Barton County Sheriff's booking activity (9/22 - 9/24)

For 17 years, the Great Bend Fire Department hosted a spaghetti feed as
a fundraiser. The event, usually in early November, would raise money through
ticket sales and raffles so the fire department can give back to the community.


Firefighter Chad Burroughs, leading the Social and Charities committee for
GBFD, said it was time to change directions with the department’s fundraiser.


"The spaghetti feed doesn't seem like it would very labor intensive, but it takes a lot of people to pull that off," said Burroughs. "Everybody is so busy that it was getting hard to get the people needed to pull that off. I was looking for something that us firemen can enjoy too, as well as members of the community."

Getting rid of the spaghetti feed, the Great Bend Fire Department will launch
their first Holiday Extravaganza on Dec. 2. The
Christmas-themed event will sell $40 tickets for the fundraiser that will begin
at 5 p.m. at the Great Bend Events Center. The night will include a dinner from
Boots Style BBQ and entertainment from Dueling Pianos Road Show. 

Burroughs said
tickets will go on sale online Oct. 1. 


"We will generate a QR code with that and post it on our social media and posters," said Burroughs. "The QR code will take people directly to the site to purchase tickets. At the event, we'll have a handful of raffle prizes. Tickets for the raffle will only be sold at the door."

Tickets will also include one drink ticket. Burroughs said there will be 600
tickets available for the Great Bend Fire Department Holiday Extravaganza.&nbsp; &nbsp;&nbsp;

The Kansas Wetlands Education Center, just northeast of Great Bend, installed interpretive signs on the nature trail. KWEC can change the designs and information, which they plan on doing at least quarterly. 

"Challenge yourself to a round of Cheyenne Bottoms Animal Olympics as you enjoy a half-mile, paved walk.  Try them during the Butterfly Festival this Saturday, 9 a.m. - 12:30 p.m."

KWEC thanked&nbsp; Jim Bowman, KWEC General Maintenance and Repair Technician, for doing the bulk of the work to get the signs in the hard ground.

a.m. Tuesday, September 19 shows no change for our area this week.&nbsp; The interesting part of the map is that
extreme and exceptional drought areas are now concentrated in eastern South
Central and western Southeast Kansas to the north and east of Wichita.&nbsp; As of today, much of Western Kansas is in
adequate to good shape for planting wheat.&nbsp;
The six to ten-day outlook (September 26 to 30) indicates a 60 to 70%
chance of leaning above normal for temperatures and normal precipitation (not
much).&nbsp; The eight to fourteen-day outlook
(September 28 to October 4) indicates a continued 60 to 70% chance of above normal
temperatures and to a 33 to 40% chance of above normal for precipitation.&nbsp; Slightly cooler temperatures to conserve soil
moisture and plant wheat would be nice. &nbsp;&nbsp;

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Today’s topic concerns when a
producer might consider breaking rules.&nbsp;

was the correct protocol straight from K-State’s Crop Production Specialist
such as eliminating volunteer wheat and planting after the fly free date.&nbsp; Good advice straight from Manhattan,
Kansas.&nbsp; If you haven’t read the article,
take the time to find it.&nbsp; However, there
is one thing about planting the article didn’t consider.&nbsp; A reason or two to plant early.&nbsp; Breaking that rule.

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; K-State hinted that there may be a
reason or two to plant earlier than the optimum.&nbsp; Why that fly free date or the BPMP (Best
Plant Management Planting Date).&nbsp;
Originally, it was to ensure that when wheat was planted, it would
establish its tiller system past the date when the chances of Hessian fly
laying their eggs would be minimized.&nbsp;
The date here, north of the river is the end of this month.&nbsp; South of the river more like the first week
of October.&nbsp; It’s based on the average
date of the first frost.&nbsp; Here around
mid-October.&nbsp; It also helps prevent the
wheat curl mite from transmitting Wheat Streak Mosaic Virus to the crop and can
even help prevent Barley Yellow Dwarf transmission early.&nbsp; All true, however, we are dry and have been
overall for two plus years.&nbsp; So why plant
early?

&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; South of the river on the sandier
soils, wheat producers plant when there’s moisture since it can disappear
quickly and they need plant establishment and the ground covered.&nbsp; They also want to develop as deep a root
system as possible.&nbsp; With an uncertain
long-range precipitation outlook, it may be better to establish the crop as we
now delaying planting until we have moisture, especially after November 1
usually results in much less tillering and decreased yields.&nbsp; The other reason K-State considers valid is
for grazing.&nbsp; Another reason this year is
for some, seed is in short supply and early planting can help compensate for
lower plant populations with more tillering.&nbsp;

The right amount of people for opening day is how Cheyenne Bottoms Wildlife Manager Jason Wagner described the setting for opening day of teal season on Sept. 9. Wagner said 64 hunters checked into the Bottoms on the GoOutdoorsKS mobile app, though given some issues with the app, the number was likely closer to 100 hunters on opening day.

"I felt like it was one of the better teal openers we've had in a long, long time," Wagner said. "I was surprised it wasn't overly crowded like I was expecting. I was expecting a lot of people in a small space."

Wagner recalled more than 800 hunters at the Bottoms for opening day in 2020 when more of the land was covered by water. Given the limited amount of water present now, Wagner said the 100 or so hunters on opening day still had plenty of room to find ducks.

"It was just really nice," he said. "People behaved themselves. There wasn't that competition for your spot, competition to shoot your birds. It was a very pleasant opener."

With a limit of six ducks per hunter, Wagner said the opening day crowd averaged more than five ducks per hunter. Two weeks later, that average is still better than four ducks a hunter. Teal season comes to a close on Sept. 24.

"Most of the people were out of the marsh by 8 in the morning," said Wagner. "That's a good sign when it's that early in the morning and most people have already shot their limit. There's plenty of opportunity."

The Barton Performing Arts Department will host its annual “Autumn Arts” sneak preview concert at 7:30 p.m. Oct. 5 in the Fine Arts Auditorium. The show will feature performances by the Barton Music Department and Barton Dance Theatre. Admission is free.

Fine and Performing Arts Coordinator Danika Bielek is excited to get the students onstage.

“The “Autumn Arts” concert is our students’ first chance to perform together in the formal setting of our Fine Arts Auditorium,” she said. “There is so much excitement from the performing ensembles to get out under the stage lights and do what they have prepared for. This year, parts of the program will include fun moments when the audience can interact with the performers. It will be a great time.”

Performing ensembles will give the audience a sneak preview of what the groups will be presenting this year. Groups who will take the stage include Hilltop Singers, Concert Choir, Prairie Winds Concert Band, Jazz Ensemble, and Barton Dance Theatre.

Barton Performing Arts Department presents 'Autumn Arts' concert

Fort Hays State University’s Astronomy Club will set up telescopes at the Kansas Wetlands Education Center on Oct. 6, giving students and other observers the chance to see the Andromeda (M31) galaxy as well as other deep-sky objects. Led by Dr. Jack Maseberg, associate professor of physics, and Dr. Paul Adams, dean of the College of Education, this event is a non-formal opportunity for the public to learn more about the objects in our galaxy.

In addition to the Andromeda Galaxy, a barred spiral galaxy approximately 2.5 million light-years from Earth, the telescopes will be pointed toward Jupiter, Saturn, and nearby M32, M110, M2, M13, M15, and M45 galaxies.

Kody Kirk, 2019 KAMS graduate, will also set up an astrophotography station that looks at specific kinds of hydrogen, oxygen, and sulfur in deep-sky objects that produce unique images in the sky.

This event is open to the general public from 8:30-10 p.m. Refreshments and storytelling will help create a fun evening for all.

The Golden Belt Community Concert Association will present renowned cello and vocal duo Branden &amp; James with singer/songwriter Effie Passero in concert at 7 p.m. Tuesday, Sept. 26, in the Great Bend Municipal Auditorium, Lakin and Stone.

This GBCCA event is open to association members. No single concert tickets are available. The concert association has reached its seating capacity for members and will not be accepting additional memberships until its spring 2024 membership campaign.

Tenor Branden James was a finalist in Season 8 of America’s Got Talent. James Clark is an Australian-born cellist, pianist and arranger. This duo has made the best of a curious play on names, since James is Branden’s last name while James is Clark’s first name.

Both are classically trained – James as a vocalist and Clark, a cellist – but together they create their own style of classical-crossover music. They now travel worldwide performing their classically-inspired music with charm and wit. They were named Best Unsigned Artists of North America by Music Connection magazine in 2020.

The two have teamed up with Effie Passero of Postmodern Jukebox and American Idol fame for this tour. With her classically-trained soprano voice, Passero performs a wide range of music from opera to rock. Over the past two years, she has performed internationally with “Postmodern Jukebox.” The award-winning trio will bring to life some of Broadway’s favorites, well-known classics and modern pop songs.

In 2023, there were higher-than-normal levels of Fusarium head blight in northwest Kansas due to untimely rainfall while wheat was flowering. Affected seed lots should be tested for germination (recent eUpdate article on seed tests and considered as candidates for a seed treatment containing a FRAC 3 or FRAC 11 fungicide (such as difenoconazole, prothioconazole, or tebuconazole).

CAMPBELL: Seed treatment important part of wheat production

In 2020, the Environmental Protection Agency (EPA) held a public meeting
to discuss potential contamination at a site near the Great Bend Municipal
Airport. The former Plating Inc. building on west 6th Street used
to be a chromium and zinc plating facility. Chromium is a metal used mainly for
making steel and other alloys and is considered a contaminant of concern.


Operations at Plating Inc. stopped in 2005, the company filed bankruptcy and
the site was abandoned in 2006. 

Monitoring the site for years, Great Bend City
Administrator Brandon Anderson said the EPA is preparing for on-site construction
activities for the remedial action.


"I don't believe the site is any worse than it was, they're (EPA) just remediating the problem," said Anderson. "They have it pinpointed what needs to be hauled off. There will be a substantial amount of dirt moved with that. They'll monitor it after that as well."

Removing the dirt will prevent current and future exposure to the chemicals.
Domestic water supply wells for two businesses were impacted by the
contamination and were supplied bottled water. 

Anderson said Clint Sperry, a
Remedial Project Manager with the EPA, will present to the Great Bend City
Council on Oct. 2. 


"He'll talk to us about the precautions the EPA is taking to make sure that is a safe project," said Anderson. "I've asked them to come in advance of that to give an update to the council and the public so we can be assured they're also working on some public information pieces."

The cleanup at the site is being funded by the Bipartisan Infrastructure Bill
(BIL) which allows the EPA to clean contaminated sites through the federal law.&nbsp; &nbsp;&nbsp;

According to the Federal Aviation Administration (FAA), as of January 2023, there were more than 871,000 registered drones in the United States, with more than 307,000 certified Remote Pilots flying those drones. This month, the FAA was set to update drone regulations under a new Remote ID rule. Rachel Mawhirter and staff at <a href="https://www.marketingmavenconsulting.com/">Marketing Maven Consulting</a> often use drones in their line of work. The FAA is now giving pilots until March 2024 to comply, and Mawhirter said the new rules will impact virtually anyone who flies a drone.

"The FAA has always regulated commercial drone pilots, meaning people who fly drones for agricultural imaging, videography and photography, shipment deliveries, anything like that," she said. "The FAA and other government agencies are now implementing new regulations that also regulate drone pilots who are hobbyists or just using it for fun."

A promotional video about the new rules released by the FAA likens Remote ID to a digital license plate for unmanned aircraft systems (UAS). The goal is to ensure all drones are being operated in a safe manner in authorized areas. The new rules require the drones to broadcast information like location, altitude, and takeoff location from takeoff to shut down. Public safety officials may then request that information from the FAA. Unauthorized pilots will not be able to fly a drone.

"Everyone who owns and operates a drone for any reason, whether it's professional or personal, has to do a couple of things," Mawhirter said. "They have to register their drone with the FAA, which has always been advised. When you buy a drone it prompts you to do that but you could skip it. Now, you won't be able to skip that part. It also requires you to complete an assessment about flying skills and FAA rules."

Failure to comply with the new rules could result in revocation of a pilot's license and a civil penalty up to $27,500. Mawhirter said those who depend on drone technology should be ready for the changes in advance.

"For us as a business, we're gearing up and getting prepared by having all of our pilots already go through all these things and making sure we're situated before that happens," she said. "But for even hobby drone pilots or people who use them as students, it's going to be really important that they're ahead of the game so they're not unable to use their drone once those changes take effect."

Great Bend company among many impacted by new drone regulations

Every hunter is sure of the shot as he or she releases. Unfortunately, not all deer go down easy. There are people who specialize in tracking injured deer. Cheyenne Bottoms Wildlife Manager Jason Wagner said most of the dogs used on the Kansas Deer Recovery Facebook page are certified through organizations like United Blood Trackers. Before contacting a tracker, however, hunters should know where to send the dog.

"The tracker is going to want to know the exact location of where that deer was hit, within a yard," Wagner said. "They need to know exactly where they were standing when that deer was hit. Also pay attention to direction, how that deer reacted when it was shot, the direction that deer traveled, all those fine little details."

Wagner recommended calling a tracker sooner rather than later. A group of hunters stomping through the woods can dilute the scent of a wounded deer, or get it on their boots and spread it around. Deer release a distinct odor through the interdigital gland. The dogs, Wagner said, can usually track the deer even without blood.

"There's a gland between their hooves," he said. "When that deer is shot or wounded, it starts secreting this scent. It gets a little waxy in there. As it's running off, it leaves this different scent than all the other deer that the dog is keying on."

Four years ago, Hillside Envisions in Larned started its Farmer's Market which runs every Saturday from the first weekend in June through the first weekend in October. On Saturday, Sept. 30, the event will be accompanied by the third-annual Hillside Art Show, which will showcase 26 local and regional artists. Hillside Co-Owner Dody Burkey said it all begins that Friday evening with an opening reception from 6:30 to 8:30 p.m. 

"Their things range from realism to abstract," she said. "Really, there's something for everyone. I truly am excited about it. Chartwell Services from Sterling College each year has provided the hors d'oeuvres for our reception. Eric Richards, their executive chef, prepares that and serves that. We also have wine and lemonade that evening."

The Farmer's Market will run from 8-11 a.m. on Saturday morning, with the art show running from 10 a.m. to 4 p.m. The artists have worked with ink, colored pencils, acrylic, and oil, and some use mixed media including string, metal, and wire. The event is free to the public.

"The artists pay no fee to show their art, and we don't take any commission," Burkey said. "It's really a win-win situation all the way around."

Hillside Envisions is located at the former Hillside Elementary School, 502 W. 5th Street in Larned. This year, the art moves outside with a pair of vehicles from CarTopia, including Rodney Wood's Scrabble car and Rex Rosenberg's Chewbaru.

Nearly 30 artists featured at Larned's Hillside Art Show Sept. 30

The $2.4 million water meter project in Great Bend is coming to a close,
with a few of the larger water meters still needing to be installed with the
Automated Meter Infrastructure (AMI). The automated meter readers expect to
generate up to a 3% increase in revenue with the elimination of aged water
meters that have lost accuracy. 

Suggested at the Great Bend City Council
meeting, Public Works Director Jason Cauley said staff will perform a
walkthrough prior to the Oct. 6 contract date with Zenner USA.


"At this point, we still have a meter reader go out and do some reading as well," said Cauley. "That could be something we have her do to double check all of those meters."

The new digital program sends the meter reading to the water department’s billing office, eliminating the need for staff members to walk around town gathering the readings.

The switch to the AMI system caused 156 leaks throughout town. In early August,
city crews had that number down to 36. Cauley said as of Wednesday afternoon,
the number of reported leaks related to the AMI transfer is at 29.


"We are dwindling those numbers," said Cauley. "They are some still out there. Last week, we were on a hold because we replaced the fire hydrant near the Barton County Sheriff's Office. This week we're getting back on those leaks."

Property owners with leaks from the recent transition have been able to get the
extra expense written off their bills.&nbsp; &nbsp; &nbsp;

"That could be something we have her do to double check all of those meters."The new digital program sends the meter reading to the water department’s billing office, eliminating the need for staff members to walk around town gathering the readings.The switch to the AMI system caused 156 leaks throughout town. In early August,
city crews had that number down to 36. Cauley said as of Wednesday afternoon,
the number of reported leaks related to the AMI transfer is at 29.
"We are dwindling those numbers," said Cauley. "They are some still out there. Last week, we were on a hold because we replaced the fire hydrant near the Barton County Sheriff's Office. This week we're getting back on those leaks."Property owners with leaks from the recent transition have been able to get the
extra expense written off their bills.&nbsp; &nbsp; &nbsp;

Leaks from water meter transition in Great Bend starting to dwindle

According to the Kansas Breastfeeding Coalition, nearly 90 percent of new mothers in Kansas begin breastfeeding after giving birth, but only half of those parents are still breastfeeding six months later. The Coalition designated the Barton County Health Department as a "Breastfeeding Friendly Local Health Department" for its work in supporting breastfeeding families. WIC and Breastfeeding Coordinator Bev Frizell explained the award.

"We are doing seven steps to help promote breastfeeding and to be a breastfeeding-friendly facility," she said, "so when our clients come in, they know they don't have to worry about breastfeeding here. They can breastfeed without any peer pressure to not."

The health department has met the seven criteria required for the designation, including community engagement, staff education, and client education and support. Staff has a referral system with local hospitals so they can contact new mothers within days of giving birth to answer any questions or concerns about breastfeeding.

"We also provide prenatal breastfeeding education," Frizell said. "We have breastfeeding classes for pregnant moms who would like to learn about breastfeeding before their babies are born, what to expect during their breastfeeding journey."

The Kansas Breastfeeding Coalition has also recognized the health department and Barton County Courthouse for its support of employees who wish to breastfeed.

Anyone in the community is welcome to attend the health department's Breastfeeding Support Group on the second and third Wednesday each month.
