From a spare farm bedroom to a storefront business in downtown Ellinwood, Kansas Earth and Sky Candle Co. has grown into one of the leading home fragrance candle companies in the Midwest. The company's products have now been nominated for the Kansas Manufacturing Council's Coolest Things Made in Kansas contest. Scott and Jennie Andersen created the company in 2016.

"I saw a very expensive candle in a magazine, and I had asked my husband if I could buy it," Jennie said. "He said, 'No, I'll make you a candle.' Three hundred dollars later he made me a candle."

The Andersens made candles for family and friends that year, then sold their products for the first time at a Christkindlmarket in Ellinwood. Then Kansas Wetlands Education Center approached them about selling the candles out of their gift shop. Now, the company's candles, scents, and lip balms are sold in museums around Kansas, including at the state capitol building in Topeka. Scott also owns Forcefield Design, a creative graphic design firm, and Jennie credits that with helping the business grow.

"This started as a side project, kind of a whim, but because he has a background in branding, art, and e-commerce, he was able to quickly throw together the candle website," she said.

Kansas Earth and Sky's soy candles are among the 30 Coolest Innovation nominees in the Coolest Thing Made in Kansas contest. Vote on your favorite products by 11:55 a.m. on Saturday, Sept. 9. Coolest Things Made in Kansas contest includes candles made in Ellinwood

There are all kinds of television shows about judges, attorneys, criminals, and even the facilities in which they are housed. Barring A&amp;E's highly-scripted and overly-dramatized reality show "Dog the Bounty Hunter," which ran from 2004 to 2012, there are few shows about the bonding side of the criminal justice system. An ongoing homicide case in Sedgwick County has put the industry back into the spotlight. 

On Sept. 1, 19-year-old Daryon Boone allegedly shot and killed 69-year-old Norma Williams as she was driving home through Wichita from a football game. His bond was set at $500,000, and he was released on that bond over the weekend. Stacey Farris, an agent with Ace Bail Bonding in Great Bend, said there are no hard rules about how much of the original bond a defendant must pay to an agent to be released from jail, but the industry standard is 10 percent. She's spoken with the Kansas Bail Agents Association about the case.

"I think the industry has high levels of respect for law enforcement and judicial discretion," she said. "So whenever there are complaints from sheriff's officers and law enforcement, people pause and explore some options about how we can maintain that working relationship with them."

Most counties use a predetermined bond schedule to determine the bond amount for any particular crime. Judicial discretion allows judges to increase or decrease that amount on a case-by-case basis, or even release the defendant on an own-recognizance bond without paying any money. Bond agencies alleviate some pressure from the system by taking on all duties pertaining to bonds, including assuming responsibility for the bond when the defendant does not show up in court.

"The criminal justice system is so important, and if a defendant is not present in court, that obviously interrupts how the system flows," Farris said. "We like people to be in court for that reason, but there is also that financial motivation that we are going to be paying a large sum of money if we can't do what we told the court we are going to do."

Since arrests are made at all hours of the day, bonding agents are technically on the clock all day, every day.&nbsp; Once the defendant is booked and a bond is set, the defendant can reach out to any number of bondsmen.

"I try to make myself quickly available when people are arrested," said Farris. "They don't like to sit in jail longer than they need to. I try to be available in a timely manner."

Bonds can run the gamut from $100 to $1 million to no bond. Bonding companies post surety bonds, which is like underwriting an insurance policy. Defendants typically pay 10 percent of the stated bond amount, which they will not get back, and they are released. If the bond is later forfeited, the agent is responsible for 100 percent of the original bond. Defendants may also be required to pay cash bonds, which require 100 percent of the stated bond, but may also be returned to the defendant or applied to fines.

Bonding agents weigh many factors in determining whether to process a bond, including whether or not a friend or family member will vouch for the defendant. As far as the charges are concerned, agents do not typically discriminate. The matter will ultimately be resolved in court, and the agent's sole job is to ensure the defendant shows up. Failure to Appear charges are often an exception.

"If you see someone who has missed court and missed court, maybe they're not a person we think will reasonably show up next time," said Farris. "That's ultimately what's most important to us is doing what we tell the court we're going to do, which is getting the defendant there. If you believe in innocent until proven guilty, it's hard to say you can't bond them on this charge. It's almost putting guilt on them automatically."

Bond agents are aware of court times and often remind defendants they need to be in court. When the defendant fails to appear, a warrant may be issued for that person's arrest. A hearing may also be scheduled to forfeit the bond. Bond agencies have their own recovery agents to help track down defendants before that money is paid.

"There is a licensing process to be a recovery agent," Farris said. "We do not use anyone who is not licensed. Part of that is just making sure you know what you can and can't do. It varies from state to state. Our recovery agents do travel out of state to pick people up."

There is also a human element to bond work, Farris said. Many defendants have jobs or families to get back to. She enjoys being able to help. "My heart is with people who struggle because we have all been there, and if not, our time is coming," she said. "I find so much richness in being able to relate and connect with people in all walks of life."

Summer is filled with colorful fruits and vegetables, from watermelon to tomatoes to fresh corn on the cob. It’s the season to indulge in foods that are tasty and good for you, too!

We all know that it’s important to include fruits and vegetables in our diets. Here are a few key factors to encourage you to opt for produce. The fiber in fruits and veggies helps keep you full, helps improve digestion, and helps reduce the risks and effects of several diseases such as heart disease, type 2 diabetes, and high blood pressure.

Many fruits and vegetables are packed with vitamins and minerals that our bodies can't produce on their own. This is why experts recommend filling half of your plate during meals with fruits and vegetables.

By consuming more fruits and vegetables, you fill up faster on low-calorie foods. This can help reduce weight and reduce cravings for sugary and fatty foods. This is because your body is likely getting the nutrients it needs and filling up on fiber. The good news is that whether produce is fresh, frozen, canned, or dried, fruits and vegetables can be consumed year-round.

National Fruits and Veggies Month also comes with a reminder to cut food waste in the United States. The Environmental Protection Agency estimates that nearly 40% of food waste occurs at home.

Before shopping at the store, shop your kitchen first. Plan meals and snacks based on what you have available, and make a meal schedule to help use up produce before it spoils. This will help cut your grocery bill and minimize food waste.

Other tips for reducing food waste include:

· Add perishable foods to a casserole, salad or soup.

· Don’t buy in bulk if it’s not an item you can use quickly.

· Prepare fresh produce so that it’s easy to grab and go for easy snacks.

· If food is spoiled, consider composting if you have space available.

WINKEL: September - National Fruits and Vegetables Month

The future dates are getting scheduled for the process of making $2
million worth of improvements at Great Bend Brit Spaugh Park. The City of Great
Bend has held two meetings so far with BG Consultants, the firm in charge of
creating the design and construction documents. 

Assistant City Administrator
Logan Burns said the field survey is expected to be finished by mid-September.


"The schematic design, which is just preliminary, is scheduled to be completed on September 21...that's when we're going to have our meeting again to see what that looks like again," said Burns. "We're currently on schedule to complete construction documents on January 25, 2024. At that point, we can receive bids."

Dates scheduled for design work on Great Bend park improvements

On Saturday, Sept. 2, at approximately 4:30 p.m., an officer observed a vehicle traveling in the area of 8th Street and Washington Street in the City of Great Bend. The officer observed the driver of the vehicle to be Mark Miller, age 51, who the officer recognized and knew to have a suspended drivers license. 

The vehicle pulled in and parked behind a closed business in the 2500 block of 10th Street. A female passenger exited the vehicle, and began walking away as soon as the officer got behind the vehicle. K9 Menta was deployed for a free air sniff of the vehicle, and indicated to the presence of illegal narcotics.

The female passenger that left the vehicle, identified as Davina Demoret, age 34, was located and detained, as well as another passenger, identified as Lisa Whiting, age 56. 

A search of the vehicle was conducted, and methamphetamine, drug paraphernalia and a pair of brass knuckles were located. All three individuals were placed under arrest, and booked in lieu of $10,000 bonds at the Barton County Jail.

The City of Great Bend is hopeful to wrap up a chip and seal project soon
on several residential streets. As part of annual maintenance funded from the
quarter-cent sales tax, the city hires a company to handle chip and seal
repairs to prolong the life of streets. 

City Administrator Brandon Anderson
said this summer’s project was expected to be finished by the end of August,
but the contractor is waiting for the final fog coat.


"The contractor was going to come back in to fog seal all the streets that were chip sealed," said Anderson. "The heat slowed that down. They held off for one week. They didn't know if it would adhere and cure like it needed to with the heat. They are still in and out of projects."

Once the fog coat is applied, the city advises the public not to drive on it
for at least two hours. Because of this, Anderson recommended residents to refrain

"As soon as we know when they will start, we will get that out," said Anderson. "It could be short notice. We will work with people. This is a good product to come back in on top of the chip seal."

Anderson is hopeful the contractor will begin this week on the fog coat.&nbsp; &nbsp;&nbsp;

Unless you need custom rubber parts, you might not notice T&amp;C Manufacturing just off the highway two miles east of Great Bend. But the business has been around since 1996 and currently employs eight people. Its rubber bumpers, specifically manufactured for another area business, are now a finalist in the Coolest Things Made in Kansas contest. Rubber Division Manager Clint Pangburn explains why the small 3-inch parts are so unique.

"This part in particular, it's a rubber piece that we actually bond to metal," he said. "The bond is so strong that the rubber will actually break its crosslink before the bond actually breaks from the metal. We make them for KWM and they stick them on their front-end loaders."

T&amp;C uses compression, injection, transfer compression molding, and rubber-to-metal bonding to custom manufacture molder parts for other companies. Irrigation gaskets, seals, and O-rings for oil field companies are just a few examples of those products, which are now made easier with a new injection rubber molding machine the company recently purchased.

"This machine pretty much does everything as far as loading the rubber, weighing out the rubber, injecting exactly the same every time," said Pangburn.

T&amp;C's rubber bumpers are among many people's choice products in round one of the Coolest Things Made in Kansas contest. Voting for round one ends at 11:55 a.m. on Saturday, Sept. 9. Great Bend Rec in need of soccer coaches

The annual Cinco de Mayo event at Great Bend's Jack Kilby Square is a showcase for many of the Hispanic businesses in the area. But that weekend represents just a small portion of the calendar for those businesses. The Great Bend Chamber of Commerce will do its part to celebrate the impact of those businesses with its Celebrating Hispanic Heritage Month from Sept. 15 through Oct. 15. Chamber Director Megan Barfield said Hispanic-owned businesses play a large role in the local economy.

"They are very vital," she said. "There are dollars there that that community is spending here in Great Bend, and those businesses added to the culture and diversity, and just different types of cuisines or shopping that's available for people coming in from out of town. It's a huge part. If we can all patronize one other, that helps build the community's economy."

During the month, the chamber encourages citizens to learn about Hispanic history and culture and explore the various Hispanic-owned businesses in the area. Business owners or customers are encouraged to share a success story or good experience relating to a Hispanic-owned business. Some of those stories will be shared in the October edition of the Chamber's Outlook Business Journal.

Rebuilding a program is no small task. Former Great Bend High School wrestling coach Nathan Broeckelman took over the Barton Community College program earlier this year. Ahead of the upcoming season, Broeckelman and his wrestlers will host an Hour A Thon fundraiser from 6-7 p.m. on Thursday, Sept. 7.

"Basically, what we'll be doing is making some phone calls and reaching out to some of our friends and family that our joining the Cougar wrestling team this year," Broeckelman said, "in hopes to raise some funds and money to rebrand the program as well as cover travel expenses, hotels, meals, and everything you can realistically think of when it comes to making a long trip for some wrestling tournaments."

The Cougar squad featured just four wrestlers two years ago and six grapplers last year. Broeckelman has already bumped the roster to 21 athletes and managers ahead of his first season with the program.

"We've got a lot more mouths to feed, obviously, than they've had in the last couple of years, as well as entry fees, hotel room expenses," he said. "We're just trying to get kids excited about wrestling at Barton County at the collegiate level again."

Broeckelman also hopes to be able to use funds for new singlets as part of a rebranding process with the program. A link for credit/debit card donations will be posted during Thursday's Hour A Thon. Anyone with questions about the fundraiser can call or text Broeckelman before or during the event at (785) 871-7981.

Meals on Wheels America of Barton County announced that they are the 2023 third quarter recipients of $10,000 in charitable donations from members of the 100+ People Who Care in Barton County group. 

Meals on Wheels is a non-profit organization founded in 1972 to provide a nutritious, well-balanced meal to persons age 60 and over who are unable to shop and prepare meals for themselves, due to age, physical or mental conditions, or infirmity. Meals are prepared by the Great Bend Senior Center, and are served five days a week in the city limits of Great Bend, Hoisington, and Ellinwood, with as many as 97 meals per day being delivered.

Sadly, as the cost of preparing meals has continued to increase, federal and state funding have not increased. The cost of a meal for those who do not meet the criteria would be $6, and a suggested donation for those who do qualify is $3.50 a meal. As many recipients of the meals are on a fixed income, they may be able to donate $1-$2 a meal. Thus, it has been necessary for Meals on Wheels to find ways to supplement their funding until additional resources can be found. The donations of the 100+ People Who Care in Barton County will assist them in continuing this vital resource in our communities. 

The delivery of a meal by a friendly volunteer may be the only human contact a homebound senior has that day. The socialization, companionship, and well check provide a moment of connection for our seniors, especially if they do not have family nearby who can check in on them each day.

The next giving meeting for the 100+ People Who Care group will be held Tuesday, Nov. 14, 2023, at 5:30 p.m., at the Best Western Angus Inn Courtyard. At that time, representatives from the Meals on Wheels will return to provide an update on how the organization is utilizing the $10,000 gift. Members will also vote to select and nominate local, charitable organizations to receive future funds. Suicide is a preventable mental health crisis. As of 2022, Kansas ranked 17th&nbsp;in the nation for suicides. It was also the second leading cause of death for ages 10-44. And sadly overall, it is the 10th&nbsp;leading cause of death in our State. Every person knows someone that has either attempted or competed a suicide. With work to destigmatize mental health problems surrounding suicide, we can make inroads to reduce both attempted and completed suicides.

Knowing the signs someone is struggling is an important first step. On many occasions, a change in behavior or lack of interest in things they normally enjoy are key indicators.&nbsp;&nbsp;Someone who is struggling may also be anxious or worried. They may mention that they are unhappy or seem quieter or more withdrawn than normal. They may be sleeping more than normal, or are having issues with sleep. They may talk about wanting to die or that life would be better off without them. They may be giving personal items away, and expressing wanting it all to end. These are all major indicators that a person may be suicidal and may need immediate help.

Whether this is for you, or for someone you know, remembering ways to get help are so important. Asking a friend or loved one about suicide will NOT put the thought into their head or increase their risk of dying by suicide.&nbsp;If you or someone you know has mentioned or is experiencing suicidal thoughts or behaviors and need assistance, please call the National Crisis and Suicide Hotline&nbsp;&nbsp;&nbsp;at 988.  </figure>Suicide is a preventable mental health crisis. As of 2022, Kansas ranked 17th&nbsp;in the nation for suicides. It was also the second leading cause of death for ages 10-44. And sadly overall, it is the 10th&nbsp;leading cause of death in our State. Every person knows someone that has either attempted or competed a suicide. With work to destigmatize mental health problems surrounding suicide, we can make inroads to reduce both attempted and completed suicides.Knowing the signs someone is struggling is an important first step. On many occasions, a change in behavior or lack of interest in things they normally enjoy are key indicators.&nbsp;&nbsp;Someone who is struggling may also be anxious or worried. They may mention that they are unhappy or seem quieter or more withdrawn than normal. They may be sleeping more than normal, or are having issues with sleep. They may talk about wanting to die or that life would be better off without them. They may be giving personal items away, and expressing wanting it all to end. These are all major indicators that a person may be suicidal and may need immediate help.Whether this is for you, or for someone you know, remembering ways to get help are so important. Asking a friend or loved one about suicide will NOT put the thought into their head or increase their risk of dying by suicide.&nbsp;If you or someone you know has mentioned or is experiencing suicidal thoughts or behaviors and need assistance, please call the National Crisis and Suicide Hotline&nbsp;&nbsp;&nbsp;at 988. BOOR: Suicide is a preventable mental health crisis

The City of Great Bend expects to collect more than $5.8 million dollars
in property taxes for the 2024 fiscal year, and the municipality voted to stay
even with their Revenue Neutral Rate (RNR) of 45.202 mills.

The Great Bend City
Council held public hearings for their 2024 RNR and budget Tuesday night, and
City Clerk Shawna Schafer said the city does not plan to exceed the RNR
certified by Barton County.


"To protect the amount of the revenue that we levied in the budget, it is recommended that we hold an RNR hearing regardless," said Schafer. "The RNR is calculated off of estimated valuations and not final valuations. Final valuations will come out in November."

The early figures showed Great Bend to collect an additional $16 million in
valuations in the proposed 2024 budget compared to last year. With the increase
in property valuations, the council approved dropping their mill levy from
51.692 in 2023 to 45.202 in 2024.

In August, local band The Heathens opened for the Garth Brooks Tribute Band and Homebrew at Great Bend's Party in the Park. Now, the band is aiming its ambition a little higher. The Heathens have advanced to the quarterfinals in a national contest that will benefit the winning band as well as raise suicide awareness.

"It's a competition put on in conjunction with the American Foundation for Suicide Prevention," said Lyle Jones, singer and guitar player for The Heathens. "The winners of this contest will be performing Saturday, Oct. 14, at the We Can Survive Concert. They will be opening for Kelly Clarkson, Maroon 5, and OneRepublic."

More than 50,000 acts entered the first round of the contest, with the winner traveling to New York City for the big concert. The Heathens are one of 520 acts to make the quarterfinals. The band will need to win their quarterfinal to continue advancing to the next round.

"We are currently third in our group in the quarterfinals," Jones said. "The quarterfinals last through Thursday. If we end up in first our group, semifinals last until Sept. 14, and the finals last until Sept. 21."

Free votes for the band can be cast online once every 24 hours. Great Bend band vying for chance to open NYC concert

NESS COUNTY– The Ness County Attorney says that a deputy who fatally shot a man in August outside a home in Ramson is immune from prosecution under Kansas law.

On Friday, the Kansas Bureau of Investigations (KBI) presented its findings to the Ness County Attorney’s Office following a formal investigation into an Officer Involved Shooting occurring the morning of August 8, according to a statement from Ness County Attorney Jacob Gayer.

At approximately 8:36 a.m. August 8, a call was routed, in the E911 system, to Trego County dispatch. The caller informed Trego County dispatchers he was in Ransom Kansas and was wanting to self-harm. 

Trego County advised Ness County Dispatch. Ness County Sheriff, Brandon Mitchell, was able to establish a line of communication with the then unknown caller which resulted in Deputies locating the individual at a private residence in the city of Ransom, Kansas. 

Deputies of the Ness County Sheriff’s Office responded to the area and were able to establish a perimeter around the home.

At approximately 9:49 a.m. a man later identified as Jesse L. Nicholls, 46, of Ransom, exited the residence in possession of a black semiautomatic handgun. Sheriff Mitchell, initially, was able to obtain compliance from Nicholls who placed the handgun on the ground but still within his reach. 

Negotiations to surrender to law enforcement continued by Sheriff Mitchell but ultimately the subject returned to the handgun, retrieving the firearm, and cycling a round into the chamber of the weapon.

Nicholls charged towards Deputies before discharging, towards officers, a single round. A member of the Ness County Sheriff’s Office returned fire striking Nicholls who dropped the firearm. 

Medical personnel and members of the Sheriff’s Office began immediate life saving measures ultimately proving unsuccessful.&nbsp; Nicholls died of hiss injuries sustained in the incident. 

The Kansas Bureau of Investigations was requested to conduct an investigation into the Officer Involved Shooting. 

“After reviewing the reports from the KBI, the body worn cameras and taking into consideration the information available to the deputy at the time, Ness County Attorney Jacob Gayer ruled, in his professional opinion, the deputy was entitled under current Kansas law to use deadly force for the purposes of selfdefense. 

"First, the deputy had a sincere and honest belief that their life was in danger and that it was necessary to use deadly force to defend themself. Secondly, a reasonable person in the deputy’s circumstances could have reasonably perceived the use of deadly force was necessary."

"Charges are not appropriate against the deputy in the death of Jesse L. Nicholls, on August 8."
