While the new city building being constructed at the 12th
Street and Baker Avenue intersection in Great Bend will mostly be referred to
as the police station by many, the Justice Center will also include a new
municipal courtroom. The $8.8 million project, funded mostly through a .10%
sales tax, will move the courtroom from Williams Street. 

Great Bend City
Attorney Allen Glendenning said the change will include the courtroom’s
separate entrance for the public.


"It'll be more of a courtroom," said Glendenning. "It's easier to get in and out of. There's also going to be a separate, with a door that closes, for conferences between attorneys and their clients. Right now that is basically done in the hallway or stepping outside.

An open house on Oct. 20 will allow the public to view the new
courtroom and the rest of the 20,100 square-foot Justice Center. The ribbon
cutting will take place at 10 a.m. and citizens are welcome to tour the
facility until 6 p.m. on Oct. 20.&nbsp; &nbsp; &nbsp;

"The new courtroom will be more convenient and better for everyone I think," added Glendenning.

September is National Food Safety Education month. Every year, according to the Centers for Disease Control and Prevention (CDC), about 1 in 6 people get sick, 128,000 are hospitalized and 3,000 die from eating contaminated food. Getting sick is never fun and is usually quite an inconvenience. What can you do at home to help prevent getting sick? The Partnership for Food Safety Education breaks it down into four easy steps: Clean, Separate, Cook, and Chill.

The first step is clean. Wash hands and surfaces often. We have heard it so many times but washing hands really does cut down on all types of illnesses including foodborne illnesses. Keep counter tops and other kitchen surfaces clean. How often do you clean out your refrigerator? Yep, that needs to be cleaned regularly also! After wiping the dirt off countertops, surfaces should be sanitized with a solution of one tablespoon bleach and one gallon of water. Cutting boards should also be washed in between preparing each food. Also remember to wash your produce under running water before eating or peeling them to prevent the spread of bacteria.

Step two is to separate. Be careful not to cross-contaminate. Separate raw meat, poultry, seafood and eggs from other foods in your grocery cart, grocery bags, and refrigerator. Use different cutting boards and utensils for each type of food and never place cooked food on a plate that had raw meat on it. If you marinate foods be sure and boil the marinade before using it on cooked foods.

Step three is to cook meats to an internal temperature of at least 145 degrees and 160 degrees for ground meat where contamination is more likely. Poultry should be cooked to 165 degrees. Color is not a reliable indicator. Use a food thermometer that has been properly calibrated. Check the thickest part of the meat. Raw eggs can be a source of contamination. When using a microwave to heat up foods again use your food thermometer to check the temperature.

Finally, step four is to chill leftovers quickly as possible to prevent the growth of bacteria. Keep the refrigerator at 40 degrees or less. Do not let foods set at room temperature for more than two hours. Do not thaw food at room temperature. To thaw foods, use one of three methods: in the refrigerator, in cold water, or in the microwave. Cook food immediately when defrosting in water or the microwave.

The Hoisington Chamber of Commerce is more than three weeks removed from
their biggest event of the year. The 127th Annual Labor Day
Celebration in Hoisington wrapped up this year with a different look. 

Chamber
Director Karen Baldyga said plenty of events kept the public busy, despite the
lack of a carnival.


"The demolition derby went well, and the kickoff barbecue, street dance and of course, the actual parade," said Baldyga. "Those things have always done well, and they continued to do well this year."

Following the COVID-19 pandemic, many carnivals shut down. The remaining
carnival vendors are choosing events that generate the most cash, oftentimes
larger cities and counties.


Baldyga said the Chamber Board and herself have already started thinking about
adding events for the 2024 celebration, specifically events directly after
Monday’s parade downtown.


"I'm always looking for suggestions, help and volunteers," said Baldyga. "When people are at other fairs or festivals, feel free to grab business cards and bring them to me. I make all the calls and reply to everybody. I'm happy to do that if you come up with a great idea."

Baldyga noted great success with the kids’ events this year may warrant more
features being added for the kids.&nbsp; &nbsp;&nbsp;

Looking for new ideas for Hoisington’s Labor Day celebration

More than two months later, cleanup continues from the July 16 storm that damaged many trees and structures in and around Great Bend. One less visible way the storm has impacted residents is with vehicle titles. Barton County Treasurer Jim Jordan said if your car was totaled, it's important to know how that information was submitted to the state by the insurance company.

"In the state of Kansas, if your car has been salvaged due to hail or wind, we don't brand the title as a salvaged title," he said. "You need to make sure you get a letter from your insurance company that says 'hail or wind damage' so you don't have to brand your title as salvaged."

Having the correct title can impact the renewal of registration coming up in the new year. Jordan said, for the first time in half a decade, the state will be updating its vehicle plates with a blue and gold design that includes the motto, "To the Stars."

"The new plates are going to have four numbers and three letters," he said. "It used to be three letters and three numbers, now it's going to be four numbers and three letters."

With the HVAC renovation project ongoing at the Barton County Courthouse, the treasurer's office is located at the former JC Penney building in Great Bend located at 1500 Kansas Ave.

The arrival of fall does not mean the end of the severe weather season. Severe thunderstorm warnings were issued Tuesday evening in portions of Rush and Pawnee counties. Photos of a funnel on the ground near Alexander between Rush Center and Ness City generated lots of debate: was it a landspout or a tornado? Chance Hayes, Warning Coordination Meteorologist with the National Weather Service in Wichita, said it was a landspout and explained the difference.

"They are similar in that they're both rotating columns of air in contact with the ground," he said. "The difference between a true tornado and what we consider a landspout is the type of storm it comes from."

Tornadoes come from supercell thunderstorms that contain a rotating updraft. That updraft, Hayes said, is merely air rising into the atmosphere and spinning as it does. Landspouts typically occur at the beginning of a storm when the white and puffy cumulus clouds begin to rise and pull any circulation along the ground up with them.

Hayes said that's likely what was photographed Tuesday in Rush County, and because landspouts are not powerful, tornado warnings are typically not issued. 

"Because there is such a low threat to structures, and an even lower threat to lives, we don't feel like all the bells and whistles need to be sounded because it's so much weaker than a typical tornado that we will issue a special weather statement," Hayes said.

Hayes said landspouts may cause damage to trampolines that are not anchored or to old structures like barns or sheds. Should a landspout move into a heavily populated area that may experience more damage or flying debris, the National Weather Service may choose to issue a stronger warning.

U.S. crude prices hovered near $90 per barrel on Monday, after settling above that mark on Friday. By midday Monday WTI for November delivery was fetching $89.94 per barrel. London Brent was trading over $93 by lunchtime. Kansas Common crude at CHS in McPherson starts the week at $80.25 per barrel after gaining 25 cents on Friday.

Baker Hughes reported a big drop in drilling activity. The Rotary Rig Count dropped by eleven rigs last week, eight oil rigs and three gas. Texas was down five; New Mexico and Oklahoma were each down two.

The Kansas Rig Count from Independent Oil and Gas Service was unchanged from a week ago, down five percent from a month ago, and down 39% from a year ago. Drilling was underway Friday on leases in Barton and Ellis counties, and operators were about to spud a new well in Russell County.

State regulators okayed ten new drilling permits last week, all of them in Western Kansas including one in Ellis County.&nbsp; Operators completed 34 wells last week according to Independent Oil &amp; Gas Service. There was one in Barton County and one in Stafford County.

The government said U.S. crude-oil inventories dropped by more than two million barrels from the ten-month low reported last week. The current tally from the Energy Information Administration is 418.5 million barrels, not including the Strategic Petroleum Reserve. That's about three percent below the five-year average for stockpiles at this time of year. U.S. production dropped slightly last week but remains in record territory, over 12.9 million barrels per day for the second week in a row.

EIA said U.S. refiners imported an average of 6.5 million barrels per day last week. That's down 1.1 million barrels per day from the week before. Over the last four weeks, imports averaged nearly eight percent more than in the same four-week period last year.

California officials are touting their new gasoline-marketplace oversight with the discovery of a questionable transaction in the gasoline-futures market two weeks ago. Officials say one transaction spiked gasoline prices by half a dollar, at a time when they were already rising. The state's Division of Petroleum Market Oversight also places some of the blame on refiners' planning failures during maintenance, as well as rising crude prices.

The United States is setting export records for propane. The government reported record U.S. exports of petroleum products during the first half of this year. The Energy Information Administration said propane and other hydro-carbon gas liquids set the pace, driving a two-percent increase in total product exports. Exports of gasoline, diesel and jet fuel were all down compared to a year ago.

News from the Oil Patch: U.S. setting propane export records

The first day of fall was Saturday and that means one of the area's growing traditions is back. Long Pumpkin Patch, 163 NE 30 Road just outside Great Bend, begins its 15th season on Saturday, Sept. 30. Owner Roger Long said there will be plenty to pick this fall.

"Our berries are a little bit better this year," he said. "We had that last year, people could come out and pick blackberries and raspberries along with the pumpkins."

The patch will again allow families to pick pumpkins from the vine, and will feature the corn maze, gourd launcher, and culvert swing and corn pit. A story walk has been added as part of the corn maze this year, and guests can practice their roping with a saddle and steer head. Long said the ongoing drought had little impact on what the pumpkin patch has to offer.

"Even our dryland produced pretty well," he said. "We had enough rain throughout. What really hurt us last year was not just the drought but the heat. It wasn't as bad this year. It didn't come at as bad a time."

Long's Pumpkin Patch is open Sept. 30 through Halloween. Hours are 10 a.m. to 6 p.m. on Saturday and 1-5 p.m. on Sunday.

Long Pumpkin Patch, 163 NE 30 Road just outside Great Bend, begins its 15th season on Saturday, Sept. 30. Owner Roger Long said there will be plenty to pick this fall."Our berries are a little bit better this year," he said. "We had that last year, people could come out and pick blackberries and raspberries along with the pumpkins."The patch will again allow families to pick pumpkins from the vine, and will feature the corn maze, gourd launcher, and culvert swing and corn pit. A story walk has been added as part of the corn maze this year, and guests can practice their roping with a saddle and steer head. Long said the ongoing drought had little impact on what the pumpkin patch has to offer."Even our dryland produced pretty well," he said. "We had enough rain throughout. What really hurt us last year was not just the drought but the heat. It wasn't as bad this year. It didn't come at as bad a time."Long's Pumpkin Patch is open Sept. 30 through Halloween. Hours are 10 a.m. to 6 p.m. on Saturday and 1-5 p.m. on Sunday.

BCC Trustees board meeting agenda (9/26)

Most activities have an off-season. 4-H is no different with the brunt of activities coming to a close earlier this month. National 4-H Week is celebrated the first October of each month, and Cottonwood Extension District 4-H Youth Development Agent Michelle Beran, and 4-H Ambassador Ailey Williams attended Tuesday's Barton County Commission meeting to bring the proclamation home. Beran explained the impact of local 4-H clubs to the commission.

"We just finished the Kansas State Fair, which means the 4-H year is ending and the new 4-H year begins Oct. 1," she said. "In Barton County, we have eight community clubs with nearly 150 4-H members. Kansas 4-H offers over 40 projects, and within each of those projects are included communication, leadership, citizenship, and career options."

Williams, a student at Great Bend High School, was one of five local 4-H members to attend Discovery Days at Kansas State University in June. The event gave members the opportunity to experience college by eating and staying in the dorms, attending classes, and navigating a large university. Williams said she took the opportunity to learn more about business and marketing.

"Some of my favorite project areas I do are foods and arts, mainly foods because that's what I want to do as a career," she said. "That's how I figured out what I want do to through 4-H."

A volunteer was needed for Agriland at the Kansas State Fair. Local 4-H clubs were also contacted by the Kansas Beef Council, and Williams spent four hours as a volunteer in Hutchinson. She and another high school 4-H member also served as co-superintendents of visual arts for the fair, overseeing some 300 entries.

The Great Bend Recreation Commission has several positions open for kindergarten to 6th grade flag football referees. This position will require you to enforce the flag football rules as outlined by the Great Bend Rec. This position also requires the ability to keep up with the physical demands of the job, be firm and confident in decision making and take control of potentially intense situations. 

If selected, the applicant will need to complete training and pass a background check.

Fans of Chosen Wok in Great Bend only had to go about a month without their favorite Asian cuisine. Previous ownership announced the restaurant located at 3908 10th Street was shutting its doors Aug. 26. New ownership reopened the doors on Sept. 23. Manager Lia Oktiana said all the customer favorites are back.

"All the menu is exactly the same thing but we did take out some of the menu. "If it wasn't selling a lot we took it out, but we did adjust the price."

The owners of Chosen Wok live in Texas and Lia, better known as Okta, and her husband moved from Texas to manage the Great Bend store. New seating is in place for dine-in customers, the building has been cleaned, and a new sushi bar is on display at the front of the store. One big benefit of the new ownership will be expanded store hours. Chosen Wok will now be open 10:30 a.m. to 2:30 p.m. then 4:30 to 9 p.m. Monday through Friday, and 11 a.m. to 9 p.m. on Saturdays and Sundays.

Just two employees from the old store have made the transition to the new store. Oktiana said once staff is fully trained in approximately one month, Chosen Wok will host an official grand opening with special menu items like nigiri and sashimi.

STAFFORD COUNTY—One person was injured in an accident just after 11:45p.m. Monday in Stafford County.

The Kansas Highway Patrol reported a 2015 Volvo semi driven by&nbsp; Mohamed A.&nbsp;Abdela,&nbsp; 35, Dallas, Texas, was northbound on U.S. 281 at U.S. 50 three miles south of St. John.

The semi traveled off the roadway to the right, returned to the road, traveled off the roadway to the left and returned to the road. The vehicle traveled off the roadway to the right a second time and returned to the road. The vehicle traveled off the roadway to right a third time and came to rest.

EMS transported&nbsp;Abdela to the Stafford County Hospital. He was properly restrained, according to the KHP.

PROCLAMATION 2023-13: National 4-H Week: &nbsp; &nbsp; &nbsp; -Michelle Beran, Cottonwood Extension District – Barton County, will be joined by area youth in presenting the proposed Proclamation. 4-H, as delivered by area Cooperative Extension agencies, has helped thousands of youth become true leaders, entrepreneurs and visionaries. By declaring October 1 – 7, 2023, as National 4-H Week, the Commission recognizes the importance of using the Head, Heart, Hands and Health, the four core values of the 4-H mission, to make the best better.

&nbsp; &nbsp;C. COMMISSION: Employee Engagement Committee: &nbsp; &nbsp; &nbsp; -Commissioner Donna Zimmerman will provide details. It is the intent of the Commission to establish and annually fund an Employee Engagement Committee (EEC). In an effort to move forward with the EEC, the Commission solicited members. At this time, membership will be considered. Appointment period to end December 31, 2024, with the initial EEC members charged with the development of bylaws, short- and long-term goals, project development and to create and host a holiday event for all employees.

&nbsp; &nbsp;D. INFORMATION TECHNOLOGY: 2023 Server Upgrade Project: &nbsp; &nbsp; &nbsp; -Dereck Hollingshead, Information Technology Director, will present details. On August 31, 2023, the Information Technology Department released the 2023 Server Upgrade Project Request for Proposal (RFP). The department sought pricing for hardware and software to upgrade two (2) servers. The hardware and software to upgrade these two (2) servers will allow Barton County Information Technology to replace a minimum of seven (7) servers. Two vendors submitted bids. It is noted that the Ellinwood and Great Bend Police Departments will reimburse the County for a portion of the cost and that there will be additional software costs.

&nbsp; &nbsp;E. JUVENILE SERVICES: Request for Proposal – Juvenile Services Fleet Insurance: &nbsp; &nbsp; &nbsp; -Marissa Woodmansee, Juvenile Services Director, will present details. Juvenile Services released a Request for Proposal (RFP) for fleet insurance with a September 15, 2023, deadline. The RFP called for coverage for four (4) vehicles and 21 staff members, traveling in a five-County area transporting youth and families, as well as other business travel. Two bids were received.\

&nbsp; &nbsp;F. DISTRICT CORONER: Appointment of Special Deputy Coroners: &nbsp; &nbsp; &nbsp; -Matt Patzner, County Administrator, will provide details. Dr. Patrick Stiles was re-appointed as District Coroner effective January 1, 2023. At the recommendation of Ellsworth County, Dr. Stiles requests that Nathaniel Florian be appointed as a Special Deputy Coroner.

&nbsp; &nbsp;G. EXECUTIVE SESSION: &nbsp; &nbsp; &nbsp; -Chairman Shawn Hutchinson will present. Any Commissioner may make a motion for the board to recess to executive session at this time as allowed by K.S.A. 75-4319. Great Bend Police Chief Steve Haulmark is broadcasting an all-points bulletin for any items that reflect the history and legacy of the local police department.

The goal is to decorate walls in the lobby of the new Justice Center, which is nearing completion at 12th &amp; Baker.

“Police departments are notoriously bad about maintaining their history, their heritage,” Haulmark said. “Procedures and technology change rapidly over the years and we would like to reflect those changes in our new facility.”

The chief is looking for donations such as badges, patches, uniforms, photos, handcuffs, and firearms and other weapons.

There might be other areas in the building where they can be used too.”Haulmark, who is a self-proclaimed history buff, has many collectibles in his office that represent law enforcement. But the goal now is to concentrate on things specific to the local police department.Other items that represent the City of Great Bend’s past also will be considered.“I would like to have some items in the lobby by the time of our open house this fall,” Haulmark said, noting a firm date has not been set. “But even after that event, anyone interested in taking a look at what we have collected should feel free to give me a call.“This project is important to all of us at the police department,” he added. “Representations of the past help us remember where we came from, while depicting the many strides that have been made in local law enforcement.”Haulmark came upon this idea when he worked for the Kansas City, Ks., Police Department, which houses its own museum.For more information, contact Haulmark by calling 620-793-4120.
