Transportation professionals, advocates and community members across Kansas are invited to attend the Kansas Department of Transportation’s Walk Bike Roll Kansas Active Transportation Summit taking place in McPherson from Sept. 20 to 22.

The three-day, in-person event will feature the newest Kansas Active Transportation Plan and launch a new model for the Safe Routes to School program in Kansas.

Sessions for the first two days are action-oriented and focus on creating connected and equitable communities that normalize walking, biking and rolling. Mobile workshops will also allow attendees to partake in group bike rides and walking tours of newly-constructed projects in McPherson. The half-day session on Sept. 22 will focus on planning, educating and programming Safe Routes to School projects, and the program’s new logo and website will be unveiled.

A few speakers at the event will include BikeWalkKC Policy Director Michael Kelley, who is the keynote speaker, and city and community leaders from Dodge City, Wichita and Salina.

“Many Kansans cannot or choose not to drive,” said Jenny Kramer, KDOT’s Active Transportation Manager. “Communities can improve the quality of life for all their residents by expanding transportation systems to include options for people to safely walk, bike and roll.”&nbsp;&nbsp;

A limited number of travel scholarships to the event are being offered by the Sunflower Foundation. KDOT to host Active Transportation Summit in McPherson

Pre-K through seventh-grade students, and high school freshmen in USD 428 return to class on Wednesday, with the rest of the students joining Thursday. But Great Bend teachers officially returned to class last Thursday. The Great Bend Chamber of Commerce and 50 area businesses, as well as the GBHS Marching Band, welcomed all the teachers, including 28 new faces or teachers changing roles.

"We're thrilled," said USD 428 Public Information Director Andrea Bauer. "Every year, we anticipate a certain amount of turnover. We have 270 teachers in USD 428, so having 28 new teachers, that's roughly 10 percent for retirements and people moving out of the area."

Enrollment figures fluctuate across all school districts each year. That is not the case for USD 428. The district had 2,873 students last year for its official county. Early enrollment numbers match that figure exactly, though it is likely to change before the official Sept. 20 count that will determine funding for the following year. At 973 students, Great Bend High School will have its biggest count in years.

"The last two years, our middle school has been really full with those seventh and eighth-grade classes," said Bauer. "Now it's ninth grade's turn. The team at the high school will be really busy this year, but I think it will add some excitement to the halls and to everything we do."

Assistant Superintendent John Popp reported at last Monday's board of education meeting that all teaching positions in the district are filled, though 12 spots will be occupied with long-term substitutes. Ten instructional coach positions remain open.

Great Bend district ready to welcome new students, teachers

What does science say about happiness? Do we have any research on what creates happiness? Yes, actually there are hundreds of studies on happiness. A recent webinar, sponsored by Wyandotte County K-State Research and Extension explored this interesting topic. The webinar was presented by Michelle Lane, certified nurse leader and health coach.

Happiness can be defined as a combination of how satisfied you are with your life plus how good you feel on a day-to-day basis. We all want happiness! Are there certain things that we can do to help us achieve happiness? We know that happiness is not about having things, money, or sex. Science tells us that 10% of your happiness is determined by your circumstances, 50% is biologically determined, and 40% of your happiness is controlled by your thoughts, actions and behaviors. What is the lens which you view your world?

The mind and body are related. Happy people are less like to have cardiovascular disease, better immunity, heal faster, have a healthier diet and live longer. Johns Hopkins has done over 40 years’ worth of research on this subject. Diseases progress quicker in people with a negative outlook. Happiness can add 7 ½ years to your life, which ironically is the same as when people quick smoking! Mental health is extremely important.

A bulk of happiness comes from the four major chemicals which are made in our gut. When we are fetuses inside our mother’s womb, the brain and brainstem actually pinch off from the cells that make up your stomach. The old saying about a gut instinct or your second brain are so true! Good gut health is important as we literally are what we eat! Dopamine, oxytocin, serotonin, and endorphins are the magical quartet of hormones that affect how we feel. Dopamine motivates us to act. When we accomplish something, dopamine is released into our blood stream. Oxytocin is the love hormone and is triggered through social bonding, eye contact, and attentiveness. Giving hugs is a great way to release oxytocin. Serotonin flows when you feel important or significant. Gratitude is a great way to recognize someone or praise them, which increases serotonin. What would happen if we put down our phones and paid more attention to our mate, parents, or children? UV rays also help create serotonin so getting a little bit of sun each day (20 min) can help mood. Finally, endorphins are released in response to pain and stress. They help relieve anxiety and depression. Strenuous exercise gives us lots of endorphins. Spicy foods and cold showers also release endorphins.

What else can we do throughout our day to increase happiness? Nurturing relationships are important. Feeling connected with at least 3 other people helps alleviate stress. Physical markers such as blood pressure or cholesterol have less to do with how long we live then the social interactions we have as we age. Isolation and loneliness decrease life span. Doing something you enjoy every day that allows you to find your flow and lose yourself to the experience creates happiness. Be intentional about new experiences, help others, be kind and be grateful. Doing these things will create happiness that is long lasting.

KOERNER: How you define happiness

The mosquitos are not going to go away on their own. Following several inches of rain on Aug. 9, several communities in Barton County have experienced an overload of the dangerous pests. The city of Hoisington announced Monday it will be spraying three times this week, including Wednesday and Friday.

"We've had quite a few phone calls, emails, and social media messages that we knew we needed to do something different," said Hoisington City Manager Jonathan Mitchell. "We're really going to try to make a big impact this week by going three times, which is more than I can ever remember doing it in one week, then we're probably going to take it down to two the following week, then see where we're at at that time."

Mosquitos are most active at dusk and dawn, and Hoisington will try to hit the bugs during that peak of activity.

"We typically advertise it as 8 p.m. to midnight but we may go a little earlier, so to be safe, maybe 7 p.m. to midnight would probably be a good time to avoid being outside," Mitchell said.

West Nile Virus associated with mosquitos typically peaks in August and September. There have been four reported cases of the disease in Kansas this year.

BCC Board of Trustees meeting agenda (8/22)

Barton County received another clean audit report on its financials. Tuesday morning, the county commission heard from Senior Audit Manager Jami Benyshek with Adams Brown, who completed the audit for the dates Jan. 1, 2022, through Dec. 31, 2022.

"The nuts and bolts are that you have an unmodified opinion on your audit report, which is a clean audit opinion," she told the board. "The best type of opinion that we can issue."

Benyshek reported a few minor issues. The solid waste fund went over budget authority though no repercussion is required. Because the county spent more than $750,000 in federal funds, a single audit was performed on the Coronavirus state and local fiscal recovery fund. One payroll allocation in the amount of $156 was incorrectly applied to a grant.

"Overall, I thought the audit went really well," Benyshek said. "I know there have been some challenges with all the moving and so many moving parts at Barton County. Overall, I thought it went really well. All the employees were great to work with and answered our questions as timely as they could. We appreciate all their help getting the audit done."

Barton County entered 2023 with just over $25 million in unencumbered cash. County Administrator Matt Patzner explained that amount is merely a "snapshot" of the county's finances on that particular day, with most of that money being distributed to various departments and entities in 2023.

Barton County receives clean opinion on 2022 financial audit

If your street has been chip and sealed, please continue not to park on it. Starting Wednesday, Aug. 23, crews will be going back onto those streets and putting a fog coat on top of it. Once the fog coat has been applied, it is advised not to drive on it for at least two hours after initial application. This work could last until next Wednesday Aug. 30.

We will attempt to contact those who are still parked on the streets.

For the first time since last December, the Great Bend City Council was fully “staffed” Monday night. The eight-member board has been operating with
seven councilmembers the past eight months due to the absence of Brock
McPherson. 

With a recent ordinance put in place forcing McPherson to resign
because of so many unexcused absences, Mayor Cody Schmidt organized a committee
to recommend a replacement. "Councilmembers Natalie Towns, Davis Jimenez, Jolene Biggs and myself interviewed two applicants last Thursday," said Schmidt. "It was a mutual agreement that we would like to recommend appointing Rickee Maddox. The council approved the recommendation with a 7-0 vote. Maddox will serve the remainder of McPherson’s 4th Ward term that
will expire in January 2025. 
In June, the council passed an ordinance stating when a council member fails to
take the oath or is absent from four consecutive regular meetings that the
position will be deemed vacant. McPherson missed 16 consecutive meetings.&nbsp; &nbsp;&nbsp;

Barton County Sheriff's booking activity (8/21)

For years, the Rodeway Inn &amp; Suites on the west side of Hoisington has been part of the Choice Hotels chain. Vikram Singh and his family recently purchased the business and have gone away from the chain. New Park View Inn &amp; Suites signage was installed late last week.

"We're going to independently operate with our family," Singh said. "We're going to provide a better service at a more economical price because there's not going to be a third party involved in it."

The Singhs come to Hoisington from Mt. Carmel, Ill., and have previously owned a hotel and other businesses. The transition was made official on Aug. 10, and previous reservations were moved to other Choice hotels. Moving forward, Singh said the hotel is once again ready to serve travelers in central Kansas.

"We will still cater to the hunting community and also we will do special rates for the workers who decide to come do some work around Hoisington," he said. "For the long-term stays there will be special discounts."

The bar inside the Rodeway Inn has been closed but will reopen soon. Singh said more renovations may be planned in the future but for now, getting signage replaced has been the priority.

In 2016, the Great Bend City Council voted to extend the hours for
alcohol and liquor sales and allow Sunday sales of liquor and cereal malt
beverages. Fast forward to 2023, the city council will now consider extending
the hours in which liquor stores and other retailers can sell alcohol on
Sunday. 
The current law within the City of Great Bend is that alcohol can be sold from
12 p.m. to 8 p.m. on Sunday. State law has changed to give local governments
the authority to permit 9 a.m. to 8 p.m. for liquor sales on Sunday. Hearing a
suggestion to leave the sale times alone, Mayor Cody Schmidt said there is
already a business in town disregarding the ordinance. "We're starting to realize there is a certain business in town that is selling it at 9 a.m. on Sundays, and others are not," said Schmidt. "We have some that are already doing because the state said they can. They don't realize there is a difference in state and city." 
Liquor sales within Great Bend are allowed from 9 a.m. to 11 p.m. Monday
through Saturday but have the restricted hours on Sunday. Councilmember Alan
Moeder was in favor of drafting an ordinance to coincide with the new state law
of allowing Sunday sales to begin at 9 a.m. "We have to be somewhat consistent with all the other communities in the area," said Moeder. "They can start selling at 9 a.m. six days a week, what difference is one more day?" 
City Attorney Allen Glendenning will draft an ordinance for the change, and the
city council can further discuss the topic and vote on the issue at the Sept. 5 meeting.&nbsp; &nbsp;&nbsp;

Following the completion of her master's degree, Ostmeyer began her career at an outpatient clinic in Junction City, where she dedicated her skills to serving primarily pediatric patients. In addition, she achieved a professional milestone in 2019, earning her certificate of clinical competence from the American Speech-Language Hearing Association - a nationally recognized professional credential that serves as a mark of excellence in the Speech-Language Pathology profession.

As a speech therapist, Ostmeyer’s primary focus lies in pediatric care, with a particular emphasis on working with children facing developmental delays and disorders, specifically Autism Spectrum Disorder. Her specialized experience allows her to provide personalized treatment, ensuring each child's unique needs are met with the utmost care and attention.

The government reported a six-million barrel drawdown in U.S. crude stockpiles, reducing inventories to 439.7 million barrels as of August 11. That's about one percent below the five-year seasonal average. Stockpiles rebounded somewhat last week after a historic drawdown of 17 million barrels the week before. The current tally is the lowest since January 11. EIA said crude imports last week rose nearly half a million barrels per day to 7.2 million barrels per day. The four-week average is about four percent higher than a year ago. U.S. crude production rose 107,000 barrels per day. The average for the week through August 11 is just short of 12.7 million barrels per day, about half a million barrels per day higher than a year ago. The benchmark Nymex crude-oil contract settled Friday at $81.25 per barrel, posting its first weekly loss since the week of June 23. Prices were holding steady on Monday, with the September Nymex contract trading over $81. London Brent was just a few cents shy of $95 per barrel by midday. Kansas crude prices drop two dollars in two weeks and now equal to the price posted on the first of August. Kansas Common crude at CHS in McPherson starts the week at $71.50 per barrel. The weekly Rotary Rig Count from Baker Hughes shows 642 active rigs, down five oil rigs and six gas rigs. Louisiana and West Virginia were each down three rigs. North Dakota, Ohio and Oklahoma each dropped by two rigs. Independent Oil &amp; Gas Service reports 17 active drilling rigs in eastern Kansas, which is up one from last week, and 26 rigs west of Wichita, which is unchanged. Kansas operators have spudded 176 wells so far this year, down 34 wells from last year. Total footage is down 27%. Operators completed 33 new wells in Kansas, of which 22 are in Western Kansas including one each in Barton, Ellis, and Russell counties, and two in Stafford County.&nbsp; Kansas regulators approved 19 new drilling permits this week, ten of them in Western Kansas, including two in Ellis County. An oil tanker suspected of carrying sanctioned crude oil from Iran offloaded its cargo near Texas over the weekend, three months after it was seized under the U.S. sanctions intended to limit Iran's nuclear program. Ship-tracking data analyzed by The Associated Press showed the crude was moved in an hours-long ship-to-ship transfer near Galveston. The ship is too large to enter the port, so it needs what are called "lightering agents" to transfer the oil to smaller ships. That process got underway Sunday. Iran has threatened retaliation against any company taking part in the transfer. It's still not clear exactly how much crude is involved. The government refuses to comment until they actually have the cargo. An appeals court in Washington has derailed a plan to extend existing rail lines along Colorado's Interstate-70 corridor into Utah's booming Uinta Basin. The court ordered the Surface Transportation Board to reconsider what it called the "paltry discussion" of the potential environmental impact of the line. The Administration announced $3.5 billion in funding for two carbon removal projects, designed to suck carbon dioxide pollution out of the air. Occidental Petroleum is developing 100,000 acres on the famed King Ranch in South Texas in one project. Another project is underway near Lake Charles, Louisiana. The Energy Information Administration predicts output from the seven major U.S. shale basins will average 9.44 million barrels per day in August and a little less, 9.41 million per day in September. The monthly Drilling Productivity Report predicts an average of 981 barrels per day for new shale wells in September. That's up 11 barrels per day from EIA's August forecast.&nbsp;&nbsp;

News from the Oil Patch: Crude inventories plummet again

On Thursday, Aug. 17 at 12:02 a.m., an officer with the Great Bend Police Department made a traffic stop on a white Chevrolet pickup truck in the 900 block of Morton Street. The vehicle was occupied by two male juveniles. 

During the traffic stop, the driver admitted that they had stolen the pickup from a property near Odin. The Barton County Sheriff's Office contacted the victim who confirmed that the truck was stolen. It was determined that the juveniles had also burglarized a farm house near where the truck had been parked and caused extensive damage. 

The juveniles were arrested, transported to the Barton County Jail and booked in lieu of bond. The pickup was released to the owner.

<a href="http://www.linkinc.org/">LINK</a>, based in Hays, has opened a dual diagnosis program for people who struggle with addiction and have disabilities.

Program clients participate in individual or group therapy. The program offers addiction recovery groups for women, men and will soon be starting a group for youth ages 13 to 17.

LINK also offers outpatient addiction treatment services in Spanish.

The program is the only one of its kind in the area. The next nearest dual diagnosis program is in Topeka.

Clients can be referred by social service agencies, medical providers or self-referred.

Angie Zimmerman, Link CEO, said disabilities, physical or mental, occur commonly with substance abuse disorder. This can include recovery from trauma and Post Traumatic Stress Disorder.

According to the National Institute on Drug Abuse, of the 20.3 million adults in the United States who have substance abuse disorder, 37.9 percent of them also have a mental illness.

Of the 42.1 million people in the United States who have a mental illness, 18.2 percent also have a substance abuse disorder.

Zimmerman said people who are suffering with mental illness may use drugs or alcohol to numb the pain of that illness.

The LINK program seeks to treat the whole person, she said.

"If you treat the addiction and not the mental health issue, then the addiction is going to be right back there," she said.

Alisha Hammerschmidt, lead substance abuse counselor, gave the example of someone who had an anxiety disorder but also uses marijuana.

"We have to look at the whole situation and understand if the weed that's causing the panic attacks. Is the weed actually helping the panic attacks?" she said.

"In the long term, there's so much that goes into that circle, we're going to dive into, and I don't want to discontinue one for the other. We need to look at all of it."

A LINK client in the program, who wished to remain unidentified, recommended the program to others with dual diagnoses.

"I have been an addict and dealing with mental illness for 15 years," the client said in a written note. "I have been through multiple treatments over the years, and this program with both mental health and addiction is the best program I have ever been in."

Addiction treatment models have lagged behind mental health treatment as a whole, Hammerschmidt said.

Instead of clients watching videos or completing worksheets, Hammerschmidt is using more interactive curriculums with her clients. She plans to use play therapy with the youth group.&nbsp;

"A big issue with teens is that they don't know how to have fun without substances," she said.

Adults also need to find ways to express themselves and self-soothe without using drugs or alcohol, she said. LINK keeps a cabinet with fidget spinners, stress balls and other similar items the clients can use during groups.

LINK offers case management to its dual diagnosis clients. That program can help participants with a variety of life skills. Those could be budgeting, scheduling or as basic as meeting food and hygiene needs.

Peer support is another component. Clients are matched with other clients in the program. It could be woman to woman, two people of a similar age or two people who have similar disabilities.

LINK offers paid recovery coaches who are peers who have been sober for at least one year.

LINK offers advocacy on both an individual and system-wide basis. An advocate recently helped a client resolve a landlord issue.&nbsp;&nbsp;

The center takes Blue Cross Blue Shield insurance.&nbsp; Treatment can be covered by Medicaid, which many people who are on disability qualify for.

The program recently received two grants to help pay for services for people who are uninsured or underinsured. Dane G. Hansen awarded the program $25,000, and the Robert E. and Patricia Schmidt Foundation awarded the program $100,000.

LINK has a coalition that meets quarterly that gives input on improving the dual diagnosis program.

Program offers combined treatment for disabilities, mental illnesses

I had the opportunity last week to attend the Kansas Ag Summit presented by the Kansas Department of Agriculture. I appreciate this event each year as it provides networking opportunities as well as new perspectives about ag in Kansas.

The focus this year was on water issues and workforce. Both are hot topics, currently, and as long-term discussions for producers, industry professionals, and educators at many levels.

There are many aspects to workforce issues and I’d like to touch on one that each one of us can impact. Think about the young people in your world. Am I setting a positive example of how to shake hands, introduce myself, and look someone in the eye while meeting them? Am I setting examples of work ethic and responsibility? Am I setting examples and having positive discussions about work attire or uniforms for different roles?

Looking “professional” depends entirely on your role! An attorney or accountant has a different professional look than a dental hygienist or store clerk; just as a teacher and a mechanic have different professional attire. All are representing their employer and that is an important detail to remember.

The language we use can also impact someone’s perception of us and our capability. Using complicated words when not necessary can give the impression of arrogance; alternately, using obscenities can leave an impression of unprofessional behavior. Please note – I am not a language prude but am very conscientious of whom else may be around and the setting I am in!

Understanding that showing up on time and ready to work is respectful of others you work with, work for, and customers. I started waiting tables when I was 13 and there are always tasks that I didn’t love then and don’t love today but it is important that they be completed for the best of everyone else. I was so impressed by several of our 4-H members who worked in the concession stand during the fair this year as their response to a task – whether washing dishes or wiping tables – was a smile and action!

We all want the young people in our world to be happy, successful adults who contribute in a positive manner to society. That begins by the example from each one of us and sharing our expectations.

 </figure>I had the opportunity last week to attend the Kansas Ag Summit presented by the Kansas Department of Agriculture. I appreciate this event each year as it provides networking opportunities as well as new perspectives about ag in Kansas.The focus this year was on water issues and workforce. Both are hot topics, currently, and as long-term discussions for producers, industry professionals, and educators at many levels.There are many aspects to workforce issues and I’d like to touch on one that each one of us can impact. Think about the young people in your world. Am I setting a positive example of how to shake hands, introduce myself, and look someone in the eye while meeting them? Am I setting examples of work ethic and responsibility? Am I setting examples and having positive discussions about work attire or uniforms for different roles?Looking “professional” depends entirely on your role! An attorney or accountant has a different professional look than a dental hygienist or store clerk; just as a teacher and a mechanic have different professional attire. All are representing their employer and that is an important detail to remember.The language we use can also impact someone’s perception of us and our capability. Using complicated words when not necessary can give the impression of arrogance; alternately, using obscenities can leave an impression of unprofessional behavior. Please note – I am not a language prude but am very conscientious of whom else may be around and the setting I am in!Understanding that showing up on time and ready to work is respectful of others you work with, work for, and customers. I started waiting tables when I was 13 and there are always tasks that I didn’t love then and don’t love today but it is important that they be completed for the best of everyone else. I was so impressed by several of our 4-H members who worked in the concession stand during the fair this year as their response to a task – whether washing dishes or wiping tables – was a smile and action!We all want the young people in our world to be happy, successful adults who contribute in a positive manner to society. That begins by the example from each one of us and sharing our expectations.Keep Learning! Sometimes the scheduling just does not work out. The city of Great Bend has been spraying for mosquitos each Thursday evening since June. However, a significant rain storm on Wednesday, Aug. 9 set residents up for a worst-case scenario for the pesky insects. Alicia Boor, an agriculture and natural resources agent in the Cottonwood District for K-State Research and Extension, calls it a timing issue. 

"The reason we're seeing so many is they breed and it takes seven days, normally, in standing water for the eggs to hatch," she said. "If you recall, seven days ago we had a very large rainstorm that left a lot of puddles of standing water."

There are ways to minimize exposure to mosquitos. They are most active at dusk and dawn, so avoid being outside during those times when possible. Treated long-sleeve shirts and pants are an option, but the most practical option is simple bug spray.

"The more DEET the repellent contains, the longer, not better it will protect you," Boor said. "You need to have good coverage of that. Just pay attention to the label when you're using it."

Boor said the insects will eventually develop a resistance to sprays used by the city, and the public can do its part to eliminate numbers by emptying standing water immediately after rains. Using a mosquito dunk or putting fish in ponds and cattle tanks to eat mosquito larvae before they hatch is also an effective way to keep numbers down.

Citizens can do their part to mitigate mosquitos in Great Bend

PRATT COUNTY—Three drivers avoided serious injury following an accident that just occurred just after 7:30a.m. Monday in Pratt County.

PRATT COUNTY—Three drivers avoided serious injury following an accident that just occurred just after 7:30a.m. Monday in Pratt County.The Kansas Highway Patrol reported a 2001 Kia Sorento driven by Macaiden Sky&nbsp;Dwyre, 17, Pratt, was westbound on U.S. 54 just west of River Road.The Kia rear-ended a 2018 Dodge Journey driven by Ruth Hoeme&nbsp;McFarland, 54, Pratt, that has slowed for other traffic. The impact sent the Dodge into the rear bumper of a 2011 Chevy Silverado driven by Ashley Reed&nbsp;Spease, 16, Pratt.&nbsp;Occupants of all three vehicles were checked by Pratt Co EMS and refused transport. Dwyre's parents transported her in a private vehicle to Pratt Regional Medical Center. All three were properly restrained, according to the KHP.
