Great Bend USD 428 would like to inform the community that Great Bend High School’s Memorial Stadium will have restricted access during final stage of the complex renovation, beginning Sept. 5, through Sept. 21.

Hellas will begin laying the track surface soon, with plans to have Memorial Stadium reopen on or before GBHS Homecoming scheduled for Friday, Sept. 22.

Moving forward, Memorial Stadium will be closed at night from 9 p.m. (or when an activity concludes) to 5:30 a.m., daily.

“We appreciate the community’s understanding and patience during the construction process,” said Matt Westerhaus GBHS Activities Director. “For students, athletes, walkers, and the community as a whole, the finished product is going to be worth the wait!”

Crude prices have gained four dollars and change in just the last two trading sessions. The benchmark Nymex crude contract settled Friday over $85 for the first time since November 15th last year. Prices were up another two percent in midday trading Tuesday, with Nymex crude over $87 and London Brent over 90.&nbsp;

Kansas Common crude at CHS in McPherson starts the week at $75.75 per barrel. The average price for Kansas crude in August was $71.69 per barrel, compared to just under $66 in July and over $90 in August of last year. Current Kansas prices are about four dollars higher than a month ago.

Kansas regulators report 83 new intent-to-drill notices in August, including one in Barton County, three in Ellis County, one in Russell County and one in Stafford County. So far this year, the Kansas Corporation Commission reports 901 new intents statewide, down 280 from the tally at the end of August last year.

The Rotary Rig Count from Baker Hughes continues a string of declines, dropping by one to 631 rigs, the lowest total since February 7th.&nbsp; The count in Texas was down one.

The Kansas Rig Count from Independent Oil and Gas Service is unchanged from last week, down 2.6% from a month ago, and 35% lower than a year ago. Drilling was underway Friday on one lease in Ellis County and about to get underway on another.

Kansas regulators approved eight new drilling locations statewide last week, with seven in Western Kansas including one in Barton County. The year-to-date tally is 834 new permits, down 274 permits from last year at this time. Independent Oil &amp; Gas Service reports operators completed 32 wells across Kansas last week or 1,152 so far this year. That's up 88 wells from last year at this time. Kansas operators have spudded 844 wells so far this year, down 272 wells from a year ago.

Crude production in the United States topped 12.8 million barrels per day in June for only the fourth time in history. Leading the way was Texas with over 5.5 million barrels per day in June, and over 5.6 million for the first half of the year. New Mexico, in second with 1.8 million barrels, remains about 700-thousand barrels per day ahead of North Dakota in third. The total in Kansas dipped slightly to 75,000 barrels per day, but the average for the first and second quarters of 2023 remains at 76,000 barrels per day.

U.S. crude inventories continue to drop despite continuing record-level production. U.S. crude-oil stockpiles dropped by another 10.6 million barrels last week. Not including the Strategic Petroleum Reserve, the total is just shy of 423 million barrels as of August 25th. That's about three percent below the five-year seasonal average and the lowest government report since the first week in January.

EIA said production averaged over 12.8 million barrels per day, unchanged from a week earlier and about 684-thousand barrels per day ahead of a year ago.

The Energy Information Administration said crude imports were down more than 300,000 barrels to 6.6 million barrels per day. The four-week average is 12 percent higher than a year ago.

The refinery fire in Garyville, Louisiana was finally declared out after burning four days. Investigators say a storage tank leaked and caught fire Friday morning in a containment dike. Ten people were treated for heat stress or minor injuries. The Marathon Petroleum facility north of New Orleans is the third-largest refinery in the U.S.

News from the Oil Patch: June crude production 4th best ever

RUSSELL COUNTY —Law enforcement authorities investigating a drowning at Wilson Lake have identified the victim as 52-year-old Andrew M. Jauch of Colorado, according to a media release.

On Tuesday morning, divers recovered his body. Through investigation it was learned that the boat Jauch was riding in had broken down and that Jauch had jumped into the water to cool off. Due to windy conditions, Jauch was separated from the boat.

The other occupants attempted to assist him, but their efforts were also hampered by the windy conditions.

RUSSELL COUNTY —Law enforcement authorities are investigating a possible drowning at Wilson Lake, according to a statement from the Russell County Sheriff's Office.

Just before 4p.m. Monday, a man went missing while swimming in the lake. The Kansas Department of Wild life and Parks, Army Corp of Engineers, Russell County Rural Fire, Kansas Highway Patrol and Russell County EMS all&nbsp; responded to assist the Sheriff's Office with the search.

The sheriff's office will release additional details after family has been notified.

The 51st National Convention of the Sons of the American Legion was held at Charlotte, NC, August 25-27, 2023. At the convention, Terry Harris, Larned, KS resident and member of Argonne Squadron 180 in Great Bend, was elected to the high office of National Vice Commander. 

Terry is a 60-year member of the Sons of the American Legion, having gained his membership eligibility through the service of both his father (Joseph A Harris Jr, US Army) and his mother, (Della M Harris, Women’s Army Corps). Terry has served in many roles in the Sons, including Squadron Commander, District Commander, Detachment Commander, and Detachment Adjutant. He has served on numerous national committees, including Children &amp; Youth, and Membership where he served as Midwest Region Chairman. During his tenure on the Membership Committee, the Midwest Region achieved 100% membership for the first time in many years. Terry looks forward to his year as a National Vice Commander, traveling the country visiting Detachments around the country.

Informational forum on baiting and feeding wildlife Sept. 21

One of my favorite youth development authors is Dr. Tim Elmore. I have several of his Habitudes book series, follow him on social media, and regularly listen to his podcast titled “Leading the Next Generation.”

Earlier this week, he utilized a quote from Arianna Huffington that I really appreciate as a youth development professional. Huffington stated, “We need to accept that we don’t always make the right decisions, that we’ll screw up royally sometimes – understanding that failure is not the opposite of success, it’s part of success.”

None of us like to fail and yet, it is a part of growth and development. Does an athlete succeed immediately? While they may have a great deal of natural talent and ability, they still need practice to hone their skills. Missing the mark is motivation to get closer and closer each time which is actually a small dose of failure.

Do great speakers capture everyone’s attention every time and from the first moment? Again, they may have a presence and sense of humor that cause others to stop and listen but if they can’t effectively get a point across, they will lose their audience. Good speakers practice and learn techniques to help them be better with each engagement and will evaluate the less than stellar moments which are small failures.

No human is going to cruise through life without some failures; some moments where – if they are self-aware – they would like to disappear. It happens to all of us! We say something in a moment of frustration or anger that we’d like to take back. We are just sure of a fact only to find out that we were mis-informed.

The learning takes place when we can evaluate a lesson, make amends, and move forward without dwelling on the error. One of my favorite things to ask 4-H youth about when I am judging their project is what was the hardest part of their exhibit or what did they struggle with the most. It is usually where the most learning happened!

So, while none of us want to experience failure for ourselves or our kids, if we can keep the perspective that it is a part of growth and a necessary part of success, we’ll be a little stronger for the experience.

BERAN: Understanding and growing from failure

SALINE COUNTY —A Kansas teen was injured in single-vehicle accident that occurred just before 3:30p.m. Sunday on N. Brookville Road in Saline County.&nbsp;

According to Saline County Sheriff Roger Soldan, Cadence Halfhill, 17,&nbsp; Ellsworth, was traveling southbound in the 2800 block of N. Brookville Road when the tire of her&nbsp; 1997 Ford Explorer dropped off the edge of the roadway causing her to swerve.&nbsp;

"She tried to come back onto the road but overcorrected and ended up swerving back to the right again," Soldan said. "The SUV rolled down through a ditch out into the pasture, taking out a fence and a tree."

Salina EMS transported her to Salina Regional Health Center for treatment of an injured arm and a broken leg, according to Soldan.

&nbsp;The SUV was in a place where the vehicle couldn't be seen from the road so she had to crawl up to be scene by someone on the road. The driver of a passing vehicle saw Halfhill and stopped to call 9-1-1, according to Soldan.

LA CROSSE —&nbsp;<a href="https://www.midlandmarketing.org/" target="_blank">Midland Marketing</a>&nbsp;broke ground on Friday for two new grain storage bins west of its current facility at 1015 Oak in La Crosse.

The facility has bunker storage, but the new $6 million facility will include two 250,000-bushel grain bins and inbound and outbound scales.

Midland Marketing officials had hoped to have the new bins open by wheat harvest this summer, but supply issues with transformers and motors might delay the opening until the fall harvest.

The current La Crosse facility has bunkers. Those will remain. The new bins will increase capacity at the site and should allow for faster grain unloading. The bins also will be able to better preserve the grain compared to the bunkers.

The current retail facility will remain open. Midland will not be hiring any new staff for the expanded facility.

Midland Marketing hopes to eventually connect with the nearby railroad track for rail transport of grain.

Midland Marketing serves almost 1,000 member-owners and more than 4,100 customers. With a combined storage capacity of almost 12.6 million bushels, it has elevators in Hays, Brownell, Hargrave, La Crosse, McCracken, Natoma, Palco, Plainville, Toulon, Yocemento and Zurich to meet the needs of area producers.&nbsp;

On Sept. 2, at about 10:30 p.m., a deputy with the Barton County Sheriff’s Office came in contact with Wendell Akins, age 63 of Ellinwood. Akins was stopped at 250 N. Main Street in Hoisington.

Akins had an outstanding felony warrant issued by the Barton County District Court. The warrant was for felony DUI, failing to stop at an injury accident and driving while suspended. During the course of the arrest, the deputy located a bag containing suspected methamphetamine as well as drug paraphernalia.

Akins was transported to the Barton County jail without incident and booked on the warrant which has a $40,000 bond as well as requested charges of possession of methamphetamine and possession of drug paraphernalia. Those charges have a $10,000 bond.

Ellinwood man arrested for DUI warrant & drug charges

Barton's Fine and Performing Arts Departments will present the annual Faculty Recital and Exhibition including music, theatre, dance, and visual art at 5:00 p.m. Sept. 14 in the Shafer Gallery. Admission is free, and light refreshments will follow the event.

Instructor of Dance &amp; Fine and Performing Arts Coordinator Danika Bielek said this year’s collaborative event highlights the professionalism and talent of Barton’s Fine and Performing Arts faculty to show the artist within the teacher.

“Many of our arts faculty have long careers as artists themselves,” she said. “It is good for our students to understand that there is always an element of sharing in the arts, whether it is sharing what you’ve learned in your career with students or sharing the stage with your arts colleagues.”

In addition to the music, theatre, and dance presented that evening, visual art faculty from all of Barton’s campuses will exhibit artwork in a slideshow and live. The event gives an opportunity for new faculty introductions as they share the space with veteran arts faculty.

New Instructor of Ceramics Mark Freeman said getting a full-time position at Barton has been a dream come true. “This school was not a steppingstone for my academic career,” he said. “It was a launch pad. I remember displaying my art in the Shafer Gallery as a student and feeling a sense of pride. Now, as a member of the art faculty, I am honored to once again have the opportunity to display my work in this beautiful space.”

Adjunct Instructor of Guitar Aleia Gonzalez is another new faculty member who will take the stage at the recital.

"I'm really excited about performing in the faculty recital for the first time at Barton since I just started teaching here this fall,” she said. “I am also looking forward to sharing a couple of original arrangements&nbsp;of Latin American pieces&nbsp;for guitar and piano that I’ve made with Barton Keyboard Instructor Dr. Alejandro Avila. I can't wait to see my new colleagues perform and share their music with fellow colleagues, students, and the community."

Water is a precious, finite resource. That is the basis for an ongoing legal battle in Stafford County. Details are still sparse on the rules that would take effect Jan. 1, 2024, which may have drastic economic impacts for the county. Orrin Feril, manager for Big Bend Groundwater Management District No. 5 (GMD), is hopeful to be able to implement a resolution that will benefit all parties involved.

"I think this region has water resources abundant enough that we can find a resolution that allows for operations at Quivira (National Wildlife Refuge), as well as irrigated agriculture in this region," he said. "We don't experience the same types of water shortages as they do out west, but we don't get the rainfall like they do in the eastern part of the state. We're caught right in the middle."

In the next 15-30 days, Kansas Department of Agriculture Chief Engineer Earl Lewis is expected to release the details of a water rights administration plan that will affect up to 1,300 holders of water rights in the region. Feril said depending on what action is taken, the area economy could lose $6-24 million annually.&nbsp;

"Be informed," he said. "Be a part of this process. There are a lot of rumors going around, a lot of speculation going around on what may or may not happen. Be informed before you buy into every rumor that's out there. Give us a call here at the district. We're more than happy to walk through the concerns and address those as best we can."

The water rights issue stems back decades. In Kansas, time is an important factor in water law.

"It's called First in Time, First in Right," Feril said. "The first person in line to apply for that permit has rights over the person behind them in line. It's all about the timing when you applied for and received that permit."

Quivira National Wildlife Refuge is owned by the U.S. Department of the Interior and maintained by the U.S. Fish and Wildlife Service (USFWS). The refuge received its water rights permit, entitling it to more than 14,000 acre-feet of water each year, in 1957. Many of the other permits in Stafford County were issued in the 1970s and beyond. That makes those permits junior to USFWS' water rights.

In the 1990s, USFWS began making assertions Quivira was not receiving all the water it was entitled to. Over the next several years, GMD worked with USFWS and the state of Kansas to resolve the issue of balancing water access in the region. 

In 2013, USFWS officially filed an impairment claim stating that water users upstream of the refuge in the Rattlesnake Creek region were impairing the refuge's ability to divert its water. That triggered the state to conduct an investigation that lasted three years. In 2016, the state issued its report in agreement with USFWS. The report further said water rights curtailment and/or stream-flow augmentation would be necessary to resolve the issue.

GMD and partners continue to look into how various resolutions will impact the area. GMD is charged with management of the water resources in the region. By statute, GMD has an obligation to use its resources to ensure proper management and conservation of groundwater resources, and to prevent economic deterioration of the region.

That's what GMD has done since its inception in 1976. But in 2019, the state proposed the idea of direct administration of water rights, which would curtail water rights junior to those of the refuge. 

"That process was stopped right as it was getting started by Senator Moran, who met with then-Director of U.S. Fish and Wildlife Service Aurelia Skipwith in Washington, D.C."

Since then, GMD has been working directly with USFWS to work towards a resolution. The goal is to meet the water demands required for Quivira to serve as a wildlife refuge, but also to maintain economic viability for the region. In 2020, GMD and UWFWS signed a Memorandum of Agreement that outlined the pieces of that resolution.

"We are still in that process," Feril said. "We were obviously slowed down by the COVID-19 pandemic, and other pieces of this have been slowed down due to the availability of staffing and availability of contractors for fieldwork. Even with the delays, we are still on schedule and on budget for it, which is kind of a unique situation to be operating a federal project that is on time and on budget."

In January 2021, GMD was able to unveil the framework for the watershed plan. It allowed the public and agencies to review the plan and offer feedback. A similar opportunity is expected early in 2024.

"We've spent a lot of time and effort on this planning with our consultants out of Kansas City, Nebraska, and New Mexico to try and get this thing pushed across the finish line," said Feril.

Then USFWS filed a Request to Secure Water earlier this year. That prompted Lewis to take action this calendar year to secure water for the 2024 calendar year. Details are sparce, but in previous meetings, Lewis has said that could mean reducing water use by 30 percent in the area. Feril said shutting off water rights to 800 water rights permits, under one proposal, could have a $6-12 million economic impact annually on Stafford County. Curtailing water rights for some 1,300 permit holders would double that impact.

"That poses a significant potential economic impact to the region that is already below the poverty line and that is very ag centered," Feril said.

Fall Frenzy in Larned: Shopping, food & open houses

When Derek Yarmer, MD, accepted his new position as Emergency Department medical director at Pawnee Valley Community Hospital (PVCH), he was already familiar with the healthcare facility.

“I had a basic understanding of what the hospital has to offer because of its working relationship with HaysMed where I care for Emergency Department patients,” said Dr. Yarmer, an Albert native. “After seeing Pawnee Valley Community Hospital first-hand, I was really impressed with the facilities and the staff.

“PVCH is well-equipped to care for patients and has great laboratory and radiology support.”

In his new position in Larned, Dr. Yarmer will supervise the providers, and review and create policies and protocols.

Dr. Yarmer graduated from Otis-Bison High School in 2003 and then earned a degree in chemistry at Fort Hays State University in 2008. He graduated from the University of Kansas School of Medicine in 2012 and performed his residency at the University of Missouri-Kansas City, graduating in 2015.

Since then, Dr. Yarmer has cared for Emergency Department patients at HaysMed.

He lives in Hays and his parents reside in rural Albert.
