Relationship safety presentation for Great Bend teenagers

This is part two of a series on the importance of academic integrity at Barton. The college will feature student stories throughout the spring semester that help showcase values of academic integrity.&nbsp;These values include trust, responsibility, honesty, courage, fairness, and respect.

Barton freshman art major Harley Headley of Russell is moving full-steam ahead towards his dream of traveling the world in pursuit of artistic endeavors, but he doesn’t let his end goal disrupt his acknowledgment of the importance of academic integrity along the way, specifically the value of courage. “Growing up, things terrified me left and right,” he said. “Even now, I still deal with anxiety and fear. When it comes to being courageous, it’s mind over matter. Showing true courage is just showing you're not scared. Integrity requires courage, but it’s a little different. It’s the courage to fail, to misunderstand, and to ask for help. Doing those all requires courage, considering it’s easier just to cheat. Being courageous isn’t easy, but it does pay off.” While Headley said academic integrity is important from a student perspective, it’s also vital for Barton to prioritize it from an institutional standpoint. “If Barton didn’t care about integrity, then people would be graduating and entering careers as nurses and other important jobs, not truly knowing what they are doing,” he said. “Plus, if they transfer to a four-year institution, it will be difficult for them to succeed, which would look bad if Barton consistently produced students that are struggling with integrity at the four-year level.”

Headley loves art and plans to continue his education at Fort Hays State University focusing on a degree in photography and 3D printing. “Later in life, I hope to have my own photography business and continue to sculpt on the side,” he said. “My dream is to work for or own a business that allows me to travel the world. Sharing the world with a loved one while still making money would be amazing.”

Barton Academic Integrity Campaign: Courage

Many school districts around Kansas, including Great Bend USD 428, will celebrate Spring Break the week of March 13-17. But that does not mean the learning has to pause. Director Curtis Wolf said activities planned for each afternoon during the break at the Kansas Wetlands Education Center.

"It makes sense to provide these opportunities when people are available," he said. "Spring Break, obviously, is a time when kids are out of school. A lot of times, families are looking for things to do. Hopefully the weather's good, so people are wanting to get out and about. We offer Spring Break activities. These are just drop-in, come-and-go, free activities that happen during the afternoons during Spring Break."

Pam Martin and Mandy Kern do most of the educational programming at KWEC, but Wolf said Spring Break will be a good time to let part-time staffers and graduate students in on the fun. "This is a great opportunity for them to get the experience of coming up with a program, putting together promotional materials for it, then actually doing the program," he said.

The activities run from 1 to 4 p.m. daily, but will be available anytime during that period. Various activities will be available for grades K-12 daily.

"Each day will be a different program," Wolf said. "In past years, we've had families come out every single afternoon to catch the new program. It's very come-and-go, very informal. Come out and spend just a little time at the center, do the activity, come and check out the other exhibits."

The topic for Monday, March 13, will be frogs with a craft activity planned. Tuesday is bird adaptations and a bird bingo game. "Where Birds Lie" is the theme for Wednesday, with the opportunity to craft a nest. Thursday will tie in various birds to the popular Pokemon game, and nature journaling is the subject of Friday's activity. Martin will also host the Turtle Tots program for ages 3-5 on Friday from 10:15 to 11:15 a.m, with the topic of animal eyes.

KWEC planning full slate of activities for Spring Break

Kansas cattle producers will have the opportunity to become Beef Quality Assurance (BQA) certified, or renew an expired certification, this spring through four in-person trainings across the state. BQA is a nationally coordinated, state implemented program that offers education for cattle producers on up-to-date best management strategies with a commitment to quality through every segment of the beef industry.&nbsp;

The BQA trainings will be offered by K-State Research and Extension, Kansas Livestock Association and the Kansas Beef Checkoff. At no cost to them, producers can attend one of the following trainings:&nbsp;

BOOR: Four, free Beef Quality Assurance events around Kansas

Let the good times roll. GTR Limousine &amp; Party Services LLC Owner Ruth Joiner had never been on a party bus when she gambled on a new business based in Great Bend. Now, the party bus business is booming. GTR was recently selected from more than 2,000 businesses as a Kansas Small Business Development Center (SBDC) 2023 Emerging Business of the Year. Joiner gives credit to Susan Penka with the Fort Hays State University SBDC.

"Honestly, I didn't even realize it was that big of a deal," Joiner said. "Susan has been so amazing and just did her job over and above when I needed the funding to have the business going. I kind of went up there for her and didn't even realize what a big deal it really was."

Each year, the SBDC nominates businesses from each of its eight service areas for state-wide recognition. Penka nominated GTR for the North Central region that covers 12 counties, including Barton and Ellis. On March 2, Joiner and full-time staffer Jennifer Turner headed to Topeka to receive the award. Governor Laura Kelly opened the event, and business owners spent time on the floor of the Kansas House meeting various state legislators.

In the company's early stages, Joiner operated with just one limousine. Great Bend Economic Development Director Sarah Arnberger encouraged Joiner to visit with Penka to develop a business plan. Since then, GTR has expanded to three full-size party buses, a Cadillac Escalade limousine, and the standard limousine - the only vehicle in the fleet now that does not require a commercial driver's license to drive.

"We're rocking and rolling," Joiner said. "We get all sorts of people reaching out all the time. It's pretty amazing, actually. I know we've put a lot of work into it. It's really taken off. We've probably doubled or more what we did in the first year."

While based in Great Bend, GTR is willing to travel. The company has been part of several local events, including Hoisington's Annual Labor Day Celebration. Buses have traveled as far as Manhattan and Dodge City to provide safe transportation for partygoers. 

"We do a lot of weddings, and we do a lot of quinceaneras," Joiner said. "We do a lot of birthdays and bar crawls. We just started doing some shuttle stuff. For us, it's a big deal to keep our people safe."

GTR currently has just two full-time employees in Joiner and Turner, with several part-time drivers. In the summer of 2020, Chris and Deena Smith went before the Great Bend
City Council requesting the city vacate a 20-foot strip of White Sands Drive so
they could build a privacy fence.

White Sands, a 100'-wide street in the Twin Lakes subdivision, was platted
to allow access to future housing development north of Dry Walnut Creek. With
no interest in housing expansion on the north side of the creek, the gravel
road leads nowhere. There are no house fronts on White Sands north of Quail
Creek Drive, all the houses either face Quail Creek or Oxbow Drive. 
On Monday, three more property owners along Quail Creek were approved for 50
feet of vacated land behind their homes along White Sands. Great Bend Interim
City Administrator Logan Burns said the 50 feet vacated will be on the east
side of White Sands. "There is a 100' right-of-way and this would be vacating 50 feet of it," said Burns. "This would give us the option in the future if there ever needed to be a street there. The proposed development, back in the day, was to have a development across the creek. That has now fallen to the wayside." 
The vacation of right-of-way on White Sands was approved for Cameron and Sarah
Smith, Ron and Debbie Koelsch, and Mark and Denise Guthrie. Representing Kansas
Gas Service, Ed Crist noted the company had no problems with the request. "The only stipulation that Kansas Gas asks is the retention of right-of-way access," said Crist. "Usually in an easement situation, we would ask that there be access from the back of that, a gate or something. That way we don't have to completely go through their property to get to any facilities in the area." 
The remaining 50 feet of White Sands leaves enough width to construct a street
in the future if the city desires.&nbsp; &nbsp;&nbsp;

There's no such thing as a bad idea. Commission Chair Shawn Hutchinson dropped a big one at the close of Wednesday's Barton County Commission meeting. The idea revolves around shifting some local tax collection from property taxes to sales tax.

"I don't know if there's anything to announce at this time, but I was just going to say this commission has been working hard to try to figure out a new type of tax plan," he said. "We're going to give it to the state when we get it done, but we're going to try and just do our own thing if we can. Hopefully, we can set a precedent for the rest of the state."

County Administrator Matt Patzner approached Hutchinson and Commissioner Barb Esfeld with the idea. He said the county is currently responsible for one percent of the sales tax, but only collects 40-43 percent of that tax, which is distributed to communities in the county. An increased sales tax would shift the burden of who is paying taxes.

"Obviously, if you live here you're going to be paying sales tax, but you also have people from other communities paying sales tax," Patzner said. "If county government was allowed to do that, we would be shifting from property tax to sales tax, which I think generally, is a more accepted, more fair taxing process. It was just an idea of an idea at this point, but it got some discussion going and we're going to see where it goes."

Esfeld recently attended a legislative in Topeka and introduced the idea in front of one of the state's attorneys. "I will tell you, I thought I spoke a different language because their jaws just dropped," she said. "Nobody said anything for a long time." A commissioner from another county said if Barton County can do it, they want to do it.

The idea is only in its infancy so no timetable or figures were discussed at Wednesday's meeting. The commission was unsure if such a move would even be legal under current state law.

"We have discussed, what would it look like if the county can put it out to the voters for a cent sales tax increase that would all go to property tax," said Esfeld. "I wanted to know if that was legal. Could we do that? Could we put that to our voters?"

Esfeld said cities can currently raise sales taxes three cents, but counties are allowed only a one-cent increase. Hutchinson said the county currently operates on a $12 million levied-fund budget. Bringing in, for example, $4 million in additional sales tax would mean operating on an $8 million budget levied from property taxes.

A sales tax increase could mean more tax collection on residents who do not own property, but would also mean additional revenue from those who do not pay income tax, and especially from consumers who buy in Barton County but live outside the county.

Barton County eyeing shift from property tax to sales tax

Mattress Solutions opens in Great Bend with ribbon cutting

Smoking in the boys' room is not really a thing in 2023. The Centers for Disease Control and Prevention reported a four-percent decrease in cigarette smoking among middle school students since 2011, and a 16-percent decrease among high school students in that span. A recent CDC study, however, showed 2.55 million middle and high school students reported vaping in the past 30 days. At Monday's board meeting, USD 428 Assistant Superintendent John Popp said district staff is combating that problem with a new task force.

"We've heard from principals at all levels that vaping is an increasing problem in our schools," he said. "Not just in our schools, but all schools around the state and really around the nation. It may surprise you to know you have caught vapers in the elementary schools, and students who brought vapes to elementary schools. It's not a middle school-high school problem, it is a district problem."

The task force will include principals from all levels in the district, and members from Juvenile Services, the Barton County Health Department, and the Great Bend Police Department. One part of the task force will look at detecting vaping in schools, and the other will focus on prevention and education.

"The kids are saying things like, 'You're just puffing in water vapor, so it's not harmful to you,' which is completely false," Popp said. "It is laced with all kinds of chemicals. It is extremely dangerous to the lungs. There's a lot of research out there that one puff off a nicotine vape has as much nicotine as 10 cigarettes. It's incredibly addicting, it's incredibly bad for the kids' health, and it is a real problem that needs to be addressed."

On the detection side, Popp said the district plans to purchase metal-detecting wands for approximately $1,700 apiece. Those can be used to find the metal coil that is used to create the vapor in devices. Popp said other schools had success using the wands when students are suspected of vaping but deny having a device. 

"The long-range goal on the detection side is potentially using vape detectors, which look like smoke detectors," Popp said. "They don't do a blaring siren, but they will send a notification to the principal's phone."

Popp said the emphasis would be in school bathrooms as vaping is not a widespread problem in classrooms. He told the board that current district policy is sufficient for any enforcement of vaping-related incidents. Superintendent Khris Thexton said the current policy calls for three days of out-of-school suspension for the first incident, five days for the second, and 10 days for the third.

There are park improvement plans all over Great Bend right now. A major
overhaul to the south side of Brit Spaugh Park is moving forward. Upgrades to
Heizer Park have been discussed for more than two years. The Great Bend Kiwanis
Club is interested in sprucing up the By-Pass Park on the east side
of town but needs financial assistance to make it happen. 
Discussing the By-Pass Park at last month’s work session, the Great Bend City

design for the remodel come in at $686,500. The plan calls for a restroom,
parking lot, playground equipment, new basketball court and park benches. 
City Council member Lindsey Krom-Craven said the Kiwanis plan might need to be
scaled down. "They wanted the bigger, better pictures," said Krom-Craven. "They wanted more, more and more versus let's make a nice park...we don't have to have fancy. If we're ever going to assist with these other agencies, we have to tell them we'll help get you a nice park, but we're not going to put in all this fancy."

The Kiwanis Club has roughly $30,000 saved for the project. The Robert and
Patricia Schmidt Foundation gifted Kiwanis an additional $50,000 to assist with
the improvements. 
Great Bend has the .15% quality of life sales tax that could allocate funds to
the By-Pass Park, but the council made no indication on their level of support.&nbsp; &nbsp;&nbsp;

GBRC: Stop 'N Learn - Crazy Elections

The murals in downtown Great Bend and around Barton County are fun, but professional artists are expensive, and space is limited. Last year, Barton Arts Movement (BAM) pushed art back to the public with its first-ever Sidewalk Chalk Contest. Back by popular demand, BAM Co-Chair Rachel Mawhirter said this year's contest features several prizes up for grabs in three age groups.

"It went over very well, and we had tons of people request that we bring it back this year," she said. "We are launching a second sidewalk contest with the theme 'Think Spring' that will run from now through March 20. People of all ages are invited to enter photos into that contest on our website at bartonartsmovement.com."

Age groups are divided into 10 years and under, 11 to 17, and 18 and up. The other rules are just as simple: create art using sidewalk chalk, take a photo, and submit it to Barton Arts Movement. Artists get extra points if they are included in the photo, or by using the social media hashtag #BartonArtsMovement! Prizes will be awarded only to those living in Barton County, but artists from outside the county may also submit their work to be presented on the BAM website. The Great Bend Chamber of Commerce donated $250 in chamber certificates for the overall grand prize winner.

"Last year, we were blown away at some of the entries we got," Mawhirter said. "They were phenomenal. We're hoping that while kids are off from school on Spring Break, it will give them something fun to look forward to and something fun to compete in, but also we'll share all the photos online. It's a positive way for people to, again, take pride in our community and create some colorful artwork."

Other prizes will be available in the three age groups. Prizes awarded for second Barton Arts Movement contest

The vision of Ducks Unlimited is wetlands sufficient to fill the skies with waterfowl today, tomorrow, and forever. The nonprofit does it through wetland conservation, with more than 15 million acres conserved worldwide. The Cheyenne-Quivira Chapter centered in Great Bend has raised more than $200,000 over the last two years to fulfill this goal. Committee member Jerry Ney explained why that money is so important.

"Wetlands are one of nature's big filters," he said. "When you see water going into Cheyenne Bottoms, the wetland of the Bottoms filters out a lot of the bad chemicals and that type of stuff, nitrates. Then when water goes downstream, it's cleaner."

There are some 120 Ducks Unlimited Chapters in Kansas, though some are no longer active. The Cheyenne-Quivira Chapter is always one of the top fundraisers, finishing second in the state in each of the last three years. The Chapter raised $235,000 gross over the last two years, and after expenses, sent $160,000 to DU's national headquarters in Memphis. The 70 active DU chapters in Kansas turn in approximately $1 million each year "One thing that people don't realize is Ducks Unlimited national turns around, and they give Kansas around $2 million," Ney said. "So we're getting about twice as much money for wetland projects in Kansas as we put in. Most of that is out here at Cheyenne Bottoms, but also Quivira."

Hunters also give to conservation projects indirectly through the Pittman-Robertson Act. Now known as Federal Aid in Wildlife Restoration, the act was passed in 1937 to slow the decline of wildlife species. Eleven percent of the wholesale price of long guns and ammunition and 10 percent of the price of handguns is turned over to the U.S. Fish and Wildlife Services for appointment to states.

The Cheyenne-Quivira Chapter has its own fundraisers, including the big annual banquet with approximately 300 attendees each year. The event features a live and silent auction, and approximately two dozen guns were sold or auctioned at the last banquet. Ney said there are around 350 DU members in the local chapter, but the banquet is capped at 300 due to space considerations.

"We used to have our banquet at the Events Center, but it has changed so much," he said. "We would have to be in charge of getting the caterers and bartenders, and it's quite a bit more expensive - like double. The Knights of Columbus has always been good to us."

Ney is the district chair for Ducks Unlimited, and Billy and Wally Eldridge are co-chairs of the local chapter. Ney said the local leadership has been great in accomplishing the mission to raise funds for conservation.

"We had a tremendous committee this past year," he said. "I've had many people the night of the auction and after tell me it was probably the best committee they've ever seen in a fundraising organization. I'd have to agree."

So where does the money go? In one two-year period, Ducks Unlimited funds went directly to Cheyenne Bottoms without first going through the national office. That state-wide effort raised $700,000. With the addition of federal grants based on those funds, DU was able to give the Bottoms $2.3 million to spend.

Ney estimates some $12 million have been spent at the Bottoms over the past 30 years, and $2 million was spent at Quivira National Wildlife Refuge in two years. Much of that was spent on the replacement of a 70-year-old water-control structure between the Big and Little Salt Marshes. The North American Wetlands Conservation Act funded the project, with matching funds from DU and partners.

"Ducks Unlimited has spent lots and lots of money trying to get salt cedars eradicated because they take a lot water away from the creek - the suck it up," Ney said. "And they're not good for the water, either. They make it really salty."

Ducks Unlimited also purchased two parcels of land near the south end of the Big Salt Marsh. The land has two wetlands and is available to hunters by reservation.

The nonprofit does it through wetland conservation, with more than 15 million acres conserved worldwide. The Cheyenne-Quivira Chapter centered in Great Bend has raised more than $200,000 over the last two years to fulfill this goal. Committee member Jerry Ney explained why that money is so important."Wetlands are one of nature's big filters," he said. "When you see water going into Cheyenne Bottoms, the wetland of the Bottoms filters out a lot of the bad chemicals and that type of stuff, nitrates. Then when water goes downstream, it's cleaner."There are some 120 Ducks Unlimited Chapters in Kansas, though some are no longer active. The Cheyenne-Quivira Chapter is always one of the top fundraisers, finishing second in the state in each of the last three years. The Chapter raised $235,000 gross over the last two years, and after expenses, sent $160,000 to DU's national headquarters in Memphis. The 70 active DU chapters in Kansas turn in approximately $1 million each year "One thing that people don't realize is Ducks Unlimited national turns around, and they give Kansas around $2 million," Ney said. "So we're getting about twice as much money for wetland projects in Kansas as we put in. Most of that is out here at Cheyenne Bottoms, but also Quivira."Hunters also give to conservation projects indirectly through the Pittman-Robertson Act. Now known as Federal Aid in Wildlife Restoration, the act was passed in 1937 to slow the decline of wildlife species. Eleven percent of the wholesale price of long guns and ammunition and 10 percent of the price of handguns is turned over to the U.S. Fish and Wildlife Services for appointment to states.The Cheyenne-Quivira Chapter has its own fundraisers, including the big annual banquet with approximately 300 attendees each year. The event features a live and silent auction, and approximately two dozen guns were sold or auctioned at the last banquet. Ney said there are around 350 DU members in the local chapter, but the banquet is capped at 300 due to space considerations."We used to have our banquet at the Events Center, but it has changed so much," he said. "We would have to be in charge of getting the caterers and bartenders, and it's quite a bit more expensive - like double. Great Bend Economic Development Director Sara Arnberger informed the
Great Bend City Council Monday that progress on the childcare project continues
to move forward. 

Advancing Barton County Childcare, established by Economic
Development, has taken on the task to find the funding for a $1.6 million group
daycare in Great Bend to serve up to 59 children. Arnberger said applications
have been received for the site director position and the project will soon be
sent out for bids. "Last week we were able to send out our RFQ (request for quote) for construction managers," said Arnberger. "Once the construction manager is chosen, they will lead the bid process for subcontractors."

"We are so excited to be at this point in this project," said Arnberger. "It has certainly taken a long time to get here, but the product is going to be absolutely wonderful. The team has been working really hard."

🎤KS Wetlands Education Center Show: Director Curtis Wolf

At last week’s Barton Community College Board of Trustees meeting, Foundation
Director Lindsey Bogner shared a success story of the college’s Open Education
Resources (OER) program. OER classes provide students with no-cost or low-cost
course materials. Bogner praised the initiative for allowing two Larned
Correctional Mental Health Facility residents to complete their degrees once
released from Larned. 
Barton Vice President of Instruction Elaine Simmons said getting instructors to
retool their courses to cut expenses for students does not happen overnight. "It's a lot of work to redesign your course and look for those resources," said Simmons. "It's an incredible benefit for the students, in terms of costs. It's also an incredible benefit to students because their faculty are taking a fresh look at the course they're teaching and ensuring that the learning outcomes, the delivery and interaction are occurring." 
Since starting the OER initiative in 2019, Barton hit a milestone this semester
by saving students more than $500,000 with no-cost or low-cost materials.
Barton’s Director of Innovation and Compliance Lee Miller noted that savings
figure is probably closer to $580,000. "With that $500,000 marker, we did it on basis that is a very conservative number," said Miller. "We did it based on a $100&nbsp;saved per student per textbook or resource per course. We definitely have saved students much more than that. We try to note it that we can back up exactly what we say, and how we can say it with evidence." 
Low-cost classes mean $50 or less for course material costs.&nbsp; &nbsp;&nbsp;

few bigger than the free Brit Spaugh Zoo. The zoo is on the 10-year masterplan
to receive funding from the .15% quality of life sales tax. Zoo Curator Ashley Burdick said one
of the projects the zoo anticipates accomplishing with the sales tax money is
to replace the lion viewing windows. "They're pretty dated," said Burdick. "It's kind of hard to see through because water got down in there. We're replacing the two windows with one big window. To do that, we have to make sure we have thick, laminated glass so it's safe." 
The zoo staff also plans for additional fencing, replacing wooden posts with
metal at the bison viewing and shade structure, improvements to the butterfly
garden and updating the Jamaican Boa area. "Safety is our biggest focus," said Burdick. "Fencing needs to be replaced. The wooden fencing that keeps people separate from the actual exhibits, some of that is getting dated. Safety determines the priority on projects." 
Each year between 2023 and 2031, the zoo will be allocated $30,000 from the quality
