation, including an extension of the Emergency Relief Program, aid to producers facing especially difficult circumstances, and strengthening A&amp;O under crop insurance. If all of the justices who made up the plurality opinion in the Rapanos case are joined by at least two of the three justices subsequently appointed to the bench by Republican presidents, the reach of the Clean Water Act would be paired back to its original bounds. However, during oral argument, Chief Justice John Roberts and Justice Brett Kavanaugh appeared to be wavering.

The IRA designates “unprecedented funding levels” in its conservation title for programs such as the Environmental Quality Incentives Program (EQIP), the Conservation Stewardship Program (CSP), and the Regional Conservation Partnership Program (RCPP). The public comment period is set to close on December 21.

Another round of funding aimed at incentivizing certain climate practices was<a href="https://sorghumgrowers.us11.list-manage.com/track/click?u=c7d6bd689602a83f8b92ea37d&amp;id=390e3a5c20&amp;e=d30ea29a91" target="_blank">announced</a>&nbsp;Monday by USDA Secretary Tom Vilsack. The National Sorghum Producers Board of Directors held its annual board and strategic planning meeting in Lubbock, Texas, this week. The meeting included a number of updates from staff and state organizations as well as policy updates from representatives of the House and Senate Agriculture Committees, biofuels policy and regulatory updates, and a presentation by the RMA Product Administration and Standards Division&nbsp;Director Francie Tolle who outlined 2023<a href="https://sorghumgrowers.us11.list-manage.com/track/click?u=c7d6bd689602a83f8b92ea37d&amp;id=7892db70ab&amp;e=d30ea29a91" target="_blank">sorghum crop insurance changes</a>.  </figure><h2>Bipartisan, Bicameral Omnibus Funding Agreement Reached; 1-Week CR Passed to Allow Time to Complete Larger Package</h2>Congressional negotiators reached a bipartisan, bicameral agreement on an Omnibus Appropriations Bill funding all twelve FY 2023 appropriations measures, including Agriculture. However, additional time is needed to assemble what has been agreed upon. Hence, the House and Senate voted this week on a one-week Continuing Resolution (CR) to fund the federal government through December 23. The current CR is set to expire tonight at midnight. The plan is for the heavy lifting to occur this weekend in order for the bill to be introduced in the Senate on Monday at which time cloture would be filed to close the debate on the motion to proceed to the bill which would ripen by Wednesday and a vote on passage could occur on Thursday, with the House taking up and passing the measure on Friday. “We’re moving along, we’re moving internally along on allocations and everything. We haven’t sealed [up] everything, but we’re close to it,” said Senator Richard Shelby (R-AL), the Ranking Republican Member on the Appropriations Committee. A good number of agriculture-related matters hinge on completion of this legislation, including an extension of the Emergency Relief Program, aid to producers facing especially difficult circumstances, and strengthening A&amp;O under crop insurance. BARTON COUNTY—Authorities are working to determine the cause of an explosion and fire in Hoisington.

Just after 10:30a.m. Saturday, crews respond to a metal shop burning with a motor home inside burning also, according to a social media report from the Barton County Fire District #2

The motor home had exploded causing the fire. Heavy black smoke could be seen from first arriving trucks.

&nbsp;It was later discovered that the property owner was in the building at the time of the explosion. A private vehicle transported the owner to the hospital in Great Bend and the individual was later flown to a Wichita hospital for treatment of burns.

&nbsp;After the fire was knocked down Great Bend fire crews responded to provide mutual aide to give relief to other firefighters.&nbsp; The state fire marshal is investigating.

This first phase of development will be named Cambridge Park and will consist of 6 duplexes, 2 SROs (Single Room Occupancy) and a community building. It will also entail constructing a portion of Grant Street, connecting 6th Street to 2nd Street. &nbsp; &nbsp;7. Housing Opportunities Inc. (HOI) - Brynwood Addition Final Plat Submittal &nbsp; &nbsp; &nbsp; HOI has submitted the final plat for the Brynwood Addition. Staff has reviewed the final plat and Planning Commission has recommended approval to the city council. Documents include the drainage study completed by Kaw Valley Engineering as well as the Development Plan. All appropriate parties will need to sign the plat and then it will be recorded with the Barton County Register of Deeds.

&nbsp; &nbsp;8. Boundary Resolution &nbsp; &nbsp; &nbsp; K.S.A. 12-517 requires the governing body to declare by resolution the entire boundary of the city before the last day of December in any year in which territory has been added to the city. The city annexed the Brynwood addition this year and the governing body; therefore, needs to update the boundary resolution to include the new territory.

Proposed Approval of Airport FBO Lease Assignment &nbsp; &nbsp; &nbsp; Under the FBO Agreement (July 2020), P&amp;N had appeared to assign the agreement to another entity (Coulson Corporation). With city consent, the would be a violation of the agreement. In response to the city attorney's letter, P&amp;N is requesting the city's approval to assign the agreement to Coulson Corporation, subject to the transfer of ownership of Coulson Corporation to Ryan and Ashley Coulson. This request has the unanimous support of the Airport Advisory Committee.

&nbsp; &nbsp;10. Fee Schedule Resolution &nbsp; &nbsp; &nbsp; At the previous council meeting, proposed updates to the Master Fee Schedule were presented. The schedule contains the changes as discussed. The team will be prepared to further discuss the Events Center fees.

&nbsp; &nbsp;11. 2023 Vac-Con Freightliner Combination Truck &nbsp; &nbsp; &nbsp; The city is looking to purchase a 2023 Vac-Con Combination truck on a freightliner chassis. A motion will be presented to approve a 48-month 4% interest lease purchase agreement with First Kansas Bank for the purchase of a 2023 Vac-Con Freightliner Combination Truck from Red Equipment LLC for $514,216.50.

Chip Redmond is not so sure you ought to get locked in on just that date.&nbsp;“Winter conditions in Kansas can change rapidly,” said Redmond, a meteorologist and manager of the&nbsp;<a href="https://mesonet.k-state.edu/" target="_blank">Kansas Mesonet</a>, a network of weather monitoring stations that has its headquarters at Kansas State University.&nbsp;In Kansas, he said, “we can have a cold front come through that drops temperatures 50 degrees (Fahrenheit) in just a couple hours. Or, we can go from clear skies to heavy snow very quickly.”&nbsp;While Kansans can’t do anything about the weather, Redmond says they can prepare themselves to withstand brutal conditions – and keep themselves safe.&nbsp;Cold temperatures&nbsp;“The first thing that comes to my mind for winter weather safety is the cold, which brings different dangers – just as heat does in the summer,” Redmond said.&nbsp;“Our bodies just aren’t prepared to take cold for long periods of time. The cold can quickly have negative effects, especially when we factor in wind chill.”&nbsp;Redmond urges people to dress in layers and wear a stocking cap and mittens anytime they must face outdoor cold. He said frostbite or hypothermia happen very quickly.&nbsp;“It can be less than even a few minutes, when you get cold and add wind,” Redmond said. “That’s why we look at things like closing schools once temperatures drop below zero or negative-10 with the wind chill. Those conditions produce a much higher risk, so we have to take more proactive steps and try to avoid outdoor activity as much as possible.”&nbsp;Stocking caps help to keep heat from releasing through the head and “keeps the overall ambient temperature of your body warmer,” according to Redmond. Mittens are preferred over gloves because it maintains warmth by keeping the fingers closely together.&nbsp;Travel safety&nbsp;The State of Kansas regularly updates road conditions on the website,&nbsp;<a href="https://kandrive.org/" target="_blank">https://kandrive.org</a>. Redmond encourages those planning travel to check the forecast along the path they will drive, including road conditions.&nbsp;Redmond also suggests keeping an emergency kit in a car in case the vehicle gets stalled while traveling. In addition to warm clothing, he suggests such items as:&nbsp;●Snow brush and ice scraper.●Jumper cables or jumpstarter.●Blankets.●Cell phone charger.●Snack foods.●Water, or other liquid such as electrolyte drinks.●Flashlight.●Sand in a small container.●Chains or other items to help in pulling a vehicle out of a ditch.&nbsp;“Some people have tire chains; that may be a bit extravagant,” Redmond said. “If you need tire chains in Kansas, you probably shouldn’t be out on the road to begin with. But sand is useful to help you get out of an area where you don’t have much traction.”&nbsp;A car’s tires may need some extra air in the winter because they shrink when they get cold, Redmond said. “If you have underinflated tires,” he said, “you’re not going to optimize the grip of that rubber, so you’re going to slip and slide a lot more.”&nbsp;Safety at home&nbsp;It’s been a few years since Kansas has been hit by a widespread ice storm, but Redmond says current indications for a colder than normal winter increases the probability of damaging ice this year.&nbsp;“Trees are probably the most likely to be damaged in an ice storm,” he said. “Be aware of weakened trees and that you’re going to lose branches. It takes about one-quarter inch of ice to see really big impacts.”&nbsp;Roads don’t normally accumulate one-quarter inch of ice, “so it’s not as big of a problem for travelers,” Redmond said. “But anything that is standing and tall – such as power lines and trees and gutters – are at risk of falling.”&nbsp;Redmond also urges homeowners to use caution when removing snow from driveways and sidewalks.&nbsp;“It’s very demanding physically,” he said. “One of the leading causes of winter heart attacks is shoveling snow because of the stress of pushing that snow - especially when it is heavy and wet, formed with temperatures near freezing or when it becomes packed.”&nbsp;For those who own a snowblower, Redmond recommends making sure it has been serviced before first use, “and don’t wait until the last minute” to do so.&nbsp;More information on Kansas weather conditions, including up-to-date forecasts, is available online from the&nbsp;<a href="https://mesonet.k-state.edu/" target="_blank">Kansas Mesonet.</a>
