The City of Great Bend has put together a storm cleanup plan for trees &amp; limbs. The next step will be to drive every neighborhood and pick up down trees and limbs with these following rules.

At Monday’s meeting, Great Bend City Council member Jolene Biggs
jokingly asked if the tennis courts at Veterans Memorial Park were jinxed.
Following Sunday’s storm that included 80 miles per hour winds, Vets Park had
several tree branches broken and trees that were uprooted. 

Great Bend Public
Lands Director Scott Keeler said the damage included the fencing at the tennis courts and the windscreens along the fencing. "As functional as they are and as much as everyone loves it, those windscreens...we've tried multiple varieties to let more wind come through," said Keeler. "Ultimately, they cannot withstand 70 or 80 miles per hour winds. That's a conversation we'll have to take up down the road."

The windscreens attached to the fence provide a 22% wind pass-through rate.

A wind storm in 2020 damaged the fencing at the tennis courts and the Great
Bend Recreation Commission spent $61,784 to have it replaced in early 2021. In
July 2021, the Great Bend Recreation Commission spent $10,871 for the purchase
of new windscreens. In November 2021, the Rec and City of Great Bend split a
$22,000 bill after two subjects vandalized the tennis court surface with
electronic scooters. 
At Brit Spaugh Park, Keeler said there were plenty of tree branches knocked
down, but all the animals safe and secure during the storm at the zoo. 
"Two of the trees knocked down are large cottonwood trees," said Keeler. "One hit the old educational building at the zoo and there looks like there is possible structural damage to the rafters." 
Keeler added the majority of the 10' windows on the north side of the main
hangar at the Great Bend Municipal Airport were broken.&nbsp; &nbsp; &nbsp;

Colonel (ret) John Lawrence is the Director of Human Resources for Fort Riley. That’s right, the entire Fort. He has a lot to manage, but his lifelong career in the military has made him well-equipped to handle anything that comes his way. While his military experience shaped him, he also attributes his education to be equally as important, and that’s something he started back in the late 80s at Barton Community College at Fort Riley.

“I came into the Army with about 20 credit hours, and I wanted to continue, but I ran out of money, so I joined the Army knowing that they had college benefits,” he said.

Throughout the early 90s, Lawrence took classes through Barton whenever he could, between deployments that had him stationed in Germany and Korea. He eventually received his associate degree by utilizing his military training to fill in some gaps on his transcript. He was selected to Officer Candidate School. In the following years, he got his bachelor’s and master’s degrees, but he always remembers where his educational progress got restarted.

“I always go back to my time at Barton because it started me thinking about my education,” he said. “As a young soldier, you really don't think about education. You think about when you've got to go to the field, how you clean your equipment, and what you need to do for your job to get promoted. The instructors were amazing. Nobody had ever talked to me about how my education fit into my career before. That conversation changed the whole trajectory of my life.”

Lawrence retired in 2018 as a colonel and garrison commander, and after a couple of jobs, he and his wife settled down at Fort Riley. Part of his job is to head up the Education Center at Fort Riley, and he loves being able to teach soldiers about the educational opportunities just like it was done for him because he understands their mindset.

“The opportunities here at Barton are incredible,” he said. “Soldiers can get a scholarship that will pay for that associate degree in full, and I don’t think many of them pay attention to that. Soldiers just have a lot on their minds, especially when they're first coming in, you know, you want to impress your seniors, and a lot of them are looking to start a family. You're out and about, and often times when you come back in from working all day, you're just tired. I just want to encourage young soldiers to push past that to think about your future.”

Lawrence remembers his mindset as a young soldier, and he knows it’s hard to look ahead.

“A soldier is going to be a soldier,” he said. “A lot of them are 18 and leaving the house for the first time, and it’s their first taste of independence, so they're going to maybe get a little wild for a little bit, but at that same time, they need to be thinking about the future. I have so many of them tell me, ‘I should’ve listened to you.’”

Each year many county agents put out wheat variety demonstration plots and conduct field days to view and discuss the strengths and weaknesses of varieties and wheat production issues. Most demonstration plots are also harvested. To see the complete yield results and details of the cultural practices go to our web site at www.cottonwood.ksu.edu This demonstration wheat plot should not be used solely for making your variety selection decisions, it is more for showing and talking about the varieties each year at the field day. Instead I would highly encourage growers to make your variety selection decisions based on the K-State Agricultural Experiment Stations replicated wheat performance tests. They are randomized replicated trials, meaning each variety is randomly planted in 4 different spots in the field, all seed is either foundation or registered. Replicated field trials will account for or smooth out the variability within a field, and thus are more accurate. These results from the K-State Agricultural Experiment Stations can also be found on our web site. Yield should not be the only consideration in your selection, and multiple years of data should be considered. Some other important considerations are stripe &amp; leaf rust resistance, drought tolerance, winter hardiness, straw strength, shattering reputation, maturity and test weight. Each grower may differ some in what is most important to them and may add other considerations not mentioned. A good resource is “Wheat Variety Guide – MF991” publication that is updated yearly, it will be posted on our web site as well, click onto Crops and Livestock, and look under Hot Topics. Central Kansas Community Corrections recently received a Kansas Department of Corrections Behavior Grant to be used to assist felony probationers in building healthy life skills. CKCC Director Amy Boxberger asked the Barton County Commission Tuesday morning for approval to move forward with the grant totaling $15,000.

"We selected the Family Peace Initiative as an alternative to incarceration," she said. "It's designed to improve outcomes for probationers with risk areas in antisocial attitudes, antisocial personality, antisocial companions, or a history of antisocial behaviors as identified by our KDOC-approved risk tool."

CKCC opened bids on July 6 and received one bid from Stepping Stones to Recovery before the deadline on July 10. "It's designed to improve outcomes for probationers with risk areas in antisocial attitudes, antisocial personality, antisocial companions, or a history of antisocial behaviors as identified by our KDOC-approved risk tool."CKCC opened bids on July 6 and received one bid from Stepping Stones to Recovery before the deadline on July 10. Central KS Community Corrections receives grant for new initiative

More than two years of work went into the first turns of the shovel for the new childcare center located at Farmers Plaza at the intersection of 10th Street and K-96 Highway Thursday morning. Kansas Governor Laura Kelly, Great Bend Economic Development Director Sara Arnberger, and a handful of other local officials were on hand for the groundbreaking event. 

Last month, Advancing Barton County Childcare (ABCC) announced it had received a $2.23 million grant for childcare development. ABCC Board Member Mary Foley announced the location of the second facility.

"Due to the generous grant from the Children's Cabinet and Trust Fund," she said, "we are able to announce that shortly after we have this facility's build in motion, we will be partnering with the Hoisington school district to establish our next Barton County center in Hoisington. Thank you to Superintendent Patrick Crowdis for joining forces with the ABCC team to see this plan continue throughout Barton County."

Foley also announced that Kelsie Baxter has been hired as facility director. "Kelsie comes to us with years and years of experience and a compassion for teaching and leading that can't be matched," Foley said. "We know under her leadership that this facility is sure to be a success."

Gov. Kelly said a vision of her first and second terms is to make Kansas the best place in the country to live, to work, and to raise a family. "Providing quality childcare services is fundamental to that goal," she said. "Devoting resources to early-childhood development and care is the smartest investment a community can make in its future."

Kansas saw unprecedented economic growth in Kelly's first term, but the governor said many parents still choose not to work because they cannot afford childcare. A lack of affordable care, especially in rural communities, leads to workplace absences and compromised work.

"Right here in Great Bend, the number one concern of employers is being able to recruit and retain employees because of the lack of childcare options," Kelly said. "That's why Advancing Barton County Childcare was created in the first place. In Barton County alone, there is currently a shortage of more than 800 childcare slots. Simply put, if we want to keep our economy growing, we need to support abundant and affordable childcare for our expanding workforce."

Kelly's office provided $53 million in bonuses to nearly 23,000 childcare professionals across the state after the pandemic. Last month, her office announced the recipients of the Childcare Capacity Accelerator Grant, which provided more than $43 million to 52 organizations or partnerships in an effort to expand childcare by enhancing existing facilities or building new ones. The grant will help open 4,200 new childcare slots around the state.

The Great Bend facility will serve up to 59 children aged five years or younger, and ultimately expand to 89 children. "It will also create 12 well-paying jobs with full benefits," said Kelly. "That's unheard of in childcare."

Arnberger thanked the governor and her office for recognizing the relationship between economic growth and the need for childcare.

"Childcare in the past was not always a topic of conversation," Arnberger said. "For lack of better words, that was a woman's job and they need to deal with that, and that's how it went. But in later years, it really has become the topic of conversation. A lot of that is because of the driving force behind Gov. Laura Kelly and her staff saying this is an integral part to workforce development. This is integral to growing our rural communities. And for that, I'm so very thankful because without their championing these projects and this initiative, I promise you this project would still have another two years before we'd be breaking ground with shovels."

Great Bend Mayor Cody Schmidt was among the many who thanked all private and public sponsors of the facility. Last July, ABCC received a $500,000 grant from the Patterson Family Foundation. The Barton County Commission contributed $435,000 to the project.

"When this started, it was a dream," Schmidt said. "It was a hope. Now it's a reality. To the Barton County Commissioners that are here that supported us, thank you. To the city council, thank you. Without us working together and believing in what this community needs, none of this happens. To Governor Kelly and her team, without your faith and believing in rural communities, thank you."

GLMV Architecture helped design the project, keeping in mind its target audience with a tricycle track and rounded corners on drywall to minimize accidents. 

"As architects, we do a lot of work that seems trivial," said GLMV Project Manager Chad Bard. "It's based on efficient buildings, economic structures, and the profitability of end users. While that's all fine and dandy for the bottom line of companies, we feel that the real charge of our architecture is to affect the built environment in positive and meaningful ways. This is a great example of where our passion lies as designers, where we can truly affect the next generation, keep them safe, get them a great head start, as well as allow working adults to have a viable option for places for their children to grow up safe."

Icon Structures will handle the construction of the facility. Project Manager Jordan Oulette spoke of the importance of such a project.

"We are here because we care about our youth," he said. "And Icon is not here just for this community. We are here to give hope to other communities that we can provide resources for children, that children will be given the care and help to succeed in their future."

The Great Bend facility carried an original price tag of $1.6 million. When completed, the new facility will offer approximately 6,800 square feet of space to serve area families.

Great Bend breaks ground on new childcare center; Hoisington next

Tornadoes are known for their deconstructive capabilities, but straight-line winds exceeding 80 miles an hour pack a punch of their own. Monday, the National Weather Service out of Wichita conducted a survey in Great Bend to determine what caused widespread damage to homes and trees. Warning Coordinator Meteorologist Chance Hayes said winds up to 85 miles an hour blew through Great Bend, and that was enough to cause damage to structures like the First Southern Baptist Church at 19th and Harrison.

"We went back to old Google imagery, and you could see there was a 3-5 foot overhang on that north-facing wall," Hayes said, "so when the winds hit that wall, it went straight up and grabbed that overhang and helped lift and peel back the roof of the church."

Part of the methodology included looking at the path of the damage. There was no clear-cut swath of damage through Great Bend, which extended three-plus miles from east to west. Hayes said there is no chance a tornado that wide passed over the city.

"If you really look at it, how much structural damage was done across the city?" he said. "You had the roof there at the church. I know there were some peeled roofs on the north end of the square downtown. But 90-something percent was probably just tree damage. What's interesting, if you look at the trees that were affected, the bulk of them were the same type of tree -softer-wood trees."

Hayes added that additional weather conditions may have resulted in the many uprooted trees. A perfect combination of drought earlier in the year and recent rains likely played a role.

"I can only surmise the root ball was not running very deep," said Hayes. "I know there were some good rains on Friday which could have softened the top two layers of soil. Also, the drought could be hurting down low and that may have made it more likely for different types of trees to be completely uprooted, which is what we saw with the cedars."

The western third of Great Bend was hit the hardest. The National Weather Service said hailstones up to four inches in diameter were driven into homes by the 70-85 mile per hour winds.

Barton CC students named to President’s List for spring 2023

In early June, Great Bend city staff released the Request For Proposal (RFP) for design
services for the Brit Spaugh Park addition. The plans include an outdoor
basketball court, pickleball courts, mini soccer pitches, playground and a
restroom facility on the south side of the park.

Administrator Logan Burns said the city received four bids from design firms to
complete the design and construction documents. "This is something we looked at putting $100,000 toward," said Burns. "The low bid came in at $85,400. This does include both design and construction administration cost. The bids went all the way up to $271,000. It was all over the board." 
BG Consultants provided the low bid for the park design services at $85,400. BG
is also working on the waterline improvement at the Kansas Army National Guard
Armory near the airport. BG estimated a six-month timeframe for the
construction documents to be completed. Great Bend will then have the
opportunity to put the project out for bids. 
The $2 million Brit Spaugh Park project will partially be funded through the .15%
quality of life sales tax, Great Bend Recreation Commission, the Harms Trust
and other donations.&nbsp; &nbsp;&nbsp;

RENO COUNTY—One person was injured in an accident just after 9p.m. Wednesday in Reno County.

The Kansas Highway Patrol reported a 2011 Harley Davidson driven by&nbsp; Jose R.&nbsp;Aragon-Dominguez, 42, Little River, was eastbound on U.S. 56 when it struck a deer in the roadway. 

The motorcycle overturned, entered the westbound lane and came to rest in the north ditch.

EMS transported Aragon-Dominguez to Hutchinson Regional Medical Center. He was wearing a helmet, according to the KHP.
