Deposits have been made and pilots have already made commitments to
perform at the 2024 Great Bend Airfest. Great Bend Municipal Airport Manager
Martin Miller mentioned the acts booked will be some of the top performers
across the country. Miller said compared to larger shows in other cities, the
Great Bend Airfest provides a better experience for spectators and performers. "It'll be a smaller show because of where we are, but it's a better deal for people that come to the show because they can get up close," said Miller. "The pilots, basically everyone that flew in the last show, said they would love to come back because it's small and they can talk to people that come out to watch the show." 
The last Airfest in 2021 had just over 9,000 spectators attend the three-day
event. The 2021 show cost approximately $185,000 to organize, while generating
$180,000 in sponsorships and admission. 
"The big shows have big, corporate sponsors and they charge for parking," said Miller. "We're not doing that. Our business model has been the gate, who comes in to see it at a reasonable price and sponsors. We'll be gearing up." 
Starting in 2012 with a plan to host an airshow every three years, 2024 will
mark the fifth Airfest in Great Bend.&nbsp; &nbsp;&nbsp;

Great Bend City Council meeting agenda (8/21)

The
drought monitor report as of 8 a.m. Tuesday, August 15 shows some significant
changes, especially for Western into Central Kansas. The western third of the
state especially near the Colorado border improved substantially. A good
portion out of drought and much has improved to abnormally dry and moderate
drought.&nbsp; A huge improvement.&nbsp; Our area is now primarily up to only severe
drought, however, this heat wave with little chance of rain will likely cause
conditions to deteriorate. &nbsp;The six to ten-day
outlook (August 22 to 26) indicates a 70 to 80% chance of leaning above normal
for temperatures and a 33 to 40% chance of leaning to below normal precipitation.&nbsp; The eight to fourteen-day outlook (August 24
to 30) indicates a continued to a 60 to 70% chance of leaning to above normal temperatures
and normal to a 33 to 40% chance of below normal for precipitation.&nbsp; Most corn is essentially made and much of the
sorghum is in the milk stage.&nbsp; This
forecast won’t help but the negative impact is less than it will be for late
blooming sorghum and especially soybeans as plants are trying to fill
pods.&nbsp; Also, not good for soil moisture
for potential alfalfa stand establishment and wheat planting.

The area’s summer crops are heading
to the finish line.&nbsp; Depending on when
corn and grain sorghum were planted, weather for the next forty-five days will
have a significant or minor affect on yield.&nbsp;
Most corn is nearing physiological maturity and most sorghum has headed
out in in at least the milk, if not soft dough stage.&nbsp; Soybeans are the most at risk for damage from
heat and dry conditions as is the last cutting or two of alfalfa and other
forages.&nbsp; But, what is the outlook for
this fall and winter.&nbsp; Not just for wheat
but what might we expect for the spring and our spring planted crops?

First, we finally lost the La Nina
and are in an El Nino.&nbsp; These past two
months showed this with the change in the precipitation pattern.&nbsp; So, what is forecasted for the next six
months or so?&nbsp; For Kansas, from September
through November, there are equal chances of above, below, or normal
temperatures and the same for precipitation.&nbsp;
Normal precipitation is approximately 4.5 to five inches total for this
period in our area.

For November through January,
temperatures are forecast as normal to up to a 40% chance of leaning above
normal and a continued equal chance of above or below normal precipitation.&nbsp; Normal for this period here is around three
inches.

For January through February, there
are equal chances of above or below normal for both temperature and
precipitation.&nbsp; This forecast continues
for March through May.

What does this mean?&nbsp; Partly, NOAA isn’t sure how strong or long
the El Nino pattern will be.&nbsp; The La Nina
we just exited was much more intense and of a longer duration that typical and
it’s hard to predict when dealing with the effects of climate change.&nbsp; At the very least, it looks much more
promising for the 2024 wheat crop than the 2023 wheat crop.

Barton Ag Instructor Dr. Vic Martin - Outlook for Fall and Winter

As part of a multi-year plan to improve our roadways, a mill and overlay project on W. Wichita Avenue, from Fossil Street west to VanHouten Street, will begin on Monday, August 21, 2023. The project will begin with a curb and gutter replacement, milling the roadway surface, replacing numerous concrete base sections, and an asphalt overlay. There will be occurrences when for a short time, the access points off W. Wichita Avenue onto side streets will be closed while the operation passes through that spot. Traffic will be directed to the next nearest side street. This project should be completed by October 15, 2023, weather permitting. The City of Russell received a $360,600 Community Development Block Grant and a $36,030 Dane G. Hansen Grant to cover part of the $824,050 project cost. The Kansas Department of Health and Environment (KDHE) and the Kansas Department of Wildlife and Parks (KDWP) have issued a public health advisory update due to blue-green algae.&nbsp;

A harmful algal bloom (HAB) may look like foam, scum or paint floating on the water and be colored blue, bright green, brown or red. Blooms can develop rapidly; if the water appears suspicious or there is decaying algae on the shore, avoid contact and keep dogs away. These toxins can be absorbed by ingestion, inhalation of aerosols and even skin contact. Symptoms vary depending upon the type of exposure (e.g. direct contact, ingestion, inhalation) but can include rash, vomiting, diarrhea, fever, sore throat, and headache. The state of Kansas recognizes three advisory levels:&nbsp;

A&nbsp;Hazard status&nbsp;indicates that a harmful algal bloom is present, and extreme conditions exist. &nbsp;

A&nbsp;Warning status&nbsp;indicates that conditions are unsafe for human and pet exposure. &nbsp;Contact with the waterbody should be avoided.&nbsp;

When a warning is issued, KDHE recommends the following precautions be taken:&nbsp;

A&nbsp;Watch status&nbsp;means that blue-green algae have been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.&nbsp;

During the watch status, KDHE recommends the following precautions be taken:&nbsp;

Advisories are&nbsp;Lifted&nbsp;when cell densities and toxin concentrations dissipate to levels&nbsp;below&nbsp;the Watch thresholds.

KDHE investigates publicly accessible bodies of water for blue-green algae when the agency receives reports of potential algae blooms in Kansas lakes. Based on credible field observation and sampling results, KDHE reports on potentially harmful conditions. &nbsp;

If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.&nbsp;

Public health advisories for Kansas lakes due to blue-green algae

The Kansas Office of Judicial Administration continues its conversion to a new statewide case management system. Sedgwick County District Court was scheduled for an Aug. 7 transition. One of the benefits to the public is the ability to search court records from home. Barton County Attorney Levi Morris has mixed feelings about the technology and the new ease of obtaining information.

"In the age of the Millenials, now everything has to be on Google and it is," he said. "Now, a person can skip all those steps. They don't have to get out of bed. They don't have to get up. They don't have to get dressed. They don't have to go down to the courthouse. They don't have to wait in line, and they don't have to fill out a form. They don't even have to ask another human being for the information. They can just log into the system."

The database includes records from all Kansas counties except Johnson and Sedgwick, which have their own subscription services. There is a $1.50 fee to search for records, even if no results are found, and another $1.50 fee for each case retrieved. While the information may be useful to many, Morris said there are plenty of nefarious reasons for searching, such as digging up dirt on neighbors or exes. Previous efforts required to obtain the same information weeded out some of those examples.

"The ability to get it so much quicker, maybe screenshot it so much quicker, share it on Facebook, if you will, is a lot like sending an email versus writing a letter," he said. "You were better off if you just have to sleep on it."

The Kansas District Court Public Access Portal contains only information allowed by law to be viewed by the public using Internet access. Not all contractor work is created equally. Following any disaster, property owners are looking for the ability to repair properties as quickly and cost-effectively as possible. That opens the door for possible scams. Sunflower Bank Community Development Officer Becca Maxwell said prevention starts with the basics.

"Read that contract carefully," she said. "Contract requirements vary by state and we've seen our local chamber of commerce educate our community on who they have information on. Before you sign a contract, make sure it includes that contractor's name, address, phone number, and license number."

All blank spaces in the application should be filled in so they cannot be changed later. Consumers should ask about rights to cancel the contract, and always ensure the contractor is licensed and insured. Financially, consumers should be aware of contractors making deals with goods left over from previous projects, as well as those who push for immediate decisions.

"That's something we see at the bank," Maxwell said. "Scammers make sure there is an emotion and an immediate response. And the other thing is scammers ask you to pay for everything upfront and only accept cash. Definitely be mindful of that."

Maxwell said the easiest way to avoid scams is to use local contractors with proven histories. Ask friends, family, and neighbors for recommendations of companies they know and trust.

Bank offers tips to avoid scams as construction ramps up in Great Bend

Exports of Kansas wheat may be in short supply right now, but working with international customers is a critical piece of developing and maintaining long-term markets. That’s why decision-makers from agribusiness companies in Nigeria and Kenya traversed Kansas in early August to learn more about hard red winter (HRW) wheat and the U.S. grain supply chain as part of a trade team organized by Kansas Wheat and U.S. Wheat Associates (USW).&nbsp;

“Harvest results may differ from year-to-year, but coordinating local visits directly connects our customers with the dependable farmers who are committed to growing high-quality wheat,” said Aaron Harries, vice president of research and operations for Kansas Wheat. “Around the world, grain buyers, millers and bakers track the progress of our wheat crop each year, and moving past the headlines is important to communicating the quantity and quality of each year’s harvest.”&nbsp;

The team traveled to Kansas from August 5 to 9, visiting grain companies, wheat researchers and a flour mill. At the USDA Federal Grain Inspection Service in Kansas City, the team received an up-and-close look at how U.S. wheat samples are inspected and graded before heading off to markets both foreign and domestic. In Manhattan, the team learned about this year’s crop quality as well as wheat research projects and upcoming varieties at the Kansas Wheat Innovation Center and USDA Center for Grain and Animal Health Research. Discussions at the IGP Institute included the program’s technical training and assistance programs in addition to tours of the full-scale pilot flour and feed mills. Finally, the team toured a commercial flour mill in McPherson.&nbsp;

“Our team had a chance to visit all aspects of the supply chain, giving them a sense of how U.S. wheat quality is ensured throughout the way,” said Chad Weigand, USW regional director for Sub-Saharan Africa, based in Cape Town, South Africa, who accompanied the team. “These visits provide reassurance to overseas buyers that they are getting the quality they want, and face-to-face visits go a long way in providing trust and confidence in our buyers and establishing long-term relationships.”

Trade team participants represented two distinctly different types of overseas markets — large and well-established customers and emerging markets that present future market opportunities. Both are important to the long-term mission of U.S. Wheat Associates — the industry’s export market development organization — which invests funding from USDA Foreign Agricultural Service export market development programs to bring trade teams of overseas customers and stakeholders to the United States each year. These visits provide important selling points in a world marketplace where Kansas wheat producers compete against their counterparts in Canada, Argentina, Australia and the Black Sea.&nbsp;

Nigeria is Africa’s largest economy and the fourth-largest buyer of U.S. wheat in the world. The United States has been the top wheat supplier in Nigeria two of the last five marketing years; the majority of which is HRW. This market is increasingly competitive with millers subject to price constraints. As a result, U.S. wheat farmers can lose out in this market when the dollar is strong or supplies are short, but Kansas Wheat and USW have built strong ties between the Nigerian milling industry and the U.S. grain supply chain. Trade teams like the one in early August are an important part of that process to reinforce the quality, reliability and value of U.S. wheat supplies for when market conditions are ripe.

Kenya, on the other hand, is considered a developing market. Per capita wheat consumption has increased significantly as the flour market consolidates and urbanization increases. Most wheat flour sold, however, is still used for the home baking of chapatti, a type of flatbread.&nbsp;

USW is assisting this growing flour industry, particularly by working with up-and-coming millers who are just learning their trade. By providing technical assistance in areas like grain analysis, test milling, flour analysis and test baking, USW helps grow the region’s milling industry and increase those millers’ knowledge of and experience with U.S. wheat classes and their different functionality and advantages. USW also works with the flour industry to address trade policies — like import requirements — that would increase costs or complications in future imports of U.S. wheat.&nbsp;

While the buying opportunities for both markets will be limited by the short supply of HRW wheat this year, building and maintaining relationships with overseas customers through trade teams and other market development efforts will continue to contribute to the long-term growth of opportunities for Kansas wheat farmers.&nbsp;

Various tensions—urban vs. rural, national vs. local—haunt almost every discussion about environmental policy in the United States. Recent efforts by some Kansas educational institutions reflect a path beyond those tensions, efforts that are long overdue.

To start, environmental concerns—extreme weather, soil depletion, oil extraction costs, and more—affect the lives of country people far more immediately than they do those of city-dwellers. Farmers and ranchers worried about the shrinking Ogallala Aquifer, rural Kansans hoping solar power can free them from urban-centered electric grids: these and others confront the need for better environmental policies every day.

Yet resistance to environmental policies is strongest in the mostly conservative, emptier parts of the country, with hardly a week going by without&nbsp;<a href="https://www.kansas.com/opinion/opn-columns-blogs/dion-lefler/article278134417.html" target="_blank">another story of rural folk responding with frustration</a>&nbsp;to even small-scale efforts to create more sustainable food or work or energy alternatives.

This is partly because the political push for sustainability in America often begins in urban centers far away from the de-populating heartland. “Environmentalism” thus becomes associated with national government programs promoted by Democratic voters in big, diverse cities far from the country, when in practice the most effective environmental policies have always been those that can be adapted to regional natural conditions by long-time, on-the-ground residents.

Nationally, the harms caused by invasive species, climate change, oil dependency, and more are so large that many believe better environmental approaches must be forced down the throats of rural residents. And many conservative leaders have scare-mongered this prospect for decades, treating efforts to make the American way of life more sustainable as evil conspiracies, winning votes from rural America even as they suffer the most from these problems.

What is needed is for civic institutions and political bodies in the “middle” to connect the more homogenous residents of America’s least crowded places with environmentally-attuned resources and expertise, enabling them move towards policy adaptations on a scale that reflects both local priorities and the global seriousness of the problem.

For example, local groundwater districts in Kansas have&nbsp;<a href="https://www.kcur.org/2023-04-04/with-the-ogallala-aquifer-drying-up-kansas-ponders-limits-to-irrigation" target="_blank">recently been legally empowered</a>&nbsp;to incentivize farmers to develop on their own more aggressive water conservation plans.

This is what “middling” organizations can do—directly engage with local communities, and thereby build bridges between broader perspectives on environment imperatives on the one hand, and local factions which have specific, practical interests in it on the other.

In Salina, Kansas Wesleyan has launched a&nbsp;<a href="https://www.kwu.edu/crh/" target="_blank">Community Resilience Hub</a>, joining with the Kansas Rural Center to focus on regenerative agricultural practices and work with local farmers along I-135 to build a more climate-resilient food corridor.

In Wichita, both Friends and Newman Universities have launched programs—in&nbsp;<a href="https://www.friends.edu/undergraduate/science-technology-engineering-mathematics/conservation-science/" target="_blank">Conservation Science</a>&nbsp;and&nbsp;<a href="https://newmanu.edu/academics/undergraduate/agribusiness" target="_blank">Agribusiness</a>, respectively—which include the aim of linking environmental ethics and sustainability with the business of tending to and working on the natural world, teaching students more about the local ecosystems they are part of.

And Wichita State University has established a&nbsp;<a href="https://heartlandej.org/" target="_blank">Heartland Environmental Justice Center</a>, dedicated to helping poorer communities (particularly Black and Native ones) throughout the region make use of sustainable development practices, and seek compensation for how past national efforts to address environmental problems often passed them by. Since many of these communities have long seen “environmentalism” as reflecting of the interests of White tourists rather than the needs of local residents, this is necessary, restorative work.

Overcoming resistance to better environmental policies throughout Kansas will not be an easy effort. But building upon these local and regional connecting initiatives will likely go farther in resolving tensions than most.

Recent efforts by some Kansas educational institutions reflect a path beyond those tensions, efforts that are long overdue.To start, environmental concerns—extreme weather, soil depletion, oil extraction costs, and more—affect the lives of country people far more immediately than they do those of city-dwellers. Farmers and ranchers worried about the shrinking Ogallala Aquifer, rural Kansans hoping solar power can free them from urban-centered electric grids: these and others confront the need for better environmental policies every day.Yet resistance to environmental policies is strongest in the mostly conservative, emptier parts of the country, with hardly a week going by without&nbsp;<a href="https://www.kansas.com/opinion/opn-columns-blogs/dion-lefler/article278134417.html" target="_blank">another story of rural folk responding with frustration</a>&nbsp;to even small-scale efforts to create more sustainable food or work or energy alternatives.This is partly because the political push for sustainability in America often begins in urban centers far away from the de-populating heartland. “Environmentalism” thus becomes associated with national government programs promoted by Democratic voters in big, diverse cities far from the country, when in practice the most effective environmental policies have always been those that can be adapted to regional natural conditions by long-time, on-the-ground residents.Nationally, the harms caused by invasive species, climate change, oil dependency, and more are so large that many believe better environmental approaches must be forced down the throats of rural residents. And many conservative leaders have scare-mongered this prospect for decades, treating efforts to make the American way of life more sustainable as evil conspiracies, winning votes from rural America even as they suffer the most from these problems.What is needed is for civic institutions and political bodies in the “middle” to connect the more homogenous residents of America’s least crowded places with environmentally-attuned resources and expertise, enabling them move towards policy adaptations on a scale that reflects both local priorities and the global seriousness of the problem.For example, local groundwater districts in Kansas have&nbsp;<a href="https://www.kcur.org/2023-04-04/with-the-ogallala-aquifer-drying-up-kansas-ponders-limits-to-irrigation" target="_blank">recently been legally empowered</a>&nbsp;to incentivize farmers to develop on their own more aggressive water conservation plans. This is what “middling” organizations can do—directly engage with local communities, and thereby build bridges between broader perspectives on environment imperatives on the one hand, and local factions which have specific, practical interests in it on the other.In Salina, Kansas Wesleyan has launched a&nbsp;<a href="https://www.kwu.edu/crh/" target="_blank">Community Resilience Hub</a>, joining with the Kansas Rural Center to focus on regenerative agricultural practices and work with local farmers along I-135 to build a more climate-resilient food corridor. In Wichita, both Friends and Newman Universities have launched programs—in&nbsp;<a href="https://www.friends.edu/undergraduate/science-technology-engineering-mathematics/conservation-science/" target="_blank">Conservation Science</a>&nbsp;and&nbsp;<a href="https://newmanu.edu/academics/undergraduate/agribusiness" target="_blank">Agribusiness</a>, respectively—which include the aim of linking environmental ethics and sustainability with the business of tending to and working on the natural world, teaching students more about the local ecosystems they are part of.And Wichita State University has established a&nbsp;<a href="https://heartlandej.org/" target="_blank">Heartland Environmental Justice Center</a>, dedicated to helping poorer communities (particularly Black and Native ones) throughout the region make use of sustainable development practices, and seek compensation for how past national efforts to address environmental problems often passed them by. Since many of these communities have long seen “environmentalism” as reflecting of the interests of White tourists rather than the needs of local residents, this is necessary, restorative work.Overcoming resistance to better environmental policies throughout Kansas will not be an easy effort. But building upon these local and regional connecting initiatives will likely go farther in resolving tensions than most.Dr. Russell Arben Fox teaches politics at Friends University in Wichita.

The Kansas Highway Patrol reported a 2018 Indian Scout driven by Betsy Lenae&nbsp;Teegardin, 49, Olathe, was westbound on SW 50 Road at SW 10 Avenue.

The motorcycle sideswiped a westbound&nbsp; 1985 Harley Davidson Superglide driven by&nbsp; Cameron Scott&nbsp;Stevenson, 20, Ellinwood, that started to have mechanical problems and drove off onto SW 10 Avenue. 

Both motorcycles came to a rest within the intersection.

A private vehicle transported Stevenson to the hospital in Ellinwood. and Teegardin to Xpress Wellness. Both riders were wearing helmets and eye protection, according to the KHP.

The two new members of the Pawnee Valley Community Hospital (PVCH) Foundation Board of Trustees each brings to the table a desire to support the hospital, a varied background and close ties to the Larned area.

Julie Munden and Shannon Fischer, both of Larned, were recently appointed to the board.

“I volunteered to serve as trustee because we are very fortunate to have high-quality healthcare in Pawnee County and anything I can do to make it better for future generations is vitally important,” Munden said. “I want to ensure the hospital grows and provides more opportunities for local healthcare services.

“We need accessible healthcare in our smaller communities,” she continued. “This plays a vital role in ensuring our well-being and quality of life. PVCH has a great team in place and offers quality services.”

In addition, Munden noted, the hospital is a major employer, creating job opportunities for healthcare providers, as well as administrative and support personnel.

Munden grew up on a farm near Colby and graduated from Golden Plains High School but has lived in Larned for 20 years. “I’m so fortunate to have grown up on a Kansas farm,” she commented, noting her mother, Joann Reedy, and husband, Tom, now live in Larned. Her father is deceased.

Munden graduated from Cloud County Community College; she played basketball and softball there and at Friends University. Munden also has a degree in communications from Fort Hays State University.

Her professional background includes 10 years as a news anchor/photojournalist/reporter for KSN, an NBC affiliate. Munden also worked as an admissions representative and in public relations/marketing for Barton Community College for 22 years. Most recently, she started teaching video production classes to Larned High School and Larned Middle School students.

Munden and her husband, Rob, have three childen – Mia, a sophomore at LHS; Maverick, a senior at LHS; and Dallas, elementary school teacher at Valley Center. They have one grandchild, Roman.

Munden also volunteers with Sacred Heart Catholic Church and is a former board member of Dress It Up.

Her background also includes “meeting people through volunteering. It challenges me to step out of my comfort zone. There is always something to learn about this place I call home.”

Shannon Fischer Shannon Fischer, Larned, said she is “honored to serve on the PVCH Foundation Board of Trustees. The hospital is so vital to our local and area community. I want to do what I can to help the hospital continue to succeed and grow.

“I have first-hand experience that helped me realize just how important our hospital is to the central Kansas community,” she added. “When my mother-in-law spent a significant amount of time at PVCH, it was such a relief to have her near all of us in a top-notch facility.”

In addition, Fischer noted, “the outpatient services provided by PVCH are a huge asset to the entire community. I am eager to be a part of supporting efforts to enhance services right here at home.”

Fischer, a life-long resident of Larned, graduated from LHS and Kansas State University with a degree in sociology. She worked for more than 10 years as an activity therapist at Larned State Hospital and 10 years as a business development coordinator at First State Bank.

Currently, Fischer is a Realtor with Clock Realty and Insurance.

She and her husband, Bryan, own and operate a farm west of Larned, with irrigated and dryland crops and a cow-calf operation.

Her daughter, Katie, recently graduated from K-State, and son, Luke, will be a senior at LHS.

Fischer also serves as president of Prairie Arts Unlimited; she previously served on the Pawnee County Economic Development board and Santa Fe Trail Center Board and as a Larned Area Chamber of Commerce Ambassador.

“I will use this background to support the hospital and my community,” Fischer commented. “I have lived here my entire life. This community and our hospital mean a lot to me; I want to help both succeed and prosper.”

New Kansas Bicycle Map now available

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 2.7% in July. This is a decrease from 2.8% in June and unchanged from 2.7% in July 2022.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 2,000 from June. Total nonfarm includes private sector and government employers. Private sector jobs increased by 1,500 over the month, while government increased by 500.

The jobless rate in Barton Co. is down from 3 percent in June to 2.8 percent in July.&nbsp; The jobless numbers in Russell and Pawnee County remained unchanged over the past month.

“Average nominal hourly earnings in the private sector increased 3.2% over the year in July, faster than the rate of inflation in the Midwest,” said labor economist, Nathan Kessler. “The result was a small over

the year increase in real hourly earnings as the Kansas labor market remains strong and inflation continues to moderate.”

Since July 2022 Kansas’ seasonally adjusted total nonfarm jobs have increased by 23,100. This change is due to an increase of 18,700 private sector jobs and an increase of 4,400 government jobs.

What started out as a trust fund to support local scouting projects became something of a mystery to a local committee that needed access to the money.

The fund was called the Aldrich Trust. But because of many changes over the years in banks’ names and headquarters, it was transferred out of Great Bend, frustrating the efforts of local scouting enthusiasts.

Today, thanks to efforts of local scouts, a local attorney and the Golden Belt Community Foundation (GBCF), the money is safe and sound in what is now called the Aldrich Endowment Fund.

GBCF administers the fund, which must be used by Boy Scout troops that are registered in Great Bend. Previously, the Girl Scouts also were involved but that organization spent its share to build Camp Aldrich, which is owned by Barton Community College.

The fund amount is just under $1 million.

Barry Bowers, a member of what he calls the “unofficial committee,” took his concerns about the lack of local control to Christy Tustin, GBCF executive director, late last year.

“My question was: is it possible to bring the trust fund back under local control?” explained Bowers, who is an Eagle Scout. “My concern was that we might lose all track of it in the future.”

The late Clarence Aldrich, who had a passion for scouting, set up the trust in 1960 at what was then American State Bank at Main and Forest.

“Then, for quite some time, we didn’t know where the money was and didn’t know who to ask about it,” Bowers recalled. “The late George McKown, who established the local committee, tracked it down to a large bank on the East Coast.

“That bank would send a check now and then but the funds were earmarked for the Quivira Council of the Boy Scouts in Wichita,” Bowers said. “My fear was it would be used for salaries and administrative costs. The money is not to be used for regular operating costs.”

A portion of the boys’ fund had helped put in the Barton Community College pool; a classroom at BCC is dedicated to Aldrich.

The fund also has paid for scouts’ registration and charter fees in an effort to break down barriers for anyone who wants to become a scout. Past projects included buying recruiting materials, setting up scholarships and paying the instructor/lifeguard at the BCC pool.

GBCF Bowers noted that when he approached GBCF about his concerns, “Christy Tustin indicated there may be a way to bring the fund back to Great Bend. She suggested seeking the help of local attorney, Jane Isern.

“Christy and Jane deserve much credit for their invaluable work in establishing what is now an endowment fund right here in Great Bend.

“Christy created a document with specific guidelines, earmarking the money for its intended purposes,” Bower continued. “We went to court and the judge okayed our requests.”

The trust was dissolved and the Aldrich Endowment Fund was established. The GBCF board of directors ultimately controls the fund “but now we have more flexibility than in the past. And we have someone to talk to,” Bowers commented.

The small local committee now consists of Bowers, Larry Westfall and Carl Heilman. They will discuss possible projects and take recommendations to the board when appropriate. The late Dr. Bill King also was a member.

Tustin noted that “a local connection ensures this money will be here for the long-term. Without Barry and other scouts, who knows what could have happened to this fund?

“When local people are involved, there will be better outcomes,” she continued. “Whenever we bring a fund back home, it is a permanent and thoughtful solution – no matter how old the fund is or who serves on the Foundation’s staff in the future.”

Since GBCF will serve central Kansas in perpetuity, Tustin encouraged anyone who knows about an idle trust fund to give her a call.

“I can’t know for sure if we can help but there is a possibility,” she commented. “It takes research and a high level of commitment. All situations are different but we will help if we can.”

At $30.4 million in total assets and more than 200 funds under management, the Golden Belt Community Foundation has been connecting people who care to causes that matter since 1996. Golden Belt Community Foundation exists to provide non-profit organizations in central Kansas with a permanent source of support and to serve as a vehicle for charitable giving for donors. But because of many changes over the years in banks’ names and headquarters, it was transferred out of Great Bend, frustrating the efforts of local scouting enthusiasts.Today, thanks to efforts of local scouts, a local attorney and the Golden Belt Community Foundation (GBCF), the money is safe and sound in what is now called the Aldrich Endowment Fund.GBCF administers the fund, which must be used by Boy Scout troops that are registered in Great Bend. Previously, the Girl Scouts also were involved but that organization spent its share to build Camp Aldrich, which is owned by Barton Community College.The fund amount is just under $1 million.Barry Bowers, a member of what he calls the “unofficial committee,” took his concerns about the lack of local control to Christy Tustin, GBCF executive director, late last year.“My question was: is it possible to bring the trust fund back under local control?” explained Bowers, who is an Eagle Scout. “My concern was that we might lose all track of it in the future.”The late Clarence Aldrich, who had a passion for scouting, set up the trust in 1960 at what was then American State Bank at Main and Forest.“Then, for quite some time, we didn’t know where the money was and didn’t know who to ask about it,” Bowers recalled. “The late George McKown, who established the local committee, tracked it down to a large bank on the East Coast.“That bank would send a check now and then but the funds were earmarked for the Quivira Council of the Boy Scouts in Wichita,” Bowers said. “My fear was it would be used for salaries and administrative costs. The money is not to be used for regular operating costs.”A portion of the boys’ fund had helped put in the Barton Community College pool; a classroom at BCC is dedicated to Aldrich.The fund also has paid for scouts’ registration and charter fees in an effort to break down barriers for anyone who wants to become a scout. Past projects included buying recruiting materials, setting up scholarships and paying the instructor/lifeguard at the BCC pool.GBCF Bowers noted that when he approached GBCF about his concerns, “Christy Tustin indicated there may be a way to bring the fund back to Great Bend. She suggested seeking the help of local attorney, Jane Isern.“Christy and Jane deserve much credit for their invaluable work in establishing what is now an endowment fund right here in Great Bend.“Christy created a document with specific guidelines, earmarking the money for its intended purposes,” Bower continued. “We went to court and the judge okayed our requests.”The trust was dissolved and the Aldrich Endowment Fund was established. The GBCF board of directors ultimately controls the fund “but now we have more flexibility than in the past. And we have someone to talk to,” Bowers commented.The small local committee now consists of Bowers, Larry Westfall and Carl Heilman. They will discuss possible projects and take recommendations to the board when appropriate. The late Dr. Bill King also was a member.Tustin noted that “a local connection ensures this money will be here for the long-term. Without Barry and other scouts, who knows what could have happened to this fund?“When local people are involved, there will be better outcomes,” she continued. “Whenever we bring a fund back home, it is a permanent and thoughtful solution – no matter how old the fund is or who serves on the Foundation’s staff in the future.”Since GBCF will serve central Kansas in perpetuity, Tustin encouraged anyone who knows about an idle trust fund to give her a call.“I can’t know for sure if we can help but there is a possibility,” she commented. “It takes research and a high level of commitment. All situations are different but we will help if we can.”At $30.4 million in total assets and more than 200 funds under management, the Golden Belt Community Foundation has been connecting people who care to causes that matter since 1996. Golden Belt Community Foundation exists to provide non-profit organizations in central Kansas with a permanent source of support and to serve as a vehicle for charitable giving for donors. City of Great Bend: Controlling mosquitos outside your home

On August 1, 2023, I attended a Great Bend Community Meeting at the First United Methodist Church to learn more about our state’s Medicaid program called KanCare. April Holman, Executive Director of Alliance for a Healthy Kansas, reminded the audience of why expanding KanCare is good for Kansas as well as Barton County. The Alliance is a coalition of more than 125 organizations and leaders across the state that support KanCare. https://expandkancare.com

Reasons for expanding KanCare in Kansas include reducing healthcare costs for everyone, protecting Kansans from medical debt, and fixing the eligibility limits, which are too low. The maximum income limit in 2023 to qualify for KanCare is about $9,500 per year for a family of three – that’s less than $800 a month!

KanCare expansion would give 150,000 Kansans access to affordable healthcare as well as unlocking an estimated one billion dollars in annual federal aid. Kansas has lost this federal aid since 2014 when Medicaid expansion became effective. Kansas does not save money by refusing expansion; it simply gives up the opportunity to bring tax dollars back to our state. By law, 90% of the costs of expanding KanCare will be funded by the federal government. Kansas is 1 out of 11 states that have not passed expansion. Polls show that up to 80% of Kansans want this expansion. However, our legislative leaders have prevented progress on expansion for years. The last time a House committee allowed a hearing on expansion was in 2017.

The expansion would preserve and strengthen rural healthcare, help to address the general workforce shortage, and would make Kansas more economically competitive. Research shows Kansas has 104 rural hospitals and 83% of them are operating at a loss.

The presenters identified how Barton County would benefit from KanCare expansion. Over 750 residents would become eligible, 250 new jobs would be created, and over six million dollars in new annual health care spending would be achieved.

The body and mind are connected in ways we don’t even realize. Neural transmitters and hormones are just a couple of examples of how the brain and body communicate with each other. What we do with our physical bodies such as exercise impacts our mental state. On the other hand, our thoughts, beliefs, and attitudes can affect our biological functioning! It is amazing how the mind and body work together, and the connection between physical and mental health is intertwined closer than we realize.

We all know that a sedentary lifestyle is bad for physical health, but mental health also suffers when we don’t get as much movement as needed. In fact, depression, anxiety, and low self-esteem are more prevalent in those who have sedentary lifestyles. Movement and muscle-strengthening activities release endorphins that boost energy levels and mood for immediate results. In the long term, exercise habits build strong bones and muscles, but it also builds neural pathways that allow for a strong mind. This improved connection boosts our functionality, positivity, and sense of happiness.

One of the most overlooked forms of exercise, dancing, enhances the brain-body connection and improves emotional awareness. When we dance, rigid emotional patterns are broken, allowing us to find new thought processes. This helps creative juices to get flowing, and it breaks negative thought cycles in our minds. So, this is your cue to take a dance break! You might just be surprised by how refreshing it is.

Whatever your choice of movement is, be encouraged knowing that it has the opportunity to improve your physical well-being, and boost your mental state in return!

The Great Bend City Council is expected to be at full strength for the
first time since last December. At next Monday’s meeting, a motion will be
presented to the governing body to approve the mayor’s recommendation to fill the
4th Ward councilmember vacancy. 
The city council, consisting of eight councilmember seats, is divided into four
wards. Each ward has two councilmembers representing their section
of town. 
Brock McPherson, a 4th Ward representative, has missed 16
consecutive meetings. In June, the council passed an ordinance stating when a
council member fails to take the oath or is absent from four consecutive
regular meetings that the position will be deemed vacant. 
Interested citizens residing in the 4th Ward had until Aug. 14 to submit an application to fill the vacant seat. 
Mayor Cody Schmidt will recommend an appointment for the position at Monday’s
meeting. The meeting begins at 6:30 p.m. at City Hall.&nbsp; &nbsp;&nbsp;
