The Barton County Appraiser's Office began using aerial imagery for its work in the mid-1980s. Since then, the county has upgraded its contract for those images in 2005, 2010, and 2018. At Tuesday's Barton County Commission meeting, Cartographer Bj Wooding asked the commission to approve a new contract with Surdex Corporation for 2024.

"This is called 3-inch pixel resolution," she explained. "It's about the highest we can get by airplane without other approval. The cities are Great Bend, Hoisington, Ellinwood, and Claflin, and they've agreed to share the cost."

The United States Department of Agriculture uses the technology on flyovers every two years, and Next-Gen/911 uses it every two years. The State uses 1-foot pixel resolution digital orthoimagery that works well for rural areas. Wooding said the 3-inch pixel is clear enough for city workers to spot manhole covers. After the Hoisington tornado, officials used the images to find transformers that had blown down. 

"This imagery is used heavily by the appraiser's office in appraising both structures and the ag land," Wooding said. "Zoning and planning uses it when they're having to help people locate where they can put a building or not put a building."

The camera alone would cost more than $1 million to purchase, plus software and flights add additional expenses. The contract approved Tuesday was for $28,500. Barton County will pay half of that and be reimbursed for the other half. A total of 79 square miles will be photographed from approximately 2,500 feet in the air. Cities will reimburse the county based on the size of area photographed. Great Bend will pay the most at $8,658, and Claflin will pay the least at $1,443.

Put safety first when getting into a vehicle and participate in Buckle Up Phone Down (BUPD) Day, recognized across the country on Oct. 25. The Kansas Department of Transportation and the Drive To Zero (DTZ) Coalition challenge all travelers to ditch distractions and focus on safety.

Drivers will see increased enforcement of occupant protection and texting laws across the state as law enforcement officials are partnering in this effort. The goal is to bring awareness to these two simple actions – buckling up and putting the phone down – to help reduce traffic fatalities.

“Kansans, please join me in this easy, but critically important lifesaving challenge today and every day,” said KDOT Transportation Secretary Calvin Reed. “Buckle up, put the phone down. Every trip. Every time.”

Across the U.S., more than 42,500 people died in crashes in 2022, and about 50% of those killed in a passenger motor vehicle were not belted or restrained. In Kansas, 410 people died in traffic crashes last year. According to KDOT stats, 156 of those people were reported unbuckled.

“Too many adults are still not buckling up and many kids are not properly restrained in car seats,” said Secretary Reed. “Being properly restrained reduces the risk of death or serious injury when in a crash. Crashes happen in an instant, and then it’s too late to react – the damage is done.”

Driving distracted is a big concern as well. Last year, more than 13,000 crashes occurred across Kansas because drivers were inattentive or were sidetracked by cell phones, other electronic devices, eating, reading, applying makeup or people in the vehicle.&nbsp; Those crashes resulted in 98 fatalities and more than 4,700 injuries.

Hoisington High School welcomes new NHS members

Hearing loss doesn’t just mean an older adult needs to turn up the TV. It’s been linked to a range of health problems, including dementia.

The latest aging research not only shows the two are connected, it’s also leading scientists to believe that hearing loss may actually be a cause of dementia.

This emerging area of research has huge implications, says Frank Lin, MD, PhD, director of the Cochlear Center for Hearing and Public Health. at the Bloomberg School. Some 37.5 million Americans have trouble hearing, according to the National Institute on Deafness and Other Communication Disorders.

A key question researchers have: Could hearing aids reduce the risk of a person developing dementia?

Lin explains the connection between the two conditions and where the science is headed.

Hearing loss and the brain If you have hearing loss, you have a greater chance of developing dementia, according to a 2020 Lancet commission report that lists hearing loss as one of the top risk factors for dementia.

Brain strain and social isolation Hearing loss can make the brain work harder, forcing it to strain to hear and fill in the gaps. That comes at the expense of other thinking and memory systems. Another possibility: Hearing loss causes the aging brain to shrink more quickly. A third possibility is that hearing loss leads people to be less socially engaged, which is hugely important to remaining intellectually stimulated. If you can't hear very well, you may not go out as much, so the brain is less engaged and active.

Quantifying hearing loss’s impact According to the World Health Organization, hearing loss is estimated to account for 8% of dementia cases. This means that hearing loss may be responsible for 800,000 of the nearly 10 million new cases of dementia diagnosed each year.

Johns Hopkins is leading a large National Institute on Aging study to see if hearing aids can safeguard seniors’ mental processes. The study has multiple locations and has recruited nearly 1,000 people ages 70–84 with hearing loss. One group is provided hearing aids, while another group receives aging education. In July, Public Health on Call interviewed Dr. Frank Lin about his research using a randomized control study. Everyone was followed for three years with cognitive skills test every 6 months. Hearing interventions were shown to slow down cognitive decline in those with more risk factors for cognitive decline. A hearing aid is a low risk intervention that can help prevent cognitive decline in those with other risk factors.

Other effects on health Hearing loss has long-term effects on health. It’s believed to increase the risk for falls and depression. It also leads to higher health care costs: People with hearing loss have an increased rate of hospitalization.

Please encourage your loved ones to go get their hearing checked and find hearing aids if they have hearing loss. October is also National Protect Your Hearing Month so remember your ear plugs or earmuffs when you are around loud sounds. Prevention is important.

Recidivism is the tendency of a convicted criminal to reoffend.
Recidivism rates in Kansas are nearly 35% overall. An Associate degree drops
that rate to under 14%. 

Barton Community College offers education and
training to incarcerated individuals at the Larned State Correctional Facility
and Ellsworth Correctional Facility. Nicole Barr, Barton’s Coordinator of
Correctional Education, said the majority of those individuals in prison will
someday be released.


"Between 95% and 98% of incarcerated people will be out at some point," said Barr. "It is our job, not only as educational providers but correctional staff, to make sure that we are showing them the appropriate ways to communicate with one another and how to get up and go to your job, those soft skills. They will be getting out. We want to make sure they're ready to be contributing members of society."

Along with many other courses, Barr said Barton offers welding, carpentry and
plumbing at both of the correctional facilities, which are felony-friendly
industries with second-chance employers.


"Private industry partners tour our welding class each semester," said Barr. "They can see some of the shining stars, those students that are doing really well. Generally, they hire them after their sentence is over to get them employed right away."

In her presentation to the Barton Board of Trustees Tuesday, Barr noted every
$1 invested in correctional education saves the taxpayer $5 in terms of
criminals reoffending.&nbsp; &nbsp;&nbsp;

As its name suggests, the Great Bend Convention &amp; Visitors Bureau was created to promote the places and events the city has to offer. Over the weekend, CVB staff was recognized for its work at the Kansas Tourism Conference in Olathe. Staffer Amanda Gaddis earned the Kansas Destination Specialist Award. 

"The KDS program is a program that familiarizes and furthers my knowledge in the state of Kansas in our tourism marking and leadership," she said. "What that means for me is I have a greater knowledge about our state and tourism. It helped me take leadership classes and marking classes. It helps me promote not only Kansas but the city of Great Bend."

Gaddis will celebrate her second year with the CVB in February. Many tourism officials around the state have never received the KDS Award despite more time in the field. It took her approximately a year to complete the points, which included three book reports about Kansas, marketing, and leadership, visiting attractions at least 50 miles from Great Bend, and attending various education conferences, seminars, webinars, and trainings.

CVB Director Christina Hayes and Gaddis received Travel Industry Association of Kansas' first-place award for medium budget in the event category. The pair was honored for its work promoting The Wall That Heals before and after its stop in Great Bend this May.

Russell city crews are aware of an electric outage impacting approximately 35 customers in the north part of town. Crews are determining the cause.

At 11:27 a.m. on Wednesday, Oct. 25, the City of Russell reported power was restored.

Public Works Director Jason Cauley said the system should be back in working order after the replacement of a fire hydrant at another intersection last Wednesday.

"At 19th and Kansas, there was a fire hydrant replacement last week," he said. "We had the water pressure reduced for about 15-30 minutes. Once they got it all shut down, they were able to get the hydrant bolted on and replaced. The water was turned on relatively promptly."

The city dealt with a water main break at 3109 12th Street on Sept. 13, and the initial leak was reported at 19th and Kansas on Sept. 29. Cauley said with the replacement of the hydrant, that intersection is now open for traffic.

Growing up in St. John, Tucker attended Pratt Community College and Fort Hays
State University to study marketing and communications. After FHSU, he accepted
a part-time position at Eagle Radio in Great Bend as a board operator for Eagle’s
coverage of local sports. That gig led to a fulltime job handling on-air
production and eventually a career in sales.


"I did a little programming work on 104.3," said Tucker. "I had the opportunity to step over into the sales side. It was a seamless transition from one side of the hall, so to speak, to the other. It's been an incredible journey."

Fort Larned USD 495 school board candidate forum

The Barton County Sheriff’s Office investigated a pair of injury accidents Monday, Oct. 23.

At about 5:20 p.m., Sheriff’s deputies were dispatched to the 200 block of Northeast 20th Avenue for a reported motor vehicle accident. Deputies located a 1997 Acura on the side of the roadway in a field. Witnesses at the scene indicated the driver, identified as Kendriyk Turner, age 19 of Great Bend, had been ejected from the vehicle when it rolled. 

Investigation revealed Turner was southbound on Northeast 20th Avenue when he evidently lost control of the vehicle overturning into the east ditch. He was transported to The University of Kansas Health System - Great Bend Campus and was later flown to a Wichita area hospital. The Sheriff’s Office was assisted at the scene by the Great Bend Fire Department and EMS.

The second accident occurred at about 7 p.m. when the Sheriff’s Office was notified of a vehicle striking a pole in the 400 block of Northwest 10th Road. Deputies located a 2002 Ford Explorer on the north side of the road. The driver was identified as Dalton Contrerez, age 27 of Great Bend. 

Investigation indicates Contrerez was eastbound on Northwest 10th Road when his vehicle left the roadway and struck a utility pole coming to rest in the field. The vehicle sustained heavy front-end damage and airbag deployment. Contrerez suffered significant facial and head injuries in the collision. He was transported to The University of Kansas Health System - Great Bend Campus. The Sheriff’s Office was again assisted by the Great Bend Fire Department and EMS service.

A pair of injury accidents Monday in Barton County

Vehicle-deer crashes can happen any day of the year on Kansas roadways. Across the state, 37% of all single-vehicle crashes in 2022 involved a collision with a deer. The Kansas Department of Transportation reports six people were killed and 575 people were injured in collisions with deer in 2022.

These crashes greatly increase from now until the end of the year because of deer breeding season, with November typically the peak time.&nbsp;

Anyone involved in a collision with a deer or other animal resulting in personal injury or property damage totaling $1,000 or more is required to immediately report the incident to the nearest law enforcement agency.

 <li>Be especially watchful at dawn and dusk when deer are more active.</li><li>If you see one deer, expect others, as deer seldom travel alone.</li><li>Be alert and reduce speeds near wooded areas or green spaces and near water sources such as streams and ponds.</li><li>Deer crossing signs show areas where high numbers of vehicle-deer collisions have occurred in the past; but they can happen on any roadway, including city streets.</li><li>Do not swerve to avoid hitting a deer. Motorists could then veer into oncoming traffic, run off the road, hit objects or overturn.</li><li>Use bright headlights when there is no oncoming traffic and scan for the reflective eyes of deer.</li><li>If a collision occurs, move the vehicle to the roadway’s shoulder. Then, if possible, call law enforcement – KHP dispatch at *47, the Kansas Turnpike at *KTA or local law enforcement at 911.</li><li>Put the vehicle’s hazard lights on, whether it is light or dark outside.</li><li>Remain in the vehicle with your seat belt fastened to be better protected.</li><li>Contact your insurance company to report any vehicle damage.</li>

None of this would be the way it is without the collaboration and support in our communities. Here in the Cottonwood District, we have on-farm research studies, field days with University specialists, and are home to one of eight research centers that are across the State. Extension Agents are also partnered with various local businesses, government offices, and city departments. We could not do our job bringing the university to the people without our local partners.

On November 7th&nbsp;from 5:30-7, K-State University leaders and students will host a dialogue about university and community connections at a community open form at the Great Bend Events Center at 3111 10th&nbsp;St in Great Bend. This is a time where the University will be in our area to listen and learn from community members on successful partnerships and positive relationships between KSU and our communities. On November 8th, there is &nbsp;a session over Water Management at the Kansas Wetlands Education Center. Then, the tour will move to Hays for a session over child care partnerships across all industries from 11:30-1. The Barton County Sheriff’s Office, in conjunction with the Barton County Health Department and the DEA, will be hosting a drug take back day. The event is scheduled for Saturday, Oct. 28, from 10 a.m. until 2 p.m. Representatives will be on the east side of the Barton County Courthouse on Kansas Street to accept unused prescription and nonprescription medications.

The United States Drug Enforcement Agency permits local law enforcement to accept prescription and nonprescription medications for destruction once a year. This is a public service offered by the Health Department and the Sheriff’s Office to prevent abuse of prescription drugs and allow for proper disposal. 

Drugs will be accepted from private citizens as well as institutions such as nursing homes and long-term care facilities that may need to dispose of any controlled substance. There is no fee for the service.

BCC Board of Trustees meeting agenda (10/24)

On Monday, Oct. 23, at approximately 8:56 a.m., officers with the Great Bend Police Department were dispatched to Bomgaars, 5320 10th Street in reference to a suspicious individual. It was reported to officers that there was a subject in the store who appeared to be under the influence of some type of substance.

Upon arrival, officers contacted Brandon Goodwin. Goodwin indicated that he had drug paraphernalia in his pocket. Officers located several items, including a syringe in Goodwin's pocket.  The syringe tested positive for amphetamines. A pipe was also located with Goodwin which tested positive for (THC) marijuana. 

Goodwin was arrested and booked in lieu of bond.

Subject arrested in Great Bend store for drug paraphernalia

Resurfacing is expected to start around Friday, Oct 27, on U.S. 281 in Barton County.

The Kansas Department of Transportation project involves a mill and hot-mix-asphalt overlay on&nbsp;U.S. 281 from the K-4 junction to the Barton/Russell county line. The length is about 11 miles.

During the project, traffic will be controlled by flaggers and a pilot car, and motorists should expect to slow down and stop and face delays of up to 15 minutes.

The work is expected to be completed around the end of November.

Venture Corp., of Great Bend, is the primary contractor for the&nbsp;$3,384,231 project.

Work is set on U.S. 281 Highway in Barton County

It's what we have to do to keep the tires out of the ditches. That was the sentiment of Barton County Commission Chair Shawn Hutchinson during Tuesday's morning discussion with County Administrator Matt Patzner. The county agreed to help offset some costs associated with Great Bend's second city-wide cleanup held in September. Patzner laid out the issue to commissioners.

"The city disposed of approximately 160 tons of tires, which is about double the amount for 2022," he said. "As we discussed in the joint city of Great Bend/county meeting back in June, then again in the study session last week, it's suggested the county provide the city with a $15,000 allocation to offset the increased cost of this community endeavor."

The city of Great Bend collected 75 tons of tires in 2022. That number grew to approximately 160 tons this year. The city estimated last year's expense with tire disposal at $150 a ton, or $11,250. This year, with more tires and a disposal fee of $248 per ton, that expense grew to nearly $40,000.
